Stop Enabling Sex Traffickers Act of 2017 This bill amends the Communications Act of 1934 to specify that communications decency provisions protecting providers from liability for the private blocking or screening of offensive material shall not be construed to impair the enforcement of, or limit availability of victim restitution or civil remedies under, state or federal criminal or civil laws relating to sex trafficking of children or sex trafficking by force, fraud, or coercion. The bill amends the federal criminal code to specify that the violation for benefiting from "participation in a venture" engaged in sex trafficking of children, or by force, fraud, or coercion, includes knowing conduct by any person or entity by any means that assists, supports, or facilitates the violation.

Taylor Force Act

Taylor Force Act This bill: (1) calls on the Palestinian Authority's (PA) to stop making payments to terrorists in Israeli prisons and to the families of deceased terrorists as an incentive to commit acts of terror, (2) calls on countries to cease providing direct budgetary assistance to the PA until it stops all such payments, (3) urges the U.S. Permanent Representative to the United Nations (U.N.) and the Department of State to highlight the issue and urge other nations to call for an end to such payments, and (4) expresses support for creation of a general welfare system for all Palestinian citizens. Certain assistance under the Foreign Assistance Act of 1961 that directly benefits the PA may not be made available for the West Bank and Gaza unless the State Department certifies that the PA: is taking steps to end acts of violence against U.S. and Israeli citizens perpetrated by individuals under its jurisdictional control, such as the March 2016 attack that killed former Army officer Taylor Force; has terminated payments for acts of terrorism against U.S. and Israeli citizens to any individual who has been fairly tried and imprisoned for such acts, to any individual who died committing such acts, and to family members of such an individual; and has revoked any law, decree, or document authorizing or implementing a system of compensation for imprisoned individuals that uses the sentence or incarceration period to determine compensation. Certain assistance under such Act for the West Bank and Gaza may not be made available unless the State Department certifies, every 180 days, that the PA is taking verifiable steps to end acts of violence against Israeli and U.S. citizens by individuals under its jurisdictional control.

Viewer and Listener Protection Act of 2017 This bill establishes the Viewer and Listener Protection Fund through FY2022 to reimburse costs incurred by: (1) a multichannel video programming distributor (e.g. cable provider) in order to continue to carry the signal of a broadcast television licensee under specified conditions, and (2) a broadcast television station or broadcast radio station during the ongoing reorganization of the broadcast television spectrum. The Federal Communications Commission (FCC) is directed to modify the transition periods for broadcast television stations that are changing channels or broadcast frequencies as part of the reorganization to ensure their broadcasting is not stopped for a significant amount of time. The FCC shall also make an effort to preserve the coverage area and population served by a broadcast radio station that is impacted by the ongoing broadcast frequency reorganization.

Harry W. Colmery Veterans Educational Assistance Act of 2017 This bill revises education and related benefits provided to veterans, service members, dependents, and survivors. The bill amends the Post-9/11 veterans' educational assistance program to: remove certain time restrictions on program use; increase assistance for reservists, guardsmen, dependents, and surviving spouses and dependents; provide full eligibility for Post-9/11 Purple Heart recipients and certain reservists and guardsmen; provide an extra academic years' worth of benefits for STEM (science, technology, engineering, or mathematics) degree candidates; establish a five-year pilot program for high technology courses; restore eligibility for service members whose school closes in the middle of a semester; authorize funding to improve claims processing; permit assistance to be used at certain institutions that are not institutions of higher education; and pro-rate the housing stipend for reservists called to active duty. The bill authorizes the Edith Nurse Rogers STEM Scholarship to help veterans complete STEM degrees. The Yellow Ribbon program is extended to Fry Scholarship recipients (surviving dependents of service members who died on active duty) and certain Purple Heart recipients. (The Yellow Ribbon program helps veterans pay for higher education tuition and fee costs not covered by the Post-9/11 program.) The bill: (1) extends the Advisory Committee on Education, (2) increases survivors' and dependents' educational assistance, and (3) extends funding for state educational program approving agencies. The bill provides statutory authority for the veterans success of campus program which provides veterans with on-campus educational and vocational counseling. The Department of Veterans Affairs shall: (1) make a new determination regarding each denied veteran's claim for disability compensation in connection with full-body exposure to mustard gas or Lewisite at specified locations during World War II, and (2) presume such exposure unless there is affirmative evidence otherwise.

Wounded Officers Recovery Act of 2017 This bill authorizes the Capitol Police Board to make payments from the United States Capitol Police Memorial Fund to employees of the U.S. Capitol Police who have sustained serious line-of-duty injuries. The board is required to issue specific regulations governing the fund's use for making such payments. These regulations shall ensure that the payments are in addition to, and do not otherwise affect, other forms of compensation payable to the employee, including worker's compensation benefits. The bill requires amounts received by the board in response to the shooting incident at the practice for the Congressional Baseball Game for Charity on June 14, 2017, to be deposited into the fund.

Department of Veterans Affairs Quality Employment Act of 2017 This bill provides that the annual determination of the Veterans Health Administration (VHA) staff shortages shall include shortages for five clinical and five non-clinical occupations for each network. (Such determination currently includes the five occupations for which there are the largest Department of Veterans Affairs [VA]-wide shortages.) The bill establishes in the VA an executive management fellowship program to provide eligible employees of: (1) the Veterans Benefits Administration (VBA) and the VHA with private sector training and experience, and (2) a private-sector entity with VA training and experience. The VA shall: conduct an annual performance plan for each political appointee that is similar to the plan conducted for VA career senior executive employees; establish a single database that lists each vacant VA position that is critical, difficult to fill, or both, and each vacant mental health position; prescribe regulations to allow for excepted service appointments of qualifying students and recent graduates; provide VHA human resources with training on employee recruitment and retention; establish a promotional track system for employees who are technical experts to advance without being required to transition to management positions; develop a program to transition military medical people into VHA employment; develop a plan to hire qualified directors for each medical center without a permanent director; develop a standardized VA exit survey; and ensure that a recruiter for each Veterans Integrated Service Network visits, at least annually, each allopathic and osteopathic teaching institution with a graduate medical education program within the network to recruit individuals to be appointed to VHA positions. The VA may non-competitively appoint a qualified former career or career conditional employee to any VA position within the competitive service that is one grade higher than the position most recently occupied by the employee.

Modernizing Recreational Fisheries Management Act of 2018

Modernizing Recreational Fisheries Management Act of 2017 This bill requires the National Oceanic and Atmospheric Administration (NOAA) to enter into an arrangement with the National Academy of Sciences to conduct a study of the South Atlantic and Gulf of Mexico mixed-use fisheries. The bill authorizes a regional fishery management council to use alternative fishery management measures in developing a fishery management plan for a recreational fishery or the recreational component of a mixed-use fishery. The bill establishes a temporary moratorium on any new limited access privilege programs (programs whereby limited access privileges to harvest a portion of the total allowable catch in a fishery are issued by federal permit) in mixed-use fisheries under the jurisdiction of the South Atlantic or Gulf of Mexico Fishery Management Councils. Additionally, the bill establishes exemptions from annual catch limit requirements for certain fisheries. NOAA must follow certain guidelines before issuing a new exempted fishing permit. NOAA must develop a report on facilitating greater incorporation of data, analysis, stock assessments, and surveys from state agencies and nongovernmental sources into fisheries management decisions. NOAA must also establish partnerships with states and make grants to improve recreational fisheries data collection.

Hunting Heritage and Environmental Legacy Preservation for Wildlife Act or the HELP for Wildlife Act This bill revises a variety of existing programs to expand access to, and opportunities for, hunting, fishing, and recreational shooting. The bill reauthorizes through FY2022 the North American Wetlands Conservation Act, the National Fish and Wildlife Foundation Establishment Act, the Neotropical Migratory Bird Conservation Act, and the Chesapeake Bay Program. It also reauthorizes through FY2023 the Chesapeake Bay Gateways and Watertrails Network and the Chesapeake Bay Gateways Grants Assistance Program. The proportion of funding from the Pittman-Robertson Wildlife Restoration Act that states may use for public target ranges is increased. The bill revises standards for determining what a baited area is for purposes of the prohibition on taking migratory game birds. The Department of the Interior must reissue two rules that removed protections under the Endangered Species Act of 1973 for the gray wolf populations located in the western Great Lakes (all of Wisconsin, Michigan, and Minnesota, as well as portions of North Dakota, South Dakota, Iowa, Illinois, Indiana, and Ohio) and Wyoming. Interior's prior rules that removed the protections were overruled by district courts. Components of firearms and ammunition and sport fishing equipment and its components (such as lead sinkers) are exempted from regulations of chemical substances under the Toxic Substances Control Act. The National Fish Habitat Board is established to: (1) promote, oversee, and coordinate the implementation of the National Fish Habitat Action Plan; (2) establish national goals and priorities for fish habitat conservation; (3) recommend the designation of Fish Habitat Partnerships; and (4) review and make recommendations regarding fish habitat conservation projects.

Transparency and Honesty in Energy Regulations Act of 2017 This bill prohibits the Department of Energy, the Environmental Protection Agency (EPA), the Department of the Interior, the Department of Transportation, and the Council on Environmental Quality from considering the social cost of carbon, methane, nitrous oxide, or greenhouse gas as part of any cost benefit analysis in the rule making process, unless a federal law is enacted authorizing such consideration. They may also consider those social costs if they use an estimate that: (1) complies with the requirements of the "Circular A-4" document of the Office of Management and Budget (OMB), (2) uses only the discount rates specified in that document, (3) considers only the domestic costs and benefits of the activity, and (4) has been reviewed by the OMB for compliance with the circular A-4 document and consistency across federal agencies. The EPA must report on the number of proposed and final rulemakings, guidance documents, and agency actions since January 2009 that use those social costs, including as part of any cost benefit analysis required under Executive Order 12866 or other relevant authority.

Diesel Emissions Reduction Act of 2017

Diesel Emissions Reduction Act of 2017 This bill amends the Energy Policy Act of 2005 to reauthorize through FY2022 a diesel emissions reduction program. The program authorizes the Environmental Protection Agency (EPA) to provide grants, rebates, or loans for reducing diesel emissions from certain diesel vehicles or fleets by retrofitting or replacing their engines. The bill modifies requirements governing how the EPA must prioritize projects when providing grants, rebates, and loans. Specifically, the EPA must recognize differences in how vehicles, engines, equipment, and fleets are used across the country as it prioritizes projects that include certified engine configurations, verified technologies, or emerging technologies that have a long expected useful life. Under current law, the EPA must use a certain percentage of the funds made available for the program to support state administered programs for reducing diesel emissions. If a state does not quality for funds, then the funds for the unqualified state must be reallocated to qualified states. This bill requires the funds for the unqualified state to be reallocated to the national diesel emissions reduction program.

Jobs for Our Heroes Act This bill amends the FAST Act to require the medical professional who may perform a medical examination and provide a medical certificate for purposes of compliance with requirements for operation by a veteran of a commercial motor vehicle to be a "qualified examiner" who: is employed by the Department of Veterans Affairs as a medical professional; and is licensed, certified, or registered in a state to perform physical examinations. The bill applies commercial driver's license standards for former members of the Armed Forces or reserves to current members of the Armed Forces or reserves. The bill allows such covered individuals who have experience in driving vehicles similar to a commercial motor vehicle while serving in the Armed Forces or reserves to apply for an exemption from all or a portion of federal commercial motor vehicle driving test requirements.

Forward Looking Investment in General Aviation, Hangars, and Tarmacs Act of 2017 or the FLIGHT Act of 2017 This bill revises general aviation apportionments by: (1) providing at least 4% of entitlement funding to airports designated as disaster relief airports, (2) increasing the period of availability of apportioned funds, (3) increasing the federal government's share of project costs for certain airports to 95%, and (4) allowing the use of non apportioned funds for general aviation airport grants. DOT shall: (1) implement an expedited and coordinated environmental review process for general aviation airport construction or improvement projects; and (2) establish a public-private partnership program for building or improving hangars, businesses, or other facilities at general aviation airports and privately owned airports for public use that do not have scheduled air service. The bill requires DOT to designate certain airports as disaster relief airports, including regional reliever airports, airports within a reasonable distance of a hospital or transplant or trauma center, or airports in a region prone to natural disasters. The bill treats the construction of certain aircraft used exclusively for recreational purposes as an "aeronautical activity" for purposes of airport improvement grants.

Included among these are provisions concerning: restitution for victims; funding of investigations of offenses relating to sexual abuse of children; grants to states and localities and other entities for victim service assistance; training of health, victim service, and federal law enforcement personnel, including through the use of a victim screening protocol by the Department of Homeland Security; penalties imposed for slavery offenses, sex trafficking of children, and repeat convictions for transportation for illegal sexual activity and related crimes; travel for the purpose of engaging in any illicit sexual conduct; designation of additional Department of Justice resources for prosecution and service coordination; penalties for offenses involving organized human trafficking, sexual abuse, sexual exploitation, or transportation for prostitution or any illegal sexual activity; and studies of the physical and psychological effects of serious harm to victims.

Welfare Reform and Upward Mobility Act This bill requires the President to include in the annual budget proposal the total level of means-tested welfare spending by the federal, state, and local governments for the most recent fiscal year for which such data is available, and estimated levels for the current and 10 ensuing fiscal years. For each of FY2019-FY2029 each state that receives means-tested welfare spending by the federal government shall report annually to the Congressional Budget Office on the total amount of such spending by the state for the fiscal year. The Congressional Budget Act of 1974 is amended to define means-tested welfare spending as spending for any federal program designed specifically to give assistance or benefits exclusively to low-income Americans. The refundable portion of certain tax credits shall also be means-tested welfare spending, as well as the refundable portion of the premium and out-of-pocket health care subsidies to be paid under the Patient Protection and Affordable Health Care Act. The bill revises work eligibility requirements under the Supplemental Nutrition Assistance Program. Part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act is amended to create the work preparation program for TANF families. The bill eliminates separate participation rate requirements for two-parent families. No federal funds shall be made available to carry out any means-tested housing program, but states may receive grants to fund their own housing programs. The bill prohibits funding for abortions and for health benefits that cover abortion, including certain tax credits, except where the pregnancy results from rape or incest or in certain other health cases.

Enhancing Veteran Care Act

The VA shall delegate such authority to the Veterans Integrated Service Network (VISN) in which the medical center is located or to the director of such medical center.

Advancing America's Missile Defense Act of 2017

Advancing America's Missile Defense Act of 2017 This bill directs the Missile Defense Agency (MDA) to use Department of Defense (DOD) policies to accelerate the development, testing, and fielding of the redesigned kill vehicle, the multi-object kill vehicle, the C3 booster, a space-based sensor layer, an airborne laser on unmanned aerial vehicles, and an additional missile defense site, including the completion of any outstanding environmental impact statements for an additional missile defense site on the east coast or in the midwest regions of the United States. DOD shall, subject to National Missile Defense funding, increase the number of U.S. ground-based interceptors by 28. The MDA shall report to Congress on: (1) infrastructure requirements to increase the number of ground-based interceptors at Missile Field 1 and Missile Field 2 at Fort Greely to 20 ground-based interceptors each, (2) increasing the capacity of the ground-based mid-course defense element of the ballistic missile defense system, (3) the status of the integrated layers of missile defense radars, and (4) a revised missile defense testing campaign plan that accelerates the development and deployment of new missile defense technologies. DOD, by December 31, 2021, shall: (1) execute any requisite construction to ensure that such missile fields or alternative fields at Fort Greely are capable of supporting and sustaining additional ground-based interceptors, (2) deploy 14 additional ground-based interceptors to field 1 or an alternative field at as soon as technically feasible, and (3) identify a ground-based interceptor stockpile storage site for a minimum of 14 ground-based interceptors. The MDA shall develop, test, and deploy a highly reliable space-based missile defense sensor architecture for the ground-based midcourse defense system that provides specified functions and capabilities.

Vulnerable Children and Families Act of 2017 This bill redesignates the Office of Children's Issues of the Department of State as the Office of Vulnerable Children and Family Security (VCFS). The President shall appoint an Ambassador-at-Large to promote: (1) oversight of the VCFS; (2) the implementation in foreign countries of child welfare laws and policies in keeping with the goals of the United States Government Action Plan on Children in Adversity; and (3) addressing the gap in U.S. diplomacy, policy, and operations regarding permanent family care for children living without families. The Ambassador-at-Large shall: (1) advise the State Department and the President about vulnerable children and family security in foreign countries; (2) represent the United States regarding international child welfare, family preservation and reunification, and provision of permanent, safe parental care; (3) develop related policies and programs; and (4) submit an annual report on implementation of such action plan. The bill provides the VCFS with lead responsibility for: (1) representing the U.S. government regarding intercountry adoptions, and (2) determining whether a country has met its obligations under the Hague Convention of Protection of Children and Cooperation in Respect of Inter-Country Adoption and is eligible to participate in intercountry adoptions in accordance with U.S. law. The Foreign Assistance Act of 1961 is amended to: (1) include in the annual country reports on human rights practices information on the conditions of children living in orphanages and group homes, and (2) repeal certain provisions providing assistance for orphans and other vulnerable children. The Special Advisor for Assistance to Orphans and Vulnerable Children shall work with the Ambassador-at-Large to ensure that U.S. assistance and development programs are focused on: child development through the integration of health, nutrition, and family support; facilitating government efforts to protect children from violence, exploitation, and neglect; building integrated child welfare and protection systems; and integrating such objectives with U.S. government agencies.

Clean Safe Reliable Water Infrastructure Act This bill urges Congress to provide robust funding of capitalization grants to states for state drinking water revolving funds and state clean water revolving funds. The bill amends the Safe Drinking Water Act to: (1) make the implementation of source water protection plans an eligible use of assistance from a drinking water state revolving fund; and (2) apply requirements concerning the selection of architects and engineers to contracts funded by state revolving funds, if the assistance is for a community with a population of more than 10,000. The bill provides statutory authority for the Environmental Protection Agency's WaterSense Program that allows water-efficient products, buildings, landscapes, facilities, processes, and services to bear a "WaterSense" label. The bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to revise and reauthorize through FY2021 the grant program for addressing combined sewer overflows, sanitary sewer overflows, and stormwater discharges.

Department of Veterans Affairs Accountability and Whistleblower Protection Act of 2017 This bill establishes in the Department of Veterans Affairs (VA) the Office of Accountability and Whistleblower Protection, to be headed by the Assistant Secretary for Accountability and Whistleblower Protection. The VA shall develop criteria to promote supervisory protection of whistle-blowers and provide supervisors with related training. The bill revises VA authority to remove certain employees or senior executives for reasons of misconduct or performance, including by permitting such individuals to be demoted or suspended. The VA: (1) shall reduce the federal annuity of a removed individual who is convicted of a felony that influenced his or her performance while employed in such position, and (2) may reduce the federal annuity of a retired individual who was convicted of such a felony but who left the VA before final action was taken. The VA may recoup an award, a bonus, or relocation expenses paid to an employee under specified circumstances. The VA may directly appoint medical center directors and Veterans Integrated Service Network directors. The bill revises time periods for adverse action reviews with respect to physicians, dentists, podiatrists, chiropractors, optometrists, registered nurses, physician assistants, and expanded-function dental auxiliaries. The VA shall: (1) assess the effect of the enactment of this bill on the hiring, promotion, retention, and productivity of individuals in senior executive positions; and (2) collect information on the outcomes and effectiveness of disciplinary actions carried out during the three-year period ending on the date of enactment of this bill.

Community Lending Enhancement and Regulatory Relief Act of 2017 or the CLEAR Relief Act of 2017 This bill amends the Sarbanes-Oxley Act of 2002 to exempt from specified reporting and attestation requirements a community bank with assets of $1 billion or less. The bill amends the Truth in Lending Act to exempt from certain escrow requirements and residential mortgage loan standards a residential mortgage loan held by a depository institution with assets of $10 billion or less. The bill further amends that Act, as well as the Consumer Protection Act of 2010, to exempt certain creditors from specified disclosure requirements. In addition, the bill amends the Bank Holding Company Act of 1956 to exempt from the Volcker Rule a depository institution with assets of $10 billion or less. (The Volcker Rule prohibits banking agencies from engaging in proprietary trading or entering into certain relationships with hedge funds and private-equity funds.)
