Empowering Teaching and Learning Through Education Portals Act - Authorizes the Secretary of Education to award matching grants to states to implement or maintain education portal initiatives that include collecting and making available: (1) high quality resources (including data, tools, and digital media content) for teachers, students, and parents, that support public education from Head Start through graduate school; and (2) resources for ongoing and sustainable teacher training in the use of education technology at such educational levels. Allows teachers, students, and parents to contribute resources to their state portal, which is to be accessible statewide. Permits states to use funds available to them under part A (Teacher and Principal Training and Recruiting Fund) of title II of the Elementary and Secondary Education Act of 1965 to maintain such initiatives after their receipt of this Act's funding ends. Requires the Secretary to hold a conference, at least biennially, for state advisory panels on education portal initiatives to share information on best practices. Amends the Internal Revenue Code to: (1) count corporate contributions to such initiatives separately from other corporate contributions in applying charitable contribution deductibility limits; and (2) allow corporate deductions for contributions to such initiatives to reach 50% of a corporation's taxable income.

Prevent Unfair Manipulation of Prices Act of 2008 - Amends the Commodity Exchange Act (CEA) to extend the regulatory authority of the Commodity Futures Trading Commission (CFTC) to certain transactions in derivatives involving specified energy commodities ("included energy transactions"), including those on foreign boards of trade. Defines "included energy transaction" as a contract, agreement, or transaction in an energy commodity for future delivery that: (1) provides for a delivery point in the United States; or (2) is transacted on a computer terminal located in the United States. Prohibits the CFTC from exempting from regulation any "included energy transaction" unless certain notice to Congress and public comment requirements are met. Declares null and void any CFTC "no-action letter" exemptions from CEA requirements for "included energy transactions." Requires the CFTC to establish uniform limits on the aggregate number of positions with respect to "included energy transactions" which may be held by any person for the prompt month, for each month, and for all months in all markets subject to CFTC jurisdiction. Excludes swaps involving "included energy transactions" from any CEA exemption for bona fide hedging transactions. Defines "bilateral included energy transaction" as an included energy transaction executed or traded other than on or through a trading facility. Exempts such transactions from the requirement that transactions be made on or through a designated contract market. Applies to "bilateral included energy transactions" certain reporting and recordkeeping requirements. Instructs the CFTC to publish monthly on its website: (1) the aggregate number and value of long and short positions held by a person in any portfolio constructed to match or track the components of an index of all commodities; and (2) the portion of the positions that are net long positions in "included energy transactions." Amends the Natural Gas Act and the Federal Power Act to set forth enforcement powers of the Federal Energy Regulatory Commission (FERC), including cease-and-desist proceedings, temporary orders, and general implementation authority.

Adds regional and national projects as elements of the national sea grant college program. Removes a reference to the sea grant review panel from provisions relating to the administration of the program. Refers to regional or national (under current law, national) strategic investments being developed with the approval of sea grant colleges and the sea grant institutes (under current law, with the approval of the sea grant review panel and the colleges and institutes). Revises the program director's duties. Requires that sea grants or contracts be responsive to the needs or problems of the nation, as well as to individual states and regions. Limits the special grant and graduate fellowship amounts that may be provided to 5% (under current law, 1%) of the amount appropriated for the National Sea Grant College Program. Requires that sea grant colleges provide extension (under current law, advisory) services. Exempts marine policy fellowships from federal cost sharing requirements. Redesignates the sea grant review panel as the National Sea Grant Advisory Board and modifies it's duties and powers. Allows any appropriated amounts exceeding the amounts appropriated for FY2003 to be distributed (among other places) to certain regional or national (under current law, national) strategic investments. Repeals a National Sea Grant College Program Act Amendments of 2002 provision requiring an annual report to the House Committee on Resources and Science and the Senate Committee on Commerce, Science, and Transportation on coordination of oceans and coastal research activities of the National Oceanic and Atmospheric Administration (NOAA), including the Coastal Ocean Program and the National Sea Grant College Program, and the National Science Foundation.

Authorizes the Secretary to sell from the Reserve if the President finds that: (1) there is a severe energy supply interruption (as under existing law); or (2) the price of home heating oil threatens the health and safety of residents of the Northeast. Requires the Secretary to sell specified percentages of the quantity of products in the Reserve as of November 1 of a fiscal year if the President finds that, on successive monthly winter dates of the same fiscal year, the average retail price of No.2 heating oil in the Northeast is equal to or more than $4.00 per gallon. Requires the Secretary to use any revenue derived from such sales to provide assistance to low-income consumers of heating oil under the Weatherization Assistance Program for Low-Income Persons of the Energy Conservation and Production Act.

Federal Employees Paid Parental Leave Act of 2008 - Allows federal employees to substitute any available paid leave for any leave without pay available for either the: (1) birth of a child; or (2) placement of a child with the employee for either adoption or foster care. Makes available for any of the 12 weeks of leave an employee is entitled to for such purposes: (1) four administrative weeks of paid parental leave in connection with the birth or placement involved; and (2) any accumulated annual or sick leave. Authorizes the Director of the Office of Personnel Management (OPM) to increase the amount of paid parental leave available to up to eight administrative workweeks, based on the consideration of: (1) the benefits provided to the federal government of offering increased paid parental leave, including enhanced recruitment and retention of employees; (2) the cost to the federal government of increasing the amount of paid parental leave that is available to employees; (3) trends in the private sector and in state and local governments with respect to offering paid parental leave; and (4) the federal government's role as a model employer. Amends the Congressional Accountability Act of 1995 to allow the same substitution for covered congressional employees. Amends the Family and Medical Leave Act of 1993 to allow the same substitution for Government Accountability Office (GAO) and Library of Congress employees.

Establishes the Energy Efficiency and Renewable Energy Fund to serve as depository for fees received under this Act. Describes energy programs to be funded with such fees, including: (1) solar energy research and development; (2) next-generation wind turbines; (3) weatherization assistance low-income housing; (4) new technologies to improve the energy efficiency of and reduce greenhouse gas emissions from buildings; (5) energy storage systems to support electric drive vehicles, stationary applications, and electricity transmission and distribution; (6) advanced vehicles research, development, and demonstration; and (7) low-income home energy assistance.

Increasing Transparency and Accountability in Oil Prices Act of 2008 - Expresses the sense of the Senate that the President should immediately send to Congress a request for emergency appropriations for FY2008 for the Commodity Futures Trading Commission (CFTC) in an amount sufficient to: (1) help restore public confidence in energy commodities markets and federal oversight of those markets; (2) potentially impose limits on excessive speculation that is increasing the price of oil, gasoline, diesel, and other energy commodities; (3) significantly improve the information technology capabilities of the CFTC to help it effectively regulate the energy futures markets; and (4) fund at least 100 new full-time positions at the CFTC to oversee energy commodity market speculation and to enforce the Commodity Exchange Act. Amends the Commodity Exchange Act to: (1) provide for additional employees for improved enforcement; and (2) establish an independent Office of the Inspector General in the CFTC. Direct the Comptroller General of the United States to study and report to Congress on the international regime for regulating the trading of energy commodity futures and derivatives. Amends the Commodity Exchange Act to address the kind of case in which the CFTC grants or considers granting relief to a foreign board of trade from the requirement that it become a designated contract market, derivatives transaction execution facility, or other registered entity with respect to an energy commodity physically delivered in the United States. Requires the CFTC, before granting or considering such relief, to determine that the foreign board of trade: (1) applies comparable principles or requirements regarding the daily publication of trading information and position limits or accountability levels for speculators as apply to a designated contract market, derivatives transaction execution facility, or other registered entity trading energy commodities physically delivered in the United States; and (2) provides such information to the Commission regarding the extent of speculative and nonspeculative trading in the energy commodity that is comparable to the information the Commission determines necessary to publish a Commitment of Traders report for such a designated contract market, derivatives transaction execution facility, or other registered entity. Authorizes the CFTC, in the case of a registered entity located within the United States or otherwise subject to CFTC jurisdiction and which trades on a foreign board of trade, exchange, or market located outside the United States, to: (1) apply and enforce provisions concerned with violations, including provisions related to manipulation or attempted manipulation, the making of false statements, and willful violations of this Act; (2) require or direct the person to limit, reduce, or liquidate any position to prevent or reduce the threat of price manipulation, excessive speculation, price distortion, or disruption of delivery or the cash settlement process; and (3) apply necessary recordkeeping requirements. Directs the CFTC to: (1) routinely require detailed reporting from index traders and swap dealers in markets under CFTC jurisdiction; (2) reclassify the types of traders for regulatory and reporting purposes to distinguish between index traders and swaps dealers; and (3) review the trading practices for index traders in markets under CFTC jurisdiction to ensure that index trading is not adversely impacting the price discovery process, and to determine whether different practices or regulations should be implemented. Requires the CFTC to disaggregate and make public monthly: (1) the number of positions and total value of index funds and other passive, long-only positions in energy markets; and (2) data on speculative positions relative to bona fide physical hedgers in those markets.

Kid-Safe Chemicals Act of 2008 - Amends the Toxic Substances Control Act to require each manufacturer of a chemical substance distributed in commerce to submit to the Administrator of the Environmental Protection Agency (EPA): (1) a statement certifying that the substance meets required safety standards or that there is insufficient data to make such determination; and (2) all reasonably available information concerning the substance not previously submitted. Requires manufacturers to update such information at least every three years or at any time new information becomes available on a substance's toxicity. Requires manufacturers to provide chemical safety information upon the Administrator's request. Prohibits the manufacture, importation, or distribution in commerce of a chemical substance if the Administrator determines that the manufacturer has failed to comply with this Act or that the substance does not meet applicable safety standards. Authorizes the Administrator to prohibit a specified use of a chemical substance in consumer products if the use of the product in the home results in human exposure that does not meet the safety standard. Requires the Administrator to: (1) publish a priority list that categorizes all chemical substances distributed in commerce; (2) develop a priority list for making safety determinations of at least 300 chemical substances; (3) determine whether a manufacturer has established that its priority-list substances meet applicable safety standards; (4) arrange for the Director of the National Center for Environmental Health at the Centers for Disease Control and Prevention (CDC) to conduct a biomonitoring study to determine the presence of a chemical substance in human cord blood if the Administrator determines that it may be present in human blood, fluids, or tissue; (5) implement animal testing alternatives; (6) create market incentives for the development of safer alternatives to existing chemical substances; (7) establish an Interagency Science Advisory Board on Children's Health and Toxic Substances; (8) cooperate with international efforts to monitor chemical substances; and (9) create a database to share information on the toxicity and use of, and exposure to, chemical substances and provide public access to such data.

Protecting Tenants at Foreclosure Act of 2008 - States that any immediate successor in interest to residential property in foreclosure assumes such interest subject to: (1) giving the existing bona fide tenant at least 90-day notice to vacate; and (2) specified rights of such tenant to occupy the premises until the end of the remaining term of the lease. Amends the United States Housing Act of 1937 to require a housing assistance payment contract to provide that in the case of an owner who is an immediate successor in interest pursuant to foreclosure: (1) during the initial term of the lease vacating the property prior to sale shall not constitute other good cause for termination of the lease; but (2) in subsequent lease terms, vacating the property prior to sale may constitute good cause if the property is unmarketable while occupied, or if such owner will occupy the unit as a primary residence. Authorizes a housing assistance payment contract entered into by the public housing agency and the owner of a dwelling unit to provide that the immediate successor in interest to property in foreclosure in which a housing assistance recipient resides, assumes such interest subject to the lease between the prior owner and the tenant, and subject to the housing assistance payments contract between the prior owner and the public housing agency for the occupied unit.

Makes it unlawful to: (1) deduct anything but the per minute rate and disclosed fees; (2) provide fewer minutes or charge a higher per minute rate than promoted or advertised; (3) provide fewer minutes than the number of minutes announced, promoted, or advertised through any voice prompt; (4) have (unless clearly disclosed) an expiration date less than one year after first use (or after additional minutes are purchased); and (5) charge a fee for an unconnected call. Prohibits evading liability by using disclaimers or limitations. Treats violations as a violation of a rule defining an unfair or deceptive act or practice under specified provisions of the Federal Trade Commission Act. Allows state civil enforcement and state laws offering equal or greater protection to consumers.

Authorizes the Secretary of State (after consultation with the Attorney General and the Secretary of Homeland Security) or the Secretary of Homeland Security (after consultation with the Secretary of State and the Attorney General) to determine, in such Secretary's sole unreviewable discretion, that inadmissibility based upon specified criminal convictions or terrorist activities shall not apply to an alien with respect to activities undertaken in opposition to apartheid rule in South Africa. Expresses the sense of Congress that the Secretary of State and the Secretary of Homeland Security should exercise such authority in appropriate instances to exempt the anti-apartheid activities of aliens who are current or former officials of the government of the Republic of South Africa. Directs the Secretary of State, in coordination with the Attorney General, the Secretary of Homeland Security, the Director of the Federal Bureau of Investigation, and the Director of National Intelligence, to ensure that databases used to determine U.S. admissibility are appropriately updated.

Sets civil and criminal penalties for violations. Revises specified Acts regarding one or more of the following: (1) enforcement of those Acts under this Act; (2) false labeling or identification of fish or fish products; (3) refusing, resisting, or interfering with various enforcement activities; (4) civil or criminal penalties or forfeiture; (5) unlawful activities; and (6) a rule to implement conservation measures. Amends the High Seas Driftnet Fishing Moratorium Protection Act to take a variety of steps regarding illegal, unreported, or unregulated fishing (IUUF) or bycatch of a protected living marine resource. Requires, subject to appropriations, establishment of an International Fisheries Enforcement Program in the Office of Law Enforcement of the National Marine Fisheries Service to detect and investigate IUUF and to enforce this Act. Requires, on request, that the intelligence community collect information on IUUF outside the United States about individuals who are not United States persons. Authorizes establishment of an international cooperation and assistance program, including grants, to support international capacity building. Amends the High Seas Driftnet Fishing Moratorium Protection Act to authorize information disclosure to the Food and Agriculture Organization of the United Nations, international fishery management organizations, or arrangements made under an international fishery agreement. Amends the High Seas Fishing Compliance Act to remove a provision making a high seas fishing permit valid for five years and to modify conditions that void a permit.

SBA Reauthorization and Improvement Act of 2008 - Amends the Small Business Act (the Act) to reauthorize for FY2008-FY2010 certain small business assistance programs of the Small Business Administration (SBA), including: (1) the microloan program (loans made to very small businesses for start-up, expansion, or equipment); (2) section 7(a) loans (SBA-guaranteed general business loans); (3) certified development company (CDC) financings; (4) assistance to small businesses affected by a Department of Defense base closure or realignment or the termination of a defense contract or subcontract; (5) the Program for Investment in Microentrepreneurs (PRIME); and (6) small business disaster loans. Revises or adds provisions concerning the microloan program, including: (1) increased loan amounts; and (2) making eligible under such program persons with disabilities. Transfers the PRIME Program from the Riegle Community Development and Regulatory Improvement Act of 1994 to the Act. Establishes the Small Business Intermediary Lending Pilot Program under which the SBA Administrator provides loans to loan intermediaries, who then make loans to startup, newly established, and growing small businesses. Revises or adds provisions concerning the 7(a) loan program, including: (1) establishing a Preferred Lenders Program under which the Administrator may authorize qualified lenders to make and service small business loans; (2) increasing maximum loan amounts and expanding loan eligibility; (3) authority for an alternative loan size standard and a variable loan interest rate; (4) establishing an Office of Minority Small Business Development; (5) increasing small business international trade loans; and (6) requiring a rural lending outreach program. Amends the Small Business Investment Act of 1958 to revise or add provisions concerning CDCs, including: (1) replacing the term "504 loan program" with "local development business loan program"; (2) loan foreclosure and liquidation; (3) adding as an eligible purpose the expansion of businesses in low-income communities; (4) allowing CDC financings to include a limited amount of debt refinancing; (5) repealing the sunset on reserve requirements for premier certified lenders; (6) allowing development companies to issue debentures for the financing of loans; (7) allowing CDCs to provide loans to small, nonprofit child care businesses; and (8) requiring (in some cases) or authorizing CDCs to utilize real estate appraisals in connection with loans. Revises or adds provisions concerning the Small Business Investment Company program, including: (1) reauthorization through FY2010; (2) increased outstanding leverage amounts; and (3) increased maximum investment in a single company. Revises or adds provisions concerning the New Markets Venture Capital Program, including: (1) a goal of selecting at least one participating company from each SBA region; (2) establishing the Office of New Markets Venture Capital; and (3) the use of operational assistance grants. Reauthorizes through FY2010 the: (1) Service Corps of Retired Executives (SCORE) program; (2) small business development center program; and (3) Paul D. Coverdell drug-free workplace program. Revises or adds provisions concerning women's small business ownership. Establishes an Associate Administrator for International Trade. Native American Small Business Development Act of 2008 - Establishes: (1) the Office of Native American Affairs; (2) a Native American small business development program; (3) a Native American development grant pilot program; and (4) an American Indian tribal assistance center grant pilot program. National Small Business Regulatory Assistance Act of 2008 - Establishes a: (1) small business regulatory assistance pilot program; (2) minority entrepreneurship and innovation pilot program; (3) small business health insurance information pilot program; and (4) Native American economic development pilot program. Directs the President to convene a National Small Business Summit. Revises or adds provisions concerning small business lender oversight.

Defines "confined exotic animal" as a mammal of a species not historically indigenous to the United States that has been held in captivity for the majority of its life or for a period of one year. Allows persons authorized by the Secretary of the Interior to make arrests, execute warrants, and search for and seize animals to enforce the provisions of this Act.
