Iran Human Rights Act of 2007 - Amends the Iran Freedom Support Act to direct the President to appoint a special envoy for human rights in Iran within the Department of State to coordinate efforts to improve respect for the fundamental human rights of the people of Iran and work with organizations committed to promoting democracy in Iran. Expresses the sense of Congress that: (1) there is a direct relationship between the state of freedom and democracy within Iran and the efforts of the Iranian regime to acquire nuclear weapons and the long-term success of the global war on terror; (2) it is essential that the issue of human rights violations in Iran should remain a top U.S. foreign policy priority independent of efforts to address the nuclear threat in Iran; (3) the U.S. government should explore the possibility of a regional human rights dialogue with Iran; (4) the United Nations has a significant role to play in improving human rights in Iran; and (5) the commitment to human rights and democracy of an Iranian national who has applied for a U.S. entry visa should be considered when determining visa eligibility.

Gas PRICE Act

Gas Petroleum Refiner Improvement and Community Empowerment Act or the Gas PRICE Act - Directs the Administrator of the Environmental Protection Agency to enter into a domestic fuels facility permitting agreement with a requesting state or Indian tribe under which the process for obtaining all permits necessary for construction and operation of a domestic fuels facility shall use a prescribed interdisciplinary multimedia approach. Requires the Administrator to: (1) conduct a research and demonstration program to evaluate the air quality benefits of ultra-clean Fischer-Tropsch transportation fuel, including diesel and jet fuel; (2) evaluate the use of such fuel for reducing engine exhaust emissions; and (3) submit recommendations and reports to Congress. Directs the Secretary of Energy and the Economic Development Administration to give priority to projects supportting commercial-scale cellulosic biomass ethanol projects and coal-to-liquids facilities. Directs the Secretary to make an additional award in connection with a grant made to a recipient (including any Indian tribe for use on Indian land) for a project to support a commercial-scale biomass ethanol facility or coal-to-liquid facility. Directs the Securities and Exchange Commission (SEC) to appoint a task force to report to Congress on: (1) modernization of the hydrocarbon reserves disclosures classification system of the SEC to reflect advances in reserves recovery from nontraditional sources; and (2) creation of a renewable reserves classification system for cellulosic biofuels feedstocks.

S.I. Hayakawa Official English Language Act of 2007 - Makes English the official language of the U.S. government. Requires the government to: (1) conduct its official activities in English, including preparing publications, income tax forms, and informational materials in English; and (2) preserve and enhance the role of English as the official language of the United States. Provides that no person has a right, entitlement, or claim to have the government act, communicate, perform, or provide services or materials in any other language, unless expressly provided for in an applicable provision of law. Provides that this Act may not: (1) apply to the use of a language other than English for religious purposes, for training in foreign languages for international communication, or in school programs designed to encourage students to learn foreign languages; or (2) be considered to prevent the U.S. government from providing interpreters for persons over age 62. Repeals provisions of the Voting Rights Act of 1965 regarding bilingual election requirements and regarding congressional findings of voting discrimination against language minorities, prohibition of English-only elections, and other remedial measures. Amends the Immigration and Nationality Act to require that all public ceremonies in which the oath of allegiance is administered pursuant to such Act be conducted solely in English. Specifies that this Act may not be construed to preempt any state law.

Commonsense Consumption Act of 2007 - Prohibits new, and requires dismissal of pending, civil actions by any person against a manufacturer, marketer, distributor, advertiser, or seller of food, or a trade association, for any injury related to a person's accumulated acts of consumption of food and weight gain, obesity, or any associated health condition. Subjects to such prohibition: (1) any action brought by a person other than the person on whose weight gain, obesity, or health condition the action is based; and (2) any derivative action brought by or on behalf of any person or any representative, spouse, parent, child, or other relative of that person. Excludes from this prohibition any actions alleging: (1) a breach of express contract or express warranty provided that the grounds of recovery are unrelated to a person's weight gain, obesity, or related health condition; (2) a knowing violation of a federal or state statute applicable to the marketing, advertisement, or labeling of food with intent for a person to rely on that violation, where such person relied on that violation, and where such reliance was the proximate cause of injury related to that person's weight gain, obesity, or related health condition; or (3) a violation brought by the Federal Trade Commission (FTC) under the Federal Trade Commission Act or by the Food and Drug Administration (FDA) under the Federal Food, Drug, and Cosmetic Act.

Wastewater Treatment Works Security Act of 2007 - Amends the Federal Water Pollution Control Act to authorize the Administrator of the Environmental Protection Agency (EPA) to provide grants for: (1) vulnerability assessments of publicly owned treatment works; (2) implementation of security enhancements; (3) the development, expansion, or upgrading of emergency response plans and site security plans; and (4) the voluntary creation of mutual aid and emergency network preparedness agreements developed in accordance with the National Incident Management System. Prescribes disclosure limits and protections for vulnerability assessments. Limits the federal cost share of an activity funded by grant under this Act to 50%. Authorizes the Administrator to: (1) provide technical guidance to small publicly owned treatment works (serving fewer than 10,000 individuals) for conducting vulnerability assessments, emergency response plans, or site security plans and for implementing security enhancements; and (2) make grants to nonprofit organizations to improve assessment methodologies and tools for publicly owned treatment works; and (3) make grants to nonprofit organizations to implement a comprehensive training program for treatment works or privately owned utilities that principally treat municipal wastewater. Requires the Administrator to research and review: (1) means of providing alternative processes to convey, treat, and dispose of wastewater if a disruption of service event occurs; (2) how a collection system of a treatment works could be used to convey hazardous substances and how it could be secured in response to an intentional harmful act; and (3) methods for monitoring a collection system for hazardous substances and unauthorized entry.

Engaging the Nation to Fight for Our Right to Control Entry Act or ENFORCE Act - Directs the Commissioner of the United States Customs and Border Protection (USCBP) to establish: (1) a National Border Neighborhood Watch Program (Program) to permit retired law enforcement officers and civilian volunteers to assist in carrying out such Program; and (2) a Border Regiment Assisting in Valuable Enforcement Force (BRAVE Force), which shall consist of retired law enforcement officers, employed to carry out the Program. Directs USCBP to provide for civilian participation. Imposes criminal penalties for federal document forgery, counterfeiting, or alteration. Amends the Immigration and Nationality Act (INA) to provide additional penalties for an alien who is illegally in the United States. Increases criminal penalties for first-time illegal entry. Provides for a field office of the Office of Investigations of United States Immigration and Customs Enforcement in Tulsa, Oklahoma. Authorizes assistance to Cameron University, Lawton, Oklahoma, for a demonstration project to assess the feasibility of establishing a nationwide e-learning training course to be used by state, local, and tribal law enforcement officers to enhance the ability of such officers to assist federal immigration officers in the enforcement of immigration laws of the United States. Citizenship Reform Act of 2007 - Provides citizenship at birth for a person born in the United States and subject to the jurisdiction of the United States only if such child was born in the United States to parents, one of whom is: (1) a U.S. national; or (2) a lawful permanent resident alien residing in the United States. Prohibits any federal agency from establishing an individual's identity, and prohibits providing any public benefits funded in whole or in part by federal funds, without specified documents. Requires independent verification of birth records provided in support of a social security application. Directs the Secretary of Homeland Security to: (1) work with states to establish a common data protocol for electronic birth and death registration systems; and (2) coordinate implementation of electronic verification of a person's life and death. Provides for: (1) temporary social security cards for nonimmigrants; and (2) mandatory employer and subsequent employee notification of social security number mismatches and multiple uses. States that state and local law enforcement personnel have the inherent authority to arrest, detain, or transfer to federal custody, aliens in the United States (including detention transportation across state lines) in the enforcement of the immigration laws. Provides for individual taxpayer identification number (TIN) sharing between the Internal Revenue Service (IRS) and the Department of Homeland Security (DHS). Provides for fencing and security improvements along the southern U.S. border from the Pacific Ocean to the Gulf of Mexico, including creation and control of a specified border zone. Requires a study and report on the use of technology to prevent unlawful immigration. Makes it unlawful to operate a day laborer center if the operator knows, or should know, that the center is being used to secure employment for illegal aliens. Makes it unlawful under INA to hire or refer an alien for employment knowing, or having reason to know, that the alien is unauthorized for employment. Limits higher education benefits for illegal aliens. Fairness in Immigration Litigation Act of 2007 - Revises specified immigration litigation provisions.

Alternative Fuel Standard Act of 2007

Alternative Fuel Standard Act of 2007 - Amends the Clean Air Act to replace the renewable fuel program with an alternative fuel program. Includes within in the meaning of "alternative fuel" alcohols, natural gas, liquefied petroleum gas, hydrogen, coal-derived liquid fuels, fuels derived from biological materials, electricity, and other fuels that are not derived from crude oil and would yield energy security or environmental benefits. Requires the Administrator of the Environmental Protection Agency (EPA) to establish an alternative fuel program that: (1) ensures that motor vehicle and nonroad fuel sold or introduced into U.S. commerce contains a specified volume of alternative fuel; (2) establishes compliance provisions for refineries, blenders, distributors, and importers; and (3) provides for the generation, banking, trading, and use of identification numbers generated and assigned to each quantifiable unit of production of alternative fuel by the producer of any facility located in the United States and by the importer of alternative fuel imported into the United States. Prohibits the program from: (1) restricting the geographic area in which alternative fuel may be used; and (2) imposing any per-gallon obligation for the use of alternative fuel. Specifies such applicable volume of alternative fuel for each of calendar years 2010 through 2017 (rising from 10 billion gallons to 35 billion gallons). Requires the Administrator to determine the applicable volume for subsequent calendar years based on a review of the impact of the use of alternative fuels on public health, air and water quality, job creation, rural economic development, the expected annual rate of future production of alternative fuels, the reduction of the use of fuels derived from crude oil, energy security, and costs to consumers. Excludes from the term "cellulosic biomass ethanol" any ethanol produced in facilities where waste materials are used to displace 90% or more of the fossil fuel normally used in the production of ethanol. Provides for a waste-derived ethanol credit. Requires the Administrator to annually evaluate the domestic production and import capabilities relating to the required volumes of alternative fuel standard. Authorizes the Administrator to adjust the applicable volume of any alternative fuel for the following year if any condition affects the production or importation of alternative fuel, including drought, environmental degradation, economic unfeasibility, and national security interests.

Repeals the termination date in the Jobs Growth Tax Relief Reconciliation Act of 2003 applicable to the reduction in taxes on dividends and capital gains. Amends the Internal Revenue Code to make permanent: (1) the tax credit for increasing research activities; (2) the increased expensing allowance for small business assets; and (3) the tax deduction for certain expenses of elementary and secondary school teachers. Repeals the alternative minimum tax on individuals after 2006. Expresses the sense of the Senate that the Committee on Finance should report legislation before December 31, 2007, to simplify the federal income tax system, without raising tax rates.

Human Cloning Prohibition Act of 2007 - Amends the Public Health Service Act to prohibit any person or entity, in or affecting interstate commerce, from knowingly: (1) performing or attempting to perform human cloning; (2) participating in such an attempt; or (3) shipping or receiving an embryo produced by human cloning or any product derived from such an embryo. Prohibits knowingly importing such an embryo. Sets forth criminal and civil penalties. Provides that nothing in this Act restricts areas of scientific research not specifically prohibited, including research in the use of nuclear transfer or other cloning techniques to produce molecules, DNA, cells other than human embryos, tissues, organs, plants, or animals other than humans. Directs the Government Accountability Office (GAO) to assess the need to amend such prohibition, including through: (1) a discussion of new developments, the need for somatic cell transfer to produce medical advances, current public attitudes and prevailing ethical views concerning its use, and potential legal implications of somatic cell transfer research; and (2) a review of any technological developments that may require technical changes to such prohibition.

Fair Tax Act of 2007 - Repeals the income tax, employment tax, and estate and gift tax. Redesignates the Internal Revenue Code of 1986 as the Internal Revenue Code of 2007. Imposes a national sales tax on the use or consumption in the United States of taxable property or services. Sets the sales tax rate at 23% in 2009, with adjustments to the rate in subsequent years. Allows exemptions from the tax for property or services purchased for business, export, or investment purposes and for state government functions. Sets forth rules relating to: (1) the collection and remittance of the sales tax; and (2) credits and refunds. Allows families a sales tax rebate. Grants states the primary authority for the collection of sales tax revenues and the remittance of such revenues to the Treasury. Sets forth administrative provisions relating to: (1) the filing of monthly reports and payments of tax; (2) accounting methods; (3) registration of sellers of goods and services responsible for reporting sales; (4) penalties for noncompliance; and (5) collections, appeals, and taxpayer rights. Directs the Secretary of the Treasury to allocate sales tax revenues among: (1) the general revenue; (2) the old-age and survivors insurance trust fund; (3) the disability insurance trust fund; (4) the hospital insurance trust fund; and (5) the federal supplementary medical insurance trust fund. Prohibits the funding of the Internal Revenue Service (IRS) after FY 2011. Establishes in the Department of the Treasury: (1) an Excise Tax Bureau to administer excise taxes not administered by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF); and (2) a Sales Tax Bureau to administer the national sales tax.

Universal Health Care Choice and Access Act - Provides for health promotion and disease prevention activities, including requiring the Secretary of Health and Human Services to convene an interagency coordinating committee to develop a national strategic plan for prevention. Amends the Internal Revenue Code to: (1) allow participants in high deductible health care insurance plans an increased tax deduction for contributions to a health savings account; and (2) allow individual taxpayers a refundable tax credit for health insurance costs paid. Requires states to establish and operate a qualified high risk pool or a state-designated alternative that ensures access to private health insurance for medically uninsurable individuals. Health Care Choice Act of 2007 - Amends the Public Health Service Act to apply the laws of the primary state (as designated by the health insurance issuer) to individual health insurance coverage offered by that issuer in the primary state and in any secondary state if certain requirements are met. Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize the Secretary to adjust the amount of the Medicare Part B premium for participation in certain healthy behaviors. Establishes in the Treasury a Medical Retirement Account Fund to distribute retirement benefits to individuals who renounce eligibility for Medicare. Amends SSA title XIX (Medicaid) to establish a Medicaid Advantage program to provide individuals a medical home where they receive a seamless continuum of medical care and care management that meets certain requirements. Allows the Secretary to award grants to states for administrative health care tribunals for the resolution of disputes concerning injuries allegedly caused by health care providers. Amends SSA title XI to create safe harbors from civil and criminal penalties in current anti-kickback laws for providing certain health information technology and training services.

Requires the Administrator, as part of such program, to: (1) review the current use of cost-effective lighting technologies in GSA facilities and the availability of such technologies to facility managers; and (2) establish an acceleration program to achieve maximum feasible replacement of existing lighting technologies with more cost-effective technologies in each GSA facility using available appropriations. Requires the Administrator to annually: (1) ensure that a manager responsible for accelerating the use of cost-effective technologies and practices is designated for each GSA facility; and (2) submit to Congress a plan concerning cost-effective technologies and practices. Requires the Administrator of the Environmental Protection Agency (EPA) to establish a competitive grants program to assist local governments to deploy, and achieve operational cost savings through, cost-effective technologies and practices in their buildings.

District of Columbia Personal Protection Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" to include the frame or receiver of any such weapon, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a weapon into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms; (2) prohibition on possession of handgun restricted pistol bullets; and (3) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked. Repeals the definition of restricted pistol bullet as any bullet designed for use in a pistol which, when fired from a pistol with a barrel of five inches or less in length, is capable of penetrating commercially available body armor with a penetration resistance equal to or greater than that of 18 layers of kevlar. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Eliminates criminal penalties for possessing an unregistered firearm. Amends federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person. Amends the District of Columbia Code to extend to firearms generally (currently, only to pistols) the prohibition against carrying such a weapon either openly or concealed within the District without a license issued pursuant to D.C. law. Specifies exceptions to the prohibition against carrying concealed weapons in the District.

Belated Thank You to the Merchant Mariners of World War II Act of 2007 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts from taxation benefits paid under this Act.

Iran Counter-Proliferation Act of 2007 - Amends the Iran Sanctions Act of 1996 to expand the definitions of "petroleum resources" and "person." Expresses the sense of Congress concerning certain sanctions against Iran. Subjects Russia to specified nuclear energy cooperation prohibitions unless the President certifies to Congress that: (1) Russia has suspended all nuclear assistance and transfers of advanced conventional weapons and missiles to Iran; or (2) Iran has verifiably dismantled all nuclear enrichment-related and reprocessing-related programs. Subjects Iran to specified economic sanctions unless the President certifies to Congress that Iran has verifiably dismantled all nuclear enrichment-related and reprocessing-related programs. Subjects, with respect to prohibited transactions with Iran, a parent company to penalties for violations committed by certain subsidiaries outside the United States that would be subject to prohibitions if committed inside the United States or by a U.S. person. Amends the Internal Revenue Code to eliminate specified geological and geophysical expense amortization benefits if petroleum-related sanctions are imposed under the Iran Sanctions Act of 1996 on any member of an expanded affiliated group whose common parent is a foreign corporation. Revises the definition of "affiliated group." Directs the President to reduce annual U.S. contributions to the International Bank for Reconstruction and Development (World Bank) based upon Bank amounts provided to entities and projects in Iran. Authorizes appropriations for the Department of the Treasury's Office of Terrorism and Financial Intelligence. Requires the Director of National Intelligence to submit to Congress an updated National Intelligence Estimate on Iran. Authorizes the President to: (1) carry out exchange programs with the people of Iran; and (2) make voluntary grant-based contributions to the International Atomic Energy Agency (IAEA) for the establishment of an international nuclear fuel bank to maintain a reserve of low-enriched uranium in case of a disruption in the supply of reactor fuel by normal market mechanisms. Sets forth specified Iran investment-related reporting requirements.

Child Medication Safety Act of 2007 - Requires states, as a condition of receiving funds under any program or activity administered by the Secretary of Education, to develop and implement policies and procedures prohibiting school personnel from requiring a child, as a condition of attending school or receiving services, to obtain a prescription for any specified controlled substances listed under the Controlled Substances Act (CSA) or a psychotropic drug. Prohibits the provision of federal education funds to any local educational agency or instrument of government that uses a parent's or guardian's refusal to provide his or her child with a controlled substance or psychotropic drug as the basis of a child abuse, child neglect, education neglect, or medical neglect charge. Directs the Comptroller General to review and report on: (1) variation among state definitions of psychotropic medications in state jurisdiction over public education; (2) prescription rates of medications used in public schools to treat children diagnosed with attention deficit disorder, attention deficit hyperactivity disorder, and other disorders or illnesses; and (3) which of such medications are CSA-listed and which are not, including properties and effects of the latter.

Provides that such exclusion shall not: (1) impose liability under the Emergency Planning and Community Right-To-Know Act of 1986 with respect to manure; (2) affect any provision of the Air Quality Agreement entered into between the Administrator and operators of animal feeding operations; or (3) affect the applicability of any other environmental law as it relates to the definition of manure or the responsibilities or liabilities of any person regarding the treatment, storage, or disposal of manure. Amends the Superfund Amendments and Reauthorization Act of 1986 to exempt releases associated with manure (as defined under CERCLA) from the emergency notification requirements under that Act.

Preserving Patient Access to Inpatient Rehabilitation Hospitals Act of 2007 - Amends the Deficit Reduction Act of 2005 to revise the classification criterion used to determine whether a hospital or hospital unit is an inpatient rehabilitation facility under title XVIII (Medicare) of the Social Security Act. Eliminates the current schedule of applicable percentages. Directs the Secretary of Health and Human Services, instead, to require in the classification criterion a compliance rate no greater than the 60% compliance rate that became effective for cost reporting periods beginning on or after July 1, 2005. Requires the Secretary, for cost reporting periods beginning on or after July 1, 2007, to include patients with comorbidity in the inpatient population that counts towards such 60% compliance rate. Requires the Secretary, the Centers for Medicare & Medicaid Services, fiscal intermediaries, Medicare administrative contractors, recovery audit contractors, and other government agents to use and apply the criteria established in HCFA Ruling 85-2, as issued on July 31, 1985, as the sole standard for determining the medical necessity of services provided by inpatient rehabilitation hospitals and units to beneficiaries under the Medicare program.
