Telehealth for America Act of 2008 - Amends provisions of the Communications Act of 1934 relating to universal service to require a telecommunications carrier, on request, to provide telecommunications services, advanced telecommunications services and information services, and network management services (currently, only telecommunications services) to any public or nonprofit health care provider serving rural areas at rates that are up to 60% less than (currently, reasonably comparable to) urban areas in that state. Includes 14 specific types of providers, facilities, agencies, and organizations under the terms "rural health clinics and rural health care providers" (as part of the definition of "health care provider").

Recognizes September 11, 2008, as a day of solemn commemoration of the events of September 11, 2001. Offers condolences to the families, friends, and loved ones of the innocent victims of the September 11, 2001, terrorist attacks. Honors the heroic service, actions, and sacrifices of first responders, law enforcement personnel, state and local officials, volunteers, and others who aided the victims and, in doing so, risked and often gave their own lives. Recognizes the service, actions, and sacrifices of U.S. personnel who have given so much to support our freedom and defend our security. Reaffirms that the people of the United States will never forget the challenges our country endured on and since September 11, 2001, and will work to defeat those who attacked us.

ADA Amendments Act of 2008 - Amends the Americans with Disabilities Act of 1990 (ADA) to redefine the term "disability," including by defining "major life activities" and "being regarded as having such an impairment." Sets forth rules of construction regarding the definition of "disability," including that: (1) such term shall be construed in favor of broad coverage of individuals under the Act; (2) an impairment that substantially limits one major life activity need not limit other major life activities in order to be a disability; (3) an impairment that is episodic or in remission is a disability if it would substantially limit a major life activity when active; and (4) the determination of whether an impairment substantially limits a major life activity shall be made without regard to the ameliorative effects of specified mitigating measures. Prohibits employment discrimination against a qualified individual on the basis of disability. (Current law prohibits employment discrimination against a qualified individual with a disability because of the disability.) Prohibits the use of qualification standards, employment tests, or other selection criteria based on an individual's uncorrected vision unless the standard, test, or other selection criteria, as used by the covered entity, is shown to be related to the position and is consistent with business necessity. Declares that nothing in the Act: (1) alters the standards for determining eligibility for benefits under state worker's compensation laws or under state and federal disability benefit programs; (2) alters the requirement to make reasonable modifications in policies or procedures, unless such modifications would fundamentally alter the nature of the goods, services, facilities, or accommodations involved; or (3) provides the basis for a claim by an individual without a disability that the individual was subject to discrimination because of the individual's lack of disability. Declares that the authority of the Equal Employment Opportunity Commission (EEOC), the Attorney General, and the Secretary of Transportation to issue regulations includes the authority to issue regulations implementing the definitions of this Act. Makes conforming amendments to the Rehabilitation Act of 1973.

Commends and expresses gratitude to: (1) the men and women of the U.S. Armed Forces for the service, sacrifices, and heroism that made the success of the troop surge in Iraq possible; and (2) General David H. Petraeus, General Raymond Odierno, and Ambassador Ryan Crocker for the distinguished wartime leadership that made such success possible. Recognizes the success of the troop surge in Iraq and its strategic significance in advancing U.S. vital national interests in Iraq, the Middle East, and the world, in particular as a strategic victory in a central front of the war on terrorism. Recognizes that the gains achieved as a result of the troop surge are significant but not permanent, and that it is imperative that no action be taken that jeopardizes those gains or dishonors the service and sacrifice of the men and women of the U.S. Armed Forces who made those gains possible.

National Infantry Museum and Soldier Center Commemorative Coin Act of 2008 - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the courage, pride, sacrifice, sense of duty, and history of the U.S. Infantry, in commemoration of the legacy of the U.S. Army Infantry and the establishment of the National Infantry Museum and Soldier Center. Expresses the sense of Congress that the coins should be struck at the U.S. Mint at West Point, New York, to the greatest extent possible. Restricts coin issuance to calendar year 2012. Requires a $10 surcharge per coin, and payment of all surcharges received to the National Infantry Foundation to establish an endowment to support the maintenance of the National Infantry Museum and Soldier Center.

Enforcement of Intellectual Property Rights Act of 2008 - Amends federal copyright law to: (1) authorize, in lieu of a criminal action, civil copyright enforcement by the Attorney General; (2) provide that copyright registration requirements apply to civil (not criminal) infringement actions; and (3) provide a safe harbor for copyright registrations that contain inaccurate information. Amends the Trademark Act to: (1) revise treble damages provisions and double statutory damages in counterfeiting cases; and (2) prohibit the transshipment and exportation of goods bearing infringing marks. Prohibits the importation (current law), transshipment, or exportation, without the authority of the owner of copyright, of copies or phonorecords. Revises civil and criminal forfeiture provisions, including under the Economic Espionage Act. Directs the President to appoint an Intellectual Property Enforcement Coordinator who shall: (1) chair the interagency intellectual property enforcement advisory committee established by this Act; and (2) coordinate the development, and assist in the implementation, of the Joint Strategic Plan against counterfeiting and piracy by such advisory committee. Amends the Computer Crime Enforcement Act to allow existing grants to combat computer crime to be used for activities relating to infringement of copyrighted works over the Internet. Requires the Office of Justice Programs of the Department of Justice (DOJ) to make grants for training, prevention, enforcement, and prosecution of intellectual property theft and infringement crimes. Requires the Federal Bureau of Investigation (FBI) to: (1) create an operational unit to work with the Computer Crime and Intellectual Property section of the DOJ on the investigation and coordination of complex intellectual property crimes; and (2) implement a comprehensive intellectual property crime program. Directs the Attorney General to: (1) create a task force to develop and implement a comprehensive plan to investigate and prosecute international organized crime syndicates engaging in crimes relating to intellectual property theft; and (2) subject to appropriations, deploy five additional Intellectual Property Law Enforcement Coordinators in foreign countries.

Expresses: (1) the condolences of the Senate to the wives, children, and other family members of Private First Class Chestnut and Detective Gibson on the 10-year anniversary of their passing; (2) gratitude and appreciation for the professional manner in which the U.S. Capitol Police carry out their diverse missions; and (3) appreciation for the dedication U.S. Capitol Police officers have for protecting the Capitol Complex. Commends the U.S. Capitol Police for their continued courage and professionalism in protecting the Capitol Complex and its employees and visitors.

Border Law Enforcement Relief Act of 2008 - Authorizes the Attorney General to award grants on a competitive basis to eligible law enforcement agencies to assist such agencies in addressing border-related criminal activity within their jurisdictions. Defines "eligible law enforcement agency" as a tribal, state, or local law enforcement agency located or performing duties in a county that is within 100 miles of the Mexican or Canadian border or a county that has been certified by the Attorney General as a high impact area.

SBA Women's Business Programs Act of 2008 - Amends the Women's Business Ownership Act of 1988 to direct the National Women's Business Council to: (1) conduct at least one annual study that evaluates problems hindering the success of women entrepreneurs; and (2) report biannually on its initiatives, policies, programs, and plans. Amends the Small Business Act relating to the women's business center program (program) to replace the five-year projects for the benefit of small businesses owned and controlled by women with a three-tiered program of five-year (first tier), three-year (second tier), and three-year (third tier) projects, with each tier commencing after the previous tier is being completed. Revises matching funds requirements for such projects. States that organizations that have conducted projects under the program: (1) are not eligible to conduct another such project; and (2) may continue to use the women's business center logo only with the Administrator's consent. Requires notice to the public of women's business center awards.

Title VII Fairness Act - Amends the Americans With Disabilities Act of 1990 and title VII (Equal Employment Opportunities) of the Civil Rights Act of 1964 to delay the start of the time period for filing charges of employment discrimination until the aggrieved person has, or should be expected to have, enough information to support a reasonable suspicion of the discrimination, provided the aggrieved person demonstrates that the person did not have, and should not have been expected to have, enough information to support a reasonable suspicion of such discrimination on the date on which the alleged discrimination occurred. Prohibits applying these amendments to alleged discrimination relating to pensions or pension benefits. Applies the above Civil Rights Act of 1964 amendment to discrimination claims brought under: (1) specified provisions of the Americans with Disabilities Act of 1990; and (2) provisions of the Civil Rights Act of 1964 relating to employment by the federal government.

Gas Price Reduction Act of 2008 - Amends the Outer Continental Shelf Lands Act (OCSLA) to prescribe procedures for petition, by the governor of a state with a new producing area within the offshore administrative boundaries beyond the state's submerged land, to make the new producing area available for oil and gas leasing. Directs the Secretary of the Treasury to deposit specified percentages of outer Continental Shelf revenues into: (1) the general fund of the Treasury; and (2) into a special account in the Treasury for disbursal to both new producing states and to the Land and Water Conservation Fund. Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008, to repeal the prohibition against funding: (1) regulations regarding a commercial leasing program for oil shale resources on public lands; or (2) an oil shale lease sale. Instructs the Secretary of Energy to: (1) expand and accelerate research and development efforts for advanced batteries; and (2) implement a direct loan program for up to 30% of the costs of advanced battery production. Expresses the sense of the Senate that the federal government should implement policies to increase federal purchases of plug-in electric drive vehicles. Directs the Secretary of the Treasury, the Chairman of the Board of Governors of the Federal Reserve System, the Chairman of the Securities and Exchange Commission (SEC), and the Chairman of the Commodity Futures Trading Commission (CFTC) to study jointly and report to Congress on the international regime for regulating trading in energy commodity futures and derivatives. Amends the Commodity Exchange Act to prohibit the CFTC from permitting a foreign board of trade to provide to participants subject to CFTC jurisdiction direct access to electronic trading and order matching unless specified requirements are met. Directs the CFTC to: (1) promulgate rules for routine reporting requirements for index traders and swap dealers in energy and agricultural transactions; and (2) disaggregate and make public monthly information on the positions and value of index funds and other passive, long-only positions in the energy and agricultural futures markets. Instructs the CFTC to report to certain congressional committees on: (1) the scope of commodity index trading in the futures markets; (2) whether classification of index traders and swap dealers in the futures markets can be improved for regulatory and reporting purposes; and (3) whether index trading activity is adversely impacting the price discovery process in the futures markets and whether different practices and controls should be required. Instructs the CFTC to hire additional employees.

Veterans 2nd Amendment Protection Act - Prohibits considering a veteran, surviving spouse, or child who is mentally incapacitated, deemed mentally incompetent, or experiencing an extended loss of consciousness from being considered adjudicated as a mental defective for purposes of the right to receive or transport firearms without the order or finding of a judge, magistrate, or other judicial authority of competent jurisdiction that such veteran, surviving spouse, or child is a danger to him- or herself or others.

Declares that: (1) preventing the government of Iran from acquiring a nuclear weapons capability through economic, political, and diplomatic means is vital to U.S. national security; and (2) nothing in this resolution authorizes the use of force against Iran. Urges the President to use his authority to impose sanctions on: (1) Iranian banks engaged in proliferation activities or the support of terrorist groups; (2) international banks which conduct financial transactions with sanctioned Iranian banks; (3) energy companies with large investments in the Iranian petroleum or natural gas sector; and (4) all companies which do business with Iran's Islamic Revolutionary Guard Corps. Demands that the President lead an international effort to increase pressure on Iran to suspend its nuclear enrichment activities, including by banning the importation of refined petroleum products to Iran.

Military Voting Protection Act of 2008 - Amends the Uniformed and Overseas Citizens Absentee Voting Act to direct the Secretary of Defense (the presidential designee) to establish procedures for: (1) collecting absentee ballots of military overseas voters in elections for federal office; and (2) delivering such ballots to the appropriate state election officials. Requires the designee to: (1) ensure that such ballots are delivered prior to the time established for the closing of the polls on the date of the election; (2) carry out delivery requirements through a contract with a private provider of express mail services, which shall include a mechanism for ballot tracking; and (3) take steps to ensure that such voters are able to cast their votes in a private and independent manner, and that vote contents remain private while in the designee's possession or control. Expresses the sense of Congress that the Department of Defense (DOD) should: (1) utilize existing and emerging technologies to enhance the ability of members of the Armed Forces to meaningfully participate in elections and have their votes counted; and (2) continue to closely examine the option of electronic voting, with the objective of protecting voter privacy and guarding against voter fraud.

Boy Scouts of America Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Boy Scouts of America. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to February 8 through December 31, 2010. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the National Boy Scouts of America Foundation, to be made available to local councils in the form of grants for the extension of Scouting in hard-to-serve areas.

Improved Adoption Incentives and Relative Guardianship Support Act of 2008 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSA) to: (1) extend the adoption incentives program through FY2012; (2) increase the incentive payment to a state for exceeding the highest ever foster child adoption rate; (3) increase incentive payments for special needs adoptions and older child adoptions; (4) revise requirements for the adoption assistance program to promote the adoption of children with special needs; and (5) give states the option to provide for relative guardianship assistance payments for children. Amends SSA title IV part D (Child Support and Establishment of Paternity) to authorize comparisons and disclosures of information in the Federal Parent Locator Service for child welfare, foster care, and adoption assistance program purposes.

Amends the Clean Air Act to require the applicable volume of ethanol derived from corn starch in renewable fuel for the years 2006 through 2022 to not exceed nine billion gallons. Requires the renewable fuel regulations to impose penalties for failures to comply with advanced biofuel, cellulosic biofuel, and biomass-based diesel standards.

Expresses the sense of the Senate that: (1) it is critical that more progress be made by the Internet Corporation for Assigned Names and Numbers (ICANN) in transparency, accountability, and security; (2) the private sector's success in Internet development is unparalleled and industry self-regulation must be assured through more effective ICANN contract compliance efforts; (3) WHOIS databases provide a vital tool for businesses, the Federal Trade Commission (FTC), and other law enforcement agencies to track down brand infringement, online fraud, identity theft, and other online illegal activity, as well as for consumers to determine the availability of domain names and communicate with online businesses; (4) increased international private sector participation in various ICANN processes should be encouraged; (5) the United States and other countries should continue to allow the marketplace to work and private industries to lead in Domain Name and Addressing System (DNS) management and coordination; (6) the performance of the Internet Assigned Numbers Authority (IANA) functions contract, including updates of the root zone file, should remain physically located in the United States and the Secretary of Commerce should maintain contract oversight; and (7) ICANN should continue to manage the day-to-day operation of the DNS.

Prepaid Calling Card Consumer Protection Act of 2008 - Requires the Federal Trade Commission (FTC) to require every prepaid telephone calling service provider and prepaid telephone calling card distributor to disclose certain information, including: (1) the number of calling units or minutes of domestic interstate calls provided or the dollar value and the domestic interstate rate per minute; (2) the calling unit or per minute rates for all served international preferred destinations; (3) the applicable per minute rates for all served international destinations; (4) all terms and conditions, including regarding fees, policies on refunds, recharges, decrements, and expiration, and time imitations; and (5) a toll-free customer service number and hours. Makes it unlawful to: (1) deduct anything but the per minute rate and disclosed fees; (2) provide fewer minutes or charge a higher per minute rate than promoted or advertised; (3) provide fewer minutes than the number of minutes announced, promoted, or advertised through any voice prompt; (4) have (unless clearly disclosed) an expiration date less than one year after first use (or after additional minutes are purchased); and (5) charge a fee for an unconnected call. Prohibits evading liability by using disclaimers or limitations. Treats violations as a violation of a rule defining an unfair or deceptive act or practice under specified provisions of the Federal Trade Commission Act. Allows state civil enforcement and state laws offering equal or greater protection to consumers.

American Energy Production Act of 2008 - Amends the Outer Continental Shelf Lands Act to permit projected lines of states adjacent to the subsoil and seabed of the outer Continental Shelf to be used for oil and gas preleasing and leasing activities. Authorizes the governor of a state with a new producing area within the offshore administrative boundaries beyond the submerged land of the state to petition the Secretary of Energy to make new producing areas available for oil and gas leasing. Sets forth a lease sales program for oil and gas development within the Coastal Plain of the Arctic National Wildlife Refuge. Prescribes environmental protection procedures for the Coastal Plain. Requires Alaska to establish in its state treasury the Coastal Plain Local Government Impact Aid Assistance Fund to assist designated Alaska entities impacted by the oil and gas exploration and production. Prohibits exportation of oil or gas produced under this Act. Prescribes a refinery permitting process. Suspends petroleum acquisition for the Strategic Petroleum Reserve (SPR). Amends the Clean Air Act to include renewable biomass within its purview. Sets forth an advanced battery manufacturing incentive program. Instructs the Assistant Administrator of the Office of Research and Development of the Environmental Protection Agency to implement a research and development program for adding materials to biofuels to make them more compatible with infrastructure used to store and deliver petroleum-based fuels. Instructs the Secretary of Energy to study and report to Congress on: (1) the feasibility of increasing consumption in the United States of ethanol-blended gasoline with specified levels of ethanol; and (2) specified diesel vehicle attributes. Clean Coal-Derived Fuels for Energy Security Act of 2008 - Directs the President to promulgate regulations to ensure that covered fuel introduced into commerce in the United States on an annual average basis contains a specified volume and percentage of clean coal-derived fuel. Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008 to repeal the prohibition against final regulations for commercial oil shale leasing program on public land. Amends the Energy Independence and Security Act of 2007 to repeal the prohibition against federal agency contracts for procurement of alternative or synthetic fuel. Authorizes the Department of Defense to enter into multiyear contracts to purchase synthetic fuels.

Aviation Investment and Modernization Act of 2008 - Amends federal transportation law to authorize appropriations for FY2008-FY2011 for: (1) Federal Aviation Administration (FAA) operations; (2) FAA air navigation facilities and equipment; (3) civil aviation research and development (R&D); (4) airport planning and development and noise compatibility planning programs; (5) certain other aviation programs; and (6) administrative expenses for certain airport programs. Revises passenger facility charge (PFC) provisions granting an eligible public agency that controls a commercial service airport the authority to impose a PFC on passengers boarding an aircraft. Establishes an alternative PFC collection pilot program. Authorizes the FAA Administrator to carry out a pilot program for certain airports to take over operational responsibility for airport terminal area air navigation equipment. Revises the federal share of costs for certain airport improvement projects. Directs the Secretary of Transportation to carry out an environmental mitigation demonstration pilot program to reduce the impact of aircraft in the vicinity of airports. Establishes an Air Traffic Control Modernization Oversight Board. Authorizes the Secretary to carry out a pilot program for non-federal acquisition of Automatic Dependent Surveillance-Broadcast (ADS-B) ground stations. Requires: (1) the FAA Administrator to make recommendations for the realignment of FAA services and facilities to assist in the transition to next generation facilities; and (2) the head of a participating department or federal agency to establish an office to coordinate its Next Generation Air Transportation System activities with other departments or federal agencies. Requires each air carrier to submit for the Secretary's approval a contingency service plan to provide passengers with: (1) adequate food, potable water, and restroom facilities in cases of a substantially delayed flight departure or disembarkment; and (2) an option to deplane if more than three hours have elapsed, and during any subsequent three-hour periods of delay. Increases additional funding for each fiscal year for the essential air service program. Extends the small community air service development program through FY2011. Establishes an advisory committee for aviation consumer protection. Sets forth requirements with respect to: (1) installation of systems to alert controllers and flight crews to potential runway incursions; (2) the reduction of aircraft fuel tank flammability; and (3) research grant programs to reduce civilian aircraft noise and emissions and to develop jet fuel from clean coal. Establishes pilot projects for the safe integration of unmanned aerial systems into the National Airspace System. Extends the Secretary's authority to provide insurance and reinsurance against loss or damage arising out of any risk from the operation of a domestic or foreign aircraft. Authorizes the Secretary of the Interior to waive the prohibition against commercial air tour operations over a national park or tribal lands when there are 100 or fewer such operations conducted in a year, or there is a voluntary agreement to manage such operations over the park. American Infrastructure Investment and Improvement Act of 2008 - Amends the Internal Revenue Code to extend through FY2011: (1) the excise tax on the transportation by air of persons and property; and (2) Airport and Airway Trust Fund expenditure authority. Modifies the excise tax on aviation-grade kerosene. Establishes the Air Traffic Control System Modernization Account. Imposes a surtax on fuel used in aircraft which is part of a fractional ownership program.

American Energy Production Act of 2008 - Amends the Outer Continental Shelf Lands Act to permit projected lines of states adjacent to the subsoil and seabed of the outer Continental Shelf to be used for oil and gas preleasing and leasing activities. Authorizes the governor of a state with a new producing area within the offshore administrative boundaries beyond the submerged land of the state to petition the Secretary of Energy requesting that the Secretary make new producing areas available for oil and gas leasing. Provides for disposition of outer Continental Shelf revenues from new producing areas to the Treasury and to new producing states and coastal political subdivisions. Sets forth a lease sales program for oil and gas development within the Coastal Plain located on a certain map entitled "Arctic National Wildlife Refuge." Prescribes environmental protection procedures for the Coastal Plain. Requires the State of Alaska to establish in is state treasury the "Coastal Plain Local Government Impact Aid Assistance Fund," to assist designated Alaska entities impacted by the oil and gas exploration and production. Prohibits exportation of oil or gas produced under this Act. Prescribes a refinery permitting process. Suspends petroleum acquisition for the Strategic Petroleum Reserve. Amends the Clean Air Act to include renewable biomass within its purview. Sets forth an advanced battery manufacturing incentive program. Instructs the Assistant Administrator of the Office of Research and Development of the Environmental Protection Agency to implement a research and development program for adding materials to biofuels to make the biofuels more compatible with infrastructure used to store and deliver petroleum-based fuels. Instructs the Secretary of Energy to study and report to Congress on: (1) the feasibility of increasing consumption in the United States of ethanol-blended gasoline with specified levels of ethanol; and (2) specified diesel vehicle attributes. Clean Coal-Derived Fuels for Energy Security Act of 2008 - Directs the President to promulgate regulations to ensure that covered fuel introduced into commerce in the United States on an annual average basis contains a specified volume and percentage of clean coal-derived fuel. Grants a temporary exemption to small refineries. Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008 to repeal the proscription against final regulations for commercial oil shale leasing program on public land. Amends the Energy Independence and Security Act of 2007 to repeal the proscription against federal agency contracts for procurement of alternative or synthetic fuel. Authorizes the Department of Defense to enter into multiyear contracts to purchase synthetic fuels.

Enhancement of Recruitment, Retention, and Readjustment Through Education Act of 2008 - Directs the Secretary of Defense to develop a plan on the coordination of current Department of Defense (DOD) educational assistance programs and the development of additional programs to enable members of the Armed Forces (members) to attain a bachelor's degree while pursuing a military career. Increases rates of educational assistance: (1) under the Montgomery GI Bill; (2) for members of the Selected Reserve; and (3) for Selected Reserve members with extended (more than 12 years) service who provide support for contingency operations and other operations. Provides an annual stipend for individuals receiving basic educational assistance and pursuing a program of education at an approved institution of higher education. Allows a member who has completed six years of service (current law allows only members who have completed six years of service and have a military skill designated as critical) to transfer to one or more dependents any unused portion of the member's educational assistance entitlement. Provides similar authority for members of the Selected Reserve. Authorizes a member on active duty and entitled to basic educational assistance to use all or a portion thereof to repay any outstanding federal student loan. Makes eligible for educational assistance an individual who, after September 30, 2009, receives a commission upon graduation of a service academy or completion of Senior Reserve Officers' Training, and completes at least five years of continuous active duty. Makes eligible for enrollment under the Montgomery GI Bill certain retired personnel originally enrolled in the veterans' educational assistance program. Requires the Secretary of Veterans Affairs to carry out a supplemental educational grant program under which a participating institution of higher education provides certain veterans with the non-federal share of a percentage of such veteran's unmet educational financial need.

Signaling Modernization Act of 2008 - Amends the Communications Act of 1934 to require a telecommunications service or IP-enabled voice service provide to ensure that all voice communications service traffic originating on its network contains the signaling information reasonably needed to facilitate intercarrier billing in accordance with industry standards. Requires a provider that transports or transits traffic between voice communications service providers to forward the signaling information it receives from another provider (without altering such signaling information) that is reasonably needed to facilitate intercarrier billing in accordance with industry standards, except as otherwise permitted by the Federal Communications Commission (FCC).

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Southwest Border Violence Reduction Act of 2008 - Directs the Attorney General to: (1) to expand resources for the Project Gunrunner initiative of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) to identify, investigate, and prosecute firearms trafficking across the U.S.- Mexico border; and (2) provide ATF agents, equipment, and training to assist Mexican law enforcement officers in combating firearms trafficking and other criminal enterprises.

Amends the Internal Revenue Code to allow: (1) taxpayers who do not itemize their deductions to deduct from gross income the costs of health insurance and long-term care insurance; and (2) payments from health savings accounts for non-group high deductible health plan premiums.

Small Business Health Plans Act of 2008 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for the establishment and governance of small business health plans, which are group health plans sponsored by trade, industry, professional, chamber of commerce, or similar business associations that meet ERISA certification requirements. Requires the Secretary of Labor to: (1) apply the rules and standards of this Act to Alternative Market Pooling Organizations, such as unions, churches, and other groups; and (2) consult with the domicile state regarding the Secretary's exercise of authority over such plans. Allows other existing plans to be treated as small business health plans under certain circumstances. Amends the Public Health Service Act to require the Secretary of Health and Human Services (the Secretary) to promulgate Minimum Standards for premium variations and Model Small Group Rating Rules for plans under this Act. Requires the Secretary to issue the List of Required Benefits of covered benefits, services, or categories of providers that are required to be provided by health insurance issuers in at least 26 states as a result of state mandate laws. Applies covered benefit, service, or category of provider mandates from the List to states with laws requiring such mandates, but does not apply such mandates from the List to states with no such laws. Supersedes any and all state laws relating to such mandates in the health insurance market. Requires the Secretary to establish the Health Insurance Consensus Standards Board to develop recommendations that harmonize inconsistent state health insurance laws. Provides that any harmonized standards adopted by the Secretary will supersede state laws related to the areas covered by the harmonized standards.

Clean Energy Tax Stimulus Act of 2008 - Amends the Internal Revenue Code to extend certain tax incentives for energy production and conservation. Extends through 2009 the tax credit for the production of electricity from renewable resources (e.g., biomass, geothermal energy, landfill gas, and trash combustion). Includes marine and hydrokinetic renewable energy as a renewable resource eligible for such credit. Allows sales of electricity produced from renewable resources to regulated public utilities. Extends the energy investment tax credits for solar energy (through 2016) and for fuel cell and microturbine property (through 2017). Repeals the dollar per kilowatt limitation for fuel cell property under the energy investment tax credit. Allows public electric utilities to qualify for such credit. Extends through 2009 the tax credit for residential energy efficient property expenditures. Repeals the $2,000 limitation on the tax credit for solar electric property. Allows an offset against the alternative minimum tax (AMT) of tax credit amounts. Extends through 2009 the tax credit for investment in clean renewable energy bonds. Increases the national limitation amount for such bonds. Extends through 2009 deferral provisions relating to the recognition of gain by certain electric utilities. Extends through 2009 the tax credit for nonbusiness energy property. Includes residential biomass fuel stoves (pellet stoves) as eligible energy property for purposes of such credit. Extends through 2010 the tax credit for energy efficient new homes. Extends through 2009 the tax deduction for energy efficient commercial buildings and increases the allowable amount of such deduction. Extends the tax credit for energy efficient appliances to include appliances produced in 2008, 2009, and 2010. Revises and updates energy efficiency standards for such appliances in accordance with the Energy Independence and Security Act of 2007.

Women Veterans Health Care Improvement Act of 2008 - Requires the Secretary of Veterans Affairs to: (1) conduct a long-term epidemiological study on the health of women veterans who served on active duty in Operations Iraqi Freedom and Enduring Freedom; (2) assess barriers encountered by women veterans to the provision by the Department of Veterans Affairs (VA) of comprehensive health care; (3) assess all health care services and programs provided by the VA for women veterans; (4) study the health consequences on women veterans of active-duty service in Operations Iraqi Freedom and Enduring Freedom; (5) provide training and certification for mental health professionals who provide counseling and care to women veterans suffering from sexual trauma; (6) develop a program of training and certification for VA health care professionals on the effective treatment of women veterans suffering from post-traumatic stress disorder (PTSD); (7) carry out a pilot program of child care for certain women veterans receiving health care from VA facilities; (8) carry out a pilot program of reintegration and readjustment services in group retreat settings for women veterans recently separated from service after a prolonged deployment; and (9) ensure that there is at least one full-time women veterans program manager at each VA medical center. Authorizes the Secretary to furnish care to a newborn child of a woman veteran receiving VA maternity care for up to 30 days after the birth of the child. Requires women veterans recently separated from service to be included on the Advisory Committee on Women Veterans and the Advisory Committee on Minority Veterans.
