Global War on Terrorism War Memorial Act This bill allows the Global War on Terror Memorial Foundation to establish the National Global War on Terrorism Memorial as a commemorative work on federal land in the District of Columbia to commemorate and honor the members of the Armed Forces who served on active duty in support of the Global War on Terrorism.

End Government Shutdowns Act This bill provides specified continuing appropriations to prevent a government shutdown if any appropriations measure for a fiscal year has not been enacted before the fiscal year begins or a joint resolution making continuing appropriations is not in effect. The appropriations are provided to continue to fund programs, projects, and activities for which funds were provided in the preceding fiscal year.

This bill amends the Land and Water Conservation Fund Act of 1965 to make permanent the authorization for the Land and Water Conservation Fund. The greater of 1.5% of the annual authorized funding amount or $10 million shall be used for projects that secure recreational public access to existing federal public land for hunting, fishing, and other recreational purposes.

Creating High-Quality Results and Outcomes Necessary to Improve Chronic (CHRONIC) Care Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to: extend the Independence at Home demonstration program; modify provisions regarding access to home dialysis therapy under Medicare and special needs plans under Medicare Advantage (MA); expand testing of the MA Value-Based Insurance Design test model; allow an MA plan to provide additional telehealth benefits to enrollees and, to chronically ill enrollees, certain supplemental health care benefits; modify other provisions regarding the use of telehealth services; allow prospective, voluntary assignment of Medicare fee-for-service beneficiaries to accountable care organizations (ACOs); and allow ACOs to operate beneficiary incentive programs. The Government Accountability Office shall conduct studies on: the establishment of a payment code for a visit for longitudinal comprehensive care planning services, the extent to which Medicare prescription drug plans and private payors use programs that synchronize pharmacy dispensing to facilitate comprehensive counseling and promote medication adherence, and the use of prescription drugs to manage the weight of obese patients and the impact of such drug coverage on patient health and health care spending.

Lifetime Income Disclosure Act This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to require pension benefit statements to include a lifetime income disclosure at least once during any 12-month period. The disclosure must set forth the lifetime income stream equivalent of the total benefits accrued with respect to the participant or beneficiary. The "lifetime income stream equivalent of the total benefits accrued" is the amount of monthly payments the participant or beneficiary would receive if the total accrued benefits were used to provide lifetime income streams based on certain assumptions, including that the participant or beneficiary has a spouse of equal age and a single life annuity. The Department of Labor must issue a model lifetime income disclosure, assumptions that plan administrators may use in converting total accrued benefits into lifetime income stream equivalents, and related rules. No plan fiduciary, sponsor, or other person may be liable under ERISA solely due to the provision of lifetime income stream equivalents derived in accordance with the assumptions and related rules issued by Labor, including explanations contained in the model lifetime income disclosure.

African Growth and Opportunity Act and Millennium Challenge Act Modernization Act or the AGOA and MCA Modernization Act This bill directs the President to establish a website for the collection and dissemination of information regarding the African Growth and Opportunity Act (AGOA). The Department of State is urged to encourage eligible sub-Saharan African countries to use the benefits available under the African Growth and Opportunity Act. The President is urged to: facilitate trans-boundary trade among eligible sub-Saharan African countries; provide training for business and government trade officials on accessing AGOA benefits; provide capacity building for African entrepreneurs and trade associations on production strategies, quality standards, and market development; provide capacity building training to promote product diversification and value-added processing; and provide capacity building and technical assistance funding to help African businesses and institutions comply with U.S. counter-terrorism policies. The Millennium Challenge Act of 2003 is amended to permit an eligible country that has entered into a Millennium Challenge Compact to enter into one additional compact under specified conditions. The bill establishes, beginning with FY2013, new assistance criteria for a low-income or a lower-middle-income candidate country eligible to enter into a Millennium Challenge Compact with the United States. The Millennium Challenge Corporation shall: (1) before selecting a compact country, provide the Board of Directors with information regarding the country's treatment of civil society; and (2) submit an assessment of the feasibility of developing partnerships at the subnational level within candidate countries.

Clyde-Hirsch-Sowers RESPECT Act or the Restraining Excessive Seizure of Property through the Exploitation of Civil Asset Forfeiture Tools Act This bill revises the authority and procedures that the Internal Revenue Service (IRS) uses to seize property that has been structured to avoid Bank Secrecy Act (BSA) reporting requirements. The IRS may only seize property it suspects has been structured to avoid BSA reporting requirements if the property was derived from an illegal source or the funds were structured for the purpose of concealing the violation of a criminal law or regulation other than structuring transactions to evade BSA reporting requirements. Within 30 days of seizing property, the IRS must: (1) make a good faith effort to find all owners of the property, and (2) notify the owners of the post-seizure hearing rights established by this bill. The IRS may apply to a court for one 30-day extension of the notice requirement if it can establish probable cause of an imminent threat to national security or personal safety. If the owner of the property requests a court hearing within 30 days after the date on which notice is provided, the property must be returned unless the court holds a hearing within 30 days after notice is provided and finds that there is probable cause to believe that the property was derived from an illegal source or the funds were structured to conceal the violation of a criminal law or regulation other than a structuring violation. The bill amends the Internal Revenue Code to exclude from gross income any interest received from the federal government with respect to an action to recover property seized by the IRS pursuant to a claimed violation of the structuring provisions of the BSA.

Larry Doby Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal in honor of Larry Doby in recognition of his achievements and contributions to American major league athletics, civil rights, and the Armed Forces during World War II.

Veterans' Compensation Cost-of-Living Adjustment Act of 2017 This bill directs the Department of Veterans Affairs to increase, as of December 1, 2017, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Each such increase shall be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

Local Coverage Determination Clarification Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to revise the process by which Medicare administrative contractors (MACs) issue and reconsider local coverage determinations (LCDs) that: (1) are new, (2) restrict or substantively revise existing LCDs, or (3) are otherwise specified in regulation. (MACs are private insurers that process Medicare claims within specified geographic areas.) Before such an LCD may take effect, the MAC issuing the determination must, with respect to each geographic area to which the determination applies: publish online a proposed version of the determination and other specified, related information; convene one or more public meetings to review the draft determination, receive comments, and secure the advice of an expert panel; post online a record of the minutes from each such meeting; provide a period for submission of written public comments; and post online specified information related to the rationale for the final determination. Upon the filing of an applicable request by an interested party with regard to the reconsideration of a specified LCD, the MAC that issued the determination shall: provide specified information related to whether the determination failed to correctly apply qualifying relevant evidence, exceeds the scope of its intended purpose, fails to apply as intended, or is otherwise erroneous; preserve the determination, modify the determination, or rescind the determination in part; and make publicly available a written description of such action. An interested party may appeal a reconsideration decision to the Centers for Medicare & Medicaid Services (CMS). The CMS shall appoint a Medicare Reviews and Appeals Ombudsman to carry out specified duties with regard to LCDs.

Collegiate Housing and Infrastructure Act of 201 7 This bill amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) which apply such grants to their collegiate housing property. A "collegiate housing and infrastructure grant" is a grant to provide, improve, operate, or maintain collegiate housing property that may involve more than incidental social, recreational, or private purposes. The grant must be for purposes that would be permissible for a dormitory or other residential facility of the college or university with which the collegiate housing property is associated. The grant may not be used to provide physical fitness facilities.

Israel Anti-Boycott Act This bill declares that Congress: (1) opposes the United Nations Human Rights Council resolution of March 24, 2016, which urges countries to pressure companies to divest from, or break contracts with, Israel; and (2) encourages full implementation of the United States-Israel Strategic Partnership Act of 2014 through enhanced, governmentwide, coordinated U.S.-Israel scientific and technological cooperation in civilian areas. The bill amends the Export Administration Act of 1979 to declare that it shall be U.S. policy to oppose: requests by foreign countries to impose restrictive practices or boycotts against other countries friendly to the United States or against U.S. persons; and restrictive trade practices or boycotts fostered or imposed by an international governmental organization, or requests to impose such practices or boycotts, against Israel. The bill prohibits any U.S. person engaged interstate or foreign commerce from supporting: any request by a foreign country to impose any boycott against a country that is friendly to the United States and that is not itself the object of any form of boycott pursuant to United States law or regulation, or any boycott fostered or imposed by any international governmental organization against Israel or any request by any international governmental organization to impose such a boycott. The bill amends the Export-Import Bank Act of 1945 to include as a reason for the Export-Import Bank to deny credit applications for the export of goods and services between the United States and foreign countries, opposition to policies and actions that are politically motivated and are intended to penalize or otherwise limit commercial relations specifically with citizens or residents of Israel, entities organized under the laws of Israel, or the government of Israel.

Dollar-for-Dollar Deficit Reduction Act This bill requires the Department of the Treasury to issue a debt limit warning to Congress if Treasury determines that the United States will reach the statutory debt limit within 60 days. The warning must include a determination of when extraordinary measures may be necessary to prolong the funding of the U.S. government in the absence of a debt limit increase. Any formal Presidential request to increase the debt limit must include: (1) the amount of the proposed increase, and (2) proposed legislation to reduce spending over the sum of the current and following 10 years by at least the amount of the requested increase. The bill amends the Congressional Budget Act of 1974 to create a point of order in the House and Senate against legislation increasing the debt limit, unless the legislation reduces spending over the sum of the current and following 10 years by at least the amount of the increase.

English Language Unity Act of 2017 This bill establishes English as the official language of the United States. Naturalization ceremonies and official functions of the U.S. government, subject to exceptions, must be conducted in English. The bill declares that all citizens should be able to read and understand generally the English language text of U.S. laws. A person injured by a violation of this Act may obtain relief, including a declaratory judgment, in a civil action. English language requirements and workplace policies, whether in the public or private sector, shall be presumptively consistent with U.S. laws. Any ambiguity in U.S. laws shall be resolved in accordance with the rights retained by the people and the powers reserved to states under the Bill of Rights. The Department of Homeland Security shall issue a proposed rule for uniform testing of the English language ability of candidates for naturalization based upon the principles that: (1) all citizens should be able to read and understand generally the English language text of the Declaration of Independence, the Constitution, and the laws of the United States; and (2) any exceptions to this standard should be limited to extraordinary circumstances, such as asylum.

Over-the-Counter Hearing Aid Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to require the Food and Drug Administration (FDA) to categorize certain hearing aids as over-the-counter hearing aids and issue regulations regarding those hearing aids. The regulations for over-the-counter hearing aids must: (1) provide reasonable assurances of safety and efficacy; (2) establish output limits and labeling requirements; and (3) describe requirements for the sale of hearing aids in-person, by mail, or online, without a prescription. State and local governments may not establish or continue in effect requirements specifically applicable to hearing products that are not identical to FDA requirements and that restrict or interfere with the servicing or sale of over-the-counter hearing aids. The FDA must update and finalize its draft guidance on hearing products. The guidance must clarify which products are medical devices.

Supports the exploration of new agreements with Israel, including in the fields of energy, water, agriculture, medicine, neurotechnology, and cybersecurity.

This bill amends the Internal Revenue Code, with respect to the tax credit for the production of electricity from advanced nuclear power facilities, to: (1) establish requirements for the allocation of unutilized portions of the national megawatt capacity limitation, and (2) allow public entities to transfer the credit to project partners. If a portion of the 6,000 national megawatt capacity limitation for the credit is unutilized after December 31, 2020, the Internal Revenue Service must allocate the unutilized capacity: (1) first to facilities that were placed in service on or before December 31, 2020, and did not receive an allocation equal to their full nameplate capacity; and (2) then to facilities placed in service after December 31, 2020, in the order in which the facilities are placed in service. The placed-in-service sunset date of January 1, 2021, does not apply to the allocations of unutilized national megawatt capacity. Qualified public entities may transfer the credit to an eligible project partner. A "qualified public entity" is: (1) a federal, state, or local government or any political subdivision, agency, or instrumentality thereof; (2) a mutual or cooperative electric company; or (3) a not-for-profit electric utility which has or had received a loan or loan guarantee under the Rural Electrification Act of 1936. An "eligible project partner" includes any person who: (1) is responsible for, or is participating in, the design or construction of the facility; (2) participates in the provision of nuclear steam or nuclear fuel to the facility; or (3) has an ownership interest in the facility.

Bureau of Consumer Financial Protection-Inspector General Reform Act of 2017 or CFPB-IG Act of 2017 This bill amends the Inspector General Act of 1978 to repeal the authority of the Chairman of the Board of Governors of the Federal Reserve System to appoint the Inspector General of the Consumer Financial Protection Bureau (CFPB). The CFPB Inspector General shall be appointed by the President, by and with the advice and consent of the Senate.

Chattahoochee-Oconee National Forest Land Adjustment Act This bill authorizes the Department of Agriculture (USDA) to sell or exchange any or all interest of the United States in 30 tracts of National Forest System land in Georgia totaling approximately 3,841 acres. USDA may reserve any rights-of-way or other rights or interests in land sold or exchanged under this bill that is considered necessary for management purposes or to protect the public interest. USDA may not sell or exchange land under this bill for less than market value, as determined by an appraisal or through a competitive bid. The bill requires proceeds to be used for the acquisition of land for national forest purposes in Georgia.

Mobile Workforce State Income Tax Simplification Act of 201 7 This bill prohibits the wages or other remuneration earned by an employee who performs employment duties in more than one state from being subject to income tax in any state other than: (1) the state of the employee's residence, and (2) the state within which the employee is present and performing employment duties for more than 30 days during the calendar year. The bill exempts employers from state income tax withholding and information reporting requirements for employees not subject to income tax in the state under this bill. For the purposes of determining penalties related to an employer's state income tax withholding or reporting requirements, an employer may rely on an employee's annual determination of the time expected to be spent working in a state in the absence of fraud or collusion by such employee. For the purposes of this bill, the term "employee" excludes: professional athletes; professional entertainers; production employees who perform services in connection with certain film, television, or other commercial video productions; and public figures who are persons of prominence who perform services for wages or other remuneration on a per-event basis.

This bill amends the Veterans Access, Choice, and Accountability Act of 2014 to eliminate the August 7, 2017, sunset date for the Veterans Choice Program, thus allowing the program to operate until all of the money in the Veterans Choice Fund is expended. The bill makes the Department of Veterans Affairs (VA) the primary payer (currently the VA is the secondary payer) for medical care relating to non-service connected disabilities and recovery of costs from third parties for certain care under the program. The VA may share medical information with a non-VA entity (including private entities and other federal agencies) that provides veterans with authorized hospital care or medical services. Such entity may not redisclose or use such information for a purpose other than that for which the disclosure was made.

Affordable Housing Credit Improvement Act of 2017 This bill amends the Internal Revenue Code, with respect to the low-income housing credit, to rename the credit "the affordable housing credit" and make several modifications to the credit. The bill increases state allocations for the credit and modifies the cost-of-living adjustments. It also revises tenant eligibility requirements, with respect to: the average income test, income eligibility for rural projects, increased tenant income, student occupancy rules, and tenant voucher payments that are taken into account as rent. The bill revises various requirements to: establish a 4% minimum credit rate for certain projects, permit relocation costs to be taken into account as rehabilitation expenditures, repeal the qualified census tract population cap, require housing credit agencies to make certain determinations regarding community revitalization plans, prohibit local approval and contribution requirements, increase the credit for certain projects designated to serve extremely low-income households, increase the credit for certain bond-financed projects designated by state agencies, increase the population cap for difficult development areas, and eliminate the basis reduction for affordable housing properties that are allowed the credit and receive certain energy-related tax credits and deductions. The bill also modifies requirements regarding the reconstruction or replacement period after a casualty loss, rights related to building purchases, the prohibition on claiming acquisition credits for properties placed in service in the previous 10 years, foreclosures, and projects that assist Native Americans.

American Soda Ash Competitiveness Act This bill sets at 2%, for a five-year period, the royalty rate on the quantity or gross value of the output of sodium compounds and related products at the point of shipment to market from federal land.

Timber Innovation Act of 2017 This bill directs the Department of Agriculture (USDA), acting through the Research and Development and the State and Private Forestry deputy areas of the Forest Service, to conduct performance-driven research and development, education, and technical assistance to facilitate the use of innovative wood products in wood building construction in the United States. Such activities shall give priority to: (1) improving the commercialization of such products, (2) analyzing the safety of tall wood building materials, (3) calculating and reducing the life cycle environmental footprint of tall wood building construction, and (4) analyzing the potential implications of the use of innovative wood products in building construction on wildlife. "Tall wood building" means a building designed to be over 85 feet high and constructed with large panelized wood construction, including cross-laminated timber, nail laminated timber, glue laminated timber, laminated strand lumber, and laminated veneer lumber. USDA shall carry out an annual competition for FY2017-FY2021 for a tall wood building design, or other innovative wood product demonstration, in accordance with the requirements for prize competitions carried out under the Stevenson-Wydler Technology Innovation Act of 1980. The Forest Service, in carrying out a wood innovation grant program, may make grants to advance the use of innovative wood products, with priority to grant proposals that include the use or retrofitting of existing sawmill facilities in counties where the average annual unemployment rate exceeded the national average by more than 1% in the previous year.

This joint resolution nullifies a rule submitted by the Department of Labor's Employee Benefits Security Administration regarding savings arrangements established by qualified state political subdivisions for non-governmental employees. (The rule amends a final regulation that describes how states may design and operate payroll deduction savings programs for private-sector employees, including programs that use automatic enrollment, without causing the states or private-sector employers to have established employee pension benefit plans under the Employee Retirement Income Security Act of 1974 [ERISA]. The amendment expands the regulation beyond states to cover qualified state political subdivisions and their programs that otherwise comply with the regulation.)

This joint resolution nullifies a rule submitted by the Department of Labor's Employee Benefits Security Administration regarding savings arrangements established by states for non-governmental employees. Veterinary Medicine Loan Repayment Program Enhancement Act This bill amends the Internal Revenue Code to exclude from gross income payments under the federal veterinary medicine loan repayment program or any state loan repayment or forgiveness program that is intended to provide for increased access to veterinary services in such state.

Personal Health Investment Today Act of 2017 or the PHIT Act of 2017 This bill amends the Internal Revenue Code to allow a medical care tax deduction for up to $1,000 ($2,000 for a joint return or a head of household) of qualified sports and fitness expenses per year. The bill defines "qualified sports and fitness expenses" as amounts paid exclusively for the sole purpose of participating in a physical activity, including: (1) fitness facility memberships, (2) physical exercise or activity programs, and (3) equipment for a physical exercise or activity program.

Constitutional Concealed Carry Reciprocity Act of 2017 This bill amends the federal criminal code to allow a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows its residents to carry concealed firearms. A qualified individual must: (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid state-issued concealed carry permit, or be eligible to carry a concealed firearm in his or her state of residence.

Constitutional Amendment This joint resolution proposes a constitutional amendment prohibiting total outlays for a fiscal year from exceeding total receipts for that fiscal year unless Congress authorizes the excess by a two-thirds vote of each chamber. The prohibition excludes outlays for repayment of debt principal and receipts derived from borrowing. The amendment prohibits total outlays for any fiscal year from exceeding 18% of the U.S. gross domestic product, unless two-thirds of each chamber of Congress provides for a specific increase above this amount. The amendment requires a two-thirds vote of each chamber of Congress to impose a new tax, increase the statutory rate of any tax, or increase the aggregate amount of revenue. It requires a three-fifths vote of each chamber to increase the limit on the debt of the United States. The President must submit an annual budget in which total outlays do not exceed total receipts and 18% of the U.S. gross domestic product. The amendment prohibits a court from ordering a revenue increase to enforce the requirements. Congress may waive specified requirements when a declaration of war against a nation-state is in effect or the United States is engaged in a military conflict which causes an imminent and serious military threat to national security.

Designates February 2017 as Career and Technical Education Month. Expresses support for the goals and ideals of such month. Honors the 100th anniversary of the Smith-Hughes Vocational Education Act of 1917. Recognizes the importance of career and technical education in preparing a well-educated and skilled workforce. Encourages educators, counselors, and administrators to promote career and technical education as an option for students.

Advancing Care for Exceptional Kids Act of 2017 or the ACE Kids Act of 2017 This bill allows a state Medicaid program or child health plan to provide coordinated care through enhanced pediatric health homes (EPHHs) for children who have complex medical conditions. Pursuant to an agreement with a state, an EPHH offers: (1) comprehensive pediatric care management, (2) care coordination and health promotion, (3) comprehensive transitional care, (4) patient and family support, (5) referrals to community and social support services, (6) the use of health information technology to link services, and (7) coordination of access to the full range of pediatric specialty and subspecialty medical services. In general, an EPHH must enroll any eligible child who requests enrollment. A child who opts to enroll shall have the option to disenroll from the EPHH and instead receive covered services under the state Medicaid program or the Children's Health Insurance Program (CHIP). Each state shall develop a methodology for payment to EPHHs under the state plan. The bill establishes requirements related to data collection and quality assurance. The Centers for Medicare & Medicaid Services (CMS) shall issue guidance to states on best practices for ensuring that children with complex medical conditions receive prompt care from out-of-state providers when medically necessary. The Medicaid and CHIP Payment and Access Commission must report to Congress and the CMS on specified information related to children with complex medical conditions.

Stop Taxing Death and Disability Act This bill amends the Internal Revenue Code to exclude from the gross income of an individual the discharge of student loans or private education loans due to the death or disability of the student. The bill also amends the Higher Education Act of 1965 to require the Department of Education (ED) to discharge the liability on loans that parents received on behalf of a student who: (1) has become permanently and totally disabled, or (2) is unable to engage in any substantial gainful activity due to a physical or mental impairment that can be expected to result in death or has lasted or is expected to last continuously for at least 60 months. (Under current law, ED is required to discharge the loans to parents if the student dies.)

This bill amends the Federal Food, Drug, and Cosmetic Act to revise provisions regarding Food and Drug Administration (FDA): (1) inspections of establishments that manufacture or process medical devices, and (2) certification of medical devices for export. The biannual inspection schedule for medical device establishments handling higher risk devices is replaced with a risk-based schedule. In establishing the risk-based schedule, the FDA must consider an establishment's participation in international medical device audit programs. The FDA must adopt a uniform process and uniform standards for inspections of domestic and foreign medical device establishments. Upon request, the FDA must provide to the person in charge of a medical device establishment feedback regarding the person's proposals to address issues identified during an inspection. The FDA must provide the basis for denying requests for certification of products for export as meeting FDA requirements for domestic products. A person denied such a certification may request supervisory review of that decision. Products from a medical device establishment that an inspector found to be contaminated or insanitary may be certified for export if the person in charge of the establishment has agreed to a plan to correct the issues identified during the inspection.

Fair Medicare Hospital Payments Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to establish, with respect to hospitals not located in a frontier state, a floor on the area wage adjustment factor for hospital inpatient and outpatient services covered under Medicare. (Such a floor already applies with respect to hospitals located in frontier states.)

Consumer Financial Protection Bureau Accountability Act of 201 7 This bill amends the Consumer Financial Protection Act of 2010 to change the source of funding for the Consumer Financial Protection Bureau (CFPB) from Federal Reserve System transfers to annual appropriations. Under current law, the transfers from the Federal Reserve System permit the CFPB to be funded outside of the annual appropriations process.

Calls upon: (1) the Defense POW/MIA Accounting Agency, other elements of the Department of Defense and the federal government, and all foreign governments to intensify efforts to investigate, recover, identify and account for all missing and unaccounted-for U.S. personnel; and (2) all foreign governments with information on missing U.S. personnel, or with missing U.S. personnel within their territories, to cooperate fully with the U.S. government to provide the fullest possible accounting for all missing U.S. personnel.

Concrete Masonry Products Research, Education, and Promotion Act of 2017 This bill directs the Department of Commerce to issue orders applicable to U.S. manufacturers of concrete masonry products. Any such order must provide for the establishment of a Concrete Masonry Products Board to carry out a program of generic promotion, research, and education regarding concrete masonry products. An order must also provide that assessments be paid by concrete masonry product manufacturers for concrete masonry products manufactured and marketed in the United States. At least 50% of the assessments paid by a manufacturer must be used to support research, education, and generic promotion programs and projects in support of the geographic region of the manufacturer. During the 60-day period preceding the proposed effective date of an order, Commerce shall conduct a referendum for order approval among manufacturers. The bill allows petition and review of an order, and order enforcement through U.S. district courts. The bill requires a study and a report by: (1) the Government Accountability Office on how the board spends assessments collected, the impact of board activities, and other matters relating to the demand for concrete masonry products; and (2) Commerce on the appropriateness and effectiveness of applying the commodity check-off program model to a nonagricultural industry.

Synthetics Trafficking and Overdose Prevention Act of 2017 or the STOP Act of 2017 This bill amends the Tariff Act of 1930 to make the Postmaster General the consignee (i.e., the entity financially responsible for the receipt of a shipment) for merchandise, excluding documents, imported through the mail into the United States. The Postmaster General must designate licensed customs brokers to file required documents or information for such shipments. The bill amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to impose a customs user fee on postal shipments or any other item valued at $2,000 or less arriving at an international mail facility. The bill amends the Trade Act of 2002 to direct the Department of the Treasury to require the Postmaster General to provide for the advanced electronic transmission to the U.S. Customs and Border Protection of certain information for all postal shipments by the U.S. Postal Service (USPS), including postal shipments it receives from foreign postal operators. The Postmaster General: shall be liable for civil penalties for postal shipment violations committed by a foreign postal operator or the USPS; may be directly or indirectly responsible for discrepancies resulting from omissions made or false information provided by a foreign postal operator or the USPS; and shall ensure that all costs and penalties associated with complying with this bill are recouped from foreign shippers, foreign postal operators, or U.S. ultimate consignees.
