Second Amendment Enforcement Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, transporting for legitimate purposes, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Declares that nothing in such prohibitions shall be construed to prohibit the District from regulating the carrying of firearms by a person, either concealed or openly, other than at the person's dwelling place, place of business, or on other land possessed by the person. Amends the Firearms Control Regulations Act of 1975 (FCRA) to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" as any firearm which shoots, is designed to shoot, or can be readily restored to shoot automatically, more than one shot without manual reloading by a single function of the trigger. Includes also the frame or receiver of any such firearm, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a firearm into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms; and (2) requirement that licensed firearms dealers keep records of ammunition received into inventory and ammunition sold or transferred. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Permits a licensed firearms dealer to sell or transfer ammunition, excluding restricted pistol bullets, to persons not otherwise prohibited from possessing or receiving ammunition. Declares that, in the case of a sale or transfer of a handgun to a District resident, a federally licensed importer, manufacturer, or dealer of firearms in Maryland or Virginia shall be treated as a dealer licensed under this Act if: (1) the transferee meets in person with the transferor to accomplish the transfer; and (2) the sale, delivery, and receipt fully comply with the legal conditions of sale in both the District and the jurisdiction in which the transfer occurs. Amends FCRA to allow an individual to possess ammunition in the District if the individual owns (currently, holds the valid registration certificate for) a firearm of the same gauge or caliber as such ammunition. (In effect, repeals the handgun ammunition ban.) Repeals the requirement that firearms in the possession of individuals (other than law enforcement personnel) must be kept unloaded, disassembled, or with the trigger locked, unless the firearm is kept at an individual's place of business, or while being used for lawful recreational purposes within the District . Continues current criminal penalties for allowing access of a minor (under age 16) to loaded firearms, except in specified circumstances. Repeals increased penalties for violations of the prohibition against allowing access of a minor to loaded firearms if injury or death results to the minor or another person. Requires the U.S. attorney, however, to consider both the extent of the minor's injuries and the effect of the minor's injury or death on both of the minor's parents when deciding whether to file charges. Prohibits any prosecution in such circumstances unless the person who committed the violation behaved in a grossly negligent manner, or unless similarly egregious circumstances exist. Eliminates criminal penalties for possessing an unregistered firearm. Amends the District of Columbia Code to: (1) allow private persons or entities owning property in the District to prohibit or restrict the possession of firearms on their property (other than authorized law enforcement personnel or lessees occupying residential or business premises); (2) prohibit unauthorized carrying of rifles or shotguns in the District; (3) authorize certain individuals to carry firearms in certain places and for certain purposes; (4) prescribe requirements for lawful transportation of firearms; and (5) prohibit the use of toy and antique pistols to commit a violent or dangerous crime. Authorizes the District of Columbia to prohibit or restrict the possession of firearms (except to lessees occupying residential or business premises) within any building or structure under its control, or in any area of it, which has implemented security measures to identify and exclude unauthorized or hazardous persons or articles. Amends the Office of Administrative Hearings Establishment Act of 2001 to grant jurisdiction to the Office of Administrative Hearings to hear cases pertaining to denial or revocation of firearm dealer licenses. Repeals the Firearms Registration Amendment Act of 2008 and the Inoperable Pistol Amendment Act of 2008. Restores and revives any provision of law amended or repealed by such Acts as if such Acts had not been enacted into law.

Rural Housing Preservation and Stabilization Act of 2010 - Amends the Housing Act of 1949 and the Doug Bereuter Section 502 Single Family Housing Loan Guarantee Act to increase from up to 1% to up to 4.05% the guarantee fee on loans for housing and buildings on adequate farms. Amends the Agriculture, Rural Development, Food and Drug Administration and Related Agencies Appropriation Act, 2001 to repeal the maximum limit on the loan guarantee fee of 2%. Amends the Housing Act of 1949 to authorize the Secretary to guarantee such loans in aggregate amounts of up to $30 billion for FY2010. Declares that the budgetary effects of this Act, in order to comply with the Statutory Pay-As-You-Go Act of 2010, shall be determined by reference to the latest statement titled "Budgetary Effects of PAYGO Legislation" for this Act, submitted for printing in the Congressional Record by the Chairman of the Committee on the Budget of the House of Representatives, provided that such statement has been submitted before the vote on passage.

Amends Rule VII (Morning Business) of the Standing Rules of the Senate to require the Majority and Minority Leaders of the Senate (or their designees) to recognize a notice of intent of a Senator who is a member of their caucus to object to proceeding to a measure or matter only if the Senator: (1) submits the notice of intent in writing to the appropriate Leader (or designee) and grants in the notice permission for the Leader (or designee) to object in the Senator's name; and (2) within two session days after such submission, submits for inclusion in the Congressional Record and in the applicable calendar a specified notice of the Senator's intent to object to proceeding to such measure or matter. Requires the Secretary of the Senate to maintain for both the Senate Calendar of Business and the Senate Executive Calendar a separate section entitled "Notices of Intent to Object to Proceeding." Authorizes a Senator to have an item relating to that Senator removed from a calendar to which it was added by submitting for inclusion in the Congressional Record a notice specifying that the Senator does not object to proceeding to such measure or matter.

Grow Renewable Energy from Ethanol Naturally Jobs Act of 2010 or the GREEN Jobs Act of 2010 - Amends the Internal Revenue Code to extend through 2015 the income and excise tax credits for alcohol used as fuel, the cellulosic biofuel producer tax credit, and the reduced credit for ethanol blenders. Amends the Harmonized Tariff Schedule of the United States to extend until 2016 the additional tariff on ethyl alcohol blends (ethanol) used as fuel.

Recognizes the ultimate sacrifice made by the 29 coal miners lost at the Upper Big Branch Mine-South in Raleigh County, West Virginia. Extends the deepest condolences of the Senate to the families of the fallen coal miners. Honors the survivors of the tragedy. Recognizes all coal miners for enduring the immeasurable loss of co-workers and maintaining courage in the aftermath of the explosion at the Upper Big Branch Mine-South. Commends the valiant efforts of the emergency response workers searching for the missing coal miners. Honors the many volunteers who provided support and comfort for the missing coal miners' families during the rescue and recovery operations.

Child Protection Compact Act of 2010 - Authorizes the Secretary of State, through the Ambassador-at-Large of the Department of State's Office to Monitor and Combat Trafficking in Persons, to provide assistance (grants, cooperative agreements, or contracts) for an eligible country with a significant prevalence of trafficking in children that enters into a Child Protection Compact with the United States to support policies and programs to eradicate the trafficking of children.

Nonprofit Mortgage Licensing Clarification Act of 2010 - Amends the S.A.F.E. Mortgage Licensing Act of 2008 to permit a state to exempt from certain registration or licensing requirements any charitable organization exempt from federal tax (including their employees and agents acting as loan originators), if the organization: (1) executes loan originations in order to promote or facilitate homeownership for certain low-income, disabled, or other disadvantaged persons or families; (2) offers loans at interest rates lower than the bank prime loan rate, or that are no-interest loans or loans with interest rates significantly below those for loans to purchase generally available single-family housing; and (3) does not otherwise engage in the business of a loan originator or mortgage broker.

Honest Expenditure Limitation Program Act of 2010 or HELP Act - Amends the Congressional Budget Act of 1974 to make it out of order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, or conference report that includes any provision that would exceed specified non-security discretionary spending limits for FY2011-FY2020. Limits non-security discretionary spending limits for FY2011-FY2015 to the level provided in FY2010, but reduced each year on a pro rata basis so that the level for FY2015 does not exceed the level for FY2008. Limits the spending levels for FY2016-FY2020 to the FY2015 spending level. Defines "non-security discretionary spending" as discretionary spending other than spending for the Department of Defense (DOD), homeland security activities, intelligence-related activities within the Department of State, the Department of Veterans Affairs (VA), and national security related activities in the Department of Energy (DOE). Requires the President to issue a sequestration order, effective on issuance, if the Office of Management and Budget (OMB) in its Final Discretionary Sequestration Report estimates that any sequestration is required. Subjects to permanent cancellation any budgetary resources sequestered from any account, except those in special fund accounts or offsetting collections sequestered in appropriation accounts. Applies the same percentage sequestration to all programs, projects, and activities within a budget account. Requires Discretionary Sequestration Preview Reports by: (1) OMB to the President and Congress; and (2) the Congressional Budget Office (CBO) to Congress. Requires the OMB report to explain the difference between OMB and CBO estimates for each item. Requires the Final Discretionary Sequestration Reports to set forth estimates for: (1) the current year and each subsequent year through 2014; (2) the current year, if applicable, and, the budget year, the new budget authority and the breach, if any; (3) the sequestration percentages necessary to eliminate the breach; and (4) the level of enacted sequesterable budget authority, and resulting estimated outlays to be sequestered for each account. Sets forth sequestration enforcement mechanisms.

Child and Dependent Care FSA Enhancement Act - Amends the Internal Revenue Code to increase to $7,500 the amount of employer-provided dependent care assistance that an employee may exclude from gross income. Allows an annual inflation adjustment to such increased amount after 2010.

Iran Democratic Transition Act of 2010 - Authorizes the President to support a transition to a freely elected democratic government in Iran by providing eligible Iranian democratic opposition organizations with assistance for the communication and dissemination of accurate and independent information to the Iranian people through various media. Urges the President to fully utilize specified existing authorities and funding to: (1) support democracy in Iran through assistance for pro-democracy broadcasting into Iran and the dissemination of accurate and independent information to the Iranian people through various media; and (2) provide humanitarian assistance to individuals or groups determined by the President to be victims of repression by the government of the Islamic Republic of Iran. Prohibits assistance to any organization or individual that has: (1) engaged in military cooperation with the government of the Islamic Republic of Iran; or (2) engaged in or supported terrorism. Authorizes the President to appoint a Special Envoy for Democracy and Human Rights in Iran whose primary responsibility shall be to manage U.S. policy on the promotion of democracy and human rights in Iran. Expresses the sense of Congress that: (1) the U.S. government should explore the possibility of a regional human rights dialogue on Iran that is modeled on the Helsinki process; and (2) if the Iranian people restore democratic rule to Iran the United States should provide humanitarian and democratic transition assistance to the Iranian people and to democratic parties and movements.

Makes it out of order in the Senate to consider any of the following legislation that includes a congressional earmark or limited tax or tariff benefit: (1) a bill or joint resolution reported by any committee; (2) a Senate bill or joint resolution not reported by committee; (3) a conference report; (4) a floor amendment to a bill or joint resolution; or (5) an amendment between the two chambers. Provides that if such prohibition is sustained, the legislation shall be returned to the calendar until compliance with this Act is achieved. Permits a waiver of such prohibition in the Senate by an affirmative vote of two-thirds of the Members. Applies such prohibition only to legislation in FY2010-FY2011 providing or authorizing discretionary budget authority, credit authority, or other spending authority, providing a federal tax deduction, credit, or exclusion, or modifying the Harmonized Tariff Schedule in a manner that benefits 10 or fewer entities. Exempts from such prohibition any authorization of appropriations to a federal entity which is not specifically targeted to a state, locality, or congressional district.

Prohibits any funds appropriated or made available to the Department of Justice (DOJ) from being used to commence or continue a prosecution in an Article III court of any individual suspected of involvement in the attacks on the United States and its citizens on September 11, 2001, who is not a citizen of the United States and is subject to the jurisdiction of a military commission.

Erasing our National Debt Through Accountability and Responsibility Plan Act of 2010 - Terminates the authorities granted the Secretary of the Treasury under the Troubled Asset Relief Program (TARP) of the Emergency Economic Stabilization Act of 2008 (EESA) to purchase troubled assets from financial institutions. Lowers the public debt limit by the amount of all TARP assistance repaid by recipients on or after the enactment of this Act, along with dividends, profits, or other funds paid to the government based on such assistance.

Haiti Assistance Income Tax Incentive Act - Treats cash contributions made after January 11, 2010, and before March 1, 2010, for the relief of earthquake victims in Haiti as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution.

Small Business Penalty Fairness Act of 2009 - Amends the Internal Revenue Code to limit the penalty for failure to disclose a reportable transaction (a transaction determined by the Internal Revenue Service [IRS] as having a potential for tax avoidance or evasion) to 75% of the decrease in tax shown on the return as a result of such transaction. Sets forth a maximum penalty for failure to report a reportable transaction and a minimum and maximum penalty for failure to report a listed transaction (a transaction specifically identified by the IRS as a tax avoidance transaction). Requires the Commissioner of Internal Revenue to report by June 1, 2010, and then annually, to Congress on penalties relating to abusive tax shelters and reportable transactions. Extends the penalty for tendering a bad check to the Internal Revenue Service to any commercially acceptable payment instrument (including electronic payments). Expands the continuous tax levy on payments to vendors for goods and services to include payments for all property, goods, or services.

Amends the Internal Revenue Code to allow, without penalty, a participant in an employer-sponsored health or dependent care flexible spending arrangement to withdraw any remaining balance in such plans at the time such participant is separated from employment.

Small Business Job Creation and Access to Capital Act of 2009 - Amends the Small Business Act to increase maximum amounts of loans under the following Small Business Administration (SBA) loan programs: (1) the section 7(a) (general small business loans) guaranteed loan program; (2) the section 504 (state and local development company) program; and (3) the Microloan (small-scale loans to start-up, newly-established, and growing small businesses) program. Amends the American Recovery and Reinvestment Act of 2009 to extend through 2010 SBA authority to reduce or eliminate loan fees on section 7(a) and 504 loans. Amends the Small Business Investment Act of 1958 to apply single-business investment limits to SBA-recognized new markets venture capital companies. Directs the SBA Administrator to establish for prospective borrowers an alternative small business size standard that uses maximum tangible net worth and average net income as an alternative to the use of industry standards. Expresses the sense of Congress that the Administrator should establish a website that: (1) lists SBA lenders and provides loan rate information; and (2) allows prospective borrowers to compare rates on SBA-guaranteed loans. Amends provisions of the Small Business Investment Act of 1958 relating to the local development business loan program to allow a small business borrower under such program to refinance a previous business debt: (1) that was incurred no less than two years before application for the SBA loan; (2) that is a commercial loan; (3) that is not guaranteed by a federal agency; (4) the proceeds of which were used to acquire a fixed asset for the benefit of the small business; (5) that is collateralized by fixed assets; and (6) for which the borrower has been current on all payments for at least one year. Allows the Administrator to provide financing under such program for a borrower that meets certain job creation or retention goals. Provides an alternate job retention goal for which a borrower may qualify.

Bipartisan Task Force for Responsible Fiscal Action Act of 2009 - Amends the Congressional Budget Act of 1974 to establish in the legislative branch the Bipartisan Task Force for Responsible Fiscal Action to address, and report to the President, the Vice President, the Speaker of the House of Representatives, and the Majority and Minority Leaders of both chambers on, the nation's long-term fiscal imbalances, including federal expenditures and revenues and the current and long-term actuarial financial condition of the federal government. Provides for expedited legislative consideration of Task Force recommendations.

Adoption Tax Relief Guarantee Act - Exempts provisions expanding the adoption tax credit and adoption assistance programs enacted by the Economic Growth and Tax Relief Reconciliation Act of 2001 from the general terminating (sunset) provisions of that Act. Amends the Internal Revenue Code to allow the tax credit for adoption expenses in the taxable year in which such expenses are paid or incurred.

Fort Hood Victims and Families Benefits Protection Act - Expresses the sense of Congress that: (1) any member of the Armed Forces who was killed or wounded in the attack at Fort Hood, Texas, on November 5, 2009, and the family members of those victims, should receive the same treatment and benefits as the victims and families of the September 11, 2001, terrorist attacks on the United States; (2) such members and families have made tremendous sacrifices, and the United States should provide them with the maximum level of benefits available, identical to that available to those killed or wounded in an overseas combat zone such as Iraq or Afghanistan; and (3) the Department of Defense (DOD) should honor the Americans killed or injured in such attack with awards that recognize their sacrifices, including the Purple Heart for members and the Secretary of Defense Medal for the Defense of Freedom for civilian DOD employees. Treats members and DOD civilian employees killed or wounded in the shootings at Fort Hood, Texas, as members killed or wounded in a combat zone or civilian employees killed or wounded in a terrorist attack or while serving in a contingency operation, respectively, for purposes of specified laws, regulations, and policies concerning compensation, awards, and other benefits for which such members and employees are eligible.

Amends the Higher Education Act of 1965 to extend by one year, from July 2010 to July 2011, the Secretary of Education's authority to purchase or enter into forward commitments to purchase: (1) Federal Family Education Loans (FFELs) from lenders, upon the determination that there is an inadequate availability of loan capital to meet the demand for such loans; and (2) rehabilitated loans that eligible lenders purchased under the FFEL default reduction program. Extends by one year, from June 30, 2010 to June 30, 2011, the authority of institutions of higher education (IHEs), with the Secretary's approval, to participate in the FFEL lender-of-last-resort program for borrowers otherwise unable to obtain such loans (thereby requiring guaranty agencies serving as lenders-of-last-resort to make FFELs to student and parent borrowers of such IHEs, until such date, regardless of their ability to otherwise obtain such loans).

Rosa's Law - Amends the Higher Education Act of 1965, the Elementary and Secondary Education Act of 1965, the Rehabilitation Act of 1973, the Public Health Service Act, the Health Professions Education Partnership Act of 1968, the National Sickle Cell Anemia Act, Cooley's Anemia, Tay-Sachs, and Genetic Diseases Act, the Genetic Information Nondiscrimination Act, the Developmental Disabilities Assistance and Bill of Rights Act of 2000, and other federal enactments and regulations to change references to mental retardation to references to an intellectual disability.

TARP Sunset Act of 2009 - Amends the Emergency Economic Stabilization Act of 2008 (EESA) to terminate, on December 31, 2009 (as under current law), the authority of the Secretary of the Treasury to implement the Troubled Asset Relief Program (TARP). Repeals the Secretary's authority to extend the TARP program through October 3, 2010, upon submission of a written certification to Congress.

Post-9/11 Veterans' Job Training Act of 2009 - Amends requirements for the Post-9/11 Veterans Educational Assistance Program to entitle an eligible veteran of the Armed Forces (including eligible dependents) pursuing a full-time educational program of apprenticeship or other on-job training to a monthly benefit payment equal to: (1) 75% of the monthly benefit payment otherwise payable to such individual for each of the first six months of the program; (2) 55% of such payment for each of the second six months of the program; and (3) 35% of such payment for each of the months following the first 12 months of the program. Reduces the payment an individual receives in any month in which the individual fails to complete 120 hours of training under the program of education. Entitles an eligible veteran of the Armed Forces receiving such monthly benefit to receive also a monthly housing stipend equal to the basic allowance for housing payable for an Armed Forces member with dependents in pay grade E-5 residing in the military housing area that encompasses the ZIP code area in which the individual resides. Requires an individual's entitlement for each monthly benefit payment to be charged at the rate of: (1) 75% of a month for each of the first six months of the program; (2) 55% of a month for each of the second six months of the program; and (3) 35% of a month for each of the months following the first 12 months of the program.

Offers deepest condolences to the families, friends, and loved ones of the innocent victims killed or wounded in the senseless attack that occurred at Fort Hood, Texas, on November 5, 2009. Offers support and hope for a full recovery for those wounded there. Honors the heroic service, actions, and sacrifices of law enforcement personnel, first responders, soldiers present at the scene, medical personnel, and countless others who aided the victims. Shares in the pain and grief felt by the people of the United States in the aftermath of this tragic event.

Cold War Service Medal Act of 2009 - Authorizes the Secretary of the military department concerned to issue the Cold War Service Medal to members of the Armed Forces who were discharged or released under honorable conditions after having: (1) served on active duty for at least 24 consecutive months during the Cold War (September 2, 1945, through December 26, 1991); (2) deployed outside the continental United States for at least 30 days during such period; or (3) performed other Cold War service as the Secretary of Defense may prescribe. Expresses the sense of Congress that the Secretary should expedite the design of the Medal as well its issuance to eligible members.

Prevent Health Care Fraud Act of 2009 - Establishes in the Department of Health and Human Services (HHS) the Office of the Deputy Secretary for Health Care Fraud Prevention. Requires the Office to: (1) direct the implementation within HHS of health care fraud prevention and detection recommendations made by federal and private sector antifraud and oversight entities; (2) routinely consult with HHS's Office of the Inspector General, the Attorney General, and private sector health care antifraud entities to identify emerging fraud issues requiring immediate action; (3) provide for the design, development, and operation of a predictive model antifraud system to analyze health care claims data in real-time to identify high risk claims activity and develop a comprehensive antifraud database for federal health agency activities; (4) promulgate and enforce regulations relating to the reporting of data claims to such system by federal health agencies; (5) establish thresholds for fraudulent, wasteful, or abusive claims for excluding providers or suppliers from participation in federal health programs and for the referral of claims to law enforcement entities; and (6) share antifraud information and best practices. Sets forth requirements for the fraud prevention system, including that it shall: (1) allow viewing of all provider and patient activities across all federal health program payers; (2) provide for a centralized file for data from all government health insurance claims data sources; (3) provide real-time ability to identify high-risk behavior patterns across markets, geographies, and specialty group providers; (4) involve the implementation of a predictive modeling technology that is designed to prevent waste, fraud, and abuse; (5) systematically present scores, reason codes, and treatment actions for high-risk scored transactions; (6) monitor consumer transactions in real-time and monitor provider behavior at different stages within the transaction flow based upon provider, transaction, and consumer trends; and (7) not be designed to deny health care services or to negatively impact prompt-pay laws because assessments are late. Directs the Deputy Secretary to: (1) prohibit the payment of any health care claim identified as potentially fraudulent, wasteful, or abusive until the claim has been verified as valid; and (2) provide maximum protection of personal privacy consistent with carrying out the Office's responsibilities. Directs the Secretary to establish procedures for the implementation of fraud and abuse detection methods under all federal health programs.

Amends Rule XXVI (Committee Procedure) of the Standing Rules of the Senate to make it out of order in a subcommittee or committee to proceed to any legislative matter unless the legislative matter and a final budget scoring for it by the Congressional Budget Office (CBO) have been publicly available on the Internet, on the official committee and CBO websites, in searchable form 72 hours before proceeding (excluding Saturdays, Sundays, and holidays except when the Senate is in session on such a day). Permits waiver or suspension of this rule, or successful appeals from rulings of the Chair, only by an affirmative vote of two-thirds of the Members of the subcommittee or committee. Makes it out of order in the Senate to proceed to a legislative matter if it was proceeded to in a subcommittee or committee in violation of this Rule. Permits waiver or suspension of this rule, or successful appeals from rulings of the Chair, only by an affirmative vote of two-thirds of the entire Senate. Amends Rule XVII (Reference to Committees; Motions to Discharge; Report; Hearings Available) to apply the same rule in the Senate before it proceeds to any legislative matter. States that nothing in this resolution or any amendment made by it shall be interpreted to require or permit the declassification or posting on the Internet of classified information in the Senate's custody. Requires such classified information to be made available to Members in a timely manner as appropriate under existing laws and rules.

Protect Taxpayers From ACORN Act - Prohibits the federal government from awarding contracts, grants, or other agreements to, providing directly or indirectly any other federal funds to, or engaging in activities that promote the Association of Community Organizations for Reform Now (ACORN), an ACORN-related affiliate, or any organization which has a pending indictment for or has been convicted of a violation under federal or state law governing the financing of a campaign for an election for public office or the administration of such an election, including voter registration. Requires the Federal Acquisition Regulation to be revised to carry out provisions of this Act relating to contracts.
