Reaffirms steadfast support for Israel. Supports Israel's right of self-defense and its right to take appropriate action to deter aggression by terrorist groups and their state sponsors. Urges the President to continue to fully support Israel in exercising its right of self-defense in Lebanon and Gaza. Calls for the immediate and unconditional release of Israeli soldiers held captive by Hezbollah or Hamas. Condemns the governments of Iran and Syria for their continued support for Hezbollah and Hamas and holds these governments responsible for the acts of aggression carried out by Hezbollah and Hamas against Israel. Condemns Hamas and Hezbollah for exploiting civilian populations as shields and locating their military activities in civilian areas. Urges the President to use all available political and diplomatic means, including sanctions, to persuade the governments of Syria and Iran to end their support of Hezbollah and Hamas. Calls on the government of Lebanon to do everything in its power to free the kidnapped Israeli soldiers held in Lebanon and to fulfill its responsibility under U.N. Security Council Resolution 1559 to disband and disarm Hezbollah. Calls on the Security Council to: (1) condemn these unprovoked acts; and (2) demand compliance with Resolution 1559, which requires that Hezbollah and other militias be disbanded and disarmed and that all foreign forces leave Lebanon. Urges all sides to protect innocent civilian life and infrastructure and strongly supports the use of all diplomatic means to free the captured Israeli soldiers. Recognizes that thousands of American nationals reside peacefully in Lebanon and that those American nationals in Lebanon concerned for their safety should receive full U.S. government assistance.

Amends the International Air Transportation Competition Act of 1979 to authorize domestic air carriers and foreign air carriers (with respect to foreign air transportation) to offer for sale and provide through service and ticketing air transportation to or from Love Field, Texas, and any U.S. or foreign destination through any point within Texas, New Mexico, Oklahoma, Kansas, Arkansas, Louisiana, Mississippi, Missouri, and Alabama (effectively expanding domestic and foreign air service to and from Love Field, Texas). Prohibits: (1) a person from providing nonstop air passenger service between Love Field, Texas, and any point or points outside the 50 states or the District of Columbia; and (2) a federal official or employee from designating Love Field, Texas, as an initial point of entry into the United States or a last point of departure from the United States. Limits charter flights at Love Field, Texas, to: (1) destinations within the 50 states and the District of Columbia; and (2) no more than 10 per month per air carrier for charter flights beyond the states of Texas, New Mexico, Oklahoma, Kansas, Arkansas, Louisiana, Mississippi, Missouri, and Alabama. Reduces the number of gates available for air service at Love Field, Texas, to no more than 20 gates (with a limit thereafter not to exceed a maximum of 20 gates). Declares that a certain agreement between the city of Dallas, the city of Fort Worth, Southwest Airlines, American Airlines, and the Dallas-Fort Worth International Airport Board shall not affect general aviation service at Love Field, Texas.

Protection against United Nations Taxation Act of 2006, the PUNT Act of 2006, or the Helms-Biden Reauthorization Act of 2006 - Requires the withholding of 20% of U.S. contributions to the regular budget of the United Nations (U.N.) and other applicable international organizations until the President certifies that neither the United Nations (or U.N. agencies) nor any other international organization has authority under U.S. law to impose, or has imposed or proposed, taxes or fees on the U.S. government, states, or U.S. corporations or nationals. States that such provision shall not apply to: (1) fees for publications or other fees that are not tantamount to a tax on U.S. citizens; (2) the World Intellectual Property Organization; or (3) staff assessment costs of the United Nations and its agencies.

Expanding American Homeownership Act of 2006 - FHA Modernization Act of 2006 - Amends the National Housing Act to: (1) modify guidelines governing the maximum principal housing loan obligation; (2) extend the mortgage term to 40 years; and (3) revise requirements for cash payment by the mortgagor in the eligibility criteria for mortgage insurance. Authorizes the Secretary of Housing and Urban Development to establish a mortgage insurance premium structure involving a single premium payment collected prior to the insurance of the mortgage that may vary during the mortgage term. Requires the Secretary to notify specified entities whenever the Secretary takes discretionary action to suspend or revoke approval of a mortgagee to participate in any mortgage insurance program. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain blanket mortgage insured by the Secretary. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund. Limits the Secretary's authority to enter into commitments for loan guarantees. Requires annual independent actuarial studies of the Fund. Declares that insurance of a Native Hawaiian or Indian reservation mortgage is the obligation of the MMI Fund (instead of the General Insurance Fund). Authorizes the Secretary to: (1) insure a home equity conversion mortgage for specified elderly mortgagors; and (2) enter into agreements to insure temporarily certain mortgages for a single family residence located within a presidentially declared major disaster area. Federal Housing Administration Manufactured Housing Loan Act of 2006 - Exempts a manufactured home (including its appurtenant lot) from the limitation placed upon federal insurance of financial institutions. Makes any mortgage insurance contract related to a manufactured housing loan conclusive evidence of the eligibility for such insurance of the financial institution involved. Authorizes the Secretary to establish a mortgage insurance single premium structure for manufactured homes. Increases the maximum dollar amounts of loan limits.

Internet Safety (Stop Adults Facilitating the Exploitation of Youth) Act of 2006 - Amends the federal criminal code to prohibit: (1) financial transactions that facilitate access to, or the possession of, child pornography; (2) the operation of a child pornography enterprise; and (3) the use of deceptive wording or images to deceive persons, including minors, into viewing obscene material on the Internet. Increases criminal penalties for: (1) registered sex offenders who commit a felony offense involving a child; (2) the sexual exploitation of children; (3) child pornography; and (4) child sex trafficking and sexual abuse. Amends the Victims of Child Abuse Act of 1990 to: (1) increase monetary penalties for willful failure of electronic communication service providers to report child pornography; and (2) impose new penalties for negligent failure to report. Requires commercial website operators to place warning marks prescribed by the Federal Trade Commission on web pages that contain sexually explicit material. Establishes in the Department of Justice an Office on Sexual Violence and Crimes against Children. Authorizes additional (not less than 200) U.S. attorneys in FY2007 to prosecute crimes relating to the sexual exploitation of children. Directs the Administrator of the Office of Juvenile Justice and Delinquency Prevention to increase the number of Internet Crimes Against Children Task Forces. Directs the Attorney General to make grants to states, local governments, Indian tribes, and nonprofit organizations to establish and maintain programs for the prevention of sexual offenses against minors.

National Uniformity for Food Act of 2006 - Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to prohibit any state or political subdivision from establishing or continuing in effect for any food in interstate commerce any requirement that is not identical to specified FFDCA provisions (that would result in materially different requirements), including those related to adulterated foods, unsafe food additives, new animal drugs, and warnings concerning food safety. Allows state enforcement of identical provisions unless the Secretary of Health and Human Services has determined that such state provisions should not be enforced. Allows a state to petition for an exemption or to establish a national standard regarding any requirement under FFDCA or the Fair Packaging and Labeling Act relating to food regulation. Allows the Secretary to provide such an exemption if the requirement: (1) protects an important public interest that would otherwise be unprotected; (2) would not cause any food to be in violation of any federal law; and (3) would not unduly burden interstate commerce. Allows a state to establish a requirement that would otherwise violate FFDCA provisions relating to national uniform nutrition labeling or this Act if the requirement is needed to address an imminent hazard to health that is likely to result in serious adverse health consequences and if other requirements are met. Declares that this Act does not preempt certain state and local laws relating to labeling or a consumer advisory relating to food sanitation imposed on a food establishment or recommended by the Secretary. Declares that the Act takes effect only if the Secretary certifies to Congress that implementation will pose no additional risk to the public health or safety from terrorist acts relating to the food supply.

NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL) to mint and issue: (1) 50 dollar gold coins; and (2) one dollar silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Directs each Federal agency and U.S. instrumentality that has in its possession any craft or any part of a craft that flew in space to: (1) retrieve any gold, silver, copper, and other metals that are appropriate for use in the production of any coins under this Act from such craft or part; and (2) deposit such metals with the Director of the United States Mint. Directs each federal agency and U.S. instrumentality that has or continues to conduct space-related missions to make efforts to secure and retrieve from privately-held craft flown in space such gold, silver, copper, and other metals that the Director determines are appropriate for use in the production of any coins under this Act. Authorizes the Secretary of the Treasury to strike and sell bonze duplicates of the $50 gold coins authorized under this Act.

Franchise Reform Act of 2006 - Amends the Communications Act of 1934 to designate the State Commission of each state as the franchising authority for any state-issued franchise for the provision of cable or video service in that state. Outlines application requirements for any entity or person seeking to obtain a state-issued certificate of franchise authority. Exempts existing franchises from such application requirements. Requires the holder of a state-issued certificate to pay each municipality in which the holder provides cable or video service a franchise fee of five percent of the gross revenues of such holder. Requires certificate holders to: (1) comply with applicable customer service standards until there are two or more providers offering service in a municipality; (2) provide municipalities, upon request, with capacity to allow public, educational, and governmental (PEG) access channels for noncommercial programming (with a required minimum number of such channels); and (3) provide for the interconnection of cable and video systems within a municipality for the purpose of providing PEG programming. Requires local municipalities to allow certificate holders to install, construct, and maintain necessary communications networks within public rights-of-way. Prohibits certificate holders from denying access to cable or video service to any group of residential subscribers because of the income of the residents in the local area.

Border Health Security Act of 2006 - Requires the Secretary of Health and Human Services (the Secretary), acting through the U.S. members of the United States-Mexico Border Health Commission, to award grants to improve border residents' health. Requires the Secretary to award grants to states, local or tribal governments, or public health entities for bioterrorism preparedness in the border area. Authorizes appropriations to carry out the United States-Mexico Border Health Commission Act. Allows the Secretary to coordinate with the Secretary of Homeland Security in establishing a health alert system that: (1) alerts clinicians and public health officials of emerging disease clusters and syndromes along the border area; and (2) is alerted to signs of health threats or bioterrorism along the border area. Requires the Secretary to enter into a contract with the Institute of Medicine for the study of binational public health infrastructure and health insurance efforts. Authorizes any member or staff of the Commission to provide advice or recommendations to Congress concerning issues that are considered by the Commission.

Medicare Late Enrollment Assistance Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act (SSA) to eliminate months in 2006 from the calculation of any late enrollment penalty under Medicare part D. Makes appropriations to the Secretary of Health and Human Services for FY2007 to: (1) make grants to states for state health insurance counseling programs receiving assistance under the Omnibus Reconciliation Act of 1990; and (2) enable the Assistant Secretary on Aging to provide grants to states for area agencies on aging to provide eligible Medicare beneficiaries with Medicare benefits information. Amends SSA title XVIII to set additional limitations on the total amount of expenditures from the Medicare Advantage Regional Plan Stabilization Fund for periods prior to October 1, 2007, and between October 1, 2007, and September 30, 2011.

American Innovation and Competitiveness Act of 2006 - Directs the President to: (1) convene a National Science and Technology Summit to examine the health and direction of the U.S. science and technology enterprise; (2) establish a President's Council on Innovation and Competitiveness; and (3) establish the Innovation Acceleration Grants Program to support and promote innovation in the United States. Directs the: (1) National Academy of Sciences to study barriers of U.S. businesses to innovation; (2) Assistant Secretary for Economic Development of the Department of Commerce to prepare and implement a strategy for greater funding for innovation in regional economic development; and (3) Secretary of Commerce to publish a Guide to Developing Successful Regional Innovation Hot Spots. Requires the Director of the National Science Foundation (NSF) to: (1) establish a grant program to implement innovation-based experiential learning in elementary or middle schools; (2) expand the Graduate Research Fellowship Program and the Integrative Graduate Education and Research Traineeship Program to include an additional 1,250 fellowships and grants for each program over the next five-year period; (3) establish a clearinghouse and pilot programs relating to the creation or improvement of professional science master's degree programs; (4) study how the federal government should support the new discipline of service science; and (5) determine how federal awards and research activities assist in meeting critical national needs in physical sciences, technology, engineering, and mathematics. Directs the Administrator of the National Aeronautics and Space Administration (NASA) to: (1) establish an Aeronautics Institute for Research; (2) along with other officials, coordinate basic and fundamental research activities related to physical sciences, technology, engineering, and mathematics; and (3) establish a Basic Research Executive Council. Authorizes appropriations through FY2011 for the National Institute of Standards and Technology (NIST) for the Hollings Manufacturing Extension Partnership Program (Hollings Program). Requires the NIST Director to: (1) establish the Standards and Technology Acceleration Research Program; (2) support research and development of advanced manufacturing systems; (3) establish a pilot program of collaborative manufacturing research grants; (4) establish a program of competitive awards among participants in the Hollings Program; and (5) reestablish the Experimental Program to Stimulate Competitive Technology.

Public Transportation Terrorism Prevention Act of 2006 - Requires the Department of Transportation's (DOT) Federal Transit Administration to submit all public transportation security assessments to the Secretary of Homeland Security to review and augment such assessments. Requires the Secretary to: (1) establish and update annually security improvement priorities; (2) conduct security assessments of all public transportation agencies considered to be at greatest risk of a terrorist attack; (3) conduct security assessments to determine the specific needs of local bus-only public transportation systems and of selected rural transportation systems; and (4) use information collected to establish the process for developing security guidelines. Directs the Secretary to award grants: (1) directly to public transportation agencies for allowable capital security improvements; and (2) to public or private entities to conduct research into, and demonstrate, methods to reduce and deter terrorist threats or mitigate damages resulting from terrorist attacks against public transportation systems. Directs the Secretary to: (1) ensure that DOT receives timely notification of all credible terrorist threats against U.S. public transportation assets; and (2) award grants for research, development, and demonstration of technologies and methods to reduce and deter terrorist threats or mitigate damages resulting from such attacks. Rail Security Act of 2006 - Directs the Secretary to establish a task force to complete, and make prioritized recommendations regarding, a vulnerability and risk assessment of freight and passenger rail transportation for identification of: (1) critical assets and infrastructures, and vulnerabilities and risks, to such assets and infrastructures; (2) vulnerabilities and risks specific to the transportation of hazardous materials via railroad; and (3) security weaknesses in passenger and cargo security, transportation infrastructure, protection systems, procedural policies, communications systems, employee training, emergency response planning, and any other area. Authorizes the Secretary to make grants for certain system-wide Amtrak security upgrades. Directs the Secretary to require rail carriers transporting high hazardous materials to develop high hazard material security threat mitigation plans containing appropriate measures (including alternative routing and temporary shipment suspension options) to address assessed risks to high consequence targets. Maritime Security Improvement Act of 2006 - Establishes interagency operational centers to provide greater protection against terrorism at high priority ports. Directs the Secretary to identify foreign assistance programs that could facilitate implementation of port security antiterrorism measures in foreign countries.

Western Hemisphere Energy Security Act of 2006 - Authorizes U.S. persons to: (1) explore and extract hydrocarbon resources from any portion of the foreign exclusive economic zone that is contiguous to the U.S. exclusive economic zone; and (2) export without license authority all equipment necessary for the exploration for or extraction of hydrocarbon resources. Amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to authorize the Secretary of the Treasury to allow under a general license employees of oil and gas producers, distributors, and shippers to travel to, from, or within Cuba to explore for and extract hydrocarbon resources from such zone.

Small Public Housing Authorities Paperwork Reduction Act - Amends the United States Housing Act of 1937 to exempt a qualified public housing agency from the requirement to prepare an annual public agency plan if the agency: (1) administers 500 or fewer public housing dwelling units, or section 8 vouchers; and (2) is not designated as a troubled agency. Requires an agency to: (1) continue to make an annual civil rights certification and establish, and consult with, one or more resident advisory boards; and (2) conduct a public hearing to discuss changes to agency goals and policies and make the information available to the public at the agency's principal office.

Veterans' Choice of Representation Act of 2006 - Authorizes the Secretary of Veterans Affairs to prescribe: (1) qualifications and standards of conduct for agents and attorneys acting on behalf of veterans in claim proceedings before the Department of Veterans Affairs; and (2) restrictions on fees collected for such services. Provides additional bases for suspensions of agents or attorneys, including: (1) failure to conduct themselves with due regard for the non-adversarial nature of any proceeding; and (2) presenting frivolous claims, issues, or arguments. Repeals the current time period limitation for the hiring or paying of an agent or attorney. Revises the time period during which attorney fee agreements may be filed with the Board of Veterans' Appeals. Allows the Secretary to review such an agreement, and order a fee reduction if the Secretary finds the fee excessive or unreasonable.

Securing Knowledge, Innovation, and Leadership Act of 2006 or the SKIL Act of 2006 - Amends the Immigration and Nationality Act to exempt from the annual H-1B (specialty occupation) visa cap an alien who has: (1) earned a master's or higher degree from an accredited U.S. university; or (2) been awarded a medical specialty certification based on post-doctoral training and experience in the United States. Increases the annual H-1B cap, with a 20% increase for the following year if the previous year's quota is reached. Exempts from worldwide immigration caps an alien who: (1) has earned a master's or higher degree from an accredited U.S. university; (2) has been awarded medical specialty certification based on postdoctoral training and experience in the United States; (3) will work in shortage occupations; (4) has earned a master's degree or higher in science, technology, engineering, or math and has been working in a related field in the United States during the three-year period preceding his or her immigrant visa application; (5) has extraordinary ability or received a national interest waiver; or (6) is the spouse or minor child of an employment-based immigrant. Increases the annual immigrant visa cap. Revises student visa provisions. Authorizes an L-1 (intracompany transfer) visa extension beyond the fifth or seventh year if the individual has a immigrant application pending. Permits an alien with an approved labor certification to apply for permanent resident status adjustment if there is no visa immediately available by paying a $500 supplemental fee. Directs the Secretary of Homeland Security to establish a pre-certification procedure for employers who file multiple employment petitions. Revises certain labor certification provisions. Prohibits immigration application approval until background and security checks have been completed and any fraud allegations have been resolved. Authorizes temporary workers (E, H, I, L O, or P visas) who have not violated their status to renew their same category visa from within the United States.

Call Home Act of 2006 - Directs the Federal Communications Commission (FCC) to to reduce the cost of calling home for military personnel stationed or deployed outside the United States in support of military operations, training exercises, or other purposes approved by the Secretary of Defense. Prohibits the FCC from regulating rates in order to carry out this Act. Amends the Telecommunications Authorization Act of 1992 to repeal current FCC cost reduction authority with respect to personnel stationed or deployed in specified countries.

Border Tunnel Prevention Act - Amends the federal criminal code to prohibit the construction or financing of an unauthorized tunnel or subterranean passage that crosses the international border between the United States and another country. Imposes a 20-year prison term for such offense. Doubles penalties for persons who use such a tunnel or passage to smuggle an alien, illegal goods, controlled substances, weapons of mass destruction, or members of a terrorist organization Imposes a 10-year prison term on any person who knows of or recklessly disregards the construction or use of an unauthorized tunnel or passage on land that such person owns or controls. Subjects to forfeiture any property involved in, or traceable to, the construction or financing of an unauthorized tunnel or passage. Directs the U.S. Sentencing Commission to promulgate or amend sentencing guidelines to provide for increased penalties for persons convicted of criminal offenses related to the construction or financing of an unauthorized tunnel or passage.

Veterans' Compensation Cost-of-Living Adjustment Act of 2006 - Directs the Secretary of Veterans Affairs to increase, as of December 1, 2006, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children. Requires each such increase to be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

Cooperative Proliferation Detection, Interdiction Assistance, and Conventional Threat Reduction Act of 2006 - Cooperative Proliferation Detection and Interdiction Assistance Act of 2006 - Authorizes the President to establish a program to provide proliferation detection and interdiction assistance to friendly foreign countries and requires that at least 25% of the amount made available for nonproliferation, anti-terrorism, demining and related programs and activities for FY2006 shall be made available to establish such program. Amends the Foreign Assistance Act of 1961 to authorize the President, in order to promote cooperation regarding the interdiction of weapons of mass destruction and related materials and delivery systems, to conclude agreements (including reciprocal maritime agreements) with other countries to prevent the transportation of such items to states and non-state actors of proliferation concern. Conventional Arms Disarmament Act of 2006 - Authorizes the Secretary of State to carry out an accelerated global program to secure or eliminate stocks of man-portable air defense systems (MANPADS), other conventional weapons, and tactical missile systems, as well as related equipment and facilities that pose a proliferation threat. Amends the Foreign Assistance Act of 1961 to authorize the President to establish a consolidated Nonproliferation, Anti-Terrorism, Demining, and Related Programs Account for the purpose of carrying out specified nonproliferation, anti-terrorism, demining, and related programs and activities.

Recognizes the importance of the partnership between the states and the Department of Veterans Affairs in providing long-term care to veterans. Affirms the support of Congress for continuation of the state homes program to address the known and anticipated needs of veterans for institutional long-term care services.

Authorizes the President, upon making specified determinations, to exempt a certain proposed cooperation agreement with India from requirements of the Atomic Energy Act of 1954 (AEC) regarding: (1) mandatory maintenance of International Atomic Energy Agency safeguards for nuclear materials in peaceful nuclear activities; (2) certain additional export criteria and procedures; and (3) conduct resulting in termination of nuclear exports. Renders any such determinations without effect if the President finds that India has detonated a nuclear explosive device after enactment of this Act.

Amends the federal criminal code to: (1) increase the penalties for trafficking with respect to peonage, slavery, involuntary servitude, or forced labor; and (2) allow the death penalty for trafficking which involves kidnaping, or aggravated sexual assault on, more than one person.

Protecting Consumer Phone Records Act - Makes it unlawful for a person to: (1) acquire or use an individual's customer proprietary network information (CPNI) without written consent; (2) misrepresent that another person has consented to the acquisition of CPNI in order to obtain such information; (3) obtain unauthorized access to data processing systems or records in order to obtain such information; (4) sell, or offer to sell, CPNI; or (5) request that another person obtain CPNI from a telecommunications carrier or IP (Internet Protocol)-enabled voice service provider, knowing that the other person will obtain such information in an unlawful manner. Provides: (1) exceptions; and (2) civil and criminal penalties for violations. Requires enforcement of the requirements of this Act by the Federal Trade Commission (FTC), the Federal Communications Commission (FCC), and the states. Preempts contrary state law. Directs the FTC and FCC to jointly establish and implement a media and distribution campaign to teach the public about the protection afforded CPNI under this Act, the Federal Trade Commission Act, and the Communications Act of 1934.

Palestinian Anti-Terrorism Act of 2006 - States that it shall be U.S. policy to: (1) support a peaceful, two-state solution to the conflict between Israel and the Palestinians in accordance with the Performance-Based Roadmap to a Permanent Two-State Solution to the Israeli-Palestinian Conflict (Roadmap), and oppose those organizations, individuals, and countries that support terrorism and violently reject such two-state solution; (2) promote democracy and the cessation of terrorism and incitement in institutions and territories controlled by the Palestinian Authority (PA); and (3) urge members of the international community to avoid contact with and refrain from financially supporting the terrorist organization Hamas until it agrees to recognize Israel, renounce violence, disarm, and accept prior agreements, including the Roadmap. Amends the the Foreign Assistance Act of 1961 to provide assistance under such Act to the PA only during a period for which a presidential certification has determined that: (1) no PA ministry, agency, or instrumentality is controlled by Hamas unless Hamas has publicly acknowledged Israel's right to exist as a Jewish state and is adhering to all previous agreements and understandings with the United States, Israel, and the international community, including agreements and understandings pursuant to the Roadmap; and (2) the PA has made demonstrable progress toward purging from its security services individuals with ties to terrorism, dismantling all terrorist infrastructure and cooperating with Israel's security services, halting anti-American and anti-Israel incitement, and ensuring democracy and financial transparency. Directs the President to make and transmit such certifications to Congress every six months. Provides for, and sets forth the conditions under which, the President may waive such limitations for national security reasons. Prohibits during a period in which a certification is is not in effect (period) with respect to the PA: (1) assistance under this Act to nongovernmental organizations for the West Bank and Gaza (exempts assistance for basic human needs, promotion of democracy, or for national security interests from such limitation); and (2) establishment of an office, headquarters, premises, or other facilities within U.S. jurisdiction at the direction of, or with funds provided by, the PA (with a national security waiver). Expresses the sense of Congress that during any such period the territory controlled by the PA should be deemed to be in use as a terrorist sanctuary for purposes of the Export Administration Act of 1979, and of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989. States that during any such period: (1) a visa should not be issued to any alien who is an official of, affiliated with, or serving as a PA representative, other than the President of the PA and his or her personal representatives, provided that the President of the PA and such personal representatives are not affiliated with Hamas or any other foreign terrorist organization; (2) the President should restrict the travel of PA and Palestine Liberation Organization (PLO) officials and representatives, other than the President of the PA and his or her personal representatives, provided that the President of the PA and such personal representatives are not affiliated with Hamas or any other foreign terrorist organization, who are stationed at the United Nations in New York City to a 25-mile radius of the U.N. headquarters building; and (3) the President should direct the executive director at each international financial institution to use U.S. influence to prohibit assistance to the PA (exempts assistance for basic human needs and promotion of democracy from such limitation). Prohibits funds for the State Department from being used by any U.S. officer or employee to negotiate with members or official representatives of Hamas, Palestinian Islamic Jihad, the Popular Front for the Liberation of Palestine, al-Aqsa Martyrs Brigade, or any other Palestinian terrorist organization (except in emergency or humanitarian situations) until such organization: (1) recognizes Israel's right to exist; (2) renounces terrorism; (3) dismantles the terrorist infrastructure; and (4) recognizes all previous agreements and understandings between Israel and the PA.

Authorizes the Secretary of Education to carry out the educational flexibility (Ed-Flex) program to allow states that were in the program on September 30, 2004, to continue to waive statutory and regulatory requirements applicable to certain federally-funded education programs until the reauthorization of part A of title I of the Elementary and Secondary Education Act of 1965.

Border Tunnel Prevention Act - Amends the federal criminal code to prohibit the construction or financing of an unauthorized tunnel or subterranean passage that crosses the international border between the United States and another country. Imposes a 20-year prison term for such offense. Imposes a 10-year prison term on any person who recklessly permits the construction or use of such a tunnel or passage on land that such person owns or controls. Doubles penalties for persons who use such a tunnel or passage to unlawfully smuggle an alien, illegal goods, controlled substances, weapons of mass destruction, or members of a terrorist organization. Subjects to forfeiture any property involved in, or traceable to, the construction or financing of such a tunnel or passage. Directs the U.S. Sentencing Commission to promulgate or amend sentencing guidelines to provide for increased penalties for persons convicted of criminal offenses related to the construction or financing of such a tunnel or passage.

Community Cancer Care Preservation Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to subject to quarterly reconciliation any payments to physicians for drugs or biologicals made according to average sales price payment methodology in order to assure that they do not exceed or fall short of the actual average sales price during any preceding period. Requires the Secretary of Health and Human Services to review all such payments in the preceding quarter and compare them to the verified average sales price reported by the manufacturer for such quarter. Removes prompt pay discounts from the calculation of the manufacturer's average sales price. Extends through December 31, 2006, the current demonstration project to identify and assess oncology services that positively affect cancer outcomes. Requires the Secretary to make an additional 2% drug administration services payment to physicians for overhead and related costs. Directs the Secretary to develop indicators for the evaluation of the quality of oncology services provided in the physician office setting. Requires the Director of the National Cancer Institute to develop a strategic plan to increase the number of cancer patients who enroll in clinical trials.

Instructs the Secretary of the Interior to offer the 181 Area of the Gulf of Mexico for oil and gas leasing. Prohibits the Secretary from offering for oil and gas leasing: (1) any area east of the Military Mission Line, unless the Secretary of Defense agrees in writing before the area is offered for lease that it can be developed in a manner that will not interfere with military activities; or (2) any area within 100 miles of the coastline of Florida.

Protecting America's Competitive Edge Through Tax Incentives Act of 2006 or the PACE-Finance Act - Amends the Internal Revenue Code to: (1) make permanent the tax credit for increasing research activities; (2) increase the rate of such credit from 20 to 40%; (3) expand such credit to include expenses of a research consortia; and (4) allow a business tax credit for the cost of employee continuing education in science or engineering. Directs the Secretary of the Treasury to: (1) study and make recommendations on methods to expand the scope of the tax credit for increasing research activities; (2) conduct an analysis of the U.S. tax system and its effect on innovation investment and related activities; and (3) report on such studies to the President and Congress.

Protecting America's Competitive Edge Through Energy Act of 2006 or PACE-Energy Act - Amends the Department of Energy Science Education Enhancement Act to direct the Secretary of Energy to: (1) appoint a Director of Mathematics, Science, and Engineering Education with principal responsibility for administering mathematics, science, and engineering education programs of the Department of Energy (DOE); and (2) establish a Mathematics, Science, and Engineering Education Fund to carry out provisions under the Act relating to laboratory cooperative science centers and other authorized education activities and education partnerships. Directs the Secretary to: (1) establish a summer internship program for middle and secondary school students that shall provide them with internships at the national laboratories and promote experiential, hands-on learning in mathematics or science; (2) establish at each of the national laboratories a program to support a Center of Excellence in Mathematics and Science at one public secondary school located in the region of the national laboratory to provide assistance in accordance with this Act; (3) establish or expand summer institute programs at the national laboratories to provide additional training to strengthen the mathematics and science teaching skills of teachers employed at public schools in kindergarten through grade 12; (4) establish a program to support the appointment of distinguished scientists by the national laboratories; and (5) award grants to outstanding eligible early-career researchers to support the work of such researchers in DOE. Establishes the Advanced Research Projects Authority--Energy (ARPA-E). Requires the use of the Acceleration Fund for Research and Development of Energy Technologies established by this Act to award grants, cooperative agreements, and contracts supporting specified advanced energy research activities.

Protecting America's Competitive Edge Through Education and Research Act of 2006 - PACE-Education Act - Establishes programs to provide additional mathematics and science teachers in K-12 elementary and secondary education (teachers), including: (1) Department of Education (ED) grants to institutions of higher education (IHE's) for baccalaureate degree programs in mathematics, science, and engineering, with teacher certification, and for master's degree programs in mathematics and science education for teachers; (2) National Science Foundation (NSF) scholarships for recruiting and training new teachers, and fellowships for teachers; (3) ED grants to nonprofit entities to train additional teachers for Advanced Placement (AP), pre-AP, International Baccalaureate (IB), and pre-IB programs; (4) a National Clearinghouse on Mathematics and Science Teaching Materials; (5) Future American-Scientist Scholarships (ED); (6) Department of Energy graduate research fellowships in scientific areas of national need; and (7) NSF early-career research grants for scientists and engineers. Directs the Office of Science and Technology Policy Matters to: (1) coordinate science, mathematics, and engineering education programs; (2) establish a National Coordination Office for Advanced Research Instrumentation and Facilities; (3) establish guidelines for federal agencies to allocate funds for high-risk, high-payoff research; and (4) award a President's Innovation Award. Directs the National Aeronautics and Space Administration (NASA) to award early-career research grants. Amends the Stevenson-Wydler Technology Innovation Act of 1980 to direct the Department of Commerce to award grants for feasibility studies and plans for science parks, and for revolving loan funds to develop science park infrastructure. Amends the Immigration and Nationality Act to: (1) create a new visa category for doctorate students in mathematics, engineering, technology, or the physical sciences; and (2) exempt from numerical limitations on employment-based immigrants certain aliens who have received such advanced degrees and are working in a related field. Directs the Department of Defense (DOD) to award early-career research grants. Expresses the sense of Senate on: (1) policies to accelerate deployment of access to broadband Internet; (2) the visa process for foreign students at U.S. IHE's and foreign researchers engaging in scientific research in the United States; (3) patent reform; and (4) exemption of certain uses of technology from treatment as exports.

Amends the Internal Revenue Code to exempt: (1) participants in church pension plans who are not highly compensated employees from certain defined benefit plan limitations; and (2) church-maintained retirement income accounts from the tax on unrelated debt-financed income from real property interests.
