Supports strong programs in environmental and marine research at the National Oceanic and Atmospheric Administration (NOAA) and other federal agencies to better understand the threats faced by coral reef systems. Supports the efforts of the International Coral Reef Initiative to promote public awareness and encourage public stewardship of the world's coral reefs. Encourages further research and development efforts to preserve coral reefs around the world.

Post-9/11 Veterans Educational Assistance Act of 2008 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill individuals in certain length-of-service categories who, commencing on or after September 11, 2001, serve on active duty in the Armed Forces. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Makes individuals entitled to assistance under this Act also eligible for supplemental educational assistance for additional active duty service. Requires the Secretary to carry out a program, to be known as the "Yellow Ribbon G.I. Education Enhancement Program," under which colleges and universities may enter into an agreement with the Secretary to cover, for certain individuals, a portion of established charges not otherwise covered and match contributions toward such costs. Requires educational assistance under this Act to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

United States Army Commemorative Coin Act of 2008 - Instructs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half dollar clad coins as numismatic items emblematic of the traditions, history, and heritage of the U.S. Army, and its role in American society from the Colonial period to today. Requires the design for such coins to contain motifs that honor specifically the American soldier of both today and yesterday, in wartime and in peace, consistent with the traditions and heritage of the U.S. Army, the mission and goals of the National Museum of the U.S. Army, and the missions and goals of the Army Historical Foundation. Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

Home Owners' Loan Corporation for the 21st Century Act - Establishes the Home Owners' Loan Corporation as an instrumentality of the United States. Authorizes the Corporation to: (1) acquire, in exchange for bonds and subject to specified limitations, home mortgages, obligations, and liens secured by real estate (mortgage relief); and (2) make cash advances to pay the taxes and assessments on the real estate, provide for maintenance, meet incidental transaction expenses, and pay the mortgage, obligation, or lien holder the difference (not to exceed $200) between the face value of the bonds exchanged, plus accrued interest, and the purchase price of the mortgage, obligation, or lien. Requires the homeowner to make mortgage payments to the Corporation. Sets forth 40-year amortization requirements. Authorizes the Corporation to exchange bonds and make cash advances to redeem or recover homes lost by the owners by foreclosure or forced sale.

Make Our Veterans Smile Act of 2008 - Directs the Secretary of Veterans Affairs, beginning on January 1, 2009, to provide non-service-connected dental services and treatment and related dental appliances to all veterans with a service-connected disability. (Current law requires the Secretary to provide such services and treatment only to veterans with service-connected disabilities rated as total.)

Entitles federal employees who satisfy age and service requirements for immediate or early retirement under the Federal Employees' Retirement System or the Foreign Service Pension System and who are separated from service or transferred to a position not subject to either of those retirement systems to a lump-sum payment for 15% of the amount of their accumulated sick leave exceeding 500 hours. Prohibits such a payment from exceeding $10,000. Excludes hours of sick leave that are creditable in the computation of any other compensation or benefit.

Bear Protection Act of 2008 - Amends the Lacey Act Amendments of 1981 to make it unlawful for any person to import, export, transport, sell, receive, acquire, or purchase in interstate or foreign commerce bear viscera. Defines "bear viscera" as the body fluids or internal organs of a bear, including its gallbladder and excluding its blood or brains. Provides that this Act does not affect the regulation by any state of its bear populations or affect the hunting of bears that is lawful under state laws.

Expresses concern about the safety and well-being of innocent civilians in Chad and the refugees from Darfur and the Central African Republic. Condemns Sudanese President Omar al-Bashir and the National Congress Party for their support of the armed rebellion in Chad. Calls on all parties to seek a negotiated settlement. Calls on the President to: (1) continue U.S. humanitarian assistance to the refugees and internally displaced persons in Chad and the Central African Republic; (2) provide support to strengthen democratic institutions and respect for human rights; and (3) seek punitive measures against the government of Sudan by the U.N. Security Council for its aggression and destructive activities in Chad and the region.

Sex Offender Mandatory Registration Act of 2008 - Amends the federal criminal code to: (1) apply registration requirements to sex offenders regardless of the date of their offense or the date of their travel in interstate commerce; and (2) make failure to register or update a sex offender registration a continuing offense for as long as such failure exists.

United States-Republic of Korea Defense Cooperation Improvement Act of 2008 - Amends the Arms Export Control Act to include the Republic of Korea among those countries given preferential consideration with respect to certain: (1) arms export presidential certification and legislative review requirements; and (2) military training reporting requirements.

Recognizes: (1) the need to apply what is known about reducing the transmission of infections in hospitals and assuring appropriate use of antibiotics to meet patient and public health needs; (2) the need to pursue operational research on preventing hospital- and community-acquired Methicillin-resistant Staphylococcus aureus (MRSA) and developing new antibiotics for improving care for MRSA patients; and (3) the importance of raising awareness of MRSA and methods of preventing MRSA infections. Expresses support for the work of advocates, healthcare practitioners, and science-based experts in educating, supporting, and providing hope for individuals and their families affected by community and healthcare associated infections.

Social Security Identity Theft Prevention Act - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require Social Security cards to be made of tamperproof and wear-resistant material (currently, of banknote paper), and include a digital image of the cardholder as well as an encrypted, machine-readable electronic record containing biometric identifiers.

Paul D. Wellstone Muscular Dystrophy Community Assistance, Research, and Education Amendments of 2008 - Amends the Public Health Service Act to designate centers of excellence for research on various forms of muscular dystrophy as Paul D. Wellstone Muscular Dystrophy Cooperative Research Centers. Requires the Muscular Dystrophy Interagency Coordinating Committee to give special consideration to enhancing the clinical research infrastructure required to test emerging therapies for the various forms of muscular dystrophy. Requires the Secretary of Health and Human Services to ensure that any data on patients that is collected as part of the Muscular Dystrophy Surveillance, Tracking and Research Network (MD STARnet) is regularly updated to reflect changes in patient condition over time. Requires the Director of the Centers for Disease Control and Prevention (CDC) to: (1) report to the appropriate congressional committees on MD STARnet and data collection; and (2) provide prospective health outcome data on the health and survival of people with muscular dystrophy. Requires the Director of CDC, in carrying out a program to provide information and education on muscular dystrophy to health professionals and the general public, to: (1) partner with leaders in the muscular dystrophy patient community; and (2) widely disseminate the Duchenne-Becker muscular dystrophy care considerations. Requires the Director of the Agency for Healthcare Research and Quality to: (1) evaluate the available scientific evidence to develop and issue an initial set of care considerations for Duchenne-Becker muscular dystrophy and provide ongoing review and updates where appropriate; and (2) replicate the same methodology used to develop such care considerations as a model for other muscular dystrophies.

Ronald Reagan Centennial Commission Act - Establishes the Ronald Reagan Centennial Commission to: (1) plan and carry out activities to honor Ronald Reagan on the occasion of the 100th anniversary of his birth; (2) provide assistance to federal, state, and local governmental agencies and civic groups to carry out such activities; and (3) study other federal activities to honor Ronald Reagan, including the issuance of a postal stamp, the issuance of a $1 coin for one year, and the convening of a joint session of Congress.

Montgomery GI Bill Educational Assistance Transferability Act of 2008 - Amends the Montgomery GI Bill educational assistance program to authorize the Secretary of the military department concerned to permit any member of the Armed Forces (currently, only members with critical military skills) entitled to basic educational assistance to elect to transfer a portion of such assistance to one or more dependents. Removes the 18-month limitation on the number of months of entitlement authorized to be transferred. Provides similar eligibility for the transfer of educational assistance for members of the Selected Reserve who have completed at least six years of service and enter into an agreement to remain a member of such Reserve for at least four more years.

Condemns the ongoing Iranian-enabled rocket attacks on Israeli civilians and places responsibility for launching the attacks on Hamas and other terrorist organizations in Gaza. Supports the government of Israel's right to defend its territory. Recognizes the difficult balance Israel faces with the competing pressures of being the primary supplier of numerous necessities for Palestinian civilians, even while rockets are being fired at Israel from Palestinian areas. Supports Palestinian civilians who reject Hamas and all forms of terrorism. Reaffirms the friendship between the governments and the people of Israel and the United States.

Condemns the glorification of terrorism and the continuing anti-Israel and anti-Semitic rhetoric at the United Nations. Calls on the Secretary General of the United Nations and the Secretary of State to take actions against such activities and hold responsible officials and member states for such statements. Calls on the President to use U.S. influence to prevent the use of the U.N. budget to support the planned 2009 Durban Review Conference and to withhold a proportional amount of U.S. contributions to the United Nations should the Durban Review Conference proceed as planned.

Middle Class Jobs Protection Act of 2008 - Amends the Internal Revenue Code to: (1) reduce the maximum corporate income tax rate to 25%; (2) increase the expensing allowance for depreciable business assets to $250,000 in 2008 and 2009; (3) increase to 50% the current year bonus depreciation allowance for certain property placed in service in 2008 and 2009; and (4) allow additional carrybacks for certain net operating losses and for excess business and foreign tax credit amounts arising in 2008 and 2009.

Encourages the United States Holocaust Memorial Museum and the International Committee of the Red Cross to act with urgency to ensure that survivors, their families, and researchers have access to, and assistance in using, the archives. Medicare Diabetes Self-Management Training Act of 2007- Amends title XVIII (Medicare) of the Social Security Act to provide for the recognition of state- licensed or registered health care professionals who are certified diabetes educators as Medicare providers of diabetes outpatient self-management training services. Directs the Comptroller General to study and report to Congress on the barriers that exist for Medicare beneficiaries with diabetes in accessing diabetes self-management training services under the Medicare program. Directs the Director of the Agency for Health Care Research and Quality to develop a series of recommendations on effective outreach methods to educate primary care physicians and the public about the benefits of diabetes self-management training.

Inclusive Home Design Act of 2007 - Requires, with exceptions, newly constructed, federally assisted single family houses and town houses to include at least one level that complies with the following accessibility features for persons with disabilities: (1) accessible entrance; (2) accessible interior doors; (3) accessible environmental controls; and (4) accessible habitable space and an accessible bathroom. Requires: (1) each applicant for federal financial assistance to submit compliance assurances to the relevant federal agency; and (2) each person who arranges for design or construction of a covered dwelling to submit architectural and construction plans for state or local approval. Prohibits federal financial assistance to a state or local government unit unless the recipient is taking certain enforcement actions with regard to covered dwellings. Permits: (1) private civil actions in a U.S. District Court or state court for violations under this Act; and (2) the Attorney General to commence civil actions or intervene in civil actions under this Act.

Establishes a Joint Select Committee on Earmark Reform to study and report to the House and the Senate on the practices of the legislative and executive branch regarding earmarks in authorizing, appropriation, tax, and tariff measures. Makes it out of order to consider a bill, joint resolution, or conference report containing a congressional earmark, limited tax benefit, or limited tariff benefit until the filing of such report.

Prevention of Unsafe Licensing Act - Amends the REAL ID Act of 2005 to prohibit a state from issuing a driver's license or identification document to a person unless the state has satisfied certain citizenship or lawful immigration status verification requirements.

Airport Security Enhancement Act of 2007 - Amends federal transportation law to authorize the Assistant Secretary of Homeland Security (Transportation Security Administration) to: (1) designate certain airport areas (tarmacs, aircraft, baggage handling areas, baggage loading areas, and such other areas as the Assistant Secretary determines appropriate) as Federal Special Security Zones; and (2) issue a badge authorizing certain qualified individuals access to such zones. Restricts access to a Federal Special Security Zone to individuals who require access because of their employment and who have obtained a badge. Prohibits the use of a state issued badge to gain access to a Federal Special Security Zone.
