Recognizes and applauds the planned January 12, 2013, opening of the United States Freedom Pavilion: the Boeing Center, an iconic pavilion and a major feature of the America's National World War II Museum in New Orleans, Louisiana. Recognizes the generous assistance received from private individuals and specified private and public entities committed to offering a lasting tribute to the achievements of the United States in World War II. Expresses support for the mission of the National World War II Museum as to the preservation of democratic values, the understanding of U.S. history and founding principles, and the education of future generations about the relevance of the War experience to the past and future of the United States.

Condemns the senseless attack at Sandy Hook Elementary School in Newtown, Connecticut, on December 14, 2012. Offers condolences to all of the students, teachers, administrators, and faculty of Sandy Hook Elementary School, as well as their families, and recognizes that the healing process will be long and difficult for the entire community. Honors the selfless, dedicated service of: (1) the teachers, school administrators, school support staff, medical professionals, and others in the greater Newtown community; (2) the emergency response teams and law enforcement officials who responded; and (3) the law enforcement officials who continue to investigate the attack. States that the Senate remains committed to working together to help prevent such tragedies from ever happening again.

Foster Youth Higher Education Opportunities Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Secretary of Education to inform students who indicate on their Free Application for Federal Student Aid (FAFSA) form that they are or were in the foster care system of their potential eligibility for federal student aid, including the specific federal programs under which they may be eligible for assistance. Requires the Secretary to provide foster youth with that same information on the Department of Education's website.

Today's Entrepreneurs are Advancing Mentorship Act of 2012 or TEAM Act of 2012 - Amends the Small Business Act to establish within the Small Business Administration (SBA) an Office of Entrepreneurial Support, headed by a Director, to develop and provide innovative entrepreneurial information, education, and resources to promote both prospective entrepreneurs and successful small businesses. Requires: (1) the SBA's Associate Administrator for Entrepreneurial Development to establish a program of technical assistance grants for the development and implementation of curricula and mentoring programs designed to promote entrepreneurship, and (2) the Director to report to the congressional small business committees on best practices of U.S. entrepreneurial education and training programs. Directs the SBA Administrator to establish an Emerging Leaders Program of specialized training and executive-level mentoring to certain small businesses, with an emphasis on small businesses in emerging, underserved, rural, and urban markets. Requires: (1) the Administrator to develop performance measures for the Emerging Leaders and Entrepreneurial Support Programs, and (2) the Comptroller General to submit to the small business committees a comprehensive analysis of the economic impact of such Programs.

Recognizes the importance of early detection, awareness of the symptoms, and the risk factors that often lead to the development of diabetes.

Expresses unwavering commitment to the security of Israel as a Jewish and democratic state with secure borders and supports its inherent right to act in self-defense to protect its citizens against acts of terrorism. Reiterates that Hamas must end Gaza-linked terrorist rocket and missile attacks against Israel, recognize Israel's right to exist, renounce violence, and agree to accept previous agreements between Israel and the Palestinians. Urges the U.N. Security Council to condemn the recent spike in Gaza-linked terrorist missile attacks against Israel. Encourages the President to continue to work diplomatically with the international community to prevent Hamas and other Gaza-based terrorist organizations from retaining or rebuilding the capability to launch rockets and missiles against Israel.

Making Adoption Affordable Act of 2012 - Makes permanent provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 allowing an increased tax credit for adoption expenses and an increased exclusion from an employee's gross income for amounts paid by an employer for adoption expenses. Amends the Internal Revenue Code to reinstate and make permanent: (1) the increase in the tax credit for adoption expenses and the increased exclusion from an employee's gross income for amounts paid by an employer for adoption expenses that were enacted by the Patient Protection and Affordable Care Act, (2) the annual inflation adjustments for such increased amounts, and (3) the refundability of the tax credit for adoption expenses. Directs the Secretary of the Treasury to take certain actions concerning: (1) Internal Revenue Service (IRS) communications efforts about the adoption tax credit, and (2) documentation of adoption expenses required before initiation of a tax audit.

Voter Empowerment Act of 2012 - Voter Registration Modernization Act of 2012 - Amends the National Voter Registration Act of 1993 (NVRA) to require each state to make available official public websites for online voter registration. Authorizes automated voter registration of certain individuals and establishes other initiatives to promote voter registration, such as same day registration and voter registration of individuals under 18 years of age. Amends the federal criminal code to prohibit hindering, interfering with, or preventing voter registration. Amends the Help America Vote Act of 2002 (HAVA) to establish requirements for states to promote access to voter registration and voting for individuals with disabilities, including a single office for providing related information. Directs the Election Assistance Commission (EAC) to make grants to eligible states to conduct pilot programs enabling individuals with disabilities to register to vote and vote privately and independently at their own residences (including by telephone). Amends HAVA to reauthorize the program of grants to state and local governments to assure voting access for individuals with disabilities. Amends the federal criminal code to prohibit state or local election officials from preventing an individual from registering or voting in any federal election (voter caging), or from permitting a formal challenge under state law to an individual's registration status or eligibility to vote, if the basis for such decision is evidence consisting of: (1) a voter caging document or voter caging list, (2) an unverified match list, (3) an error or omission on voter application or registration documents that is not material to an individual's eligibility to vote, or (4) any other evidence so designated by the Commission. Amends the federal criminal code to prohibit a person, including an election official, from knowingly and willfully attempting to or depriving or defrauding the residents of a state of their free and fair exercise of the right to vote by the communication of election-related information that is known by the person to be materially false, fictitious, or fraudulent. Increases the penalty for voter intimidation. Declares that the right of an individual U.S. citizen to vote in any federal election shall not be denied or abridged because that individual has been convicted of a criminal offense unless he or she is serving a felony sentence in a correctional institution at the time of the election. Prescribes enforcement of this right by public or private civil action. Requires each state to notify in writing any individual convicted of a criminal offense under state law, upon release from state custody or upon sentence to probation, that he or she has the right to vote in a federal election and so may register to vote. Voter Confidence and Increased Accessibility Act of 2012 - Amends HAVA to revise requirements for the audit capacity of voting systems, particularly those for a permanent paper record. Requires the voting system to require the use of an individual, durable, voter-verified paper ballot of the voter's vote that shall be marked and made available for inspection by the voter before the voter's vote is cast and counted, and which shall be counted by hand or read by an optical character recognition device or other counting device. Requires the voting system to provide the voter with an opportunity to correct any system-made error in the voter-verified paper ballot before it is permanently preserved. Requires the Director of the National Science Foundation (NSF) to make grants to eligible entities to study, test, and develop accessible ballot voting, verification, and casting mechanisms and devices and best practices to enhance the accessibility of paper ballot voting and verification mechanisms for individuals with disabilities, for voters whose primary language is not English, and for voters with difficulties in literacy. Prescribes requirements for: (1) publication of poll tapes, (2) treatment of ballots cast at early voting sites and of absentee ballots, and (3) the counting of provisional ballots that will be treated as votes. Prescribes laboratory conflict-of-interest requirements and prohibitions. Requires the NSF Director to make grants to eligible entities to conduct research on the development of election-dedicated voting system software. Requires each state, except when the winning candidate had no opponent or received 80% or more of the votes, to administer audits of federal election results, without advance notice to the precincts selected, consisting of random hand counts of the voter-verified paper ballots. Requires the Election Auditor of a state, as soon as practicable after the completion of an audit, to submit the results to EAC for publication. Prohibits certification of the results of any election until completion of audits. Amends HAVA to: (1) add requirements for counting provisional ballots, (2) require each state to allow early voting and facilitate the ability of voters to vote by mail. Amends the Servicemembers Civil Relief Act to extend the guarantee of voting residency to family members of absent military personnel. Amends the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) with respect to pre-election reports on availability and transmission of absentee ballots. Revises the 45-day absentee ballot transmission rule. Permits: (1) use of a single absentee ballot application for subsequent elections, and (2) application of the UOCAVA to Commonwealth of Northern Mariana Islands. Entitles to leave a federal employee who serves as a poll worker. Directs the EAC to: (1) make a grant to each eligible state for poll-worker recruitment and training, and (2) develop materials for a model state poll worker training program. Amends HAVA to make available to any person aggrieved by a violation of uniform and nondiscriminatory election technology and administration requirements the option to file a complaint with the Attorney General or pursue a private right of action to enforce such requirements. Amends the Federal Election Campaign Act of 1971 to make it unlawful for a chief state election administration official, unless he or she or a family member is a candidate, to take an active part in political management or in a political campaign for federal office over which such official has supervisory authority. Amends the NVRA to treat universities as voter registration agencies. Amends the HAVA to establish minimum notification requirements on behalf of voters affected by polling place changes. Directs the Attorney General to: (1) coordinate the establishment of a state-based response system for responding to questions and complaints from individuals voting or seeking to vote, or registering to vote or seeking to, in federal elections; (2) establish and operate a toll-free telephone service to connect directly to such response system; and (3) appoint a Voter Hotline Task Force. Amends HAVA to: (1) reauthorize and extend the EAC, and (2) repeal its exemption from certain government contracting requirements

Restoring Effective Environmental Protection Act of 2012 - Amends the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Water Pollution Control Act (commonly known as the Clean Water Act [CWA]) to prohibit the Administrator of the Environmental Protection Agency (EPA) or a state from requiring a permit under CWA for a discharge from a point source into navigable waters of: (1) a pesticide authorized for sale, distribution, or use under FIFRA; or (2) the residue of the pesticide, resulting from the application of the pesticide. Excepts: (1) a discharge resulting from the application of a pesticide in violation of a provision of FIFRA relevant to protecting water quality if the discharge would not have occurred without the violation or if the amount of pesticide or pesticide residue in the discharge is greater than would have occurred without the violation; (2) stormwater discharges regulated under the National Pollutant Discharge Elimination System (NPDES); and (3) discharges of manufacturing or industrial effluent, treatment works effluent, and discharges incidental to the normal operation of a vessel. Directs the Administrator to report to specified congressional committees on: (1) the status of intra-agency coordination between the Office of Water and the Office of Pesticide Programs of EPA regarding streamlining information collection, standards of review, and data use relating to water quality impacts from the registration and use of pesticides; (2) an analysis of the effectiveness of current regulatory actions relating to pesticide registration and use aimed at protecting water quality; and (3) recommendations on how FIFRA can be modified to better protect water quality and human health.

Investment Savings Access After Catastrophes Act of 2012 - Defines "Hurricane Isaac disaster area" for purposes of this Act as any parish or county of Louisiana or Mississippi in an area in which a major disaster has been declared before September 10, 2012, under the Robert T. Stafford Disaster Relief and Emergency Assistance Act by reason of Hurricane Isaac. Provides for tax preferences in the Hurricane Isaac disaster area, including: (1) suspension of limitations on the tax deduction for personal casualty losses, (2) an extension of the carryback period for net operating losses, and (3) tax-free distributions from a retirement plan made on or after August 26, 2012, and before September 11, 2014, to an individual whose principal place of abode on August 26, 2012, was located in the Hurricane Isaac disaster area and who sustained an economic loss due to Hurricane Isaac. Rescinds unobligated funds in an amount equal to the reduction in revenues resulting from the enactment of this Act.

National Women's History Museum Commission Act of 2012 - Establishes the Commission to Study the Potential Creation of a National Women's History Museum to submit to the President and Congress a report containing recommendations with respect to a plan of action for the establishment and maintenance of a National Women's History Museum in Washington, D.C. Requires the Commission to be composed of eight members. Directs the Senate Majority Leader, Speaker of the House of Representatives, Senate Minority Leader, and House Minority Leader to each appoint two Commission members. Directs the Commission to: (1) report on issues including potential locations for the Museum and whether it should be part of the Smithsonian Institution, and (2) develop a fundraising plan to support the establishment and maintenance of the Museum through contributions from the public. Authorizes the Commission to employ and compensate an executive director and other necessary personnel. Terminates the Commission within a specified period after it has submitted its final reports pursuant to this Act. Prohibits federal funds from being obligated to carry out this Act.

Farmers Undertake Environmental Land Stewardship Act or the FUELS Act - Requires the Administrator of the Environmental Protection Agency (EPA), in implementing the Spill Prevention, Control, and Countermeasure rule with respect to any farm, to require certification of compliance with such rule by: (1) a professional engineer for a farm with an individual tank with an aboveground storage capacity greater than 10,000 gallons, an aggregate aboveground storage capacity of at least 42,000 gallons, or a history that includes a spill, as determined by the Administrator; or (2) the owner or operator of the farm (via self-certification) for a farm with an aggregate aboveground storage capacity greater than 10,000 gallons but less than 42,000 gallons and no history of spills. Directs the Administrator to exempt from all requirements of such rule any farm with an aggregate aboveground storage capacity of 10,000 gallons or less and no history of spills. Excludes from the aggregate storage capacity of a farm all containers on separate parcels that have a capacity of less than 1,320 gallons.

Responsible Homeowner Refinancing Act of 2012 - Requires the Federal National Mortgage Association (Fannie Mae) and Federal Home Loan Mortgage Corporation (Freddie Mac) (government sponsored enterprises or GSEs), in carrying out the Home Affordable Refinance Program, to adopt specified criteria pertaining to: (1) borrower eligibility, (2) representations and warranties, (3) prohibition on up-front fees, (4) alternative streamlined methods to determine the value of a property, (5) the purchase or guarantee of any new mortgage resulting from the refinancing of an eligible mortgage, and (6) guarantee fees. Requires the GSEs to notify all borrowers with a mortgage owned or guaranteed by a GSE about the Program and its eligibility criteria, and inform borrowers of the website required below. Directs the Director of the Federal Housing Finance Agency (FHFA) to establish a single website where borrowers may: (1) determine their potential eligibility for participation in the Program, (2) see a complete list of and links to qualified lenders, (3) use a mortgage refinance calculator to calculate potential payment savings based on different interest rates, and (4) obtain tips on refinancing their loan. Directs the Director of FHFA to issue guidance to require the GSEs to make their refinancing guidelines consistent to ease the compliance requirements of qualified lenders, and in particular with respect to loans with less than 80% loan-to-value ratio and closing cost policies of the GSEs, which regulations or guidance shall be put into effect not later than 90 days after the enactment of this Acts.

Rebuilding Equity Act of 2012 - Requires the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (government sponsored enterprises or GSEs) each to establish a voluntary program for eligible borrowers who qualify for the Home Affordable Refinance Program carried out by the GSEs, under which the GSEs shall pay up to $1,000 of the closing costs associated with applying for and receiving refinancing when the borrower agrees to refinance a 30-year mortgage loan into a fully amortizing loan with a term of not longer than 20 years. Requires the subject property to have a loan-to-value ratio of not less than 105%.

Coal Ash Recycling and Oversight Act of 2012 - Amends the Solid Waste Disposal Act (SWDA) to authorize states to adopt and implement coal combustion residuals permit programs. Requires states that decide to implement such a program to: (1) certify that such program meets the specifications of this Act; and (2) maintain either an approved program for the disposal of hazardous waste from households or small quantity generators or an authorized state hazardous waste program. Requires such coal combustion residuals permit programs to apply the revised criteria established by this Act to owners or operators of structures that receive such residuals, including surface impoundments. Sets forth requirements for the certification and inspection of structures under such programs. Authorizes a state agency responsible for implementing a program to require: (1) action to correct structural deficiencies according to a schedule, and (2) closure of a structure if such deficiencies are not corrected according to such schedule. Requires each structure that first receives coal combustion residuals after this Act's enactment to be constructed with a base located a minimum of two feet above the upper limit of the water table, with specified exceptions. Directs the agency to require structures to address wind dispersal of dust by requiring cover or by wetting coal combustion residuals with water to a moisture content that prevents wind dispersal, facilitates compaction, and does not result in free liquids. Authorizes structure owners or operators to propose alternative methods will provide comparable or more effective control of dust. Directs a state to require such owners or operators to comply with revised groundwater monitoring requirements prescribed by this Act. Authorizes: (1) the responsible agency to conduct or require monitoring and testing to ensure structure compliance with program requirements, and (2) an implementing state to inspect structures and enforce the program. Sets forth: (1) deadlines for compliance with the groundwater protection standard for structures subject to corrective action and for operator or owner implementation of interim measures; and (2) requirements for closure of a structure that fails to satisfy such deadlines or to meet other specified conditions. Requires an alternative management capacity for residuals of a closing structure to be developed with the structure's owner or operator. Sets forth revised criteria for program structures with respect to: (1) design, groundwater monitoring, corrective action, closure, and post-closure; (2) location restrictions in floodplains, wetlands, fault areas, seismic impact zones, and unstable areas; (3) air quality; (4) financial assurance; (5) surface water; and (6) record keeping. Sets forth revised criteria for: (1) run-on and run-off control systems for landfills and other land-based units other than surface impoundments that receive coal combustion residuals; and (2) run-off control systems for surface impoundments that receive coal combustion residuals. Requires the Administrator to provide a state with notice of, and an opportunity to remedy, deficiencies with respect to meeting program requirements. Establishes: (1) conditions under which the Administrator shall implement such a program for a state, and (2) requirements for implementation or resumption of a program by a state for which the Administrator is implementing a program. Requires the time period and method for a structure's closure to be set forth in a closure plan that establishes a deadline for completion and that takes into account the site-specific characteristics of such structure. Directs the closure plan for a surface impoundment to require the removal of liquid and the stabilization of remaining waste as necessary to support the final cover. Prohibits such a programs from applying to the utilization, placement, and storage of coal combustion residuals at surface mining and reclamation operations. Prohibits this Act from being construed to alter the EPA's regulatory determination, entitled "Notice of Regulatory Determination on Wastes from the Combustion of Fossil Fuels," that the fossil fuel combustion wastes addressed do not warrant regulation as hazardous waste under SWDA.

SCORE for Small Business Act of 2012 - Amends the Small Business Act to reauthorize for FY2013-FY2015 the SCORE program (the Service Corps of Retired Executives, which provides free mentoring and related services to small businesses). Requires the Administrator of the Small Business Administration (SBA) to ensure that SCORE volunteers are adequately oriented and trained in areas and disciplines necessary to ensure successful, outcome-oriented interactions relating to services provided by the SCORE program. Directs the Administrator to ensure that the SCORE program and each SCORE chapter develop and implement plans and goals: (1) for outreach to individuals in rural, ethnically diverse, minority, and underserved communities; and (2) to more effectively and efficiently provide services to individuals in such communities. Requires the SCORE Association to report annually to the Administrator on SCORE counseling and training, as well as on the number of small businesses created or expanded with SCORE assistance. Outlines privacy requirements of the Administrator and the SCORE Association with respect to the disclosure of information concerning businesses assisted under the SCORE program.

Condemns the unlawful international abduction of all children. Urges countries identified by the Department of State as noncompliant or demonstrating patterns of noncompliance with the Convention on the Civil Aspects of International Child Abduction to fulfill their commitment under international law to implement the Convention. Calls on all countries to: (1) accede to or ratify the Convention, or (2) develop a mechanism for the resolution of current and future cases of international parental child abduction. Expresses the sense of the Senate that the United States should aggressively pursue the return of each child abducted by a parent from the United States.

Uninterrupted Scholars Act - Amends provisions of the Family Educational Rights and Privacy Act of 1974 that prohibit the Department of Education from funding educational agencies or institutions that release student educational records (or personally identifiable information other than certain directory information) to any individual, agency, or organization without written parental consent. Expands the list of organizations exempt from such prohibitions (thereby permitting the educational agencies or institutions participating in a Department of Education program to release records or identifiable information to such organizations without parental consent) to include: (1) organizations conducting studies for, or on behalf of, child welfare agencies to improve educational outcomes for students in foster care; and (2) state or local welfare agencies or tribal organizations responsible for a student's placement and care, provided that any disclosure of records for a student's educational needs is consistent with confidentiality laws in the state applicable to personal records. Permits the release of such records and information without additional notice to parents and students when a parent is a party to a child welfare court proceeding and a court order has already been issued in the context of that proceeding.

Women and Minorities in STEM Booster Act of 2012 - Requires the Director of the National Science Foundation (NSF), acting through the Human Resources Directorate and not less than one research directorate of the NSF, to award competitive grants to eligible entities to enable them to carry out the activities specified below in order to increase the participation of women and underrepresented minorities in the fields of science, technology, engineering, and mathematics (STEM). Requires an eligible entity that receives a grant to use those grant funds to carry out the following activities designed to increase the participation of women and underrepresented minorities in STEM fields: (1) online workshops, (2) mentoring programs that partner STEM professionals with students, (3) internships for undergraduate and graduate students in STEM, and (4) conducting outreach programs providing elementary and secondary school students with opportunities to increase their exposure to STEM.

Success Ultimately Comes from Capital, Contracting, Education, Strategic Partnerships, and Smart Regulations Act of 2012 or SUCCESS Act of 2012 - Amends the Internal Revenue Code to temporarily extend: (1) the 100% exclusion from gross income of gain from the sale or exchange of qualified small business stock, (2) the increased tax deduction for business start-up expenses, (3) a reduction from 10 to 5 years in the recognition period for built-in gains of S corporations, (4) the five-year carryback of tax credit amounts of eligible small businesses, and (5) the increased expensing of depreciable business assets. EXCEL Act of 2012- Amends the Small Business Investment Act of 1958 to: (1) authorize the Administrator of the Small Business Administration (SBA) to guarantee the payment of up to $4 billion per fiscal year for debentures or participating securities issued by small business investment companies (SBICs) to encourage the formation and growth of small businesses, (2) increase the maximum amount of outstanding leverage for two or more commonly-controlled SBICs, (3) authorize annual inflationary adjustments of such limits, (4) direct the Administrator to make publicly available specified fiscal and related information with respect to each SBIC, and (5) allow SBIC licensing fees to be used for SBIC program needs other than the costs of licensing examinations. Expresses the sense of Congress supporting SBIC partnerships with community banks and other lenders. Amends the Small Business Jobs Act of 2010 to extend through March 27, 2014 (under current law, through September 27, 2012) the authority for SBA refinancing of small business debt not involving business expansion under the SBA's local development business loan program. Amends the Small Business Act to direct the Administrator to make publicly available a user-friendly database of information related to lenders making loans under such Act or the Small Business Investment Act of 1958. Small Business Export Growth Act of 2012 - Requires certain reports to Congress: (1) on improving access to export information on the Export.gov website, and (2) for developing a single website for complying with and disseminating information about U.S. export control laws and regulations. Requires: (1) at least one outreach event each fiscal year in each state with respect to sales opportunities for the export of small business goods and services, (2) the establishment of a Small Business Inter-Agency Task Force on Export Financing, (3) a program to cross-train export finance specialists with respect to the promotion of exports by rural small businesses, (4) a program to register export management companies, and (5) development of a small business trade strategy. Adds the Commonwealth of the Northern Mariana Islands to the list of U.S. territories and possessions eligible for SBA grants to carry out export programs that assist certain small businesses. Directs the Administrator to develop and submit to Congress a plan for using SBA entrepreneurial development programs to create jobs during FY2013-FY2014. Women's Small Business Ownership Act of 2012 - Directs the SBA's Office of Women's Business Ownership to address issues concerning the management, operations, manufacturing, technology, finance, retail and product sales, international trade, government contracting, and other disciplines required for starting, operating, and increasing the business of a small business. Authorizes the Administrator to provide financial assistance to qualifying entities to conduct projects designed to provide training and counseling meeting the needs of women business owners, especially socially and economically disadvantaged women business owners. Directs the Comptroller General (CG) to study and report to Congress on: (1) the unique economic issues facing women's business centers located in predominately rural, urban, or insular areas; and (2) SBA oversight of women's business centers. Requires that, after December 31, 2013, the Administrator make certain minority entrepreneurship and innovation grants only to institutions of higher education that are accredited (and not merely in preaccreditation status) by a nationally recognized accrediting agency. Increases SBDC funding levels. Allows the Administrator to authorize a SBDC to provide assistance to small businesses outside the state of that SBDC, without regard to geographical proximity, if the small business is in an area for which the President has declared a major disaster. Terminates SBDC authority to assist small businesses in responding to the impact of planned closures or force reductions at nearby military facilities. Repeals: (1) the Paul D. Coverdell drug-free workplace demonstration program, and (2) the National Veterans Business Development Corporation. Allows the Administrator to guarantee a surety against any loss resulting from the breach of a bond by a principal on any work order or contract amount up to $5 million (under current law, up to $2 million). Requires the Administrator to reimburse such a surety unless the total contract exceeds such increased amount. Small Business Contracting Fraud Prevention Act of 2012 - Includes under penalties for misrepresentation a business that misrepresents itself as a small business owned and controlled by service-disabled veterans. Includes under such penalties misrepresentation for purposes of the award of a grant or cooperative agreement through the SBA. Expands authorized remedies to include civil remedies available under the False Claims Act, as well as the amount actually received from the federal government under a contract, grant or cooperative agreement, or losses sustained. Provides additional events or instances under which an entity shall be considered to have misrepresented its status. Requires an entity seeking status as a small business owned and controlled by service-disabled veterans to submit an annual certification of such status, and to register with specified databases that track veteran small businesses. Amends the 8(a) (SBA general small business loan) program to direct the CG, every three years, to evaluate the program and report evaluation results. Requires related program oversight by the Administrator. Directs the Administrator to: (1) ensure the accuracy and appropriate revision of HUBZone (heavily underutilized business zone) maps, (2) ensure that only small businesses determined to be qualified to participate in HUBZone programs are participating, (3) report on HUBZone small business applications or recertifications, and (4) develop measures and implement plans to assess the effectiveness of the HUBZone program. Requires an annual report from the Administrator on suspensions, debarments, and prosecutions related to unauthorized participation in, or misrepresentation under, SBA programs. Fairness in Women-Owned Small Business Contracting Act of 2012 - Revises provisions concerning the procurement program for women-owned small businesses (providing a federal procurement contracting preference to such businesses) to: (1) remove the requirement that the woman or women owning such business be economically disadvantaged, (2) remove contract award price limits, and (3) allow a contracting officer to award a sole source contract to such a business under the same conditions as such a contract may be awarded to a qualified HUBZone small business. Directs the Administrator to periodically conduct a study to identify any U.S. industry in which women are underrepresented. Small Business Champion Act of 2012 - Requires the Director of the Small and Disadvantaged Business Utilization (established in each federal agency having procurement functions) to be compensated at least at the GS-15 rate, and allows such position to be compensated at up to a Senior Executive Service level. Provides additional Director duties. Amends the Federal Acquisition Streamlining Act of 1994 to require the Small Business Procurement Advisory Council to: (1) conduct reviews of each Office of Small and Disadvantaged Business Utilization to determine compliance with SBA requirements, and (2) identify best practices for maximizing small business utilization in federal contracting. Expresses the sense of Congress in support of reduced paperwork burdens on small businesses and in maximizing their use of common applications in interaction with federal agencies. Establishes the Executive Committee on a Small Business Common Application. Requires a CG report evaluating the status of programs authorized and amendments made under this Act.

Offshore Petroleum Expansion Now Act of 2012 - Directs the Secretary of the Interior to implement the Proposed Oil & Gas Leasing Program: 2012-2017 in accordance with the schedule for conducting oil and gas lease sales set forth in it and in the Outer Continental Shelf Lands Act. Directs the Secretary to conduct each of specified oil and gas lease sales in the Outer Continental Shelf (OCS) Planning Areas, including certain ones in the Draft Proposed Outer Continental Shelf (OCS) Oil and Gas Leasing Program (2010-2015), during its specified year. Requires the Secretary to offer for sale, no later than December 31, 2013, leases of tracts in the Santa Maria and Santa Barbara or Ventura Basins of the Southern California OCS Planning Area. Directs the Secretary to revise a specified Bureau of Ocean Energy Management, Regulation and Enforcement map, dated January 2010, to ensure that the square footage of the leasable area in the Mid-Atlantic planning area is directly proportional to the length of the tidal shoreline of the Mid-Atlantic States (Delaware, Maryland, North Carolina, and Virginia). Retains the authority of the Secretary of Defense (DOD) to designate national defense areas on the OCS. Requires the Secretary to prepare a multisale environmental impact statement pursuant to the National Environmental Policy Act of 1969 for lease sales required under this Act that are not included in the Proposed Leasing Program (2012-2017). Declares that nothing in this Act affects restrictions on oil and gas leasing under the Gulf of Mexico Energy Security Act of 2006. Requires all lease sales conducted pursuant to this Act, with specified exceptions, to be area-wide lease sales. Directs the Secretary of the Treasury, for each of FY2012-FY2022, to deposit in a special account in the Treasury 37.5 % of all revenues due and payable to the United States from OCS areas not scheduled for lease sale under Proposed Oil and Gas Leasing Program: 2012-2017. Instructs the Secretary of the Interior to disburse such funds to coastal states and coastal political subdivisions. Prescribes an allocation formula for coastal states and coastal political subdivisions. Amends the Gulf of Mexico Energy Security Act of 2006 to repeal limitations placed upon the amount of distributed qualified OCS revenues.

Amends the Electronic Fund Transfer Act with respect to mandatory fee disclosures on automated teller machines (ATMs) operated by a person other than a financial institution holding a consumer's account. Repeals the requirement that such a fee disclosure appear in a prominent and conspicuous location on or at the ATM. Limits such requirement to appearance of a fee disclosureon the ATM screen. Amends the Federal Deposit Insurance Act to make the Consumer Financial Protection Bureau (CFPB) a "covered agency" that may share information with another covered agency or any other federal agency without waiving any privilege applicable to the information. Prohibits information submitted to the CFPB in the course of its supervisory or regulatory process from being construed as waiving, destroying, or affecting any privilege that may be claimed with respect to such information under federal or state law as to any person or entity other than the CFPB, another federal banking agency, a state bank supervisor, or a foreign banking authority.

Military Service Integrity Act of 2012 - Revises provisions prohibiting the unauthorized purchase, sale, or use of military medals or decorations. Repeals a prohibition against knowingly wearing such a medal when not authorized to do so. Adds the requirement that a person act with the intent of securing a tangible benefit or personal gain to the prohibition against knowingly, falsely, and materially representing oneself as having served in the U.S. Armed Forces or having been awarded any decoration, medal, ribbon, or other device authorized by Congress or pursuant to federal law for the Armed Forces. Defines "tangible benefit or personal gain" to include: (1) a benefit relating to military service provided by the federal government or a state or local government, (2) employment or professional advancement, (3) financial remuneration, (4) an effect on the outcome of a criminal or civil court proceeding, and (5) an impact on one's personal credibility in a political campaign. Repeals provisions providing for enhanced penalties for offenses involving a Congressional Medal of Honor, a distinguished-service cross, a Navy cross, an Air Force cross, a silver star, or a Purple Heart.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2012 or DISCLOSE Act of 2012 - Amends the Federal Election Campaign Act of 1971 (FECA) to redefine the term "independent expenditure" as an expenditure by a person that, when taken as a whole, expressly advocates the election or defeat of a clearly identified candidate, or is the functional equivalent of express advocacy because it can be interpreted by a reasonable person only as advocating the election or defeat of a candidate, taking into account whether the communication involved mentions a candidacy, a political party, or a challenger to a candidate, or takes a position on a candidate's character, qualifications, or fitness for office. Expands the period during which certain communications are treated as electioneering communications. Prescribes disclosure requirements for corporations, labor organizations, and certain other entities, including a political committee with an account established for the purpose of accepting donations or contributions that do not comply with the contribution limits or source prohibitions under FECA (but only with respect to such accounts). Repeals the prohibition against political contributions by individuals age 17 or younger.

Declares that the Senate should observe a minute of silence to commemorate the 40th anniversary of the 1972 Munich Olympics terrorist attack and remember those who lost their lives. Urges the International Olympic Committee to: (1) take the opportunity afforded by that anniversary to remind the world that the Olympics were established to send a message of hope and peace through sport and athletic competition, and (2) recognize those who lost their lives at the 1972 Munich Olympics with a minute of silence at the 2012 Olympics Opening Ceremony in an effort to reject and repudiate terrorism as antithetical to the Olympic goal of peaceful competition.

Intercountry Adoption Universal Accreditation Act of 2012 - Applies universal intercountry adoption accreditation standards under the Intercountry Adoption Act of 2000, and related regulations, to the same extent as they apply to the offering or provision of adoption services in connection with an adoption under the Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption, to any person offering or providing adoption services in connection with a foreign orphan under age 16 adopted or to be adopted by a U.S. citizen. Gives the Secretary of State, the Secretary of Homeland Security (DHS), the Attorney General, and the accrediting entities the duties, responsibilities, and authorities under the Intercountry Adoption Act of 2000 and related regulations with respect to a person offering or providing such adoption services, regardless of whether such services are offered or provided in connection with a Convention adoption. Amends the Intercountry Adoption Act of 2000 to repeal the prohibition against, and so make available, collected fees to accrediting entities.

Protecting Adoption and Promoting Responsible Fatherhood Act of 2012 - Amends part B (Child and Family Services) of title IV of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to establish and maintain an automated National Responsible Father Registry. Requires the Registry to: (1) contain specified kinds of information sufficient to identify a possible father, and (2) provide a mechanism for men to register such identifying information directly with the Registry. Limits access to Registry information to eligible parties, including: (1) public and licensed private adoption or child placement agencies, (2) licensed attorneys representing a party in a planned or pending adoption or in the termination of rights of one or more possible fathers, (3) state agencies or entities responsible for the placement of children, and (4) state courts. Directs the Secretary to establish a nationwide campaign designed to inform possible fathers, unwed mothers, possible adoptive parents, and eligible parties of the National Registry, the advantages of possible fathers registering either in the National Registry or State Responsible Father Registries, or both, the rights and responsibilities of such parties with regard to a proceeding, and the role of such Registries in a proceeding. Directs the Secretary to use all reasonable efforts to encourage states to enter into agreements to establish automated State Responsible Father Registries and centers that make registration forms easily accessible to possible fathers. Authorizes the Secretary to make a grant to a state to establish a State Registry or modify an existing one to meet the requirements of this Act.
