Condemns the government of Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the International Covenants on Human Rights. Urges the President and the Department of State to: (1) condemn the Iranian government's continued violation of human rights and demand the immediate release of prisoners held solely on account of their religion, and (2) impose sanctions on Iranian officials and other individuals directly responsible for serious human rights abuses.

Tribal Adoption Parity Act This bill amends the Internal Revenue Code to allow Indian tribal governments to determine whether a child has special needs for the purposes of the adoption tax credit.

Blocking Regulatory Interference from Closing Kilns Act of 2017 This bill prohibits the Environmental Protection Agency from requiring compliance with Clean Air Act rules concerning national emission standards for hazardous air pollutants with respect to brick and structural clay products manufacturing or clay ceramics manufacturing until judicial reviews of the rules are complete.

Wildlife Innovation and Longevity Driver Act or the WILD Act This bill reauthorizes through FY2022 the Partners for Fish and Wildlife Program, the African Elephant Conservation Act, the Asian Elephant Conservation Act of 1997, the Rhinoceros and Tiger Conservation Act of 1994, the Great Ape Conservation Fund, and the Marine Turtle Conservation Fund. Federal agencies that have duties relating to invasive species management for the protection of water and wildlife must: (1) inhibit or reduce the populations of invasive species and effectuate restoration or reclamation efforts on land they manage, and (2) develop a strategic plan for implementing an invasive species program designed to achieve a substantive annual net reduction of invasive species populations or infested acreage in managed areas. This bill amends the Great Ape Conservation Act of 2000, including to authorize the Department of the Interior to award a multi-year grant for carrying out a project that is an effective, long-term conservation strategy for great apes (defined in the Act as chimpanzees, gorillas, bonobos, orangutans, and gibbons) and their habitats. This bill amends the Marine Turtle Conservation Act of 2004 to make a wildlife management authority of a U.S. territory eligible for financial assistance for marine turtle conservation. The U.S. Fish and Wildlife Service must establish Theodore Roosevelt Genius Prizes for: (1) prevention of wildlife poaching and trafficking, (2) promotion of wildlife conservation, (3) management of invasive species, and (4) protection of endangered species. The bill establishes advisory boards for those prizes.

Brownfields Utilization, Investment, and Local Development Act of 2017 or the BUILD Act This bill amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to: (1) revise and reauthorize brownfields revitalization funding through FY2020, and (2) reauthorize state response programs through FY2020. (Brownfields are certain commercial properties that are hindered from reuse or redevelopment due to the presence of a hazardous substance, pollutant, or contaminant.) Certain nonprofit organizations and community development entities are made eligible for brownfields revitalization funding. The Environmental Protection Agency (EPA) must establish a program to provide multipurpose grants to carry out inventory, characterization, assessment, planning, or remediation activities at brownfield sites. The brownfield site characterization and assessment grant program is revised by authorizing eligible governmental entities to receive grants for property that was acquired before January 11, 2002, even if the entities do not qualify as bona fide prospective purchasers. The bill increases the cap on the amount that may be given in grants and loans for each site to be remediated. The EPA must establish a program to provide grants to: (1) carry out inventory, characterization, assessment, planning, feasibility analysis, design, or remediation activities to locate a clean energy project at brownfield sites; and (2) capitalize a revolving loan fund for those purposes.

Child Welfare Provider Inclusion Act of 2017 This bill prohibits the federal government, and any state or local government that receives federal funding for any program that provides child welfare services under part B (Child and Family Services) or part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSAct), from discriminating or taking an adverse action against a child welfare service provider that declines to provide, facilitate, or refer for a child welfare service that conflicts with the provider's sincerely held religious beliefs or moral convictions. The prohibition also applies to Indian tribal organizations or consortia that have an approved foster care and adoption assistance plan or that have an agreement with a state for the administration of funds under part B or part E of the SSAct. The bill bars such prohibition from applying to SSAct requirements that forbid state entities from denying or delaying adoption or foster care placements on the basis of an adoptive parent's or a child's race, color, or national origin. The Department of Health and Human Services must withhold 15% of the federal funds that such a state, local, or tribal entity receives for such programs if the state, local, or tribal entity violates this bill. An aggrieved child welfare service provider may assert such an adverse action violation as a claim or defense in a judicial proceeding and to obtain all appropriate relief (including declaratory relief, injunctive relief, compensatory damages, and reasonable attorney's fees and costs).

Larry Doby Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal in honor of Larry Doby in recognition of his achievements and contributions to American major league athletics, civil rights, and the Armed Forces during World War II.

Shark Fin Trade Elimination Act of 2017 This bill makes it illegal to possess, buy, sell, or transport shark fins or any product containing shark fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act. The maximum civil penalty for each violation shall be $100,000, or the fair market value of the shark fins involved, whichever is greater.

Good Samaritan Health Professionals Act of 2017 This bill amends the Public Health Service Act to shield a health care professional from liability under federal or state law for harm caused by any act or omission if: (1) the professional is serving as a volunteer in response to a disaster; and (2) the act or omission occurs during the period of the disaster, in the professional's capacity as a volunteer, and in a good faith belief that the individual being treated is in need of health care services. This protection from liability does not apply if: (1) the harm was caused by an act or omission constituting willful or criminal misconduct, gross negligence, reckless misconduct, or a conscious flagrant indifference to the rights or safety of the individual harmed; or (2) the professional rendered the health care services under the influence of alcohol or an intoxicating drug.

Supports the U.S. Stimson Doctrine to not recognize territorial changes effected by force, and affirms that this policy should continue to guide U.S. foreign policy. Condemns Russia's military intervention and occupation of Georgia and its continuous illegal activities along the occupation line in Abkhazia and Tskhinvali region/South Ossetia. Calls upon the governement of Russia to: (1) withdraw its recognition of Georgia's territories of Abkhazia and the Tskhinvali region/South Ossetia as independent countries, (2) refrain from acts and policies that undermine Georgia's sovereignty and territorial integrity, and (3) take steps to fulfill the August 12, 2008, Ceasefire Agreement between Georgia and the Russian Federation. Urges the United States to declare that it will not recognize Russian de jure or de facto sovereignty over any part of Georgia, including Abkhazia and the Tskhinvali region/South Ossetia. Urges the President to: (1) deepen cooperation with Georgia, including Georgia's advancement towards Euro-Atlantic integration; and (2) place emphasis on enhancing Georgia's security through joint military training and the provision of self-defensive capabilities. Affirms that a free, united, democratic, and sovereign Georgia is in the long-term U.S. interest.

Save Our Seas Act of 2017 or the SOS Act of 2017 This bill amends the Marine Debris Act to revise the Marine Debris Program to require the National Oceanic and Atmospheric Administration (NOAA) to work with: (1) other agencies to address both land- and sea-based sources of marine debris, and (2) the Department of State and other agencies to promote international action to reduce the incidence of marine debris. The bill also revises the program by allowing NOAA to make sums available for assisting in the cleanup and response required by severe marine debris events. NOAA must prioritize assistance for activities that respond to a severe marine debris event in: (1) a rural or remote community, or (2) a habitat of national concern. The bill urges the President to: (1) work with foreign countries that contribute the most to the global marine debris problem in order to find a solution to the problem; (2) study issues related to marine debris, including the economic impacts of marine debris; and (3) encourage the Office of the U.S. Trade Representative to consider the impact of marine debris in relevant future trade agreements. The Interagency Marine Debris Coordinating Committee must expand to include a senior official from the State Department or from the Department of the Interior. This bill reauthorizes for FY2018-FY2022: (1) the Marine Debris Program, (2) an information clearinghouse on marine debris, and (3) enforcement of laws about discarded marine debris from ships.

Fairness for Pilots Act This bill amends the Pilot's Bill of Rights to revise the authorization for appeal to a federal court by a substantially affected individual from a decision of the National Transportation Safety Board to uphold an adverse Federal Aviation Administration (FAA) order or final decision. The bill specifies the suspension or revocation of an airman certificate as the punitive civil action which may be appealed. A U.S. district court shall review de novo an FAA denial, suspension, or revocation of an airman certificate. The bill prescribes requirements for FAA reexamination of airmen certificates where there are reasonable grounds to question an airman's lack of competence or believe a certificate was obtained through fraud. The FAA may not take enforcement action against an individual for violation of a Notice to Airmen (NOTAM) regarding airspace system information until the FAA certifies its compliance with certain NOTAM Improvement Program requirements. The FAA, upon receiving a request for a covered flight record of air traffic data not in its possession, shall request the record from a FAA contract tower or other FAA contractor possessing it. The FAA shall revise certain regulations for FAA administrative disposition of a case under the Federal Aviation Act of 1958 or the Hazardous Materials Transportation Act to authorize the FAA legal counsel to close covered enforcement actions with a warning notice, letter of correction, or other administrative action.

Access Technology Affordability Act of 2017 This bill amends the Internal Revenue Code to allow a refundable tax credit equal to the amounts paid for qualified access technology for use by a blind individual who is the taxpayer, the taxpayer's spouse, or any dependent of the taxpayer. "Qualified access technology" is hardware, software, or other information technology with the primary function of converting or adapting information that is visually represented into forms or formats useable by blind individuals. The credit is limited to: (1) costs that are not compensated by insurance or otherwise, and (2) an aggregate amount of $2,500 per blind individual in any period comprising three consecutive taxable years. The credit is also subject to limits based on modified adjusted gross income and adjustments for inflation.

Countering Iran's Destabilizing Activities Act of 2017 This bill directs the Departments of State, Defense, and Treasury and the Director of National Intelligence to submit a strategy every two years for deterring conventional and asymmetric Iranian activities that threaten the United States and key allies in the Middle East, North Africa, and beyond. The President shall impose asset blocking and U.S. exclusion sanctions against any person that materially contributes to: (1) Iran's ballistic missile or weapons of mass destruction programs, or (2) the sale or transfer to Iran of specified military equipment or the provision of related technical or financial assistance. The President shall impose against Iran's Islamic Revolutionary Guard Corps and affiliated foreign persons sanctions with respect to blocking property of, and prohibiting transactions with, foreign persons who commit or support terrorism. The President may impose asset blocking sanctions against any person identified by the State Department as responsible for extrajudicial killings, torture, or other gross violations of internationally recognized human rights committed against certain individuals in Iran. The bill requires specified existing sanctions against persons for materially contributing to Iran's ballistic missile program or for supporting Iran's acts of international terrorism to continue until 90 days after the President certifies that such activities ceased during the immediately preceding three-month period. The bill exempts certain humanitarian and national security activities from sanctions. The President may temporarily waive the imposition or continuation of sanctions under specified circumstances. The bill sets forth reporting requirements with respect to: (1) persons contributing to Iran's ballistic missile program, (2) U.S.-European Union sanctions coordination, (3) U.S. citizens detained by Iran, and (4) each use of the waiver authority.

Israel Anti-Boycott Act This bill declares that Congress: (1) opposes the United Nations Human Rights Council resolution of March 24, 2016, which urges countries to pressure companies to divest from, or break contracts with, Israel; and (2) encourages full implementation of the United States-Israel Strategic Partnership Act of 2014 through enhanced, governmentwide, coordinated U.S.-Israel scientific and technological cooperation in civilian areas. The bill amends the Export Administration Act of 1979 to declare that it shall be U.S. policy to oppose: requests by foreign countries to impose restrictive practices or boycotts against other countries friendly to the United States or against U.S. persons; and restrictive trade practices or boycotts fostered or imposed by an international governmental organization, or requests to impose such practices or boycotts, against Israel. The bill prohibits any U.S. person engaged interstate or foreign commerce from supporting: any request by a foreign country to impose any boycott against a country that is friendly to the United States and that is not itself the object of any form of boycott pursuant to United States law or regulation, or any boycott fostered or imposed by any international governmental organization against Israel or any request by any international governmental organization to impose such a boycott. The bill amends the Export-Import Bank Act of 1945 to include as a reason for the Export-Import Bank to deny credit applications for the export of goods and services between the United States and foreign countries, opposition to policies and actions that are politically motivated and are intended to penalize or otherwise limit commercial relations specifically with citizens or residents of Israel, entities organized under the laws of Israel, or the government of Israel.

Palliative Care and Hospice Education and Training Act This bill amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to provide support for Palliative Care and Hospice Education Centers. These centers must improve the training of health professionals in palliative care and establish traineeships for individuals preparing for advanced education nursing degrees, social work degrees, or advanced degrees in physician assistant studies in palliative care. HHS may provide support to schools of medicine, schools of osteopathic medicine, teaching hospitals, and graduate medical education programs for training physicians who plan to teach palliative medicine. HHS must: (1) provide Palliative Medicine and Hospice Academic Career Awards to individuals to promote their career development; (2) support entities that operate a Palliative Care and Hospice Education Center; (3) support advanced practice nurses, social workers, physician assistants, pharmacists, chaplains, or students of psychology pursuing an advanced degree in palliative care or related fields; and (4) award grants to schools of nursing, health care facilities, or programs leading to certification as a nurse assistant to train individuals in providing palliative care. The Agency for Healthcare Research and Quality must provide for a national education and awareness campaign to inform patients, families, and health professionals about the benefits of palliative care. The National Institutes of Health must expand national research programs in palliative care.

Water Infrastructure Flexibility Act This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to allow municipalities to develop a plan that integrates wastewater and stormwater management. A permit for a municipal discharge under the national pollutant discharge elimination system that incorporates an integrated plan may integrate all requirements under the Act addressed in the plan. Those permits may include a schedule of compliance that allows actions for meeting water quality-based effluent limitations to be implemented over more than one permit term if the compliance schedules are authorized by state water quality standards. Those actions may include implementing green infrastructure as part of a water quality-based effluent limitation. (Green infrastructure includes measures that mimic natural processes to store, reuse, or reduce stormwater.) The bill establishes an Office of the Municipal Ombudsman in the Environmental Protection Agency (EPA) to provide: (1) technical assistance to municipalities seeking to comply with the Clean Water Act and the Safe Drinking Water Act, and (2) information to the EPA to ensure that agency policies are implemented by all EPA offices. The EPA must ensure that specified EPA offices promote the integration of green infrastructure into permitting programs, planning efforts, research, technical assistance, and funding guidance. The bill establishes requirements for revising the EPA's 1997 guidance about combined sewer overflows, including by setting forth criteria for determining the ability of households to pay utility bills. (Combined sewer systems collect rainwater, sewage, and industrial wastewater into one pipe. During storms, the combined wastewater sometimes exceeds the capacity of the treatment plant. When this occurs, combined sewer overflows discharge directly into water bodies.)

English Language Unity Act of 2017 This bill establishes English as the official language of the United States. Naturalization ceremonies and official functions of the U.S. government, subject to exceptions, must be conducted in English. The bill declares that all citizens should be able to read and understand generally the English language text of U.S. laws. A person injured by a violation of this Act may obtain relief, including a declaratory judgment, in a civil action. English language requirements and workplace policies, whether in the public or private sector, shall be presumptively consistent with U.S. laws. Any ambiguity in U.S. laws shall be resolved in accordance with the rights retained by the people and the powers reserved to states under the Bill of Rights. The Department of Homeland Security shall issue a proposed rule for uniform testing of the English language ability of candidates for naturalization based upon the principles that: (1) all citizens should be able to read and understand generally the English language text of the Declaration of Independence, the Constitution, and the laws of the United States; and (2) any exceptions to this standard should be limited to extraordinary circumstances, such as asylum.

North Korea State Sponsor of Terrorism Designation Act of 2017 This bill expresses the sense of Congress that the government of North Korea should be designated as a state sponsor of terrorism. The Department of State shall submit to Congress a determination as to whether North Korea meets the criteria for designation as a state sponsor of terrorism.

This joint resolution nullifies the rule submitted by the Federal Communications Commission entitled "Protecting the Privacy of Customers of Broadband and Other Telecommunications Services." The rule published on December 2, 2016: (1) applies the customer privacy requirements of the Communications Act of 1934 to broadband Internet access service and other telecommunications services, (2) requires telecommunications carriers to inform customers about rights to opt in or opt out of the use or the sharing of their confidential information, (3) adopts data security and breach notification requirements, (4) prohibits broadband service offerings that are contingent on surrendering privacy rights, and (5) requires disclosures and affirmative consent when a broadband provider offers customers financial incentives in exchange for the provider's right to use a customer's confidential information.

National Right-to-Work Act This bill amends the National Labor Relations Act and the Railway Labor Act to repeal those provisions that permit employers, pursuant to a collective bargaining agreement that is a union security agreement, to require employees to join a union as a condition of employment (including provisions permitting railroad carriers to require, pursuant to such an agreement, payroll deduction of union dues or fees as a condition of employment).

This joint resolution nullifies a rule submitted by the Department of Labor's Employee Benefits Security Administration regarding savings arrangements established by qualified state political subdivisions for non-governmental employees. (The rule amends a final regulation that describes how states may design and operate payroll deduction savings programs for private-sector employees, including programs that use automatic enrollment, without causing the states or private-sector employers to have established employee pension benefit plans under the Employee Retirement Income Security Act of 1974 [ERISA]. The amendment expands the regulation beyond states to cover qualified state political subdivisions and their programs that otherwise comply with the regulation.)

This joint resolution nullifies a rule submitted by the Department of Labor's Employee Benefits Security Administration regarding savings arrangements established by states for non-governmental employees. (The rule describes circumstances in which state payroll deduction savings programs with automatic enrollment would not give rise to the establishment of employee pension benefit plans under the Employee Retirement Income Security Act of 1974 [ERISA]. It provides guidance to states designing the programs to reduce the risk of ERISA preemption of state laws and private-sector employers that may be covered by the state laws.)

Nuclear Energy Innovation and Modernization Act This bill directs the Nuclear Regulatory Commission (NRC) to modify the licensing process for commercial advanced nuclear reactor facilities. In addition, the bill amends the Omnibus Budget Reconciliation Act of 1990 to revise how the NRC preserves budgeted funds for conducting and accelerating license reviews of commercial advanced nuclear reactor facilities. The NRC must implement a licensing process that is designed to be predictable and efficient while conforming to existing NRC regulatory guidelines. The Department of Energy (DOE) must provide cost sharing grants to license applicants for the purpose of funding a portion of the NRC review fees. The NRC must also develop a new technology-inclusive, regulatory framework by the end of 2024 that encourages greater technological innovation for the advanced nuclear reactor program. The NRC must publish necessary revisions to the guidance on the baseline examination schedule and any subsequent examinations for baffle-former bolts in pressurized water reactors with down-flow configurations. The NRC must: (1) report to Congress on the safety and feasibility of extending the duration of uranium recovery licenses from 10 to 20 years, and (2) complete a voluntary pilot program to determine the feasibility of establishing a flat fee structure for routine licensing matters relating to uranium recovery. DOE must issue a long-term federal excess uranium inventory management plan at least every 10 years that details the management of DOE excess uranium inventories.

Lymphedema Treatment Act This bill amends title XVIII (Medicare) of the Social Security Act to cover certain lymphedema compression treatment items as durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

Department of Veterans Affairs Accountability First Act of 2017 This bill authorizes the Department of Veterans Affairs (VA) to remove, demote by a reduction in grade and pay, or suspend a VA employee, including a member in a senior executive position, for reasons of performance or misconduct. The bill prescribes VA removal and employee appeals procedures. Whistle-blower protections are revised, including by prohibiting the VA from taking any such action against a person who has a pending whistle-blower complaint. This bill provides for the reduction of federal annuities of VA employees and retirees convicted of a felony that influenced their performance while employed in such position. The VA may recoup certain bonuses, awards, and reallocation expenses. The VA may directly appoint qualifying individuals to the positions of Medical Center Director and Director of Veterans Integrated Service Network. The bill revises time periods for adverse action reviews with respect to physicians, dentists, podiatrists, chiropractors, optometrists, registered nurses, physician assistants, and expanded-function dental auxiliaries.

Supports: (1) raising awareness of the benefits that wildlife provides to people and the threats facing wildlife around the world; and (2) escalating the fight against wildlife crime, such as wildlife trafficking. Commends efforts of the United States to mobilize the government in a coordinated, efficient, and effective manner for progress in the fight against wildlife crime. Encourages continued cooperation between the United States, international partners, local communities, nonprofit organizations, private industry, and other partner organizations in an effort to conserve and celebrate wildlife.

Constitutional Concealed Carry Reciprocity Act of 2017 This bill amends the federal criminal code to allow a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows its residents to carry concealed firearms. A qualified individual must: (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid state-issued concealed carry permit, or be eligible to carry a concealed firearm in his or her state of residence.

Constitutional Amendment This joint resolution proposes a constitutional amendment prohibiting total outlays for a fiscal year from exceeding total receipts for that fiscal year unless Congress authorizes the excess by a two-thirds vote of each chamber. The prohibition excludes outlays for repayment of debt principal and receipts derived from borrowing. The amendment prohibits total outlays for any fiscal year from exceeding 18% of the U.S. gross domestic product, unless two-thirds of each chamber of Congress provides for a specific increase above this amount. The amendment requires a two-thirds vote of each chamber of Congress to impose a new tax, increase the statutory rate of any tax, or increase the aggregate amount of revenue. It requires a three-fifths vote of each chamber to increase the limit on the debt of the United States. The President must submit an annual budget in which total outlays do not exceed total receipts and 18% of the U.S. gross domestic product. The amendment prohibits a court from ordering a revenue increase to enforce the requirements. Congress may waive specified requirements when a declaration of war against a nation-state is in effect or the United States is engaged in a military conflict which causes an imminent and serious military threat to national security.

Protect Our Military Families' 2nd Amendment Rights Act This bill amends the federal criminal code to allow a licensed gun dealer, importer, or manufacturer to sell or ship a firearm to the spouse of a member of the U.S. Armed Forces on active duty. (Current law already allows a licensed dealer, importer, or manufacturer to sell a firearm to a member of the U.S. Armed Forces on active duty.) The bill also specifies that, for purposes of federal firearms laws, a member of the U.S. Armed Forces on active duty, or his or her spouse, is a resident of the state in which: (1) the member or spouse maintains legal residence, (2) the permanent duty station of the member is located, and (3) the member maintains a home from which he or she commutes to the permanent duty station.

Consumer Financial Protection Bureau Accountability Act of 201 7 This bill amends the Consumer Financial Protection Act of 2010 to change the source of funding for the Consumer Financial Protection Bureau (CFPB) from Federal Reserve System transfers to annual appropriations. Under current law, the transfers from the Federal Reserve System permit the CFPB to be funded outside of the annual appropriations process.

Judgment Fund Transparency and Terrorism Financing Prevention Act of 2017 This bill requires the Department of the Treasury to disclose details after payments are made from the Judgment Fund. (The Judgment Fund is a permanent and indefinite appropriation to pay judgments against the United States.) Unless the disclosure is prohibited by law or a court order, Treasury must disclose to the public on a website: the agency or entity whose actions gave rise to the claim or judgment, the plaintiff or claimant, the counsel for the plaintiff or claimant, the amount paid, a description of the facts that gave rise to the claim, the agency that submitted the claim, and any information available on reports generated by the Judgment Fund Payment Search administered by Treasury. If the payment is made to a foreign state, Treasury must also disclose: the method of payment; the currency denomination used for the payment; and the name and location of each financial institution owned or controlled by a foreign state or an agent of a foreign state through which the payment passed, from which the payment was withdrawn, or that is holding the payment. No payments from the fund may be made to a state sponsor of terrorism.

Synthetics Trafficking and Overdose Prevention Act of 2017 or the STOP Act of 2017 This bill amends the Tariff Act of 1930 to make the Postmaster General the consignee (i.e., the entity financially responsible for the receipt of a shipment) for merchandise, excluding documents, imported through the mail into the United States. The Postmaster General must designate licensed customs brokers to file required documents or information for such shipments. The bill amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to impose a customs user fee on postal shipments or any other item valued at $2,000 or less arriving at an international mail facility. The bill amends the Trade Act of 2002 to direct the Department of the Treasury to require the Postmaster General to provide for the advanced electronic transmission to the U.S. Customs and Border Protection of certain information for all postal shipments by the U.S. Postal Service (USPS), including postal shipments it receives from foreign postal operators. The Postmaster General: shall be liable for civil penalties for postal shipment violations committed by a foreign postal operator or the USPS; may be directly or indirectly responsible for discrepancies resulting from omissions made or false information provided by a foreign postal operator or the USPS; and shall ensure that all costs and penalties associated with complying with this bill are recouped from foreign shippers, foreign postal operators, or U.S. ultimate consignees.

Taking Account of Institutions with Low Operation Risk Act of 2017 or the TAILOR Act of 2017 This bill requires federal financial regulatory agencies to: (1) in general, tailor a regulatory action so as to limit the regulatory impact and other burdens on the institutions involved, with consideration of the risk profiles and business models of those institutions; and (2) report to Congress on specific actions taken to do so, as well as on other related issues. The bill's requirements apply not only to future regulatory actions but also to regulations adopted on or after July 21, 2010.

State Veterans Home Adult Day Health Care Improvement Act of 2017 This bill directs the Department of Veterans Affairs (VA) to enter into an agreement or a contract with each state home to pay for medical supervision model adult day health care for a veteran for whom the home is not receiving VA nursing home care payments. The veteran must need such care either specifically for a service-connected disability, or, if not specifically for one, the veteran must have a service-connected disability rated 70% or more. Payment under each agreement or contract between the VA and a state home must equal 65% of the payment that the VA would otherwise pay to the state home if the veteran were receiving nursing home care. "Medical supervision model adult day health care" means adult day health care that includes the coordination of physician services, dental services, the administration of drugs, and such other requirements as the VA may determine.

Sensible Environmental Protection Act of 2017 This bill amends the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to prohibit the Environmental Protection Agency or a state from requiring a permit under the National Pollutant Discharge Elimination System (NPDES) for a discharge of a pesticide from a point source into navigable waters if the discharge is approved under FIFRA. Point source pollution is waste discharged from a distinct place, such as a pipe, channel, or tunnel. The bill establishes exemptions from this prohibition.

Military Widow's Tax Elimination Act of 2017 This bill repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to such pay, except for being under 60 years of age. The Department of Defense is prohibited from recouping certain amounts previously paid to SBP recipients in the form of a retired pay refund. The bill requires (current law authorizes) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. The Secretary concerned shall restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to the surviving child or children of a member.

Federal Land Freedom Act of 2017 This bill authorizes a state with an established oil and gas leasing program to take responsibility from the federal government for leasing and regulating the exploration and development of oil, gas, and other forms of energy on federal land in the state. Any state actions to lease, permit, or regulate oil and gas exploration and development shall not be subject to federal action under certain laws, including the Administrative Procedure Act, the Endangered Species Act of 1973, and the National Environmental Policy Act of 1969. State-issued leases or permits shall provide for the collection and deposit of federal royalties and revenues. A state may collect and retain lease or permit application processing fees.

Fracturing Regulations are Effective in State Hands Act This bill gives states the sole authority to promulgate or enforce any regulation, guidance, or permit requirement regarding hydraulic fracturing on or under any land within their boundaries. Hydraulic fracturing or fracking is a process to extract underground resources such as oil or gas from a geologic formation by injecting water, a propping agent (e.g., sand), and chemical additives into a well under enough pressure to fracture the geological formation. Hydraulic fracturing on federal land must comply with the law of the state in which the land is located.

Stop Settlement Slush Funds Act of 2017 This bill prohibits federal government officials from entering into or enforcing a settlement agreement on behalf of the United States (resolving a civil action, a plea agreement, a deferred prosecution agreement, or a nonprosecution agreement) that provides for a payment or loan to any person or entity other than the United States. The bill provides exceptions to allow payments or loans that: (1) remedy actual harm (including to the environment) caused by the party making the payment or loan, or (2) constitute a payment for services rendered in connection with the case or a payment that a court may order for restitution to victims in certain criminal cases or other persons in plea agreements. Federal government officials or agents who violate this prohibition may be removed from office or required to forfeit to the government any money they hold for such purposes to which they may otherwise be entitled. Federal agencies must report annually for seven years to the Congressional Budget Office about the parties, funding sources, and distribution of funds for their settlement agreements permitted by the exceptions in this bill. Agency inspectors general must report annually to Congress about any of their agency's settlement agreements that violate this bill.

Conscience Protection Act of 2017 This bill amends the Public Health Service Act to codify the prohibition against the federal government and state and local governments that receive federal financial assistance for health-related activities penalizing or discriminating against a health care provider based on the provider's refusal to be involved in, or provide coverage for, abortion. Health care providers include health care professionals, health care facilities, social services providers, health care professional training programs, and health insurers. The Office for Civil Rights of the Department of Health and Human Services, in coordination with the Department of Justice (DOJ), must investigate complaints alleging discrimination based on an individual's religious belief, moral conviction, or refusal to be involved in an abortion. DOJ or any entity adversely affected by such discrimination may obtain equitable or legal relief in a civil action. Administrative remedies do not need to be sought or exhausted prior to commencing an action or granting relief. Such an action may be brought against a governmental entity.

Traditional Cigar Manufacturing and Small Business Jobs Preservation Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to exempt traditional large and premium cigars from regulation by the Food and Drug Administration (FDA) and from user fees assessed on tobacco products by the FDA.
