7th Generation Promise: Indian Youth Suicide Prevention Act of 2009 - Authorizes the Secretary of Health and Human Services (HHS), acting through the Indian Health Service, to carry out a demonstration project to award up to five grants to Indian tribes and tribal organizations operating one or more facilities for the provision of telemental health services to Indian youth who: (1) have expressed suicidal ideas; (2) have attempted suicide; or (3) have mental health conditions that increase or could increase the risk of suicide. Sets forth grant application and eligibility requirements. Specifies how the grants are to be used, including permitting tribal organizations to use and promote traditional tribal health care practices. Defines "telemental health" as the use of electronic information and telecommunications technologies to support long-distance mental health care, patient and professional-related education, public health, and health administration. Directs the Secretary, acting through the Substance Abuse and Mental Health Services Administration (SAMHSA), to carry out measures necessary to maximize the efficiency of the process by which Indian tribes and tribal organizations apply for grants under any SAMHSA-administered program. Prohibits any tribal organization from being required to provide a non-federal share of the cost of any activity carried out using a grant provided by SAMHSA. Directs the Secretary to carry out activities to encourage tribal organizations and mental health care providers serving tribal area residents to obtain the services of predoctoral psychology and psychiatry interns.

Public Safety Employer-Employee Cooperation Act of 2009 - Declares that it is the purpose of this Act to provide collective bargaining rights for public safety officers employed by states or local governments. Directs the Federal Labor Relations Authority (FLRA) to determine whether a state substantially provides for specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management, supervisory, and confidential employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the FLRA to issue, in accordance with the public safety employee rights and responsibilities, regulations establishing collective bargaining procedures for public safety employers and employees in states that do not substantially provide for such rights and responsibilities. Directs the FLRA, in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a voting majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrators' awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of FLRA regulations and orders through appropriate state courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts, sickouts, work slowdowns, or strikes. Waives federal preemption of state law governing strikes by public safety officers. Provides that existing collective bargaining units and agreements shall not be invalidated by this Act.

Limits the liability of a child-serving organization for failure to conduct criminal background checks or to take adverse action against employees with a criminal history. Imposes limitations on the disclosure or use of criminal history records. Amends the PROTECT Act to provide for an extension of the Child Safety Pilot Program.

Establishes: (1) in the Bureau for Policy and Strategic Planning an Office for Learning, Evaluation, and Analysis in Development; and (2) the Council on Research and Evaluation of Foreign Assistance and the Council on Research and Evaluation of Foreign Assistance Advisory Board. Directs the Administrator of USAID to: (1) develop a comprehensive workforce and human resources strategy and a related task force to support the objective of promoting development and reducing global poverty; and (2) establish career guidelines for Foreign Service officers and civil service officers that incorporate interagency, intergovernmental, or international organization rotational assignments. Directs the President to require all federal departments and agencies to make publicly available on their Web sites comprehensive and accessible information about U.S. foreign assistance on a program-by-program and country-by-country basis. Sets forth USAID program fund guidelines.

Frank Melville Supportive Housing Investment Act of 2009 - Amends the Cranston-Gonzalez National Affordable Housing Act (the Act) to revise requirements for supportive housing for persons with disabilities. (Retains authority to provide such assistance to private nonprofit organizations to expand the supply of such housing.) Repeals the authority of the Secretary of Housing and Urban Development (HUD) to provide tenant-based rental assistance directly to eligible persons with disabilities. Authorizes appropriations for such assistance under section 8 (rental voucher program) of the United States Housing Act of 1937 for persons with disabilities in FY2009. Modifies project rental assistance contract requirements, including renewal of, and increases in, annual contract amounts. Requires initial contracts with the sponsor of a project assisted with any low-income housing tax credit or with any tax-exempt housing bonds to have an initial term of up to 360 months and to provide funding for 60 months. Revises the requirement that all units in housing assisted by capital advances and project rental assistance contracts be made available for occupancy by very low-income persons with disabilities for at least 40 years. Requires the Secretary, within 30 days of issuing certain capital advances for multifamily projects (except group homes or independent living facilities), to delegate review and processing of such projects to a state or local housing agency meeting specified criteria. Revises tenant selection procedures. Requires a lease between a tenant and a housing owner to be for at least one year. Revises the application of cost limitations developed by the Secretary to supportive housing. Authorizes the Secretary to waive such limitations. Requires the Secretary to: (1) establish a minimum percentage of capital advances per fiscal year for multifamily projects; and (2) carry out a project rental assistance competitive demonstration program to expand the supply of supportive housing for non-elderly adults with disabilities and with extremely low incomes or for extremely low-income households that include at least one disabled person. Requires the Comptroller General to study and report to Congress on the program's adequacy and effectiveness in assisting households of persons with disabilities.

Requires the Director to: (1) develop national guidelines for a standard autopsy protocol for such deaths; and (2) commission a study on the benefits and appropriateness of genetic testing for infant and early childhood deaths that remain unexplained after investigation and autopsy. Requires the Secretary, acting through the Director, to: (1) award grants for death scene investigation training; (2) establish a population-based case registry for SUID and SUDC deaths; (3) conduct a needs assessment for investigations and determinations of such deaths; and (4) develop public education and prevention programs to reduce stillbirths and address the racial and ethnic disparities in occurrence. Directs the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to: (1) award grants for death review programs and prevention strategies; (2) establish a public health awareness and education campaign on SUID and SUDC; and (3) award grants for support services to families who have experienced SUID, SUDC, or stillbirth. Provides for surveillance and data collection on stillbirths. Requires the Secretary to establish a task force to develop a national research plan to determine the causes of, and how to prevent, stillbirths.

Military and Overseas Voter Empowerment Act - Amends the Uniformed and Overseas Citizen Absentee Voting Act (UOCAVA) to require states to establish procedures for: (1) absentee uniform services voters and overseas voters to request and, states to send, federal election voter registration applications and absentee ballot applications by mail, electronically, and by facsimile; (2) transmittal of blank absentee ballots by mail, online, and by facsimile to absentee uniformed services voters and overseas voters; and (3) ensuring absentee uniformed services voters and overseas voters have time to vote. Directs the presidential designee to establish procedures for: (1) collecting marked absentee ballots of absentee overseas uniformed services voters in regularly scheduled federal general elections; and (2) delivering them to the appropriate state election officials. Authorizes the use of federal write-in absentee ballots in general, special, and runoff elections for federal office, and promotion and expansion of use of such ballots as a back-up measure. Prohibits refusal to accept otherwise valid voter registration and absentee ballot applications, marked absentee ballots, and federal write-ins absentee ballots for failure to meet technical requirements. Directs the presidential designee to develop standards for training, supporting, and emphasizing Voting Assistance Officers under the Federal Voting Assistance Program of the Department of Defense (DOD): (1) for all members of the uniformed services; and (2) on all installations and facilities of the uniformed services in the United States and overseas. Requires each state and the Secretary of Defense jointly to develop and implement procedures for persons to apply to register to vote at DOD pay, personnel, and identification offices. Requires the presidential designee to develop standards for states to report data on the number of absentee ballots transmitted and received and for storage of the data. Amends the Help America Vote Act of 2002 to require: (1) a state to use a requirements payment made using certain funds only to meet specified UOCAVA requirements; and (2) the state plan to describe how the state will use such requirements payment to meet UOCAVA requirements. Directs the presidential designee to establish one or more pilot programs to test the feasibility of new election technology for the benefit of absent uniformed services voters and overseas voters claiming UOCAVA rights.

Hunting Heritage Protection Act - Requires that federal public land be open to access and use for hunting except as limited by: (1) the federal agency with jurisdiction over the land for national security or public safety reasons or for other reasons authorized by applicable federal law for limiting access; and (2) any law of the state in which the land is located that is applicable to hunting. Directs the head of each federal agency with authority to manage a natural resource or federal public land to exercise that authority in a manner so as to support, promote, and enhance access to hunting. Instructs the head of each federal agency to ensure that federal land management decisions and actions result in no net loss of land area accessible for hunting on federal public land. Requires the heads of federal agencies with authority to manage federal public land on which hunting occurs to report annually on areas administered in which access for hunting was limited and the reasons for the limitations and on areas that were opened to hunting to compensate for areas in which there were such limitations. Prohibits a withdrawal, change of classification, or change of management status that effectively closes or limits access to 5,000 or more acres of federal public land for hunting from occurring unless the head of the federal agency that has jurisdiction over the land has submitted written notice of the action to specified congressional committees. Grants states the right to file civil actions in district courts in cases where federal agencies fail to comply with state authority to manage or regulate fish and wildlife.

Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to Parkinson's disease and MS data. Requires the Secretary to ensure that epidemiological and other types of information collected are made available to agencies such as the National Institutes of Health (NIH), the Food and Drug Administration (FDA), the Department of Veterans Affairs (VA), and the Department of Defense (DOD).

Government Ownership Exit Plan Act of 2009 - Prohibits the federal government from acquiring, directly or indirectly, any ownership interest in a troubled asset described in the Emergency Economic Stabilization Act of 2008 (EESA) that was purchased from a financial institution by the Secretary of the Treasury. Requires the Secretary to divest the government of any such interest not later than July 1, 2010, with exceptions allowing ownership interests of not more than six months if: (1) divestiture would have a significant adverse impact on taxpayers; and (2) there is a reasonable expectation that a waiver would allow recovery of the cost of acquiring such interest. Amends EESA to state that the limit of authority to purchase troubled assets is $700 billion (under current law, such limitation, reduced by $1.259 billion, is described as "outstanding at any one time"). Requires all repayments of obligations arising under EESA, and all proceeds from the sale of assets acquired by the government under that Act, to be paid into the general fund of the Treasury for reduction of the public debt. Makes it unlawful for an officer or employee of the executive branch to knowingly make, with the intent to influence, a communication regarding a significant management decision of a recipient of EESA assistance to any officer or employee of the recipient. Makes the Financial Stability Oversight Board responsible for reviewing the ownership interest termination provisions of this Act. Establishes requirements for reports by the Secretary on: (1) ownership interests; (2) plans for compliance with this Act, including for winding down and divestiture; and (3) ending conservatorship and direct ownership by the government of the Federal National Mortgage Association and the Federal Home Loan Mortgage Corporation (Fannie Mae and Freddie Mac, respectively).

Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to provide for the extension of treatment of certain physician pathology services under Medicare. Directs the Secretary of Health and Human Services to: (1) conduct pilot projects to provide incentives to home health agencies to utilize remote home monitoring and communications technologies; and (2) facilitate the provision of telehealth services across state lines. Amends title XVIII (Medicare) of the Social Security Act to extend Medicare part A (Hospital Insurance) coverage and payment, on a reasonable cost basis, to anesthesia services furnished by a physician anesthesiologist in certain rural hospitals in the same manner as payment is made for anesthesia services furnished by a certified registered nurse anesthetists in such hospitals. Establishes the floor at 1.00 on: (1) the practice expense geographic index for services furnished during a specified period in certain rural areas under the Medicare physician fee schedule; and (2) the Medicare hospital area wage index for certain hospitals for discharges during the same period. Revises the standard for designation of sole community hospitals.

Military Voting Protection Act of 2009 - Amends the Uniformed and Overseas Citizens Absentee Voting Act to direct the Secretary of Defense (the presidential designee) to establish procedures for: (1) collecting marked absentee ballots of absent overseas uniformed services voters in regularly scheduled general elections for federal office; and (2) delivering such ballots to the appropriate state election officials. Requires the designee to: (1) ensure that such ballots are delivered prior to the time established for the closing of the polls on the date of the election; (2) carry out delivery requirements by utilizing the express mail delivery services of the U.S. Postal Service, which shall include a mechanism for ballot tracking; (3) inform individuals who are anticipated to be absent overseas uniformed services voters in such an election of the procedures for collection and delivery of marked absentee ballots established pursuant to this Act; and (4) take steps to ensure that such voters are able to cast their votes in a private and independent manner, and that vote contents remain private while in the designee's possession or control.
