Extends through 2012 the alternative motor vehicles tax credit for: (1) advanced lean burn technology motor vehicles; (2) qualified hybrid motor vehicles; and (3) qualified alternative fuel vehicles. Increases from 30 to 60% the rate of the tax credit for alternative fuel vehicle refueling property and extends such credit through 2012.

Alternative Energy Research and Development Act - Directs the Secretary of Energy to implement a program of research, development, demonstration, and commercial application (R&D) for: (1) production of motor and other fuels from biomass; (2) technologies to enable practical onboard storage of hydrogen for use as a fuel for light-duty motor vehicles; (3) advanced solar photovoltaic technologies; and (4) advanced wind energy technologies. Instructs the Secretary to continue R&D activities targeting: (1) distributed energy; (2) micro-cogeneration technology; and (3) geothermal energy, hydropower, and ocean energy authorized by the Energy Policy Act of 2005. Plug-In Hybrid Electric Vehicle Act of 2006 - Directs the Secretary to: (1) implement an R&D program for plug-in hybrid electric vehicles and electric drive transportation; and (2) establish a pilot program to provide competitive grants to state governments, local governments and public entities, and metropolitan transportation authorities for plug-in hybrid electric vehicle demonstration projects. Solar Utilization Now Demonstration Act of 2006, or the SUN Act of 2006 - Instructs the Secretary to establish a program of grants to states to demonstrate advanced photovoltaic technology. Directs the Secretary to establish a pilot grants program for new builidng construction or renovation to demonstrate innovative energy efficiency technologies. Amends the Energy Policy Act of 2005 to revise the guidelines for a geographically dispersed network of Advanced Energy Technology Transfer Centers. Authorizes the Secretary to contribute funds to the National Science Foundation for the Integrative Graduate Education and Research Traineeship program. Directs the Secretary to arrange for the National Academy of Sciences to study its October 2005 recommendation to establish an Advanced Research Projects Agency-Energy (ARPA-E). Directs the Secretary to establish R&D programs for commercial application of: (1) coal gasification facilities that convert coal into pipeline quality gaseous fuels (methanation); and (2) materials to be added to alternative biobased fuels and Ultra Low Sulfur Diesel fuels. Directs the Secretary, in making awards for integrated biorefinery demonstration projects, to encourage the commercial application of biomass technologies for biodegradable natural plastics from biomass.

Senior Safety and Dignity Act of 2006 - Amends title XVIII (Medicare) and title XIX (Medicaid) of the Social Security Act (SSA) to include in the nursing home patient's bill of rights the right to receive care from a creditable caregiver. Requires a skilled nursing facility (SNF), before hiring a worker, to conduct a background check on the applicant. Prohibits the hiring of abusive workers or workers convicted of a relevant crime. Establishes civil penalties for violations of this Act, including knowing retention of SNF workers who fail background checks. Applies such requirements and prohibitions to a long-term care facility or provider. Directs the Secretary to establish a national criminal background check program, after evaluation of the pilot program under the Medicare Prescription Drug, Improvement, and Modernization Act of 2003, in order to prevent abuse of nursing facility and SNF residents and individuals receiving home health care services and other long-term care services under the Medicare or Medicaid programs. Requires the Federal Bureau of Investigation to conduct such criminal background checks. Requires the national criminal background check program to be made available to a long-term care facility or provider. Adds to the nursing home patient's bill of rights the right to a safe environment during an emergency or natural disaster. Requires a SNF under Medicare and Medicaid to: (1) have a clear and preestablished disaster plan; and (2) inform residents and next-of-kin about it and the location of possible evacuation in case of an emergency disaster. Applies the same requirement to other long-term care facilities.

Great Lakes Water Protection Act - Amends the Federal Water Pollution Control Act (popularly known as the Clean Water Act) to prohibit publicly owned treatment works (POTWs) from intentionally diverting waste streams to bypass any portion of the treatment facility if the diversion results in a discharge into the Great Lakes unless: (1) the bypass is unavoidable to prevent loss of life, personal injury, or severe property damage; (2) there is no feasible alternative; and (3) the treatment works provides notice; or (4) the bypass does not cause effluent limitations to be exceeded and is for essential maintenance to ensure efficient operation of the treatment facility. Requires: (1) such notice to be provided to the Administrator of the Environmental Protection Agency (EPA) (or to a state with an approved permit program) prior to an anticipated bypass or within 24 hours of becoming aware of an unanticipated bypass; and (2) follow-up notice regarding the cause and duration of, volume of discharge resulting from, and public access areas affected by an unanticipated bypass. Includes among prohibited bypasses those resulting in discharges from a POTW that consist of effluent routed around treatment units and blended with effluent from treatment units prior to discharge. Directs the Administrator to establish procedures to ensure that permits issued to POTWs under the National Pollutant Discharge Elimination System include requirements to implement this Act. Provides a maximum civil penalty for violations. Establishes the Great Lakes Cleanup Fund from which amounts shall be provided for improving wastewater discharges.

Education Assessment Technical Corrections Act - Amends the Elementary and Secondary Act of 1965 to except teachers in hard to staff areas from the requirement that all teachers teaching in core academic subjects within a state be highly qualified not later than the end of the 2005-2006 school year. Requires teachers in hard to staff areas, instead, to satisfy at least 80% of the requirements to be highly qualified by the end of the 2006-2007 school year, and satisfy all of them by the end of the following school year. Revises requirements for assessments of student groups in measuring the adequate yearly progress of the state, and of all public schools and local educational agencies (LEAs) in the state, toward enabling all public elementary school and secondary school students to meet the state's student academic achievement standards. Provides that a student group which has failed to meet or exceed achievement standards may satisfy assessment requirements if it met such standards in the immediately preceding year. Authorizes the testing of disabled students at their instructional level, rather than grade level, provided they show progress in accordance with individualized education programs. Permits states to change the method of counting students who are in more than one group. Revises the sanctions for schools which fail an assessment by reason of a group of no more than four students from designation as needing improvement to mandatory redirection of funds to the needs of such group. Requires the Secretary of Education to make recommendations to Congress for increasing the percentage of limited English proficient students and disabled students who meet or exceed state academic achievement standards.

Boutique Fuel Reduction Act of 2006 - Amends the Clean Air Act to add as "extreme and unusual circumstances that prevent the distribution of an adequate supply of fuel or fuel additives to consumers" under which the Administrator of the Environmental Protection Agency (EPA) may temporarily waive a control or prohibition on the use of a fuel or fuel additive circumstances that are the result of unexpected problems with equipment necessary for transportation and delivery of fuel or fuel additives. States that EPA shall have no authority, when considering a state implementation plan (SIP) or SIP revision, to approve any fuel included in such plan or revision if the effect of such approval increases the total number of fuels set forth on the published list of approved fuels (currently EPA does not have the authority to approve a fuel if it increases the total number of fuels approved as of September 1, 2004, in all SIPs). Requires notice and opportunity for comment before EPA removes a fuel from the list. Requires EPA to remove a fuel from the list if such fuel has ceased to be included in an SIP or is identical to a federal fuel control or prohibition. Repeals provisions prohibiting EPA from reducing the total number of authorized fuels. Requires EPA to publish a revised list reflecting the reduction in the number of fuels. Amends the Energy Policy Act of 2005 to change the deadline for a report by the Administrator and the Secretary of Energy concerning motor vehicle fuels (currently, June 1, 2008) to the earlier of: (1) nine months after the date of enactment of this Act; or (2) June 1, 2008.

States that the President should instruct the U.S. Representative to the United Nations and all U.S. representatives in bilateral and multilateral fora to: (1) use U.S. influence to ensure that Middle East refugee resolutions which include a reference to the required resolution of the Palestinian refugee issue must also include a similarly explicit reference to the resolution of the issue of Jewish, Christian, and other refugees from Arab countries; and (2) make clear that the U.S. government supports the position that, as an integral part of any comprehensive Arab-Israeli peace, the issue of refugees from the Middle East, North Africa, and the Persian Gulf must include recognition of the legitimate rights of and losses incurred by all refugees displaced from Arab countries including Jews, Christians, and other minority groups.

Deleting Online Predators Act of 2006 - Amends the Communications Act of 1934 to require schools and libraries that receive universal service support to enforce a policy that prohibits access to a commercial social networking website or chat room through which minors may easily: (1) access or be presented with obscene or indecent material; (2) be subject to unlawful sexual advances, requests for sexual favors, or repeated offensive sexual comments from adults; or (3) access other material that is harmful to minors. Allows an administrator, supervisor, or other authorized person to disable such a technology protection measure during use by an adult, or by minors with adult supervision, to enable access for educational purposes. Directs the Federal Communications Commission (FCC) to: (1) establish an advisory board; (2) annually publish a list of commercial social networking websites and chat rooms that have been shown to allow sexual predators easy access to personal information of, and contact with, children; (3) issue a consumer alert regarding use of the Internet by child predators and the potential dangers to children because of such use, including the potential dangers of commercial social networking websites and chat rooms; and (4) establish a website resource of information for parents, teachers, school administrators, and others regarding potential dangers posed by the use of the Internet by children.

UNRWA Integrity Act - Amends the Foreign Assistance Act of 1961 to provide that voluntary U.S. contributions to the regular budget of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) may be provided only during a period for which the President certifies to Congress that UNRWA: (1) is not an impediment to achieving a lasting solution for Palestinian refugees in the West Bank and Gaza and moving such refugees to post-refugee status; (2) is subject to comprehensive, independent financial audits; (3) does not knowingly provide employment, refuge, freedom of movement, cash assistance, food assistance, housing rehabilitation assistance, or any other type of social services assistance to members of foreign terrorist organizations; and (4) does not promote anti-Semitism or the denial of Israel's right to exist. Authorizes a maximum 180-day waiver of such limitation for U.S. national security interests. Requires recertification not later than 180 days after the initial certification and every 180 days thereafter. Requires a report by the Secretary of State to Congress respecting the extent to which UNRWA: (1) serves Palestinian refugee and U.S. interests; and (2) includes in its educational materials anti-Semitic or anti-Israel elements.

Refinery Permit Process Schedule Act

Refinery Permit Process Schedule Act - Authorizes the Administrator of the Environmental Protection Agency (EPA), upon the request of a state governor, to provide financial assistance to hire additional personnel to assist the state with expertise in fields relevant to consideration of federal refinery authorizations. Requires a federal agency responsible for refinery authorization to provide, upon the request of a state governor, technical, legal, or other nonfinancial assistance to facilitate state consideration of such authorizations. Directs the President to appoint a federal coordinator to facilitate such authorizations. Requires the coordinator, upon the request of an applicant seeking a federal refinery authorization, to establish a memorandum of agreement, executed by relevant federal and state agencies, setting forth the most expeditious coordinated schedule possible for completion of all such authorizations. Instructs the President to designate at least three closed military installations as potentially suitable for the construction of a refinery. Requires that at least one such site be designated as potentially suitable for construction of a refinery to refine biomass in order to produce biofuel. Requires the redevelopment authority, in preparing or revising the redevelopment plan for each such designated installation, to consider the feasibility and practicability of siting a refinery on the installation. Amends the Energy Policy Act of 2005 to repeal certain requirements regarding refinery revitalization.
