Energy Efficiency Improvement Act of 2015 - Better Buildings Act of 2014 - Requires the General Services Administration (GSA) to: (1) develop and publish model leasing provisions to encourage building owners and tenants to use greater cost-effective energy efficiency and water efficiency measures in commercial buildings, and (2) develop policies and best practices to implement the measures for the realty services provided by the GSA to federal agencies. Amends the Energy Independence and Security Act of 2007 to require the Environmental Protection Agency (EPA) to develop a voluntary Tenant Star program within the Energy Star program to recognize tenants of spaces in commercial buildings that voluntarily achieve high levels of energy efficiency. Authorizes the EPA to develop a voluntary program to recognize commercial building owners and tenants that use high-performance energy efficiency measures in the design and construction of leased spaces. Amends the Energy Policy and Conservation Act to prescribe additional energy conservation standards for grid-enabled water heaters for use as part of an electric thermal storage or demand response program, which is a program that enables customers to reduce or shift their power use during peak demand periods. Energy Efficient Government Technology Act - Amends the Energy Independence and Security Act of 2007 to require: (1) each federal agency to coordinate with the Office of Management and Budget (OMB), the Department of Energy (DOE), and the EPA to develop an implementation strategy for the maintenance, purchase, and use of energy-efficient and energy-saving information technologies; (2) DOE to maintain a data center energy practitioner program that leads to the certification of energy practitioners qualified to evaluate the energy usage and efficiency opportunities in federal data centers; and (3) DOE to establish an open data initiative to make information about federal data center energy usage available and accessible in a manner that encourages data center innovation, optimization, and consolidation. Requires DOE to maintain, and if necessary create, a database for storing and making available public energy-related information on commercial and multifamily buildings.

Amends federal shipping law to extend through October 31, 2028, the exemption of certain vessels from the requirement that U.S. passenger vessels having berth or stateroom accommodations for at least 50 passengers be constructed of fire-retardant materials in order to be granted a certificate of inspection. Continues to apply this exemption only to vessels in operation before January 1, 1968, which operate only within the Boundary Line (the dividing point between inland waters and high seas). Requires the owner or managing operator of an exempt vessel to: notify crew members that the vessel does not comply with applicable fire safety standards due primarily to the wooden construction of passenger berthing areas, and make annual structural alterations to at least 10% of vessel areas that are not constructed of fire-retardant materials. Requires any noncombustible material requirements prescribed by the Coast Guard (with which an exempt vessel is still required to comply) to be consistent with the preservation of a vessel's historic integrity in areas carrying or accessible to passengers or generally visible to the public.

Livable Communities Act of 2014 - Establishes in the Department of Housing and Urban Development (HUD) an Office of Sustainable Housing and Communities (OSHC) to review and coordinate federal policies that: encourage locally directed comprehensive and integrated planning and development at the state, regional, and local levels, and coordinated public investments through development of comprehensive regional plans; and provide long-term affordable, accessible, energy-efficient, healthy and location-efficient housing choices for all people, particularly low-income families. Requires the OSHC Director to establish a program to make comprehensive planning grants and community challenge grants to units of general local government or Indian tribes to carry out projects meeting specified criteria. Authorizes the Secretary of HUD to make or guarantee (up to 75% of) loans to eligible governmental, corporate, or partnership borrowers for infrastructure development projects used to support transit-oriented development. Requires the Director of the Office of Lead Hazard Control and Healthy Homes to lead the federal initiative to support healthy housing and eradicate housing-related health hazards. Requires the Secretary to study how sustainable building features in housing, such as energy efficiency, affect: (1) the quality of the indoor environment, (2) the prevalence of housing-related health hazards, and (3) the health of the occupants.

World War I American Veterans Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to: (1) mint and issue $1 silver coins to commemorate the centennial of the involvement of the United States in World War I, and (2) hold a competition and provide compensation for its winner to design the obverse and reverse of the coins. Requires the design of such coins to be emblematic of the centennial of the involvement of the United States in World War I. Permits the Secretary to issue such coins only during the period beginning on January 1, 2018, and ending on December 31, 2018. Subjects the coin sales to a surcharge of $10 per coin, payable by the Secretary to the World War I Centennial Commission.

Medicare CGM Access Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to provide Medicare coverage of continuous glucose monitoring (CGM) devices furnished to a CGM qualified individual. Directs the Secretary of Health and Human Services (HHS) to establish a fee schedule and ensure that CGM qualified individuals are furnished with appropriate device components.

Ensuring Access to Primary Care for Women and Children Act - Amends title XIX (Medicaid) of the Social Security Act to require that the primary care services furnished in 2015 and 2016 by a physician with a primary specialty designation of family medicine, general internal medicine, or pediatric medicine be paid at a rate that is not less than 100% of the payment rate that applies to such services and physician under Medicare part B (Supplementary Medical Insurance). Extends this 100% of Medicare payment floor under certain conditions to the following providers, who are self-attested as Board-certified and at least 60% of whose services billed for under Medicaid must be for primary care services: (1) physicians with a primary specialty designation of obstetrics and gynecology; (2) advanced practice clinicians; (3) rural health clinics, federally-qualified health centers, or other specified health clinics; and (4) nurse practitioners, physician assistants, or certified nurse-midwives. Excludes from coverage of primary care services any such services provided in an emergency department of a hospital.

Export-Import Bank Reauthorization Act of 2014 - Amends the Export-Import Bank Act of 1945 to reauthorize the Export-Import Bank of the United States through FY2019. Extends, for FY2015-FY2019, the Bank's authority to use a specified amount of its surplus for information technology system updates. Extends, through FY2019, the termination date of the sub-Saharan Africa advisory committee. Prescribes limitations on outstanding Bank loans, guarantees, and insurance for FY2015-FY2018 and each fiscal year thereafter. Extends, through FY2019, Bank authority to provide financing for the export of nonlethal defense articles and defense services whose primary end use is for civilian purposes. Directs the Bank to submit to Congress and the Comptroller General (GAO) a business plan that includes an estimate of the Bank's appropriate exposure limits for FY2015-FY2019. Directs GAO to study the Bank's medium-term financing programs.

United States-Israel Strategic Partnership Act of 2014 - Expresses the sense of Congress that Israel is a major U.S. strategic partner. Amends the Department of Defense Appropriations Act, 2005 to extend authority to transfer certain obsolete or surplus Department of Defense (DOD) items to Israel. Amends the Foreign Assistance Act of 1961 to extend authority to make additions to foreign-based defense stockpiles for use as war reserve stocks through FY2015. Directs the President to take steps to make Israel eligible for the strategic trade authorization exception to the requirement for a license for the export, reexport, or in-country transfer of an item subject to certain export controls. Authorizes the President to carry out U.S.-Israel cooperative activities and to provide assistance for cooperation in the fields of energy, water, homeland security, agriculture, and alternative fuel technologies. Directs the President to report to Congress regarding U.S.-Israel cyber cooperation. Expresses the sense of Congress that the Secretary of Homeland Security (DHS) should designate Israel as a visa waiver program county when Israel meets certain program requirements. Amends the Energy Independence and Security Act of 2007 to authorize the Secretary of Energy to: enter into cooperative agreements supporting dialogue and planning involving international partnerships between the Department of Energy (DOE), including DOE National Laboratories, and the government of Israel and its ministries, offices, and institutions; and establish a joint United States-Israel Center based in an area of the United States with offshore energy development expertise to develop academic cooperation in energy innovation technology and engineering, water science, technology transfer, and analysis of geopolitical implications of new natural resource development. Extends, and expands the scope of covered energy, under the grant program to support U.S.-Israel research, development, and commercialization of renewable energy or energy efficiency.

Veterans' Credit Protection Act - Directs the Secretary of Veterans Affairs (VA) to: (1) conduct outreach to inform veterans of how to resolve credit issues caused by a delayed payment (i.e., a proper invoice that is not paid by the Secretary until after the required payment date); and (2) establish a toll-free telephone number for veterans to report such issues to the Veterans Integrated Service Networks. Requires the Secretary to report annually on the effectiveness of each Network in providing timely payment of proper invoices during both the preceding five-year period and the preceding one-year period. Requires such report to include: the number of veterans who contacted the Secretary regarding delayed payments that could negatively affect their credit; the total amount of interest penalties paid by the Secretary by reason of delayed payments; the number of proper invoices submitted, the amount owed for and the payment status of such invoices, and the periods that elapsed before such invoices were paid; relevant comments received from medical providers regarding delayed payments; identification of the Networks with the least and most delayed payments; and a description of the best practices to provide timely payment of a proper invoice, including a plan for under-performing Networks to improve. Directs the Comptroller General (GAO) to conduct a study that assesses the effectiveness of each Network in providing timely payment of proper invoices.

Amends the Truth in Lending Act with respect to the permission that a creditor may presume that a residential mortgage loan has met the requirement that, at the time the loan is consummated, the consumer has a reasonable ability to repay it, if the loan is a qualified mortgage. Treats as a qualified mortgage any residential mortgage loan made by a creditor having less than $10 billion in total assets, so long as it appears on the creditor's balance sheet (held on portfolio).

National Disaster Tax Relief Act of 2014 - Amends the Internal Revenue Code to provide tax relief for disasters declared in 2012, 2013, and 2014 by: extending through 2014 the election to expense qualified disaster expenses (i.e., for removal of debris, demolition, and repair of business-related property); increasing the tax deduction for charitable contributions for disaster relief for individual and corporate taxpayers; allowing through 2014 the deduction of losses attributable to disasters; allowing waivers of requirements relating to mortgage revenue bonds; extending through 2014 the additional allowance for depreciation of business property (bonus depreciation); allowing an increase through 2016 of the new markets tax credit limitation amount within a federally-declared disaster area; permitting the use of tax-exempt retirement plan funds in federally-declared disasters without penalty; allowing an additional tax exemption for individuals who are displaced as a result of a federally-declared disaster; allowing an exclusion from gross income of imputed income from the cancellation of indebtedness resulting from federally-declared disasters; providing a special rule to allow individuals affected by a disaster in 2012, 2013, or 2014 to claim a full earned income tax credit; increasing the rehabilitation tax credit for buildings affected by a federally-declared disaster; permitting one additional advance refunding of a tax-exempt bond that is outstanding on the date on which a federally-declared disaster occurs; allowing the issuance of qualified disaster area recovery bonds; allowing an additional allocation of the low-income housing tax credit in 2015 to states affected by a federally-declared disaster occurring in 2012 2013, or 2014; allowing payments of disaster assistance to tax-exempt mutual ditch or irrigation companies without affecting their tax-exempt status; allowing an exclusion from gross income for disaster mitigation payments received from state and local governments; and allowing a tax deduction for payments to a tax-exempt natural disaster fund.
