Includes as a covered family member one who, while caring for the recovering servicemember, is: (1) on invitational orders; (2) a non-medical attendee; or (3) receiving per diem payments from the Department of Defense (DOD).

Medicare Access to Critical Medications Act of 2007 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require prescription drug plan (PDP) formularies to include all or substantially all covered part D drugs in the therapeutic classes: (1) anticonvulsants; (2) antineoplastics; (3) antiretrovirals; (4) antidepressants; (5) antipsychotics; and (6) immunosuppressants. Prohibits the application of a utilization management tool, such as prior authorization or step therapy, to such drugs in certain cases. Prescribes requirements for treatment of such drugs when a determination or reconsideration is requested, as well as the treatment of appeals for such drugs. Establishes data reporting requirements for such drug categories and classes.

Unemployment Insurance Modernization Act - Amends the Social Security Act to require the Secretary of Labor to make unemployment compensation modernization incentive payments in FY2008-FY2012 by certain transfers from the federal unemployment account to the accounts of the states in the Unemployment Trust Fund. Prescribes a formula for determining the maximum allowable incentive payments. Specifies requirements state law must meet for the state to qualify for such a payment. Limits the use of transferred amounts to the payment of cash unemployment benefits to individuals. Requires the Secretary of the Treasury to reserve specified funds out of the federal unemployment account for such incentive payments. Amends the Internal Revenue Code to extend through FY2013 the Federal Unemployment Tax Act (FUTA) excise tax imposed on every employer.

Clean Water Restoration Act of 2007 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to replace the term "navigable waters," throughout the Act, with the term "waters of the United States," defined to mean all waters subject to the ebb and flow of the tide, the territorial seas, and all interstate and intrastate waters and their tributaries, including lakes, rivers, streams (including intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, natural ponds, and all impoundments of the foregoing, to the fullest extent that these waters, or activities affecting them, are subject to the legislative power of Congress under the Constitution. Declares that nothing in such Act shall be construed as affecting the authority of the Secretary of the Army or the Administrator of the Environmental Protection Agency (EPA) under the provisions of the Federal Water Pollution Control Act related to discharges: (1) composed entirely of return flows from irrigated agriculture; (2) of stormwater runoff from certain oil, gas, and mining operations composed entirely of flows from precipitation runoff conveyances, which are not contaminated by or in contact with specified materials; or (3) of dredged or fill materials resulting from normal farming, silviculture, and ranching activities or from activities with respect to which a state has an approved program, or for the purposes of maintenance of currently serviceable structures, construction or maintenance of farm or stock ponds, irrigation ditches and maintenance of drainage ditches, or farm, forest, or temporary roads for moving mining equipment in accordance with best management practices, or construction of temporary sedimentation basins on construction sites for which discharges do not include placement of fill material into the waters of the United States.

Trade and Globalization Adjustment Assistance Act of 2007 - Amends the Trade Act of 1974 to allow the filing of a petition with the Secretary of Labor for certification of eligibility to apply for trade adjustment assistance (TAA) by adversely affected workers in a service sector firm, its subdivision, or a public agency. Revises group eligibility requirements for TAA to cover: (1) a shift, by a public agency to a foreign country, of production of articles or in provision of services, like or directly competitive with articles which are produced, or services which are provided by the workers' firm, subdivision, or public agency; and (2) instances where the workers' firm, subdivision, or public agency obtains or is likely to obtain such services from a foreign country. Provides for industry-wide certification of adversely affected workers for TAA. Increases the amount of payments for training of adversely affected workers under the Act. TAA Health Coverage Improvement Act of 2007 - Amends the Internal Revenue Code to increase the tax credit for the health insurance costs of certain TAA workers and Pension Benefit Guaranty Corporation (PBGC) pension recipients. Sets forth requirements to prevent a lapse of health care coverage for TAA workers and their families. Replaces alternative trade adjustment assistance for older workers provisions with eligibility requirements for wage insurance benefits to older workers who have received an industry-wide certification to apply for TAA. Increases the maximum allowance to cover costs of an adversely affected worker for job search expenses and relocation expenses. Establishes an Office of the Trade Adjustment Assistance Ombudsman. Extends the TAA program for workers through December 31, 2012. Revises the TAA program for communities negatively impacted by trade. Establishes a TAA for communities program to coordinate the federal response. Allows the filing of a petition with the Secretary of Commerce for certification of eligibility to apply for TAA by a service sector firm. Extends the TAA program for firms through FY2012. Makes fishermen and aquaculture producers eligible for TAA without regard to whether such fishermen seek TAA based on an increase in imports of wild stock or an increase of imports of farm-raised stock. Revises TAA group eligibility requirements for certain agricultural commodity producers. Extends the TAA program for farmers through FY2012.

Requires, subject to exception, any public provider that regulates competing providers of advanced telecommunications capability or services to apply its ordinances, rules, and policies without discrimination in favor of itself or any other provider it owns or is affiliated with. Requires, subject to exception, a public provider, before it provides advanced telecommunications capability or services, to publish notice and provide local citizens and private-sector entities with an opportunity to be heard.

Stop Senior Suicide Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish an Interagency Geriatric Mental Health Planning Council to coordinate and collaborate on the planning for the delivery of mental health services, to include suicide prevention, to older adults. Amends title XVIII (Medicare) of the Social Security Act to remove provisions that limit payment for the treatment of mental, psychoneurotic, and personality disorders of an individual who is not an inpatient of a hospital at the time such expenses are incurred. Requires the Secretary to award grants or cooperative agreements to eligible entities to develop strategies for addressing suicide among the elderly. Revises provisions requiring centers to provide appropriate information, training, and technical assistance on youth suicide to require such information, training, and assistance on suicide among all ages, particularly for groups that are at a high risk for suicide. Authorizes additional appropriations to carry out such changes.

Fair Pay Restoration Act - Amends the Civil Rights Act of 1964 to declare that an unlawful employment practice occurs when a discriminatory compensation decision or other practice is adopted, when an individual becomes subject to the decision or practice, or when an individual is affected by application of the decision or practice, including each time compensation is paid. Accrues liability, and allows an aggrieved person to obtain relief including recovery of back pay for up to two years preceding the filing of the charge, where the unlawful employment practice that has occurred during the charge filing period is similar or related to a practice that occurred outside the charge filing period. Applies certain amendments made by this Act to claims of compensation discrimination under the Americans with Disabilities Act of 1990 and the Rehabilitation Act of 1973. Amends the Age Discrimination in Employment Act of 1967 to declare that an unlawful practice occurs when a discriminatory compensation decision or other practice is adopted, when a person becomes subject to the decision or other practice, or when a person is affected by the decision or practice, including each time compensation is paid.

Requires the Director of the Office of Management and Budget to study and report to Congress on the extent to which federally operated medical facilities have in effect practices and policies for overtime requirements for nurses that are inconsistent with the requirements added by this Act.

Missing Mercury in Manufacturing Monitoring and Mitigation Act - Declares that the United States should develop policies and programs that will reduce: (1) mercury use and emissions; (2) mercury releases from the reservoir of mercury currently in use or circulation; and (3) exposures to mercury, particularly exposures of women of childbearing age and young children. Amends the Toxic Substances Control Act to prohibit the manufacture of chlorine or caustic soda using mercury cells, effective January 1, 2012. Requires the owner or operator of each chlor-alkali facility to submit to the Environmental Protection Agency (EPA) Administrator and the state in which the facility is located an annual report for 2008-2012 concerning mercury waste, emissions, and content in products. Requires EPA to conduct a comprehensive mercury inventory covering the life and closure of chlor-alkali facilities that cease operations on or after July 1, 2008. Establishes the Mercury Storage Advisory Committee, which shall report to Congress on: (1) requirements necessary to prevent the release of, or worker exposure to, elemental mercury; and (2) annual costs of, federal facilities needed for, barriers to, and an optimal plan for, mercury storage. Requires: (1) EPA to establish regulations to facilitate the transfer and storage of mercury located at closed facilities; and (2) beginning on July 1, 2008, the transfer of elemental mercury located at a closed facility that has ceased operations to a storage facility established by EPA in accordance with such regulations. Requires EPA, in coordination with the Administrator of the Agency for Toxic Substances and Disease Registry Administrator, by July 1, 2009, to conduct a health assessment of employees at chlor-alkali facilities that continue to operate as of July 1, 2008.

Commission on Wartime Contracting Establishment Act - Establishes the Commission on Wartime Contracting to investigate and report to Congress on federal agency contracting for: (1) the reconstruction of Iraq and Afghanistan; and (2) the logistical support of coalition forces and the performance of security and intelligence functions in Operation Iraqi Freedom and Operation Enduring Freedom. Includes contracts entered into and/or performed in both in the United States and abroad. Requires the Commission to assess: (1) the extent and impact of reliance on contractors; (2) the extent of waste, fraud, abuse, or mismanagement under such contracts and the extent to which those responsible have been held accountable; and (3) the appropriateness of the organizational structure, policies, and practices of the Department of Defense and the Department of State for handling contingency contract management and support. Requires the Special Inspector General for Iraq Reconstruction to conduct audits to identify potential waste, fraud, abuse, or mismanagement in the performance of: (1) Department of Defense contracts for the logistical support of coalition forces in such Operations; and (2) federal contracts for the performance of security, intelligence, and reconstruction functions in such Operations. Prohibits the termination of the Office of such Special Inspector General until 60 days after the Commission's final report. Reaffirms the Special Inspector General's duties and responsibilities.

Prohibits the Secretary of a military department from discharging due to a personality disorder a member of the Armed Forces who has served on active duty in a combat zone until the later of the date of: (1) completion by the Secretary of Defense (Secretary) of a review of Department of Defense (DOD) policies and procedures for diagnosing such a disorder; (2) issuance by the Secretary of policies and procedures to ensure the appropriate use of such a discharge; (3) establishment by the Secretary of an independent review board for personality disorder discharges; (4) submittal by the Secretary of a report to Congress on progress in implementing the requirements under (1) through (3), above; or (5) the date that is 45 days after the date of the submission of the report referred to in (4), which period shall permit Congress to consider the report. Provides an exception to such requirement in the case of a member who, during recruitment for or enlistment in the Armed Forces, provided false or misleading information, or omitted providing information about past criminal behavior, that is material to a discharge for personality disorder.

Urges: (1) the Secretary-General of the United Nations and the Chairperson of the AU to expedite such force's deployment; and (2) President al-Bashir and the government of Sudan to facilitate such deployment without condition; and (3) the President's Special Envoy to Sudan to continue his legislative outreach to bring peace to Darfur through an inclusive political process. Urges President Bush, the Security Council, the AU, the EU, the League of Arab States, regional nations, and individual nations with economic or political influence over Sudan to: (1) hold President al-Bashir and the government of Sudan accountable for any failure to facilitate such force's deployment; and (2) be prepared to implement meaningful measures, including sanctions, an arms embargo, and a no fly zone for Sudanese military flights over Darfur if the government of Sudan obstructs the peacekeeping mission's deployment.

Mentoring America's Children Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to make miscellaneous changes to the Mentoring grant program under title IV that include: (1) improvement of school connectedness and character education among mentoring's purposes; (2) corporations, universities, foster care group homes, and other entities among program providers; (3) a requirement that mentors help children become responsible and successful adults; (4) foster youth, children with an incarcerated parent, suburban children in high crime areas, and children living in high gang involvement, drug use, dropout, or youth suicide areas among those most in need of mentoring; (5) children's participation in internships as a program goal; (6) mandatory information on grant applicants about plans for monitoring mentor/mentee matches and the satisfaction of grant matching requirements that increase from 10% to 50% over the three-year grant term; and (7) entities serving foster children or children living in high youth suicide areas as priority grant recipients. Allows grantees to be considered for new grants if: (1) their prior performance was satisfactory; (2) they propose to use the new grant exclusively for expanded service to a new area or population; and (3) they are able to provide a 50% match to the new grant funds. Directs the Secretary of Education to: (1) provide training and technical assistance to, and track and evaluate the performance of, grantees; and (2) arrange for research on school-based mentoring, the results of which are to be provided to the mentoring community. Includes mentoring in ESEA programs for: (1) Indian, Native Hawaiian, and Alaskan Native education; (2) the transitioning of youth offenders into education; and (3) school violence and drug abuse prevention.

Requires an employer to: (1) give 90-day written notice (under current law, 60-day) to employees and appropriate state and local governments before ordering a plant closing or mass layoff; and (2) notify the Secretary of Labor within 60 days of such closing or layoff (including the number of employees involved). Makes an employer who violates such notice requirements liable to the employee for double the back pay (under current law, for back pay) for each day of the violation for up to 90 days (under current law, 60 days). Authorizes the Secretary to bring a civil action on behalf of one or more employees for certain relief under the Act. Directs the Secretary to make educational materials concerning employee rights and employer responsibilities available to the general public and employers.

Military Reservist and Veteran Small Business Reauthorization and Opportunity Act of 2007 - Increases funding, for each of FY2008-FY2010, for the Office of Veterans Business Development of the Small Business Administration (SBA), with the excess funds to be used to support veterans business outreach centers. Amends the Small Business Act to direct the President to establish an interagency task force to coordinate federal efforts to increase capital and business development opportunities for, and the award of federal contracts and subcontracts to, small businesses owned and controlled by service-disabled veterans and veterans. Extends permanently the SBA's Advisory Committee on Veterans Business Affairs. National Reservist Enterprise Transition and Sustainability Act of 2007 - Directs the SBA Administrator to establish a program to provide business planning assistance to small businesses owned and operated by reservists. Directs the Administrator to: (1) establish a loan pre-consideration process for small business loans to reservists; (2) develop an outreach and technical assistance program with respect to loans and grants made to reservists; and (3) give priority to reservists' loan applications. Increases the loan limit for such loans. Authorizes the Administrator to make noncollateralized small business loans to reservists. Provides relief from SBA time limits in the case of certain veteran or service-disabled veteran small business loans. Requires a: (1) report concerning types of assistance needed by service-disabled veterans who wish to become entrepreneurs; and (2) study on options for promoting positive working relations between employers and their reservist employees.

Declares, further, that the validity or enforceability of an agreement to arbitrate shall be determined by a court, under federal law, rather than an arbitrator, irrespective of whether the party resisting arbitration challenges the arbitration agreement specifically or in conjunction with other terms of the contract containing such agreement. Exempts arbitration provisions in collective bargaining agreements from this Act.

Considers the standards to be a consumer product safety rule issued by the Consumer Product Safety Commission (CPSC). Establishes a program of grants to states to: (1) hire and train enforcement personnel; and (2) educate pool construction, installation, and service companies, pool owners and operators, and other members of the public. Conditions grants on a state imposing certain requirements by statute, including: (1) enclosure of residential pools and spas to prevent small children from gaining unsupervised access; and (2) drain entrapment prevention devices and systems on all pools and spas. Requires the CPSC to establish and carry out a public education program on methods to prevent drowning and entrapment in pools and spas.

Russell National School Lunch Act with respect to the summer food service programs for children in service institutions (e.g., schools and summer camps). Revises the condition limiting eligibility to institutions conducting a regularly scheduled food service for children from areas in which poor economic conditions exist (i.e., where at least 50% of the children meet eligibility requirements for certain free or reduced price school meals.) Eliminates the special 2005 and 2006 exemption from this requirement for rural areas in Pennsylvania which lowers the threshold eligibility to areas where at least 40% of the children meet eligibility requirements for free or reduced price school meals. Applies such 40% threshold to rural areas of all states and makes it permanent.

Presidential Signing Statements Act of 2007 - Prohibits any state or federal court from relying on or deferring to a presidential signing statement as a source of authority when determining the meaning of any Act of Congress. Requires any federal or state court, in any action, suit, or proceeding regarding the construction or constitutionality, or both, of any Act of Congress in which a presidential signing statement was issued, to permit the Senate, through the Office of Senate Legal Counsel, or the House, through the Office of General Counsel for the House, or both, to participate as an amicus curiae, and to present an oral argument on the question of the Act's construction or constitutionality, or both. Authorizes the full Congress, in any such suit, to pass a concurrent resolution declaring its view of the proper interpretation of the Act of Congress at issue, clarifying Congress's intent or its findings of fact, or both. Requires the Attorney General to establish additional computer forensic capacity to address backlogs, including for child exploitation investigations. Amends the federal criminal code to authorize wiretapping in state child exploitation investigations. Authorizes funding for additional agents and personnel for the Federal Bureau of Investigation (FBI), the Bureau of Immigration and Customs Enforcement, and the U.S. Postal Service.

Directs the U.S. Sentencing Commission to review and amend, if appropriate, its sentencing guidelines for trafficking in a controlled substance to reflect the use of a dangerous weapon or violence in such crime and the culpability and the role of the defendant in such crime, taking into account certain aggravating and mitigating factors. Directs the Attorney General to make grants to improve drug treatment to offenders in prisons, jails, and juvenile facilities. Authorizes the Attorney General to make grants to establish demonstration programs to reduce the use of alcohol and other drugs by substance abusers while incarcerated and until the completion of parole or court supervision. Increases monetary penalties for drug trafficking and for the importation and exportation of controlled substances. Authorizes appropriations to the Departments of Justice, the Treasury, and Homeland Security for FY2008-FY2009 for the prosecution of, and for supporting the prosecution of, high-level drug offenses.

Requires state reports, made public on the Internet, on each state grant program for household assistance programs funded with community development block grant (CDBG) disaster assistance. Directs the Secretary of Housing and Urban Development (HUD) to require Louisiana to make certain funds available for specified community development pilot programs in Orleans and other parishes. Authorizes additional funds for the Road Home Program. Permits a state or locality to use, as a matching requirement, share, or contribution for any other federal program, certain CDBG funds previously made available for disaster relief, long-term recovery, and infrastructure restoration in major disaster areas affected by Hurricane Katrina, Rita, or Wilma. Authorizes appropriations to HUD, via FEMA, of certain Hurricane-related unobligated disaster relief funds to reimburse metropolitan cities and urban counties for amounts used to provide rental housing assistance to hurricane-evacuated families. Directs the Secretary to provide for an independent survey of public housing residents of New Orleans about returning to a repaired public housing or comparable dwelling unit. Sets a deadline for the Housing Authority of New Orleans (Authority) to make a certain number of dwelling units available for occupancy. Grants a right of return to previous public housing households. Prohibits the Authority from: (1) preventing such households from occupying a replacement dwelling unit, except as prohibited by federal law; or (2) demolishing or disposing of any public housing dwelling unit operated or administered by it (including any uninhabitable unit), except pursuant to a HUD-approved replacement plan. Requires the Secretary to report to certain congressional committees on all public housing projects in the Katrina or Rita disaster areas for which plans exist to transfer ownership to other entities or agencies. Authorizes appropriations for repair and rehabilitation of the Authority's public housing. Extends through June 30, 2008, the HUD Disaster Voucher Program and the Secretary's authority to waive specified requirements related to section 8 rental assistance. Provides for: (1) tenant replacement vouchers for all lost units; (2) voucher assistance for households receiving FEMA assistance, including residents of FEMA trailers; (3) voucher assistance for supportive housing; (4) waiver of limitations on project-basing of vouchers; (5) preservation of project-based housing assistance payments contracts for dwelling units damaged or destroyed; and (6) reimbursement to landlords for damages resulting from abrogation by FEMA of commitments entered into under the city lease program. Prohibits the HUD Secretary from denying conveyance of property title to HUD and payment of hazard or flood insurance benefits in specified circumstances. Establishes within HUD an FHA-New Orleans Homeownership Opportunities Initiative. Authorizes appropriations for the fair housing initiatives program. Directs the Comptroller General to study and report to Congress on methods of improving distribution of federal housing funds to assist states with hurricane recovery. Commends the actions and efforts by individuals and organizations who contributed to the hurricane relief effort.

Directs the Administrator to: (1) make minority entrepreneurship and innovation grants to historically black colleges and universities, tribal colleges, and Hispanic-, Alaska Native-, and Native Hawaiian-serving institutions; and (2) establish a pilot program for grants to SBDCs to provide health insurance information to small businesses. Authorizes the Office of Native American Affairs to conduct a pilot program to provide economic development assistance to Indian tribes. Directs the President to convene a National Small Business Summit to examine present conditions and the future of the U.S. community of small businesses.

Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Authorizes the Corporation to impose an annual assessment on U.S. members of the travel and tourism industry represented on the Board, provided industry members approve by majority vote in a referendum. Establishes in the Department of Commerce the Office of Travel Promotion, to be headed by the Under Secretary of Commerce for Travel Promotion. Amends the International Travel Act of 1961 to require that the Office of Travel and Tourism Industries expand its research and development activities to promote international travel to the United States.
