Save Medicare Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Extension Act of 2007, to: (1) increase the Medicare physician payment update for 2009; and (2) extend the physician quality reporting system, the incentive payment program for physician scarcity areas, the floor on the work geographic adjustment to the physician fee schedule, and the accommodation for physicians ordered to active duty in the armed services. Expresses the sense of the Senate that: (1) the provisions of, and amendments made by, this Act should be deficit neutral over the five year period beginning on October 1, 2008; and (2) Congress should address the challenges facing the Medicare program in a fiscally responsible manner. Expresses the sense of the Senate that: (1) the Medicare program should provide payments to physicians and other health professionals that serve as positive incentives for participation in voluntary initiatives to improve health care quality; and (2) financing for such initiatives should be non-punitive and exempt from the Medicare physician fee schedule budget neutrality requirements.

Security Against Foreclosures and Education Act, or the SAFE Act - Amends the Internal Revenue Code to allow proceeds of qualified mortgage bonds to be used to refinance certain residential subprime loans. Requires the Neighborhood Reinvestment Corporation to continue to award expeditiously certain funds already provided for mortgage foreclosure counseling. Amends the Code to allow purchasers of certain single-family principal residences a one-time tax credit. Amends the Truth in Lending Act to: (1) revise creditor mortgage loan disclosure requirements; and (2) increase civil damages for noncompliance with such Act. Amends the Code to: (1) allow a five-year carryback of net operating losses for certain taxable years; and (2) suspend through taxable year 2009 the 90% of alternative minimum taxable income limit for certain adjustments to the alternative (minimum) tax net operating loss deduction. Amends the Servicemembers Civil Relief Act of 1940 to expand the period of moratorium on foreclosure sales after a servicemember's service. Requires the Secretary of Defense to develop a program for mortgage foreclosure prevention counseling for members of the Armed Forces returning from service abroad. FHA Modernization Act of 2008 - Amends the National Housing Act (NHA) to: (1) revise requirements for the maximum principal loan obligation eligible for mortgage insurance, as well as the cash investment requirement; and (2) prohibit seller-funded downpayment assistance. Replaces the General Insurance Fund (GIF) with the Mutual Mortgage Insurance (MMI) Fund as the depository of all funds involved in rehabilitation loans for one- to four-family structures. Eliminates the limitation on the aggregate number of home equity conversion mortgages (HECMs) for elderly homeowners insured under the Act. Authorizes the Secretary of Housing and Urban Development (HUD) to insure HECMs. Establishes a single national loan limit for HECMs. Amends the Energy Policy Act of 1992 to raise the cap on the price of cost-effective energy efficiency improvements under the energy efficiency mortgages program. Amends the NHA to require the Secretary to establish a pilot program for an automated process to provide alternative credit rating information on mortgagors and prospective mortgagors. Amends the Housing and Urban Development Act of 1968 to revise post-purchase housing counseling eligibility requirements. Directs the Secretary to establish a pre-purchase homeownership counseling demonstration program. Places limitations on mortgage insurance premium increases. Imposes a one-year moratorium on implementation by the Secretary of certain risk-based premiums. FHA Manufactured Housing Loan Modernization Act of 2008 - Amends the National Housing Act regarding FHA housing loan insurance for manufactured homes (or lots for such homes). Increases manufactured home loan limits, requiring annual indexing. Sets forth borrower premium charges. Amends the NHA to apply the prohibition against kickbacks and unearned fees in the Real Estate Settlement Procedures Act of 1974 (RESPA) to each sale of a manufactured home financed with an FHA-insured loan or extension of credit and related services. Prescribes certain lease requirements as prerequisites for HUD insurance of any loan, advance of credit, or purchase of such a loan or credit to finance a manufactured home intended to be located in a manufactured home community under a lease.

Ensuring the Future Physician Workforce Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by the Medicare, Medicaid, and SCHIP Extension Act of 2007 (the Act), with respect to the formula for calculating payments for physicians' services. Resets to 2007 the base year for application of the sustainable growth rate formula, which shall be eliminated in 2010. Amends the Tax Relief and Health Care Act of 2006, as amended by the Act, to extend the current transitional bonus payments. Directs the Secretary of Health and Human Services to establish a reporting system for quality measures relating to physicians' services that focus on disease-specific high cost conditions. Amends SSA title XVIII to direct the Secretary to create standards for health information technology (HIT) payment incentives. Amends SSA title XI to create safe harbors to antikickback and civil and criminal penalties for provision of HIT and training services. Directs the Secretary to study and report to Congress on the impact of such safe harbors. Amends SSA title XVIII to create an exception to the limitation on certain physician referrals for the provision of HIT and training services to health care professionals. Directs the Secretary to report annually to: (1) each physician information on the physician's total Medicare billings; and (2) each individual entitled to benefits under Medicare part A (Hospital Insurance) and part B (Supplementary Medical Insurance) on the amount of Medicare payments made to or on behalf of the individual during the year involved. Directs the Secretary to collect data on annual savings in expenditures in the Medicare program due to physicians' services that resulted in hospital or in-patient diversion. Requires the Board of Trustees of the Federal Hospital Insurance Trust Fund and of the Federal Supplementary Medical Insurance Trust Fund to monitor and examine the extent to which the different funding mechanisms under Medicare parts A, B, and D (Voluntary Prescription Drug Benefit Program) provide an appropriate alignment with the program goals of the respective parts. Directs the Secretary to arrange for a study of price inputs and relative values for physicians' services recommended by the AMA/Speciality Society Relative Value Unit Scale Update Committee process. Requires the Secretary to provide for a study of, and report to Congress on, health care disparities in high-risk health condition areas and minority communities with respect to the impact reporting requirements may have on physician penetration in such communities.

Code Talkers Recognition Act of 2008 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals in recognition of the service of Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in miliatary communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify Native American code talkers eligible for a gold medal.

Homeownership, Manufacturing, and Economic Growth Act or the HOME Act - Amends the Internal Revenue Code to extend expiring income, excise, and alternative minimum tax (AMT) provisions and expand other individual and business-related tax incentives. Directs the Securities and Exchange Commission (SEC) to undertake certain initiatives to help small businesses and imposes restrictions on litigation deemed frivolous. Extends through 2009 certain expiring tax provisions affecting individual and business taxpayers, including: (1) tax credits for nonbusiness energy property, residential energy efficient property, increasing research activities, Indian employment, railroad track maintenance, energy efficient appliances, and investment in new markets; (2) tax deductions for educational expenses, state and local sales taxes, food and book inventories, and energy efficient commercial buildings; (3) tax-free distributions from retirement accounts for individuals ordered to active duty and for making charitable contributions; (4) mortgage revenue bond financing for veterans; (5) accelerated depreciation for qualified leasehold and restaurant improvements, motorsports racing track facilities, and business property on Indian reservations; (6) the increased AMT exemption amount; (7) authority for issuance of qualified zone academy bonds; (8) tax incentives for investment in the District of Columbia; (9) income and excise tax credits for alternative fuels, including biodiesel and ethanol fuel from coal; and (10) Internal Revenue Service (IRS) authorities for disclosing information relating to terrorist activities, combined employment tax reporting, and undercover operations. Makes permanent tax provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 and the Jobs and Growth Tax Relief Reconciliation Act of 2003. Reduces the maximum corporate income tax rate to 25%. Requires the SEC to take certain actions to assist businesses, including reviews of its rulemaking processes and of the impact of excessive litigation. Allows use of mortgage revenue bonds for refinancing subprime loans. Allows a tax credit for the purchase of residences facing foreclosure. Amends the Truth in Lending Act to expand disclosure requirements for mortgage loans. Sets forth provisions relating to lawsuits against small businesses deemed frivolous and places restrictions on attorney fees and scientific testimony in federal civil cases.

Biennial Budgeting and Appropriations Act - Amends the Congressional Budget Act of 1974 to require: (1) biennial (currently, annual) budget resolutions; (2) biennial appropriations Acts; and (3) biennial government strategic and performance plans. Defines the budget biennium as the two consecutive fiscal years beginning on October 1 of any odd-numbered year. Requires the Director of the Office of Management and Budget (OMB) to: (1) determine the impact and feasibility of changing the definition of a fiscal year and the budget process based on that definition to a two-year fiscal period with a biennial budget process based on such period; and (2) report the findings to the House and Senate Budget Committees.

Sex Offender Registration and Notification Retroactivity Correction Act of 2008 - Makes the registration requirements of the Sex Offender Registration and Notification Act applicable to sex offenders convicted before, on, or after the enactment of that Act. Amends the federal criminal code to: (1) apply registration requirements to sex offenders regardless of the date of their offense or the date of their travel in interstate commerce; and (2) make failure to register or update a sex offender registration a continuing offense for as long as such failure exists.

Small Business Women's Procurement Program Improvement Act - Amends the Small Business Act relating to the women's procurement program (the provision of contracting opportunities for women-owned small businesses) to require the Administrator of the Small Business Administration (SBA) to wait until five years after the program is implemented before conducting a required study to identify industries in which small businesses owned and controlled by women are underrepresented with respect to federal procurement contracting (and therefore eligible for contracting preferences or set-asides). Presumes as underrepresented by women-owned small businesses the industries identified in industry codes 11 through 81 of the 2007 North American Industry Classification System Code. States that a contracting officer need not make a finding of past gender discrimination by a contracting agency in order to comply with federal contracting requirements under the women's business procurement program.

United States Army Commemorative Coin Act of 2008 - Instructs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half dollar clad coins as numismatic items emblematic of the traditions, history, and heritage of the U.S. Army, and its role in American society from the Colonial period to today. Requires the design for such coins to contain motifs that honor specifically the American soldier of both today and yesterday, in wartime and in peace, consistent with the traditions and heritage of the U.S. Army, the mission and goals of the National Museum of the U.S. Army, and the missions and goals of the Army Historical Foundation. Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

Montgomery GI Bill Educational Assistance Transferability Act of 2008 - Amends the Montgomery GI Bill educational assistance program to authorize the Secretary of the military department concerned to permit any member of the Armed Forces (currently, only members with critical military skills) entitled to basic educational assistance to elect to transfer a portion of such assistance to one or more dependents. Removes the 18-month limitation on the number of months of entitlement authorized to be transferred. Provides similar eligibility for the transfer of educational assistance for members of the Selected Reserve who have completed at least six years of service and enter into an agreement to remain a member of such Reserve for at least four more years.

Combat Veterans Debt Elimination Act of 2008 - Prohibits the Secretary of Veterans Affairs from collecting debts owed to the United States by certain members of the armed forces or veterans who die as a result of an injury incurred or aggravated on active duty in a war or a combat zone after September 11, 2001. Excepts any amounts owed the United States under federal housing and small business loan programs from such prohibition on debt collection.

Combat Veterans Debt Elimination Act of 2008 - Prohibits the Secretary of Veterans Affairs from collecting debts owed to the United States by certain veterans who die as a result of a service-connected disability incurred or aggravated on active duty in a war after the Persian Gulf War or a combat zone after September 11, 2001, if the Secretary determines, in his or her discretion, that the termination of collection is in the best interest of the United States. Excepts any amounts owed the United States under federal housing and small business loan programs from such prohibition on debt collection.

Child Custody Protection Act - Amends the federal criminal code to prohibit transporting a minor child across a state line to obtain an abortion (deems such transporting to be a de facto abridgment of the right of a parent under any law in the minor’s state of residence that requires parental involvement in the minor’s abortion decision). Makes an exception for an abortion necessary to safe the life of the minor. Makes it an affirmative defense to a prosecution or civil action under this Act that a defendant: (1) reasonably believed that before the minor obtained the abortion, the required parental consent or notification or judicial authorization took place; or (2) was presented with documentation showing that a court waived parental notification requirements or authorized the minor's abortion. Defines "abortion" as the termination of a pregnancy with an intention other than to increase the probability of a live birth, preserve the life or health of the child after live birth, terminate an ectopic pregnancy, or remove a dead unborn child who died as the result of a spontaneous abortion, accidental trauma, or a criminal assault on the pregnant female or her unborn child. Imposes a fine and/or prison term of up to one year on anyone who has committed an act of incest with a minor and knowingly transports such minor across a state line to obtain an abortion.

Santa Fe 400th Anniversary Commemorative Coin Act of 2007 - Instructs the Secretary of the Treasury to issue $5 gold coins and $1 silver coins emblematic of the settlement of Santa Fe, New Mexico, the oldest capital city in the United States. Permits issuance of such coins only during calendar 2010. Requires the Secretary to pay 50% of surcharges received from such coin sales to: (1) the Santa Fe 400th Anniversary Committee, Inc.; and (2) the Secretary of the Interior to sustain the ongoing mission of preserving Santa Fe, including educational programs, infrastructure and archaeological research activities, and other programs to support commemoration of the 400th anniversary of Santa Fe.

DTV Border Fix Act of 2007 - Amends the Communications Act of 1934 to allow the renewal of a full-power analog television broadcasting license through February 17, 2014, for stations located within 50 miles of the U.S. border with Mexico, provided certain requirements are met, including that the renewal does not prevent the auction of recovered spectrum or encumber or interfere with any channel reserved for public safety use. Requires the Federal Communications Commission (FCC), if mutually exclusive applications are submitted to use a channel under the amendments made by this Act, to award the authority to use the channel through competitive bidding under existing procedures.

Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 1997 to extend by one year the moratorium on: (1) implementation of a specified rule relating to the federal-state financial partnership under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program (SCHIP)) of the Social Security Act; and (2) the finalization of a certain proposed rule regarding the authority of states to make payments related to graduate medical education (GME payments). Imposes a one-year moratorium on finalization or implementation of a certain proposed rule regarding the scope of permissible Medicaid payments that redefines outpatient hospitals and specifies methodologies for calculation of the outpatient services upper payment limit.

Border Wait Times Study Act - Directs: (1) the Secretary of Transportation to study, and report the results to Congress on, the traffic patterns of commercial and passenger vehicles that enter and exit U.S. international land ports along the northern and southern borders; and (2) the Secretary of Commerce to study, and report the results to Congress on, the negative economic impact, if any, on U.S. wait times at such ports.

Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2008 - Appropriates funds for FY2008 for the Department of Defense (DOD) for: (1) military construction for the Army, Navy and Marine Corps, and Air Force (military departments), DOD, the Army and Air National Guard, and the Army, Navy, and Air Force reserves; (2) the North Atlantic Treaty Organization (NATO) Security Investment Program; (3) family housing construction and related operation and maintenance for the military departments and DOD; (4) the Department of Defense Family Housing Improvement Fund; (5) DOD chemical demilitarization construction; and (6) the Department of Defense Base Closure Accounts of 1990 and 2005. Appropriates funds for the Department of Veterans Affairs (VA) for: (1) the Veterans Benefits Administration; (2) readjustment benefits; (3) veterans insurance and indemnities; (4) the Veterans Housing Benefit Program Fund; (5) the Vocational Rehabilitation Loans Program; (6) the Native American Veteran Housing Loan Program; (7) guaranteed transitional housing loans for homeless veterans; (8) the Veterans Health Administration; (9) the National Cemetery Administration; (10) the Office of Inspector General; (11) construction for major and minor projects; and (12) grants for the construction of extended care facilities and veterans cemeteries. Appropriates funds for: (1) the American Battle Monuments Commission; (2) the U.S. Court of Appeals for Veterans Claims; (3) cemeterial expenses, Army; and (4) the Armed Forces Retirement Home. Specifies restrictions and authorities regarding the use of funds appropriated in this Act.

Defines a "tax planning invention" as a plan, strategy, technique, scheme, process, or system to reduce, minimize, avoid, or defer tax liability or to facilitate compliance with tax laws, excluding tax preparation software and other tools or systems used solely to prepare tax or information returns.

Motorcoach Enhanced Safety Act of 2007 - Directs the Secretary of Transportation (Secretary) to prescribe regulations requiring motorcoaches to be installed with: (1) safety seat belts at each seating position; (2) advanced glazing in each portal to prevent passenger ejection; (3) improved firefighting equipment; and (4) enhanced compartmentalization safety countermeasures and certain other motor vehicle safety features. Requires the Secretary to complete, and report to Congress on, a study on improving bus crashworthiness, bus crash avoidance, and bus fire protection and passenger evacuation. Amends federal transportation law to direct the Secretary to prescribe regulations: (1) requiring providers of motorcoach services registered with the the Federal Motor Carrier Safety Administration (FMCSA) to undergo periodic safety reviews; (2) establishing a training curriculum and providing certification for each driver of a motorcoach seeking a commercial driver's license (CDL) passenger endorsement; (3) improving CDL testing; (4) requiring a driver of a commercial motor vehicle that transports for compensation not fewer than 9 and not more than 15 passengers to have a CDL; (5) requiring a federal medical qualification certificate to be made a part of CDLs; (6) requiring the annual review of state licensing authorities to assess the accuracy of physical examination reports and medical certificates of CDL applicants that are submitted by medical examiners to such authorities; and (7) requiring that all commercial motor vehicles be equipped with electronic on-board recorders that record driver hours of service. Sets forth a deadline for the Secretary to establish the national registry of medical examiners. Requires a state to carry out an annual commercial motor vehicle inspection program in order to receive a grant for the development or implementation of programs for improving motor carrier safety.

National Trauma Center Stabilization Act of 2007 - Amends the Public Health Service Act to revise the grant program for trauma care centers by: (1) establishing three programs to award grants to public, non-profit, Indian Health Service, Indian tribal, and urban Indian trauma centers to assist in defraying substantial uncompensated care costs, further the core mission of such trauma centers, and provide emergency relief to trauma centers at risk of closing; and (2) setting forth minimum qualifications for trauma centers, including requirements for the treatment of charity or self-pay patients.

Federal Consent Decree Fairness Act - Amends the federal judicial code to authorize any state or local government or related official (or successor) to file a motion to modify or terminate a federal consent decree upon the earlier of: (1) four years after the consent decree is originally entered; or (2) in the case of a civil action in which a state or state official, or a local government or local government official, is a party, the expiration of the term of office of the highest state or local government official who was a party to the consent decree; or (3) the date otherwise provided by law. Places the burden of proof with respect to such motions on the party originally filing the action to demonstrate that the denial of the motion to modify or terminate a consent decree (or any part of it) is necessary to prevent the violation of a federal requirement that: (1) was actionable by such party; and (2) was addressed in the original consent decree. Requires a court, within 30 days after the filing of a motion, to enter a scheduling order that: (1) limits the time of the parties to file motions and complete discovery; and (2) sets the date or dates of any necessary hearings. Authorizes a court to stay the injunctive or prospective relief set forth in the consent decree if a party opposing the motion to modify or terminate it seeks any continuance or delay that prevents the court from entering a final ruling on the motion within 180 days of its filing. Requires the Attorney General to report annually to Congress on all consent decrees in which the United States is a party that were entered four or more years before the date of the report.

Amends the Internal Revenue Code to: (1) increase to $100 million the veterans mortgage bond limitation in Alaska, Oregon, and Wisconsin; (2) eliminate the phase-in of the bond limitation; and (3) revise the definition of "qualified veteran" for mortgage bond financing eligibility purposes to make such definition applicable to veterans in all states.

Preserve America and Save America's Treasures Act - Establishes the Preserve America Program, under which the Secretary of the Interior, in partnership with the Advisory Council on Historic Preservation, shall provide competitive grants to specified entities to support preservation efforts through heritage tourism, education, and historic preservation planning activities. Sets forth provisions regarding the designation of communities, tribal areas, and neighborhoods as Preserve America Communities. Establishes the Save America's Treasures Program, under which the Secretary shall provide grants to eligible entities for projects to preserve nationally significant collections and historic properties. Provides for, of the amounts available for such grants, not less than 50% to be available for projects to preserve collections and historic properties, which shall be distributed through a competitive grant process. Requires a collection or historic property to be provided a competitive grant only if such collection or property is: (1) nationally significant; and (2) threatened or endangered. Requires historic properties, to be eligible for a grant, to be: (1) listed in the National Register of Historic Places at the national level of significance; or (2) designated as a National Historic Landmark. Sets forth the criteria under which grants shall be provided to projects for eligible collections and historic properties.

Chisholm Trail and Great Western Trail Studies Act - Amends the National Trails System Act to direct the Secretary of the Interior to conduct separate studies to consider the designation of the Chisholm Trail and the Great Western Trail for study and potential addition to the National Trails System. Requires the Secretary to identify the point at which such Trails originated south of San Antonio, Texas.

Burma Democracy Promotion Act of 2007 - States that it is U.S. policy to: (1) condemn the repression carried out by the State Peace and Development Council (SPDC); (2) support a peaceful transition to constitutional democracy in Burma; and (3) hold accountable individuals responsible for the repression of peaceful political activity in Burma. Directs the President to submit to the appropriate congressional committees a list of: (1) SPDC officials who play or have played a substantial role in political repression in Burma or in the commission of human rights abuses; and (2) other Burmese SPDC supporters. Subjects persons so identified to U.S. entry prohibition and financial sanctions (blocked property, financial transaction prohibitions, and banking sanctions). Exempts medical and humanitarian assistance from such restrictions. Authorizes additional waivers for diplomatic and travel purposes. Terminates such prohibitions upon a presidential certification to the committees that the SPDC has: (1) released all political prisoners, including Aung San Suu Kyi and other members of the National League for Democracy; (2) entered into a dialogue with democratic forces led by the National League for Democracy and the ethnic minorities of Burma on transitioning to democratic government; and (3) allowed humanitarian access to populations affected by armed conflict in all regions of Burma. Amends the the Burmese Freedom and Democracy Act of 2003 to prohibit the importation into the United States of Burmese gems, teak, or other hardwood timber. Directs the President to appoint a Special Representative and Policy Coordinator for Burma. Authorizes: (1) the Secretary of the Treasury to issue multi-year licenses for humanitarian or religious activities in Burma; and (2) the President to assist nonviolent democracy activists in their efforts to promote freedom, democracy, and human rights in Burma. Directs the Secretary of State to report to the appropriate committees respecting countries that provide military aid to Burma. Expresses the sense of Congress that the United States should lead U.N. Security Council efforts to impose an international arms embargo on Burma.

Disapproves a specified rule submitted by the Centers for Medicare & Medicaid Services of the Department of Health and Human Services relating to Medicare coverage for the use of erythropoiesis stimulating agents in cancer and related neoplastic conditions. Declares that such rule shall have no force or effect.

Community Mental Health Services Improvement Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to award grants for: (1) services to children, adults, and older adults with mental illnesses who have co-occurring primary care conditions and chronic diseases through the co-location of primary and specialty medical care in community-based mental and behavioral health settings; (2) programs to address behavioral and mental health workforce needs in professional shortage areas; (3) expanding behavioral and mental health education and training programs; (4) tele-mental health in medically-underserved areas; and (5) developing and implementing a plan to ensure that the National Health Information Infrastructure meets the needs of mental health and substance abuse providers. Provides for reports to Congress on: (1) the paperwork burden on community mental health providers; and (2) the compensation structure for such providers.

Amends the Internal Revenue Code to make permanent the 15-year recovery period for purposes of the tax deduction for depreciation of qualified restaurant property. Revises the term "qualified restaurant property" to include existing buildings as well as improvements to buildings.

NASA 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Challenger Center for Space Science Education; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

American Veterans Disabled for Life Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 silver coins in commemoration of disabled American veterans and emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to calendar year 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Expresses the sense of the Senate: (1) condemning the use of violence against peaceful protesters in Burma; (2) calling on the government of Burma to refrain from further violence, release arrested demonstrators, cease attacks against ethnic minorities, release Aung Sang Suu Kyi and other political prisoners, and begin tripartite political dialogue with Suu Kyi, the National League for Democracy, and the ethnic minorities; (3) calling on the People's Republic of China (PRC) to remove objections to U.N. Security Council efforts to condemn actions taken by the government of Burma against the protesters; (4) calling on the PRC and other nations to suspend military assistance to Burma until civilian democratic rule is restored; (5) recognizing the many constructive statements issued by various nations, and particularly the statement issued by the Association of Southeast Asian Nations (ASEAN) on September 27, 2007; (6) that the United States and the United Nations should strongly encourage the PRC, India, and Russia to modify their position on Burma and use their influence to convince the government of Burma to engage in dialogue with opposition leaders and ethnic minorities; (7) supporting the U.N. mission to Burma led by Ibrahim Gambari; and (8) that the United States should work with the international community to pressure the government of Burma to lift restrictions on humanitarian aid delivery.
