General Aviation Accident Liability Standards Act of 1986 - Declares that this Act supersedes any State law regarding liability for general aviation accidents. Establishes guidelines for uniform standards of liability of general aviation manufacturers for general aviation accidents. States that all actions for harm arising out of a general aviation accident shall be governed by the principles of comparative responsibility. Establishes, with specified exceptions, a limitation of actions period of 20 years from delivery of aircraft or harm-causing part to the purchaser for general aviation civil liability brought against a general aviation manufacturer. Declares admissible as evidence certain income tax and payroll tax liability for purposes of establishing financial harm arising out of a general aviation accident. Permits the award of punitive damages if a claimant establishes by clear and convincing evidence that the harm suffered was the direct result of conduct manifesting conscious, flagrant indifference to safety. Establishes a two-year limitation of actions period for actions arising out of a general aviation accident. Declares the intent of the Congress that sanctions be strictly enforced for violations of Rule 11 of the Federal Rules of Civil Procedure, including orders to pay to the other party the reasonable costs of legal fees. Confers original jurisdiction upon the Federal district courts, concurrently with State courts, for all civil actions for harm arising out of a general aviation accident.

Exempts from such tax crude oil or refined petroleum products purchased for export. Sets the rate of such tax as the difference between $18 per barrel and the average world price of crude oil per barrel.

Driftnet Impact Monitoring, Assessment, and Control Act of 1986 - Amends the Magnuson Fishery Conservation and Management Act to revise provisions concerning the presence of a U.S. observer aboard foreign fishing vessels fishing in a U.S. fishery conservation zone. Provides that the Secretary of Commerce (the Secretary) shall not approve a foreign vessel's fishing permit application where the facilities aboard such vessels are so inadequate that the health, safety, and welfare of an observer on such vessel cannot be assured. Requires the Secretary, through the Secretary of State, to immediately negotiate with foreign governments conducting driftnet fishing operations off the U.S. coast an arrangement for the reliable monitoring and assessment of the number of fish, seabirds, and other marine creatures killed, discarded, or lost by such government's driftnet fishing vessels in waters beyond the jurisdiction of the United States. Prohibits the Secretary from issuing a permit to any foreign vessel whose government does not enter into such a monitoring arrangement within one year after the enactment of this Act. Directs the Secretary, within one year after the enactment of this Act, to report to the Congress on the implementation of such arrangements. Directs the Secretary, within one year after the enactment of this Act and annually thereafter, to report to the Congress on the impact upon living marine resources of all driftnet fisheries off the coasts of the United States. Requires enforcement costs to be taken into consideration when determining fishing permit fees to be charged. Directs the Secretary to implement a net bounty system to pay persons recovering and turning over to the Secretary lost, abandoned, or discarded driftnet or other plastic fishing net material. Requires such payments to be made from the Fishery Vessel and Gear Damage Compensation Fund. Directs the Secretary to develop recommendations to establish a driftnet marking, registry, and identification system to determine the vessel origin of lost, discarded, or abandoned driftnets or driftnet fragments. Directs the Secretary, no later than six months after the enactment of this Act, to report to the Congress concerning such recommendations and their implementation. Establishes a seabird protection zone surrounding the Aleutian Islands off Alaska within which no driftnet fishing is permitted. Directs the Secretary, in cooperation with the Secretary of the department in which the Coast Guard is operating, to enforce such driftnet fishing prohibition.

South African Restrictions Act of 1986 - Prohibits any U.S. person from: (1) making any loan to, or providing funds for a loan to, South Africa or any organization owned or controlled by South Africa; or (2) otherwise making any investment in South Africa. Provides that such prohibition shall apply to loans or investments made or entered into after June 1, 1986. Directs the Secretary of Transportation to prohibit the takeoff and landing in the United States of: (1) aircraft owned by South Africa or South African nationals; or (2) in the case of an aircraft which is scheduled to land in or which has taken off from South Africa, aircraft owned by U.S. nationals. Authorizes the Secretary to make exceptions to such prohibition in emergencies. Declares that it is U.S. policy to encourage all U.S. firms in South Africa to adhere to fair labor principles. Prohibits any Federal agency from interceding with any foreign government regarding the export marketing activity in any country of a U.S. national who employs more than 25 individuals in South Africa and does not adhere to the fair labor principles specified in this Act. Sets forth such principles. Expresses the sense of the Congress that such U.S. nationals should take reasonable measures to extend the scope of their influence on activities outside the workplace. Requires the Secretary of State and the head of any other Federal agency carrying out activities in South Africa to: (1) take the necessary steps to ensure that such fair labor practices are applied to their South African employees; and (2) try, in procuring goods or services in South Africa, to assist businesses that are more than 50 percent owned by South Africans disadvantaged by the apartheid system. Prohibits importing into the United States South African arms, ammunition, or military vehicles or any manufacturing data for such articles. Amends the Foreign Assistance Act of 1961 to earmark specified amounts of the funds in the Economic Support Fund for FY 1987 and the following fiscal years for assistance to disadvantaged South Africans. Requires such assistance to be provided for activities aimed at ending apartheid and establishing a society based on non-racial principles. Requires a specified amount of such aid to be used to protect human rights in South Africa, including providing legal aid to political prisoners. Imposes a limit on the amount of each grant. Requires a specified amount to be available each fiscal year for matching grants to certain organizations. Imposes a limit on the amount of each matching grant. Prohibits using such Economic Support Fund assistance to support organizations controlled by South Africa. Requires priority to be given to working with and through South African non-governmental organizations which are community-based and whose leadership and structure represent and have the support of the disadvantaged communities. Prohibits issuing a license for the export to South Africa of goods or technology which are to be used in a nuclear production or utilization facility or which are likely to be diverted for use in such a facility. Prohibits authorizing the production of any special nuclear material in South Africa. Prohibits issuing a license for the export to South Africa of certain items relating to nuclear explosives. Prohibits approving the retransfer to South Africa of any such goods, technology, special nuclear materials, or items. Prohibits exporting to the following South African entities any computers, computer software, or goods or technology intended to service computers: (1) the military; (2) the police; (3) the prison system; (4) the national security agencies; (5) ARMSCOR and its subsidiaries or certain weapons research activities; (6) the administering authorities for the black passbook and the book of life systems; (7) any apartheid enforcing agency; and (8) any local, regional, or homelands government entity that performs any of the functions of the above entities. Permits exports to other South African entities of computers, computer software, and goods or technology intended to service computers only if a system of end use verification is in effect. Provides for enforcement of this Act. Sets forth penalties for violations of this Act. Directs the President to review existing stockpile and contingency plans for ferrochrome, ferromanganese, platinum, and vanadium. Requires the President to report annually to the Congress on the value of American military technology transferred to South Africa, including any such technology transferred through third countries. Prohibits importing into the United States any South African krugerrand or any other South African gold coin. Provides for consultations among the various Federal departments in carrying out this Act. Expresses the sense of the Congress that the President should discuss with the African "frontline" states the effects on them of disruptions in economic links through South Africa and of means of reducing those effects. Terminates the prohibitions on investments in South Africa, landing rights, imports of military articles, nuclear trade, exports of computers to South Africa, and imports of South African gold coins if the President certifies to the Congress that South Africa has: (1) freed Nelson Mandela and all political prisoners and has entered into good faith negotiations with truly representative leaders of the black majority for a new political system; or (2) totally dismantled the apartheid system.

Social Security Trust Funds Management Act of 1986 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to direct the Managing Trustee of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund (OASDI trust funds) to immediately invest such portion of the OASDI trust funds as is not required for current withdrawals. Prohibits the sale and redemption of OASDI trust fund assets or the exenditure of OASDI trust fund amounts for purposes other than those specified in title II of the Act. Requires members of such trust funds' Board of Trustees to faithfully execute their duties, but does not impose a fiduciary duty. Requires that, in consideration of the public debt limit, required investments of trust fund amounts occur prior to the issuance of other obligations. Directs that the tax receipts earmarked for the OASDI program be immediately transferred (currently, monthly transfers are made) from the general fund of the Treasury to the OASDI trust funds. Requires the Board of Trustees of the OASDI trust funds to meet at least twice each year. Sets forth provisions requiring reports by the Board of Trustees and the Managing Trustee to the Congress regarding the operation and status of the OASDI trust funds.

Uniformed and Overseas Citizens Absentee Voting Act - Requires States to provide by law for elections for Federal office: (1) absentee registration and absentee voting for uniformed services voters and overseas voters; and (2) the use of alternative write-in absentee ballots by overseas voters when State absentee ballots are not available. Directs the President to designate the head of an executive department to have primary responsibility for the administrative functions of this Act, including: (1) prescribing an official postcard form containing a voter registration and an absentee ballot application; (2) prescribing an alternative write-in ballot for overseas voters; (3) prescribing forms and designs for balloting materials; (4) distributing election materials; (5) reporting to the Congress in the year immediately following a presidential election year on its effectiveness; and (6) consulting State and local election officials in carrying out this Act. Provides for the distribution of official postcards. Sets forth recommendations to the States in carrying out provisions of this Act. Provides for Federal and State write-in absentee ballots for overseas voters. Declares balloting materials under this Act free of postage. Establishes criminal and civil penalties for violations of this Act.

Agricultural Shipper Protection Act of 1986 - Delineates the essential terms of an agricultural commodities transportation contract which must be made available to the general public in tariff format. Deems any subsequent change to such terms to be a separate and new contract for purposes of this Act. Directs the Interstate Commerce Commission to promulgate within 60 days after enactment of this Act regulations which require that such essential contract terms be made available to the general public in tariff format. Directs the Commission to liberally interpret the contract disclosure provisions in order to provide liberal discovery to shippers seeking remedies under this Act. Proscribes rail transportation service under a contract until such contract receives Commission approval. Directs the railroad contract rate advisory service to: (1) assess the impact on competition among agricultural shippers of contract rate variations for various shipments and published single car rates; and (2) report to the Congress within 120 days after the enactment date of this Act.

Employment Opportunities for Disabled Americans Act - Makes permanent provisions which provide benefits under title XVI (Supplemental Security Income) of the Social Security Act for individuals who perform substantial gainful activity despite a severe medical impairment. Removes SSI limitations for the first two months of an individual's stay in a health facility if such individual was eligible for the benefits made permanent by this Act during the month preceding admission to the facility. Requires the district offices of the Social Security Administration to each designate a staff member to implement the program providing benefits to individuals who perform substantial gainful activity despite severe medical impairment. Revises the eligibility requirements for such benefits. Directs the Secretary of Health and Human Services to establish and implement procedures which provide that whenever an individual is formally notified of his or her SSI eligibility, such individual will also be notified of the availability of assistance under title XIX (Medicaid) of such Act. Directs the Secretary, when any individual receives SSI benefits on the basis of a disability, to notify such individual of his or her potential eligibility for the SSI benefits available for those performing substantial gainful activity despite a severe medical impairment. Directs the Comptroller General to conduct a study of the operation of the SSI section which provides benefits for individuals who perform substantial gainful activity despite a severe medical impairment, with the particular objective of evaluating the work incentive provisions of such section. Requires the Comptroller General to report to the Congress the findings of such study. Provides that when an individual becomes ineligible for SSI benefits upon entitlement to child's insurance benefits under title II (Old Age, Survivors and Disability Insurance) of the Act, such individual shall be treated for Medicaid purposes as continuing to receive SSI benefits so long as he or she would otherwise be eligible for such benefits. Authorizes the Secretary to conduct demonstration projects designed to assess the advantages and disadvantages of various work incentive programs under the OASDI and SSI programs. Sets forth reporting requirements.
