Unemployment Compensation Extension Act of 2008 - Amends the Supplemental Appropriations Act, 2008 to revise the formula for Tier-1 amounts a state credits to an applicant's emergency unemployment compensation account (EUCA) for a benefit year. Increases the figures in the formula (the lesser of which shall be the amount credited) from: (1) 50% to 80% of the total amount of regular compensation (including dependents' allowances) payable to the individual during the benefit year; and (2) 13 to 20 times the individual's average weekly benefit amount for the benefit year. Provides an additional Tier-2 period for deposits to an individual's EUCA, using the current formula, if, at the time that the amount established under this Act is exhausted, or at any time thereafter, the individual's state is in an extended benefit period. Prescribes a formula for determining if a state is in an extended benefit period. Allows the Tier-2 period augmentation to be applied to the individual's EUCA only once. Prohibits a Tier-2 augmentation under this Act to an individual's account after March 31, 2009, if the account is exhausted after such date. Extends the period of emergency unemployment compensation. Exempts weeks of unemployment between enactment of this Act and December 8, 2009, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law of such state provides for payment (at any time or under any circumstances) of regular compensation to an individual for his first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.)

Requires the Administrator of the Environmental Protection Agency (EPA) to work with representatives of industry and environmental groups to conduct a study of black carbon emissions, which shall include: (1) an identification of the major sources of black carbon emissions in the United States and throughout the world, an estimate of the quantity of current and future emissions, and the net climate effects of the emissions from those sources; (2) an identification of the most effective and cost-effective control technologies, operations, or strategies for additional domestic and international reductions in black carbon reductions and the health benefits associated with additional reductions; and (3) recommendations regarding areas of focus for additional research for technologies, operations, and strategies with the highest potential to reduce black carbon emissions, government actions to encourage or require additional black carbon emission reductions, and the development of a climate-beneficial tropospheric ozone reduction strategy. Requires the Administrator to report to Congress on the study results within 180 days after enactment of this Act.

Serve America Act - Amends the National and Community Service Act of 1990 to create two new service-learning programs: (1) a Youth Engagement Zones to Strengthen Communities program, providing competitive grants to partnerships between local educational agencies that serve high-need, low-income communities and certain community-based or state entities to engage students and out-of-school youth in service-learning addressing specific challenges faced by their communities; and (2) a Campus of Service program, which annually grants up to 30 institutions of higher education (IHEs) with exemplary service-learning programs the funds to assist their students' pursuit of public service careers, and the right to nominate additional individuals for ServeAmerica Fellowships. Directs the Corporation for National and Community Service (Corporation) to contract for a 10-year, longitudinal service-learning impact study. Establishes the Commission on Cross-Sector Solutions to America's Problems to study ways in which the federal government and businesses can more effectively collaborate with nonprofit and philanthropic organizations to address pressing national and local challenges. Creates a Community Solutions Funds Pilot program awarding competitive matching grants to grantmaking institutions or partnerships between such institutions and state or local governmental entities which will use the grants to provide competitive matching subgrants to community organizations for use in replicating or expanding proven solutions to specifically identified community challenges. Establishes an Innovation Fellowships Pilot program awarding competitive grants to individuals who are veterans, or have completed at least one period of national service, to establish innovative nonprofit organizations that address national and local challenges. Creates a ServeAmerica Corps program providing formula grants to states and awarding competitive grants to states and nonprofit organizations to fund national service in low-income communities by: (1) Clean Energy Service Corps that improve certain clean energy indicators, including energy efficiency and conservation measures; (2) Education Corps that improve certain education indicators, including student engagement, achievement, and graduation; (3) Healthy Futures Corps that improve certain health indicators, including health care access; (4) Opportunity Corps that improve certain opportunity indicators, including financial literacy and access to housing, and employment-related services; and (5) Encore programs designed to take advantage of the skills of participants age 50 and older. Creates additional incentives for national service participation by individuals age 50 and older. Makes ServeAmerica Corps participants eligible for national service educational awards. Directs the Corporation to create a Civic Health Index enabling states and communities to assess their civic health. Establishes the ServeAmerica and Encore Fellowships program providing ServeAmerica Fellowships to IHE-nominated individuals and Encore Fellowships to individuals age 50 or older who agree to be placed with nonprofit organizations to carry out projects in specified areas of national need. Makes ServeAmerica fellows eligible for national service educational awards. Creates a Volunteer Generation Fund program awarding competitive matching grants to states and nonprofit organizations to increase the availability and capacity of volunteers to address state priorities with regard to areas of national need or work with nonprofit civic entities, including faith-based organizations, to address such needs. Establishes a National Service Reserve Corps of individuals who have completed a term of national service to respond to national disasters and other emergencies. Directs the Corporation, within 180 days of this Act's enactment, to conduct a nationwide Call to Service Campaign. Requires the Office of Volunteers for Prosperity (VfP) of the United States Agency for International Development (USAID) to implement a VfPServe program providing skilled professionals with fixed-amount stipends to offset their costs of volunteering abroad to address specified VfP objectives aimed at ameliorating living conditions in developing countries.

Recognizes September 11, 2008, as a day of solemn commemoration of the events of September 11, 2001. Offers condolences to the families, friends, and loved ones of the innocent victims of the September 11, 2001, terrorist attacks. Honors the heroic service, actions, and sacrifices of first responders, law enforcement personnel, state and local officials, volunteers, and others who aided the victims and, in doing so, risked and often gave their own lives. Recognizes the service, actions, and sacrifices of U.S. personnel who have given so much to support our freedom and defend our security. Reaffirms that the people of the United States will never forget the challenges our country endured on and since September 11, 2001, and will work to defeat those who attacked us.

Foreign Service Overseas Pay Equity Act of 2008 - Amends the Foreign Service Act of 1980 to: (1) extend comparability pay adjustments to Foreign Service members assigned abroad; and (2) amend the death gratuity computation payable to surviving dependents of Foreign Service employees who die from injuries sustained in the performance of duty abroad.

Giving Incentives to Volunteers Everywhere Act of 2008 or the GIVE Act of 2008 - Amends the Internal Revenue Code to: (1) increase the standard mileage rate for use of a passenger automobile for charitable purposes to 70% of the current rate for business usage; and (2) exclude from the gross income of charitable volunteers reimbursements paid to them for the use of a passenger automobile for the benefit of a charitable organization.

Sunscreen Labeling Protection Act of 2008 or the SUN Act - Requires the proposed rule issued by the Commissioner of Food and Drugs pertaining to over-the-counter sunscreen drug products to take effect 180 days after enactment of this Act, unless the Commissioner issues a final rule that includes formulation, labeling, and testing requirements for both ultraviolet B (UVB) and ultraviolet A (UVA) radiation protection before such time.

ADA Amendments Act of 2008 - Amends the Americans with Disabilities Act of 1990 (ADA) to redefine the term "disability," including by defining "major life activities" and "being regarded as having such an impairment." Sets forth rules of construction regarding the definition of "disability," including that: (1) such term shall be construed in favor of broad coverage of individuals under the Act; (2) an impairment that substantially limits one major life activity need not limit other major life activities in order to be a disability; (3) an impairment that is episodic or in remission is a disability if it would substantially limit a major life activity when active; and (4) the determination of whether an impairment substantially limits a major life activity shall be made without regard to the ameliorative effects of specified mitigating measures. Prohibits employment discrimination against a qualified individual on the basis of disability. (Current law prohibits employment discrimination against a qualified individual with a disability because of the disability.) Prohibits the use of qualification standards, employment tests, or other selection criteria based on an individual's uncorrected vision unless the standard, test, or other selection criteria, as used by the covered entity, is shown to be related to the position and is consistent with business necessity. Declares that nothing in the Act: (1) alters the standards for determining eligibility for benefits under state worker's compensation laws or under state and federal disability benefit programs; (2) alters the requirement to make reasonable modifications in policies or procedures, unless such modifications would fundamentally alter the nature of the goods, services, facilities, or accommodations involved; or (3) provides the basis for a claim by an individual without a disability that the individual was subject to discrimination because of the individual's lack of disability. Declares that the authority of the Equal Employment Opportunity Commission (EEOC), the Attorney General, and the Secretary of Transportation to issue regulations includes the authority to issue regulations implementing the definitions of this Act. Makes conforming amendments to the Rehabilitation Act of 1973.

Federal Aviation Administration Employee Retention Act - Revises requirements for the dispute resolution process of the Federal Aviation Administration (FAA) regarding negotiations with the exclusive bargaining representative of FAA employees over proposed changes to the FAA personnel management system. Requires submission of issues in controversy to the Federal Service Impasses Panel (FSIP) for binding arbitration if the services of the Federal Mediation and Conciliation Service (FMCS, required by current law) have led to an impasse between the FAA and its employees in reaching an agreement. Prescribes a procedure for the appointment of a three-member arbitration board by the FSIP Executive Director. Repeals the current requirement that, if the services of the FMCS do not lead to an agreement, the Administrator's proposed change to the personnel management system shall not take effect until 60 days have elapsed after the Administrator has transmitted the proposed changes, along with the objections of the employees to the changes, and the reasons for such objections, to Congress. Provides a dispute resolution process alternative to the existing requirement to use FMCS services. Authorizes the FAA Administrator and the exclusive bargaining representative of FAA employees, by mutual agreement, to adopt alternative procedures for the resolution of disputes or impasses arising in the negotiation of a collective-bargaining agreement.

Accuracy in Fuel Economy Standards Act - Requires the Secretary of Transportation to calculate maximum feasible fuel economy standards for passenger automobiles and non-passenger automobiles based on the most recent high gasoline price projection issued by the Energy Information Administration (EIA). Defines the "applicable high gasoline price projection" as the greatest of a range of estimated gasoline prices that the EIA issues as part of its annual energy outlook, short-term energy outlook, or similar analyses for: (1) the year (or years) corresponding to the model year (or model years) for which the Secretary is prescribing an average fuel economy standard; and (2) the range of years considered by the Secretary in determining the costs and benefits associated with such standard.

Visa Efficiency and E-Verify Extension Act of 2008 - Amends the Immigration and Nationality Act to establish the fiscal year worldwide level of employment-based immigrants at 140,000 plus: (1) the previous year's unused visas; and (2) the number of unused visas from FY2002-FY2007. Establishes the fiscal year worldwide level of family-sponsored immigrants at 480,000 minus the number of certain aliens not subject to direct numerical limitations plus: (1) the previous year's unused visas; and (2) the number of unused visas from FY2002-FY2007. (States that such annual level shall not be less than 226,000.) Amends the Immigration and Nationality Technical Corrections Act of 1994 to extend the J-1 visa waiver (Conrad state 30/medical services in underserved areas) program through June 1, 2013. Directs the Secretary of Homeland Security to issue final regulations to eliminate or reduce fraud in the special immigrant non-minister religious worker program by no later than December 31, 2008. Amends the Immigration and Nationality Act to extend the special immigrant program for non-minister religious workers until October 1, 2011. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to extend the employment eligibility confirmation pilot programs (which includes the E-Verify basic pilot program) for five years. Directs the Commissioner of Social Security and the Secretary, for fiscal years beginning on or after October 1, 2008, to enter into a fiscal year agreement which shall: (1) provide funds to the Commissioner for such programs' full costs in quarterly advances; and (2) require an annual accounting and reconciliation of costs incurred and funds provided. Provides for interim funding continuation (based upon the latest agreement) if an agreement has not been reached by October 1 of a fiscal year. Requires that the Government Accountability Office (GAO) conduct studies regarding: (1) erroneous tentative nonconfirmations under the E-Verify program; and (2) such program's effects on small entities.

Services, Education, and Rehabilitation for Veterans Act or the SERV Act - Requires the Director of the Office of National Drug Control Policy to delegate to the Department of Justice (DOJ) the authority to administer the veteran's treatment courts program established by this Act. Authorizes the Attorney General to make grants to states and other entities: (1) to develop, implement, or enhance veteran's treatment courts or to expand operational drug courts to serve veterans; and (2) for programs that involve continuing judicial supervision over nonviolent offenders with substance abuse or mental health problems who have served in the U.S. military. Requires such programs to include mandatory periodic testing for the use of drugs, substance abuse and mental health treatment, opportunities for diversion, probation, or supervised release, and programmatic, offender management, and aftercare services. Directs the National Drug Court Institute to conduct national training programs for state and local communities to improve the professional skills of drug court practitioners and provide comprehensive technical assistance to adult, juvenile, and family dependency drug courts.

Access for All America Act - Directs the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration, to award grants to public or nonprofit entities certified as federally qualified health centers to operate community health centers and provide basic health and support services to medically underserved populations. Provides for the conversion of existing family medical practices to federally qualified health centers. Sets forth requirements for grant applicants relating to accessibility of services to underserved populations, quality assurance, standard fee and discount schedules, nondenial of services, and cultural awareness. Amends the Public Health Service Act to extend through FY2015 the authorization of appropriations for the National Health Service Corps scholarship and loan repayment program.

Saving Energy Through Public Transportation Act of 2008 - Authorizes appropriations for FY2008-FY2009 for public transportation formula grants. Authorizes the Secretary of Transportation to make such grants for: (1) operating costs of equipment and facilities being used to provide the public transportation the grant recipient is no longer able to pay as a result of reducing fares; (2) operating and capital costs of equipment and facilities being used to provide transportation services that the recipient incurs as a result of expanding such services; (3) the avoidance of increased fares or decreased services; (4) the costs of acquiring clean or alternative fuel vehicle-related equipment or facilities; and (5) administrative costs in establishing or expanding services to provide commuters with information about alternatives to single occupancy vehicle use. Requires a grant that involves acquiring clean or alternative fuel vehicle-related equipment or facilities for complying with the Clean Air Act to be for 100% of the net project cost unless the grant recipient requests a lower percentage. Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users to require federal employees in urbanized areas served by fixed route public transportation to be offered transit pass transportation fringe benefits. Requires: (1) the Secretary to issue guidance on nationwide implementation of a transportation fringe benefit program; and (2) agencies to report on program implementation. Requires the Secretary to establish a pilot program to carry out vanpool demonstration projects in not more than three urbanized areas and two other areas. Requires a grant for a capital project during FY2008-FY2009 that involves additional parking facilities at an end-of-line fixed guideway station or at a park-and-ride lot that serves a fixed route commuter bus route that is more than 20 miles in length to be for 100% of the net capital cost of the project unless the grant recipient requests a lower percentage. Requires the Secretary of Transportation to carry out a national consumer awareness program on the environmental, energy, and economic benefits of public transportation alternatives to the use of single occupancy vehicles. Amends the Energy Independence and Security Act of 2007 to allow a federal agency to enter into a contract to purchase a generally available fuel that is not an alternative or synthetic fuel or a fuel predominantly produced from a nonconventional petroleum source if: (1) the contract does not specifically require the contractor to provide such an alternative, synthetic, or nonconventional fuel; (2) the purpose of the contract is not to obtain such a fuel; and (3) the contract does not provide incentives for a refinery upgrade or expansion to allow a refinery to use or increase its use of fuel from a nonconventional petroleum source.

Amends the Immigration and Nationality Act to allow a surviving spouse of a U.S. citizen who was married for less than two years at the time of the citizen's death who proves by a preponderance of the evidence that the marriage was entered into in good faith and not for the purpose of obtaining an immigration benefit to self-petition (within the required two years) for continued immediate relative status. (Applies such provision to applications and petitions pending on or after the date of enactment of this Act.) Extends the petition filing deadline for two years after the date of the enactment of this Act if: (1) the alien's U.S. citizen spouse died before the date of the enactment of this Act; (2) the alien and the citizen spouse were married for less than two years at the time of the citizen spouse's death; and (3) the alien has not remarried.

Supports the continued efforts of federal, state, and local governments and private non-profit organizations to eradicate U.S. hunger.

Expresses continued support and sympathy for the hundreds of thousands of civilians of Sudan, Chad, and the Central African Republic who have been affected by the ongoing violence and regional instability. Urges: (1) the United Nations, the African Union, and other international leaders to use the unique opportunity presented by the Olympics to promote peace, dialogue, and reconciliation in areas of conflict; (2) the government of China to press the Sudanese government to commit to a cessation of hostilities, allow the full deployment of UNAMID peacekeeping forces, and engage in good faith in efforts to rejuvenate peace talks; (3) the government of Sudan and other armed actors in the region to cease hostilities; (3) the President and the international community to ensure that mediation efforts are supported and backed by credible leverage through targeted pressure and an enforced arms embargo; and (4) the United Nations and the African Union to use the opportunity presented by a cessation of hostilities to fully deploy and equip UNAMID as well as strengthen the UN Mission in Sudan to better monitor the Abyei region. Welcomes the efforts of the new joint African Union-United Nations mediator, Mr. Djibril Bassole, to revive a comprehensive peace process, demobilize militias, and promote voluntary return of internally displaced persons and refugees. Encourages the UN Secretary-General and other international leaders to publicly promote the principles reflected in the Olympic Truce among all the warring parties in Sudan, Chad, the Central African Republic, and other conflict areas around the world.

SBIR/STTR Reauthorization Act of 2008 - Amends the Small Business Act with respect to: (1) authorization of the Small Business Innovation Research (SBIR) program and the Small Business Technology Transfer (STTR) program; (2) a Small Business Administration (SBA) Office of Technology; (3) set-asides and award levels; (4) allowance of awards for subsequent phases at another agency and under either program; (5) phase II invitation requirements; (6) allow majority-venture investment in SBIR firms; (7) special acquisition preferences for SBIR and STTR phase III awards; (8) collaboration requirements between SBIR/STTR participants and federal laboratories and research and development centers; (9) the Federal and State Technology Partnership (FAST) and Rural Outreach programs; (10) a workforce development pilot program; (11) technical assistance expenditures for SBIR and STTR awardees; (12) extension of the commercialization pilot program of the Department of Defense (DOD); (13) creation by agencies other than DOD of innovation development transition pilot programs; (14) submission of applications for the support of nanotechnology-related projects; (15) an advisory board to assess SBIR program management and effectiveness; (16) SBIR and STTR oversight and evaluation, including data collection procedures and public and government database information requirements; (17) federal compliance with SBIR and STTR funding allocation requirements; (18) continued National Academy of Sciences evaluation of the SBIR program; (19) report information concerning SBIR and STTR phase III awards; and (20) a Government Accountability Office (GAO) study concerning intellectual property protections under SBIR and STTR programs.

Empowered at Home Act of 2008 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to revise the income eligibility level for home and community-based (HCBS) services for elderly and disabled individuals. Gives states the option to provide HCBS services under a waiver to eligible individuals whose income does not exceed 300% of the supplemental security income (SSI) benefit rate. Gives states the option to provide HCBS waiver services to individuals for whom such services are likely to prevent, delay, or decrease the likelihood of an individual's need for institutionalized care. Directs the Secretary of Health and Human Services to award assistance grants to states electing to provide HCBS waiver services under Medicaid through the state plan amendment option. Reauthorizes Medicaid transformation grants at increased funding and specifies additional permissible uses to facilitate the provision of HCBS and other long-term care (LTC) services. Directs the Secretary to award grants on a competitive basis to eligible states to conduct an evidence- and community-based health promotion program. Amends the Internal Revenue Code to allow: (1) a tax deduction for premiums on qualified LTC insurance contracts; and (2) a tax credit for certain caregivers taking care of individuals with LTC needs. Revises requirements for the model regulation and model Act concerning LTC insurance consumer protections and the excise tax for failing to meet requirements for such protections. Amends SSA title XIX, with respect to treatment of the income and resources of HCBS waiver services recipients who would otherwise be institutionalized, to repeal the state option for (thus requiring) application to such individuals of spousal impoverishment protection requirements. Allows states to elect to exclude up to six months of the average cost of nursing facility services from an individual's assets or resources for purposes of eligibility for HCBS waiver services. Directs the Secretary, acting through the Administrator of the Centers for Medicare & Medicaid Services, to revise certain data reporting forms and systems to ensure uniform and consistent state reporting under this Act. Directs the Comptroller General to study and report to Congress on: (1) the provision of home health services under different state Medicaid plans; and (2) the extent to which states offer consumer self-direction of such services, or allow for other consumer-oriented policies with respect to them.

Mental Health on Campus Improvement Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Administrator of the Substance Abuse and Mental Health Services Administration, to award grants to eligible institutions of higher education to improve mental and behavioral health services and outreach on college and university campuses. Directs the Secretary to give special consideration to programs that: (1) demonstrate the greatest need; (2) propose effective approaches for initiating or expanding campus services; (3) target underserved and at-risk populations; (4) coordinate with a community mental health center or other community mental health resources; (5) identify how the college or university will address psychiatric emergencies; and (6) demonstrate the greatest potential for replication and dissemination. Allows the Secretary to provide technical assistance to grantees. Requires the Secretary, acting through the Administrator, to convene an interagency, public-private sector working group to plan, establish, and begin coordinating and evaluating a targeted public education campaign that is designed to focus on mental and behavioral health on college campuses. Requires the Secretary to establish the College Campus Task Force to discuss mental and behavioral health concerns on college and university campuses.

Honors and commemorates the selfless acts of heroism displayed by the late Private First Class Jacob Joseph Chestnut and Detective John Michael Gibson of the U.S. Capitol Police on July 24, 1998. Veteran Voting Support Act - Directs the Secretary of Veterans Affairs to permit a state to designate facilities of the Department of Veterans Affairs (VA) located in the state as voter registration agencies under the National Voter Registration Act of 1993. Requires any VA facility designated as a voter registration agency to: (1) provide information relating to the opportunity to request an absentee ballot; (2) make available absentee ballot applications and absentee ballots upon request, as well as assistance in completing them; and (3) work with local election officials to ensure the proper delivery of such applications and ballots. Directs the Secretary to permit a meaningful opportunity for nonpartisan organizations to provide voter registration information and assistance at VA facilities. Prohibits the Secretary from banning any election administration official, whether state or local, party-affiliated or non-party affiliated, or elected or appointed, from providing nonpartisan voting information to veterans at any VA facility. Directs the Secretary to provide reasonable access to VA facilities to state and local election officials for the purpose of providing nonpartisan voter registration services to individuals.

Prohibits the Administrator of the Environmental Protection Agency (EPA), or a state with an approved National Pollutant Discharge Elimination System (NPDES) permit program under the Federal Water Pollution Control Act, from requiring an NPDES permit for a covered vessel for the next two years for any discharge: (1) of effluent from properly functioning marine engines; (2) of laundry, shower, and galley sink wastes; or (3) that is incidental to the normal operation of a covered vessel. Defines "covered vessel" to mean a vessel that is less than 79 feet in length or a fishing vessel. Requires the Administrator to evaluate the impacts of such discharges, excluding discharges: (1) from a vessel of the Armed Forces; (2) of sewage from a vessel, other than the discharge of graywater from a vessel operating on the Great Lakes; and (3) of ballast water. Provides that such prohibition does not apply with respect to: (1) rubbish, trash, garbage, or other such materials discharged overboard; (2) other discharges when the vessel is operating in a capacity other than as a means of transportation; (3) ballast water discharges; or (4) any discharge that contributes to a violation of a water quality standard or poses an unacceptable risk to human health or the environment.

Emergency Energy Assistance Act of 2008 - Amends the Internal Revenue Code of 1986 to increase the credit percentage for purposes of the earned income tax credit for taxable years beginning in 2008. Makes appropriations for FY2008 for payments under the Low-Income Home Energy Assistance Act of 1981 (LIHEAP Program). Makes appropriations for FY2008 to carry out the Weatherization Assistance Program for Low-Income Persons under the Energy Conservation and Production Act.

Emergency Energy Response Act of 2008 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to make grants to states to pay the federal share of the cost of establishing and implementing response plans to address rising heating oil, natural gas, diesel, and other energy costs.

Disapproves the rule submitted by the Secretary of Health and Human Services relating to requirements set forth in the State Health Official Letter 07-001, dated August 17, 2007, issued by the Director of the Center for Medicaid and State Operations in the Centers for Medicare & Medicaid Services and the State Health Official Letter 08-003, dated May 7, 2008, from such Center, requiring states that expand the income eligibility level for children under the State Children's Health Insurance Program (SCHIP) above 250% of the federal poverty level to adopt the five crowd-out strategies described in the August 17, 2007, letter and to provide certain assurances described in such letter.

National Nanotechnology Initiative Amendments Act of 2008 - Amends the 21st Century Nanotechology Research and Development Act to expand the scope of the National Nanotechnology Program (the Program), including directing the Program to utilize the perspectives of the industrial community to promote the rapid commercial development of nanoscale-enabled devices, systems, and technologies. Requires issuing guidance to agencies that describes a strategy for transitioning research into commercial products and technologies. Revises requirements regarding the Program's triennial strategic plans. Requires participating agencies to support the activities of the committees of standards setting bodies involved in the development of standards for nanotechnology. Requires the National Nanotechnology Coordination Office to be supported by funds from each participating agency. Makes the National Nanotechnology Advisory Panel a distinct entity. Instructs the Panel to establish a subpanel to enable it in assessing whether societal, ethical, legal, environmental, and workforce concerns are adequately addressed by the Program. Rewrites provisions for triennial external review of the Program. Designates a Coordinator for Societal Dimensions of Nanotechnology, who shall convene a panel to develop a research plan. Establishes an Education Working Group to coordinate, prioritize, and plan the educational activities supported under the Program. Provides for one or more grants to establish Nanotechnology Education Partnerships to recruit and help prepare secondary school students to pursue postsecondary level courses in nanotechnology. Requires agencies supporting nanotechnology research facilities to provide access to companies that are developing prototypes of nanoscale products, devices, or processes. Sets forth provisions concerning nanotechnology related projects under existing nanotechnology transfer programs. Makes it an objective of the Program to establish industry liaison groups. Requires coordination and leveraging of federal investments with nanotechnology research, development, and technology transition initiatives. Requires the Program to include support for nanotechnology research and development in areas of national importance. Requires the Program to support nanomanufacturing research, including in green nanomanufacturing, energy production, water purification, agriculture, and health care. Requires specified reviews by the Advisory Panel of certain program component areas and nanotechnology research facilities. Sets forth provisions regarding nanoscale characterization and metrology. Requires: (1) a Government Accountability Office (GAO) study of nanotechnology related codes, standards, and regulations; and (2) public outreach.

Enhanced Partnership with Pakistan Act of 2008 - Authorizes FY2009-FY2013 appropriations for assistance to Pakistan under the Foreign Assistance Act of 1961 for projects to benefit the people of Pakistan, including projects that promote: (1) democratic governance; (2) economic freedom and growth; and (3) investments in people, and particularly, women and children. Limits certain military assistance and arms transfers to Pakistan until the Secretary of State certifies that Pakistan's security forces: (1) are making concerted efforts to prevent al Qaeda and the Taliban from operating in Pakistan's territory; and (2) are not materially interfering in Pakistan's political or judicial processes. Directs the Secretary to develop a comprehensive, cross-border strategy for working with the government of Pakistan, the government of Afghanistan, the North Atlantic Treaty Alliance (NATO), and other allies to implement effective counterterrorism and counterinsurgency measurers along the border areas of Pakistan and Afghanistan.

Expresses the sense of the Senate to: (1) condemn the Mugabe regime for its manipulation of the country's electoral process and reject the June 27, 2008, presidential runoff election as illegitimate; (2) encourage the President's efforts to expand sanctions on those individuals responsible for violations of human and political rights in Zimbabwe; (3) applaud the governments of Benin, Botswana, Liberia, Kenya, Nigeria, Senegal, Sierra Leone, and Zambia for condemning such election; (4) encourage the U.N. Security Council to authorize a United Nations Special Representative for Zimbabwe; (5) urge African leaders to engage in the political resolution effort; (6) urge the United States and the international community to assemble a comprehensive economic and political recovery package; and (7) support a democratic political solution that reflects the will and respects the rights of the people of Zimbabwe.

Expresses the sense of the Senate that: (1) the United States and the G8 nations should pursue a broad agenda of cooperation with the Russian Federation; (2) the Russian Federation should respect the rights of governments in neighboring countries and their prerogative to seek membership in Euro-Atlantic institutions; (3) the United States and the Russian Federation should work to ensure the continued success of Nunn-Lugar initiatives and nonproliferation and counterterrorism programs; (4) the Russian Federation should adopt foreign and domestic policies that are consistent with freedom and the right to private property; and (5) the United States should welcome the emergence of the Russian Federation as a partner in addressing global challenges.

Justice Integrity Act of 2008 - Requires the Attorney General to: (1) establish a pilot program in 10 U.S. districts to promote fairness and the perception of fairness in the federal criminal justice system and to determine whether legislation is required; and (2) designate a U.S. attorney in each of the districts to implement a plan for carrying out such pilot program. Requires each U.S. attorney designated to implement a pilot program to appoint an advisory group consisting of judges, prosecutors, defense attorneys, and other individuals and entities who play an important role in the criminal justice system. Requires each advisory group to: (1) collect and analyze data on the race and ethnicity of defendants at each stage of a criminal proceeding; (2) seek to determine causes of racial and ethnic disparities in the criminal justice process; and (3) submit to the U.S. attorney a report and proposed plan for addressing such disparities. Requires each U.S. attorney to annually evaluate the efficacy of a plan submitted by an advisory group. Requires the Attorney General to: (1) prepare a comprehensive report on all advisory group plans and submit such report and plans to Congress; and (2) exercise continuing oversight of the criminal justice system to reduce unwarranted racial and ethnic disparities and improve such system.

Credit Card Accountability Responsibility and Disclosure Act of 2008, or the Credit CARD Act of 2008 - Amends the Truth in Lending Act to require advance notice of any increase in the annual percentage rate of interest (APR) pertaining to a credit card account under an open end consumer credit plan. Imposes a freeze on interest rate terms and fees on canceled cards. Sets limits on fees and interest charges, including a prohibition against penalties for on-time payments. Prohibits a creditor from furnishing information to a consumer reporting agency concerning a newly opened credit card account until the credit card has been used or activated by the consumer. Revises requirements for prompt and fair crediting of card payments. Prohibits universal default (except in certain circumstances) and unilateral changes to cardholder agreements. Increases the civil penalty against any creditor who fails to comply with specified requirements in the case of an individual action relating to an open end credit plan that is not secured by real property or a dwelling. Prescribes procedures for specified federal regulatory agencies to evaluate credit card issuers for compliance with this Act. Revises: (1) payoff and repayment timing disclosure requirements; and (2) requirements relating to late payment deadlines and penalties. Prohibits issuance of: (1) a credit card on behalf of a consumer under age 21, unless the consumer has submitted a written application meeting specified requirements; and (2) certain affinity cards to students unless certain requirements have been met. Amends the Fair Credit Reporting Act to allow underage consumers to elect to be included in certain listings compiled by a consumer reporting agency. Amends the Federal Trade Commission Act to require all federal banking agencies and the Federal Trade Commission (FTC) to coordinate rulemaking and regulations. Directs the Comptroller General to study and report to certain congressional committees on: (1) the status of regulations of the federal banking agencies and the National Credit Union Administration (NCUA) regarding unfair and deceptive acts or practices by depository institutions and federal credit unions; and (2) the extent to which interchange fees are required to be disclosed to consumers and merchants, and how such fees are overseen by the federal banking agencies. Directs the Comptroller General to establish the Credit Card Safety Rating System Commission.

Shark Conservation Act of 2008 - Amends the High Seas Driftnet Fishing Moratorium Protection Act to direct the Secretary of Commerce to list a nation in the biennial report on international compliance if the nation's fishing vessels are or have been engaged in fishing activities that target or incidentally catch sharks and the nation has not adopted a shark conservation program that is comparable, taking into account different conditions, to that of the United States, including measures to prohibit removal any of the fins of a shark (including the tail) and discarding the carcass of the shark at sea. Amends the Magnuson-Stevens Fishery Conservation and Management Act to make it a prohibited act to: (1) remove any shark fin (including the tail) at sea; (2) have a fin aboard a fishing vessel unless the fin is naturally attached to the carcass; (3) transfer a fin from one vessel to another or receive a fin unless it is naturally attached; or (4) land a fin that is not naturally attached or a carcass without fins naturally attached. Eliminates a rebuttable presumption that any shark fins landed from or found on a fishing vessel were taken, held, or landed in violation if the total weight of shark fins landed or found exceeds 5% of the total weight of shark carcasses landed or found on board.

10 Million-Solar Roofs Act of 2008 - Requires the Secretary of Energy to establish a program to provide rebates (for each watt of installed capacity) to eligible individuals or entities for the purchase and installation of photovoltaic systems, over a 10-year period, of at least an additional 10 million solar systems in the United States with a cumulative capacity of at least 30,000 megawatts. Provides eligibility requirements for homeowners, businesses, nonprofit entities, and state and local governments. Sets minimum Energy Star or equivalent ratings that must be achieved by the buildings for which the photovoltaic system is installed. Limits the total amount of a rebate to 50 percent of the purchase and installation cost of the system.

Small Business Energy Emergency Relief Act of 2008 - Amends the Small Business Act to authorize the Small Business Administration to make disaster loans to assist small businesses that have suffered or are likely to suffer substantial economic injury as the result of a significant increase in the price of heating fuel occurring on or after October 1, 2007. Prohibits such loan from being made if the total amount outstanding and committed to the borrower would exceed $1.5 million, unless the borrower is a major source of employment in its surrounding area. Amends the Consolidated Farm and Rural Development Act to authorize the Secretary of Agriculture to make loans to farm operations that qualify as a small business and that have or are likely to suffer substantial economic injury on or after October 1, 2007, as the result of a significant increase in energy costs in connection with an energy emergency declared by the President or the Secretary.

Cruise Vessel Security and Safety Act of 2008 - Sets forth cruise vessel security and safety requirements concerning: (1) vessel design and construction; (2) crew access to passenger staterooms; (3) log book entry and reporting of deaths, missing individuals, and alleged crimes; (4) database of crewmembers terminated due to commission of a crime; (5) maintenance of rape kits on board; (6) crime scene investigation training and certification for vessel crewmembers; (7) video surveillance to monitor crime; and (8) posting of certain safety information. Sets forth penalties for violations of this Act. Amends the Ports and Waterways Safety Act to revise the authority of the Secretary of the department in which the Coast Guard is operating (Secretary) to dispatch Coast Guard personnel on vessels to deter or respond to terrorism or transportation security incidents. Authorizes use of such personnel to act as: (1) environmental observers to monitor compliance with federal laws regarding the discharge of waste into U.S. waters; and (2) public safety officers to assist vessel passengers and crew with reporting and investigation of crimes, securing of suspects, and collection of crime evidence. Directs the Secretary to study and report to Congress on the security needs of a passenger vessel depending on the number of passengers on the vessel, with recommendations for security improvements. Amends the Death on the High Seas Act to extend from three to 12 miles from the U.S. shore the high seas jurisdiction wherein a death by a wrongful act, neglect, or default of a person or vessel will allow the personal representative of the decedent to bring a civil action in admiralty.

Attorney-Client Privilege Protection Act of 2008 - Amends the federal criminal code to prohibit any U.S. agent or attorney, in any federal investigation or criminal or civil enforcement matter, including any form of administrative proceeding or adjudication, from: (1) demanding or requesting that an organization, or a current or former employee or agent of such organization, waive the protections of the attorney-client privilege or attorney work product doctrine; (2) offering to reward or actually rewarding an organization, or current or former employee or agent, for waiving such protections; or (3) threatening adverse treatment or penalizing an organization, or current or former employee or agent, for declining to waive those protections. Prohibits a U.S. agent or attorney in any federal investigation or criminal or civil enforcement matter, including any form of administrative proceeding or adjudication, from considering specified conduct in: (1) making a civil or criminal charging or enforcement decision relating to an organization, or one of its current or former employees or agents; or (2) determining whether an organization, or a current or former employee or agent, is cooperating with the government. Numbers among the actions a U.S. agent or attorney may not use as a charging decision condition or a cooperation-determining factor: (1) any valid assertion of the protection of the attorney-client privilege or attorney work product doctrine; (2) the provision of counsel to, or contribution to the legal defense fees or expenses of, a current or former employee or agent of an organization; (3) entry into, or existence of, a valid joint-defense, information-sharing, or common-interest agreement between an organization and a current or former employee or agent, or among its current or former employees; (4) the sharing of relevant information in anticipation of or in response to an investigation or enforcement matter between an organization and a current or former employee or agent, or among its current or former employees, unless shuch sharing is itself an offense; or (5) the failure to terminate the employment or affiliation of or otherwise sanction any employee or agent of the organization because of the employee's or agent's decision to exercise personal constitutional rights or other legal protections in response to a government request. Prohibits a U.S. agent or attorney from demanding or requesting that an organization or an affiliated person not take any such action.

Mentoring for All Act of 2008 - Amends the National and Community Service Act of 1990 to direct the Corporation for National and Community Service to award competitive, matching, three-year grants to nonpartisan, collaborative, public-private partnerships at the state and local level for efforts to grow and strengthen direct-service youth mentoring programs in all forms and settings in their service areas. Requires partnership grantees to use at least 80% of their grant for competitive subgrants to mentoring programs: (1) operated by or being created by, nonprofit organizations, schools, or local governments; or (2) operated by local collaboratives that each include at least two experienced youth mentoring organizations and at least one entity that provides volunteer mentors. Allows partnership grantees to give subgrant priority to collaboratives. Requires each partnership grantee to participate in a collaborative national network of mentoring partnerships. Directs the Corporation to award competitive, matching, three-year grants to entities or collaboratives of entities enabling the entities or collaboratives to: (1) build the necessary infrastructure to create a state mentoring partnership; or (2) implement national mentoring projects. Requires the Corporation to evaluate this Act's programs and provide training and technical assistance to grant fund recipients that is based on support from the national network of mentoring partnerships.

Amends federal law relating to maritime drug law enforcement to prohibit knowingly or intentionally operating by any means, or embarking in, any semi-submersible vessel or any manned or unmanned submersible vessel that is without nationality and that is navigating or has navigated into, through, or from waters beyond the outer limit of the territorial sea of a single country or a lateral limit of that country's territorial sea with an adjacent country.

Harmful Algal Blooms and Hypoxia Amendments Act of 2008 - Amends the Harmful Algal Bloom and Hypoxia Research and Control Act of 1998 to: (1) require the Secretary of Commerce, acting through the National Oceanic and Atmospheric Administration (NOAA), to establish criteria for determining which states should serve on the Inter-Agency Task Force on Harmful Algal Blooms and Hypoxia and to implement a nominations process to select representatives for such Task Force; and (2) require the Task Force's scientific assessments of hypoxia and harmful algal blooms (hypoxia) once (currently, every five years). Requires: (1) the President, acting through the Task Force, to establish a national program to integrate efforts to address hypoxia research, monitoring, prediction, control, mitigation, prevention, and outreach; (2) the Task Force to be the oversight body for the development and implementation of the National Harmful Algal Bloom and Hypoxia Program; and (3) NOAA to be the lead federal agency for implementing and administering such Program. Sets forth the Program's responsibilities and duties, including: (1) promoting a national strategy to help communities understand, detect, predict, control, and mitigate freshwater and marine hypoxia events; (2) maintaining and enhancing the Ecology and Oceanography of Harmful Algal Blooms Program, the Monitoring and Event Response for Harmful Algal Blooms Program, the Northern Gulf of Mexico Ecosystems and Hypoxia Assessment Program, and the Coastal Hypoxia Research Program; and (3) establishing a Mitigation and Control of Harmful Algal Bloom Program. Requires the national hypoxia program to: (1) oversee the development and implementation of Regional Research and Action Plans and identify regions and sub-regions to be addressed by each Plan; and (2) convene regional panels of experts. Requires each panel to develop a Plan that identifies appropriate elements for the region, including: (1) priorities for ecological and socioeconomic research on issues related to, and impacts of, hypoxia; and (2) state and local government actions that may be implemented to monitor, minimize, reduce, and address hypoxia. Requires the Task Force to report to specified congressional committees not less than every five years on hypoxia. Requires: (1) the Secretary, acting through NOAA, to establish a collaborative pilot program with the Environmental Protection Agency (EPA) and other federal agencies to examine hypoxia occurring in freshwater systems; and (2) such program to be located in the Mississippi River Basin watershed.
