Federal Emergency Management Advancement Act of 2007 or the FEMA Act - Reestablishes the Federal Emergency Management Agency (FEMA) as an independent establishment in the executive branch. Requires FEMA to be headed by a Director appointed by the President, with the advice and consent of the Senate. Designates the Director as the principal advisor to the President, the Homeland Security Council, and the Secretary of Homeland Security for all matters relating to emergency management in the United States. Directs the President to designate the Director to serve as a Cabinet member in the event of specified disasters. Establishes as FEMA's primary mission to reduce the loss of life and property and protect the nation from all hazards, including natural and man-made disasters, through a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation. Prescribes the Director's responsibilities. Provides for 10 regional offices. Requires each Regional Administrator to: (1) establish a Regional Advisory Council; and (2) oversee multi-agency strike teams. Establishes a National Operations Center. Requires the Director to: (1) establish Area Offices in appropriate Regional Offices; (2) defer to substantiating documentation submitted by states in determining the duration of a major disaster and in establishing the eligibility period for assistance; (3) establish and implement the voluntary private sector preparedness accreditation and certification program; (4) ensure that the National Response Plan provides for a clear chain of command to lead and coordinate the federal response to disasters; and (5) enter into a memorandum of understanding with specified individuals to collaborate on developing standards for deployment capabilities. Transfers specified functions and personnel to FEMA. Authorizes the Director of the Office of Management and Budget (OMB) to make necessary determinations regarding such functions and incidental dispositions of personnel, assets, and property.

Disapproves a specified rule submitted by the Centers for Medicare & Medicaid Services of the Department of Health and Human Services relating to Medicare coverage for the use of erythropoiesis stimulating agents in cancer and related neoplastic conditions. Declares that such rule shall have no force or effect.

More Children, More Choices Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to require a state SCHIP plan to specify how it will achieve coverage for 90% of targeted low-income children. Prohibits SCHIP payment for children with family income above 250% of the applicable poverty line. Sets forth special rules for SCHIP payment for children with family income above 200% of the applicable poverty line. Provides for standardization of income determinations. Applies citizenship documentation requirements to SCHIP beneficiaries, and increases the federal matching rate for citizenship documentation enforcement under SSA title XIX (Medicaid) and SCHIP. Places limitations on SCHIP eligibility based on substantial net assets. Requires state SCHIP plans to describe how they will provide for targeted low-income children covered under a group health plan. Revises federal financial participation requirements for employer-sponsored insurance. Requires the offering of alternative coverage options under SCHIP. Changes the allotment distribution formula for allotments to the states and the District of Columbia, particularly for targeted low-income children and pregnant women. Prohibits redistribution of unused allotments. Reauthorizes the SCHIP program through FY2012 at increased levels. Directs the Secretary of Health and Human Services to make grants to eligible entities to improve outreach to and enrollment of eligible children. Amends the Internal Revenue Code to allow: (1) a limited tax credit for qualified health insurance for any dependent child; and (2) advance payment to insurance providers of health insurance credit for purchasers of such insurance. Directs the Secretary to establish a State Health Innovation Commission to make grants to states for innovative health reform projects. Expresses the sense of the Senate that any increases in federal budget outlays resulting from this Act be fully offset by reductions in federal budget outlays, and that any reductions in federal revenues resulting from this Act be fully offset.

Saffron Revolution Support Act of 2007 - States that it is U.S. policy to: (1) support the democratic aspirations of Burma's people; (2) condemn the repression carried out by the State Peace and Development Council (SPDC); and (3) hold accountable individuals responsible for the repression of peaceful political activity in Burma. Directs the President to submit to the appropriate congressional committees a list of: (1) SPDC officials who play or have played a substantial role in political repression in Burma or in the commission of human rights abuses; and (2) other Burmese SPDC supporters. Subjects persons so identified to U.S. entry prohibition and financial sanctions (blocked property, financial transaction prohibitions, and banking sanctions). Terminates such prohibitions upon a presidential certification to the committees that the SPDC has: (1) released all political prisoners, including Aung San Suu Kyi and other members of the National League for Democracy; (2) entered into a dialogue with democratic forces led by the National League for Democracy and the ethnic minorities of Burma on transitioning to democratic government; and (3) allowed humanitarian access to populations affected by armed conflict in all regions of Burma. Amends the the Burmese Freedom and Democracy Act of 2003 to prohibit the importation into the United States of Burmese gems, teak, or other hardwood timber. Prohibits any U.S. person (as defined by this Act) from investing in Burma. Authorizes: (1) the Secretary of State to award grants to nongovernmental organizations, universities, and other organizations to establish an Internet database of SPDC human rights abuses; and (2) the President to assist nonviolent democracy activists in their efforts to promote freedom, democracy, and human rights in Burma. Directs the Secretary to report to the appropriate committees respecting countries that provide military aid to Burma.

Mental Health Improvements Act of 2007 - Directs the Secretary of Veterans Affairs to ensure the provision of specified substance use disorder treatment services at each Department of Veterans Affairs (VA) medical center and community-based outpatient clinic. Requires the Secretary to ensure that treatment for a substance use disorder and a comorbid mental health disorder is provided concurrently by a team of experienced clinicians. Requires the Secretary to: (1) carry out a program of enhanced care and treatment for veterans with substance use disorders and post-traumatic stress disorder (PTSD); and (2) establish at least six national centers of excellence on PTSD and substance use disorders. Requires a report on residential mental health care facilities of the Veterans Health Administration (VHA). Pays tribute to Justin Bailey. Requires a: (1) pilot program on peer outreach and support services, readjustment counseling services, and other mental health services for veterans of Operations Iraqi Freedom and Enduring Freedom; (2) program of research into comorbid PTSD and substance use disorder; and (3) pilot program on the provision of readjustment and transition assistance to veterans and their families in cooperation with Vet Centers.

NASA 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Challenger Center for Space Science Education; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

NOAA Scholarship Act of 2007 - Authorizes the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to establish a Science and Technology Scholarship Program to award scholarships to students at institutions of higher education to recruit and prepare them for careers in the National Weather Service and in NOAA marine research, atmospheric research, and satellite programs. Sets forth provisions governing such Program.

Expresses sympathy for the victims of the devastating thunderstorms that caused severe flooding during August 2007 in Illinois, Iowa, Minnesota, Ohio, and Wisconsin and conveys gratitude to the officials and emergency personnel who responded swiftly to the crisis. Recognizes the generous support of citizens, local businesses, the American Red Cross, the United Way, Catholic Charities, and the Salvation Army. Reaffirms support for helping the victims rebuild.

Authorizes the Administrator of the Environmental Protection Agency (EPA) to accept, as part of a settlement of any alleged violations of environmental law, diesel emissions reduction Supplemental Environmental Projects if the projects: (1) protect human health or the environment; (2) are related to the underlying alleged violations; (3) do not constitute activities that the defendant would otherwise be legally required to perform; and (4) do not provide funds for EPA's staff or for contractors to carry out EPA's internal operations.

Kids First Act - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to revise, reauthorize, and extend the SCHIP program through FY2012 at increased levels. Provides for determination of allotments for the 50 states and the District of Columbia based on expenditures and numbers of low-income children. Sets limitations on matching rates for populations other than targeted low-income children or pregnant women covered through a Section 1115 waiver. Prohibits the Secretary of Health and Human Services from approving, extending, renewing, or amending a waiver, experimental, pilot, or demonstration project with respect to a state after the enactment of this Act that would allow funds made available under SCHIP to be used to provide child health assistance or other health benefits coverage for any other adult other than a pregnant woman whose family income does not exceed the income eligibility level specified for a targeted low-income child in that state under a waiver or approved project. Requires a state to determine family income eligibility for child health assistance or other health benefits coverage under the state child health plan solely on the basis of the family's gross income. Directs the Secretary to award grants to eligible entities to conduct outreach and enrollment efforts designed to increase the enrollment and participation of eligible children under SCHIP and SSA title XIX (Medicaid). Allows a state to elect to offer a premium assistance subsidy for qualified employer sponsored coverage to all targeted low-income children eligible for child health assistance. Allows any state the option to include an unborn child as a child under SCHIP. Repeals current federal payment rates at different specified percentages for different specified aspects of Medicaid administrative costs to prescribe a flat 50% rate for all such costs. Requires a 25% reduction in payments for Medicaid administrative costs (to prevent duplication of such payments under part A (Temporary Assistance for Needy Families) (TANF) of SSA title IV).

Expresses the sense of Congress that: (1) restrictions on U.S. visits by high-level elected and appointed officials of Taiwan, including the President of Taiwan, should be lifted; (2) the United States should allow direct Cabinet level exchanges in order to strengthen a policy dialogue with Taiwan; and (3) it is in the U.S. national interest to strengthen links with the democratically-elected government of Taiwan and demonstrate stronger support for democracy in the Asia-Pacific region.

American Veterans Disabled for Life Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 silver coins in commemoration of disabled American veterans and emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to calendar year 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

SCHIP Extension Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to: (1) extend SCHIP through FY2008 and the first six months of FY2009; (2) provide additional allotments to states to address SCHIP funding shortfalls for the same period of time; and (3) authorize qualifying states to elect to receive the enhanced portion of the SCHIP matching rate for coverage of certain children under SSA title XIX (Medicaid).

Ultrasound Informed Consent Act - Amends the Public Health Service Act to require abortion providers, before a woman gives informed consent to any part of an abortion, to perform an obstetric ultrasound on the pregnant woman, explain the results, display the ultrasound images so the woman may view them, and provide a medical description of the ultrasound images, including the dimensions of the embryo or fetus and the presence of external members and internal organs, if present and viewable. Provides for: (1) civil penalties for willful failure to comply; and (2) a medical emergency exception. Prohibits construing this Act to require a woman to view the images or penalizing the physician or the women if she refuses to look at the images.

Combat Methamphetamine Enhancement Act of 2007 - Amends the Controlled Substances Act to: (1) require all regulated sellers and persons dealing in certain listed chemicals used to make methamphetamine to file self-certifications with the Attorney General in compliance with such Act; (2) require the Attorney General to publish a list of all self-certified persons on the website of the Drug Enforcement Administration (DEA); (3) restrict distributors of listed chemicals from selling to individuals other than self-certified regulated sellers or persons; and (4) impose penalties for negligent failure to self-certify.

Recreational Boating Act of 2007 - Amends the Federal Water Pollution Control Act (popularly known as the Clean Water Act) to redefine the term "pollutant" to exclude any deck runoff from a recreational vessel, any engine cooling water, gray water, bilge water effluent from a properly functioning recreational marine engine, laundry, shower, and galley sink waste from a recreational vessel, or any other discharge incidental to the normal operation of a recreational vessel. Declares that such exclusion does not apply to rubbish, trash, garbage, or any other similar material discharged overboard by a recreational vessel. Defines "recreational vessel" to mean a vessel that is: (1) manufactured for operation, or operated primarily for recreational purposes; or (2) leased, rented, or chartered to an individual for recreational purposes.

Medicare Anesthesiology Teaching Funding Restoration Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to part B (Supplementary Medical Insurance) to set forth a special payment rule of 100% of the fee schedule amount for teaching anesthesiologists involved in the training of physician residents, if certain presence and availability requirements are met.

Tropical Forest and Coral Conservation Reauthorization Act of 2007 - Renames the Tropical Forest Conservation Act of 1998 as The Tropical Forest and Coral Conservation Act of 2007 (Act). Includes tropical forests and coral reefs and associated coastal marine ecosystems within the scope of such Act. Renames the Tropical Forest Facility as the Conservation Facility. Authorizes U.S. government representation on the administering body that oversees the implementation of grants from a debt-for-nature swap or debt buy-back regardless of whether the United States is a party to any agreement between the eligible purchaser and the government of the beneficiary country. Requires U.S. government and beneficiary country government review of Conservation Fund grants in excess of $250,000. Repeals Enterprise of the Americas Board authority to carry out activities under the Act.

Water Security Act of 2007 - Authorizes the Administrator of the Environmental Protection Agency (EPA) to provide grants for: (1) vulnerability assessments of publicly owned treatment works or community water systems; (2) implementation of security enhancements; (3) the development, expansion, or upgrading of emergency response and site security plans; and (4) the voluntary creation of mutual aid and emergency network preparedness agreements. Authorizes grants for security enhancements of treatment works and community water systems that meet specified certification requirements. Prescribes disclosure limits and protections for vulnerability assessments. Limits the federal cost share of an activity funded under this Act to 50%. Authorizes the Administrator to: (1) provide technical guidance to small publicly owned treatment works and small community water systems (serving fewer than 10,000 individuals) for conducting vulnerability assessments, emergency response plans, or site security plans and for implementing security enhancements; and (2) make grants to qualifying nonprofit organizations to improve assessment methodologies and tools and to implement a comprehensive training program. Requires the Administrator to research and review: (1) means of providing alternative processes to convey, treat, and dispose of wastewater and to treat and deliver drinking water if a disruption of service event occurs; (2) means by which a distribution system of a community water system could be compromised to allow the delivery of any hazardous chemical or substance; (3) methods for monitoring a collection system for hazardous substances and unauthorized entry; and (4) strategies for recovery from, and restoration of services after, such an event.

Justice for Victims of State Sponsored Terrorism Act - Amends the federal judicial code to expand the rights of victims of state-sponsored terrorism by: (1) denying foreign states that support terrorism immunity from the jurisdiction of U.S. courts for cases involving personal injury or death related to the terrorist activities of its officials, employees, or agents; (2) allowing certain nationals of the United States, members of the Armed Forces, and federal employees or contractors a private cause of action against a foreign state designated as a state sponsor of terrorism; (3) making foreign states vicariously liable for the actions of their officials, employees, or agents; (4) limiting appeals in cases against foreign states involving terrorist-related injuries; and (5) establishing a pending lien against property of a foreign state sponsor of terrorism upon the initiation of legal action in the United States against such state.

Establishes the Commission on Congressional Budgetary Accountability and Review of Federal Agencies. Directs the President to: (1) designate two Commission co-chairpersons; (2) establish a systematic method for assessing the effectiveness and accountability of agency programs; (3) divide such programs into four equal budgetary parts; (4) submit to the Commission annual assessments of the programs within each part (one each year) that use such method; and (5) identify common performance measures for programs having similar functions and provide the Commission with data on such measures. Requires the Commission to: (1) evaluate executive agencies and their programs identified in each assessment; (2) consider submitted assessments in evaluating programs; and (3) submit to Congress each of the next four years a plan recommending agencies and programs that should be realigned or eliminated and proposing implementing legislation. Provides for expedited consideration of such legislation.

Designates September 2007 as National Prostate Cancer Awareness Month. Declares that the federal government has a responsibility to: (1) raise awareness about prostate cancer screening and treatment; (2) increase funding for prostate cancer research; and (3) improve access to, and the quality of, health care services for detecting and treating prostate cancer.

Requires the Administrator of the Environmental Protection Agency (EPA) to study the feasibility of increasing consumption in the United States of ethanol-blended gasoline with levels of ethanol of not less than 10% and not more than 40%. Requires the study to evaluate: (1) production and infrastructure constraints on increasing consumption; (2) the economic, market, and energy impacts of state and regional differences in ethanol blends and of separate and distinctly-labeled fuel storage facilities and dispensers; (3) the environmental impacts of mid-level ethanol blends on evaporative and exhaust emissions from, and on the operation, durability and performance of, on-road, off-road, and marine engines, recreational boats, vehicles, and equipment (engines); and (4) the safety impacts of mid-level ethanol blends on consumers that own and operate such engines. Amends the Clean Air Act to authorize the Administrator to approve an application to waive specified prohibitions concerning new fuels and fuel additives only after providing for notice and an opportunity for public comment (repeals a provision treating an application as granted if the Adminsitrator fails to act on it within 180 days).

Pharmacist Access and Recognition in Medicare (PhARM) Act of 2007 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require prompt payment of clean claims to pharmacies by prescription drug plans and Medicare Advantage prescription drug plans. Defines prompt payment as within 14 days from submission for claims submitted electronically, and within 30 days for claims submitted otherwise. Requires payment of interest, also, if a payment is not issued, mailed, or otherwise transmitted within the applicable number of calendar days. Prohibits a Medicare prescription drug card issued by a prescription drug plan sponsor from displaying the name, brand, or trademark (co-branding) of any pharmacy. Revises requirements for a covered medication therapy management program, allowing it to be furnished by a health care provider, other than a pharmacist, with advanced training in medication management. Requires the Secretary of Health and Human Services to specify: (1) the population of part D eligible individuals appropriate for services under a medication therapy management program, based on certain characteristics; and (2) a minimum defined package of medication therapy management services that shall be provided to each enrollee. Revises requirements for pharmacy fees. Directs the Secretary to establish: (1) a two-year demonstration program to examine the impact of medication therapy management furnished by a pharmacist in a community-based or ambulatory-based setting on quality of care, spending, and patient health; and (2) a Best Practices Commission to develop a best practices model for medication therapy management.

Clean Air Attainment Enforcement Act - Amends the Clean Air Act to declare that if a state in which a covered (nonattainment) area is located does not submit a required implementation plan (for achieving and maintaining national ambient air quality standards), the Administrator of the Environmental Protection Agency (EPA): (1) shall not have discretion to select whether highway and emission offset sanctions will be imposed on the covered area; and (2) shall impose such sanctions, with a specified exception regarding the emission offset requirements. Requires implementation plan revisions relating to the attainment plans for serious, severe, and extreme areas to require each major stationary source located in a covered area that emits VOCs (volatile organic compounds) or NOx (oxides of nitrogen) to pay the Administrator a fee as a penalty for the failure to attain the standard for ozone by the attainment date. Requires the Administrator: (1) upon approval of a state implementation plan, to annually determine whether a covered area is making sufficient progress to achieve attainment; (2) to impose on each major stationary source located in the covered area a penalty for failure to meet a national primary ambient air quality standard for ozone; and (3) to suspend the imposition of such penalties if a covered area is making sufficient progress for the current calendar year. Requires such fees and actions by the Administrator with respect to implementation plan revision requirements for major stationary sources that emit PM2.5 (particulate matter with a diameter less than or equal to 2.5 micrometers).

Broadcaster Freedom Act of 2007 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC), notwithstanding any other provision of any Act, from having the authority to require broadcasters to present opposing viewpoints on controversial issues of public importance, commonly referred to as the Fairness Doctrine.

Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007 to eliminate the requirement that forage producers must participate in the insurance pilot program or the noninsured crop disaster assistance program in order to receive crop disaster and livestock assistance.

Convention on Supplementary Compensation for Nuclear Damage Contingent Cost Allocation Act - Declares that certain funds designated under provisions (commonly known as the Price-Anderson Act) of the Atomic Energy Act of 1954 to provide indemnification shall be used to cover the contingent cost resulting from any nuclear incident for which such funds would be available to compensate for public liability (Price-Anderson incident). States that certain funds made available to the United States under the Convention on Supplementary Compensation for Nuclear Damage shall be used to satisfy public liability resulting from a Price-Anderson incident. Requires participation by each nuclear supplier in a retrospective risk pooling program to cover the contingent cost resulting from a nuclear incident outside the United States that is not a Price-Anderson incident. Requires the Secretary of Energy to report to Congress every five years on whether there is a need for continuation or amendment of this Act.

Requires such program to: (1) ensure centralized responsibility for the coordination of geothermal heat pump recommendations, practices, and activities of all relevant federal agencies; (2) provide technical assistance and operational guidance to tenants to achieve maximum feasible replacement of existing heating and cooling technologies with geothermal heat pump technologies within five years; and (3) establish methods to track the success of federal agencies with respect to that goal. Requires the Administrator to: (1) review the current use of geothermal heat pump technologies in GSA facilities and the availability of such technologies to facility managers; and (2) establish an acceleration program to achieve maximum feasible replacement of existing heating and cooling technologies with geothermal heat pump technologies in each GSA facility. Requires the Administrator to: (1) ensure that a manager responsible for accelerating the use of geothermal heat pump technologies is designated for each GSA geothermal heat pump technologies and practices facility; and (2) submit to Congress a plan for implementing, within five years, geothermal heat pump technologies and practices at GSA facilities.

Protection against United Nations Taxation Act of 2007, PUNT Act of 2007, or Helms-Biden Reauthorization Act of 2007 - Requires the withholding of 20% of U.S. contributions to the regular budget of the United Nations and other applicable international organizations until the President certifies that neither the United Nations (or U.N. agencies) nor any other international organization has authority under U.S. law to impose, or has imposed or proposed, taxes or fees on the U.S. government, states, or U.S. corporations or nationals. States that such provision shall not apply to: (1) fees for publications or other fees that are not tantamount to a tax on U.S. citizens; (2) the World Intellectual Property Organization; or (3) staff assessment costs of the United Nations and its agencies.

Empowerment Zone and Renewal Community Enhancement Act of 2007 - Amends Internal Revenue Code provisions relating to tax-preferred empowerment zones, rural enterprise communities, and renewal communities to: (1) extend the period of designation for such areas through 2015; (2) provide a safe harbor standard for employee residency requirements in empowerment zones; (3) eliminate certain residency requirements for the empowerment zone employment tax credit; (4) grant authority to expand the boundaries of empowerment zones and enterprise communities, including those located in rural areas; (5) allow carryovers of unused expensing allowances for enterprise zone businesses; (6) allow certain empowerment zone businesses to elect to receive payments in lieu of tax benefits; (7) allow federal guarantees and tax exemptions for enterprise zones and renewal communities; and (8) allow the issuance of tax-exempt rural enterprise community bonds.

Craig Thomas Rural Hospital and Provider Equity Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to: (1) the Medicare disproportionate share hospital (DSH) adjustment for rural hospitals; (2) revision of the temporary increase in payments to certain rural hospitals (Medicare hold harmless provision); (3) the definition of low-volume hospital for purposes of the Medicare inpatient hospital payment adjustment; (4) Medicare wage index reclassifications for certain hospitals; (5) Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospitals in certain rural areas; (6) critical access hospitals; (7) the capital infrastructure revolving loan program; (8) the Medicare incentive payment program for physician scarcity areas; (9) the 1.00 floor on Medicare work geographic adjustment to payments for physician services; (10) Medicare home health care planning; (11) rural health clinics; (12) community health center collaborative access; (13) the temporary Medicare payment increase for home health services furnished in a rural area; (14) increased Medicare payments for rural ground ambulance services; and (15) coverage of marriage and family therapist services and mental health counselor services under Medicare part B (Supplementary Medical Insurance). Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to provide for the extension of treatment of certain physician pathology services under Medicare. Directs the Secretary of Health and Human Services to: (1) conduct pilot projects to provide incentives to home health agencies to utilize remote home monitoring and communications technologies; and (2) facilitate the provision of telehealth services across state lines.

Children's Access to Reconstructive Evaluation and Surgery Act or the CARES Act - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to require a group health plan that covers surgical benefits to also cover outpatient and inpatient diagnosis and treatment of a child's congenital or developmental deformity, disease, or injury. Requires that such coverage: (1) be subject to pre-authorization or pre-certification requirements of the plan or issuer; and (2) include any surgical treatment deemed by the treating physician to be medically necessary to approximate a normal appearance. Defines "treatment" to include reconstructive surgical procedures that are performed on abnormal structures of the body caused by congenital defects, abnormalities, trauma, infection, tumors, or disease, including: (1) procedures that do not materially affect the function of the body part being treated; and (2) procedures for secondary conditions and follow-up treatment. Excludes cosmetic surgery performed to reshape normal structures of the body to improve appearance or self-esteem.

Amends the Oil Pollution Act of 1990 to direct the President to provide to designated congressional committees an audit conducted by the Comptroller General that includes an accounting of funds from the Oil Spill Liability Trust Fund in excess of $100,000 that are: (1) disbursed by the National Pollution Funds Center; and (2) administered and managed by the receiving agencies. Requires the Secretary of the department in which the Coast Guard is operating, the Secretary of the Interior, the Secretary of Transportation, the Administrator of the Environmental Protection Agency (EPA), and federal agencies that, during the preceding fiscal year, received funds from the Fund in excess of $100,000, to submit an annual accounting to the President and the public regarding their uses of the funds, including how those uses relate to: (1) oil pollution liability, compensation, prevention, preparedness, and removal; (2) natural resource damage assessment and restoration; (3) oil pollution research and development; and (4) other oil pollution-related activities.
