Health Insurance Tax Relief Act of 2019 This bill delays reimposition of the annual fee on health insurers until 2022. Under current law, the annual fee for a health insurer is calculated based on the insurer's share of total premiums from the preceding year. The fee is suspended for 2019 (i.e., there is no fee based on premiums from 2018); reimposition is scheduled for 2020.

Human Trafficking Survivor Tax Relief Act This bill modifies the requirements for calculating taxable income to exclude from gross income civil damages, restitution, or other monetary awards (including compensatory or statutory damages and restitution imposed in a criminal matter) awarded to victims of peonage, slavery, or human trafficking.

Life at Conception Act of 2019 This bill declares that the right to life guaranteed by the Constitution is vested in each human being at all stages of life, including the moment of fertilization, cloning, or other moment at which an individual comes into being. Nothing in this bill shall be construed to require the prosecution of any woman for the death of her unborn child, a prohibition on in vitro fertilization, or a prohibition on use of birth control or another means of preventing fertilization.

Student Empowerment Act This bill allows tax-exempt distributions from qualified tuition programs (known as 529 plans) to be used for additional educational expenses in connection with enrollment or attendance at an elementary or secondary school. (Under current law, distributions in connection with an elementary or secondary school are limited to tuition for a public, private, or religious school.) The bill allows the distributions to be used for additional educational expenses, including curriculum and curricular materials, books or other instructional materials, online educational materials, tutoring or educational classes outside the home, testing fees, fees for dual enrollment in an institution of higher education, and educational therapies for students with disabilities. Distributions may also be used for tuition and the purposes above in connection with a homeschool (whether treated as a homeschool or a private school under state law).

Ensuring Quality Care for O ur Veterans Act This bill directs the Department of Veterans Affairs (VA) to contract with a nonfederal organization to conduct a quality management review of hospital care or medical services furnished by each Veterans Health Administration (VHA) provider whose license was terminated by a state licensing board based upon care or services provided in a non-VHA facility. If a review determines that the standard of care was not met, the VA shall notify the individual who received such care or services.

Born-Alive Abortion Survivors Protection Act This bill establishes requirements for the degree of care a health care practitioner must exercise in the event a child is born alive following an abortion or attempted abortion. A health care practitioner who is present must (1) exercise the same degree of care as reasonably provided to another child born alive at the same gestational age, and (2) immediately admit the child to a hospital. The bill also requires a health care practitioner or other employee to immediately report any failure to comply with this requirement to law enforcement. A person who violates the requirements is subject to criminal penalties—a fine, up to five years in prison, or both. Additionally, an individual who intentionally kills or attempts to kill a child born alive is subject to prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

Merchant Mariners of World War II Congressional Gold Medal Act of 2019 This bill provides for a Congressional Gold Medal to be awarded to the U.S. Merchant Mariners of World War II, in recognition of their service during World War II. Following the award of the medal, it shall be given to the American Merchant Marine Museum, where it shall be available for display and research.

Protect Medicaid Act This bill prohibits federal payment under Medicaid for the administrative costs of providing health benefits to noncitizens who are ineligible for Medicaid based on their immigration status. The Department of Health and Human Services must report on specified information regarding states that provide health benefits to such individuals.

Child Interstate Abortion Notification Act This bill creates new federal crimes related to transporting a minor across state lines for an abortion. It makes it a crime to knowingly transport a minor to another state to obtain an abortion without satisfying a parental involvement law in the minor's resident state. A parental involvement law requires parental consent or notification, or judicial authorization, for a minor to obtain an abortion. The bill prohibits an individual who has committed incest with a minor from knowingly transporting the minor across a state line to receive an abortion. Finally, it makes it a crime for a physician to knowingly perform or induce an abortion on an out-of-state minor without first complying with parental notification requirements.

Regulations from the Executive in Need of Scrutiny Act of 2019 This bill revises provisions relating to congressional review of agency rulemaking. Specifically, the bill establishes a congressional approval process for a major rule. A major rule may only take effect if Congress approves of the rule. A major rule is a rule that results in (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises. In addition, the bill establishes a congressional disapproval process for a nonmajor rule. A nonmajor rule may only take effect if Congress does not disapprove of the rule.

No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2019 This bill modifies provisions relating to federal funding for, and health insurance coverage of, abortions. Specifically, the bill prohibits the use of federal funds for abortions or for health coverage that includes abortions. Such restrictions extend to the use of funds in the budget of the District of Columbia. Additionally, abortions may not be provided in a federal health care facility or by a federal employee. Historically, language has been included in annual appropriations bills for the Department of Health and Human Services (HHS) that prohibits the use of federal funds for abortions—such language is commonly referred to as the Hyde Amendment. Similar language is also frequently included in appropriations bills for other federal agencies and the District of Columbia. The bill makes these restrictions permanent and extends the restrictions to all federal funds (rather than specific agencies). The bill's restrictions regarding the use of federal funds do not apply in cases of rape, incest, or where a physical disorder, injury, or illness endangers a woman's life unless an abortion is performed. The Hyde Amendment provides the same exceptions. The bill also prohibits qualified health plans from including coverage for abortions. Currently, qualified health plans may cover abortion, but the portion of the premium attributable to abortion coverage is not eligible for subsidies.

Title X Abortion Provider Prohibition Act This bill prohibits the Department of Health and Human Services (HHS) from awarding federal family planning grants to entities that provide, or that financially support the provision of, abortions. Specifically, in order to receive such grants, entities must certify that, during the period of the grant, they will not perform abortions or provide funds to entities that perform abortions. Exceptions are made for abortions where (1) the pregnancy is the result of rape or incest; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Hospitals are exempted unless they provide funds to non-hospital entities that perform abortions. HHS must include in an annual report (1) information on grantees who performed abortions under the exceptions, and (2) a list of entities to which grant funds are made available.

Constitutional Concealed Carry Reciprocity Act of 2019 This bill allows a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows its residents to carry concealed firearms. A qualified individual must (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid state-issued concealed carry permit, or be eligible to carry a concealed firearm in his or her state of residence.

WALL Act of 2019 This bill appropriates $25 billion for the construction of a wall on the U.S.-Mexico border. The amount shall remain available until expended. As offsets to the spending, this bill restricts the child tax credit, earned income credits, and lifetime learning credits to those with social security numbers and not prohibited from employment in the United States. Also, individuals who file taxes using an individual taxpayer identification number (ITIN) instead of a social security number shall pay a fee ($300 times the number of persons on the tax return issued an ITIN). The bill restricts eligibility for certain federally-funded benefits, including unemployment compensation, supplemental nutrition assistance, and housing benefits, to those with eligibility to work in the United States. Agencies administering such benefits shall use the E-Verify program to confirm the eligibility of applicants for such benefits. This bill also sets fines for aliens who improperly enter the United States or overstay their visas.

No Budget, No Pay Act This bill prohibits Members of Congress from being paid in a fiscal year until both chambers approve the budget resolution and pass all regular appropriations bills for that fiscal year. Retroactive pay is prohibited for such a period.

Constitutional Amendment This joint resolution proposes a constitutional amendment prohibiting total outlays for a fiscal year from exceeding total receipts for that fiscal year unless Congress authorizes the excess by a two-thirds vote of each chamber. The prohibition excludes outlays for repayment of debt principal and receipts derived from borrowing. The amendment prohibits total outlays for any fiscal year from exceeding 18% of the gross domestic product of the United States, unless two-thirds of each house of Congress provides for a specific increase above this amount. The amendment requires a two-thirds vote of each chamber of Congress to impose a new tax, increase the statutory rate of any tax, or increase the aggregate amount of revenue. It requires a three-fifths vote of each chamber to increase the limit on the debt of the United States. The President must submit an annual budget in which total outlays do not exceed total receipts and 18% of the gross domestic product of the United States. The amendment prohibits a court from ordering a revenue increase to enforce the requirements. Congress may waive specified requirements when a declaration of war is in effect or the United States is engaged in a military conflict which causes an imminent and serious military threat to national security.

Strengthening America's Security in the Middle East Act of 2019 This bill authorizes assistance and weapons transfers to Israel, and extends defense cooperation with Jordan. It establishes additional sanctions related to the conflict in Syria, and allows states to divest from entities boycotting Israel. Ileana Ros-Lehtinen United States-Israel Security Assistance Authorization Act of 2019 The bill reauthorizes through FY2028 Foreign Military Financing to Israel. It extends loan guarantees to Israel through FY2023, and authorizes the President to transfer precision-guided munitions to the country. The bill directs the President to report on steps taken to help Israel secure a strategic trade authorization exception. United States-Jordan Defense Cooperation Extension Act The bill extends through 2022 arrangements that allow certain defense articles to be transferred to Jordan on an expedited basis. The bill also directs the President to submit a report to Congress assessing the costs and benefits of establishing a fund to support private investment in Jordan. Caesar Syria Civilian Protection Act of 2019 The bill directs the Department of the Treasury to determine whether the Central Bank of Syria is a primary money-laundering concern and, if so, impose special measures on transactions involving the bank. The bill also imposes sanctions on individuals providing support for the Syrian government. Combating BDS Act of 2019 The bill allows a state or local government to adopt measures to divest its assets from entities using boycotts, divestments, or sanctions to influence Israel's policies. Such measures shall meet various requirements, including those related to written notice and comment.

Traditional Cigar Manufacturing and Small Business Jobs Preservation Act of 2019 This bill exempts traditional large and premium cigars from regulation by the Food and Drug Administration (FDA) and from user fees assessed on tobacco products by the FDA.

This resolution urges the President to work with allies to lead a multinational freedom of navigation operation in the Black Sea to push back against excessive Russian claims of sovereignty. It also calls for the North Atlantic Treaty Organization to enhance allied maritime presence and capabilities in the Black Sea and for European governments to cancel the Nord Stream 2 pipeline due to its threat to European energy security. The resolution also urges the President to provide additional security assistance to Ukraine and states that the President is required by statute to impose mandatory sanctions on Russia.

Retain Innovation and Manufacturing Excellence (RIME) Act of 2018 This bill directs the Department of Commerce to establish a pilot grant program to help eligible manufacturers retain retiring employees for up to 90 days for the purpose of transferring job-specific skills to other employees.

Critical Access Hospital Relief Act of 2018 This bill repeals the 96-hour physician-certification requirement for inpatient critical access hospital services under Medicare. Under current law, as a condition for Medicare payment for such services, a physician must certify that a patient may reasonably be expected to be discharged or transferred to a hospital within 96 hours after admission to the critical access hospital.

Calls on Russia to release the sailors and ships and to stop its harassment of ships in the strait. Route 66 National Historic Trail Designation Act This bill amends the National Trails System Act to designate a trail of approximately 2,400 miles extending from Chicago, Illinois, to Santa Monica, California, as the Route 66 National Historic Trail. The trail shall be administered by the National Park Service in a manner that respects and maintains its idiosyncratic nature. The Department of the Interior may not use eminent domain or condemnation in carrying out this bill.

Save Our Seas Act of 2018 This bill addresses marine debris and maritime safety issues. Specifically, the bill amends the Marine Debris Act to reauthorize through FY2022 and revise the Marine Debris Program, including to require the National Oceanic and Atmospheric Administration to respond to severe marine debris events. Hamm Alert Maritime Safety Act of 2018 The bill establishes maritime safety requirements, such as requirements concerning vessel inspections, safety equipment, voyage data recorders, oversight of recognized organizations that act on behalf of the Coast Guard, and timely weather forecasts and hazard advisories. Coast Guard Blue Technology Center of Expertise Act The U.S. Coast Guard may establish a Blue Technology Center of Expertise to promote awareness about blue technologies and their potential to enhance the Coast Guard's mission readiness and operational performance. Blue technology includes technology that supports maritime domain awareness (e.g., surveillance), search and rescue, emergency response, maritime law enforcement, or protection of the marine environment.

CT Colonography Screening for Colorectal Cancer Act of 2018 This bill alters Medicare requirements in order to: (1) provide Medicare coverage for screening computed tomography colonography (CTC) as a colorectal cancer screening test, and (2) exclude screening CTC from a special Medicare payment rule applicable to certain imaging services.

Constitution Education Is Valuable in Community Schools Act of 2018 or the CIVICS Act of 2018 This bill amends the Elementary and Secondary Education Act of 1965 to require national activities supported by American History and Civics Education grants to include programs that educate students about the history and principles of the U.S. Constitution, including the Bill of Rights.

Intercountry Adoption Advisory Committee Act of 2018 This bill authorizes the Department of State to establish an advisory committee on intercountry adoption. If such a committee is established, it shall periodically provide recommendations on improvements to intercountry adoption.

Asylum Abuse Reduction Act This bill provides that if an alien seeking asylum attempts to enter the United States from Canada or Mexico at a land port of entry without a valid visa or appropriate entry documents the inspecting immigration officer: may not admit the alien, and shall advise the alien to schedule an asylum hearing at a U.S. embassy or consulate in Canada or Mexico. Such alien may not be admitted into the United States unless the asylum officer has conducted an in-person interview and concluded that the alien: has been persecuted in his or her country of origin because of race, religion, nationality, social group membership, or political opinion; or would be subject to torture upon return. The bill requires each federal judicial district to appoint at least one magistrate or district court judge who, upon a showing of probable cause, shall issue an arrest warrant for an alien under a final removal order who has failed to leave the United States. The Department of Homeland Security shall establish an alternative to detention pilot program in which aliens may be released to the supervision of a qualified organization that has contracted with the federal government to facilitate such aliens' compliance with all stages of the immigration proceedings. An alien who fails to comply with program requirements may be subjected to arrest, detention, and expedited removal.

Water Quality Certification Improvement Act of 2018 This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to limit the authority of states with respect to water quality certifications. Specifically, the bill limits the authority of states to review federally permitted activities that may result in discharges into navigable waters.

This bill requires the Federal Aviation Administration to allow the use of an unleaded aviation gasoline in an aircraft as a replacement for a leaded gasoline if it: (1) determines that the unleaded aviation gasoline qualifies as a replacement for an approved leaded gasoline, (2) identifies the aircraft and engines that are eligible to use the qualified replacement unleaded gasoline, and (3) adopts a process (other than the traditional means of certification) to allow eligible aircraft and engines to operate using qualified replacement unleaded gasoline in a manner that ensures safety.
