Pain-Capable Unborn Child Protection Act This bill amends the federal criminal code to make it a crime for any person to perform or attempt to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, up to five years in prison, or both. The bill provides exceptions for an abortion: (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Systemic Risk Designation Improvement Act of 2017 This bill amends the Dodd-Frank Wall Street Reform and Consumer Protection Act to allow the Federal Reserve Board (FRB) to subject a bank holding company to enhanced supervision if: (1) the company has been identified as a global systemically important company; or (2) the risk of the company's financial distress, or the nature of the company's activities, could pose a threat to the financial stability of the United States. Currently, companies are subject to this type of oversight if they possess at least $50 billion in assets or are a nonbank financial company under the FRB's supervision. The Financial Stability Oversight Council must approve of any metrics used by the FRB in determining by regulation that a category of bank holding companies is subject to enhanced supervision. Under this bill, companies subject to enhanced supervision may be required to limit mergers and acquisitions, restrict products offered, or maintain a certain debt ratio. The FRB must publish the list of companies that have been identified as requiring enhanced supervision.

Keep Kids' Insurance Dependable and Secure Act of 2017 or the KIDS Act of 2017 This bill amends titles XI (General Provisions), XIX (Medicaid), and XXI (Children's Health Insurance Program) (CHIP) of the Social Security Act to extend funding for CHIP through FY2022 and otherwise revise provisions related to CHIP and Medicaid. The bill also extends funding through FY2022 for: the Child Enrollment Contingency Fund, the Childhood Obesity Demonstration Project, the Pediatric Quality Measures Program, and specified outreach and enrollment grants. In addition, the bill reauthorizes through FY2022: the qualifying-states option (which allows states that provided coverage to now CHIP-eligible children prior to CHIP's enactment to continue to provide such coverage), and the express-lane eligibility option (which allows states to use eligibility findings from other public benefit programs to determine children's eligibility for Medicaid and CHIP). Beginning in FY2020, the bill allows state child-health plans to adopt more restrictive eligibility standards with respect to children in families whose income exceeds 300% of the poverty line. Current law provides states with an enhanced Federal Matching Assistance Percentage (FMAP) for child-health assistance through FY2019. The bill maintains the enhanced FMAP in FY2020, but halves the percentage-point increase.

Employee Rights Act This bill amends the National Labor Relations Act to: (1) make it an unlawful labor practice for a labor organization to interfere (currently, restrain or coerce) with the rights of employees to organize and collectively bargain; (2) require union recertification after a turnover in the workforce exceeding 50% of the bargaining unit; (3) require the National Labor Relations Board (NLRB) to give 14 days advance notice before a hearing investigating an election petition; and (4) require an employer to provide the NLRB with a list consisting only of employee names and addresses of all eligible voters within seven days after an NLRB determination of the appropriate bargaining unit or an agreement on eligible voters. The bill: (1) grants union and nonunion employees the right to vote by secret ballot on whether to ratify a collective bargaining agreement or engage in a strike, (2) prohibits the use of union dues for any purpose not directly related to collective bargaining, (3) prohibits a strike without the consent of a majority of all represented employees determined by secret ballot, and (4) prohibits the use or threat of force or violence to obtain the right to represent employees.

This joint resolution condemns the racist violence and domestic terror attack in Charlottesville, Virginia, and rejects white nationalism, white supremacy, and neo-Nazism sentiments as antithetical to U.S. values. Congress offers condolences to the families of those who died in Charlottesville and sympathy and support for those injured, and expresses support to the Charlottesville community. Congress urges the President and the Administration to speak out against hate groups and use all available resources to address the growing prevalence of domestic hate groups.

Medicare Home Infusion Therapy Access Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to temporarily provide for transitional Medicare payment with respect to certain home infusion services furnished on or after January 1, 2019. Under current law, the Center for Medicare & Medicaid Services is required to establish a permanent payment system with respect to such services furnished on or after January 1, 2021.

Reach Every Mother and Child Act of 2017 This bill directs the President to: establish a five-year strategy to achieve, with target countries and donors, the goal of ending preventable child and maternal deaths globally and ensure healthy and productive lives by 2030; and provide assistance to implement the strategy. The President shall designate a current U.S. Agency for International Development (USAID) employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Maternal and Child Survival Coordinator, who shall be responsible for: overseeing such strategy, and all U.S. government funds appropriated or used for international maternal and child health and nutrition programs. Strategy grants, contracts, and cooperative agreements shall include targets for increased implementation of high-impact, evidence-based interventions and strengthening health systems. The President shall report to Congress annually for six years regarding progress made toward achieving the strategy and ending preventable child and maternal deaths.

75th Anniversary of the End of World War II Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 500,000 $1 coins, and 750,000 half-dollar coins in commemoration of the 75th anniversary of the end of World War II. The coins shall be emblematic of the sacrifices made by millions of people of the United States 75 years ago in bringing an end to World War II. The design on each coin shall represent the World War II Victory Medal, which was awarded to all 16 million U.S. military personnel who served from December 7, 1941, to December 31, 1946. The bill requires all sales of such coins include specified surcharges, which shall be paid by Treasury to the congressionally designated National WWII Museum to fund its educational mission of telling the story of the U.S. experience in World War II.

Stop Enabling Sex Traffickers Act of 2017 This bill amends the Communications Act of 1934 to specify that communications decency provisions protecting providers from liability for the private blocking or screening of offensive material shall not be construed to impair the enforcement of, or limit availability of victim restitution or civil remedies under, state or federal criminal or civil laws relating to sex trafficking of children or sex trafficking by force, fraud, or coercion. The bill amends the federal criminal code to specify that the violation for benefiting from "participation in a venture" engaged in sex trafficking of children, or by force, fraud, or coercion, includes knowing conduct by any person or entity by any means that assists, supports, or facilitates the violation.

Constitutional Amendment This joint resolution proposes a constitutional amendment stating that: the liberty of parents to direct the upbringing, education, and care of their children is a fundamental right; the parental right to direct education includes the right to choose, as an alternative to public education, private, religious, or home schools, and the right to make reasonable choices within public schools for one's child; neither the United States nor any state shall infringe upon these rights without demonstrating that its governmental interest as applied to the person is of the highest order and not otherwise served; the parental rights guaranteed by this amendment shall not be denied or abridged on account of disability; this amendment shall not be construed to apply to a parental action or decision that would end life; and no treaty may be adopted nor shall any source of international law be employed to supersede, modify, interpret, or apply to the rights guaranteed by this amendment.

Ensuring Integrity in the IRS Workforce Act of 201 7 This bill amends the Internal Revenue Code to prohibit the Internal Revenue Service (IRS) from rehiring any individual who was previously employed by the IRS but was removed for misconduct or whose employment was terminated for cause. The bill generally applies with respect to any employee removed from employment before, on, or after the date of enactment of this bill. It does not apply to any employee who is employed by the IRS as of the enactment of this bill with respect to any removal for misconduct which occurred prior to enactment.

Harry W. Colmery Veterans Educational Assistance Act of 2017 This bill revises education and related benefits provided to veterans, service members, dependents, and survivors. The bill amends the Post-9/11 veterans' educational assistance program to: remove certain time restrictions on program use; increase assistance for reservists, guardsmen, dependents, and surviving spouses and dependents; provide full eligibility for Post-9/11 Purple Heart recipients and certain reservists and guardsmen; provide an extra academic years' worth of benefits for STEM (science, technology, engineering, or mathematics) degree candidates; establish a five-year pilot program for high technology courses; restore eligibility for service members whose school closes in the middle of a semester; authorize funding to improve claims processing; permit assistance to be used at certain institutions that are not institutions of higher education; and pro-rate the housing stipend for reservists called to active duty. The bill authorizes the Edith Nurse Rogers STEM Scholarship to help veterans complete STEM degrees. The Yellow Ribbon program is extended to Fry Scholarship recipients (surviving dependents of service members who died on active duty) and certain Purple Heart recipients. (The Yellow Ribbon program helps veterans pay for higher education tuition and fee costs not covered by the Post-9/11 program.) The bill: (1) extends the Advisory Committee on Education, (2) increases survivors' and dependents' educational assistance, and (3) extends funding for state educational program approving agencies. The bill provides statutory authority for the veterans success of campus program which provides veterans with on-campus educational and vocational counseling. The Department of Veterans Affairs shall: (1) make a new determination regarding each denied veteran's claim for disability compensation in connection with full-body exposure to mustard gas or Lewisite at specified locations during World War II, and (2) presume such exposure unless there is affirmative evidence otherwise.

This joint resolution nullifies a rule submitted by the Consumer Financial Protection Bureau (CFPB) regarding arbitration agreements. (The rule regulates the use of arbitration agreements in contracts for specific consumer financial products and services. It prohibits the use of a predispute arbitration agreement to prevent a consumer from filing or participating in certain class action suits. The rule also requires consumer financial product and service providers to furnish the CFPB with particular information regarding arbitrations.)

Promotion and Expansion of Private Employee Ownership Act of 201 7 This bill amends the Internal Revenue Code to extend to all domestic corporations, including S corporations, provisions allowing deferral of tax on gain from the sale of employer securities to an S corporation-sponsored employee stock ownership plan (ESOP). The Department of the Treasury must establish the S Corporation Employee Ownership Assistance Office to foster increased employee ownership of S corporations. The bill also amends the Small Business Act to define "ESOP business concern" and allow such a concern to continue to qualify for loans, preferences, and other programs under such Act.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Naismith Memorial Basketball Hall of Fame to fund an endowment for increased operations and educational programming.

Lift Investment in Film, Television, and Theater Act or the LIFTT Act This bill amends the Internal Revenue Code to permanently extend provisions that allow taxpayers to elect to expense the costs of qualified film, television, and live theatrical productions. The bill also modifies the rules for electing to expense the costs. Under current law, an election to expense the costs of a film, television, or live theatrical production must be made by the due date for filing a tax return for the year in which the costs are first incurred. With respect to live theatrical productions, the bill modifies the rule to require an election to be made by the due date for filing a tax return for the taxable year in which the production holds its first public performance for a paying audience.

Welcomes: (1) the President of the Republic of Korea, Moon Jae-in, on his first official visit to the United States; and (2) opportunities to strengthen security consultation, cooperation, and partnership on matters such as space, cyber, and missile defense. Reaffirms the importance of: (1) the U.S.-South Korea alliance, as enshrined in the Mutual Defense Treaty of 1953; and (2) the U.S. commitment to defend South Korea under Article III of that treaty. Reinforces U.S. commitments to provide extended deterrence to South Korea. Supports efforts to: (1) strengthen such alliance and defend it against provocations by North Korea, (2) protect U.S. Armed Forces stationed on the Korean Peninsula, and (3) peacefully achieve a Korean Peninsula free of nuclear weapons through a diplomatic process. Urges the United States and South Korea to work together: (1) with members of the United Nations Security Council and other member states, to enforce existing sanctions and consider the need to pass additional new measures under Article 41 of the United Nations Charter; and (2) to implement all aspects of the U.S.-Republic of Korea Free Trade Agreement. Encourages the U.S. and South Korean governments to continue to broaden and deepen the alliance by enhancing cooperation and building new partnerships in the security, economic, energy, scientific, health, education, and cultural spheres.

Partner with Korea Act This bill amends the Immigration and Nationality Act to create an E-4 treaty trader visa category for up to 15,000 nationals of the Republic of Korea (South Korea) each fiscal year who are coming to the United States solely to perform specialty occupation services and with respect to whom the Department of Labor has certified to the Department of Homeland Security and the Department of State that the intending employer has filed an attestation concerning U.S. worker protections with Labor.

Recognizes that threats to Members of Congress also threaten the foundations of our representative democracy.

Workforce Democracy and Fairness Act This bill amends the National Labor Relations Act to require a waiting period of at least 14 days after a petition is filed by an employer or employee relating to collective bargaining rights before the National Labor Relations Board (NLRB) may begin an investigative hearing into questions of representation affecting commerce. A hearing must be non-adversarial and the hearing officer must identify any relevant and material pre-election issues and create a full record. The bill requires the NLRB, in cases where it finds that a question of representation affecting commerce exists, to: (1) direct an election by secret ballot as soon as practicable but not before 35 calendar days after the filing of an election petition, and (2) certify election results after it has ruled on each pre-election issue not resolved before the election and any additional issue pertaining to the conduct or results of that election. The bill also requires the NLRB, not earlier than seven days after a final determination of the appropriate bargaining unit, to acquire from the employer a list of all employees eligible to vote in the election, which shall: (1) be made available to all parties; and (2) include the employees' names and one additional form of personal contact information (e.g., telephone number, email address, or mailing address) chosen by the employee in writing.

Charities Helping Americans Regularly Throughout the Year Act of 2017 This bill amends the Internal Revenue Code to modify several tax provisions affecting charitable contributions and tax-exempt organizations. The Internal Revenue Service may determine the standard mileage rate for deducting the cost of using a passenger automobile for charitable purposes (currently set by statute at 14 cents per mile), and the rate may not be less than the rate for medical purposes (17 cents per mile for 2017). The bill modifies the substantiation requirements for charitable contributions to eliminate an exemption for contributions that are reported on a return filed by a tax-exempt organization. Tax-exempt organizations must file their returns in electronic form. The bill excludes from the gross income of an individual who is at least 70-1/2 years of age up to $100,000 in distributions from an individual retirement plan to a donor-advised fund (DAF). The bill also modifies disclosure requirements for DAFs. (A DAF is a fund or account that is separately identified by reference to contributions of a donor or donors. The account is owned and controlled by a sponsoring charitable organization, while the donor retains advisory privileges with respect to the distribution and investment of funds in the account.) The bill reduces from 2% to 1% the excise tax on the investment income of private foundations and eliminates a provision that reduces the rate to 1% if a foundation meets certain distribution requirements. The bill exempts certain philanthropic business holdings from the tax on excess business holdings of private foundations if a foundation meets requirements for exclusive ownership, donating all profits to charity, and independent operation.

Tribal HUD-VASH Act of 2017 This bill amends the United States Housing Act of 1937 to direct the Department of Housing and Urban Development (HUD) to use at least 5% of the amounts made available for rental assistance under the low-income housing assistance program to carry out a rental assistance and supported housing program, in conjunction with the Department of Veterans Affairs, for the benefit of Indian veterans who are homeless or at risk of homelessness and residing in or near an Indian area. Rental assistance shall be: (1) made available to recipients eligible for housing assistance block grants under the Native American Housing Assistance and Self-Determination Act of 1996; and (2) awarded based on need, administrative capacity, and any other funding criteria established by HUD.

Dust Off Crews of the Vietnam War Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the presentation of a Congressional Gold Medal in honor of the Dust Off crews (helicopter air ambulance crews) of the Vietnam War in recognition of their heroic military service. It is the sense of Congress that the Smithsonian Institution should also make such medal available for display elsewhere, particularly at appropriate locations associated with the Vietnam War, and that preference should be given to locations affiliated with the Smithsonian.

Patient Choice and Quality Care Act of 2017 This bill requires the Centers for Medicare & Medicaid Services to create and test a new Medicare model for advanced illness and care management that would enable certain Medicare beneficiaries with serious, chronic progressive, or advanced illnesses, to voluntarily engage in a planning process to obtain specialized care consistent with their health care goals. At least one participant in this model must be a hospice program. The model requires an interdisciplinary team comprised of physicians, nurses, and social workers to work together to provide beneficiaries and their caregivers with information and services on disease trajectory, treatment options, and available care. Information on advance care planning must be included in the Medicare & You Handbook. The Department of Health and Human Services (HHS) must: (1) award grants to certain public or private entities to increase awareness of advance care planning and advanced illness care, (2) establish the Advance Care Planning Advisory Council to advise HHS on issues relating to advanced and terminal illnesses, and (3) issue an annual report analyzing the circumstances of deceased Medicare beneficiaries.

Affordable Retirement Advice Protection Act This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to modify requirements related to fiduciaries and the provision of investment advice for employer-sponsored retirement plans. (Under current law, a person who provides investment advice has a fiduciary obligation that requires the person to provide advice in the sole interest of plan participants and beneficiaries.) The bill defines "investment advice" as a recommendation that relates to: the advisability of acquiring, holding, disposing, or exchanging any moneys or other property of a plan by the plan, participants, or beneficiaries, including any recommendation regarding whether to take a distribution of benefits from the plan or any recommendation relating to a rollover or distribution from such plan; the management of moneys or other property of the plan, including recommendations relating to the management of plan assets to be rolled over or otherwise distributed from the plan; or the advisability of retaining or ceasing to retain a person who would receive a fee or other compensation for providing investment advice. Investment advice must be rendered pursuant to either: (1) a written acknowledgment of the obligation of the advisor to comply with fiduciary standards under ERISA; or (2) a mutual agreement, arrangement, or understanding that may include limitations on scope, timing, and responsibility to provide ongoing monitoring or advice services. The bill allows an exemption from ERISA prohibited transactions rules for investment advice if: (1) no more than reasonable compensation is paid for the advice, and (2) specified disclosures and notifications are provided to the recipient of advice that is based on a limited range of investment options or may result in variable income to the investment advisor.

Economic Growth and Development Act This bill requires the President to: (1) establish a primary, interagency mechanism to assist the private sector in coordinating U.S. development programs with private sector investment activities; and (2) submit, annually, a strategy for the facilitation and coordination of private sector investments and activities for the purposes of development. Such mechanism shall: (1) streamline and integrate private sector liaison, coordination, and investment promotion functions of U.S. development agencies; (2) facilitate the use of development and finance tools across such agencies to attract greater private sector participation in development activities; and (3) establish a single point of contact for the private sector for partnership opportunities with such agencies. The Department of State and the U.S. Agency for International Development (USAID) shall direct their policy teams to include private sector facilitation and coordination in all country, sector, and global development strategies. The State Department, USAID, and other relevant federal agencies shall ensure that analyses of rigorous, current constraints on growth and investment guide all such strategies.

Ghost Army Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a Congressional Gold Medal to the 23rd Headquarters Special Troops and the 3133d Signal Services Company in recognition of their service during World War II.

Recognizes the 50th anniversary of Jerusalem's reunification and extends the Senate's friendship and hopes for peace to Jerusalem's residents and Israel's people. Reaffirms support for Israel's commitment to religious freedom and administration of holy sites in Jerusalem. Supports strengthening the mutually beneficial American-Israeli relationship. Commends Egypt and Jordan, former combatant states of the Six Day War, for embracing a vision of peace and coexistence with Israel and continuing to uphold their respective peace agreements. Reaffirms: (1) that it is long-standing U.S. bipartisan policy that the permanent status of Jerusalem remains a matter to be decided between the parties through final status negotiations towards a two-state solution; and (2) the Jerusalem Embassy Act of 1995 as U.S. law, and calls upon the President and all U.S. officials to abide by its provisions.

Representation Fairness Restoration Act This bill amends the National Labor Relations Act to replace the current legal standard for determining the appropriateness of a collective bargaining unit. Under a 2011 ruling by the National Labor Relations Board (NLRB) in Specialty Healthcare and Rehabilitation Center of Mobile , the NLRB must approve a requested bargaining unit unless an employer can show that an overwhelming community of interest exists between the requested unit and some other portion of the workforce, thus allowing the formation of smaller bargaining units (i.e., micro-bargaining units). This bill requires the NLRB to determine a unit appropriate for collective bargaining if it consists of employees who share a sufficient community of interest and sets forth factors for the NLRB to consider in determining whether employees share a sufficient community of interest.

American Legion 100th Anniversary Commemorative Coin Act This bill requires the Department of the Treasury to mint and issue commemorative coins in recognition and celebration of the 100th anniversary of the American Legion. Surcharges received from the sale of these coins shall be paid to the American Legion for costs related to promoting the importance of: (1) caring for those who have served, and those who are still serving, in the Armed Forces; and (2) maintaining patriotic values, strong families, and assistance for at-risk children.

Designates the week of May 15-May 21, 2017, as National Police Week. Expresses support for law enforcement officers across the United States for their efforts to build safer and more secure communities. Recognizes: (1) the need to ensure that law enforcement officers have the equipment, training, and resources necessary to protect their health and safety; and (2) the members of the law enforcement community for their selfless acts of bravery. Honors and remembers law enforcement officers who have made the ultimate sacrifice. Expresses condolences to the loved ones of each law enforcement officer who has made the ultimate sacrifice in the line of duty.

Department of Veterans Affairs Accountability and Whistleblower Protection Act of 2017 This bill establishes in the Department of Veterans Affairs (VA) the Office of Accountability and Whistleblower Protection, to be headed by the Assistant Secretary for Accountability and Whistleblower Protection. The VA shall develop criteria to promote supervisory protection of whistle-blowers and provide supervisors with related training. The bill revises VA authority to remove certain employees or senior executives for reasons of misconduct or performance, including by permitting such individuals to be demoted or suspended. The VA: (1) shall reduce the federal annuity of a removed individual who is convicted of a felony that influenced his or her performance while employed in such position, and (2) may reduce the federal annuity of a retired individual who was convicted of such a felony but who left the VA before final action was taken. The VA may recoup an award, a bonus, or relocation expenses paid to an employee under specified circumstances. The VA may directly appoint medical center directors and Veterans Integrated Service Network directors. The bill revises time periods for adverse action reviews with respect to physicians, dentists, podiatrists, chiropractors, optometrists, registered nurses, physician assistants, and expanded-function dental auxiliaries. The VA shall: (1) assess the effect of the enactment of this bill on the hiring, promotion, retention, and productivity of individuals in senior executive positions; and (2) collect information on the outcomes and effectiveness of disciplinary actions carried out during the three-year period ending on the date of enactment of this bill.

Chinese-American World War II Veteran Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to the Chinese-American Veterans of World War II in recognition of their dedicated service during World War II. The medal shall be displayed at the Smithsonian Institution, which is urged to make the medal available for display at other locations associated with such veterans or with World War II.

Segal AmeriCorps Education Award Enhancement Act of 2017 This bill amends the Internal Revenue Code to exclude from gross income any AmeriCorps educational awards provided under the National and Community Service Act of 1990.

Veterans Appeals Improvement and Modernization Act of 2017 This bill revises the Department of Veterans Affairs (VA) disability claims appeals system. The bill permits a veteran to appeal within one year by: (1) requesting a review of the agency of original jurisdiction's (AOJ) decision by a higher-level adjudicator within AOJ using the same evidentiary record; (2) filing a supplemental claim with a regional office that includes the opportunity to submit additional evidence and have a hearing; or (3) appealing directly to the Board of Veterans' Appeals, with the opportunity to select an expedited review to submit new evidence but without a hearing, or to select a review with the option to submit new evidence and request a hearing. A veteran may: (1) maintain the original effective date of a claim if he or she submits new and relevant evidence within one year of the most recent decision, and (2) retain the services of attorneys and accredited agents who charge a fee when the AOJ provides notice of the original decision. The VA's statutory duty to assist a veteran terminates after the original decision. The bill: (1) requires the VA to issue decision notification letters, (2) permits certain veterans who initiated an appeal prior to the bill's effective date to opt-in to the new appeals system, (3) authorizes the VA to conduct a pilot program to test such system, and (4) requires the VA, prior to full implementation, to certify to Congress that it has sufficient resources and personnel to carry out the legacy and new appeals systems.

Military Injury Surgical Systems Integrated Operationally Nationwide to Achieve ZERO Preventable Deaths Act or the MISSION ZERO Act This bill amends the Public Health Service Act to require the Office of the Assistant Secretary for Preparedness and Response to award grants to certain trauma centers to enable military trauma care providers and trauma teams to provide trauma care and related acute care at those trauma centers. Funds may be used to train and incorporate military trauma care providers into the trauma center, including expenditures for malpractice insurance, office space, information technology, specialty education and supervision, trauma programs, and state license fees. Grantees must allow the military trauma care providers to be deployed for military operations, training, or response to a mass casualty incident.

Therapeutic Hemp Medical Access Act of 2017 This bill amends the Controlled Substances Act (CSA): to add definitions for the terms "cannabidiol," "cannabidiol-rich plants," and "tetrahydrocannabinol concentration"; to exclude cannabidiol and cannabidiol-rich plants from the definition of marijuana; and to remove cannabidiol and cannabidiol-rich plants from coverage under the CSA. It also specifies that no provision of this bill prohibits or restricts the use, production, or distribution of marijuana in a state in which such activities are legal under state law.
