Expresses the sense of the Senate that: (1) Congress should ensure that General David Petraeus, the Commander of Multinational Forces-Iraq, and all U.S. personnel under his command have the necessary resources to carry out their mission in Iraq; and (2) the government of Iraq must make visible progress toward meeting the political, economic, and military benchmarks enumerated in this Resolution.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to Michael Ellis DeBakey, M.D. (who performed the first successful coronary bypass, pioneered the field of telemedicine, was elected the first President of Baylor College of Medicine, and received the Presidential Medal of Freedom with Distinction and the National Medal of Science) in recognition of his many outstanding contributions to the nation.

Gang Abatement and Prevention Act of 2007 - Amends the federal criminal code to define "criminal street gang" and "gang crime" and to prohibit: (1) the commission of a gang crime or crime of violence to further the activities of a criminal street gang ; and (2) the recruitment of another person to join a criminal street gang. Increases criminal penalties for: (1) certain violent crimes in aid of racketeering activity; (2) possession of firearms by repeat offenders; and (3) crimes of violence and drug trafficking crimes committed by illegal aliens. Provides for criminal forfeiture of any property used to commit a gang crime Amends the Controlled Substances Act to impose criminal penalties for murder and other violent crimes committed in the course of a drug trafficking crime. Authorizes the Attorney General to: (1) designate certain areas in states as high intensity interstate gang activity areas and to provide assistance to such areas; (2) expand the Project Safe Neighborhoods program to require U.S. attorneys to prosecute criminal street gangs operating in their districts; (3) require the Federal Bureau of Investigation (FBI) to increase funding for the Safe Streets Programs and support criminal street gang enforcement teams; (4) conduct media campaigns in high intensity interstate gang activity areas to educate the public about efforts to combat criminal gang activities; and (5) make grants to states to prevent abductions of children by family members. Amends the Violent Crime Control and Law Enforcement Act of 1994 to authorize grants for technology and training to increase accurate identification of gang members and violent offenders. Establishes in the U.S. Marshals Service a Short-Term Witness Protection Section to provide protection for witnesses in state and local trials involving homicide or other violent crimes. Expands the federal witness relocation and protection program to include protection against criminal street gangs.

Keeping the Internet Devoid of Sexual Predators Act of 2007 or the KIDS Act of 2007 - Amends the Sex Offender Registration and Notification Act to require a convicted sex offender to: (1) provide for inclusion in the National Sex Offender Registry any electronic mail address, instant message address, or other similar identifier used to communicate over the Internet; and (2) keep such information current. Requires jurisdictions that maintain information about sex offenders to exempt from public disclosure any electronic mail address, instant message address, or other similar Internet identifier used by a sex offender. Requires the Attorney General to maintain a system to allow commercial social networking websites to compare their databases of users to the Internet identifiers of persons in the National Sex Offender Registry. Exempts such websites from civil liability if compliant with the requirements of this Act. Amends the federal criminal code to impose a fine and/or prison term: (1) of up to 10 years for failure by any sex offender to provide information required by this Act; and (2) of up to 20 years for age misrepresentation with the intent to use the Internet to engage in criminal sexual conduct with a minor.

Secure Border Crossing Card Entry Act of 2007 - Amends the Immigration and Nationality Act provide that the initial admission period for an alien with a valid machine-readable biometric border crossing identification card who has completed required background checks and who is admitted to the United States as a nonimmigrant business or tourist visitor at a port of entry where such card is processed shall be not less than the initial admission period granted to any other nonimmigrant business or tourist visitor. Authorizes the Secretary of Homeland Security to prescribe the period of such initial admission as: (1) a minimum of six months; or (2) a different period determined on a case-by-case basis. Prohibits the admission or admission extension of such an alien if: (1) the alien previously violated nonimmigrant status conditions; (2) the alien is inadmissible as a nonimmigrant; or (3) the alien's border crossing card has not been processed through a machine reader at the U.S. port of entry or land border at which the person seeks U.S. admission.

Transit System Flexibility Protection Act of 2007 - Authorizes the Secretary of Transportation to make public transportation formula grants for operating costs of equipment and facilities for use in public transportation in an urbanized area with a population of more than 200,000 if such public transportation system operates less than 100 buses on fixed route service during peak hours.

Directs the President to appoint additional district court judges as are necessary to carry out the 2005 recommendations of the Judicial Conference for district courts in which the criminal immigration filings represented more than 50% of all criminal filings for the 12-month period ending September 30, 2004.

Timber Tax Act of 2007 - Amends the Internal Revenue Code to allow a tax deduction (available to taxpayers whether or not they itemize deductions) for up to 60% of gains from certain sales or exchanges of timber.

Passenger Rail Investment and Improvement Act of 2007 - Authorizes appropriations for Amtrak for FY2007-FY2012. Authorizes Amtrak to contract for the operation of an intercity rail service or route not included in the national rail passenger transportation system. Requires Amtrak to: (1) implement a modern financial accounting and reporting system; (2) submit an annual budget and business plan and a five-year financial plan; (3) submit grant requests for specified authorizations of appropriations, including for its operating and capital grants and debt repayment; (4) develop and implement a standardized methodology for establishing and allocating the operating and capital costs among the states and Amtrak associated with trains operated on state supported routes. Requires an independent auditor to develop and recommend objective methodologies for determining intercity passenger routes and services. Provides for: (1) minimum standards for measuring performance and service; (2) investigations of substandard performance; (3) annual evaluations of the financial and operating performance of each long distance passenger rail route; (4) passenger rail service to be provided by alternate carriers on certain Amtrak routes; (5) a northeast corridor state-of-good-repair plan; and (6) restructuring Amtrak's indebtedness. Authorizes: (1) grants to states for the capital costs of facilities and equipment necessary to provide or improve intercity passenger rail transportation; (2) a state to prepare and maintain a state rail plan. Requires Amtrak to establish a Next Generation Corridor Equipment Pool Committee, comprised of representatives of Amtrak, the Federal Railroad Administration, and interested states. Provides, in order to carry out all railroad safety laws, for eight safety offices for eight geographical regions. Surface Transportation and Rail Security Act of 2007 - Directs the Secretary of Homeland Security to establish a task force to complete a vulnerability and risk assessment of freight and passenger rail transportation. Provides for: (1) systemwide Amtrak security upgrade grants; (2) grants for fire and life-safety improvements to Amtrak tunnels on the Northeast Corridor; and (3) grants for freight and passenger rail security upgrades. Provides funding for oversight of capital projects and management plans. Requires a plan for addressing the needs of the families of passengers involved in any Amtrak intercity train rail passenger accident resulting in a loss of life. Requires a railworker security training program. Provides for whistleblower protection for rail security matters. Requires rail carriers transporting hazardous materials to develop high hazard material security threat mitigation plans. Encourages the equipping of rail cars transporting high hazard materials with wireless communications technology.

Minority Serving Institution Digital and Wireless Technology Opportunity Act of 2007 - Establishes within the National Science Foundation (NSF) an Office of Minority Serving Institution Digital and Wireless Technology to: (1) award grants, contracts, or cooperative agreements (assistance) to eligible institutions to provide educational instruction in digital and wireless network technologies; and (2) strengthen the national digital and wireless infrastructure by increasing national investment in telecommunications and technology infrastructure at eligible institutions. Requires the NSF Director to establish an advisory council on the best approaches for involving eligible institutions in supported activities and for reviewing and evaluating submitted proposals. Requires the council to include members from minority serving institutions. Makes the following institutions eligible for such assistance: (1) a historically Black college or university; (2) a Hispanic-, Alaska Native-, or Native Hawaiian-serving institution; (3) a tribally controlled college or university; or (4) an institution determined to have enrolled a substantial number of minority, low-income students who received assistance under the Higher Education Act of 1965. Provides a matching funds requirement.

Amends the Internal Revenue Code to allow qualified retail improvement property a 15-year recovery period for purposes of the tax deduction for depreciation. Defines such property as any improvement to an interior portion of a building which is nonresidential real property, if: (1) such portion is open to the general public and is used in the trade or business of selling tangible personal property or services to the general public; and (2) such improvement is placed in service more than three years after the date the building was first placed in service. Excludes specified improvements, including the enlargement of a building, any elevator or escalator, or the internal structural framework of a building.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal to Constantino Brumidi, in recognition of his contributions to the Nation as a designer and decorator of the U.S. Capitol. Requires the Architect of the Capitol to arrange for the gold medal to be displayed in the Capitol Visitor Center as part of an exhibit honoring Constantino Brumidi.

Senate Campaign Disclosure Parity Act - Amends the Federal Election Campaign Act of 1971 to require Senate candidates to file election-related designations, statements, and reports in electronic form. Requires the Secretary of the Senate to forward a copy of any electronically filed designation, statement, or report to the Federal Election Commission within one working day (instead of the current two working days) after receiving it.

Surface Transportation and Rail Security Act of 2007 - Directs the Secretary of Homeland Security to establish a task force to complete a vulnerability and risk assessment of freight and passenger rail transportation, and develop specific prioritized recommendations for improving rail security. Authorizes the Secretary of Homeland Security (or Secretary of Transportation, where appropriate) to make grants for certain system-wide Amtrak, freight, hazardous materials transportation, and passenger rail security upgrades, including to Amtrak for fire and life-safety improvements and infrastructure upgrades to tunnels on the Northeast Corridor. Directs Amtrak to submit to the National Transportation Safety Board a plan to address the needs of families of passengers involved in rail passenger accidents. Requires railroad carriers to develop rail security training programs for all front-line workers. Sets forth certain whistleblower protections for rail employees or other persons providing information about perceived security threats. Directs the Secretary of Homeland Security (or Secretary of Transportation, where appropriate) to require: (1) rail carriers transporting hazardous materials to develop high hazard material security threat mitigation plans; and (2) motor carriers transporting hazardous materials to maintain route plans that meet certain requirements. Sets forth requirements regarding : (1) equipping rail cars and motor carriers transporting high hazard materials with wireless communications and tracking technology; (2) hazardous materials security plans of shippers, carriers, and other persons; (3) truck security assessment; (4) a national security public sector response system; (5) over-the-road bus operators or over-the-road bus terminal operators system-wide security improvements; (6) a Pipeline Security and Incident Recovery Protocols Plan; and (7) pipeline security plans and inspecting of natural gas and hazardous liquid pipelines and pipeline facilities.

911 Modernization Act - Amends the Digital Television Transition and Public Safety Act of 2005 to authorize the Assistant Secretary of Commerce for Communications and Information to borrow from the treasury to make payments to implement the ENHANCE 911 Act of 2004. Requires repayment, without interest, as funds are deposited into the Digital Television Transition and Public Safety Fund. Amends the National Telecommunications and Information Administration Organization Act to require issuance of regulations updating the criteria to provide priority for public safety answering points not capable of receiving 911 calls.

Social Security Totalization Agreement Reform Act of 2007 or STAR Act - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to provide that any agreement to establish a totalization arrangement which is entered into with another country shall enter into force with respect to the United States if (and only if): (1) the President, at least 90 calendar days before the date on which he enters into the agreement, notifies each House of Congress of his intention to enter into it, and promply thereafter publishes notice of such intention in the Federal Register; (2) he transmits the text of such agreement to each House of the Congress; and (3) a joint resolution regarding such agreement has passed both Houses of Congress and been enacted into federal law. Sets forth procedures for the consideration of such a joint resolution.

Amends the Pension Protection Act of 2006 to require commercial passenger airline pension plan sponsors electing not to utilitze the alternative funding schedule to use an interest rate of 8.25% in determining the funding target for each of the 10 plan years (rather than the segmented interest rates calculated on the basis of the corporate bond yield curve).

Permanent Marriage Penalty Relief Act of 2007 - Makes provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 that eliminate the marriage penalty in the standard deduction, the 15-percent tax bracket, and the earned income tax credit, permanent.

Family Abduction Prevention Act of 2007 - Directs the Attorney General to make grants to states for projects involving: (1) the extradition of individuals suspected of committing a family abduction; (2) investigation by law enforcement agencies of family abduction cases; (3) training for law enforcement agencies in responding to family abductions and recovering abducted children; (4) outreach and media campaigns to educate parents on the dangers of family abductions; and (5) notifying law enforcement authorities of the name and address of anyone requesting the school records of an abducted child. Requires that not less than 50 percent of the cost of a project for which a grant is made be provided by non-federal sources.

Freedom to Fly Act of 2007 - Allows a pilot who has attained 60 years of age to serve as a passenger airline pilot until the age of 65 years old only if the pilot serves: (1) as a required pilot in multi-crew aircraft operations; and (2) with another required pilot who has not yet attained 60 years of age. Terminates the age-60 rule (mandatory retirement age) 30 days after enactment of this Act. Declares that such requirements shall not provide the basis for a claim of seniority made under any labor bargaining agreement in effect between the pilots and an air carrier by any pilot who has attained age 60 before the effective date of this Act and who is seeking a position as a pilot with such carrier following that pilot's termination or cessation of employment or promotion or transfer to another position with such air carrier.

Universal Service for Americans Act or USA Act - Amends the Communications Act of 1934 to require each communications service provider to contribute to support universal service (the provision of communications service in rural, insular, and high-cost areas), subject to exemptions. Modifies requirements regarding interconnection and rural telephone companies. Imposes on facilities-based IP-enabled voice service providers the same rights, duties, and obligations as a requesting telecommunications carrier if the provider elects to assert those rights. Prohibits a carrier from refusing to transport or terminate IP-enabled voice traffic solely because it is IP-enabled and prohibits a provider originating, transmitting, or terminating IP-enabled voice traffic from being exempted from paying compensation for interstate traffic solely because the traffic is IP-enabled. Regulates IP-enabled voice service regarding: (1) accessibility for the disabled community; and (2) alarm or security systems or personal security or medical monitoring systems. Applies universal service provisions to any services under FCC jurisdiction that can effectively substitute for interexchange telecommunications services, including any such substitute classified as an information service that uses telecommunications. Establishes the Broadband for Unserved Areas Program to provide financial assistance for the deployment of broadband equipment and infrastructure to unserved areas throughout the United States. Declares that universal service support mechanisms and rules should be competitively neutral. Requires telecommunications and IP-enabled voice service providers to ensure, as technically possible, that all traffic contains or preserves identification information.

Executive Branch Family Leave Act - Entitles a federal employee of the executive branch to paid leave of: (1) eight weeks for giving birth; (2) at least five days for a father for the birth of a child; (3) at least five days for adopting a child; and (4) eight hours during any 12-month period to accompany a child to medical or school appointments.

NATO Freedom Consolidation Act of 2006 - Designates Albania, Croatia, Georgia, and Macedonia as eligible to receive assistance under the NATO Participation Act of 1994. States that such designation: (1) is in addition to the designation of Poland, Hungary, the Czech Republic, and Slovenia pursuant to the NATO Enlargement Facilitation Act of 1996, the designation of Romania, Estonia, Latvia, Lithuania, and Bulgaria pursuant to the European Security Act of 1998, and the designation of Slovakia pursuant to the Gerald B. H. Solomon Freedom Consolidation Act of 2002 as eligible to receive assistance under the NATO Participation Act of 1994; and (2) shall not preclude the designation by the President of other countries as eligible to receive assistance under the NATO Participation Act of 1994. Specifies FY2007 amounts under the Arms Export Control Act for: (1) Albania; (2) Croatia; (3) Georgia; and (4) Macedonia. Affirms that Congress stands ready to consider, and if all applicable criteria are satisfied, to support efforts by Ukraine to join the North Atlantic Treaty Organization (NATO).

Applauds Hispanic Serving Institutions for providing quality educational opportunities for all Hispanic and other students attending their institutions. Urges those providing and supporting Hispanic higher education to continue to recruit, retain, educate, and graduate students who might not otherwise pursue higher education.

Emergency Farm Relief Act of 2006 - Directs the Secretary of Agriculture to provide financial assistance for: (1) crop disaster assistance for qualifying quantity or quality losses for the 2005 or 2006 crop due to weather or related conditions (including disease, insects, and delayed harvest; (2) livestock assistance for 2005 and 2006 disaster-caused losses; (3) livestock indemnity payments for 2005 and 2006 disaster-caused losses (including wildfires, hurricanes, floods, and anthrax); (4) ewe lamb replacement and retention; (5) sugar beet disaster assistance for crop year 2005; (6) sugarcane growers in Hawaii through a payment to an agricultural transportation cooperative in Hawaii; (7) flooded crop and grazing land in the Devils Lake basin, the McHugh, Lake Laretta, and Rose Lake closed drainage areas, North Dakota; and (8) bovine tuberculosis indemnification. Directs the Secretary to make grants to state agriculture departments or comparable agencies in qualified states for direct economic loss payments to eligible small businesses. Directs the Secretary to use specified funds to carry out emergency measures under: (1) the emergency watershed protection program; (2) the emergency conservation program, including wildfire recovery efforts; and (3) the environmental quality incentives program, including wildfire recovery efforts. Directs the Secretary to use specified funds to hire additional state and county Farm Service Agency personnel to expedite the delivery of agricultural disaster and economic assistance.

National Competitiveness Investment Act - American Innovation and Competitiveness Act of 2006 - Directs the President to: (1) convene a National Science and Technology Summit; (2) establish a President's Council on Innovation and Competitiveness; and (3) establish the Innovation Acceleration Research Program. Directs the Administrator of the National Aeronautics and Space Administration (NASA) to: (1) establish an Aeronautics Institute for Research; (2) coordinate basic and fundamental research activities related to physical sciences, technology, engineering, and mathematics; and (3) establish a Basic Research Executive Council. Authorizes appropriations for the National Institute of Standards and Technology (NIST) for the Hollings Manufacturing Extension Partnership Program. Requires the NIST Director to: (1) establish the Standards and Technology Acceleration Research Program; and (2) reestablish the Experimental Program to Stimulate Competitive Technology. Requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to: (1) establish a program of ocean and atmospheric research and development; and (2) develop an ocean, coastal, and atmospheric science education plan. Protecting America's Competitive Edge Through Energy Act or PACE-Energy Act - Directs the Secretary of Energy to: (1) appoint a Department of Energy (DOE) Director of Mathematics, Science, and Engineering Education, and establish a Mathematics, Science, and Engineering Education Fund; (2) award grants for establishing specialty schools for mathematics and science; (3) establish a national laboratories summer internship program for middle and secondary school students; (4) establish Centers of Excellence in Mathematics and Science at schools in regions of national laboratories; (5) establish or expand programs to strengthen mathematics and science teaching skills of public school teachers; (6) establish a program to expand and enhance higher education nuclear science educational capabilities; (7) award grants to outstanding DOE early-career researchers; and (8) establish a program to support the appointment of distinguished scientists by institutions of higher education and national laboratories. Establishes the Advanced Research Projects Authority-Energy. Authorizes the Secretary of Education to award grants to: (1) develop and implement programs to provide courses of study in mathematics, science, engineering, or critical foreign languages with concurrent teacher certification or to enhance teacher knowledge and teaching skills; (2) increase the number of teachers and students teaching or enrolled in advanced placement or international baccalaureate courses in mathematics, science, or critical foreign languages; (3) help low-income students performing below grade level in mathematics; (4) establish programs of study in critical foreign languages; (5) promote content knowledge requirements for secondary school graduation and establish or improve a statewide P-16 education data system. Requires the Director of the National Science Foundation (NSF) to: (1) expand the Graduate Research Fellowship Program and the Integrative Graduate Education and Research Traineeship Program; (2) establish a clearinghouse and pilot programs relating to the creation or improvement of professional science master's degree programs; (4) establish a program to provide mentors for women interested in careers in science, technology, engineering, and mathematics; and (5) establish a program of basic research in advanced information and communications technologies.

Border Death Reduction Act of 2006 - Directs the Commissioner of Customs to begin collecting data relevant to deaths occurring at the U.S.-Mexico border, divided by sector, and including: (1) causes, locations, and number of deaths; and (2) demographic characteristics, including the sex and approximate age of those deceased. Directs the Commissioner to report to the Secretary of Homeland Security respecting: (1) annual border deaths; and (2) rescue beacon (as defined by this Act) placement. Directs the Commissioner to deploy additional rescue beacons in all areas recommended in such report. States that any person who commits an alien-smuggling related act and, in the course of such act, abandons an alien in a place not within sight of a paved road or rescue beacon shall be considered to have placed a person's life in jeopardy and subject to fine and/or up to 20 years in prison.

Darfur Peace and Accountability Act of 2006 - Sets forth the sense of Congress with respect to the situation in Darfur, Sudan, including the sense of Congress that the atrocities unfolding in Darfur are genocide, and the need for U.S. and international involvement in Darfur. Amends the Comprehensive Peace in Sudan Act of 2004 to direct the President, with waiver authority upon congressional notification, to block the assets and deny visas and entry to any individual complicit in or responsible for acts of genocide, war crimes, or crimes against humanity in Darfur, including certain family members or associates of such individual. Authorizes the President to provide assistance to reinforce an expanded African Union Mission in Sudan (AMIS). States that the President should take steps to deny the government of Sudan access to oil revenues, including prohibiting U.S. port entry to cargo ships or oil tankers engaged in trade activities in Sudan's oil sector or involved in the shipment of goods for the Armed Forces of Sudan until the government of Sudan has honored its commitments to cease attacks on civilians, demobilize and demilitarize the Janjaweed and associated militias, grant access for humanitarian assistance, and allow for the safe and voluntary return of refugees and internally displaced persons. Exempts from such prohibition cargo ships or oil tankers involved in: (1) an internationally recognized demobilization program or the shipment of economic assistance; or (2) the shipment of certain military assistance. Prohibits, with national interest waiver authority, U.S. assistance to a country in violation of U.N. Security Council Resolutions 1556 and 1591 (embargo on military assistance to Sudan). States that certain restrictions against the government of Sudan shall remain in place until the President makes specified certifications to the appropriate congressional committees regarding the government of Sudan. Amends the Assistance for International Malaria Control Act to repeal provisions authorizing the President to provide additional assistance to, and exempting prohibitions on exports from, areas outside the control of the government of Sudan. Amends the Comprehensive Peace in Sudan Act of 2004 to repeal the provision authorizing the President to provide additional nonmilitary assistance to areas outside the control of the government of Sudan. Authorizes the President, subject to congressional notification by the Secretary of State, to provide economic assistance for Southern Sudan, Southern Kordofan/Nuba Mountains State, Blue Nile State, and Abyei. Authorizes the President to provide specified military assistance to the government of Sudan. Waives prohibitions concerning Sudan in Executive Order No. 13067 regarding activities with respect to Southern Sudan, Southern Kordofan/Nuba Mountains State, Blue Nile State, and Abyei.

Commemorates the life of each individual who died as a result of the attacks of September 11, 2001. Extends deepest condolences to the victims, as well as to their families, friends, and loved ones. Condemns the attacks, the terrorists who perpetrated them, and their sponsors. Commits to support the necessary steps to defeat terrorists who plot to harm the American people. Recommits the Senate and the Nation to bringing the perpetrators of the attacks and their sponsors to justice. Honors members of the Armed Forces, law enforcement personnel, first responders, members of the intelligence community, and others who have bravely participated in the War on Terrorism since September 11, 2001. Declares September 11, 2006, to be a National Day of Remembrance, in commemoration of the September 11, 2001, terrorist attacks against the United States. Declares that when the Senate adjourns today (September 11, 2006), it stand adjourned as a further mark of respect to each individual who died as a result of the attacks of September 11, 2001.

Meningitis Immunization Awareness Act - Directs the Secretary of Health and Human Services to develop and make available to day care centers, camps, educational entities, prisons, and other entities that provide dorm-like housing, information concerning bacterial meningitis and the meningitis vaccine.

Amends the Internal Revenue Code to allow qualified retail improvement property a 15-year recovery period for purposes of the tax deduction for depreciation. Defines such property as any improvement to an interior portion of a building which is nonresidential real property, if: (1) such portion is open to the general public and is used in the trade or business of selling tangible personal property or services to the general public; and (2) such improvement is placed in service more than three years after the date the building was first placed in service. Excludes specified improvements, including the enlargement of a building, any elevator or escalator, or the internal structural framework of a building.

Cuba Transition Act of 2006 - Authorizes the Secretary of State to designate specified funds to be provided to the Organization of American States (OAS) for: (1) Inter-American Commission on Human Rights activities relating to the situation of human rights in Cuba; and (2) the funding of an OAS emergency fund for the deployment of human rights observers, election support, and election observation in Cuba. Expresses the sense of Congress that the President should begin consultation with: (1) governments of other Western Hemisphere countries regarding a transition in Cuba; and (2) international partners and governments regarding a multilateral diplomatic and financial support program for response to a transition in Cuba. Authorizes the President to furnish assistance and provide other support for individuals and independent nongovernmental organizations to support specified democracy-building efforts for Cuba. Authorizes appropriations to the President to establish a fund to provide assistance to a transition government in Cuba.

Abraham Lincoln Study Abroad Act of 2006 - Authorizes the Secretary of State to establish an Abraham Lincoln Study Abroad Program to facilitate undergraduate study abroad for academic credit. States that the Program shall consist of: (1) undergraduate fellowships (Lincoln Fellowships); and (2) grants to institutions of higher education (Lincoln Institutional Leverage Grants).

Gulf of Mexico Energy Security Act of 2006 - Instructs the Secretary of the Interior to offer the 181 Area and the 181 South Area for oil and gas leasing, notwithstanding their omission from the Outer Continental Shelf leasing program. Subjects the following areas to a moratorium upon oil and gas leasing (or any related activity): (1) any area east of the Military Mission Line in the Gulf of Mexico; (2) any area in the Eastern Planning Area that is within 125 miles of the Florida coastline; or (3) specified areas within the Central Planning Area and within 100 miles of the Florida coastline. Reserves to the United States the right to designate national defense areas on the Outer Continental Shelf. Directs the Secretary to permit any person who has entered into an oil or gas lease with the Secretary in any area described in this Act, as of the date of enactment of this Act, to exchange the lease for a bonus or royalty credit that may only be used in the Gulf of Mexico. Prescribes requirements for: (1) disposition of qualified Outer Continental Shelf revenues from the 181 Area, the 181 South Area, and the 2002-2007 planning areas of the Gulf of Mexico; (2) allocation among Gulf producing states and coastal political subdivisions; (3) historical lease sites; and (4) payments to coastal political subdivisions. Sets forth the authorized uses of amounts received by Gulf producing states and coastal political subdivisions, including for certain environmental protection projects and activities. Sets limitations upon the amount of distributed qualified Outer Continental Shelf Revenues.

Agricultural Protection and Prosperity Act of 2006 - Amends the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA) to: (1) include the definition of "manure"; and (2) exclude manure from the meaning of "hazardous substance" or "pollutant or contaminant" under that Act. Provides that such exclusion shall not: (1) impose liability under the Emergency Planning and Community Right-To-Know Act of 1986 with respect to manure; (2) affect any provision of the Air Quality Agreement entered into between the Administrator and operators of animal feeding operations; or (3) affect the applicability of any other environmental law as it relates to the definition of manure or the responsibilities or liabilities of any person regarding the treatment, storage, or disposal of manure. Amends the Superfund Amendments and Reauthorization Act of 1986 to exempt releases associated with manure (as defined under CERCLA) from the emergency notification requirements under that Act.
