Commission on the Accountability and Review of Federal Agencies Act - Establishes the Commission on the Accountability and Review of Federal Agencies to: (1) evaluate executive agencies and their programs; and (2) submit to Congress a plan recommending agencies and programs that should be realigned or eliminated and proposing implementing legislation. Directs the President to: (1) establish a systematic method for assessing the effectiveness and accountability of agency programs; and (2) submit to the Commission assessments of not less than half of the programs that use such method. Prohibits the implementation of such method until it has been reviewed and accepted by the Commission, which shall consider such assessments submitted. Requires the President to identify common performance measures for programs having similar functions and provide the Commission with data on such measures.

Protecting Children Against Crime Act of 2003 - Amends the Federal criminal code to provide that no statute of limitations shall apply for specified child abduction and sex offenses. Amends the Jacob Wetterling Crimes Against Children and Sexually Violent Offender Registration Act to provide for the registration in the national sex offender registry of persons who produce or distribute child pornography. Requires the Attorney General to carry out a program to provide grants to States for the development or enhancement of programs and activities for the support of AMBER Alert communications plans. Directs the National Research Council of the National Academy of Sciences to study: (1) the extent to which Internet service providers can and do monitor Internet traffic to detect illicit child pornography sites; (2) the extent to which purveyors use credit cards to facilitate the sale of illegal child pornography on the Internet; (3) which credit card issuers have a system to facilitate the identification of such purveyors; and (4) options for encouraging greater reporting of such illicit transactions to law enforcement officials.

Amends the Internal Revenue Code to include distributions from publicly traded partnerships as qualifying income of regulated investment companies. Excludes such distributions from the source-based inclusion limitation applicable to other partnerships. Applies specified passive activity provisions for publicly traded partnerships to regulated investment companies.

Amends the Internal Revenue Code to make the 10 percent additional tax on early distributions of pension plans inapplicable in the case of a "qualified public safety employee" receiving a specified type of benefit (DROP benefit) from a governmental pension plan. Defines "qualified public safety employee."

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to Prime Minister Tony Blair of the United Kingdom in recognition of his outstanding and enduring contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to: (1) strike such gold medal and to strike and sell duplicate bronze medals; and (2) deposit sums received from the sale of the bronze medals into the U.S. Mint Public Enterprise Fund.

Amends the Internal Revenue Code with respect to non-taxed "combat zone" compensation to: (1) include "direct transit to the combat zone" within such definition; and (2) eliminate the enlisted personnel compensation ceiling for commissioned officers. Entitles military personnel eligible for special pay for hostile fire or imminent danger for services at Guantanamo Bay Naval Station, Cuba, and in the Horn of Africa in support of Operation Enduring Freedom or any successor operation to specified tax benefits as if such services were performed in a combat zone.

Amends the Internal Revenue Code to allow a tax credit for marginal domestic oil and natural gas well production during any taxable year in the amount of $3 per barrel of qualified crude oil production and 50 cents per 1,000 cubic feet of qualified natural gas production, reduced, but not below zero, as oil and gas prices increase. States that the limitation to the general business credit, based on the amount of tax, shall not be reduced by the amount of the marginal oil and gas well credit. Allows both geological and geophysical expenditures on domestic oil and gas exploration and development and delay rental payments, at the taxpayer's election, to be deducted from gross income at the time incurred.

Koby Mandell Act of 2003 - Establishes within the Department of Justice an Office of Justice for Victims of Overseas Terrorism. Requires the Office to: (1) assume responsibility for administration of the Rewards for Justice program and its website; (2) ensure that rewards are offered to capture all terrorists involved in harming American citizens overseas; (3) establish and administer a program comparable to the VINE system for notification of crime victims to notify or update American victims of overseas terrorism or their families on the status of efforts to capture the terrorists; (4) send an official U.S. Government representative to attend the funeral of every American victim of terrorism overseas; (5) work to expand restrictions on the ability of murderers to reap profits from books or movies concerning their crimes; (6) determine if terrorists who have harmed Americans overseas are serving in their local police or security forces and alert U.S. agencies that provide assistance to those forces; (7) undertake a comprehensive assessment to determine the reasons for the absence of indictments of terrorists residing in some regions; (8) monitor public actions pertaining to terrorists by governments and regimes overseas, such as naming streets or public institutions after terrorists; (9) initiate negotiations to secure financial compensation for American citizens who were harmed by an organization that claims responsibility for terrorist acts against Americans overseas and that subsequently become part of a governing regime with which the U.S. Government maintains diplomatic or official contacts; (10) monitor the incarceration abroad of terrorists who harmed Americans overseas; and (11) ensure that all terrorists who have harmed Americans overseas are treated by the Government as persona non grata.

Commends and supports the efforts and leadership of the President, as Commander in Chief, in the conflict against Iraq. Commends, and expresses the gratitude of the Nation to all members of the United States Armed Forces (whether on active duty, in the National Guard, or in the Reserves) and the civilian employees who support their efforts, as well as the men and women of civilian national security agencies who are participating in the military operations in the Persian Gulf region, for their professional excellence, dedicated patriotism and exemplary bravery. Commends and expresses the gratitude of the Nation to the family members of soldiers, sailors, airmen, Marines, and civilians serving in operations against Iraq who have borne the burden of sacrifice and separation from their loved ones. Expresses the deep condolences of the Senate to the families of brave Americans who have lost their lives in this undertaking, over many years, against Iraq. Joins all Americans in remembering those who lost their lives during Operation Desert Shield and Operation Desert Storm in 1991, those still missing from that conflict, including Captain Scott Speicher, USN, and the thousands of Americans who have lost their lives in terrorist attacks over the years, and in the Global War on Terrorism. Expresses sincere gratitude to British Prime Minister Tony Blair and his government for their courageous and steadfast support, as well as gratitude to other allied nations for their military support, logistical support, and other assistance in the campaign against Saddam Hussein's regime.

Protection of Lawful Commerce in Arms Act - Prohibits any qualified civil liability action from being brought in any State or Federal court and requires pending actions to be dismissed. Defines such an action to: (1) include an action brought against a manufacturer or seller of a firearm, ammunition, or a component of a firearm that has been shipped or transported in interstate or foreign commerce, or against a trade association of such manufacturers or sellers, for damages resulting from the criminal or unlawful misuse of a firearm; and (2) exclude an action brought against persons who transfer a firearm knowing that it will be used to commit a crime of violence or a drug trafficking crime; an action brought against a seller for negligent entrustment or negligence per se; an action in which a manufacturer or seller of a firearm willfully violated a State or Federal statute applicable to the sale or marketing of the firearm and the violation was a proximate cause of the harm for which relief is sought; an action for breach of contract or warranty in connection with the purchase of the firearm; or an action for physical injuries or property damage resulting directly from a defect in design or manufacture of the firearm when used as intended.

Investment in America Act of 2003 - Amends the Internal Revenue Code to make permanent the credit for increasing research activities. Increases the alternative incremental credit rates. Provides an alternative credit for qualified research expenses.

Access to Hospitals Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act to repeal specified reductions after FY 2000 and thereby extend certain modifications to disproportionate share hospital (DSH) allotments provided under the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000. Increases the Medicaid DSH allotment for the District of Columbia.

Comprehensive Child Protection Act of 2003 - Amends the Federal judicial code to establish within the Federal Bureau of Investigation (FBI) a National Crimes Against Children Response Center which shall develop a national response plan model that provides a comprehensive, rapid response plan to report crimes involving the victimization of children and protects children from future crimes. Sets forth the duties of the Director of the FBI with respect to that mission, including: (1) development of a national strategy; (2) creation of regional rapid response teams; and (3) outreach efforts to raise awareness and educate communities. Amends the Violent Crime Control and Law Enforcement Act of 1994 to direct that the release of information under a State sex offender registration program include the maintenance of an Internet site containing such information that is available to the public. Directs the Crimes Against Children section of the Department of Justice to create a national Internet site that links all State Internet sites established under this Act. Increases from 25 to 30 years the statute of limitations for child abuse offenses. Makes the confidential marital communication privilege and the adverse spousal privilege inapplicable in Federal proceedings where a spouse is charged with a crime against a child of either spouse or against a child under the custody or control of either spouse. Increases penalties for sex offenses. Directs the Attorney General to appoint a Deputy Assistant Attorney General for Crimes Against Children.

Rural Home Health Payment Fairness Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to increase payment by ten percent for home health services furnished in a rural area on or after April 1, 2003; but prohibits the Secretary from reducing the standard prospective payment system amount (or amounts) applicable to such services furnished during a period to offset the payment increase resulting from such requirement.

Mercury Reduction Act of 2003 - Amends the Solid Waste Disposal Act to: (1) prohibit the sale or supply of mercury fever thermometers to consumers, except by prescription; and (2) require manufacturers to provide clear instructions on handling of thermometers to avoid breakage and on proper cleanup in the event of breakage. Requires the Administrator of the Environmental Protection Agency to provide grants for a household mercury thermometer collection and exchange program. Establishes a Task Force on Mercury to make recommendations on: (1) the long-term management of surplus mercury collected from thermometers and from medical, commercial, government, and industrial and other sources; (2) programs to test technologies for sequestration of retired mercury; (3) storage of mercury in a manner that ensures no release into the environment; (4) reduction of the total threat posed by mercury to humans and the environment; and (5) reduction of mercury produced, used, and released. Directs the Administrator, in consultation with the Task Force, to: (1) take title to mercury collected under the thermometer exchange program or from another source; (2) manage the mercury in a manner that prevents its release into the environment; (3) ensure that collected mercury is not reintroduced into commerce; (4) provide to the Task Force an analysis of, and recommendations concerning, collection and management activities under this Act; and (5) identify stabilization technologies and long-term storage measures that prevent mercury release and conduct appropriate research, development, and demonstration.

Housing Bond and Credit Modernization and Fairness Act of 2003 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

National Transportation Safety Board Reauthorization Act of 2003 - Amends Federal transportation law to extend the authorization of appropriations for the National Transportation Safety Board (NTSB) for FY 2003 through 2006, including the NTSB Academy and an emergency fund. Requires an annual report on the activities and operations of the Academy. Relieves the NTSB of the duty to render specified assistance to families of passengers involved in an aircraft accident if the NTSB has relinquished its investigative priority to investigate it and the Federal agency to which it has relinquished such priority is willing and able to provide assistance to the victims and families of the passengers. Requires the NTSB, however, even if it has relinquished such priority, to assist, to the maximum extent possible, the agency to which it has relinquished it in assisting families with respect to the accident. Directs the NTSB and the Federal Bureau of Investigation to revise their 1977 agreement on the investigation of accidents to take into account the amendments made by this Act, and to submit such revision to specified congressional committees. Allows the NTSB to enter into agreements or contracts necessary to conduct accident investigations without regard to competition requirements if necessary to expedite investigation. Requires that each contract for at least $25,000 be enumerated in the NTSB's annual report to Congress.

Emergency Communications and Competition Act of 2003 - Directs the Federal Communications Commission (FCC) to assign licenses in the 12.2 -12.7 gigahertz band for the provision of fixed terrestrial communications services. Prohibits: (1) granting such a license if operations would interfere with direct broadcast satellite service; or (2) such licenses from being used for the provision of personal communications or terrestrial telephony service. Requires licensees to begin providing services within five years after the license is granted. Requires each licensee to: (1) disseminate Federal, State, and local Emergency Alert System warnings to all subscribers; (2) provide immediate access of its services for national security and emergency preparedness personnel; and (3) adhere to all FCC-established access requirements, including the carriage of local television station signals, access for political candidates, and public interest programming and services. Directs the FCC to: (1) establish boundaries for license recipients that conform to existing television markets; and (2) redesignate the Multichannel Video Distribution and Data Service as the Terrestrial Direct Broadcast Service.

Small Business Health Fairness Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to revise provisions relating to access and choice for small business employers with respect to medical care for their employees. Establishes rules governing association health plans (group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations), including requirements relating to certification, sponsors and boards of trustees, participation, coverage, plan documents, contribution rates, benefit options, applications for certification, notice for voluntary termination, corrective actions, and mandatory termination. Requires association health plans which provide health benefits in addition to health insurance coverage to maintain certain reserves and comply with other solvency provisions. Directs the Secretary of Labor to apply for appointment, and carry out specified duties, as trustee of any such insolvent association health plans which provide health benefits in addition to health insurance coverage. Allows a State to impose a contribution tax on any association health plan commencing operations in such State after the enactment of this Act. Requires association health plans to include in their summary plan descriptions, in connection with each benefit option, a description of the form of any solvency or guarantee fund protection secured under ERISA or applicable State law. Revises provisions relating to treatment of: (1) single employer arrangements; and (2) certain collectively bargained arrangements. Provides for association health plans with respect to: (1) enforcement; (2) cooperation between Federal and State authorities; and (3) treatment of certain existing health benefit programs.

Colonias Gateway Initiative Act - Authorizes the Secretary of Housing and Urban Development to make grants through September 30, 2009, to regional organizations to enhance the availability of affordable housing, economic opportunity, and infrastructure in the colonias. Defines colonia as a recognized community: (1) along the United States-Mexico border region in Arizona, California, New Mexico, or Texas; and (2) lacking such services as potable water, adequate sewage systems, and safe and sanitary housing.

Border Infrastructure and Technology Modernization Act - Directs the Under Secretary for Border and Transportation Security of the Department of Homeland Security to: (1) make specified personnel increases in the Department of Homeland Security's Bureaus of Immigration and Customs Enforcement, and Customs and Border Protection, respectively; (2) prepare an annual National Land Border Security Plan, which shall include a vulnerability assessment of each port of entry on the northern or southern border, and may provide for port security coordinators; and (3) carry out a three-to-five-site port of entry demonstration program. Directs the Administrator of General Services to make annual updates to the Port of Entry Infrastructure Assessment Study. Directs the Commissioner of the Bureau of Customs and Border Protection to: (1) develop an expansion plan for the Customs-Trade Partnership Against Terrorism programs along the northern and southern borders, including the Business Anti-Smuggling Coalition, the Carrier Initiative Program, the Americas Counter Smuggling Initiative, the Container Security Initiative, the Free and Secure Trade Initiative, and other Industry Partnership programs; (2) establish a Partnership demonstration program along the southern border; and (3) establish a demonstration program for a cooperative trade security system with respect to entities (maquiladora) in Mexico that assemble and produce goods from imported parts for export to the United States. Authorizes specified appropriations.

Declares that the Senate strongly disapproves of the Ninth Circuit Court of Appeals decision in Newdow v. U.S. Congress and the decision of the full court not to reconsider the case en banc. Authorizes and instructs the Senate Legal Counsel either to seek to intervene in the case to defend the constitutionality of the words "under God" in the Pledge of Allegiance, or if unable to intervene, to file an amicus curiae brief in support of such constitutionality.

Jobs and Growth Tax Act of 2003 - Amends the Internal Revenue Code to accelerate the following previously enacted tax reductions: (1) the 10-percent individual income tax rate bracket expansion: (2) the reduction in individual income tax rates; (3) the 15-percent individual income tax rate bracket expansion for married taxpayers filing joint returns; (4) the increase in the standard deduction for married taxpayers filing joint returns; and (5) the increase in the child tax credit. Triples the small business expensing limit. Excludes from gross income the excludable portion of dividends. Sets forth definitions and rules concerning such exclusion.

Southwest Regional Border Authority Act - Establishes the Southwest Regional Border Authority to: (1) develop plans and programs for the economic development of the Southwest border region (specified counties in California, New Mexico, and Texas); (2) conduct and sponsor investigations, research, and studies of the resources of the region; (3) sponsor up to ten authorized demonstration projects; (4) enhance the capacity of and support for local development districts or, if there is no such district for a portion of the region, foster the creation of one; (5) review, study, and recommend appropriate modifications to Federal, State, and local development programs for the region; (6) formulate and recommend interstate compacts and other forms of interstate and international cooperation; (7) encourage private investment in the region; (8) provide a forum for the consideration of problems of the region; (9) establish and use citizens, special advisory counsels, and public conferences; and (10) provide for the avoidance of duplication of efforts among the border programs of Federal agencies and the programs established under the North American Free Trade Agreement. Authorizes the Authority to approve grants for regional infrastructure development and improvement, technology development and deployment, community development and entrepreneurship, and education and workforce development. Provides funding. Requires the Authority to allocate at least 60 percent of the amounts authorized under this Act for programs and projects to serve the needs of distressed counties and isolated areas of distress within counties along the international border between the United States and Mexico. Authorizes the Authority to increase the Federal share to up to 90 percent of a project's total cost (to aid communities that could not otherwise meet matching funds requirements). Requires the Authority to make grants to local development districts for administrative expenses. Directs the Authority, for purposes of grant assistance, to designate within the region distressed counties, economically strong counties, attainment counties, competitive counties, and isolated areas of distress. Requires each affected State to submit to the Authority an annual development plan for the appropriate State area within the region.

Patient Navigator, Outreach, and Chronic Disease Prevention Act of 2003 - Amends the Public Health Service Act to authorize: (1) the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration; (2) the Director of the National Cancer Institute; and (3) the Director of the Indian Health Service to make grants for model programs to provide services for cancer and chronic diseases to individuals of health disparity populations. Requires that these services: (1) be provided in a culturally competent way; (2) include patient navigators to help with finding services and follow-up care; and (3) include ongoing outreach activities. Conditions grants on the presence of a fee schedule consistent with prevailing rates and a fee discount schedule which provides fee adjustments based on ability to pay. Evaluates services according to a peer-reviewed model according to best practices. Limits the grants to five years.

Amends the North American Free Trade Agreement Implementation Act to authorize the President to instruct the U.S. representative to the North American Development Bank to vote for or otherwise agree to amendments to the Border Environment Cooperation Agreement (the November 1993 Agreement Between the Government of the United States of America and the Government of the United Mexican States Concerning the Establishment of a Border Environment Cooperation Commission and a North American Development Bank) that would: (1) authorize the Bank, with the approval of its Board of Directors, to make grants and non-market rate loans out of its paid-in capital for qualified water conservation projects, provided the grants are structured only as co-financing to pay a portion of the recipient's debt service on debt financing for such projects; and (2) amend the definition of "border region" as it relates to such projects to include specified areas in the United States and Mexico that are within a certain distance of the international boundary between the two countries.

Military Survivor Benefits Improvement Act of 2003 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 and older, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months before October 2004; (2) 40 percent for months during FY 2005; (3) 45 percent for months during FY 2006; (4) 50 percent for months during FY 2007; and (5) 55 percent for months after FY 2007. Adjusts similarly percentage amounts with respect to survivors of reserve personnel and survivors of persons who die while on active duty. Provides a corresponding phased elimination of the SBP supplemental annuity authorized to be provided to such surviving spouses. Requires periodic recomputation of: (1) annuity amounts beginning in October 2004; and (2) retired pay reductions for supplemental survivor annuities. Provides a one-year open enrollment period for SBP participation, commencing October 1, 2004, for those currently not participating, those electing to increase current coverage, and those wishing to participate in the supplemental SBP. Authorizes the Secretary of Defense to require appropriate premiums for SBP participation.

A Boost for Child Care Act - Amends the Internal Revenue Code, with respect to the child care credit to: (1) expand the credit by revising the definition of the applicable percentage; and (2) accelerate the increase to a $1,000 credit. Directs the Secretary of Labor to establish a program promote awareness of the use of dependent care assistance programs.

Local Emergency Health Services Reimbursement Act of 2003 - Amends the Balanced Budget Act of 1997 to appropriate $1,450,000,000 for each of FY's 2004 through 2008 for allotments to States for reimbursement of emergency health services furnished to undocumented aliens (presently such appropriations end after FY 2001). Sets forth formulas for the disbursement of funds by the Secretary of Health and Human Services. Declares that $957,000,000 shall be allotted based on a percentage of undocumented aliens and $493,000,000 shall be allotted based on numbers of undocumented alien apprehensions (in the six States with the highest number of such apprehensions). Permits a State to receive funds on both accounts. Allows funds to go to States, local governments, hospitals, or other providers in a State, including providers of services received through an Indian Health Service facility (presently funds go only to States). Permits reimbursement to providers for the uncompensated provision of emergency health services to aliens who have been allowed to enter the United States for the sole purpose of receiving such services. Directs the Secretary to ensure that fraudulent payments are not made from allotments under this Act. Allows for the reallotment of unused funds. Declares that this Act constitutes budget authority in advance of appropriations Acts.

Retired Pay Restoration Act of 2003 - Permits retired members of the armed forces with service-connected disabilities to be paid both military retired pay and veterans' disability compensation. Repeals provisions providing for special compensation for certain severely disabled military retirees and certain combat-related disabled uniformed services retirees.

Payroll Tax Deduction Act - Amends the Internal Revenue Code to allow an individual a deduction in arriving at adjusted gross income for the old-age, survivors, and disability insurance (OASDI) taxes paid by the individual as an employee during the taxable year. Includes in such deduction: (1) the portion of the tier 1 railroad retirement tax paid equivalent to OASDI taxes; as well as (2) amounts equivalent to such taxes imposed with respect to remuneration covered by a voluntary agreement under the Social Security Act for coverage of State and local government employees, or a specified kind of agreement entered into by American employers with respect to foreign affiliates. Allows a self-employed individual to deduct, in arriving at adjusted gross income, all OASDI taxes paid and half the hospital insurance taxes paid.

Calls on executive branch officials and Members of Congress to raise the issue of anti-Semitism in their bilateral contacts with other countries and at multilateral fora, including meetings of the Permanent Council of the Organization for Security and Cooperation in Europe (OSCE) and the July 2003 Twelfth Annual Session of the OSCE Parliamentary Assembly. Calls on participating OSCE States to: (1) condemn anti-Semitism, racial and ethnic hatred, xenophobia, and discrimination, as well as persecution on religious grounds whenever it occurs; (2) ensure effective local and national law enforcement to prevent and counter criminal acts stemming from anti-Semitism, xenophobia, or racial or ethnic hatred, including maintaining mechanisms for the thorough investigation and prosecution of such acts; (3) promote the creation of educational efforts throughout the region to counter anti-Semitic stereotypes and attitudes among younger people, increase Holocaust awareness programs, and help identify the necessary resources to accomplish this goal; (4) play a leading role in combating anti-Semitism and ensure that the resolution adopted at the 2002 meeting of the OSCE Parliamentary Assembly in Berlin is followed up by a series of concrete actions at the national level; and (5) organize a separately designated human dimension event on anti-Semitism as early as possible in 2003, consistent with the Porto Ministerial Declaration adopted by the OSCE at the Tenth Meeting of the OSCE Ministerial Council in December 2002.

Amends title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act (SSA) to revise the special rule for the redistribution and availability of unexpended FY1998 and 1999 SCHIP allotments, including to: (1) extend the availability of FY 1998 and 1999 reallocated funds through FY 2004; and (2) permit 50 percent of the total amount of unexpended FY 2000 and 2001 SCHIP allotments that remain available to a State through the end of FY 2002 and 2003 to remain available for expenditure by the State through the end of FY 2004 and 2005, respectively. Makes this amendment effective as though it had been enacted on September 30, 2002. Grants authority to qualifying States, with respect to FY 1998 through 2001 SCHIP allotments, for fiscal years in which such allotments are available, to elect to use not more than 20 percent of them (instead of for expenditures under SCHIP) for Medicaid medical assistance payments with respect to certain children under SSA title XIX.

Declares that the Space Shuttle Columbia tragedy shall not dissuade or discourage this Nation from venturing ever farther into space. Restates the commitment to exploring the planets and celestial bodies of our solar system and beyond. Expresses condolences to the families of the seven astronauts and to friends and allies in Israel over the loss of Colonel Ilan Ramon, the first Israeli in space.

Amends the Intermodal Surface Transportation Efficiency Act of 1991 to identify as a high priority corridor on the National Highway System the Southwest Passage Initiative for Regional and Interstate Transportation Corridor (or SPIRIT Corridor), which extends along U.S. Route 54 from its starting point in Texas on the border between the United States and Mexico, through New Mexico, Oklahoma, and Kansas, and ending in Wichita, Kansas.
