Continued Encouragement for Consumer Lending Act This bill directs the Securities and Exchange Commission and federal financial regulators to report on the implementation of the Current Expected Credit Losses (CECL) accounting standard and its impact on credit availability, capital requirements, and financial institutions. Required compliance with the CECL standard is delayed until one year after submission of this report.

Supporting Victims of Iranian Terrorism Act of 2019 This bill authorizes jurisdiction over certain Iranian assets so that judgments against Iran for the 1983 bombing of the U.S. Marine barracks in Beirut, Lebanon, may be collected by the victims' families. Specifically, the bill establishes personal jurisdiction for the U.S. District Court for the Southern District of New York over Iranian funds held outside the United States by any foreign securities intermediary.

Thin Blue Line Act This bill expands the list of statutory aggravating factors in death penalty determinations to also include killing or targeting a law enforcement officer, firefighter, or other first responder.

This bill modifies the criminal prohibition on possession of a firearm in a school zone. Specifically, it revises an exception to permit an individual to possess a firearm in a school zone if that individual is in compliance with the laws of the state and political subdivision in which the school zone is located.

21st Century Endangered Species Transparency Act This bill requires the Department of the Interior or the Department of Commerce to publish online, subject to privacy limitations, the best scientific and commercial data available that are the bases for the determination of whether a species is an endangered species or a threatened species, including each proposed regulation for the listing of a species.

This bill revises provisions governing citizen suits against the Department of the Interior or the National Oceanic Atmospheric Administration that allege a failure of the relevant department to perform its duties related to an endangered species or threatened species. Interior must publish the complaint in a citizen suit within 30 days of being served. Affected parties must be given a reasonable opportunity to intervene in the suit. If affected parties intervene, the court must refer the action to a mediation program or magistrate judge to facilitate settlement discussions. The court is prohibited from awarding litigation costs in such citizen suits that are settled. Interior must provide notice of a proposed settlement to each affected state or county. A settlement may not be approved if states or counties object.

Ebola Eradication Act of 2019 This bill authorizes the U.S. Agency for International Development (USAID) to assist in efforts to combat the Ebola outbreak in the Democratic Republic of the Congo (DPRC). The bill also directs the USAID to report to Congress on its efforts in the eastern part of the DPRC and on proposed additional legal authorities needed to improve such efforts.

Good Samaritan Health Professionals Act of 201 9 This bill shields health care professionals from liability under federal or state law for harm caused by an act or omission while (1) the professional is serving as a volunteer in response to a disaster; and (2) such act or omission occurs during the period of the disaster, in the state where the disaster has been declared, in the professional's capacity as a volunteer, during the course of providing a service for which the professional is licensed or certified, and with a good faith belief that the individual being treated is in need of health care services. This protection from liability does not apply if (1) the harm was caused by an act or omission constituting willful or criminal misconduct, gross negligence, reckless misconduct, or a conscious flagrant indifference to the rights or safety of the individual harmed; or (2) the professional rendered the health care services under the influence of alcohol or an intoxicating drug.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in the District of Columbia and of the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Women's Suffrage Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 400,000 $1 silver coins that are emblematic of the women who played a vital role in rallying support for the 19th Amendment to the U.S. Constitution. Such coins may be issued during the period beginning on January 1, 2020, and ending on December 31, 2020. All surcharges received from the sales of such coins shall be paid to the American Women's History Initiative of the Smithsonian Institution.

ATC Hiring Reform Act of 2019 This bill requires the Federal Aviation Administration to give preferential consideration to air traffic control specialists applicants: (1) who have completed air traffic controller training and graduated from an institution participating in the Collegiate Training Initiative program, or (2) who are veterans.

National Defense Authorization Act for Fiscal Year 2020 This bill authorizes FY2020 appropriations and sets forth policies for Department of Defense (DOD) programs and activities, including military personnel strengths and military construction. It does not provide budget authority, which is provided in subsequent appropriations legislation. The bill authorizes appropriations to DOD for Procurement, including aircraft, weapons and tracked combat vehicles, shipbuilding and conversion, missiles, and space procurement; Research, Development, Test, and Evaluation; Operation and Maintenance; Working Capital Funds; the Joint Urgent Operational Needs Fund; Chemical Agents and Munitions Destruction; Drug Interdiction and Counter-Drug Activities; the Defense Inspector General; the Defense Health Program; the Armed Forces Retirement Home; the Space Force; and Overseas Contingency Operations. The bill also authorizes the FY2020 personnel strengths for active duty and reserve forces and sets forth policies regarding military personnel; compensation and other personnel benefits; health care; acquisition policy and management; DOD organization and management; civilian personnel matters; matters relating to foreign nations; strategic programs, cyber, and intelligence matters; and the establishment of the Space Force within the Air Force. The bill authorizes appropriations and sets forth policies regarding military construction for the Army, Navy, Air Force, defense agencies, the North Atlantic Treaty Organization Security Investment Program, and Guard and Reserve Forces facilities. The bill authorizes appropriations for base realignment and closure activities.

Association Health Plans Act of 2019 This bill provides statutory authority for certain short-term, limited-duration health insurance plans and association health plans. The bill permits short-term, limited-duration plans to provide coverage for a period of less than 12 months, not including extensions. Under current law, such plans are exempt from certain market requirements of the Patient Protection and Affordable Care Act, such as coverage of individuals with preexisting conditions. The bill further permits groups or associations of employers to sponsor fully insured group health plans as if they were employers. Such plans may not discriminate based on the health factors of any prospective plan participant for the purpose of granting an employer's membership in the association or determining a participant's eligibility for benefits or premium amounts.

Equal Campus Access Act of 2019 This bill prohibits funding for any public institution of higher education (IHE) that denies to religious student organizations any right, benefit, or privilege that is otherwise afforded to other student organizations at the IHE because of the religious beliefs, practices, speech, leadership standards, or standards of conduct of the religious student organization.

This bill makes permanent several tax provisions that were enacted in 2017 and are scheduled to expire at the end of 2025. The bill makes permanent provisions that reduce individual tax rates, modify the taxation of the unearned income of children, allow a deduction for qualified business income of pass-through entities, increase the standard deduction, increase and modify the child tax credit, increase the limitation for certain charitable contributions, allow additional contributions to ABLE accounts (tax-favored accounts designed to enable individuals with disabilities to save for and pay for disability-related expenses), allow certain members of the Armed Forces in the Sinai Peninsula of Egypt to receive combat zone tax benefits, reduce the adjusted gross income threshold for the medical expense deduction, exclude from gross income discharges of student loan debt due to the death or disability of the student, repeal the deduction for personal exemptions, limit individual deductions for state and local taxes, limit the mortgage interest deduction, double the estate and gift tax exemption amount, increase the alternative minimum tax exemption amount for individuals, and repeal or limit several other deductions and exclusions. The bill also modifies (1) the capital gains tax brackets, and (2) the tax filing requirements for married taxpayers.

Water Quality Certification Improvement Act of 2019 This bill limits the authority of states with respect to water quality certifications. Specifically, the bill limits the authority of states to review federally permitted activities that may result in discharges into navigable waters.

This concurrent resolution affirms that the Taiwan Relations Act and the Six Assurances will remain cornerstones of the U.S.-Taiwan relationship. It encourages increasing engagement between the United States and Taiwan and states that the President should conduct regular transfers of defense articles to Taiwan. (The United States made the Six Assurances to Taiwan in 1982, stating that it will not pressure Taiwan to negotiate with China and that it has not agreed to consult with China prior to any arms sales to Taiwan.)

Working Families Flexibility Act of 2019 This bill revises requirements for the receipt of compensatory time off for private sector employees. Specifically, the bill authorizes private employers to provide compensatory time off to their employees at a rate of one and one-half hours for each hour of employment for which overtime compensation is required, prohibits an employee from accruing more that 160 hours of compensatory time, requires an employer to give their employees a 30-day notice before discontinuing compensatory time, prohibits an employer from interfering with an employee's right to or not request compensatory time off in lieu of payment of overtime compensation or from requiring an employee to use such compensatory time, and imposes penalties on employers who violate the compensatory time requirements set forth by this bill.

Dismemberment Abortion Ban Act of 2019 This bill establishes a new criminal offense that prohibits a physician from knowingly performing a dismemberment abortion. It provides a definition of the term "dismemberment abortion." A physician who performs a dismemberment abortion is subject to a criminal fine, up to two years in prison, or both, unless the dismemberment abortion was necessary to save the mother's life. A woman or a parent of a minor who undergoes a dismemberment abortion may file a civil action for damages against an individual who violates this bill. The legislation bars the criminal prosecution of a woman who undergoes a dismemberment abortion for conspiracy to violate the provisions of this bill, for being a principal or an accessory after the fact, or for concealing a dismemberment abortion.

Revitalizing Underdeveloped Rural Areas and Lands (RURAL) Act This bill modifies the definition of income used to determine the tax-exempt status of a mutual or cooperative telephone or electric company to exclude certain government grants, contributions, and assistance. Specifically, the bill excludes from income (1) grants, contributions, and assistance provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act or by local, state, or regional governmental entities for disasters or emergencies; and (2) certain grants or contributions provided by a government entity for electric, communications, broadband, internet, or other utility facilities or services.

Route 66 Centennial Commission Act This bill establishes the Route 66 Centennial Commission to honor U.S. Route 66 on the occasion of its centennial anniversary. The bill sets forth the duties of the commission, its membership, powers, and reporting requirements. The commission shall terminate not later than June 30, 2027.

This resolution recognizes the 75th anniversary of the amphibious landing of the allied forces on D-Day, June 6, 1944, at Normandy, France, during World War II. The resolution expresses appreciation to the members of the U.S. Armed Forces who participated in the operations, thanks the young people of Normandy and the United States for their involvement in events celebrating the anniversary of the Normandy landings, recognizes the efforts of France and the people of Normandy to preserve the world heritage represented by the Normandy beaches and the sunken material remains of the landings by inscribing these on the UNESCO World Heritage List, and requests the President to issue a proclamation calling on the people of the United States to observe the 75th anniversary.

Separation of Powers Restoration Act of 2019 This bill modifies the scope of judicial review of agency actions to authorize courts reviewing agency actions to decide de novo (i.e., without giving deference to the agency's interpretation) all relevant questions of law, including the interpretation of (1) constitutional and statutory provisions, and (2) rules made by agencies. Further, this bill prohibits reviewing courts from deferring to an agency's interpretation of a question of law when the authorizing statutory or regulatory provision is silent or ambiguous with respect to an agency's authority. No law may exempt a civil action from the standard of review required by this bill except by specific reference to such provision.

Younger Onset Alzheimer's Disease Act This bill makes individuals with younger-onset Alzheimer's disease (i.e., individuals who experienced onset of the disease before age 60) eligible for certain federal grants and programs that support older adults. Under current law, these grants and programs serve only individuals 60 and older.

Rosie the Riveter Congressional Gold Medal Act of 2019 This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to Rosie the Riveter (i.e., any female individual who held employment or volunteered in support of the war efforts during World War II), in recognition of their contributions to the United States and the inspiration they have provided to ensuing generations. The medal shall be displayed at the National Museum of American History, which is urged to make the medal available for display at other locations associated with Rosie the Riveter.

Improving HOPE for Alzheimer's This bill requires the Centers for Medicare & Medicaid Services (CMS) to conduct outreach to health care practitioners regarding comprehensive care planning services that are available under Medicare for individuals with Alzheimer's disease and related dementias. The CMS must report on its outreach efforts, as well as on the number of beneficiaries receiving such services and any barriers to access.

Retain Innovation and Manufacturing Excellence (RIME) Act of 2019 This bill directs the Department of Commerce to establish a pilot grant program to help eligible manufacturers retain retiring employees for up to 90 days for the purpose of transferring job-specific skills and training to other employees.

This resolution opposes the Global Boycott, Divestment, and Sanctions Movement (BDS) and other efforts targeting Israel, and states that BDS undermines the possibility for a negotiated solution to the Israeli-Palestinian conflict. The resolution urges both sides to return to direct negotiations and expresses support for a solution resulting in the state of Israel existing alongside a democratic Palestinian state.

Small Scale LNG Access Act of 2019 This bill provides that an application for the exportation of natural gas that does not exceed 51.75 billion cubic feet per year shall be deemed consistent with the public interest and granted by the Federal Power Commission without modification or delay. Applications for exportation of natural gas to any nation subject to sanctions imposed by the United States may not be expedited.

Transit Infrastructure Vehicle Security Act This bill prohibits the awarding of a contract to an entity for the procurement of rolling stock for use in public transportation if the manufacturer of the rolling stock is (1) incorporated or has manufacturing facilities in the United States; and (2) is owed or controlled by an entity based in a country that is identified as a nonmarket economy country, was identified by the Office of the U.S. Trade Representative (USTR) as a priority foreign country (e.g., a country that does not protect intellectual property rights), and is subject to monitoring by the USTR. This includes the People's Republic of China. Any recipient of financial assistance for public transportation that operates a rail fixed guideway service must certify that it will not award any contract for the procurement of rail rolling stock for use in public transportation to a manufacturer of rolling stock that is described by this bill. A recipient that operates a rail fixed guideway public transportation system must certify that it has a written plan for identifying and reducing cybersecurity risks.

Hearing Protection Act This bill removes silencers from the definition of firearms for purposes of the National Firearms Act. It also treats persons acquiring or possessing a firearm silencer as meeting any registration and licensing requirements of such Act. The Department of Justice must destroy certain records relating to the registration, transfer, or making of a silencer. The bill also revises the definition of firearm silencer and firearm muffler under the federal criminal code and includes such items in the 10% excise tax category.

Restoring Investment in Improvements Act This bill confirms that the applicable recovery period for qualified improvement property (nonresidential real estate) for depreciation purposes is 15 years under the modified accelerated cost recovery system (MACRS) and 20 years under the alternative depreciation system (ADS).

Merrill's Marauders Congressional Gold Medal Act This bill directs Congress to award a Congressional Gold Medal to the 5307th Composite Unit (Provisional), commonly known as Merrill's Marauders, in recognition of their bravery and outstanding service in the jungles of Burma (Myanmar) during World War II. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be displayed and made available for research.

Diesel Emissions Reduction Act of 2019 This bill reauthorizes through FY2024 and revises the diesel emissions reduction program. The program authorizes the Environmental Protection Agency (EPA) to provide grants, rebates, or loans for replacing diesel engines or retrofitting the engines with pollution control technologies. The bill modifies requirements governing how the EPA must prioritize projects when providing grants, rebates, and loans. Specifically, the EPA must recognize differences in how vehicles, engines, equipment, and fleets are used across the country as it prioritizes projects that include certified engine configurations, verified technologies, or emerging technologies that have a long expected useful life. Under current law, the EPA must use a certain percentage of the funds made available for the program to support state administered programs for reducing diesel emissions. If a state does not quality for funds, then the funds for the unqualified state must be reallocated to qualified states. This bill requires the funds for the unqualified state to be reallocated to the national diesel emissions reduction program.

This resolution commends Canada for upholding the rule of law and complying with its obligations under its extradition treaty with the United States, in connection with Canada's arrest Meng Wanzhou, chief financial officer of Huawei Technologies Co., Ltd. It also expresses the Senate's concern over China's arbitrary and abusive treatment of Canadian nationals in response to Meng's detention, and calls for the immediate release of those individuals. (The United States requested the arrest of Meng, who stands accused of various crimes under U.S. law.)
