Small Business Venture Capital Act of 2007 - Amends the Small Business Act to reauthorize through FY2010 the venture capital program under the Small Business Investment Act of 1958 (a program under which small business investment companies (SBICs) provide capital financing to small businesses). Amends the latter Act to increase the maximum amounts of outstanding leverage made available to: (1) two or more SBICs that are commonly controlled; and (2) SBICs that invest in women-owned and minority businesses and in businesses in low-income areas. Requires each SBIC, as a condition of an application for leverage, to certify that not less than 25% of the aggregate dollar amount of its financings shall be provided to smaller enterprises.

Small Business Energy Efficiency Act of 2007 - Sets a deadline for final rules establishing a small business education and assistance program regarding energy efficiency. Creates in the Small Business Administration (SBA) the position of Assistant Administrator for Small Business Energy Policy. Establishes a Small Business Energy Efficiency Pilot Program to provide energy efficiency assistance to small businesses through small business development centers. Makes centers selected for the program eligible for grants. Creates a pilot program to provide information regarding telecommuting to small businesses and to encourage the businesses to offer telecommuting options to employees, including outreach regarding individuals with disabilities. Amends the Small Business Act to require the SBA Administrator, in carrying out duties related to Small Business Innovation Research Program (SBIR) and Small Business Technology Transfer Program (STTR) solicitations by federal agencies, to ensure that the agencies give priority to small businesses that participate in or conduct energy efficiency or renewable energy system research and development projects. Allows loans to be made under the Express Loan Program for purchasing a renewable energy system or for an energy efficiency project for an existing business.

Nurse Faculty and Physical Therapist Education Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Health Resources and Services Administration, to establish a Nurse Faculty Education Program to ensure an adequate supply of nurse faculty through awarding grants to eligible entities to: (1) hire new faculty, retain existing faculty, and purchase educational resources; (2) increase enrollment and graduation rates for students from doctoral programs; and (3) assist graduates in serving as nurse faculty in schools of nursing. Requires the Comptroller General to report on activities to increase participation in the nurse educator program. Requires the Secretary to establish a program to provide Geriatric Academic Career Awards to promote the career development of eligible individuals as geriatric nurse faculty. Requires the Secretary to establish a Nurse and Physical Therapist Distance Education Pilot Program to award grants for activities to increase accessibility to nursing and physical therapy education, including to: (1) assist individuals in rural areas who want to study nursing or physical therapy; (2) promote the study of nursing and physical therapy at all educational levels; (3) establish additional slots for nursing and physical therapy students at existing schools and programs; and (4) establish new nursing and physical therapy education programs at institutions of higher education Requires the Secretary to: (1) report on the country of origin or professional school of origin of newly licensed nurses and physical therapists in each state; and (2) contract with the Institute of Medicine to study the nursing and physical therapy workforce.

Amends the Internal Revenue Code to allow a tax credit for the production of cellulosic biofuel. Defines "cellulosic biofuel" as any liquid transportation fuel derived from any lignocellulosic or hemicellulosic matter (other than food starch) that is available on a renewable or recurring basis.

Empowerment Zone and Renewal Community Enhancement Act of 2007 - Amends Internal Revenue Code provisions relating to tax-preferred empowerment zones, rural enterprise communities, and renewal communities to: (1) extend the period of designation for such areas through 2015; (2) provide a safe harbor standard for employee residency requirements in empowerment zones; (3) eliminate certain residency requirements for the empowerment zone employment tax credit; (4) grant authority to expand the boundaries of empowerment zones and enterprise communities, including those located in rural areas; (5) allow carryovers of unused expensing allowances for enterprise zone businesses; (6) allow certain empowerment zone businesses to elect to receive payments in lieu of tax benefits; (7) allow federal guarantees and tax exemptions for enterprise zones and renewal communities; and (8) allow the issuance of tax-exempt rural enterprise community bonds.

Fuel Reduction using Electrons to End Dependence On the Mid-East (FREEDOM) Act of 2007 - Amends the Internal Revenue Code to allow tax credits for: (1) the purchase of a new qualified plug-in electric drive motor vehicle; (2) the conversion of a motor vehicle to a plug-in electric drive vehicle; and (3) rebates paid by electric utilities to purchasers of or converters to plug-in electric drive vehicles. Defines "new qualified plug-in electric drive motor vehicle" as a motor vehicle which: (1) is powered by traction batteries with an aggregate capacity of not less than 2.5 kilowatt hours; (2) uses an offboard source of electricity to recharge batteries; and (3) has a certificate of conformity under the Clean Air Act. Allows a taxpayer election to expense 100% of the cost of facilities for manufacturing plug-in electric drive motor vehicles (and vehicle components) placed in service before January 1, 2013. Reduces such percentage to 50% for facilities placed in service after 2012, and before January 1, 2015.

Small Business Emergency Fuel Assistance Act of 2007 - Establishes within the Economic Development Administration of the Department of Commerce an emergency assistance program for small businesses and small farms dependent on fuel. Authorizes the President to declare a federal energy emergency if the health, safety, welfare, or economic well-being of U.S. citizens is at risk because of an imminent or actual shortage of adequate supplies of crude oil, gasoline or petroleum distillates owing to: (1) a disruption in the national distribution system for such distillates (including a shortage related to a major disaster); or (2) significant pricing anomalies in national energy markets for them. Authorizes the Secretary of Commerce to award grants to states under a presidential declaration of fuel supply interruption.

Oil Pollution Prevention and Response Act of 2007 - Establishes requirements for the promulgation of safety standards for towing vessels. Requires a variety of measures to reduce the risk of oil spills, including Coast Guard inspections, regulations regarding the transfer of oil to or from a tank vessel, identification of the types of human errors that cause oil spills and near-miss oil spill incidents and actions designed to reduce human error risks, routing or other navigational measures, and an oil spill prevention and education program for small vessels. Amends the the Oil Pollution Act of 1990 to codify the establishment of the Oil Spill Advisory Council. Authorizes state enforcement of any marine resource law enforced by the Secretary and allows state inspection of vessels. Allows owners and operators of tank and non-tank vessels to form nonprofit cooperatives to comply with National Response System provisions. Requires completion of the electronic navigation chart suite for all U.S. coastal waters. Requires a rapid response system to collect and predict in situ information about oil spill behavior. Allows Oil Spill Liability Trust Fund amounts to be used for response and damage assessment capabilities of the National Oceanic and Atmospheric Administration (NOAA). Prohibits using Fund amounts for claims under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. Requires owners of certain tank vessels to maintain evidence of financial responsibility. Makes owners of oil (in addition to vessel owners) transported in single hull tank vessels with a poor safety or operational record liable for removal costs and damages. Establishes the Federal Oil Spill Research Committee. Establishes grant programs: (1) for new technologies to prevent, detect, or mitigate oil discharges and to protect the environment; and (2) to develop cost-effective technologies for detecting discharges of oil from vessels and to improve detection and recovery of submerged and sinking oils.

Currency Exchange Rate Oversight Reform Act of 2007 - Directs the Secretary of the Treasury to: (1) report biannually to Congress on international monetary policy and currency exchange rates; and (2) appear, if requested, before certain congressional committees to testify regarding such reports. Prescribes report contents, including: (1) an analysis of currency market developments and the relationship between the U.S. dollar and the currencies of major economies and trading partners of the United States; (2) a review of the economic and monetary policies of major economies and trading partners of the United States and an evaluation of how such policies impact currency exchange rates; and (3) a list of currencies designated as fundamentally misaligned currencies. Instructs the Secretary to: (1) analyze semiannually the prevailing real exchange rates between the U.S. dollar and foreign currencies; and (2) identify foreign currency that is in fundamental misalignment and designate it for priority action if the issuing country engages in specified behavior, including excessive reserve accumulation. Prescribes procedures for: (1) negotiations and consultations; (2) failure to adopt appropriate policies; (3) international financial institution governance arrangements; (4) adjustment for fundamentally misaligned currency designated for priority action; and (5) nonmarket economy status. Establishes the Advisory Committee on International Exchange Rate Policy. Repeals the Exchange Rates and International Economic Policy Coordination Act of 1988. Amends the Internal Revenue Code relating to the special rule excluding from foreign personal holding company income any income of an eligible controlled foreign corporation which is derived in the active conduct of banking, financing, and insurance. Repeals the limitation of this exclusion to taxable years of a foreign corporation beginning after December 31, 1998, and before January 1, 2009 (thus making such limited application permanent). Repeals likewise the limited application to the same time period of the exclusion of certain exempt insurance income from the taxable insurance income of a controlled foreign corporation (thus making such exclusion permanent).

Defenders of Freedom Tax Relief Act of 2007 - Amends Internal Revenue Code provisions relating to military personnel to: (1) extend the limitation period for filing tax refund claims resulting from Department of Veterans Affairs (VA) disability determinations; (2) make permanent the taxpayer election to treat combat zone compensation as earned income for purposes of the earned income tax credit; (3) treat differential wage payments made to active duty members of the uniformed services as wages for retirement plan purposes; (4) make permanent the exemption from the 10% penalty for premature retirement plan distributions made by active duty military personnel; (5) treat state payments to members of the uniformed services as qualified military benefits for purposes of the tax exclusion of such benefits; (6) make permanent the authority of the Social Security Administration to disclose tax return information to the VA for purposes of determining eligibility for certain veterans benefit programs; (7) extend through 2010 mortgage bond financing exemption rules for certain veterans; (8) make permanent the tax exclusion of gain from the sale of a principal residence by certain members of the Intelligence Community; (9) allow unlimited tax-free rollovers of military death gratuities to Roth individual retirement accounts (Roth IRAs); (10) allow employers a tax credit for differential wage payments made to active duty military personnel; and (11) set forth tax rules for U.S. citizens and certain permanent residents (expatriates) who relinquish their citizenship or residency to avoid U.S taxation.

Recognizes the historical significance to the nation, and supports the continued celebration, of Juneteenth Independence Day (June 19, 1865, the day Union soldiers arrived in Galveston, Texas, with news that the Civil War had ended and that the enslaved African Americans were free). Declares the sense of Congress that: (1) history should be regarded as a means for understanding the past and solving the challenges of the future; and (2) the celebration of the end of slavery is an important and enriching part of the history and heritage of the United States.

Drug Rebate Equalization Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to reduce the costs of prescription drugs for enrollees of Medicaid managed care organizations by extending to such organizations the discounts offered under fee-for-service Medicaid plans. Requires the state contract with a Medicaid managed care organization to provide that: (1) payment for covered outpatient drugs dispensed to Medicaid-eligible individuals enrolled with the organization shall be subject to the same rebate as the state is subject to; and (2) the state shall allow the organization to collect such rebates from manufacturers. Requires also that capitation rates paid to the organization be: (1) based on actual cost experience related to rebates; and (2) subject to the federal regulations requiring actuarially sound rates.

Recycling Investment Saves Energy or the RISE Act - Amends the Internal Revenue Code to allow: (1) a first-year tax deduction of 50% of the adjusted basis of qualified reuse and recycling property; and (2) tax-exempt bond financing for recycling facilities. Defines "qualified reuse and recycling property" as property placed in service after December 31, 2006, which has a useful life of at least five years and which is used exclusively to collect, distribute, or recycle certain scrap materials.

Minority Health Improvement and Health Disparity Elimination Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to: (1) develop an Internet Clearinghouse within the Office of Minority Health; (2) provide for programs of excellence in health professions education for underrepresented minorities; and (3) support demonstration projects designed to improve the health and health care of racial and ethnic minority groups through improved access to health care, patient navigators, primary prevention activities, health promotion and disease prevention activities, and health literacy education and services. Provides for grants to: (1) promote positive health behaviors; (2) implement culturally and linguistically appropriate, evidence-based, and community-driven sustainable strategies to eliminate racial and ethnic health and health care disparities; (3) implement systems of primary care practices to eliminate disparities in the delivery of health care and improve the health care provided to all patients; and (4) address long-standing unmet health needs in the Mississippi Delta. Requires the Secretary to establish the Health Action Zone Initiative demonstration program to support comprehensive state, tribal, or local initiatives to improve the health of racial and ethnic minority groups. Provides for research to improve the health of racial and ethnic minority groups. Requires the Secretary to ensure the collection of data from federally conducted or supported health programs by race, ethnicity, geographic location, socioeconomic position, primary language, and, when practicable, health literacy. Sets forth duties for the Office of Minority Health. Requires the Secretary to establish the Advisory Committee on Minority Health.

Federal Ocean Acidification Research And Monitoring Act of 2007 or FOARAM Act - Establishes the Interagency Committee on Ocean Acidification to oversee the planning, establishment, and coordination of a plan to improve the understanding of the role of increased ocean acidification on marine ecosystems. Requires the Committee to develop a strategic research and implementation plan for coordinated federal activities. Directs the Secretary of Commerce to establish and maintain an ocean acidification program within the National Oceanic and Atmospheric Administration (NOAA) to implement such strategic research and implementation plan.

Coral Reef Conservation Amendments Act of 2007 - Amends the Coral Reef Conservation Act of 2000 to direct the Secretary of Commerce to make grants for projects for the conservation of coral reef ecosystems (under current law, conservation of coral reefs). Modifies various requirements of the grant program. Authorizes the Secretary to make agreements with nonprofit organizations (under current law, an agreement with a nonprofit organization) for public-private partnerships promoting coral reef ecosystem conservation. Authorizes the Secretary, in cooperation with the Federal Emergency Management Agency (FEMA), to provide assistance to any state, local, or territorial government agency for any unforeseen or disaster-related circumstance regarding coral reef ecosystems. (Current law does not mention FEMA.) Authorizes the Secretary to conduct activities, including with local, regional, or international programs and partners, to conserve coral reef ecosystems. (Current law does not mention local, regional, or international programs and partners.) Directs the Secretary to provide for the long-term stewardship of environmental data, products, and information. Directs the Secretary to establish the Emergency Response, Stabilization, and Restoration Account in the existing Damage Assessment Restoration Revolving Fund. Authorizes the Secretary to make grants for work with federal, state, and local entities to increase protection of coral reef areas identified by the community and scientific experts as high priorities. Authorizes the Secretary to maintain an inventory of all vessel reef grounding incidents, identify reef ecosystems with many impacts, and identify preventive measures. Authorizes the Secretary to issue permits for research and activities that would otherwise be prohibited by the Act.

Tax Equity for Domestic Partner and Health Plan Beneficiaries Act - Amends the Internal Revenue Code to: (1) extend the exclusion from gross income for employer-provided health care coverage to certain eligible beneficiaries and their dependent children; (2) revise the definition of "dependent" for purposes of the tax deductions for the health insurance costs of self-employed individuals and for contributions to health savings accounts; and (3) extend voluntary employees' beneficiary association sick and accident benefits to eligible beneficiaries and their dependents. Directs the Secretary of the Treasury to issue guidance on reimbursements of medical expenses from flexible spending and health reimbursement arrangements.

Declares that when the Senate adjourns June 5, 2007, it shall stand adjourned as a further mark of respect to the memory of Senator Thomas.

Roadless Area Conservation Act of 2007 - Prohibits road construction and road reconstruction in inventoried roadless areas of the National Forest System. Specifies exceptions, including because: (1) there is threat of a catastrophic event; (2) a natural resource restoration action is necessary; or (3) a federal-aid highway project is in the public interest or is consistent with the purposes for which the land was reserved or acquired. Prohibits timber from being cut, sold, or removed in an inventoried roadless area. Permits various exceptions, including for specified environmental reasons, if the responsible official determines that the cutting, sale, or removal of timber is expected to be infrequent. Authorizes the Secretary of Agriculture, acting through the Chief of the Forest Service, to make modifications to roadless area maps to improve their accuracy or inclusiveness. Instructs the Secretary, in order to evaluate the effect of a modification to a roadless area map, to prepare an environmental impact statement or similar analysis required under the National Environmental Policy Act of 1969. Declares that this Act does not: (1) revoke, suspend, or modify legal instruments and decisions concerning the use of NFS land made before January 12, 2001; (2) compel the amendment or revision of any land and resource management plan; or (3) apply to specified activities in the Tongass National Forest. States that the prohibitions and restrictions of this Act cannot be reconsidered, modified, or terminated under the Forest and Rangeland Renewable Resources Planning Act of 1974.

21st Century Skills Incentive Fund Act - Authorizes the Secretary of Education to award matching grants to states to establish statewide 21st Century Skills initiatives. Conditions grant eligibility on a state's: (1) developing a comprehensive plan for such initiative; (2) showing a commitment to advancing such skills within standards and assessments, curriculum, professional development, and the learning environment; (3) achieving broad support for the initiative among state education, business, and civic leaders; and (4) being approved as a 21st Century Partner state by the nonprofit, nonpartisan Partnership for 21st Century Skills. Directs the Secretary to establish a 21st Century Skills Incentive Fund from which grants shall be awarded. Amends the Internal Revenue Code to require that the percentage limitation on corporate charitable contributions be applied separately to cash contributions to state 21st Century Skills initiatives and all other corporate charitable contributions.

Food Stamp Fairness and Benefit Restoration Act of 2007 - Amends the Food Stamp Act of 1977 with respect to: (1) inflation adjustments for standard deductions and for household resources; (2) retirement account and education account exclusions; (3) eligibility for unemployed adults; (4) dependent care deduction cap elimination; (5) legal immigrant eligibility; and (6) extension of commodity availability for the emergency food assistance program.

Improved Hurricane Tracking and Forecasting Act of 2007 - Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to carry out a program for an improved ocean surface winds vector satellite for purposes including: (1) to address science and application questions related to air-sea interaction, coastal circulation, and biological productivity; (2) to improve forecasting for hurricanes, coastal winds and storm surge, and other weather-related disasters; (3) to ensure continuity of quality for satellite ocean surface vector wind measurements so that existing weather forecasting and warning capabilities are not degraded; and (4) to advance satellite ocean surface vector wind data capabilities.

Broadband Data Improvement Act - Requires the Federal Communications Commission (FCC) to revise the definitions of advanced telecommunications capability, or broadband, establish a new definition of second generation broadband, and revise certain reporting requirements to require reporting of broadband and second generation broadband connections by zip code plus 4 location. Requires the FCC to determine certain demographic data for geographical areas that are not served by any provider of advanced telecommunications capability. Requires expansion of the American Community Survey to elicit information to determine whether persons subscribe to Internet service and, if so, by dial-up or broadband. Requires the Comptroller General to conduct a study to evaluate additional broadband metrics or standards that may be used to provide users with more accurate information about the cost and capability of their broadband connection and to better compare the deployment and penetration of broadband in the United States with other countries. Requires the Small Business Administration Office of Advocacy to conduct a study on the impact of broadband speed and price on small businesses. Provides for grants to develop and implement statewide initiatives to identify and track the availability and adoption of broadband services within each state.

Support for Democracy and Human Rights in Zimbabwe Act of 2007 - States that is U.S. policy to: (1) support the people of Zimbabwe in their efforts to promote democracy and respect for human rights in Zimbabwe; and (2) call on President Mugabe to restore democracy and human rights in Zimbabwe. Directs the Secretary of State to provide Congress with quarterly briefings on U.S. strategy for engagement with Zimbabwe. (Terminates such requirement three years after the date of the enactment of this Act.)

Ethanol Education and Expansion Act of 2007 - Amends the Agricultural Risk Protection Act of 2000 to direct the Secretary to make grants to majority-controlled producer-based business ventures to install E-85 fuel infrastructure, including infrastructure necessary: (1) for the direct retail sale of E-85 fuel, including E-85 fuel pumps and storage tanks; and (2) to directly market E-85 fuel to gas retailers, including in-line blending equipment, pumps, storage tanks, and load-out equipment; and Provides for infrastructure installation subgrants to direct retailers of E-85 fuel located in a rural area. Defines "E-85 fuel" as a blend of gasoline at least 85% derived from ethanol (or any other percentage, not below 70%, as determined by the Secretary for requirements relating to cold start, safety, or vehicle functions). Requires a grant equal to 20% of the total installation costs. Amends the Farm Security and Rural Investment Act of 2002 to direct the Secretary to establish a program, funded by the Commodity Credit Corporation, to make competitive grants to eligible nonprofit organizations or institutions of higher education to educate governmental and private entities that operate vehicle fleets, other interested entities, and the public about the benefits of E-85 fuel use.

Foster Care Continuing Opportunities Act - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to give states the option for youth to elect to remain in foster care after attaining age 18 until attaining age 19, 20, or 21.

Voluntary Public Access and Wildlife Habitat Incentive Program Act of 2007 - Amends the Food Security Act of 1985 to direct the Secretary of Agriculture to establish a program under which states and tribal governments may apply for grants to encourage owners and operators of privately-held farm, ranch, and forest land to voluntarily make such land available for public access for wildlife-dependent recreation (including hunting or fishing) under state- and tribally-administered plans. Amends the Farm Security and Rural Investment Act of 2002 to exclude from excess base acreage computation for direct and counter-cyclical payment purposes certain conservation enrolled farm land not planted in an agricultural commodity.

Global Service Fellowship Program Act of 2007 - Directs the Secretary of State to establish and administer a Global Service Fellowship Program to fund fellowships to promote international volunteering opportunities as a means of building bridges across cultures, addressing critical human needs, and promoting mutual understanding. Sets forth Program provisions. Authorizes appropriations.

Mail Delivery Protection Act of 2007 - Prohibits the U.S. Postal Service from contracting for the delivery of mail on any route with one or more families per mile. Allows existing contracts to remain in effect until terminated by their terms and to be renewed one or more times. (Chapter 52 of title 39, U.S. Code, was repealed by P.L. 109-435, the Postal Accountability and Enhancement Act.)

Psoriasis and Psoriatic Arthritis Research, Cure, and Care Act of 2007 - Requires the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH), to expand and intensify research and related NIH activities with respect to psoriasis and psoriatic arthritis. Requires the Director of the National Institute of Arthritis and Musculoskeletal and Skin Diseases to conduct or support research to expand understanding of the causes of, and to find a cure for, psoriasis and psoriatic arthritis. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to establish a national psoriasis and psoriatic arthritis patient registry. Directs the Secretary to: (1) enter into cooperative agreements to develop, implement, and manage a system for psoriasis and psoriatic arthritis patient data collection and analysis; (2) ensure the collection and analysis of longitudinal data related to individuals of all ages; (3) convene a summit on current federal activities to conduct or support research, treatment, education, and quality-of-life activities with respect to psoriasis and psoriatic arthritis; and (4) enter into an agreement with the Institute of Medicine to study insurance coverage of psoriasis and psoriatic arthritis.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

United States Commitment to Global Child Survival Act of 2007 - Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance to improve the health of newborns, children, and mothers in developing countries, including activities relating to: (1) newborn care and treatment; (2) childhood illness and immunization services; (3) child and maternal nutrition; (4) maternity and obstetric services; (5) safe water, hygiene, and environmental toxins such as lead; (6) health services and health information systems; and (7) HIV/AIDS, malaria, tuberculosis and child spacing. Directs the President to develop a comprehensive strategy to improve the health of newborns, children, and mothers, including reducing newborn, child, and maternal mortality in developing countries. Establishes the Interagency Task Force on Child Survival and Maternal Health in Developing Countries.

Iran Sanctions Enabling Act of 2007 - Directs the Secretary of the Treasury to: (1) publish biannually in the Federal Register a list of each person, whether within or outside of the United States, that has an investment of more than $20 million in the energy sector in Iran; and (2) maintain on the website of the Department of the Treasury the names of the persons on such list. States it is the policy of the United States to support the decision of state and local governments and educational institutions to divest from, and to prohibit the investment of assets they control in, persons included on the most recent list. Authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit investment of assets in, persons included on the most recent list. Amends the Investment Company Act of 1940 to shield any registered investment company from civil, criminal, or administrative action based upon its divesting from, or avoiding investing in, securities issued by companies included on such most recent list. Amends the Employee Retirement Income Security Act of 1974 to shield from treatment as breaching a fiduciary duty any person divesting plan assets from, or avoiding investing plan assets in, persons included on such most recent list. Expresses the sense of the Congress that the Federal Retirement Thrift Investment Board should: (1) initiate efforts to provide a terror-free international investment option among the funds of the Thrift Savings Fund; and (2) initiate similar efforts to provide a genocide-free international investment option.

Food Outreach and Opportunity Development for a Healthy America Act of 2007 - Amends the Food Stamp Act of 1977 to: (1) extend assistance for community food projects; and (2) obligate funds for food stamp nutrition education. Amends the Richard B. Russell National School Lunch Act to: (1) extend the fresh fruit and vegetable program; (2) extend the farm-to-cafeteria program; and (3) authorize Department of Agriculture and Department of Defense (DOD) geographic preferences to purchase locally produced agricultural or food products. Amends the Food Security Act of 1985 to revise the farmland protection program. Gives priority to farm and ranchland with prime, unique, or other productive soils at risk of nonagricultural development. Provides for: (1) grants to eligible state or local entities to purchase conservation easements; and (2) grant agreements with eligible state or local entities to purchase conservation easements using a combination of their own funds and grant funds. Amends the Farmer-to-Consumer Direct Marketing Act of 1976 to establish the Farmers' Market Promotion Program Plus to make grants to eligible entities to establish and promote direct farmer-to-consumer marketing opportunities. Amends the Farm Security and Rural Investment Act of 2002 to extend the seniors farmers' market nutrition program. Amends the Specialty Crops Competitiveness Act of 2004 to direct the Secretary of Agriculture, through the Agricultural Marketing Service, to: (1) establish a grant program for eligible entities to conduct enterprise feasibility studies, including studies of consumer preference; and (2) provide loans and loan guarantees to eligible entities and individual producers to develop processing, distribution, and information infrastructure for locally or regionally produced food.

Expresses the sense of the Senate that: (1) the United States strongly supports the new power-sharing government in Northern Ireland; (2) political leaders of Northern Ireland, Prime Minister Tony Blair, and Taoiseach Bertie Ahern should be commended for acting in the best interest of the people of Northern Ireland by forming this government; (3) May 8, 2007, will be remembered as an historic day and an important milestone in cementing peace and unity for Northern Ireland and an example for nations around the world plagued by internal conflict; and (4) the United States stands ready to support this new government and to work with the people of Northern Ireland as they achieve their goal of lasting peace.

Full-Service Community Schools Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to: (1) eligible entities to assist public elementary or secondary schools to function as full-service community schools; and (2) state collaboratives to support development of full-service community school programs. Requires such schools to: (1) participate in community-based efforts to coordinate educational, developmental, family, health, and other comprehensive services through community-based organizations and public and private partnerships; and (2) provide access to such services to students, families, and the community. Gives local grant priority to entities that: (1) will serve at least two full-service community schools eligible for schoolwide programs under the Act, and more than one full-service community school as part of a community or districtwide strategy; and (2) demonstrate a record of effectiveness in integrating at least three of various qualified services. Establishes a Full-Service Community Schools Advisory Committee.

340B Program Improvement and Integrity Act of 2007 - Amends the Public Health Service Act to expand the drug discount program to allow participation as a covered entity by certain children's hospitals, critical access hospitals, and rural referral centers or sole community hospitals. Prohibits enrolled hospitals from obtaining covered outpatient drugs through a group purchasing arrangement. Requires the Secretary of Health and Human Services to establish reasonable exceptions to such prohibition, including for drugs unavailable through the program and to facilitate generic substitution when a generic covered drug is available at a lower price. Expands the program to include a drug used in connection with an inpatient or outpatient service by enrolled hospitals. (Currently, only outpatient drugs are covered under the program.) Requires hospitals enrolled in the 340B drug discount program to provide to each state a credit on the estimated annual costs to such hospital of single source and innovator multiple source drugs and noninnovator multiple source drugs provided to Medicaid recipients for inpatient use. Sets forth a formula for calculating the credit. Allows a hospital to avoid paying such credits under certain circumstances. Requires the Secretary to: (1) carry out activities to improve compliance by manufacturers and covered entities with the requirements of the drug discount program; and (2) establish an administrative process for resolving claims by covered entities and manufacturers of violations of such requirements. Requires manufacturers to offer each covered entity covered drugs for purchase at or below the applicable ceiling price if such a drug is made available to any other purchaser at any price.
