Vote by Mail Act of 2007 - Directs the Election Assistance Commission to establish a Vote by Mail program of grants to participating states solely for implementation of procedures for the conduct of all elections by mail at the state or local level. Directs the Comptroller General to evaluate and report to Congress on the benefits of broader implementation of mail-in voting in elections.

Striving Readers Act of 2007 - Directs the Secretary of Education to provide peer-reviewed grants for literacy initiatives benefiting students in grades 4 through 12 to: (1) local educational agencies (LEAs) eligible for school improvement funds under the Elementary and Secondary Education Act of 1965, if appropriations under this Act are less than $200 million; or (2) state educational agencies (SEAs), and through them, to LEAs, if appropriations equal or exceed such amount. Allots funds to SEAs on the basis of their relative proportion of needy children aged 5 to 17 and eighth graders underachieving in reading. Requires SEAs, in addition to providing subgrants, to use grant funds to: (1) provide professional development assistance to LEAs; (2) enhance public higher education for students preparing to teach any of grades 4 through 12; (3) recommend improvements to state licensure and certification standards for reading instruction in such grades; and (4) report to the Secretary of Education on SEA and LEA progress in improving adolescent literacy. Requires LEAs to use grant or subgrant funds on literacy initiatives that include: (1) student need and progress assessments and reports; (2) development of adolescent literacy plans for underperforming students that provide intensive, accelerated, and extended instruction for such students and professional development for teachers; and (3) initiative training for school leaders. Prohibits the use of subgrant funds on schools that do not meet specified need criteria. Authorizes the withholding of grant or subgrants funds from SEAs and LEAs making insufficient progress in improving adolescent literacy. Requires a national evaluation and the dissemination of information regarding the effectiveness of the grant and subgrant programs.

Re-empowerment of Skilled and Professional Employees and Construction Tradesworkers Act or the RESPECT Act - Amends the National Labor Relations Act to revise the definition of "supervisor" in the following ways: (1) require the individual to have authority over employees for a majority of the individual's worktime; and (2) remove authority to assign other employees and to responsibly direct employees as conditions for being considered a supervisor.

Belated Thank You to the Merchant Mariners of World War II Act of 2007 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts from taxation benefits paid under this Act.

Iran Counter-Proliferation Act of 2007 - Amends the Iran Sanctions Act of 1996 to expand the definitions of "petroleum resources" and "person." Expresses the sense of Congress concerning certain sanctions against Iran. Subjects Russia to specified nuclear energy cooperation prohibitions unless the President certifies to Congress that: (1) Russia has suspended all nuclear assistance and transfers of advanced conventional weapons and missiles to Iran; or (2) Iran has verifiably dismantled all nuclear enrichment-related and reprocessing-related programs. Subjects Iran to specified economic sanctions unless the President certifies to Congress that Iran has verifiably dismantled all nuclear enrichment-related and reprocessing-related programs. Subjects, with respect to prohibited transactions with Iran, a parent company to penalties for violations committed by certain subsidiaries outside the United States that would be subject to prohibitions if committed inside the United States or by a U.S. person. Amends the Internal Revenue Code to eliminate specified geological and geophysical expense amortization benefits if petroleum-related sanctions are imposed under the Iran Sanctions Act of 1996 on any member of an expanded affiliated group whose common parent is a foreign corporation. Revises the definition of "affiliated group." Directs the President to reduce annual U.S. contributions to the International Bank for Reconstruction and Development (World Bank) based upon Bank amounts provided to entities and projects in Iran. Authorizes appropriations for the Department of the Treasury's Office of Terrorism and Financial Intelligence. Requires the Director of National Intelligence to submit to Congress an updated National Intelligence Estimate on Iran. Authorizes the President to: (1) carry out exchange programs with the people of Iran; and (2) make voluntary grant-based contributions to the International Atomic Energy Agency (IAEA) for the establishment of an international nuclear fuel bank to maintain a reserve of low-enriched uranium in case of a disruption in the supply of reactor fuel by normal market mechanisms. Sets forth specified Iran investment-related reporting requirements.

Responsible Education About Life Act - Requires the Secretary of Health and Human Services to make grants to states for family life education, including education on abstinence and contraception, to prevent teenage pregnancy and sexually transmitted diseases. Expresses the sense of Congress that states are encouraged but not required to provide matching funds. Requires the Secretary to provide for a national evaluation of a representative sample of such programs for effectiveness in changing adolescent sexual behavior, including delaying sexual and high-risk activity, preventing pregnancy and disease (including HIV/AIDS), and increasing contraceptive knowledge. Requires states receiving such grants to provide for an individual evaluation of the state's program by an external, independent entity.

Amends the Farm Security and Rural Investment Act of 2002 to authorize appropriations through FY2012 for the McGovern-Dole International Food for Education and Child Nutrition Program. Specifies Commodity Credit Corporation fund amounts to be used for the Program in each of FY2008-FY2012. Makes the Secretary of Agriculture responsible for specified program administration provisions currently delegated to the President.

Coastal and Ocean Observation System Act of 2007 - Directs the President, acting through the National Ocean Research Leadership Council, to establish and maintain an integrated system for the timely detection and prediction of changes occurring in the ocean and coastal environment that impact the nation's social, economic, and ecological systems. Makes the National Oceanic and Atmospheric Administration (NOAA) the lead federal agency for system implementation and administration, requiring it to establish an Integrated Ocean Observing Program Office. Requires the Council to establish in NOAA an interagency program office. Requires establishment of a process for the certification of regional associations to be responsible for the development and operation of regional coastal and ocean observing systems. Requires NOAA to formulate a process by which funding is made available for intramural and extramural research on new technologies for collecting data on U.S. coastal and ocean waters. Authorizes departments and agencies represented on the Council to participate in interagency financing and to share funds appropriated to any Council member.

New England National Scenic Trail Designation Act - Amends the National Trails System Act to designate the New England National Scenic Trail as a National Scenic Trail. Directs the Secretary of the Interior to use the Trail Management Blueprint as the framework for management and administration of the Trail. Authorizes the Secretary to enter into cooperative agreements with Massachusetts (and its political subdivisions), Connecticut, (and its political subdivisions), the Appalachian Mountain Club, the Connecticut Forest and Park Association, and other regional, local, and private organizations deemed necessary and desirable to accomplish cooperative trail administrative, management, and protection objectives consistent with the Blueprint. Encourages the Secretary to work with New Hampshire and appropriate local and private organizations to include that part of the Metacomet-Monadock Trail in New Hampshire (which lies between Royalston, Massachusetts and Jaffrey, New Hampshire) as a component of the Trail.

Healthy Farms, Foods, and Fuels Act of 2007 - Extends: (1) the conservation reserve program; (2) the wetlands reserve program; (3) the conservation security program; (4) the grassland reserve program; (5) the environmental quality incentives program; (6) the wildlife habitat incentive program; (7) the agricultural management assistance program; Establishes: (1) the cooperative conservation partnership initiative; (2) the community forestry and open space conservation program; (3) an integrated pest management initiative; (4) a conservation initiative for socially disadvantaged farmers and ranchers; (5) a conservation planning pilot program; and (6) a cooperative conservation educational assistance program. Authorizes a conservation loan guarantee program. Revises: (1) the farmland protection program; and (2) funding for the healthy forests reserve program. Revises and extends the biorefinery development program. Extends: (1) the energy audit and renewable energy development program; (2) the renewable energy systems and energy efficiency improvements program; (3) the Department of Agriculture bioenergy program; (4) biomass research and development; and (5) carbon cycle research. Extends: (1) the community food project grant program; (2) the farm-to-cafeteria program; (3) the women, infants, and children (WIC) farmers' market nutrition program; (4) the senior farmers' market nutrition program; and (5) farmers' market promotion program. Establishes: (1) a fruit and vegetable nutrition promotion program; (2) a food stamp fruit and vegetable electronic transfer pilot program; and (3) a farm viability program (currently, program authority is discretionary). Provides for Department of Defense and Department of Agriculture procurement of locally produced agricultural products. Extends: (1) the organic agriculture research and extension initiative; (2) education grant programs for Hispanic-serving institutions; (3) the value-added agricultural product market development grant program; and (4) and revises the national organic certification and transition cost share program.

Expanding the Promise for Individuals With Autism Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to: (1) convene, on behalf of the Interagency Autism Coordinating Committee, a Treatments, Interventions, and Services Evaluation Task Force to evaluate evidence-based biomedical and behavioral treatments and services for individuals with autism; (2) establish a multi-year demonstration grant program for states to provide evidence-based autism treatments, interventions, and services. (3) establish planning and demonstration grant programs for adults with autism; (4) award grants to states for access to autism services following diagnosis; (5) award grants to University Centers of Excellence for Developmental Disabilities to provide services and address the unmet needs of individuals with autism and their families; (6) make grants to protection and advocacy systems to address the needs of individuals with autism and other emerging populations of individuals with disabilities; and (7) award a grant to a national nonprofit organization for the establishment and maintenance of a national technical assistance center for autism services and information dissemination. Directs the Comptroller General to issue a report on the financing of autism services and treatments.

Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or would be entitled to such pay except for being under 60 years of age. Prohibits recoupment by the Secretary of Defense of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member. Changes to October 1, 2007 (previously October 1, 2008) the effective date for paid-up coverage provisions under the SBP and the Retired Serviceman's Family Protection Plan.

Medicare Patient Access to Physical Therapists Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize qualified physical therapists to provide services for Medicare beneficiaries without the requirement of a physician referral. Provides for treatment of outpatient speech-language pathology services separately from outpatient physical therapy services.

Conquer Childhood Cancer Act of 2007 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), acting through the National Cancer Institute, to establish special programs of research excellence in the area of pediatric cancers. Requires the Secretary of Health and Human Services to develop a grant mechanism for the establishment of Research Fellowships in Pediatric Cancer to support adequate numbers of pediatric focused clinical and translational investigators. Requires the Director to award a grant for the operation of a population-based national childhood cancer database, the Childhood Cancer Research Network. Requires the Secretary to award grants to recognized childhood cancer professional and advocacy organizations to raise public awareness of currently available information, treatment, and research with intent to ensure access to best available therapies for pediatric cancers.

America's Better Classroom Act of 2007 - Amends the Internal Revenue Code to allow a tax credit for investment in qualified public school modernization bonds, defined to include: (1) bonds for the construction, rehabilitation, or repair of a public school facility or for the acquisition of land for such facility (qualified school construction bonds); (2) bonds to finance certain academic programs below the postsecondary level in empowerment zones or enterprise communities (qualified zone academy bonds); and (3) bonds for the construction, rehabilitation, or repair of certain Indian tribal schools (qualified tribal school modernization bonds). Establishes a national limitation on the issuance of such bonds and provides for the allocation of bond amounts among the states according to a specified formula. Limits the term of such bonds to 15 years and terminates the authority for issuance of such bonds after September 30, 2008 (December 31, 2013, for qualified tribal school modernization bonds). Amends the General Education Provisions Act to apply certain labor standards to public school construction projects financed by this Act. Amends the Workforce Investment Act of 1998 to require states to establish employment and training programs relating to the construction or reconstruction of public school facilities.

Coming Together for National Guard and Reserve Families Act of 2007 - Directs the Secretary of Defense to enhance and improve Department of Defense (DOD) programs to provide family support for families of members of the National Guard and Reserve undergoing deployment (members). Requires such support to include post-deployment assistance for spouses and parents of returning members. Directs the Secretary to: (1) conduct a pilot program of family-to-family support for families of such members; and (2) contract for support services for children, infants, and toddlers of such members. Directs the Secretary and the Secretary of Veterans Affairs to jointly expand and enhance access to mental health services for families of members who are disabled during military service. Requires a report from the Comptroller General to Congress on barriers to access to mental health services through TRICARE (a DOD managed health care program), including the number of providers under TRICARE that are located more than 40 miles from a military installation.

Amends title XIX (Medicaid) of the Social Security Act to permit states, at their option, to require certain individuals to present satisfactory documentary evidence of citizenship or nationality for Medicaid eligibility. Revises the rules for children born in the United States to mothers eligible for Medicaid. Declares that a Medicaid-eligible individual shall be deemed to have provided satisfactory documentary evidence of citizenship or nationality, and shall not be required to provide further evidence, on any date during or after the period in which the individual is eligible for Medicaid.

Deepwater Accountability Act - Directs the Secretary of Homeland Security, after reaching the end of the period of performance currently under contract with Integrated Coast Guard Systems (ICGS) under the Deepwater program of the Coast Guard, to acquire all assets under that contract through new competitive contracts, subject to exception.

Healthy Families Act - Requires certain employers, who employ 15 or more employees for each working day during 20 or more workweeks a year, to provide a minimum paid sick leave and employment benefits of: (1) seven days annually for those who work at least 30 hours per week; and (2) a prorated annual amount for those who work less than 30 but at least 20 hours a week, or less than 1,500 but at least 1,000 hours per year. Allows employees to use such leave to meet their own medical needs or to care for the medical needs of certain family members. Directs the Secretary of Labor to exercise certain investigative and enforcement authority with respect to this Act's provisions for employees covered by title I of the Family and Medical Leave Act of 1993 or the Government Employee Rights Act of 1991. Provides that, for employees under their jurisdiction, such authority shall be exercised by the Librarian of Congress, the Comptroller General, the Board of Directors of the congressional Office of Compliance, or the Merit Systems Protection Board. Declares that the requirements under this Act are minimum requirements, and are not to be construed to discourage employers from adopting or retaining more generous leave policies.

Expresses the sense of the Senate that the United States: (1) and the Association of Southeast Asian Nations (ASEAN) countries should continue implementing the ASEAN-United States Enhanced Partnership; (2) should proceed with appointing a United States Ambassador for ASEAN Affairs; (3) should work with the ASEAN countries in developing a regional energy strategy; (4) should provide greater support toward encouraging students from ASEAN countries to study in the United States and American students to study in ASEAN countries; and (5) should continue to support the work of multilateral financial institutions assisting the ASEAN countries. Welcomes: (1) initiation of a Fulbright Program for ASEAN scholars; and (2) planning by the ASEAN countries and the United States for a 2007 ASEAN-United States Summit.

Short Line Railroad Investment Act of 2007 - Amends the Internal Revenue Code to: (1) increase the allowable amount of the railroad track maintenance tax credit; (2) extend such credit through 2010; and (3) allow such credit against alternative minimum tax liabilities.

Savings for Working Families Act of 2007 - Allows certain low-income individuals between age 18 and 61 to establish tax-exempt individual development accounts (IDAs) to pay for certain qualified expenses, including education expenses, first-time homebuyer costs, and business capitalization or expansion costs. Sets forth rules for the establishment, maintenance, and termination of IDAs. Permits tax-free withdrawals from IDAs for qualified expenses, but requires IDA beneficiaries to complete one or more financial education courses prior to making an IDA withdrawal. Allows certain financial institutions, tax-exempt organizations, and Indian tribes to sponsor and administer IDAs. Amends the Internal Revenue Code to allow such entities a business-related tax credit for the cost of administering IDAs and for making matching contributions to IDAs in parallel accounts. Provides that IDA amounts shall be disregarded for purposes of determining eligibility for assistance under certain means-tested federal programs.

Directs the Secretary of Veterans Affairs to carry out a five-year pilot program to assess the feasibility and advisability of awarding grants to eligible entities to assist members of the Armed Forces, particularly those with serious wounds, injuries, or mental disorders, women members, and members of the National Guard and reserves, in applying for and receiving health care benefits and services from the Department of Veterans Affairs (VA) and otherwise after completion of military service, in order to ensure that such members receive a continuity of care and assistance in and after the transition from military service to civilian life. Requires at least one location of the pilot program to be in the vicinity of: (1) a military medical facility that treats members who are seriously wounded or injured in Afghanistan or Iraq; (2) a VA medical center located in a rural area; and (3) a VA medical center located in an urban area.

Calls on the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide to accurately characterize the systematic and deliberate annihilation of 1,500,000 Armenians as genocide and to recall the U.S. intervention in opposition to the Armenian Genocide.

Openness Promotes Effectiveness in our National Government Act of 2007 or the OPEN Government Act of 2007 - Amends Freedom of Information Act (FOIA) provisions to prohibit a federal agency from denying a requester status as a news media representative for purposes of determining FOIA request processing fees solely on the absence of institutional association. Requires an agency to consider the requester's prior publication history or stated intent to distribute information to a reasonably broad audience. Provides that, for purposes of recovery of attorney fees and other litigation costs under FOIA, a complainant has substantially prevailed if the complainant has obtained relief through either: (1) a judicial order, an administrative action, or an enforceable written agreement or consent decree; or (2) a voluntary or unilateral change in position by the opposing party where the complainant's claim or defense was not frivolous. Directs the Attorney General to notify the Special Counsel of and report to Congress on civil actions taken for arbitrary and capricious rejections of requests for agency records. Prohibits the tolling of the time limit within which agencies determine whether to comply with a request for records without the consent of the party filing the request. Requires agencies to establish a system to assign an individual tracking number for FOIA requests and a telephone line or Internet service to provide information on the status of a request. Requires specific statutory citations for FOIA disclosure exemptions. Revises certain agency reporting requirements relating to FOIA requests. Establishes the Office of Government Information Services within the Administrative Conference of the United States to review, audit, and recommend policy changes to agency FOIA policies and procedures. Requires the: (1) Comptroller General to annually report on implementation of provisions for the protection of voluntarily shared critical infrastructure information; and (2) Office of Personnel Management to report on personnel policies related to FOIA.

Early Treatment for HIV Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to give states the option of providing Medicaid coverage for certain low-income HIV-infected individuals. Provides states taking advantage of this option with an enhanced federal Medicaid match.

Unaccompanied Alien Child Protection Act of 2007 - Addresses the care and custody of unaccompanied alien children (children), defined as children under the age of 18 with no lawful immigration status and no parent or legal guardian in the United States who is available to provide care and physical custody. Directs immigration officers who find such children at U.S. land borders or ports of entry to permit them to withdraw their applications for admission and return to their country of nationality or last habitual residence. States that such children shall have the right to consult with a consular officer prior to repatriation and with the Office of Refugee Resettlement (the Office) at the Department of Health and Human Services (HHS). Gives the Office jurisdiction over the care and custody of all unaccompanied alien children except: (1) the Department of Justice (DOJ) shall have responsibility for those imprisoned for a federal crime or in DOJ custody pending prosecution; and (2) the Department of Homeland Security (DHS) shall have responsibility for those who threaten national security. Requires federal departments or agencies to transfer such children in their custody to the Office. Specifies the order of preference for placing released children, including custody rights of parents and legal guardians. Requires the Office to protect such children from smugglers and traffickers. Prohibits the placement of such children in adult detention facilities or in facilities housing delinquent children unless they exhibit violent or criminal behavior. Specifies the preference order for such children's placement. Requires the Office and and DHS to: (1) promulgate detention standards; and (2) develop procedures to prohibit the unreasonable use of restraints, solitary confinement, or pat or strip searches. Expresses the sense of Congress that the U.S. government should ensure that it does not repatriate children into settings that would threaten their life and safety. Requires the Office to develop procedures for determining the age of aliens in DHS or Office custody. Authorizes the Director of the Office to appoint qualified and duly trained child advocates for such children. Requires the Director to: (1) provide professional training for such child advocates; and (2) implement a pilot program for their appointment. States that the Director should ensure that such children in Office or DHS custody, except those being repatriated to a contiguous country, have immigration counsel. Requires the Executive Office for Immigration Review (EOIR) to develop and implement model guidelines for the legal representation of alien children in immigration proceedings. Bars such children in Office custody from consenting to immigration actions, including voluntary departure, unless first afforded an opportunity to consult with counsel. Makes such child advocate and counsel provisions applicable to all such children in federal custody on, before, or after the effective date of this Act. Amends the Immigration and Nationality Act to revise special immigrant juvenile visa provisions. Requires an alien to be 18 years or younger and present in the United States on the date of visa application. (Provides a transition rule for aliens who applied for such visa before enactment of this Act and were between the ages of 19-21 at the time of application.) Authorizes waiver of certain grounds of inadmissibility. Commends the Immigration and Naturalization Service (INS) for its issuance of the 1998 Guidelines for Children's Asylum Claims and encourages implementation of such guidelines by INS and its successor. Calls upon EOIR to adopt such guidelines in its handling of children's asylum claims. Requires such children apprehended by DHS, except those subject to contiguous country rules, to be placed in removal proceedings. Exempts such children from certain bars to asylum. Amends the Homeland Security Act of 2002 (HSA) to make the Director responsible for: (1) placement suitability assessments for such children; and (2) ensuring that minimum standards of care are met for residential alternatives to detention. States that the amendments to HSA made by this Act shall be effective as if enacted as part of HSA.

Acknowledges the observance of March 8, 2007, as International Women's Day. Applauds the enactment of the Legal Capacity of Married Persons Act by the Kingdom of Lesotho. Lauds the Kingdom of Lesotho for demonstrating its commitment to improve gender equity. Commends the Millennium Challenge Corporation (MCC) for developing and implementing policies to advance gender equity in the Kingdom of Lesotho and other countries eligible for MCC financial assistance.

National Heritage Areas and National Heritage Corridors Technical Corrections Act of 2007 - Adds Butler County, Pennsylvania, to the Steel Industry American Heritage Area. Redesignates the Ohio & Erie Canal National Heritage Corridor as the "Ohio & Erie National Heritage Canalway." Amends the Delaware and Lehigh National Heritage Corridor Act of 1988 to make the Delaware & Lehigh National Heritage Corridor Incorporated (the Corporation) the local coordinating entity for the Delaware and Lehigh National Heritage Corridor, assuming the Delaware and Lehigh Navigation Canal National Heritage Corridor Commission's duties in implementing the Cultural Heritage and Corridor Management Plan for the Delaware and Lehigh Navigation Canal National Heritage Corridor. Extends the the authorization of appropriations to implement the management action plan created by the Commission through FY2012. Terminates the Secretary's authority to provide assistance under such Act five years after this Act's enactment. Amends the Omnibus Parks and Public Lands Management Act of 1996 to increase the amount authorized to be appropriated for the Steel Industry American Heritage Area, Essex National Heritage Area, South Carolina National Heritage Corridor, and the Ohio & Erie National Heritage Canalway. Directs the Secretary to evaluate the accomplishments of the Ohio & Erie Canal National Heritage Corridor (redesignated by this Act as the Ohio & Erie National Heritage Canalway), Rivers Of Steel National Heritage Area, Essex National Heritage Area, and South Carolina National Heritage Corridor.

Sudan Divestment Authorization Act of 2007 - Declares the sense of Congress that states and other governmental entities should be permitted to provide for the divestment of certain state assets within their jurisdictions as an expression of opposition to the genocidal actions and policies of the Government of Sudan. Authorizes any state to adopt measures to prohibit any investment of state assets in the Government of Sudan, or in any company with a qualifying business relationship with Sudan, during any period in which the Government of Sudan, or the officials of such government are subject to sanctions authorized under the Sudan Peace Act, the Comprehensive Peace in Sudan Act of 2004, the USA PATRIOT Improvement and Reauthorization Act of 2005, the Darfur Peace and Accountability Act of 2006, or any other federal law or executive order. Defines state assets as any public pension, retirement, annuity, or endowment fund, or similar instrument managed by a state. Applies this Act to measures adopted by a state before, on, or after the enactment of this Act.

Microbicide Development Act - Amends the Public Health Service Act to require the Director of the Office of AIDS Research to: (1) expedite the implementation of the federal strategic plan for the conduct and support of microbicide research and development; and (2) expand, intensify, and coordinate all activities with respect to research and development of microbicides to prevent the transmission of HIV and other sexually transmitted diseases. Requires the Director of the National Institute of Allergy and Infectious Diseases to: (1) establish within the Division of AIDS an organizational branch to carry out microbicide research and development; and (2) assign priority to ensuring adequate funding and support for the Microbicide Trials Network and other programs for supporting microbicides clinical trials. Requires the Director of the Centers for Disease Control and Prevention (CDC) to fully implement the CDC's microbicide agenda to support microbicide research and development. Directs the head of the Office of HIV/AIDS of the U.S. Agency for International Development (USAID) to develop and implement a program to support the development of microbicides products for the prevention of the transmission of HIV/AIDS and other diseases, and facilitate wide-scale availability of such products. Requires the Secretary of State to report to Congress on advance market commitments of microbicides to prevent HIV infection as a means of creating private sector investment incentives.

EXTEND the Energy Efficiency Incentives Act of 2007 - Amends the Internal Revenue Code to: (1) to allow individual taxpayers a tax credit, through 2011, for residential energy efficiency expenditures certified to achieve certain levels of energy savings; (2) modify standards for nonbusiness energy property (i.e., air conditioners, heat pumps, water heaters, etc.) and extend the tax credit for such property through 2011; (3) revise the tax credit for solar electric and hot water property to include all technologies for solar-derived electricity; (4) extend through 2011 the tax credit for new energy efficient homes; (5) extend through 2014 the tax deduction for energy efficient commercial buildings and increase the maximum amount of such deduction; (6) allow tax deductions for energy efficient low-rise buildings used for multifamily housing and for energy efficient property expenditures; (7) extend through 2011 the investment tax credit for solar energy and fuel cell property; and (8) allow a business-related tax credit for qualified training and certification costs and equipment expenditures for certifying residential energy savings.

United States Policy in Iraq Resolution of 2007 - Directs the President to begin the phased redeployment of U.S. forces from Iraq within 120 days of enactment of this joint resolution with the goal of redeploying by March 31, 2008, all U.S. combat forces from Iraq, except for a limited number essential for protecting U.S. and coalition personnel and infrastructure, training and equipping Iraqi forces, and conducting targeted counter-terrorism operations. Requires the President to transition the U.S. forces' mission in Iraq promptly to such purposes. States that such redeployment shall be implemented as part of a diplomatic, political, and economic strategy that includes sustained engagement with Iraq's neighbors and the international community in order to bring stability to Iraq. Directs the President, not later than 60 days after enactment of this Act and every 90 days thereafter, to report to Congress on the progress made in such mission transition and force redeployment.

Government Credit Card Abuse Prevention Act of 2007 - Requires the head of each executive agency, except the Department of Defense (DOD), to: (1) establish safeguards and internal controls for purchase cards, convenience checks, and travel cards; and (2) prescribe regulations implementing such safeguards and controls that provide for adverse personnel actions or other punishment against employees for card violations, negligence, misuse, abuse, or fraud. Requires each agency Inspector General to: (1) periodically conduct risk assessments of agency purchase and travel card programs and associated internal controls, analyze weaknesses and the frequency of improper activity, and develop a plan to determine the scope, frequency, and number of periodic audits of cardholders; (2) perform periodic audits of card holders and report results to the agency head; and (3) report to the Director of the Office of Management and Budget (OBM) and the Comptroller General on the implementation of recommendations to address audit findings. Requires DOD regulations that govern the use and control of purchase cards and convenience checks that are issued to DOD personnel to include safeguards and internal controls to ensure that: (1) the Inspector Generals of DOD, the Army, the Navy, and the Airforce periodically conduct risk assessments of the DOD purchase card program and associated internal controls, analyze weaknesses and the frequency of improper activity, and develop a plan to determine the scope, frequency, and number of periodic audits of cardholders; (2) DOD utilizes technologies to prevent or identify fraudulent purchases, including controlling merchant codes and utilizing statistical machine learning and pattern recognition technologies that review the risk of every transaction; and (3) DOD invalidates the purchase card of terminated or transferred employees. Amends the Travel and Transportation Reform Act of 1998 to require each agency head to establish safeguards and internal controls over travel charge cards. Requires the Administrator of General Services to prescribe regulations governing the implementation of such safeguards and internal controls. Requires the heads of agencies that have employees who use centrally billed accounts to establish safeguards and internal controls to ensure that agencies: (1) compare items submitted on an employee's travel voucher with items paid using such an account; (2) dispute unauthorized charges and track disputed transactions to ensure appropriate resolution; and (3) submit requests for refunds for fully or partially unused tickets to the holder of the applicable contract for a centrally billed account.

African Health Capacity Investment Act of 2007 - Amends the Foreign Assistance Act of 1961 to authorize the President to provide assistance, including through international or nongovernmental organizations, for programs to improve human health care capacity in sub-Saharan Africa. Directs the President to develop and transmit to the appropriate congressional committees a strategy for coordinating, implementing, and monitoring assistance programs for human health care capacity in sub-Saharan Africa.

Community Choice Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to require state Medicaid plan coverage of community-based attendant services and supports for certain Medicaid-eligible individuals. Outlines requirements for: (1) an enhanced federal medical assistance percentage (FMAP) for ongoing activities of early coverage states that enhance and promote the use of community-based attendant services and supports; and (2) increased federal financial participation for certain expenditures incurred by the state for the provision of such services and supports. Directs the Secretary of Health and Human Services to: (1) award grants to eligible states which have established a Consumer Task Force to assist the state in its development of real choice systems change initiatives; and (2) conduct a demonstration project for the purpose of evaluating service coordination and cost-sharing approaches with respect to the provision of community-based services and supports to dually eligible individuals.

Child Support Protection Act of 2007 - Amends the Deficit Reduction Act of 2005 to repeal a provision that prohibited federal matching funds to a state for expenditures from federal amounts paid to the state for child support and establishment of paternity to carry out an agreement for services of the Federal Parent Locator Service.

Count Every Vote Act of 2005 - Amends the Help America Vote Act of 2002 with respect to : (1) voter verification and mandatory auditing by state officials; (2) provisional ballots and requirements for casting and counting them; (3) shortening of voter wait lines; (4) equitable allocation of voting systems, poll workers, and election resources; (5) absentee balloting; (6) training of poll workers; (7) standards for purging voters; (8) an election day registration grant program; (9) standards for early voting; (10) voter registration and identification; (11) prohibition of deceptive practices and certain campaign activities; (12) voting rights of individuals convicted of criminal offenses; and (13) the Election Assistance Commission. Makes appropriations to carry out this Act. Federal Election Day Act of 2007 - Amends federal civil service to provide for federal election day as a public holiday.

Prevent Prematurity and Improve Child Health Act of 2007 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act (SSA) to give states new options to cover: (1) low-income pregnant women; and (2) low-income legal immigrant pregnant women and children under Medicaid and SCHIP. Extends coverage under Medicaid of prescription drugs and counseling services to tobacco cessation medications to help pregnant women enrolled in the program quit using tobacco. Requires coverage of tobacco cessation counseling services for pregnant women, and exempts such services from cost-sharing charges. Gives states the option under Medicaid to: (1) provide family planning services and supplies to individuals with incomes that do not exceed a state's income eligibility level for medical assistance; and (2) extend the postpartum period for provision of family planning services and supplies. Gives states the option to provide supplemental SCHIP coverage to children who have other health coverage. Directs the Secretary of Health and Human Services to: (1) establish a demonstration program to provide payments to states for telemedicine services for the treatment of applicable individuals; (2) develop and disseminate a national set of core pediatric and perinatal quality measures; and (3) collect data regarding the extent to which states use pediatric and perinatal inpatient and outpatient quality measures on an ongoing basis.

Amends the Richard B. Russell National School Lunch Act with respect to payment rates for meals and meal supplements provided by service institutions under summer food service programs for children. Requires payments for administrative costs to be set at levels determined by the Secretary of Agriculture pursuant to a specified study. (Currently, payments to service institutions shall equal the full cost of food service operations, excluding administrative costs. Payments for administrative costs shall equal the full amount of state-approved administrative costs incurred, not to exceed the maximum allowable levels the Secretary determines pursuant to such study.) Repeals authority for simplified summer food pilot projects.

Expresses the sense of the Senate that it is U.S. policy to: (1) maintain and deepen its long-term strategic partnership with Pakistan; (2) work with the government of Pakistan to combat international terrorism and to end the use of Pakistani territory as a safe haven for Al Qaeda, the Taliban, and associated terrorist organizations; (3) work with the government of Pakistan to dismantle existing proliferation networks and prevent nuclear proliferation; (4) facilitate the peaceful resolution of all bilateral disputes between Pakistan and its neighboring countries; (5) encourage Pakistan's transition to a fully democratic system of governance; and (6) implement an aid strategy that supports programs in Pakistan related to education, governance, rule of law, women's rights, medical access, and infrastructure development. Expresses the sense of the Senate that the determination of appropriate levels of U. S. military assistance to Pakistan should be guided by progress by the government of Pakistan in: (1) preventing Al Qaeda and associated terrorist organizations from operating in Pakistan; (2) preventing the Taliban from using Pakistan as a sanctuary to launch attacks within Afghanistan; and (3) implementing democratic reforms.

Paycheck Fairness Act - Amends the portion of the Fair Labor Standards Act of 1938 (FLSA) known as the Equal Pay Act to revise remedies for and enforcement of prohibitions against sex discrimination in the payment of wages to: (1) add nonretaliation requirements; (2) increase penalties; and (3) authorize the Secretary of Labor (the Secretary) to seek additional compensatory or punitive damages. Requires the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs to train EEOC employees and affected individuals and entities on matters involving wage discrimination. Authorizes the Secretary to make grants to eligible entities for negotiation skills training programs for girls and women. Directs the Secretaries of Labor and Education to issue regulations or policy guidance to integrate such training into certain programs under their Departments. Directs the Secretary to provide for certain studies, information, national summit, and guidelines, awards, and assistance for employer evaluations of job categories based on objective criteria. Establishes the Secretary of Labor's National Award for Pay Equity in the Workplace. Amends the Civil Rights Act of 1964 to require the EEOC to collect certain pay information. Directs: (1) the Commissioner of Labor Statistics to collect data on woman workers in the Current Employment Statistics survey; (2) the Office of Federal Contract Compliance Programs to use specified types of methods in investigating compensation discrimination and in enforcing pay equity; and (3) the Secretary to make accurate information on compensation discrimination readily available to the public.
