This resolution affirms that (1) states maintain primacy for the regulation of hydraulic fracturing for oil and natural gas production on state and private lands, (2) the President has no authority to declare a moratorium on the use of hydraulic fracturing on state and private lands, and (3) the President should not declare a moratorium on the use of hydraulic fracturing on federal lands or lands held in trust for an Indian tribe unless such moratorium is authorized by Congress.

Harmless Error Lesser Penalty for Small Businesses Act or the HELP for Small Businesses Act This bill prohibits an agency from imposing a civil fine on a small business for a first-time paperwork violation, with the exceptions that the agency may levy a fine for a violation that (1) interferes with the detection of criminal activity; (2) contravenes an internal revenue law; or (3) endangers public health, safety or interest.

Down Syndrome Discrimination by Abortion Prohibition Act This bill creates new federal crimes related to the performance of an abortion on an unborn child who has Down syndrome. It subjects a violator to criminal penalties—a fine, a prison term of up to five years, or both. It also authorizes civil remedies, including damages and injunctive relief. A woman who undergoes such an abortion may not be prosecuted or held civilly liable.

Creating Opportunities Now for Necessary and Effective Care Technologies for Health Act of 2019 or the CONNECT for Health Act of 2019 This bill expands coverage of telehealth services under Medicare. Among other things, the bill allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as geographic restrictions, for services provided in high-need health professional shortage areas; excludes mental health and emergency medical services, as well as services provided at rural health clinics, federally qualified health centers, and Indian Health Service facilities, from such geographic restrictions; and allows the CMS to generally waive coverage restrictions during national emergencies. Additionally, the Medicare Payment Advisory Commission must report on information relating to the access of Medicare beneficiaries to telehealth services at home. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.

Immigration Detainer Enforcement Act of 2019 This bill expands statutory provisions to authorize the Department of Homeland Security (DHS) to request a law enforcement agency to detain an individual who has been arrested for violating any law (if the individual is believed to be an unlawfully present alien), where current provisions only explicitly authorize detainer requests for individuals arrested for violating controlled substances laws. The bill also modifies other related provisions. A law enforcement agency that has received a detainer request may hold the targeted individual for up to 48 hours. DHS may enter into agreements with law enforcement agencies to indemnify such agencies against claims for wrongful detention resulting from a detainer request. No provision of federal, state, or local law may restrict any government entity from (1) providing DHS with access to databases with information relating to issued detainers, or (2) holding an individual subject to a detainer. DHS shall periodically certify to Congress as to which state or local entities have not complied with a detainer request. Such entities shall be ineligible for compensation for costs related to honoring detainer requests. State and local entities that comply with DHS detainer requests shall have prioritized access to (1) certain law enforcement-related grants, and (2) certain excess federal property.

Essential National Security Authorities Act for Fiscal Year 2020 This bill authorizes FY2020 appropriations and sets forth policies for Department of Defense programs and activities. The bill also authorizes appropriations and sets forth policies for Department of Energy national security programs.

This bill directs the President to prohibit the issuance of licenses to export specified munitions items to the Hong Kong Police Force and the Hong Kong Auxiliary Police Force. The specified items include tear gas, rubber bullets, and handcuffs. The President may make an exception upon certifying to Congress as to how such exports are important to U.S. national interests and foreign policy goals.

This resolution urges the House of Representatives (1) before proceeding any further with its impeachment investigation into President Trump, to vote to initiate a formal impeachment inquiry; (2) to provide President Trump with due process, including the ability to confront his accusers, call witnesses on his behalf, and have a basic understanding of the accusations against him that would form any basis for impeachment; and (3) to provide members of the minority with the ability to participate fully in all proceedings and have equal authority to issue subpoenas and other compulsory process.

Growing American Innovation Now Act This bill modifies terminology for purposes of the New Source Review (NSR) permitting program of the Environmental Protection Agency (EPA). In order for a change to a stationary source to be a modification (a change to a stationary source that increases the air pollutant emissions or results in new pollutants) for purposes of the NSR permitting program, the maximum hourly emission rate achievable by such source must be higher than the maximum hourly rate achievable by such source during any hour in the 10-year period preceding the change. A change at a stationary source is not considered to be a modification under the bill if it is designed to (1) reduce the amount of any air pollutant emitted; or (2) restore, maintain, or improve the reliability of operations at, or safety of, the source. However, such changes are not excepted if the EPA determines the increase in the maximum achievable hourly emission rate from such change would cause an adverse effect on human health or the environment. Construction for a major emitting facility (a type of stationary source) does not include a change at such a facility that does not result in a significant emissions increase or a significant net emissions increase. In relation to major emitting facilities in nonattainment areas, the terms modifications and modified do not include changes at such facilities that do not result in a significant emissions increase or a significant net emissions increase.

This joint resolution condemns Turkey's hostilities against Kurdish forces in northeastern Syria and expresses support for a continued U.S. military presence in Syria, Iraq, and Afghanistan. Specifically, the joint resolution (1) calls on the U.S. government to pressure Turkey to curtail its hostilities against U.S. partner forces in Syria; (2) calls on the U.S. government and other nations to continue supporting, or to increase support for, stabilization efforts in northeastern Syria; (3) warns that a precipitous withdrawal of U.S. forces from the ongoing fight against terrorist groups in the region would be detrimental to the interests of the United States and its allies; and (4) otherwise expresses the sense of Congress regarding military, diplomatic, and humanitarian support in the region.

Financial Institutions Examination Fairness and Reform Act This bill (1) sets deadlines for final examination reports and exit interviews of a financial institution by a federal financial regulatory agency, and (2) establishes the Office of Independent Examination Review to adjudicate appeals and investigate complaints from financial institutions concerning examination reports. The bill also requires the establishment of an independent internal agency appellate process at the Consumer Financial Protection Bureau (CFPB) for the review of supervisory determinations made at institutions supervised by the CFPB.

Connecting Communities Post Disasters Act of 2019 This bill requires the Federal Communications Commission to exempt projects that replace or make improvements to communications facilities following a major disaster or presidentially declared emergency from certain environmental or historic preservation review requirements. Specifically, the bill exempts such projects from any requirement to prepare an environmental assessment or environmental impact statement. Such projects are also exempt from considerations about the effect they will have on any historic property.

Generating Real Opportunities for Workforce Training and Hiring Act or the GROWTH Act This bill sets forth provisions to promote career and technical education and establish highway construction workforce development initiatives. Specifically the bill expands tax-exempt tuition programs (529 plans) to allow plans to pay transportation costs for attendance at workforce training programs and to repay student loan amounts, directs the Department of Transportation to make grants to establish highway construction workforce initiatives to attract, train, and place workers into highway construction careers, extends and expands the program for reimbursement of military spouses for professional relicensing costs due to a permanent change in duty station, and includes workforce development as an objective of the loan guaranty program of the Small Business Administration.

Recognizing the Protection of Motorsports Act of 2019 or the RPM Act of 2019 This bill authorizes the modification of a vehicle's air emission controls for vehicles that are not legal for operation on a street or highway and are used solely for competition. In relation to the exemption of competition vehicles from anti-tampering provisions, the Environmental Protection Agency (EPA) is prohibited from creating or authorizing a database of vehicle registration information that is required to be consulted at the point of manufacture, sale, installation, or use of parts or components. Additionally, the EPA may not require the registration of a vehicle, or part or component of a vehicle, by the manufacturer, seller, purchaser, installer, or user of the vehicle. The regulation prescribed by the EPA regarding the exemption must include certain components, including a description of the reasonable conditions for the applicability of the exemption.

Dignity for Aborted Children Act This bill requires abortion providers to offer patients specified options concerning the human fetal tissue from an abortion. Specifically, patients must be given an informed consent form specifying the options to (1) take possession of the tissue for transfer to an entity that provides interment or cremations services, or (2) release the tissue to the provider. If the tissue is released to the abortion provider, the provider must ensure the tissue is interred or cremated within seven days of the procedure in a manner consistent with state law regarding the disposal of human remains. Abortion providers must report annually about the aggregate number of abortions performed and other specified information. The bill provides civil or criminal penalties for violations of disposal, informed consent, and reporting requirements.

Ensuring Accurate and Complete Abortion Data Reporting Act of 2019 This bill requires states, as a condition of federal payment under Medicaid for family planning services, to report certain abortion data to the Centers for Disease Control and Prevention (CDC). (Currently, reporting is voluntary.) The CDC must develop standardized questions for states with respect to specified variables (e.g., maternal demographics and methods of abortion).

Medicaid Accountability Act This bill establishes and expands certain requirements relating to Medicaid asset verification programs and other eligibility determinations. Specifically, the bill requires state Medicaid programs to verify the assets of all Medicaid applicants and recipients for purposes of determining Medicaid eligibility, rather than only of applicants or recipients who are aged, blind, or disabled. The bill also requires U.S. territories to implement asset verification programs. Such requirements must be fully implemented by FY2024. The bill also requires state Medicaid programs to apply a resource eligibility test whenever an income eligibility determination is required, based on resource limitations under the Supplemental Security Income program (currently, states are prohibited from using resource tests).

Negro Leagues Baseball Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the Negro National League, a professional baseball league that was formed in response to African-American players being banned from baseball's major leagues. The design of the coins shall be emblematic of the Negro Leagues Baseball Museum and its mission to promote tolerance, diversity, and inclusion. All surcharges from sales of these coins shall be paid to the Negro Leagues Baseball Museum for educational and outreach programs and exhibits.

Bridge Investment Act of 2019 This bill establishes a bridge investment program to award competitive grants to certain governmental entities for projects that improve (1) the condition of bridges; and (2) the safety, efficiency, and reliability of the movement of people and freight over bridges. Among other things, the bill requires grant awards for large projects (projects with total costs of greater than $100 million) to be at least $50 million, and for any other projects not less than $2.5 million; directs the Department of Transportation (DOT) to consider a number of factors in awarding grants, including the extent to which a project demonstrates cost savings by bundling multiple bridge projects; requires DOT to prioritize projects that are located within states for which at least two project applications were submitted in the current fiscal year and an average of two were submitted in prior fiscal years, and fewer than two grants have been awarded for projects within the state; and limits funding for projects that consist solely of culvert replacement or rehabilitation.

Patients First Act of 2019 This bill requires the National Institutes of Health (NIH) to support stem cell research. Specifically, the NIH must conduct and support basic and applied research to develop techniques for the isolation, derivation, production, testing, and human clinical use of stem cells that may result in improved understanding of, or treatments for, diseases and other adverse health conditions. However, such techniques must not involve (1) the creation of a human embryo for research purposes; (2) the destruction or discarding of, or risk of injury to, a human embryo; or (3) the use of any stem cell the derivation or provision of which would be inconsistent with this bill. The NIH must also report on peer-reviewed stem cell research proposals that were not funded.

Asylum Abuse Reduction Act This bill places restrictions on aliens seeking asylum and contains provisions related to immigration enforcement. Under this bill, an asylum seeker who arrives at a U.S. land port of entry without entry documents may not be admitted unless an asylum officer at a U.S. consulate or embassy has interviewed the alien in person and concluded that the alien (1) has been persecuted in the alien's country of origin due to race, religion, or other characteristics; or (2) would be tortured upon return to that country. (Currently, an alien arriving at a port of entry may apply for asylum, and an immigration officer there typically will give the alien a credible fear interview.) Furthermore, an alien who traveled through a third country to enter the United States through the southern border shall be ineligible for asylum unless (1) the alien has applied for and been denied asylum or protection in that third country, (2) the alien was a victim of severe human trafficking, or (3) the third country is not party to certain international agreements relating to refugees. The Department of Homeland Security shall establish an alternatives to detention pilot program available to aliens who (1) certify that they will comply with all immigration proceedings, (2) agree to only a single appeal of an immigration judge decision, and (3) sign a privacy waiver. Each federal judicial district shall appoint at least one magistrate judge to issue arrest warrants for individuals violating orders to depart, upon a showing of probable cause.

Promoting the Launch of Aviation's Next Era Act of 2019 or the PLANE Act of 2019 This bill revises provisions related to the Federal Aviation Administration (FAA), including provisions for air traffic controllers and protections for the aviation community. Among other things, the bill expands pilot protection to include that pilot facing an investigation by the FAA can appeal to a federal district court for de novo review, establishes a five-year public-private partnership for general aviation airports to attract private sector investments, designates certain general aviation airports as disaster relief airports, directs employees and staff of the FAA Academy responsible for training air traffic controllers to remain open during a government shutdown, provides practical experience for trainee air traffic control operators, and requires that all tax receipts from aviation fuel sources are deposited in the Airport and Airways Trust Fund.

Palliative Care and Hospice Education and Training Act This bill requires the Department of Health and Human Services (HHS) to take a series of actions relating to palliative-care training. Specifically, HHS must provide support for Palliative Care and Hospice Education Centers. The centers must improve the training of health professionals in palliative care and establish traineeships for individuals preparing for advanced-education nursing degrees, social-work degrees, or advanced degrees in physician-assistant studies in palliative care. HHS may provide support to medical schools, teaching hospitals, and graduate medical-education programs for training physicians who plan to teach palliative medicine. HHS must (1) provide Palliative Medicine and Hospice Academic Career Awards to individuals to promote their career development, (2) support entities that operate a Palliative Care and Hospice Education Center, (3) support individuals in specified fields who are pursuing an advanced degree in palliative care or related fields, and (4) award grants to nursing programs to train individuals in providing palliative care. The Agency for Healthcare Research and Quality must provide for a national education and awareness campaign to inform patients, families, and health professionals about the benefits of palliative care. The National Institutes of Health must expand national research programs in palliative care.

Justice for Victims of Sanctuary Cities Act of 2019 This bill provides a private right of action against state and local jurisdictions with certain policies that limit cooperation with federal immigration enforcement efforts, and contains additional provisions related to such jurisdictions. Currently, such cooperation is generally not required. An individual (or certain relatives of such an individual) who is the victim of any felony for which an alien has been arrested, convicted, or sentenced to a prison term of at least one year may sue a state or local jurisdiction if the jurisdiction failed to comply with (1) certain Department of Homeland Security (DHS) requests related to arresting and detaining aliens, and (2) a DHS request to detain the alien in question or provide a notification about the release of the alien. A jurisdiction that accepts certain federal grants may not assert immunity in such a civil action. A jurisdiction (or employee of a jurisdiction) that complies with certain DHS detainer requests shall be deemed to be acting as an agent of DHS. A complying jurisdiction or employee of the jurisdiction shall not be liable in any lawsuit relating to compliance with such requests. In a lawsuit against an employee of the jurisdiction, the United States shall be substituted in as the defendant, and remedies shall be limited to provisions for bringing tort claims against the federal government.

This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to commemorate Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith, four Americans killed in the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya. (Stevens was the U.S. Ambassador to Libya at the time, Smith was an officer in the Foreign Service, and Doherty and Woods were both government contractors and former Navy SEALs.) After the medal has been awarded, it shall be given to the Central Intelligence Agency Museum.

Agricultural Trucking Relief Act of 2019 This bill revises regulations related to the transportation of agricultural commodities. Specifically, the bill expands the definition of agricultural commodity to include (1) aquaculture, horticultural, and floricultural commodities; (2) fruits; (3) vegetables; (4) any non-human living animal and the products thereof; and (5) other agricultural products that are sensitive to temperature or climate and at risk of perishing in transit. (Under current law, an agricultural commodity means any agricultural commodity, non-processed food, feed, fiber, or livestock.)

Understanding and Studying American Civics Act of 2019 or the USA Civics Act of 2019 This bill reauthorizes through FY2025 and revises the American History for Freedom grant program. The bill renames the program as the American Civics Education Program. The bill authorizes the Department of Education to award grants to institutions of higher education (IHEs) once every three years to establish or strengthen academic programs to promote American political thought and history; the history, achievements, and impact of American representative democracy and constitutional democracies globally; and the means of participation in political and civic life. Currently, such grants are awarded to IHEs for three years and are focused on traditional American history and the history and achievements of Western civilization. IHEs may use grants to support additional activities, such as collaborating with federal or state humanities programs and using open educational resources.

Improve Well-Being for Veterans Act This bill requires the Department of Veterans Affairs (VA) to award grants for a period of three years to eligible entities for the provision of suicide prevention services to veterans and their families. Under the bill, eligible entities include tribally designated housing entities, community-based organizations, and other private entities that meet certain requirements. Entities must submit an application to receive financial assistance that includes a description of the services they propose to provide, among other elements. The bill requires the VA to equitably distribute grants across geographic regions and areas with the most need. Additionally, the VA shall give preference to entities that are experienced in providing suicide prevention services. Entities receiving funding must notify service recipients that funding is wholly or partially from the VA.

Hong Kong Human Rights and Democracy Act of 2019 This bill directs various departments to assess whether political developments in Hong Kong justify changing Hong Kong's unique treatment under U.S. law. Hong Kong is part of China but has a largely separate legal and economic system. The Department of State shall report annually to Congress as to whether Hong Kong is sufficiently autonomous from China to justify its unique treatment. The report shall assess whether China has eroded Hong Kong's civil liberties and rule of law as protected by Hong Kong's Basic Law. The Department of Commerce shall report annually to Congress on China's efforts to use Hong Kong to evade U.S. export controls and sanctions. The President shall provide Congress an assessment as to whether to withdraw from the U.S.-Hong Kong extradition treaty, and what actions are needed to protect U.S. citizens and national security interests, if Hong Kong (1) amends its laws to allow the rendition of individuals to countries that lack defendants' rights protections, or (2) passes a national security law. The State Department shall allow otherwise qualified Hong Kong residents to obtain visas to work or study in the United States, even if the applicant had been arrested for participating in certain nonviolent protests supporting human rights or the rule of law. The President shall report to Congress a list of individuals responsible for abducting and torturing people for exercising internationally recognized human rights in Hong Kong. The bill bars such individuals from entering the United States and imposes sanctions on them.

Broadband Deployment Accuracy and Technological Availability Act or the Broadband DATA Act This bill requires the Federal Communications Commission (FCC) to change the way broadband data is collected, verified, and reported. Specifically, the FCC must collect and disseminate granular broadband service availability data (broadband maps) from wired, fixed-wireless, satellite, and mobile broadband providers. To do this, the FCC is required to establish the Broadband Serviceable Location Fabric (a dataset of geocoded information for all broadband service locations, atop which broadband maps are overlaid) as the vehicle for reporting broadband service availability data. Additionally, the FCC must put forth specified requirements for service availability data collected from broadband providers, and it must create a challenge process to enable the submission of independent data challenging the accuracy of FCC broadband maps.

National Defense Authorization Act for Fiscal Year 2020 This bill authorizes FY2020 appropriations and sets forth policies regarding the military activities of the Department of Defense (DOD), military construction, and the national security programs of the Department of Energy (DOE). It does not provide budget authority, which is provided in subsequent appropriations legislation. The bill authorizes appropriations to DOD for (1) Procurement, including helicopters, weapons, aircraft, vessels, shipbuilding and conversion, and missiles; (2) Research, Development, Test, and Evaluation; and (3) Operation and Maintenance. The bill also authorizes the FY2020 personnel strengths for active duty and reserve forces. The bill authorizes appropriations and sets forth policies regarding military personnel; compensation and other personnel benefits; health care; acquisition policy and management; DOD organization and management; matters relating to foreign nations; cooperative threat reduction; working capital funds; chemical agents and munitions destruction; drug interdiction and counter-drug activities; the Defense Inspector General; the Defense Health Program; the National Defense Sealift Fund; Overseas Contingency Operations; strategic programs, cyber, and intelligence matters; and the establishment of the Space Force within the Air Force. The bill authorizes appropriations and sets forth policies regarding military construction for the Army, Navy, Air Force, defense agencies, the North Atlantic Treaty Organization Security Investment Program, and Guard and Reserve Forces facilities. The bill authorizes appropriations for base realignment and closure (BRAC) activities and prohibits an additional BRAC round. The bill also authorizes appropriations and sets forth policies for DOE national security programs, including the National Nuclear Security Administration, and the Defense Nuclear Facilities Safety Board. The bill authorizes appropriations for the Maritime Administration.

Federal Firearms Licensee Protection Act of 2019 This bill modifies criminal penalties for an offense involving the theft of a firearm from a licensed importer, manufacturer, or dealer, or from their business premises. Specifically, the bill does the following: increases from 10 to 20 years the maximum prison term, and creates a 3- or 5-year mandatory minimum prison term for an offense that occurs during the commission of a burglary or robbery. An attempt to commit an offense is subject to the same penalties as a substantive offense.

United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single gold medal to the U.S. Army Ranger veterans of World War II in recognition of their dedicated wartime service. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Native Species Protection Act This bill prohibits an intrastate species from being subject to (1) regulation governing the protection of endangered or threatened species, or (2) provisions of law under which regulatory authority is based on the power of Congress to regulate interstate commerce under the Commerce Clause. An intrastate species is any species of plant or fish or wildlife that is found entirely within the borders of a single state and is not part of a national market for any commodity.

Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 This bill directs the Department of State to periodically report to Congress on U.S. actions to affirm and strengthen Taiwan's international alliances around the world. Each report shall discuss specific countries of concern and contain a plan for engaging with countries to increase cooperation with respect to Taiwan. (Taiwan is self-governing, but China considers it a renegade province and has taken actions to encourage countries and international organizations to limit or cut off relations with Taiwan.) The bill authorizes the State Department to take various actions in response to nations acting to undermine Taiwan, including adjusting U.S. diplomatic presence or the level of U.S. assistance in such countries. The State Department shall consult with Congress before taking such actions.

This resolution designates June 2019 as National Post-Traumatic Stress Awareness Month and June 27, 2019, as National Post-Traumatic Stress Awareness Day. The resolution supports (1) the education of members of the Armed Forces, veterans, their families, and the public about post-traumatic stress; and (2) efforts by the Department of Veterans Affairs and the Department of Defense to foster cultural change around the issue of post-traumatic stress. The resolution also encourages officers of the Armed Forces to support treatment of members of the Armed Forces who suffer from post-traumatic stress.

Stop Dangerous Sanctuary Cities Act This bill prohibits a sanctuary jurisdiction from receiving grants under certain Economic Development Assistance Programs and the Community Development Block Grant Program. A sanctuary jurisdiction is a state or local government that has in effect a statute, policy, or practice that prohibits or restricts (1) information sharing about an individual's immigration status, or (2) compliance with a lawfully issued detainer request or notification of release request. The bill authorizes a state or local government to comply with a detainer and limits the liability of a state or local government for complying with the detainer.

Federal Insurance Office Abolishment Act of 2019 This bill eliminates the Federal Insurance Office (FIO) within the Department of the Treasury. The bill also removes the FIO director as a nonvoting member of the Financial Stability Oversight Council.
