Legislative Line Item Veto Act of 2007 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose the cancellation (line item veto) of any dollar amount of discretionary budget authority, item of direct spending, limited tariff benefit, or targeted tax benefit. Sets forth requirements for the President's transmittal to Congress of a special message regarding a proposed cancellation. Dedicates any cancellation only to deficit reduction or increase of a surplus. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Sets forth procedures for expedited congressional consideration of a proposed rescission. Expresses the sense of Congress that no President or any executive branch official should condition the inclusion or exclusion, or threaten to condition the inclusion or exclusion, of any proposed cancellation in any special message under this Act upon any vote cast or to be cast by any Member of either chamber.

Downed Animal and Food Safety Protection Act - States that it is U.S. policy that all nonambulatory livestock in interstate and foreign commerce be immediately and humanely euthanized when such livestock become nonambulatory. Amends the Humane Methods of Slaughter Act of 1958 to direct the Secretary of Agriculture to promulgate regulations providing for the humane treatment, handling, and disposition of nonambulatory livestock by a covered entity, including a requirement that nonambulatory livestock be humanely euthanized. Requires an entity to: (1) humanely euthanize nonambulatory livestock (while not limiting the Secretary's ability to test nonambulatory livestock for disease, such as bovine spongiform encephalopathy); and (2) not move nonambulatory livestock while such livestock is conscious, and ensure that such livestock remains unconscious until death. Prohibits an inspector at an establishment covered by the Federal Meat Inspection Act to pass nonambulatory livestock, carcass, or carcass parts through inspection. Requires an inspector or other employee at such establishment to label such material as "inspected and condemned." Defines "covered entity," "nonambulatory livestock," and "humanely euthanize."

Dependence Reduction through Innovation in Vehicles and Energy Act or DRIVE Act - Directs the Director of the Office of Management and Budget to publish in the Federal Register an oil savings target and action plan for specified calendar years. Directs the Secretary of Energy to conduct a national media campaign to decrease oil consumption in the United States over the next decade. Directs the Secretary of Transportation to develop: (1) a fuel efficiency program for passenger car and light truck tires; (2) a program to designate Transit-Oriented Development Corridors; and (3) pilot projects to save oil by reducing vehicle miles traveled. Directs the Administrator of the Environmental Protection Agency to: (1) develop a testing and assessment program to determine the fuel economy of heavy duty vehicles; (2) establish a near-term electric transportation deployment program; and (3) implement a fuel and technology neutral program to reduce tailpipe emissions. Directs the Secretary of Transportation to prescribe average heavy duty vehicle fuel economy standards. Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to make loan guarantees for eligible projects to improve hybrid technologies or to encourage production of efficient hybrid and advanced diesel vehicles. Requires a specified graduated percentage of passenger cars manufactured by light-duty motor vehicles manufacturers to be fuel choice enabling motor vehicles or alternative fuel automobiles. Amends the Internal Revenue Code to: (1) allow an advanced technology motor vehicles manufacturing tax credit; (2) allow a flexible fuel vehicle tax credit; (3) extend the alternative vehicle tax credit for new qualified hybrid motor vehicles; (4) allow a fuel-efficient tax credit for private fleets; (5) subject heavy vehicles to the depreciation limitation for certain luxury automobiles; (6) increase the alternative fuel vehicle refueling property tax credit; (7) provide a graduated tax credit for plug-in hybrid electric passenger and light truck vehicles; and (8) allow an idling reduction tax credit for heavy-duty diesel-powered on-highway vehicles. Establishes the Alternative Fueling Infrastructure Trust Fund. Authorizes the Secretary of Energy to obligate sums from the Fund for the Clean Cities grant program to increase the availability to consumers of ethanol, biodiesel, and other alternative fuels. Amends the Clean Air Act to prescribe minimum annual quantities of renewable fuel from cellulosic biomass. Directs the Secretary of Energy to: (1) require at least a 20% reduction in the federal fleets' petroleum consumption (including that at least 30% of federal vehicles required to be alternative fuel vehicles be flexible fuel hybrid or flexible fuel plug-in hybrid vehicles); (2) submit to Congress an action plan calling for a specified graduated percentage of the nation's ground fuel demand to be supplied by fuels derived from sources other than oil; and (3) carry out a plug-in hybrid electric vehicle prize program.

American Veterans Disabled for Life Commemorative Coin - Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Amends the Clean Air Act to direct the Environmental Protection Agency (EPA) Administrator to promulgate regulations requiring that all gasoline motor vehicle fuel sold or dispensed to consumers in the United States after 2012 contain not less than 10% renewable fuel on an annual average basis.

Global Democracy Promotion Act - Declares that foreign nongovernmental organizations: (1) shall not be ineligible for assistance under the Foreign Assistance Act of 1961 solely on the basis of health or medical services (including counseling and referral services) provided by them with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided, and would not violate U.S. federal law if provided in the United States; and (2) shall not be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving such assistance.

FAFSA Fix for Homeless Kids Act - Amends the Higher Education Act of 1965 to deem a student independent for financial aid purposes if such student has been verified as both a homeless child or youth and an unaccompanied youth by: (1) a local educational agency liaison for homeless children and youth; (2) a director of a homeless shelter, transitional shelter, or independent living program; or (3) a financial aid administrator. Requires such a verification to take place during the school year in which the application for such aid is submitted.

Climate Stewardship Act of 2007 - Requires the Administrator of the Environmental Protection Agency (EPA) to establish a National Greenhouse Gas Database consisting of: (1) an inventory of greenhouse gas (GHG) emissions by covered entities (specified entities that own or control a source of GHG emissions in the electric power, industrial, and commercial sectors of the U.S. economy that emit more than 10,000 metric tons of GHGs per year); and (2) a registry of GHG emission reductions and increased sequestration, applicable to both covered and noncovered entities. Establishes a program for the market-driven reduction of GHGs by covered entities through the use of tradeable emissions allowances. Requires the Administrator to establish a declining cap on tradeable allowances to reduce GHG emissions over time. Requires covered entities, beginning in 2012, to submit to the Administrator one tradeable allowance for every metric ton of GHGs emitted. Allows tradeable allowances to be sold, exchanged, purchased, retired, borrowed, offset, or otherwise used as authorized by this Act. Imposes civil penalties on covered entities that fail to submit allowances. Establishes the Climate Change Credit Corporation (CCCC) to receive, manage, buy, and sell tradeable allowances. Directs the Administrator to make allocations of allowances to covered sectors and entities, and to the CCCC, providing initial allocations for early action and accelerated participation. Requires the CCCC to establish a program to provide financial support for: (1) technology to assist in compliance with this Act; (2) incentives for GHG emission reductions or net increases in sequestration on agricultural lands; and (3) the restoration of habitat to help fish and wildlife adapt to climate change. Amends the Coastal Zone Management Act of 1972 to require the Secretary of Commerce to: (1) report to Congress on the oceanic and coastal impacts of climate change; and (2) assist certain coastal states in preparing persons to adapt to climate change. Requires the Director of the Office of Science and Technology Policy to: (1) establish a program on adaptation technologies as part of the Climate Technology Challenge Program; and (2) perform regional infrastructure cost assessments of the impacts of climate change. Requires the Secretary of Commerce to: (1) submit a climate change adaptation plan to Congress; and (2) research the impact of climate change on low-income populations worldwide. Amends the Pittman-Robertson Wildlife Restoration Act to provide funding for the Wildlife Conservation and Restoration Account that may be used by states to develop and implement climate change impact mitigation plans.

Home Oxygen Patient Protection Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to restore Medicare treatment of ownership of oxygen equipment that existed prior to the enactment of the Deficit Reduction Act of 2005. Repeals the limitation of Medicare payment to the supplier for such equipment (including portable oxygen equipment) to 36 months of continuous use.

E-85 Investment Act of 2007 - Amends the Internal Revenue Code to modify the tax credit for alternative fuel vehicle refueling property by: (1) increasing to 75% the rate of such credit for property using 85% ethanol fuel; (2) reducing the maximum dollar amount of such credit in 2013 and 2014 for ethanol-related refueling property; and (3) extending such credit through 2016 for ethanol-related refueling property.

Congressional Pardon for Border Patrol Agents Ramos and Compean Act - Orders: (1) the criminal convictions and sentences of Border Patrol Agents Ignacio Ramos and Jose Compean vacated; and (2) the release of said agents from government custody. Prohibits any further criminal prosecution or other proceedings against said agents. Express the sense of Congress that the Department of Homeland Security should review the rules of engagement presently used by the U.S. Border Patrol.

Great Lakes Asian Carp Barrier Act - Requires the Chicago Sanitary and Ship Canal Dispersal Barrier Project constructed as a demonstration project under the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 (Barrier I) and the related project authorized under the District of Columbia Appropriations Act, 2005 (Barrier II) to be considered to constitute a single project. Directs the Secretary of the Army, at federal expense, to: (1) upgrade and make permanent Barrier I, construct Barrier II, operate and maintain Barriers I and II as a system, conduct a study of a range of options and technologies for reducing impacts of hazards that may reduce the efficacy of the Barriers, and provide to each state a credit in an amount equal to that of funds contributed by the state toward Barrier II (which the state may apply to any cost-sharing responsibility for an existing or future federal project with the Corps of Engineers); and (2) conduct a feasibility study of the range of options and technologies to prevent the spread of aquatic nuisance species between the Great Lakes and Mississippi River basins through the Chicago Sanitary and Ship Canal and other aquatic pathways. Changes the authorization for Barrier II to such sums as may be necessary.

Minimum Wage for All Americans Act - Amends the Fair Labor Standards Act of 1938 to apply federal minimum wage requirements to American Samoa. Increases the minimum wage in American Samoa: (1) to $3.55 an hour, beginning on the 60th day after enactment of this Act; and (2) by $0.50 an hour (or such lesser amount necessary to equal the federal minimum wage), beginning six months after enactment of this Act and every six months thereafter until such minimum wage equals the federal minimum wage. Provides that, if an employee is employed in an industry in American Samoa that, on enactment of this Act, is required under regulations concerning industries in American Samoa to pay a minimum wage rate that is higher than the minimum wage rate required by this Act, the minimum wage applicable to such employee shall be: (1) the minimum wage rate for the industry under the regulations on such enactment; and (2) increased by $0.50 an hour (or such lesser amount necessary to equal the federal minimum wage), beginning six months after enactment of this Act and every six months thereafter until such minimum wage equals the federal minimum wage.

Amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption. Authorizes the Secretary of Agriculture to detain for examination, testing, or the taking of evidence: (1) any horse at any horse show, horse exhibition, or horse sale or auction which is sore or which the Secretary has probable cause to believe is sore; and (2) any horse or other equine which the Secretary has probable cause to believe is being shipped, transported, moved, delivered, received, possessed, purchased, sold, or donated in violation of such prohibition.

Genetic Information Nondiscrimination Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to expand the prohibition against discrimination by group health plans and health insurance issuers in the group and individual markets on the basis of genetic information or services to prohibit: (1) enrollment and premium discrimination based on information about a request for or receipt of genetic services; and (2) requiring genetic testing. Sets forth penalties for violations. Amends title XVIII (Medicare) of the Social Security Act to prohibit issuers of Medicare supplemental policies from discriminating on the basis of genetic information. Extends medical privacy and confidentiality rules to the disclosure of genetic information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate against an individual or deprive such individual of employment opportunities because of genetic information. Prohibits the collection and disclosure of genetic information, with certain exceptions. Establishes a Genetic Nondiscrimination Study Commission to review the developing science of genetics and advise Congress on the advisability of providing for a disparate impact cause of action under this Act.

Expresses the sense of the House of Representatives that the government of Bangladesh should: (1) drop all pending charges against Bangladeshi journalist Salah Uddin Shoaib Choudhury; (2) return all of Mr. Choudhury's confiscated possessions; and (3) cease harassment of Mr. Choudhury, take steps to protect Mr. Choudhury, and hold accountable those responsible for attacks against Mr. Choudhury.

Compassionate Assistance for Rape Emergencies Act of 2007 - Prohibits any federal funds from being provided to a hospital under title XVIII (Medicare) of the Social Security Act or to a state, with respect to hospital services, under title XIX (Medicaid) of such Act, unless the hospital meets certain conditions related to a woman who is a victim of sexual assault, including that the hospital: (1) provides the woman with accurate and unbiased information about emergency contraception; (2) offers emergency contraception to the woman; (3) provides the woman such contraception at the hospital on her request; and (4) does not deny any such services because of the inability of the woman or her family to pay.

Recognizes, on the 11th anniversary of that attack, the service and sacrifice of the 19 members of the U.S. Air Force who died in the terrorist bombing of the Khobar Towers U.S. military housing compound in Dhahran, Saudi Arabia. Calls upon every American to pause and pay tribute to those brave airmen. Extends the continued sympathies of Congress to the families of those who died. Assures the members of the Armed Forces serving anywhere in the world that their well-being and interests will at all times be given the highest priority.

Alice Paul Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.

Gang Elimination Act of 2007 - Directs the Attorney General to report to Congress on a national strategy to eliminate the illegal operations of National Threat Drug Gangs (i.e., the top three international drug gangs that present the greatest threat to law and order in the United States). Sets forth criteria for the Attorney General to consider in identifying a National Threat Drug Gang, including (1) ties to international terrorist organizations or state-sponsored terrorism; (2) the volume of controlled substances imported or distributed by such gangs; and (3) the threat to children and schools in the United States.

Expresses the sense of Congress that it is the goal of the United States that not later than January 1, 2025, U.S. agricultural, forestry, and working land should provide from renewable resources not less than 25% of total U.S. energy consumption and continue to produce safe, abundant, and affordable food, feed, and fiber.

Working Families Wage and Access to Health Care Act - Amends the Fair Labor Standards Act of 1938 to incrementally increase the federal minimum wage to $7.25. Small Business Health Fairness Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans (AHPs), which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations, and which meet certain ERISA certification requirements. Establishes the Association Health Plan Fund to be used by the Secretary of Labor to make payments to an insurer to maintain coverage for a plan, if there is a reasonable expectation that, without such payments, claims would not be satisfied by reason of termination of coverage. Requires the Secretary to establish a Solvency Standards Working Group. Allows a state to impose a contribution tax on an association health plan, if the plan commenced operations in such state after the date of enactment of this Act. Preempts any state law that may preclude a health insurance issuer from: (1) offering health insurance coverage in connection with a certified AHP; or (2) offering health insurance coverage of the same policy type to other employers operating in the state which are eligible for coverage under such AHPs, whether or not such other employers are participating employers in such plan. Amends the Internal Revenue Code to extend through 2011 the increased expensing allowance for small business assets. Revises the definition of "qualified restaurant property" to eliminate the requirement that improvements to restaurant property must be placed in service more than three years after the original building is placed in service.

Condemns Iranian President Mahmoud Ahmadinejad's statements and policies aimed at Israel's destruction. Calls on the U.N. Security Council to charge President Ahmadinejad with violating the 1948 Convention on the Prevention and Punishment of the Crime of Genocide and Article 2, Section 4, of the U.N. Charter. Calls on the Security Council and all U.N. member states to consider measures to prevent Iran from obtaining nuclear weapons, which would be a dangerous violation of the Nuclear Non-Proliferation Treaty and a potential means of carrying out President Ahmadinejad's threats against Israel. Reaffirms the strategic U.S.-Israel partnership and reasserts the U.S. commitment to defend Israel's right to exist as a free and democratic state.

Retired Pay Restoration Act - Expresses the sense of Congress that military retired pay should not be reduced because a military retiree is also eligible for veterans' disability compensation awarded for a service-connected disability. Allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (currently, only a disability rated at 50 percent or more). Repeals provisions phasing in the full concurrent receipt of such pay through December 31, 2013. Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.

National Oceanic and Atmospheric Administration Act - Reestablishes in the Department of Commerce the National Oceanic and Atmospheric Administration (NOAA), headed by an Under Secretary of Commerce for Oceans and Atmosphere, who shall serve as the Administrator of NOAA. Maintains within NOAA: (1) the National Weather Service; (2) programs to support efforts, on a continuing basis, to collect data and provide information and products regarding satellites, observations, and coastal, ocean, and Great Lakes information; and (3) programs to conduct and support research and education and the development of technologies relating to weather, climate, and the coasts, oceans, and Great Lakes. Establishes a Science Advisory Board within NOAA. Terminates the Reorganization Plan No. 4 of 1970 (the executive order that established NOAA). Requires the Administrator to develop and submit to Congress a NOAA reorganization plan. Prohibits the Administrator from closing, consolidating, relocating, subdividing, or establishing a facility of NOAA unless there has been specified prior public and congressional notification, and an assessment, of any proposed changes. Prohibits, except as provided, a NOAA activity or function that is converted to contractor performance under Office of Management and Budget Circular A-76 from being performed by the contractor or any subcontractor at a location outside of the United States.

Stem Cell Research Enhancement Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human embryonic stem cells, regardless of the date on which the stem cells were derived from a human embryo. Limits such research to stem cells that meet the following ethical requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics for the purpose of fertility treatment and were in excess of the needs of the individuals seeking such treatment; (2) the embryos would never be implanted in a woman and would otherwise be discarded; and (3) such individuals donate the embryos with written informed consent and receive no financial or other inducements.

Gun Show Loophole Closing Act of 2007 - Amends the federal criminal code to provide for regulation of firearms transfers at special firearms events (events at which 75 or more firearms are offered or exhibited for sale, exchange, or transfer if one or more of the firearms has been shipped or transported in, or otherwise affects, interstate or foreign commerce, excluding an offer or exhibit of firearms: (1) by an individual, from that individual's personal collection, at that individual's private residence, if the individual is not required to be licensed; and (2) at events conducted and attended by permanent or annual dues paying members of private, not-for-profit organizations whose primary purpose is owning and maintaining real property for hunting activities). Prohibits any person from operating a special firearms event without notifying the Attorney General. Sets forth: (1) responsibilities of special firearms events operators and of firearms licensees and transferors other than licensees at such events, including with regard to criminal background checks; (2) special firearms event license application requirements; and (3) penalties for violation of this Act. Authorizes a state to apply to the Attorney General for, and sets forth criteria for, certification of the 24-hour verification authority of that state with respect to criminal background checks. Increases penalties for: (1) serious record keeping violations by licensees; and (2) violations of criminal background check requirements.

Oil and Gas-to-Alternatives Swap (OGAS) Act of 2007 - Amends the Internal Revenue Code to repeal: (1) the tax credit for facilities producing coke or coke gas-related fuel; (2) the classification of the tax credit for producing fuel from a nonconventional source as a business-related credit; (3) accelerated amortization of geological and geophysical expenditures; and (4) the limitation on the number of new qualified hybrid and advanced lean-burn technology vehicles eligible for the tax credit for alternative motor vehicles. Extends through 2012 the alternative motor vehicles tax credit for: (1) advanced lean burn technology motor vehicles; (2) qualified hybrid motor vehicles; and (3) qualified alternative fuel vehicles. Increases from 30 to 60% the rate of the tax credit for alternative fuel vehicle refueling property and extends such credit through 2012.

Darfur Accountability and Divestment Act of 2007 - Supports state, city, and university efforts to divest funds from, or restrict investments in, companies that conduct business operations in Sudan. Directs: (1) the Securities and Exchange Commission (SEC) to require all companies trading in registered securities that conduct business operations directly or through parent or subsidiary companies in Sudan to disclose the nature of such operations; and (2) the Government Accountability Office (GAO) to investigate the existence and extent of such companies' Federal Retirement Thrift Investment Board investments. Prohibits U.S. government contracts with such companies, with exceptions for companies whose activities are related to: (1) southern Sudan, southern Kordofan/Nuba Mountains State, Blue Nile State, or Abyei; (2) the implementation of the 2006 Darfur Peace Agreement; (3) the provision of military equipment for nongovernmental organizations in the Darfur region of Sudan, the African Union Mission in Sudan (AMIS), or the United Nations; or (4) the provision of humanitarian assistance that is of immediate and substantial benefit to the majority of people of the Darfur region of Sudan or the majority of people of eastern Sudan, including the Red Sea, Kassala, and Gedaref States. Authorizes a national security waiver of such prohibition on a case-by-case basis.

Congressional Integrity and Pension Forfeiture Act of 2007 - Amends federal civil service law, with respect to both the Civil Service Retirement System (CSRS) and the Federal Employees' Retirement System (FERS), to require the Office of Personnel and Management (OPM) to prescribe regulations that deny eligibility under CSRS or FERS for a Member convicted of certain offenses that are: (1) committed by the individual while a Member, (2) related to the individual's service as a Member, and (3) after enactment of this Act. Refunds annuity contributions and deposits, excluding interest earned, to a convicted individual. Defines Member as the Vice President, a member of the Senate or the House of Representatives, a Delegate to the House of Representatives, and the Resident Commissioner from Puerto Rico.

Animal Fighting Prohibition Enforcement Act of 2007 - Amends the federal criminal code to prohibit: (1) sponsoring or exhibiting a bird in a fighting venture in a state where it would not otherwise be in violation of the law, only if the person knew that any bird in the venture was knowingly bought, sold, delivered, transported, or received in interstate or foreign commerce for such purpose; or (2) knowingly sponsoring or exhibiting in an animal fighting venture any other animal that was moved in interstate or foreign commerce. Prohibits knowingly: (1) selling, buying, transporting, delivering, or receiving, for purposes of transportation in interstate or foreign commerce, any dog or other animal to participate in an animal fighting venture; (2) using interstate mail service for commercial speech promoting an animal fighting venture except as performed outside the limits of the states (with an exception for bird fights in states whose laws allow them); or (3) selling, buying, transporting, or delivering in interstate or foreign commerce a knife, gaff, or other sharp instrument to be attached to the leg of a bird for use in an animal fighting venture. Increases the penalties to a fine and up to three years' imprisonment for violations.

401Kids Family Savings Act of 2007 - Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to extend through 2015 provisions allowing increased annual contributions to Coverdell education savings accounts. Amends the Internal Revenue Code to: (1) allow tax-free distributions from a Coverdell education savings account for first-time homebuyer expenses; (2) permit rollovers from Coverdell education savings accounts to Roth individual retirement accounts (Roth IRAs); and (3) rename Coverdell education savings accounts as 401Kids Savings Accounts.

Prohibits an individual (or a survivor or beneficiary thereof) from receiving federal annuity or retired pay if such individual is convicted, indicted, or has outstanding charges against him under the Uniform Code of Military Justice for specified offenses concerning: (1) bribery, graft, or conflicts of interest related to public officials and witnesses, Members of Congress, government officers or employees, or obtaining appointive public office; (2) embezzlement or theft of public money, property, or records; (3) the solicitation or use of gifts; (4) fraud and false statements or entries; (5) perjury; (6) subornation of perjury; or (7) false declarations before a grand jury or court. Refunds annuity contributions and deposits, excluding interest earned, to a convicted individual.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Considers five specified Illinois school districts to be local educational agencies (LEAs) for purposes of the Impact Aid program, which compensates LEAs for the financial burden of federal activities affecting their school districts. Considers federally connected students in such districts to be attending schools in one such district, North Chicago Community Unit School District 187, for the purpose of making that district eligible for Impact Aid. Conditions such treatment on the agreement of the five school districts to apportion such assistance equitably among all five of them, and to use it only for direct educational services.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Social Security Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Establishes in the House of Representatives a House Democracy Assistance Commission to: (1) work with the parliaments of selected countries that have established or are developing democratic parliaments which would benefit from assistance under this resolution; (2) enable members and staff of partner country legislatures to study House operations and support agencies; and (3) make recommendations to the Administrator of the United States Agency for International Development (USAID) regarding the provision of needed material assistance to such parliaments to improve the efficiency and transparency of their work. Authorizes the Commission to: (1) conduct studies on the feasibility of programs of assistance for select partner legislatures; and (2) continue programs of assistance with partner country legislatures initiated by the former House Democracy Assistance Commission. States that the Commission shall carry out its duties using the staff and resources of the Committee on International Relations, including the use of consultants or temporary employees.

Polonium Act of 2006 - States that accreditation of a representative of a foreign government to the United States under the Vienna Convention on Diplomatic Relations and accreditation of a representative of a foreign government to the United Nations under the Convention on the Privileges and Immunities of the United Nations shall be deemed to be an express waiver of immunity from criminal jurisdiction (for the representative) with respect to an act of disbursing radioactive or other substances posing a lasting, clear and present danger to public health. Authorizes the President to waive such provision if in the U.S. national interest. Expresses the sense of Congress that the United States should propose amendments to such Conventions to ensure that persons who enjoy immunity from criminal jurisdiction (under such Conventions) do not receive such immunity with respect to acts of disbursing radioactive or other substances posing a lasting, clear and present danger to public health.

Expresses ongoing condolences to the families and friends of those who were killed in the attacks and sympathies to those who were injured. Reiterates support for the Jordanian people and its government. Values the strong U.S.-Jordan friendship. Expresses readiness to assist the Jordanian authorities in their efforts to pursue and dismantle the networks that carry out such terrorist attacks.
