First Response Broadcasters Act of 2007 - Authorizes appropriations to the Administrator of the Federal Emergency Management Agency (FEMA) for facility and equipment expenses to construct an additional 25 Primary Entry Point stations (radio broadcast stations designated to provide public information following emergencies where there is no commercial power) in the continental United States and territories. Directs the Secretary of Homeland Security to establish a pilot program, the Broadcast Disaster Preparedness Grant Program, under which the Administrator may make grants to first response broadcasters. Sets forth provisions regarding priorities in making grants, use of funds, the federal share, and termination of grant authority. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to: (1) include specified assistance to first response broadcasters among the essential assistance that federal agencies may provide to meet immediate threats to life and property resulting from a major disaster; (2) prohibit a federal officer or employee from confiscating fuel, water, or food from such a broadcaster during a disaster if that broadcaster documents that such supplies will be used to enable the broadcast of essential disaster-related public information in the affected area; and (3) direct the head of a federal agency to allow access to the area affected by a major disaster for technical personnel, broadcast engineers, and equipment needed to restore, repair, or resupply any facility or equipment critical to such a broadcaster's ability to continue to acquire, produce, and transmit essential disaster-related public information, subject to specified limitations. Establishes guidelines for press access to a disaster area.

Directs the President to appoint, by and with the advice and consent of the Senate, the following temporary judgeships: (1) one additional district judge for the district of Arizona; and (2) one additional district judge for the district of New Mexico. Provides that, for each of the judicial districts named in this Act, the first vacancy arising on the district court 10 years or more after a judge is first confirmed to fill the temporary district judgeship created by this Act shall not be filled.

Veterans' Housing Benefits Enhancement Act of 2007 - Authorizes the Secretary of Veterans Affairs, in the case of a member of the Armed Forces determined to have a total disability permanent in nature which was incurred or aggravated in the line of active duty, to furnish home improvements and structural alterations for the member for the disability while the member is hospitalized or receiving outpatient care, medical services, or treatment, if the Secretary determines that the member is likely to be discharged or released from the Armed Forces for such disability. Authorizes the provision of specially adapted housing assistance for: (1) disabled veterans whose disability is due to a severe burn injury; and (2) disabled members residing temporarily in housing owned by a family member. Makes veterans and members with a severe burn disability eligible for automobile and automotive adaptive equipment assistance.

Securing Knowledge, Innovation, and Leadership Act of 2007 or the SKIL Act of 2007 - Amends the Immigration and Nationality Act to exempt from the annual H-1B (specialty occupation) visa cap an alien who has: (1) earned a master's or higher degree from an accredited U.S. university; or (2) been awarded a medical specialty certification based on post-doctoral training and experience in the United States. Increases the annual H-1B cap, with a 20% increase for the following year if the previous year's quota is reached. Exempts from worldwide immigration caps an alien who: (1) has earned a master's or higher degree from an accredited U.S. university; (2) has been awarded medical specialty certification based on postdoctoral training and experience in the United States; (3) will work in shortage occupations; (4) has earned a master's degree or higher in science, technology, engineering, or math and has been working in a related field in the United States during the three-year period preceding his or her immigrant visa application; (5) has extraordinary ability or received a national interest waiver; or (6) is the spouse or minor child of an employment-based immigrant. Increases the annual immigrant visa cap. Revises student visa provisions. Authorizes an L-1 (intracompany transfer) visa extension beyond the fifth or seventh year if the individual has a immigrant application pending. Permits an alien with an approved labor certification to apply for permanent resident status adjustment if there is no visa immediately available by paying a $500 supplemental fee. Directs the Secretary of Homeland Security to establish a pre-certification procedure for employers who file multiple employment petitions. Revises certain labor certification provisions. Prohibits immigration application approval until background and security checks have been completed and any fraud allegations have been resolved. Authorizes temporary workers (E, H, I, L O, or P visas) who have not violated their status to renew their same category visa from within the United States.

Requires the CORE to: (1) promote renewable energy research and development in the areas of wind, wave, solar, geothermal, and biofuels production, particularly cellulosic; (2) consult with renewable energy experts regarding renewable energy policies and make policy recommendations to federal agencies; and (3) identify and recommend public and private research institutions to carry out renewable energy research.

District of Columbia Personal Protection Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" to include the frame or receiver of any such weapon, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a weapon into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms; (2) prohibition on possession of handgun restricted pistol bullets; and (3) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked. Repeals the definition of restricted pistol bullet as any bullet designed for use in a pistol which, when fired from a pistol with a barrel of five inches or less in length, is capable of penetrating commercially available body armor with a penetration resistance equal to or greater than that of 18 layers of kevlar. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Eliminates criminal penalties for possessing an unregistered firearm. Amends federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person. Amends the District of Columbia Code to extend to firearms generally (currently, only to pistols) the prohibition against carrying such a weapon either openly or concealed within the District without a license issued pursuant to D.C. law. Specifies exceptions to the prohibition against carrying concealed weapons in the District.

Iran Counter-Proliferation Act of 2007 - Amends the Iran Sanctions Act of 1996 to expand the definitions of "petroleum resources" and "person." Expresses the sense of Congress concerning certain sanctions against Iran. Subjects Russia to specified nuclear energy cooperation prohibitions unless the President certifies to Congress that: (1) Russia has suspended all nuclear assistance and transfers of advanced conventional weapons and missiles to Iran; or (2) Iran has verifiably dismantled all nuclear enrichment-related and reprocessing-related programs. Subjects Iran to specified economic sanctions unless the President certifies to Congress that Iran has verifiably dismantled all nuclear enrichment-related and reprocessing-related programs. Subjects, with respect to prohibited transactions with Iran, a parent company to penalties for violations committed by certain subsidiaries outside the United States that would be subject to prohibitions if committed inside the United States or by a U.S. person. Amends the Internal Revenue Code to eliminate specified geological and geophysical expense amortization benefits if petroleum-related sanctions are imposed under the Iran Sanctions Act of 1996 on any member of an expanded affiliated group whose common parent is a foreign corporation. Revises the definition of "affiliated group." Directs the President to reduce annual U.S. contributions to the International Bank for Reconstruction and Development (World Bank) based upon Bank amounts provided to entities and projects in Iran. Authorizes appropriations for the Department of the Treasury's Office of Terrorism and Financial Intelligence. Requires the Director of National Intelligence to submit to Congress an updated National Intelligence Estimate on Iran. Authorizes the President to: (1) carry out exchange programs with the people of Iran; and (2) make voluntary grant-based contributions to the International Atomic Energy Agency (IAEA) for the establishment of an international nuclear fuel bank to maintain a reserve of low-enriched uranium in case of a disruption in the supply of reactor fuel by normal market mechanisms. Sets forth specified Iran investment-related reporting requirements.

Requires each Academy student to sign an agreement with respect to length of public service. Imposes tuition and cost repayment requirements for Academy students who fail to graduate or accept or complete assigned public service. Establishes a Board of Visitors to inquire into the efficiency and effectiveness of the operations of the Academy. Requires the tuition of each Academy student to be fully subsidized. Provides for public (80%) and private funding for the Academy.

Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or would be entitled to such pay except for being under 60 years of age. Prohibits recoupment by the Secretary of Defense of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member. Changes to October 1, 2007 (previously October 1, 2008) the effective date for paid-up coverage provisions under the SBP and the Retired Serviceman's Family Protection Plan.

Senate Family Leave Act - Amends the Congressional Accountability Act of 1995 (CAA) to entitle a covered legislative branch employee, other than an employee of the House of Representatives, and in accordance with the Family and Medical Leave Act of 1993 (FMLA), to paid leave of: (1) eight weeks for giving birth; (2) at least five days for a father (or partner) for the birth of a child; (3) at least five days for adopting a child or taking it into foster care; and (4) eight hours during any 12-month period to accompany a child to medical or school appointments. Applies such leave separately for each child of the employee. Extends certain FMLA employment and benefits protections to such an employee. Prescribes a remedy for any violation of such protections. Applies the paid leave requirements of this Act to the Government Accountability Office (GAO), the Library of Congress, and each of their employees who has met certain length of employment requirements.

Authorizes any state to adopt measures to prohibit any investment of state assets in the Government of Sudan, or in any company with a qualifying business relationship with Sudan, during any period in which the Government of Sudan, or the officials of such government are subject to sanctions authorized under the Sudan Peace Act, the Comprehensive Peace in Sudan Act of 2004, the USA PATRIOT Improvement and Reauthorization Act of 2005, the Darfur Peace and Accountability Act of 2006, or any other federal law or executive order. Defines state assets as any public pension, retirement, annuity, or endowment fund, or similar instrument managed by a state. Applies this Act to measures adopted by a state before, on, or after the enactment of this Act.

Agricultural Protection and Prosperity Act of 2007 - Amends the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA) to: (1) include the definition of "manure"; and (2) exclude manure from the meaning of "hazardous substance" or "pollutant or contaminant" under that Act. Provides that such exclusion shall not: (1) impose liability under the Emergency Planning and Community Right-To-Know Act of 1986 with respect to manure; (2) affect any provision of the Air Quality Agreement entered into between the Administrator and operators of animal feeding operations; or (3) affect the applicability of any other environmental law as it relates to the definition of manure or the responsibilities or liabilities of any person regarding the treatment, storage, or disposal of manure. Amends the Superfund Amendments and Reauthorization Act of 1986 to exempt releases associated with manure (as defined under CERCLA) from the emergency notification requirements under that Act.

Payments for administrative costs shall equal the full amount of state-approved administrative costs incurred, not to exceed the maximum allowable levels the Secretary determines pursuant to such study.) Repeals authority for simplified summer food pilot projects.

Directs the Administrator of the National Aeronautics and Space Administration (NASA) to: (1) establish an Aeronautics Institute for Research; (2) coordinate basic and fundamental research activities related to physical sciences, technology, engineering, and mathematics; and (3) establish a Basic Research Executive Council. Authorizes appropriations for the National Institute of Standards and Technology (NIST) for the Hollings Manufacturing Extension Partnership Program. Requires the NIST Director to: (1) establish the Standards and Technology Acceleration Research Program; and (2) reestablish the Experimental Program to Stimulate Competitive Technology. Requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to: (1) establish a program of ocean and atmospheric research and development; and (2) develop an ocean, coastal, and atmospheric science education plan. Protecting America's Competitive Edge Through Energy Act or PACE-Energy Act - Directs the Secretary of Energy to: (1) appoint a Department of Energy (DOE) Director of Mathematics, Science, and Engineering Education, and establish a Mathematics, Science, and Engineering Education Fund; (2) award grants for establishing specialty schools for mathematics and science; (3) establish a national laboratories summer internship program for middle and secondary school students; (4) establish Centers of Excellence in Mathematics and Science at schools in regions of national laboratories; (5) establish or expand programs to strengthen mathematics and science teaching skills of public school teachers; (6) establish a program to expand and enhance higher education nuclear science educational capabilities; (7) award grants to outstanding DOE early-career researchers; and (8) establish a program to support the appointment of distinguished scientists by institutions of higher education and national laboratories. Establishes the Advanced Research Projects Authority-Energy. Authorizes the Secretary of Education to award grants to: (1) develop and implement programs to provide courses of study in mathematics, science, engineering, or critical foreign languages with concurrent teacher certification or to enhance teacher knowledge and teaching skills; (2) increase the number of teachers and students teaching or enrolled in advanced placement or international baccalaureate courses in mathematics, science, or critical foreign languages; (3) help low-income students performing below grade level in mathematics; (4) establish programs of study in critical foreign languages; (5) promote content knowledge requirements for secondary school graduation and establish or improve a statewide P-16 education data system. Requires the Director of the National Science Foundation (NSF) to: (1) expand the Graduate Research Fellowship Program and the Integrative Graduate Education and Research Traineeship Program; (2) establish a clearinghouse and pilot programs relating to the creation or improvement of professional science master's degree programs; (4) establish a program to provide mentors for women interested in careers in science, technology, engineering, and mathematics; and (5) establish a program of basic research in advanced information and communications technologies.

Cameron Gulbransen Kids and Cars Safety Act of 2007 - Directs the Secretary of Transportation to issue regulations for light motor vehicles to require: (1) automatic reversal of direction by power windows and panels when they detect an obstruction; (2) a rearward visibility performance standard to prevent backing incidents; and (3) automatic transmissions to have an anti-rollaway system that requires the service brake to be depressed before the transmission can be shifted out of park, which shall function in any starting system key position in which the transmission can be shifted out of park. Provides a phase-in period for the power window and rearward visibility provisions. Requires the Secretary to: (1) establish a database of injuries and deaths in nontraffic, noncrash events involving light motor vehicles; and (2) supplement a consumer information program on child safety or create a new program with information about hazards to children in nontraffic, noncrash incident situations.

Kinship Caregiver Support Act

Kinship Caregiver Support Act - Authorizes the Assistant Secretary for Children and Families of the Department of Health and Human Services to make grants for kinship navigator programs to state agencies, metropolitan agencies, or tribal organizations with experience in addressing needs of kinship caregivers or children and connecting them with services and assistance. Amends part E (Federal Payments for Foster Care and Adoption Assistance) of title IV of the Social Security Act to authorize all states to opt to enter agreements to provide kinship guardianship assistance payments on behalf of children to grandparents and other relatives who have assumed legal guardianship of children for whom they have cared as foster parents and have committed to care for on a permanent basis. Allows states to use part E funds to make such payments under specified conditions. Provides that adoptive parents of children with special needs remain eligible for adoption assistance, even if they receive kinship guardianship assistance. Authorizes the use of foster care independence program funds to provide independent living services and education and training vouchers for children who exit foster care to kinship guardianship or adoption after age 16. Authorizes kinship guardianship demonstration projects. Requires the Secretary to establish an Arthritis and Rheumatic Diseases Interagency Coordinating Committee to: (1) improve coordination of federal research activities related to arthritis and rheumatic diseases; and (2) convene a summit to provide a detailed overview of such current federal research. Requires the Director of the National Institutes of Health (NIH) to expand and intensify juvenile arthritis research. Allows the Secretary, acting through the Director of the CDC, to award grants to support juvenile arthritis data collection. Directs the Secretary to promulgate national voluntary consensus standards for first responder equipment and training. Lists authorized and prohibited uses of grants. Requires each grant recipient to submit quarterly and annual reports on homeland security spending. Establishes penalties for states that fail to pass through to local governments, first responders, and other local groups funds or resources within 45 days of receipt. Expresses the sense of Congress regarding interoperable communications and Citizen Corps councils. Requires the Secretary to ensure coordination of federal efforts to prevent, prepare for, and respond to emergencies. Directs the Secretary to conduct studies regarding: (1) implementation of a nationwide emergency telephonic alert notification system; (2) modifying the definition of "National Capital Region" to expand the area under the jurisdiction of the Office of National Capital Region Coordination; (3) risk-based funds allocation for port security grants; and (4) funds allocation under the Assistance to Firefighter Grants Program.

Directs the Secretary to establish a demonstration project which allows the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to waive, for two-year periods, requirements for awarding breast and cervical cancer grants that specify the percentage of grant funds to be spent on screening and referrals for medical treatments if certain requirements are met, including: (1) the state involved will use the waiver to leverage private funds to supplement screening and referral services or the application of such requirements would result in a barrier to the enrollment of women; and (2) the Secretary finds that granting such a waiver to a state will not adversely affect the quality of such services. Allows the Secretary to extend a waiver if the waiver requirements are and have been met. Requires the Secretary to include information on waivers as part of the evaluations of the activities carried out pursuant to breast and cervical cancer grants.

Requires the Secretary to establish a Breast Cancer and Environmental Research Panel to: (1) develop a comprehensive research strategy for centers; (2) make recommendations with respect to the mechanisms, peer review criteria, and allocations under this Act; (3) assist in the overall program evaluations; and (4) make recommendations for the dissemination of information on program process. Requires the Director of NIH to provide for coordination of information among, and an equitable geographical distribution of, centers.

Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality (AHRQ), to report to Congress concerning the quality of and access to care for women with heart disease, stroke, and other cardiovascular diseases. Provides for an educational campaign relating to heart disease, stroke, and cardiovascular diseases in women. Authorizes appropriations to enable the Director of the Centers for Disease Control and Prevention to implement Well-Integrated Screening and Evaluation for Women Across the Nation (WISEWOMAN) program projects in all states and territories.

Authorizes the Under Secretary to establish one or more port security coordinators at such ports of entry. Directs the Commissioner of the United States Customs and Border Protection of the DHS to: (1) develop a plan to expand Customs-Trade Partnership Against Terrorism programs along the U.S. northern and southern borders; and (2) establish a demonstration program to develop a cooperative trade security system to improve supply chain security. Directs the Under Secretary to carry out a technology demonstration program to test and evaluate new port of entry technologies that enhance port of entry inspections and the detection of weapons of mass destruction, and to train personnel in its use.

Eliminates the current schedule of applicable percentages. Directs the Secretary of Health and Human Services, instead, to require in the classification criterion a compliance rate no greater than the 60% compliance rate that became effective for cost reporting periods beginning on or after July 1, 2005. Requires the Secretary, for cost reporting periods beginning on or after July 1, 2007, to include patients with comorbidity in the inpatient population that counts towards such 60% compliance rate. Requires the Secretary, the Centers for Medicare & Medicaid Services, fiscal intermediaries, Medicare administrative contractors, recovery audit contractors, and other government agents to use and apply the criteria established in HCFA Ruling 85-2, as issued on July 31, 1985, as the sole standard for determining the medical necessity of services provided by inpatient rehabilitation hospitals and units to beneficiaries under the Medicare program.

Securing Adolescents From Exploitation-Online Act of 2007 or the SAFE Act of 2007 - Amends the federal criminal code to expand the reporting requirements of electronic communication and remote computing service providers with respect to violations of child sexual exploitation and pornography laws. Requires such service providers, in reporting violations of such laws to the CyberTipline of the National Center for Missing and Exploited Children to provide: (1) information on the Internet identity of a suspected sex offender, including the electronic mail address, website address, uniform resource locator, or other identifying information; (2) the time child pornography was uploaded or discovered; (3) geographic location information for the offender; and (4) images of such child pornography. Requires the Center to forward each report which it receives from a service provider to a designated law enforcement agency. Requires service providers to preserve images of child pornography for evidentiary purposes. Grants service providers and the Center immunity from civil claims or criminal charges for complying the requirements of this Act, except for certain intentional or reckless misconduct. Requires the U.S. Trade Representative, the Attorney General, and other relevant federal officials to encourage foreign governments to combat child sexual exploitation and pornography. Authorizes appropriations for grants to the Internet Crimes Against Children Task Force. Authorizes courts to order monitoring of Internet use by a convicted sex offender as a condition for such offender's supervised release. Imposes enhanced criminal penalties for use of the Internet to violate child pornography or sexual exploitation laws. Requires the Attorney General to make publicly available reports on investigations and prosecutions of child sexual exploitation crimes.

Requires the agencies in IPEN to: (1) share the information they collect; (2) coordinate civil and criminal actions related to intellectual property rights; (3) establish formal processes for consulting and working with state and local government agencies and consulting with companies, writers, artists, labor unions, and other interested persons and groups; and (4) consult with the Register of Copyrights on law enforcement matters. Urges the President and relevant agency officers, when meeting with certain foreign countries, to stress the importance of establishing and participating in the international task force. Requires the Director of the Office of Mangement and Budget and the Coordinator of IPEN to submit to the President and the relevant congressional committees a strategic plan, which includes the goals, objectives, and priorities of IPEN. Calls for other government intellectual property initiatives to be consolidated into the work of IPEN to prevent duplication.

Sets forth requirements regarding: (1) preventing explosive devices on passenger planes; (2) deployment of explosive detection systems at airports; (3) not applying certain TSA personnel limitations; (4) specialized training for TSA officers; (5) an appeal process for passengers wrongly delayed or prohibited from boarding a flight; (6) a strategic plan to test and implement an advanced passenger prescreening system; and (7) certification of foreign repair stations. Directs the Administrator to: (1) develop and implement a standardized airport threat and vulnerability assessment program; (2) based on a study, provide grants to airport operators for security upgrade projects; (3) develop a system under which foreign registered aircraft submit specified information to TSA; and (4) report on security credentials of airline crews.
