Honors the entrepreneurial spirit of small business owners during National Small Business Week beginning April 21, 2008. Honors the efforts and achievements of small business owners and their employees. Recognizes that small businesses are essential to restoring the country's economic health. Recognizes the vital role of Small Business Administration (SBA) programs, employees, and resource partners in providing assistance to entrepreneurs and small business owners. Urges the President to ensure that: (1) reasonable rules relating to the federal contract procurement program for women-owned small businesses are expeditiously implemented; (2) small businesses have access to quality, affordable health insurance; (3) the needs of veterans and reservists who own, work for, or wish to start a business are met during deployment and upon their return from duty; (4) measures are enacted to provide a stimulus for business lending during the current economic downturn; (5) small business tax burdens and regulatory and bureaucratic barriers are reduced; (6) all federal agencies adhere to contracting goals for small businesses; (7) venture capital and small business loans are available to all qualified small businesses; and (8) necessary federal resources are provided to management assistance programs delivered by SBA resource partners. Urges that the SBA Administrator have an active role as a member of the President's Cabinet.

PLUS Loan Borrower Protection Act of 2008 - Amends the Higher Education Act of 1965, with respect to eligibility for a PLUS Federal Family Education Loan, to specify an extenuating circumstance for purposes of determining if a borrower has an adverse credit history on the basis of a mortgage loan delinquency or foreclosure. Declares that an extenuating circumstance exists if, at any time from January 1, 2007, through December 31, 2112, the borrower is 90 or more days delinquent on mortgage loan payments, or foreclosure proceedings have been initiated, with respect to the borrower's primary residence.

Amends the Internal Revenue Code to: (1) qualify manufacturing facilities that create intangible property for tax-exempt bond financing; and (2) revise the definition of "manufacturing facility" for purposes of certain limitations on tax-exempt bond financing to include facilities which are functionally related and subordinate to a manufacturing facility.

Firefighter Fatality Reduction Act of 2008 - Directs the Secretary of Homeland Security to: (1) conduct a survey of and report to Congress on the compliance of fire departments in the United States with national consensus standards for staffing, training, safe operations, personal protective equipment, and fitness relating to fire department operations and firefighting practices; and (2) establish a Task Force to Enhance Firefighter Safety to develop a plan to enhance firefighter safety by increasing compliance with such standards and to consider ways in which the federal government, states, and local governments can promote, encourage, or require compliance.

Designates May 16, 2008, as Endangered Species Day. Encourages: (1) schools to spend at least 30 minutes on such Day teaching and informing students about threats to, and efforts to restore, endangered species; (2) organizations, businesses, private landowners, and agencies with a shared interest in conserving endangered species to collaborate in developing educational information for use in schools; and (3) people to become educated about, and aware of, threats to species, success stories in species recovery, and opportunities to promote species conservation.

Reserve Education Assistance Program (REAP) Enhancement Act of 2008 - Recodifies and revises under federal veterans' benefits law a current chapter under federal armed forces law concerning educational assistance for reserve personnel supporting contingency operations and certain other operations. Requires the Secretary of Veterans Affairs (Secretary) to carry out such assistance program. Directs the Secretary of each military department, and the Secretary of Homeland Security when it is not operating as a service in the Navy, to provide notice to individuals who meet program eligibility requirements. Revises educational assistance allowance rates based on periods of active duty service. Provides a ten-year limit after separation for the use of such assistance for a member of the Selected Reserve who completes a required period of service under other than dishonorable conditions. Requires the Secretary of Defense to transfer to the Secretary, by the beginning of FY2010, amounts provided or remaining in the Department of Defense Education Benefits Fund that are attributable to the reserve educational assistance program.

Dorothy I. Height and Whitney M. Young, Jr. Social Work Reinvestment Act - Directs the Secretary of Health and Human Services to establish the Social Work Reinvestment Commission to provide independent counsel to Congress on policy issues associated with the recruitment, retention, research, and reinvestment in the profession of social work. Directs the Commission to study and report to Congress on issues facing the social work profession, including: (1) fair market compensation, high social work educational debt, social work workforce trends, knowledge development, and social work safety; and (2) state-level social work licensure policies and reciprocity agreements for providing services across state lines. Authorizes the Secretary to award various grants to eligible entities and individuals to support demonstration programs related to research, workplace improvements, education, training, and programs of excellence. Directs the Secretary to: (1) contract with a national social work research entity to serve as a coordinating center and clearinghouse for information on activities under the demonstration program; and (2) develop and issue public service announcements that advertise and promote the social work profession. Designates March of 2008, and of each succeeding year, as National Social Work Awareness Month.

Fisheries Capital Construction Fund Enhancement Act of 2008 - Adds withdrawals for the acquisition of gear or equipment required for safety of life at sea or to comply with conservation measures within a fishery to the list of qualified withdrawals from a vessel capital construction fund. Declares that specified capital acquisition, construction, or reconstruction minimum cost requirements do not apply to withdrawals for such purposes.

Expresses the sense of the Senate that: (1) Dith Pran is a modern day hero and an exemplar of what it means to be a citizen of the United States and a citizen of the world; (2) the United States owes a debt of gratitude to Dith Pran for his tireless work to prevent genocide and violations of fundamental human rights; and (3) teachers throughout the United States should spread Dith Pran's message by educating their students about his life, the genocide in Cambodia, and the collective responsibility of all people to prevent modern-day atrocities and human rights abuses.

Amends the Internal Revenue Code to modify the standards for imposing penalties on tax return preparers for understatements of tax to require: (1) substantial authority for a position with respect to an item on a tax return if such position was not disclosed with the return; and (2) a reasonable basis for a position which was disclosed with the return. Requires tax return preparers to have a reasonable belief that a position with respect to a tax shelter or a reportable transaction (a transaction having a potential for tax avoidance or evasion) will more likely than not be sustained on its merits.

Beach Protection Act of 2008 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to include among eligible grant activities the development and implementation of programs for source tracking, sanitary surveys, and prevention efforts to address the identified sources of beach water pollution. Authorizes appropriations for such grants for FY2008-FY2013. Requires grant recipients to identify: (1) the use of a rapid testing method; (2) measures for communication within 24 hours of the results of a water sample concerning pollutants to specified officials and all state agencies with authority to require the prevention or treatment of the sources of beach water pollution; (3) measures to develop and implement a beach water pollution source identification and tracking program for the coastal recreation waters that are not meeting applicable water quality standards for pathogens; (4) a publicly accessible and searchable global information system database with information updated within 24 hours of its availability, organized by beach and with defined standards, sampling plan, monitoring protocols, sampling results, and number and cause of beach closing and advisory days; and (5) measures to ensure that closures or advisories are made or issued within 24 hours after a state government determines that its coastal recreation waters are not meeting applicable water quality standards for pathogens. Requires the Environmental Protection Agency (EPA) Administrator to: (1) publish a revised list of rapid testing methods; and (2) validate such methods no later than two years after this Act's enactment and periodically thereafter. Sets forth provisions requiring: (1) a review by the Administrator of state and local compliance with statutory and regulatory requirements and grant conditions; (2) corrective actions by such governments not in compliance; and (3) a review by the Comptroller General of such compliance review and corrective action. Amends the Beaches Environmental Assessment and Coastal Health Act of 2000 to authorize appropriations to carry out such Act through FY2013.

Emergency Student Loan Market Liquidity Act - Amends the Federal Home Loan Bank Act to allow federal home loan banks to: (1) invest surplus funds in student loan securities; (2) accept student loans and student loan-related securities as collateral; and (3) provide secured long-term advances to member banks so that they can finance the origination of student loans or purchase or finance student loan-related securities. Limits the application of this Act to Federal Family Education Loans (FFELs) made under the Higher Education Act of 1965. Makes the banks' authority effective for investments and advances made between February 1, 2008, and two years after this Act's enactment.

National Guard and Reserve Retired Pay Equity Act of 2008 - Amends the National Defense Authorization Act for Fiscal Year 2008 to back-date to September 11, 2001, the period of active duty or performed active service, in support of a contingency operation or in other emergency situations, for which members of Ready Reserve components of the armed forces shall receive credit in determining eligibility for early receipt of non-regular service retired pay.

Recognizes: (1) National Public Health Week; (2) the efforts of public health professionals, first responders, states, municipalities, and local communities to incorporate measures to adapt health care systems to address impacts of climate change; and (3) the role of adaptation in preventing impacts of climate change on vulnerable communities, the potential for improvement of health status and equity through efforts to address climate change, and the need to include health policy in the development of climate responses. Encourages: (1) further research, interdisciplinary partnership, and collaboration to understand and monitor the health impacts of climate change, for preparedness activities, and for improvement of health care infrastructure; and (2) every American to learn about the impacts of climate change on health.

Glacier National Park Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 100th anniversary of the establishment of Glacier National Park in Montana, to mint and issue $1 coins emblematic of the Park, its natural features, and wildlife. Prohibits the minting of any coins under this Act after December 31, 2010.

Economic Recovery in Health Care Act of 2008 - Prohibits the Secretary of Health and Human Services from finalizing, implementing, enforcing, or otherwise taking any action to give effect prior to April 1, 2009, to the following administrative actions: (1) the proposed and final rule (with certain exceptions) entitled "Medicaid Program; Health-Care Related Taxes," published, respectively, on March 23, 2007, and on February 22, 2008; (2) the proposed rule entitled "Medicaid Program; Graduate Medical Education," published on May 23, 2007; (3) the State Health Official Letter 07-001, dated August 17, 2007, issued by the Director of the Center for Medicaid and State Operations in the Centers for Medicare & Medicaid Services regarding certain requirements under the State Children's Health Insurance Program (SCHIP) relating to the prevention of the substitution of health benefits coverage for children and the enforcement of medical support orders; (4) the proposed rule entitled "Medicaid Program; Clarification of Outpatient Clinic and Hospital Facility Services definition and Upper Payment Limit," published on September 28, 2007; (5) the interim final rule entitled "Medicaid Program; Optional State Plan Case Management Services," published on December 4, 2007; and (6) the proposed rule entitled "Revisions to Procedures for the Departmental Appeals Board and Other Departmental Hearings," published on December 28, 2007. Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 2007 to extend through April 1, 2009, the moratorium relating to the cost limit for providers operated by units of government and provisions to ensure the integrity of the federal-state financial partnership. Amends the Medicare, Medicaid, and SCHIP Extension Act of 2007 to extend through April 1, 2009, the moratorium relating to rehabilitation services, school-based administration, and school-based transportation. Provides for state fiscal relief through a temporary increase of Medicaid federal medical assistance percentage (FMAP) and targeted grants to Round One (FY2008 and FY2009) and Round Two (FY2009 only) Qualifying States. Makes appropriations for related payments to such states.

Stop Deceptive Advertising for Women's Services Act - Requires the Federal Trade Commission (FTC) to: (1) promulgate rules prohibiting, as unfair and deceptive acts or practices, persons from advertising with the intent to deceptively create the impression that such persons provide abortion services; and (2) enforce violations of such rules as unfair methods of competition and unfair or deceptive acts or practices in or affecting commerce.

Clean Boating Act of 2008 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to provide that no permit shall be required by the Administrator of the Environmental Protection Agency (EPA) under the national pollutant discharge elimination system for the discharge from a recreational vessel of graywater, bilge water, cooling water, weather deck runoff, oil water separator effluent, or effluent from properly functioning marine engines or for any other discharge that is incidental to the normal operation of such vessel. Defines a "recreational vessel" as any vessel that is leased, rented, or chartered to a person for that person's pleasure or that is manufactured or used primarily for pleasure, excluding vessels that are subject to Coast Guard inspection and that are engaged in commercial use or that carry paying passengers. Requires the Administrator to: (1) develop management practices for recreational vessels to mitigate the adverse impacts on U.S. waters of discharges incidental to normal vessel operation (excluding sewage) in any case in which the Administrator determines that the use of those practices is reasonable and practicable; and (2) promulgate federal standards of performance (which may distinguish among vessel types) for each discharge for which such a management practice is developed. Requires the Secretary of the department in which the Coast Guard is operating to promulgate regulations governing the design, construction, installation, and use of management practices for recreational vessels as necessary to meet such standards. Prohibits the owner or operator of a recreational vessel from operating in U.S. waters if such owner or operator is not using applicable management practices in compliance with such regulations.

Afghanistan and Pakistan Reconstruction Opportunity Zones Act of 2008 - Declares the purposes of this Act, including to stimulate economic activity and development in Afghanistan and the border region of Pakistan in an effort to combat violent extremism. Authorizes the President to: (1) designate an area within Afghanistan or Pakistan as a Reconstruction Opportunity Zone, provided such country meets certain eligibility requirements; and (2) proclaim duty-free treatment for certain articles (including certain textile and apparel articles as well as non-textile or non-apparel articles) that are imported into the United States from a designated zone within such country, provided certain requirements are met. Specifies rules of origin for such articles. Prohibits duty-free treatment for any such articles unless the country in question adopts certain enforcement measures to prevent their unlawful transshipment and the use of false documents relating to importation into the United States. Authorizes the President to: (1) waive duty-free treatment for such articles if it is inconsistent with the national interests of the United States; and (2) withdraw, suspend, or limit such treatment.

Amends the Servicemembers Civil Relief Act of 1940 to extend: (1) from the duration of military service to one year after such service the period during which a member of the Armed Forces may not be charged a mortgage interest rate in excess of 6%; and (2) from 90 days to one year after release from service the period during which a member shall be protected from mortgage foreclosure.

Kindergarten Plus Act of 2008 - Authorizes the Secretary of Education to award competitive grants to states to provide Kindergarten Plus (K+) programs of voluntary full days of kindergarten during the summer before and the summer after their traditional kindergarten school year. Directs the Secretary to ensure, to the extent possible, that each grant is of sufficient size to enable the state to provide K+ to all eligible students served by the local educational agencies (LEAs) within the state with the highest concentrations of eligible students. Makes children eligible to participate in such programs if they are: (1) five-years old or will be eligible to attend kindergarten at the beginning of the next school year; (2) from a family with an income at or below 185% of the poverty line; and (3) not already served by a high-quality program in the summer before or the summer after the child enters kindergarten. Requires states, in awarding subgrants, to give priority to LEAs that: (1) serve the greatest number or percentage of eligible students; and (2) propose to reduce class size and student-to-teacher ratios in K+ significantly below the average ratios in regular kindergarten classes served by the LEA. Provides for direct grants to LEAs whose states do not apply for grants. Sets forth K+ teacher and personnel quality standards.

Fair Share Act of 2008 - Amends the Internal Revenue Code and title II (Old Age, Survivors, and Disability Insurance Benefits) of the Social Security Act to treat certain foreign subsidiaries of U.S. companies performing services under a contract with the U.S. government as U.S. employers for purposes of Social Security and Medicare employment taxes.

Summer Jobs Stimulus Act of 2008 - Makes appropriations to the Secretary of Labor for summer youth employment opportunities directly linked to academic and occupational learning for the period of April 1-December 31, 2008. Prohibits the use of such funds for statewide workforce investment activities or the award of certain youth opportunity grants.

Downed Animal Enforcement Act of 2008 - Amends the Federal Meat Inspection Act to make it a violation of such Act to: (1) slaughter any nonambulatory livestock, or prepare any carcass or carcass part or meat or meat food product from such animal, for human food use; or (2) fail to comply with the Humane Methods of Slaughter Act of 1958. Establishes the following penalties for violations of such prohibitions: (1) gross income-based civil penalty for a first violation; (2) one-year inspection service suspension for a second violation; and (3) permanent withdrawal of inspection service a third violation. Directs the Secretary of Agriculture to promulgate final regulations that provide for public disclosure of a comprehensive list of establishments at which recalled meat or poultry is known to be available for public consumption or sale.

National Guard Empowerment and State-National Defense Integration Act of 2008 - Adds the Chief of the National Guard Bureau (Chief) to the Joint Chiefs of Staff. Requires the Chief to: (1) identify gaps between federal and state military capabilities to prepare for and respond to emergencies; and (2) make recommendations to the Secretary of Defense for military assistance to civil authorities to address such gaps. Requires annual defense budget documents to specify separate amounts for training and equipment for the National Guard for military assistance to civil authorities and other domestic operations. Redesignates the: (1) Director and Deputy Director of the Army National Guard as the Vice Chief and Deputy Vice Chief of the Army National Guard; and (2) Director and Deputy Director of the Air National Guard as the Vice Chief and Deputy Vice Chief of the Air National Guard. Treats Vice Chief service as an adjutant general as joint duty experience for assignment or promotion purposes. States that the United States Northern Command and the United States Pacific Command shall be the combatant commands principally responsible for the military support of civil authorities in the United States. Requires the Commander of each Command and the Chief to enter into a memorandum of understanding setting forth the operational relationships, and individual roles and responsibilities, during responses to domestic emergencies among such Commands and the National Guard Bureau. Directs the Secretary to assure that tactical control of the Armed Forces on duty within a state or possession is vested in the governor thereof when such forces are engaged in emergency response activities. Requires the officer serving as: (1) Commander of Army North Command to be an officer in the Army National Guard; and (2) Commander of Air Force North Command to be an officer in the Air National Guard. Expresses the sense of Congress that, in assigning officers to such positions, the President should afford a preference to officers who have served as a state adjutant general. Requires at least one of each of three specified commander and deputy commander joint task force positions to be an officer in the Army or Air National Guard.

Section 202 Supportive Housing for the Elderly Act of 2008 - Amends the Housing Act of 1959 regarding project rental assistance for supportive housing for the elderly. Changes from discretionary to mandatory the authority of the Secretary of Housing and Urban Development (HUD) to adjust the annual amount of a contract for project rental assistance to provide for reasonable project costs. Directs the Secretary to delegate review and processing of selected capital advance projects to a state or local housing agency meeting specified criteria. States that owner deposits shall be used only to cover operating deficits during the first three years of operations and shall not be used to cover construction shortfalls or inadequate initial project rental assistance amounts. Allows a national private nonprofit organization that owns multiple housing projects assisted under such Act to satisfy the local governing board requirement by having a local advisory board to its national governing board. Requires the Secretary to permit an owner of assisted housing to give a preference in tenant selection to the homeless elderly. Amends the American Homeownership and Economic Opportunity Act of 2000 to revise requirements governing: (1) prepayment of debt for project-based rental housing assistance programs; (2) use of unexpended amounts; and (3) use of project residual receipts. Sets forth requirements governing senior preservation rental assistance contracts in order to: (1) prevent displacement of elderly project residents in the case of refinancing or recapitalization; and (2) further project preservation and affordability. Directs the Secretary to carry out a demonstration program to sell to state housing finance agencies portfolios of mortgages associated with loans related to supportive housing for the elderly. Expands the definition of assisted living facility with respect to grants for conversion of elderly housing to such facilities. Amends the United States Housing Act of 1937 with respect to rental assistance on behalf of a family that uses an assisted living facility as a principal place of residence. Provides that a family may be required at the time it initially receives such assistance to pay rent in an amount exceeding 40% of its monthly adjusted income. Prohibits the Secretary from imposing conditions that restrict the use of sale or refinancing proceeds, or require the filing of a financial report, in connection with a sale or refinancing of a multifamily housing project, or the transfer of an assistance contract on such a property, that requires HUD approval unless such condition is: (1) expressly authorized by an existing contract between the Secretary and the project owner; or (2) a general condition for new financing with a mortgage insured by the Secretary. Requires the Secretary to establish and operate a national senior housing clearinghouse.

Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 - Amends the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 to revise the provisions of the President's comprehensive five-year global strategy to combat HIV/AIDS. Amends the State Department Basic Authorities Act of 1956 to provide for the establishment of an interagency working group on HIV/AIDS headed by the Global AIDS Coordinator and comprised of representatives from the United States Agency for International Development (USAID) and the Department of Health and Human Services (HHS). Extends funding for: (1) the Global Fund to fight AIDS, tuberculosis, and malaria; (2) the Vaccine Fund; (3) the International AIDS Vaccine Initiative; and (4) programs to fight malaria. Authorizes appropriations for tuberculosis vaccine research. Directs USAID to facilitate the availability of safe microbicides that prevent HIV transmission. Amends the Foreign Assistance Act of 1961 with respect to assistance programs to combat HIV/AIDS, malaria, and tuberculosis. Authorizes the President to provide increased resources to the World Health Organization (WHO) and the Stop Tuberculosis Partnership. Establishes within USAID a Coordinator of United States Government Activities to Combat Malaria Globally. Amends the Immigration and Nationality Act to eliminate infection with the etiologic agent for acquired immune deficiency syndrome as a public health grounds for alien nonadmission. Directs the President to address mother-to-child and youth HIV infection concerns as part of the comprehensive global HIV/AIDS prevention strategy. Amends the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 to extend funding for activities under such Act.

Recognizes the positive effect the National School Breakfast Program has had on children's classroom performance and the lives of low-income children and families. Expresses strong support for states that have successfully implemented school breakfast programs and encourages all states to improve their programs. Recognizes the need to provide states with resources to improve the availability of adequate and nutritious breakfasts.

Expresses the concern and compassion of the citizens of the United States for the citizens of Sudan, Chad, and the Central African Republic who have been gravely affected by interrelated violence and instability in these countries. Calls upon all parties to these conflicts to cease hostilities and uphold basic human rights. Encourages the U.S. government and the international community to support the multilateral peacekeeping missions in Darfur, eastern Chad, and the northern Central African Republic, along with assistance to meet the continuing humanitarian and security needs in these areas.

Code Talkers Recognition Act of 2008 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals in recognition of the service of Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in miliatary communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify Native American code talkers eligible for a gold medal.

Green Chemistry Research and Development Act of 2008 - Directs the President to establish a Green Chemistry Research and Development Program to promote and coordinate federal research, development, education, and technology transfer activities related to green chemistry. Defines "green chemistry" as chemistry and chemical engineering to design chemical products and processes that reduce or eliminate the use or generation of hazardous substances while producing high quality products through safe and efficient manufacturing processes. Requires the President to establish an Interagency Working Group to oversee the planning, management, and coordination of the Program. Amends the National Institute of Standards and Technology Act to provide for the Regional Centers for the Transfer of Manufacturing Technology to enhance productivity and technological performance in U.S. manufacturing through the enabling of supply chain manufacturers to continuously make improvements with the aim of reducing or eliminating the use or generation of hazardous substances. Requires the Director of the National Science Foundation to carry out a program to award grants to institutions of higher education to support their efforts to revise their undergraduate curriculum in chemistry and chemical engineering to incorporate green chemistry concepts and strategies. Requires such Director to enter into an arrangement with the National Research Council to conduct a study of, and report on, the factors that constitute barriers to the successful commercial application of promising results from green chemistry research and development. Directs the agencies participating in the Program to carry out a joint, coordinated program to award grants to institutions of higher education to establish partnerships with companies in the chemical industry to retrain chemists and chemical engineers in the use of green chemistry concepts and strategies.

Affordable Housing Investment Act of 2008 - Amends the Internal Revenue Code to revise and enhance tax incentives for investment in affordable housing, including by: (1) renaming the low-income housing tax credit as the affordable housing credit; (2) revising the applicable percentage rates for such credit; (3) increasing the amount of such credit for low-income buildings that are part of state-designated projects; (4) revising rules for the treatment of scattered site and rural residential rental housing projects; (5) permitting affordable housing credits for federally-assisted moderate rehabilitation developments; (6) allowing an offset against alternative minimum tax liability for affordable housing tax credit amounts; (7) exempting interest on certain exempt private activity bonds, qualified mortgage revenue bonds, qualified veterans' mortgage bonds, and certain exempt facility bonds used for residential rental projects from the alternative minimum tax; and (8) allowing the use of mortgage revenue bonds to provide housing assistance for disaster victims, single parents, and displaced homemakers. Repeals: (1) rules requiring recapture of income from sales of low-income buildings that are reasonably expected to be operated on a low-income basis; and (2) requirements to use repayments of mortgage revenue bonds for redemptions. Directs the Secretary of the Treasury to modify regulations for the low-income housing tax credit to disregard certain housing assistance grants for purposes of making reductions in the basis of property eligible for such credit.

Consumer Protection and Cost Accountability Act - Amends the Federal Power Act to require the Federal Energy Regulatory Commission (FERC) to consider whether a rate or charge made, demanded, or received by a Transmission Organization (TO) would enable the TO to provide or facilitate reliable service to consumers at the lowest reasonable cost. Instructs FERC, in determining whether a TO filing to establish or change a rate or charge is consistent with specified requirements, to consider whether the rate or charge would: (1) provide consumer benefits that outweigh any anticipated costs to consumers as demonstrated by a cost-benefit analysis submitted by the TO; or (2) have only a de minimis impact upon the total delivered costs to the consumer. Directs FERC to ensure that each TO is subject to biennial, independent audits.

Directs the Secretary of Commerce, acting through the Under Secretary for Oceans and Atmosphere, to prescribe regulations to reduce the incidence of vessels colliding with North Atlantic right whales by limiting the speed of vessels. Requires those regulations to incorporate the whale protection measures contained in a specified proposed rule and to provide the same or greater level of protection.

Mercury Emissions Control Act - Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency (EPA) to propose regulations to: (1) control the emission of hazardous air pollutants, including mercury pollutants, from electric utility steam generating units; and (2) require a reduction of not less than 90% in such mercury emissions.
