Methane Transportation Research, Development, and Demonstration Act of 1980

Methane Transportation Research, Development, and Demonstration Act of 1980 - Directs the Secretary of Energy to designate an organizational entity within the Department of Energy to manage the methane vehicle research, development, and demonstration program established under this Act. Authorizes the Secretary to enter into agreements or arrangements with the National Aeronautics and Space Administration, the Department of Transportation, the Environmental Protection Agency, or any other Federal department or agency, providing that such departments or agencies conduct specified parts or aspects of such program as the Secretary deems necessary or appropriate which are within the particular competence of such department or agency. States that the Secretary shall have responsibility to ascertain that such program include activities to: (1) promote research on methane-fueled vehicles; (2) determine optimum overall specifications for such vehicles; (3) determine means and facilities for storing, transporting, and dispensing methane for use as vehicular fuel; (4) conduct demonstration projects with respect to the feasibility of such vehicles; (5) gather performance data on such vehicles and related methane transmission and storage facilities; (6) enter into arrangements to assure adequate continuous supplies of methane for use in the demonstrations assisted under this Act; (7) ascertain the need for modifying available methane-fueled vehicles in order to improve their efficiency and performance and facilitate their use by fleet owners; and (8) ascertain and report to Congress on any changes in fuel supply patterns, tax policies, and standards governing the manufacture of vehicles needed to facilitate the manufacture and use of such vehicles. Directs the Secretary to assure maximum coordination between Federal agencies and departments and the Department of Energy in carrying out such program. Directs the Secretary to initiate and provide for research and development in areas relating to such vehicles. Directs the Secretary to promulgate rules and regulations and to issue an initial report for proposals for technical and financial assistance to support public and private entities in developing and implementing demonstration projects to gather data on the operation of such vehicles and facilities for the transmission and storage of methane as a vehicular fuel. Sets forth the types of technical and financial assistance to be provided under this Act, including grants and loans to cover specified percentages of the costs associated with the installation of methane transmission, storage, and dispensing facilities. Sets forth requirements as to the number and duration of such demonstrations. Directs the Secretary to consult with the Postmaster General, the Administrator of the General Services Administration, the Secretary of Defense, and the heads of other Federal agencies to determine the practicability of using methane vehicles in the performance of agency functions and to arrange for appropriate use of such vehicles at the earliest practicable date. Requires the Secretary to submit an annual report on all activities undertaken under this Act to specified congressional committees. Authorizes appropriations for fiscal years 1982 through 1986 to carry out this Act.

Non Carrier Railroad Acquisition Act of 1980 - Amends the Railroad Revitalization and Regulatory Reform Act of 1976 to require the Secretary of Transportation to purchase: (1) not less than $50,000,000 in redeemable preference shares or trustee certificates convertible to specified redeemable preference shares as necessary for the purchase, lease, or rehabilitation of properties of the Rock Island Railroad by noncarrier entities to be used for common carrier rail service; and (2) not more than $36,000,000 in such preference shares or trustee certificates as necessary for the purchase of properties of the Milwaukee Railroad by responsible noncarrier entities to be used for common carrier rail service. Directs that a specified portion of such funding be made available from net revenues from the windfall profits tax allocated for energy and transportation programs.

Farm Labor Contractor Registration Act Amendments of 1980 - Amends the Farm Labor Contractor Registration Act of 1963 to revise the definition of "farm labor contractor" to: (1) broaden specified exclusions from such definition (thus broadening certain exemptions from coverage under such Act); and (2) exclude from such definition (and such coverage) any nonprofit or cooperative association of farmers, growers, ranchers, duly incorporated under appropriate State laws, and operated solely for the mutual benefit of the members thereof, and any full-time or regular employee of such association or cooperative who engages in such activity solely for such employer. Adds other definitions relating to such revisions. Revises the definition of "agricultural employment" to specify that listed activities take place on a farm or ranch. Limits the definition of "migrant worker" to only those workers who cannot regularly return to their domicile each day after working hours, or who are transported from and to their domicile each workday by the person who recruits, solicits, hires, or furnishes such worker for agricultural employment on a farm or ranch owned or operated by another person.

Tax Reduction - Job Creation Act - Title I: Individual Tax Rates - Amends the Internal Revenue Code to reduce income tax rates for each category of individual taxpayers. Title II: Incentives for New Plant and Equipment - Amends the Internal Revenue Code to revise the method for determining useful lives of business assets for purposes of computing allowable depreciation deductions. Replaces the asset depreciation range (ADR) method with a schedule of capital cost recovery periods for three classes of business property. Establishes capital cost recovery periods for the following classes of business property: (1) buildings and their structural components, ten years; (2) tangible property, five years; and (3) automobiles, taxis, and light-duty trucks (up to $100,000), three years. Allows a ten percent investment tax credit for buildings and tangible property, and a six percent credit for automobiles, taxis, and light duty trucks. Requires the recapture of depreciation amounts and investment tax credit amounts applicable to assets which are sold or otherwise disposed of prior to the expiration of the capital cost recovery period. Permits taxpayer to deduct less than the full allowance for capital cost recovery in any taxable year. Permits a carryover to succeeding taxable years of any unused depreciation amounts. Disqualifies capital cost recovery property from the allowance for first year depreciation. Treats amounts claimed as the capital cost recovery of noncorporate lessors as an item of tax preference for purposes of the minimum tax. Adopts as an accounting practice the "half year convention" under which investments eligible for capital cost recovery treatment or the investment tax credit which are made at any time during the taxable year are deemed to be made in the middle of such year.

Family Care Demonstration Project Act

Family Care Demonstration Project Act - Authorizes the Secretary of Health and Human Services (formerly the Secretary of Health, Education, and Welfare), in consultation with the Commissioner of the Administration on Aging, to make grants to, and enter into contracts with, any public or private entity, including any hospital that has a medicare agreement in effect, to conduct demonstration programs for the placement of specified elderly persons in private homes as foster care residents. Requires that such elderly persons be: (1) 65 years old or older; (2) inpatients in a hospital or nursing home, but no longer require inpatient care; (3) ambulatory and require continued medical support services or intermittent medical or skilled nursing care similar to the care provided in an intermediate care facility, but do not require continuous skilled nursing services; and (4) lack other appropriate residential arrangements to provide necessary services. Directs the Secretary to require that such programs establish standards to assure that specified criteria are met. Includes among such criteria, requirements that such programs: (1) provide for placement in the homes of blood relatives whenever possible if such homes meet applicable requirements; (2) include placements in homes of relatives and in other foster care homes in order to evaluate care in both settings; (3) provide for contribution to the cost of care by the elderly person to the extent that this does not unduly deplete such person's resources; (4) assure persons in whose home such foster care is given are compensated; and (5) assists members of the family providing foster care in making alternative short-term care arrangements when necessary. Directs the Secretary to: (1) provide, to the extent feasible, for the distribution of such grants or contracts among urban and rural areas; and (2) determine the amount of any such grant or contract. Sets forth certain recordkeeping requirements for such programs. Requires that such records be available to the Secretary and the Comptroller General for audit and examination. Authorizes the Secretary to provide technical assistance to appropriate entities with respect to such programs. Directs the Secretary to establish an information clearinghouse regarding foster care programs available in the United States. Directs the Secretary to evaluate such programs and report to Congress by January 1, 1984. Directs the Secretary to prescribe regulations relating to the compensation to be received by persons in whose home an elderly person receives foster care under such program. Authorizes the Secretary, in carrying out such demonstration programs, to make: (1) foster care maintenance payments on behalf of elderly persons who are eligible for medicare hospital insurance benefits, from the Federal Hospital Insurance Trust Fund; and (2) payments to States under the medicaid program with respect to amounts expended by States for foster care maintenance payment to elderly persons otherwise eligible for medical assistance under the State's approved Medicaid plan. Sets forth factors upon which the Secretary is to make determinations of the amount of such payments. Prohibits taking such foster care into consideration in determining eligibility for, or amount of, supplemental security income benefits or specified State payments. Authorizes appropriations for such grants and contracts of $1,500,000 for each of fiscal years 1981 through 1983. Provides that such appropriations shall be: (1) available for the costs of such demonstration programs, including payments to persons in whose home an elderly person receives foster care; and (2) available with regard to any elderly person participating in the program, including those for whom specified payments and contributions do not adequately compensate persons in whose home they receive care.

Directs the Secretary of Transportation to purchase redeemable preference shares or trustee certificates convertible to redeemable preference shares as necessary to facilitate the purchase of properties of the Rock Island by other railroads. Establishes a ceiling for the total par value of such shares which the Secretary may purchase. Exempts activities under this Act from the provisions of the National Environmental Policy Act.
