Senator Paul Simon Study Abroad Foundation Act of 2007 - Establishes in the executive branch the Senator Paul Simon Study Abroad Foundation to carry out this Act under the authorities of the Mutual Educational and Cultural Exchange Act of 1961. Requires the Foundation to award grants, increasingly for study in nontraditional study abroad destinations, to: (1) U.S. students; (2) nongovernmental institutions that provide and promote study abroad opportunities for U.S. students, in consortium with institutions of higher education (IHEs); and (3) IHEs, individually or in consortium.

Save Our Small and Seasonal Businesses Act of 2007 - Amends the Immigration and Nationality Act to extend through October 1, 2012, the annual cap exemption for returning H-2B aliens (temporary nonagricultural worker).

Catastrophic Disaster Recovery Enhancement Act of 2007 - Amends the Small Business Act to authorize the Administrator of the Small Business Administration (SBA), in providing SBA disaster relief assistance, to waive the prohibition on the duplication of benefits, including whether damage or destruction has been compensated for, credit is available from, or funds have been made available from any other source. Applies such amendment to any SBA assistance provided on or after August 29, 2005 (thereby ensuring applicability and retroactivity for victims of Hurricanes Katrina, Rita, and Wilma).

Belated Thank You to the Merchant Mariners of World War II Act of 2007 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts from taxation benefits paid under this Act.

Iran Counter-Proliferation Act of 2007 - Amends the Iran Sanctions Act of 1996 to expand the definitions of "petroleum resources" and "person." Expresses the sense of Congress concerning certain sanctions against Iran. Subjects Russia to specified nuclear energy cooperation prohibitions unless the President certifies to Congress that: (1) Russia has suspended all nuclear assistance and transfers of advanced conventional weapons and missiles to Iran; or (2) Iran has verifiably dismantled all nuclear enrichment-related and reprocessing-related programs. Subjects Iran to specified economic sanctions unless the President certifies to Congress that Iran has verifiably dismantled all nuclear enrichment-related and reprocessing-related programs. Subjects, with respect to prohibited transactions with Iran, a parent company to penalties for violations committed by certain subsidiaries outside the United States that would be subject to prohibitions if committed inside the United States or by a U.S. person. Amends the Internal Revenue Code to eliminate specified geological and geophysical expense amortization benefits if petroleum-related sanctions are imposed under the Iran Sanctions Act of 1996 on any member of an expanded affiliated group whose common parent is a foreign corporation. Revises the definition of "affiliated group." Directs the President to reduce annual U.S. contributions to the International Bank for Reconstruction and Development (World Bank) based upon Bank amounts provided to entities and projects in Iran. Authorizes appropriations for the Department of the Treasury's Office of Terrorism and Financial Intelligence. Requires the Director of National Intelligence to submit to Congress an updated National Intelligence Estimate on Iran. Authorizes the President to: (1) carry out exchange programs with the people of Iran; and (2) make voluntary grant-based contributions to the International Atomic Energy Agency (IAEA) for the establishment of an international nuclear fuel bank to maintain a reserve of low-enriched uranium in case of a disruption in the supply of reactor fuel by normal market mechanisms. Sets forth specified Iran investment-related reporting requirements.

Department of Energy Carbon Capture and Storage Research, Development, and Demonstration Act of 2007 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to: (1) carry out fundamental science and engineering research to develop and document new approaches to capture and store carbon dioxide; (2) ensure that fundamental research is appropriately applied to energy technology development activities and the field testing of carbon sequestration activities; (3) promote regional carbon sequestration partnerships to conduct geologic sequestration tests involving carbon dioxide in a variety of geological settings; and (4) conduct at least seven initial large-volume sequestration tests for geological containment of carbon dioxide. Directs the Secretary, in making competitive awards, to give preference to proposals from partnerships among industrial, academic, and government entities.

Public Service Academy Act of 2007 - Establishes in the Department of Homeland Security a U.S. Public Service Academy for the instruction in and preparation for public service of selected individuals. Sets forth provisions relating to: (1) key personnel positions and faculty and departments; (2) student qualifications and requirements for admission; (3) procedures for the appointment of students to the Academy by Members of Congress and the President; (4) curriculum standards; and (5) study abroad requirements. Requires each Academy student to sign an agreement with respect to length of public service. Imposes tuition and cost repayment requirements for Academy students who fail to graduate or accept or complete assigned public service. Establishes a Board of Visitors to inquire into the efficiency and effectiveness of the operations of the Academy. Requires the tuition of each Academy student to be fully subsidized. Provides for public (80%) and private funding for the Academy.

Railroad Competition and Service Improvement Act of 2007 - Sets forth Surface Transportation Board directives calling for effective competition among rail carriers and reliable rail transportation service for rail customers. Requires a rail carrier, upon shipper request, to establish rates for transportation and provide requested service between any two points on the carrier's system. Prohibits the Board from issuing a certificate authorizing construction and operation of railroad lines, short line purchases by Class II and Class III rail carriers, or consolidation, merger, and acquisition of control of rail carriers, or exempt from such certificate requirements any person, transaction, or service with respect to such activity, if the activity involves a transfer of interest in a line of railroad, from a Class I rail carrier to a Class II or III rail carrier, and the activity would: (1) restrict the ability of the Class II or Class III rail carrier to interchange traffic with other rail carriers; (2) restrict competition of rail carriers in the region affected by the activity in a manner that would violate U.S. antitrust laws; or (3) require higher per car interchange rates for Class II or Class III rail carriers to interchange traffic with other rail carriers. Prescribes procedures for Board review of any activity alleged to have resulted in a restriction of competition. Makes mandatory (currently, discretionary) entry by rail carriers into reciprocal switching agreements where the Board finds it is practicable and in the public interest, or where such agreements are necessary to provide competitive rail service. Requires the Board to designate any state or substantial part of a state as an area of inadequate rail competition after making certain findings. Requires the Board to post rail service complaints on its website. Sets forth time limits for the Board to act on complaints filed alleging unlawfulness of a new or revised rail rate, rule, or practice. Establishes the Office of Rail Customer Advocacy. Grants rail customers access to a Board process for determining rail rate reasonableness in railroad market dominance cases. Requires submission to arbitration of certain rail rate, service, and other disputes. Authorizes the Board to investigate rail carrier violations on its own initiative (under current law, the Board is authorized to investigate only on complaint). Requires the Board (currently, discretionary) to initiate an investigation upon receiving a complaint alleging rail carrier violations.

Coastal and Ocean Observation System Act of 2007 - Directs the President, acting through the National Ocean Research Leadership Council, to establish and maintain an integrated system for the timely detection and prediction of changes occurring in the ocean and coastal environment that impact the nation's social, economic, and ecological systems. Makes the National Oceanic and Atmospheric Administration (NOAA) the lead federal agency for system implementation and administration, requiring it to establish an Integrated Ocean Observing Program Office. Requires the Council to establish in NOAA an interagency program office. Requires establishment of a process for the certification of regional associations to be responsible for the development and operation of regional coastal and ocean observing systems. Requires NOAA to formulate a process by which funding is made available for intramural and extramural research on new technologies for collecting data on U.S. coastal and ocean waters. Authorizes departments and agencies represented on the Council to participate in interagency financing and to share funds appropriated to any Council member.

Directs the Administrator of the Federal Emergency Management Agency (FEMA) to provide funds under the Robert T. Stafford Disaster Relief and Emergency Assistance Act to a state or local government to replace a public facility that was damaged as a result of Hurricane Katrina or Hurricane Rita if: (1) the extent of the damage would require the replacement of that facility based on a cost estimate provided by FEMA; (2) that government acquired real property for such replacement based on reasonable reliance on that estimate; and (3) such funds would otherwise be available to that government for that facility in accordance with such Act.

Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or would be entitled to such pay except for being under 60 years of age. Prohibits recoupment by the Secretary of Defense of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member. Changes to October 1, 2007 (previously October 1, 2008) the effective date for paid-up coverage provisions under the SBP and the Retired Serviceman's Family Protection Plan.

National Hurricane Research Initiative Act of 2007 - Requires the Under Secretary for Oceans and Atmosphere of the Department of Commerce and the Director of the National Science Foundation (NSF) to establish a National Hurricane Research Initiative and to cooperate with other specified federal agencies to carry it out. Requires such Initiative to set research objectives (based on a National Science Board report on the need for such Initiative) to: (1) make recommendations to the Board; (2) assemble the expertise of U.S. science and engineering capabilities through a multi-agency effort focused on infrastructure, the natural environment, and improving understanding of hurricane prediction, intensity, and mitigation on coastal populations; and (3) make grants for hurricane research, including regarding hurricane dynamics, modification, and observation, air-sea interaction, relationships between hurricanes and climate, predicting flooding and storm surge, coastal infrastructure, building construction, emergency communication networks, information utilization by public officials, and sharing computational capability. Directs the White House Office of Science and Technology Policy, through the National Science and Technology Council, to coordinate U.S. activities related to the Initiative as a formal program with a well-defined organizational structure and execution plan. Directs the Under Secretary and the Director to: (1) establish a National Infrastructure Database to catalog infrastructure, provide information to improve information public policy related to hurricanes, and provide data to improve researchers' abilities to measure hurricane impacts in order to improve building codes and urban planning; and (2) develop a National Hurricane Research Model to conduct integrative research and facilitate the transfer of research knowledge to operational applications.

Seniors Mental Health Access Improvement Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage under Medicare part B (Supplementary Medical Insurance) of marriage and family therapist services and mental health counselor services generally, and particularly such services provided in rural health clinics and in hospice programs. Amends Medicare part C (Miscellaneous) to exclude such services from the skilled nursing facility prospective payment system. Authorizes marriage and family therapists to develop discharge plans for post-hospital services.

Medicare Patient Access to Physical Therapists Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize qualified physical therapists to provide services for Medicare beneficiaries without the requirement of a physician referral. Provides for treatment of outpatient speech-language pathology services separately from outpatient physical therapy services.

Conquer Childhood Cancer Act of 2007 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), acting through the National Cancer Institute, to establish special programs of research excellence in the area of pediatric cancers. Requires the Secretary of Health and Human Services to develop a grant mechanism for the establishment of Research Fellowships in Pediatric Cancer to support adequate numbers of pediatric focused clinical and translational investigators. Requires the Director to award a grant for the operation of a population-based national childhood cancer database, the Childhood Cancer Research Network. Requires the Secretary to award grants to recognized childhood cancer professional and advocacy organizations to raise public awareness of currently available information, treatment, and research with intent to ensure access to best available therapies for pediatric cancers.

Alzheimer's Breakthrough Act of 2007 - Authorizes appropriations to the National Institutes of Health (NIH) for conducting and supporting research on Alzheimer's disease in FY2008-FY2012. Amends the Public Health Service Act to extend through FY2012 programs for research on the aging process regarding women, the clinical research and training awards, and demonstration projects relating to Alzheimer's disese. Requires the Director of the National Institute on Aging to: (1) give priority to projects for conducting and supporting Alzheimer's disease research; (2) increase the emphasis on the need to conduct Alzheimer's disease prevention trials within NIH; (3) ensure that Alzheimer's disease is maintained as a high priority for the existing neuroscience initiative; (4) conduct and support cooperative clinical research regarding Alzheimer's disease; and (5) make grants for research related to the early detection, diagnosis, and prevention of Alzheimer's disease, the relationship of vascular disease and Alzheimer's disease, and Alzheimer's disease services and caregiving. Directs the Secretary of Health and Human Services to: (1) convene a summit of researchers and other industry representatives on Alzheimer's disease; (2) make grants for public education programs on risk factors associated with cognitive health, Alzheimer's disease, and other dementias; and (3) make grants to community organizations to establish and operate Alzheimer's call centers to provide 24-hour information on Alzheimer's disease.

Coming Together for National Guard and Reserve Families Act of 2007 - Directs the Secretary of Defense to enhance and improve Department of Defense (DOD) programs to provide family support for families of members of the National Guard and Reserve undergoing deployment (members). Requires such support to include post-deployment assistance for spouses and parents of returning members. Directs the Secretary to: (1) conduct a pilot program of family-to-family support for families of such members; and (2) contract for support services for children, infants, and toddlers of such members. Directs the Secretary and the Secretary of Veterans Affairs to jointly expand and enhance access to mental health services for families of members who are disabled during military service. Requires a report from the Comptroller General to Congress on barriers to access to mental health services through TRICARE (a DOD managed health care program), including the number of providers under TRICARE that are located more than 40 miles from a military installation.

Alzheimer's Family Assistance Act of 20007 - Amends the Internal Revenue Code to: (1) allow a phased-in tax credit ($1,000 in 2007 increasing by $500 each year until allowing $3,000 in 2011) for family caregivers of spouses and dependents who have long-term care needs; (2) allow a tax deduction for long-term care insurance premiums; and (3) apply certain consumer protection standards to long-term care insurance contracts.

Short Line Railroad Investment Act of 2007 - Amends the Internal Revenue Code to: (1) increase the allowable amount of the railroad track maintenance tax credit; (2) extend such credit through 2010; and (3) allow such credit against alternative minimum tax liabilities.

Savings for Working Families Act of 2007 - Allows certain low-income individuals between age 18 and 61 to establish tax-exempt individual development accounts (IDAs) to pay for certain qualified expenses, including education expenses, first-time homebuyer costs, and business capitalization or expansion costs. Sets forth rules for the establishment, maintenance, and termination of IDAs. Permits tax-free withdrawals from IDAs for qualified expenses, but requires IDA beneficiaries to complete one or more financial education courses prior to making an IDA withdrawal. Allows certain financial institutions, tax-exempt organizations, and Indian tribes to sponsor and administer IDAs. Amends the Internal Revenue Code to allow such entities a business-related tax credit for the cost of administering IDAs and for making matching contributions to IDAs in parallel accounts. Provides that IDA amounts shall be disregarded for purposes of determining eligibility for assistance under certain means-tested federal programs.

Emergency and Disaster Assistance Fraud Penalty Enhancement Act of 2007 - Amends the federal criminal code to: (1) set forth criminal penalties for fraud in the provision of benefits or the procurement of property or services in connection with a major disaster or emergency declared under the Robert T. Stafford Disaster Relief and Emergency Assistance Act; and (2) increase criminal penalties for engaging in wire, radio, television, or mail fraud during and in relation to a presidentially declared major disaster or emergency. Directs the U. S. Sentencing Commission to promulgate or amend sentencing guidelines to provide for increased penalties for persons convicted of fraud or theft offenses in connection with a declared emergency or major disaster.

Openness Promotes Effectiveness in our National Government Act of 2007 or the OPEN Government Act of 2007 - Amends Freedom of Information Act (FOIA) provisions to prohibit a federal agency from denying a requester status as a news media representative for purposes of determining FOIA request processing fees solely on the absence of institutional association. Requires an agency to consider the requester's prior publication history or stated intent to distribute information to a reasonably broad audience. Provides that, for purposes of recovery of attorney fees and other litigation costs under FOIA, a complainant has substantially prevailed if the complainant has obtained relief through either: (1) a judicial order, an administrative action, or an enforceable written agreement or consent decree; or (2) a voluntary or unilateral change in position by the opposing party where the complainant's claim or defense was not frivolous. Directs the Attorney General to notify the Special Counsel of and report to Congress on civil actions taken for arbitrary and capricious rejections of requests for agency records. Prohibits the tolling of the time limit within which agencies determine whether to comply with a request for records without the consent of the party filing the request. Requires agencies to establish a system to assign an individual tracking number for FOIA requests and a telephone line or Internet service to provide information on the status of a request. Requires specific statutory citations for FOIA disclosure exemptions. Revises certain agency reporting requirements relating to FOIA requests. Establishes the Office of Government Information Services within the Administrative Conference of the United States to review, audit, and recommend policy changes to agency FOIA policies and procedures. Requires the: (1) Comptroller General to annually report on implementation of provisions for the protection of voluntarily shared critical infrastructure information; and (2) Office of Personnel Management to report on personnel policies related to FOIA.

United States-Israel Energy Cooperation Act - Instructs the Secretary of Energy to establish a grant program for a joint venture comprising both Israeli and U.S. private business entities, or both Israeli academic persons (who reside and work in Israel) and U.S. academic persons, to engage in research, development, or commercialization of alternative energy, improved energy efficiency, or renewable energy sources. Requires the Secretary, in operating the grant program, to consult with either the Israel-United States Binational Industrial Research and Development Foundation (BIRD) or the United States-Israel Binational Science Foundation (BSF). Establishes in the Treasury as a revolving fund the Energy Research and Development Activities Fund. Establishes in the Department of Energy an International Energy Advisory Board to advise the Secretary on the grant program.

Unaccompanied Alien Child Protection Act of 2007 - Addresses the care and custody of unaccompanied alien children (children), defined as children under the age of 18 with no lawful immigration status and no parent or legal guardian in the United States who is available to provide care and physical custody. Directs immigration officers who find such children at U.S. land borders or ports of entry to permit them to withdraw their applications for admission and return to their country of nationality or last habitual residence. States that such children shall have the right to consult with a consular officer prior to repatriation and with the Office of Refugee Resettlement (the Office) at the Department of Health and Human Services (HHS). Gives the Office jurisdiction over the care and custody of all unaccompanied alien children except: (1) the Department of Justice (DOJ) shall have responsibility for those imprisoned for a federal crime or in DOJ custody pending prosecution; and (2) the Department of Homeland Security (DHS) shall have responsibility for those who threaten national security. Requires federal departments or agencies to transfer such children in their custody to the Office. Specifies the order of preference for placing released children, including custody rights of parents and legal guardians. Requires the Office to protect such children from smugglers and traffickers. Prohibits the placement of such children in adult detention facilities or in facilities housing delinquent children unless they exhibit violent or criminal behavior. Specifies the preference order for such children's placement. Requires the Office and and DHS to: (1) promulgate detention standards; and (2) develop procedures to prohibit the unreasonable use of restraints, solitary confinement, or pat or strip searches. Expresses the sense of Congress that the U.S. government should ensure that it does not repatriate children into settings that would threaten their life and safety. Requires the Office to develop procedures for determining the age of aliens in DHS or Office custody. Authorizes the Director of the Office to appoint qualified and duly trained child advocates for such children. Requires the Director to: (1) provide professional training for such child advocates; and (2) implement a pilot program for their appointment. States that the Director should ensure that such children in Office or DHS custody, except those being repatriated to a contiguous country, have immigration counsel. Requires the Executive Office for Immigration Review (EOIR) to develop and implement model guidelines for the legal representation of alien children in immigration proceedings. Bars such children in Office custody from consenting to immigration actions, including voluntary departure, unless first afforded an opportunity to consult with counsel. Makes such child advocate and counsel provisions applicable to all such children in federal custody on, before, or after the effective date of this Act. Amends the Immigration and Nationality Act to revise special immigrant juvenile visa provisions. Requires an alien to be 18 years or younger and present in the United States on the date of visa application. (Provides a transition rule for aliens who applied for such visa before enactment of this Act and were between the ages of 19-21 at the time of application.) Authorizes waiver of certain grounds of inadmissibility. Commends the Immigration and Naturalization Service (INS) for its issuance of the 1998 Guidelines for Children's Asylum Claims and encourages implementation of such guidelines by INS and its successor. Calls upon EOIR to adopt such guidelines in its handling of children's asylum claims. Requires such children apprehended by DHS, except those subject to contiguous country rules, to be placed in removal proceedings. Exempts such children from certain bars to asylum. Amends the Homeland Security Act of 2002 (HSA) to make the Director responsible for: (1) placement suitability assessments for such children; and (2) ensuring that minimum standards of care are met for residential alternatives to detention. States that the amendments to HSA made by this Act shall be effective as if enacted as part of HSA.

Alice Paul Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.

Revitalizing New Orleans by Attracting America's Leaders Act of 2007 or the RENEWAAL Act of 2007 - Directs the Secretary of Education to award grants to Louisiana, Mississippi, and Alabama for their use in providing competitive subgrants to local educational agencies (LEAs) that serve areas in which a major disaster was declared due to Hurricane Katrina or Rita. Gives priority to LEAs having the highest percentage of schools with teacher-student ratios of at least 25 to 1 or closed due to the hurricanes. Requires each LEA subgrantee to use the funds to: (1) provide annual bonuses to teachers and school leaders for three consecutive school years, with larger bonuses for personnel who teach a subject for which there is a teacher shortage, return after being displaced by the hurricanes, or have a history of boosting student achievement; (2) provide educators with specified relocation and housing payments; (3) partner with nonprofit organizations that recruit and retain outstanding teachers and school leaders who commit to serve in underserved schools; and (4) enhance the abilities of principals and teachers, providing the latter with paid leave to hone their skills. Requires each state grantee to develop a multiple measures of success teacher rating system. Directs the Secretary, subject to the availability of appropriations, to cover the losses and fund the recovery initiatives of postsecondary educational institutions whose campuses were closed or relocated, enrollments have sagged, and revenues continue to decline due to such hurricanes. Requires the Secretary to forgive the loans made to students under parts B (Federal Family Education Loan Program) and D (William D. Ford Federal Direct Loan Program) of the Higher Education Act of 1965 who begin employment or return as full-time teachers at public or private elementary or secondary schools in areas affected by such hurricanes.

Agricultural Protection and Prosperity Act of 2007 - Amends the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA) to: (1) include the definition of "manure"; and (2) exclude manure from the meaning of "hazardous substance" or "pollutant or contaminant" under that Act. Provides that such exclusion shall not: (1) impose liability under the Emergency Planning and Community Right-To-Know Act of 1986 with respect to manure; (2) affect any provision of the Air Quality Agreement entered into between the Administrator and operators of animal feeding operations; or (3) affect the applicability of any other environmental law as it relates to the definition of manure or the responsibilities or liabilities of any person regarding the treatment, storage, or disposal of manure. Amends the Superfund Amendments and Reauthorization Act of 1986 to exempt releases associated with manure (as defined under CERCLA) from the emergency notification requirements under that Act.

Deems $1.2 billion of unexpended amounts, previously made available to the Louisiana Recovery Authority (LRA) under the Hazard Mitigation Grants program of the Federal Emergency Management Agency (FEMA), to have been made available to the LRA pursuant to specified terms and approved by the Secretary of Housing and Urban Development for use under the Road Home Program.

United States Policy in Iraq Resolution of 2007 - Directs the President to begin the phased redeployment of U.S. forces from Iraq within 120 days of enactment of this joint resolution with the goal of redeploying by March 31, 2008, all U.S. combat forces from Iraq, except for a limited number essential for protecting U.S. and coalition personnel and infrastructure, training and equipping Iraqi forces, and conducting targeted counter-terrorism operations. Requires the President to transition the U.S. forces' mission in Iraq promptly to such purposes. States that such redeployment shall be implemented as part of a diplomatic, political, and economic strategy that includes sustained engagement with Iraq's neighbors and the international community in order to bring stability to Iraq. Directs the President, not later than 60 days after enactment of this Act and every 90 days thereafter, to report to Congress on the progress made in such mission transition and force redeployment.

Star-Spangled Banner and War of 1812 Bicentennial Commission Act - Establishes the Star-Spangled Banner and War of 1812 Bicentennial Commission to encourage, plan, develop, coordinate, and execute programs, observances, and activities commemorating the historic events that preceded and are associated with the War of 1812. Requires the Commission to prepare a strategic plan and annual performance plans for any activity carried out by the Commission under this Act. Terminates the Commission on December 31, 2015.

Child Support Protection Act of 2007 - Amends the Deficit Reduction Act of 2005 to repeal a provision that prohibited federal matching funds to a state for expenditures from federal amounts paid to the state for child support and establishment of paternity to carry out an agreement for services of the Federal Parent Locator Service.

Jean Lafitte National Historical Park and Preserve Boundary Adjustment Act of 2007 - Amends the National Parks and Recreation Act of 1978 to adjust the boundary of the the Barataria Preserve Unit of the Jean Lafitte National Historical Park and Preserve in Louisiana and to acquire land necessary for the adjustment by transfer or exchange from a federal agency or, from a land owner, by donation or purchase (but only with an owner's consent). Subjects any acquired or transferred land in the area to any easements that have been agreed to by the Secretary and the Secretary of the Army in order to ensure adequate hurricane protection of the communities located in the area. Revises provisions concerning hunting, fishing, and trapping.

Amends the Internal Revenue Code to permit: (1) federal civilian and military retirees to pay Federal Employees Health Benefits Program (FEHBP) and TRICARE supplemental premiums on a pretax basis (i.e., exclude premiums from gross income); and (2) a tax deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums or enrollment fees. Directs the Director of the Office of Personnel Management (OPM) and the Secretary of Defense to ensure that the option of paying FEHBP and TRICARE supplemental premiums on a pretax basis is available to federal civilian and military retirees for the first open enrollment period beginning not less than 90 days after the enactment of this Act.

Child Nutrition Promotion and School Lunch Protection Act of 2007 - Amends the Child Nutrition Act of 1966 to require the Secretary of Agriculture to revise the definition of "food of minimal nutritional value," the sale of which in areas where school meals are sold or eaten is prohibited as a condition for federal funding of school lunch and breakfast programs. Applies such definition (and prohibition) to all food sold outside such programs anywhere on school campuses at any time of the day, with the possible limited exemption of food sold at school fundraisers. Requires the Secretary, when revising such definition, to consider the recommendations of authoritative scientific organizations and evidence concerning the relationship between diet and health.

Authorizes appropriations for FY2008-FY2013 for the Department of Defense (DOD) for the Army and Air National Guards for equipment reset (resupply) requirements, and to otherwise remedy other equipment shortfalls in order to bring the Army and Air National Guards to full equipment readiness. Requires a report from the Secretary to Congress on the capability of the U.S. defense industrial base to produce the necessary equipment.

America COMPETES Act or America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science Act - American Innovation and Competitiveness Act - Directs the President to: (1) convene a National Science and Technology Summit; (2) establish a President's Council on Innovation and Competitiveness; and (3) establish the Innovation Acceleration Research Program. Directs the Administrator of the National Aeronautics and Space Administration (NASA) to: (1) establish an Aeronautics Institute for Research; (2) coordinate basic and fundamental research activities related to physical sciences, technology, engineering, and mathematics; and (3) establish a Basic Research Executive Council. Authorizes appropriations for the National Institute of Standards and Technology (NIST) for the Hollings Manufacturing Extension Partnership Program. Requires the NIST Director to: (1) establish the Standards and Technology Acceleration Research Program; and (2) reestablish the Experimental Program to Stimulate Competitive Technology. Requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to: (1) establish a program of ocean and atmospheric research and development; and (2) develop an ocean, coastal, and atmospheric science education plan. Protecting America's Competitive Edge Through Energy Act or PACE-Energy Act - Directs the Secretary of Energy to: (1) appoint a Department of Energy (DOE) Director of Mathematics, Science, and Engineering Education, and establish a Mathematics, Science, and Engineering Education Fund; (2) award grants for establishing specialty schools for mathematics and science; (3) establish a national laboratories summer internship program for middle and secondary school students; (4) establish Centers of Excellence in Mathematics and Science at schools in regions of national laboratories; (5) establish or expand programs to strengthen mathematics and science teaching skills of public school teachers; (6) establish a program to expand and enhance higher education nuclear science educational capabilities; (7) award grants to outstanding DOE early-career researchers; and (8) establish a program to support the appointment of distinguished scientists by institutions of higher education and national laboratories. Establishes the Advanced Research Projects Authority-Energy. Authorizes the Secretary of Education to award grants to: (1) develop and implement programs to provide courses of study in mathematics, science, engineering, or critical foreign languages with concurrent teacher certification or to enhance teacher knowledge and teaching skills; (2) increase the number of teachers and students teaching or enrolled in advanced placement or international baccalaureate courses in mathematics, science, or critical foreign languages; (3) help low-income students performing below grade level in mathematics; (4) establish programs of study in critical foreign languages; (5) promote content knowledge requirements for secondary school graduation and establish or improve a statewide P-16 education data system. Requires the Director of the National Science Foundation (NSF) to: (1) expand the Graduate Research Fellowship Program and the Integrative Graduate Education and Research Traineeship Program; (2) establish a clearinghouse and pilot programs relating to the creation or improvement of professional science master's degree programs; (4) establish a program to provide mentors for women interested in careers in science, technology, engineering, and mathematics; and (5) establish a program of basic research in advanced information and communications technologies.

Recognizes and honors the women in the United States and in other countries who have fought and continue to struggle for gender equality and women's rights. Reaffirms the Senate's commitment to ending discrimination and violence against women and girls and to pursuing policies that guarantee the basic rights of women and girls in the United States and in other countries. Urges the President to reaffirm his commitment to pursue policies to protect the health and rights of women and girls.

Veterinary Public Health Workforce Expansion Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to award grants to veterinary schools or institutions offering training for veterinarians to improve public health preparedness through increasing the number of veterinarians in the workforce. Requires the Secretary to give preference to applicants that demonstrate a comprehensive approach by involving more than one such school or institution.

Small Business International Trade Enhancements Act of 2007 - Amends the Small Business Act to establish an Associate Administrator for International Trade as the head of the Office of International Trade of the Small Business Administration (SBA), who shall be responsible for international trade policy. Grants the SBA Administrator the authority to appoint additional Associate Administrators. Requires United States Export Assistance Centers (export centers/one-stop shops) to aid the Office in maintaining a trade distribution network for trade promotion and trade assistance for small businesses. Requires the Office to establish annual goals to enhance the export capabilities of small businesses and small manufacturers to compete against foreign entities. Directs the Office, in order to provide small businesses access to certain export financing programs, to appoint at least one trade financial specialist within the SBA to oversee international loan programs and assist SBA employees with trade finance issues. Directs the SBA Administrator to ensure that the number of full-time equivalent Office employees assigned to one-stop shops for U.S. exporters is at least the number that were assigned on January 1, 2003. Increases: (1) the total outstanding amount of an international trade loan guaranteed by the SBA under the Export Working Capital Program; (2) the maximum amount of an international trade loan; and (3) the maximum amount available for export working capital, supplies, or financing. Allows such loan to be secured by a second lien position on the property or equipment financed by the loan or on other assets of the small business concern. (Currently, a first lien position or first mortgage on the property, equipment, or other business assets is required.)
