Small Business Hurricane Relief and Reconstruction Act of 2005 - Amends the Small Business Act to authorize the Administrator of the Small Business Administration (SBA) to make loans of up to $10 million aggregate to a nonprofit organization located or operating in a disaster area (as designated by the President as a result of Hurricane Katrina or Rita) or providing services to persons who have evacuated from a disaster area. Defers disaster loan payments to the later of one year after the date of enactment of this Act or one year from the date of issuance of the loan (but allows the Administrator to extend such deferral until two years after either date). Authorizes the refinancing of any loan or business debt related to such disasters that was outstanding on August 24, 2005. Authorizes the Administrator to make loans to small businesses or cooperatives that demonstrate a direct adverse economic impact caused by either Hurricane Katrina or Rita. Authorizes the Administrator to make loans to small businesses that have or are likely to suffer substantial economic injury on or after August 24, 2005, as the result of a significant increase in the price of heating oil, natural gas, propane, or kerosene. Amends the Consolidated Farm and Rural Development Act to authorize such loans for farms that are also a small business and that suffer substantial economic injury after such date as the result of a significant increase in energy or input costs. Authorizes the Administrator to: (1) make supplemental emergency loans to small businesses located anywhere in the United States that are directly adversely affected by Hurricane Katrina or Rita; and (2) guarantee timely payment on any debentures issued by small business development companies after Hurricane Katrina or Rita. Increases authorized funding for small business loan programs. Authorizes appropriations to the Secretary of Commerce for grants to state government agencies in Louisiana, Alabama, Mississippi, Texas, and Florida, for relief from damages caused by Hurricane Katrina or Rita. Authorizes appropriations to the SBA for specified small business development and counseling activities. Directs or authorizes the Administrator, with respect to small businesses affected by Hurricane Katrina or Rita, to: (1) establish a contracting outreach and technical assistance program; (2) provide performance bonding; and (3) increase the goal of participation in federal prime contracts and subcontracts.

Community Partnership to End Homelessness Act of 2005 - Amends the McKinney-Vento Homeless Assistance Act (the Act) to state as the mission of the United States Interagency Council on Homelessness to develop and coordinate the implementation of a national strategy to prevent and end homelessness while maximizing federal government contributions toward such end. Adds to the membership of such Council the Commissioner of Social Security, the U.S. Attorney General, and the Director of the Office of Management and Budget (OMB). Directs the Council to develop and submit to the President and Congress a national strategic plan to end homelessness. Requires a collaborative applicant (a representative community homeless assistance planning body) to be established for a geographic area to lead a collaborative planning process to design and evaluate programs, policies, and practices to prevent and end homelessness. Requires: (1) the Secretary of Housing and Urban Development to make technical assistance available to collaborative applicants and other homelessness prevention project sponsors; (2) an annual performance report from collaborative applicants to the Secretary; and (3) secretarial monitoring of collaborative applicants. Directs the Secretary to make grants to: (1) state and local governments for assistance in providing specified homelessness services and activities; and (2) collaborative applicants to carry out homeless assistance and prevention projects. Includes within the latter grants incentives to promote the creation of new permanent housing through either construction or acquisition and rehabilitation. Directs the Secretary to promote: (1) permanent housing development activities for homeless individuals with disabilities, homeless families that include a disabled individual, and non-disabled homeless families; and (2) certain homelessness prevention activities. Earmarks funds under the Act for renewing expiring contracts for permanent housing within the Homeless Assistance Grants Account.

Timber Tax Act of 2005 - Amends the Internal Revenue Code to allow a tax deduction (available to taxpayers whether or not they itemize deductions) for up to 60% of gains from certain sales or exchanges of timber.

CARE Act of 2005 - Amends Internal Revenue Code provisions relating to charitable giving, including to: (1) allow nonitemizing taxpayers to claim a tax deduction for charitable contributions; (2) permit tax-free distributions from individual retirement accounts for charitable purposes; (3) expand the tax deductions for charitable contributions of food and book inventories; (4) allow an increased tax deduction for charitable contributions of literary, musical, artistic, and scholarly compositions; and (5) exclude from gross income reimbursements to volunteers for the charitable use of an automobile. Revises various disclosure and oversight requirements relating to tax-exempt organizations. Restores and increases funding for the Social Services Block Grant Program. Savings for Working Families Act of 2005 - Allows certain low income individuals to establish individual development accounts (IDAs) to accumulate assets for homeownership, education, business startup, and other purposes. Allows an investment tax credit for contributions to an IDA. Authorizes the Secretary of Health and Human Services, the Corporation for National and Community Service, the U.S. Attorney General, and the Secretary of Housing and Urban Development to award grants to, and enter into cooperative agreements with, nongovernmental organizations to assist nonprofit community-based organizations in delivering social services. Requires the Secretary of Health and Human Services to contract for an evaluation of maternity group homes under the Runaway and Homeless Youth Act.

Authorizes the Secretary of Transportation to make airport development project grants from unobligated apportioned airport improvement funds for FY2005 and FY2006 for emergency capital and operating costs of repairing or replacing public use facilities damaged by Hurricane Katrina or Hurricane Rita which are incurred by a public use airport in Louisiana, Mississippi, Alabama, or Texas listed in the Federal Aviation Administration's National Plan of Integrated Airport Systems. Authorizes the Secretary to waive any applicable grant limitation or requirement if the Secretary determines that it is necessary to respond to the urgent needs of the region damaged by the hurricanes. Sets the federal share of project costs at 100%.

Provides for the continued education of students affected by Hurricane Katrina. Authorizes the Secretary of Homeland Security to transfer funds from the Federal Emergency Management Agency (FEMA) Disaster Relief Fund for Hurricane Katrina to the Department of Education, upon the Secretary of Education's request, to assist educational agencies serving such students in paying for costs of personnel, operations, and materials and equipment. Requires the Secretary of Education to: (1) determine an immediate need for such assistance before requesting such a funds transfer; and (2) obligate certain funds for an additional year as emergency funding to meet the students' educational needs. Shortens the period for certain advance notifications to Congress under the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2005, in particular the Department of Education Appropriations Act, 2005.

Warning, Alert, and Response Network Act - Establishes an all hazards alert system that will: (1) enable any appropriate federal department or agency or state or local governmental entity to alert the public to any imminent threat from natural phenomena, accidents, natural disasters, terrorist activity, and other emergency situations that present a significant risk of injury or death to the public; (2) be coordinated with and supplement existing federal, state, and local emergency warning and alert systems; (3) be flexible enough in its application to permit narrowly targeted alerts in circumstances in which only a small geographic area is exposed or potentially exposed to the threat; and (4) transmit alerts in response to natural hazards, hazardous materials incidents, and terrorist attacks across the greatest possible variety of media, including digital and analog broadcast, cable, and satellite television and radio, wireless telecommunications, and hardwire telecommunications, to reach the largest portion of the affected population. Establishes the National Program Office within the National Oceanic and Atmospheric Administration to conduct the day-to-day operation and management of the system. Establishes the Working Group on the National Alert System to transmit to the director of the National Program Office: (1) a description of the emergency alert service to be provided by the System; (2) guidelines for the technical capabilities of the System; (3) guidelines for technical capability that provides for the priority transmission of System alerts; (4) guidelines for the other capabilities of the System; and (5) standards to which the equipment and technologies in the System must conform. Directs the Office to establish a program of grants to provide for installation of technologies in remote communities effectively unserved by broadcast and wireless technologies to enable community residents to receive System alerts. Specifies requirements for implementation and use of the System.

Louisiana Katrina Reconstruction Act - Makes emergency supplemental appropriations for FY2005 related to Hurricane Katrina disaster relief. Makes appropriations for interoperable communications. Provides for reconstruction/repair of the New Orleans Regional VA Hospital. Directs the Secretary of the Navy to convey the Naval Support Activity to the City of New Orleans, Louisiana, or the Port of New Orleans, Louisiana, to facilitate their development and expansion. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act with respect to hazard mitigation measures in a major disaster area. Directs the Secretary of Homeland Security, acting through the Director of the Federal Emergency Management Agency (FEMA), to reimburse all costs associated with the restoration of privately-owned utility infrastructure damaged or destroyed by Hurricane Katrina. Helping to House the Victims of Hurricane Katrina Act - Amends the United States Housing Act of 1937 with respect to Hurricane Katrina Emergency Assistance Vouchers. Prescribes requirements under the Home Program for families displaced as a result of Hurricane Katrina. Establishes in the Treasury the Home Business and Mortgage Protection Fund. Amends the TANF Emergency Response and Recovery Act of 2005 with respect to reimbursement of states for benefits under title IV (Temporary Assistance for Needy Families) (TANF) part A of the Social Security Act (SSA)) provided to assist families from other states affected by Hurricane Katrina. Requires a state to provide medical assistance under SSA title XIX (Medicaid) to Disaster Relief Medicaid (DRM)-eligible Katrina Survivors under a plan established during the DRM coverage period. Provides for 100% federal matching payments for medical assistance provided in direct impact parishes. Establishes in the Treasury the United States Disaster Relief Fund. Amends the Internal Revenue Code and the Workforce Investment Act of 1998 to make Katrina survivors eligible for: (1) a refundable income tax credit for 100% of health insurance costs; and (2) assistance with health insurance coverage under national emergency grants. Provides that an area in which the President has declared that a major disaster exists shall be designated as a health professional shortage area. Waives, during the disaster relief period, certain quality reporting requirements under SSA title XVIII (Medicare) for hospitals located in any parish affected by Hurricane Katrina. Amends the federal bankruptcy code with respect to debtors who are victims of a natural disaster. Amends SSA title IX (Employment Security) to authorize the Secretary of the Treasury to transfer from the federal unemployment account to a state's account in the Unemployment Trust Fund an amount appropriate to ensure that the state account is not insolvent. Amends the Small Business Investment Act of 1958 to authorize the Administrator of the Small Business Administration to guarantee the timely payment of any debenture issued to a qualified borrower for purposes of rebuilding or resuming operations in a damaged area. Amends the Small Business Act with respect to Supplemental Emergency Loans after Hurricane Katrina. Louisiana Hurricane Katrina Agriculture Disaster Relief Act of 2005 - Prescribes requirements for certain crop disaster assistance. Privately Owned Utility System Restoration Act of 2005 - Directs the President to compensate privately owned utilities in Louisiana for losses incurred as a result of Hurricane Katrina. Establishes a Protecting Essential Louisiana Infrastructure, Citizens, and Nature Commission (Pelican Commission). Directs the Secretary of Commerce to establish a program of grants for activities relating to transition, recovery, and relocation for federal and state agencies, businesses, institutions of higher education, and public-private partnerships in Louisiana that have been affected by Hurricane Katrina or a related condition. Amends the Communications Act of 1934 to provide for emergency grants for construction of public telecommunications facilities damaged or destroyed by Hurricane Katrina. Provides relief for the crawfish industry. Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to report on the impacts of Hurricane Katrina on fisheries in affected states. Establishes an entrepreneurship redevelopment program to be administered by the Economic Development Administration to rebuild and diversify New Orleans and the ten surrounding parishes. Requires the Louisiana Department of Transportation and Development to establish grant programs to: (1) construct, maintain, and repair evacuation and energy supply routes; (2) expand road and transit capacity in the community; (3) restore, protect, and improve the infrastructure of the Port of New Orleans and other affected ports. Authorizes appropriations to the Federal Aviation Administration for reimbursements to the Louis Armstrong New Orleans International Airport for anticipated revenue shortfalls. AmeriCorps Disaster Relief Corps Act of 2005 - Establishes an AmeriCorps Disaster Relief Corps to carry out projects in a major disaster or emergency area that provide food, clothing, shelter, and other humanitarian assistance for disaster victims. Domestic Offshore Energy Reinvestment Act of 2005 - Directs the Secretary of the Treasury to make payments to coastal states from certain offshore energy-related amounts for hurricane protection and protection of resources from natural disasters. Offshore Fairness Act of 2005 - Extends the seaward boundaries of Gulf of Mexico states from three geographical miles to three marine leagues if certain conditions are met. Louisiana Restoration Stamp Act of 2005 - Directs the Secretary of the Treasury to issue a Louisiana Restoration Stamp and establish the Louisiana Restoration Stamp Fund to hold sale proceeds for coastal and wetland restoration activities. Amends the Federal Water Pollution Control Act to authorize appropriations for the restoration of the Lake Pontchartrain basin. Amends the Internal Revenue Code to prescribe or revise emergency tax relief measures for residents of the Hurricane Katrina disaster area, including specified tax credits and deductions from gross income. Provides for suspension of air transportation excise taxes. Special Inspector General for Relief and Reconstruction Act of 2005 - Authorizes the Special Inspector General for Iraq Reconstruction to continue to serve as the Special Inspector General for Relief and Reconstruction in order to audit and investigate the use of funds made available for Hurricane Katrina recovery. Directs the Government Accountability Office (GAO) to track and report to Congress quarterly on spending of Hurricane Katrina emergency supplemental appropriations. Amends the federal criminal code to create a federal crime of interfering with federal disaster relief efforts. Shields volunteers from lawsuits arising out of their rendering of aid to victims of Hurricane Katrina.

Disaster Area Health and Environmental Monitoring Act of 2005 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President, if one or more chemicals or substances associated with potential acute or chronic human health effects are being or have been released in a disaster area, to carry out a program for the protection, assessment, monitoring, and study of the health and safety of workers or volunteers who respond to a major disaster or emergency, residents in a disaster area, or persons who are employed in, or who attend school, child care, or adult day care in, a disaster area.. Authorizes the President to carry out such a program through a cooperative agreement with a medical institution or a consortium of medical institutions, especially those located near the disaster area and any other area in which there reside groups of individuals that worked or volunteered in response to the disaster. Requires such an institution to have appropriate experience in the areas of environmental or occupational health, toxicology, and safety. Directs the Secretary of Homeland Security, the Secretary of Health and Human Services, and the Administrator of the Environmental Protection Agency to enter jointly into a contract with the National Academy of Sciences to study and report on disaster area health and environmental protection and monitoring. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to extend to September 30, 2007, the authority for the predisaster hazard mitigation program.

Good Samaritan Liability Improvement and Volunteer Encouragement Act of 2005 (GIVE Act of 2005) - Exempts from liability for acts or omissions: (1) disaster relief volunteers; (2) employers or business partners of disaster relief volunteers; (3) hosts or enabling persons, entities, or organizations; and (4) governmental and intergovernmental entities for donations of disaster relief goods. Specifies limits to punitive and non-economic damages for willful, knowing, or reckless misconduct based on the actions of disaster relief volunteers and governmental or intergovernmental donors. Provides for: (1) judicial review of allegations; (2) supplemental disaster declarations by the President, the Secretary of Health and Human Services, or the Secretary of Homeland Security; and (3) state election for nonapplicability of a provision of this Act to certain civil actions in state court. Amends the Volunteer Protection Act of 1997 with respect to liability protection for actions of volunteers generally. Exempts persons from civil liability relating to any injury or death involving: (1) donations of equipment to nonprofit organizations; or (2) use of facilities, a motor vehicle or aircraft provided to nonprofit organizations. Provides for judicial review of allegations

Fair Wages for Hurricane Katrina Recovery Workers Act - Reinstates the application of the wage requirements of the Davis-Bacon Act to all federal contracts in counties affected by Hurricane Katrina, notwithstanding the President's proclamation dated September 8, 2005, or any other provision of law.

Advancing FASD Research, Prevention, and Services Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish a research agenda for the Fetal Alcohol Spectrum Disorders (FASD) and facilitate surveillance and prevention of such disorders. Requires the Secretary to award grants for individuals with FASD, including to: (1) establish programs of surveillance, prevention, and treatment for such individuals; (2) identify best practices for educating affected children, educating officials in the criminal justice system on coping with such individuals, and educating adoption or foster care agency officials about services for children with FASD; and (3) provide for transitional services for such individuals, for respite care for their caretakers, and for increased awareness and identification of FASD at health centers. Requires: (1) the Secretary to provide for continuation of the Interagency Coordinating Committee on Fetal Alcohol Syndrome; and (2) the Comptroller General to evaluate and make recommendations regarding appropriate federal FASD activities. Requires the Secretary to issue public service announcements to raise awareness of the risks associated with alcohol consumption during pregnancy. Requires the National Task Force on Fetal Alcohol Spectrum Disorders to identify and describe the ten most important actions that must be taken to reduce prenatal alcohol exposure and all its adverse outcomes. Requires the Secretary of Education to direct the Office of Special Education and Rehabilitative Services to take certain actions with regard to individuals with FASD, including implementing screening procedures and introducing curricula on how to educate children with such disorders. Requires the Attorney General to direct the Office of Juvenile Justice and Delinquency Prevention to take certain actions with regard to individuals with FASD, including educating officials on how to treat such individuals, studying the inadequacies of the current system for dealing with such individuals, and developing transition programs for such individuals who are released from incarceration.

Assure Emergency and Interoperable Communications for First Responders Act of 2005 - Amends the Intelligence Reform and Terrorism Prevention Act of 2004 to establish an Office for Emergency Communications, Interoperability, and Compatibility (OECIC) within the Department of Homeland Security (DHS), replacing the current Office for Interoperability and Compatibility. Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security, acting through the OECIC Director, to: (1) conduct a nationwide assessment of the achievement and needs of communications interoperability; (2) assess of the ability of communities to provide and maintain emergency communications among emergency response providers and government officials in a large-scale emergency; (3) list best practices among communities for doing so; and (4) study the feasibility and desirability of developing a mobile DHS communications capability, modeled on the Army Signal Corps, that could be deployed to support emergency communications at the site of a natural disaster, terrorist attack, or other large-scale emergency. Directs the Secretary to establish a comprehensive research and development program to promote emergency communications capabilities and communications interoperability among first responders. Requires the Secretary to establish at least two pilot projects to develop and evaluate strategies and technologies for emergency communications capabilities among emergency response providers and government officials in the event of a large-scale emergency in which there is significant damage to, or destruction of, critical infrastructure. Directs the Secretary, through the Office of Domestic Preparedness of the DHS Office of State and Local Government Preparedness and Coordination, to make grants to States and eligible regions for initiatives necessary to: (1) improve emergency communications capabilities; and (2) achieve solutions to statewide, regional, national and, where appropriate, international interoperability. Establishes an Interagency Committee on Emergency Communications and Interoperability.

Authorizes the Secretary of Transportation to obligate more than $100 million in a state for a fiscal year under the emergency relief program for projects for the repair or reconstruction of highways, roads, and trails in response to damage caused by Hurricane Katrina. (Effectively, modifies the $100 million limit that may be obligated from such program in any fiscal year for such projects). Sets the federal share of project costs at 100%. Authorizes appropriations in the amount of $2.9 billion for the emergency relief program.

Emergency Lease Requirements Act of 2005 - Amends federal law concerning public buildings to revise requirements relating to the authority of the Administrator of General Services to enter into emergency leases during major disasters and other emergencies. Extends from 180 days to five years the maximum term of an emergency lease without specific congressional approval of the lease prospectus.

Emergency Health Care Relief Act of 2005 - Requires a state to provide medical assistance to eligible Hurricane Katrina survivors under a state Medicaid plan. Increases the federal medical assistance percentage for providing medical assistance under a state Medicaid plan to any individual residing in certain affected areas of Louisiana, Mississippi, and Alabama. Amends title XI of the Social Security Act to authorize the Secretary of Health and Human Services to waive certain requirements in any geographical area in which there are a significant number of evacuees from an emergency area. Establishes the Disaster Relief Fund for payments to: (1) Medicaid providers to offset costs incurred by such providers as a result of Hurricane Katrina; and (2) state insurance commissioners for making payments to health insurance issuers for health insurance premiums for eligible individuals or qualified employers. Amends the TANF Emergency Response and Recovery Act of 2005 to revise the definition of "needy state" for purposes of Temporary Assistance for Needy Family (TANF) block grants to include any direct impact states and any other states that provide benefits or services to a family that resided in a direct impact state and traveled to the state as a result of the hurricane. Increases the maximum amount of all TANF loans that can be made to a state. Allows the states of Louisiana, Mississippi, or Alabama to enter into and participate in an agreement with the Secretary of Labor to make payments of temporary extended unemployment compensation to individuals who are not otherwise entitled to such compensation. Authorizes modifications to procurement procedures as necessary for the support of Hurricane Katrina rescue and relief operations.

Gulf Coast Emergency Water Infrastructure Assistance Act - Permits a state, for two years after the enactment of this Act, to provide certain subsidies and loan extensions for water treatment and water quality projects related to Hurricane Katrina that are funded by revolving loans under the Federal Water Pollution Control Act. Permits Alabama, Louisiana, and Mississippi, for two years after the enactment of this Act, to provide assistance to a public water system that is not included on the intended use plan of such states under the Safe Drinking Water Act if the project involves damage caused by Hurricane Katrina or a related condition and complies with use of funds requirements under such Act. Authorizes the Administrator of the Environmental Protection Agency to test a drinking water well owned or operated by a homeowner that is, or may be, contaminated as a result of Hurricane Katrina or a related condition.

Hurricane Katrina Tax Relief Act of 2005 - Amends the Internal Revenue Code to provide tax relief to Hurricane Katrina victims, including by: (1) permitting penalty-free withdrawals from tax-exempt retirement accounts for disaster relief; (2) allowing certain tax credits for employers and employees affected by Hurricane Katrina; (3) increasing, between August 28 and December 31, 2005, the limitation on individual and corporate charitable cash contributions; (4) permitting tax-free distributions from individual retirement accounts for charitable purposes relating to Hurricane Katrina disaster relief; (5) allowing individuals (in addition to corporations) to claim a tax deduction for charitable contributions of food inventories; (6) allowing an additional personal tax exemption for the housing of individuals displaced by Hurricane Katrina; (7) increasing the standard mileage rate for the tax deduction for charitable usage of a passenger automobiles; (8) excluding from gross income cancellation of certain indebtedness owned by Hurricane Katrina victims; (9) suspending limitations on casualty losses incurred by Hurricane Katrina victims; and (10) authorizing the Secretary of the Treasury to disclose to state officials information concerning the tax status of certain charitable organizations.

National Breast and Cervical Cancer Early Detection Program Reauthorization Act of 2005 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services to waive requirements for awarding breast and cervical cancer grants to states if certain conditions are met, including that the Secretary finds that granting such a waiver will not reduce the number of women in the state receiving examinations and screening for breast and cervical cancers nor the quality of such services. Provides that such waivers are for two-year periods. Requires the Secretary to review performance under the waiver and allows the Secretary to extend such waivers. Authorizes appropriations for such grants through FY2011.

Federal Judiciary Emergency Special Sessions Act of 2005 - Allows federal circuit courts of appeals, district courts, bankruptcy courts, and magistrate judges to hold special sessions outside their circuits or districts upon a finding that, because of emergency conditions, no location within the courts' regular circuits or districts is reasonably available. Authorizes such courts to transact any business, except certain criminal proceedings, at a special session outside their circuits or districts which they might transact at a regular session.

Hurricane Katrina Bankruptcy Relief and Community Protection Act of 2005 - Applies the provisions of federal bankruptcy law, as in effect on August 29, 2005, to any case commenced (except under chapter 12) during the 12-month period beginning on October 17, 2005, (the effective date of the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 (BAPCPA)) by a debtor: (1) who on August 29, 2005, resided in any area declared by the President as a major disaster related to Hurricane Katrina; and (2) whose financial condition is materially adversely affected by such disaster. Authorizes the bankruptcy court to extend statutory deadlines governing debtor's submission of specified financial documentation if the debtor's status as a victim of a natural disaster necessitates such extension. Expands debtor's non-abusive monthly expenses to include actual reasonably necessary expenses incurred as a result of being a victim of a natural disaster. States that if the debtor is a victim of a natural disaster: (1) the presumption of bankruptcy abuse is inapplicable; and (2) the court may not dismiss or convert the case for either an individual (Chapter 7) or a business debtor (Chapter 11). Authorizes the court to grant an extension of time to comply with bankruptcy deadlines if it finds that: (1) it is warranted by a natural disaster in the case of a small business debtor; and (2) the debtor's status as a victim of a natural disaster necessitates such extension in the case of a chapter 13 debtor capable of making periodic payments. Amends the federal judicial code to permit a case in bankruptcy to be commenced in the district court for the district in which a person who is the victim of a natural disaster resides.

Directs the Secretary of Veterans Affairs to furnish necessary hospital care and medical services to each priority 8 veteran (low-priority, middle income veterans) affected by Hurricane Katrina as if such veteran was enrolled in the Department of Veterans Affairs annual patient enrollment system and was eligible for such care under certain higher priority standards. Prohibits the collection of copayments from such veterans for such care (including for medications).

Katrina Emergency Relief Act of 2005 - Temporary Medicaid Disaster Relief Act of 2005 - Allows states to provide medical assistance to Hurricane Katrina survivors under a state Medicaid plan without regard to eligibility requirements. Provides for grants to local educational agencies and states with a large influx of displaced students due to Hurricane Katrina. Requires the Secretary of Education to: (1) authorize higher education institutions to waive federal financial aid requirements for students affected by Hurricane Katrina; and (2) make payments to institutions for financial aid for such students. Helping to House the Victims of Hurricane Katrina Act of 2005 - Amends the United States Housing Act of 1937 to require the Secretary of Housing and Urban Development to provide temporary rental assistance to individuals and families affected by Hurricane Katrina. Hurricane Emergency Limitation on Payments (HELP) Act of 2005 - Prohibits certain penalties against a person affected by Hurricane Katrina for failing to make timely payments on a federal financial obligation. Allows the President to provide mortgage or rental payments to people affected by Hurricane Katrina. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to require the President to provide appropriate benefit assistance to any individual unemployed as a result of a major disaster. Provides tax relief to taxpayers affected by Hurricane Katrina, including disregarding a specified period in determining the tax liability of such taxpayers and excluding certain withdrawals from retirement plans from gross income. Hurricane Katrina Food Assistance Relief Act of 2005 - Amends the Food Stamp Act of 1977 to provide expedited and increased food stamp benefits for households in areas affected by Hurricane Katrina. Delays the changes to bankruptcy law for residents of a declared major disaster area in connection with Hurricane Katrina.

Teacher Tax Relief Act of 2005 - Amends the Internal Revenue Code to: (1) increase the allowable tax deduction for the expenses of elementary and secondary school teachers to $400; (2) allow the deduction of professional development expenses; and (3) make such deduction permanent.

September 11 Family Humanitarian Relief and Patriotism Act - Provides permanent resident status adjustment for a requesting alien who was on September 10, 2001, the wife, child, or dependent son or daughter of a lawful nonimmigrant alien who died as a result of the September 11, 2001, terrorist attacks against the United States. Authorizes an alien who has been ordered excluded, deported, removed, or ordered to depart voluntarily from the United States to apply for such status adjustment. Provides for cancellation of removal and permanent resident status adjustment for a requesting alien who was: (1) on September 10, 2001, the wife, child, or dependent son or daughter of an alien who died as a result of the September 11, 2001, terrorist attacks against the United States; and (2) deemed to be a beneficiary of the September 11th Victim Compensation Fund of 2001. Makes the provisions of this Act inapplicable to an alien who is: (1) inadmissible or deportable under criminal or security grounds, including September 11, 2001, terrorist activity; or (2) a family member of such an alien.

Healthcare Equality and Accountability Act - FamilyCare Act of 2005 - Renames title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act as the FamilyCare Program and extends coverage to certain low-income adults. Establishes the National Commission for Expanded Access to Health Care. Amends the Public Health Service Act to provide limited English proficient individuals with improved access to health care, including by establishing the Center for Cultural and Linguistic Competence in Healthcare. Provides for activities regarding: (1) health workforce diversity; (2) disparities in health and health care experienced by indigenous, racial, and ethnic minorities; and (3) data collection, analysis, and reporting by race, ethnicity, and primary language. Requires the Secretary of Health and Human Services to establish: (1) the Office of Health Disparities within the Office of Civil Rights to prevent discrimination in federal programs; and (2) the Office of Minority Affairs within the Office of the Commissioner of Food and Drugs. Restablishes the Indian Health Service as an agency of the Public Health Service to be administered by an Assistant Secretary of Indian Health. Minority Health and Genomics Act of 2005 - Establishes the Minority Health and Genomics Commission to study issues relating to genomics research as applied to minority groups. Establishes the Interagency Working Group on Environmental Justice and the Federal Environmental Justice Advisory Committee. Sets forth programs designed to improve the quality of and access to health care for minorities, including by establishing the Health Safety Net Infrastructure Trust Fund. Requires the Secretary to establish: (1) the Annie Dodge Wauneka and Susan Laflesche-Picotte Native American Health and Wellness Foundation; and (2) a Joint Working Group on Telehealth. Authorizes integrative eldercare, American Indian and Alaska Native, and oral health telehealth demonstration projects.

Nurse Faculty Education Act of 2005 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Health Resources and Services Administration, to establish a Nurse Faculty Education Program to ensure an adequate supply of nurse faculty through the awarding of grants to eligible entities to: (1) provide support for hiring new faculty, retaining existing faculty, and purchasing educational resources; (2) provide for increasing enrollment and graduation rates for students from doctoral programs; and (3) assist graduates in serving as nurse faculty in nursing schools. Sets forth provisions regarding eligibility requirements and permissible uses of grant funds. Directs the Secretary to give priority to entities from states and territories that have a lower number of employed nurses per 100,000 population. Directs the Secretary to award specified numbers and amounts of grants for FY2006-FY2010, subject to specified limitations. Directs: (1) the Secretary to evaluate and report to Congress on the results of activities carried out under such grants; and (2) the Comptroller General to study and report to Congress concerning activities to increase participation in the nurse educator program.

Emergency Relief Tax Check-Off for Our Armed Forces Act of 2005 - Provides for a tax check-off on individual income tax returns to designate a contribution to the Armed Forces Relief Trust. Amends the Internal Revenue Code to allow a tax deduction from gross income (available for taxpayers who do not itemize deductions) for charitable contributions of up to $1,000 to the Trust. Establishes an advisory board of directors to advise the Trust on the distribution of contributed funds and the management of the Trust.

Commends the Iraqi people's progress toward establishment of a representative democratic government. Recognizes: (1) the importance of ensuring women in Iraq have equal rights under the law and in society; and (2) the importance of ensuring women's rights in all legislation, with special attention to preserving women's equal rights under family, property, and inheritance laws. Encourages Iraq's Transitional National Assembly to adopt a constitution that grants women equal rights under the law and to work to protect such rights. Expresses support for: (1) the continued participation of women in the Iraqi National Assembly and in all levels of the government; and (2) the efforts of Iraqi women to fully participate in a democratic Iraq.

Senate Campaign Disclosure Parity Act - Amends the Federal Election Campaign Act of 1971 to require Senate candidates to file election-related designations, statements, and reports in electronic form. Requires the Secretary of the Senate to forward a copy of any electronically filed designation, statement, or report to the Federal Election Commission within one working day (instead of the current two working days) after receiving it.

Internet Safety and Child Protection Act of 2005 - Requires: (1) an operator of a regulated pornographic website to verify (using Federal Trade Commission (FTC)-certified software) that any user attempting to access its site is age 18 or older; (2) a bank, credit card company, third-party merchant, Internet payment service provider, or business that performs financial transactions for such a website to only process age-verified Internet pornography credit card transactions; (3) the FTC to require use of appropriate age-screening software and maintain a list of websites that do not comply; and (4) violations of the age verification requirement to be treated as a Federal Trade Commission Act violation. Amends the Internal Revenue Code to impose upon the operator of a regulated pornographic website for any Internet pornography display or distribution a tax equal to 25 percent of the amounts charged. Establishes in the Treasury the Internet Safety and Child Protection Trust Fund into which such taxes shall be deposited. Requires Fund amounts to be allocated (in order of priority) for: (1) federal agencies to enforce this Act; (2) the Office of Juvenile Justice and Delinquency Prevention to ensure that the cyber tip line is fully operational and staffed 24 hours a day; (3) states to support Internet Crimes Against Children Task Forces; (4) companies to support research and development into new filtering technologies; (5) state agencies to support educational training; and (6) specified federal agencies, nongovernmental organizations, and nonprofits to support child Internet safety activities, including combating sex trafficking and sex crimes against children.

Environmental Health Research Act of 2005 - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to make grants for the development and operation of not more than six centers to conduct multidisciplinary research on environmental factors that may be related to the development of women's health conditions. Requires each center to conduct basic and clinical research, develop training protocols, conduct training, develop model continuing education programs, and disseminate information to professionals and the public, with priority to prevention activities. Allows a center to use grant funds to provide stipends for health and allied health professionals enrolled in training programs. Requires the Director to establish a comprehensive program to: (1) conduct research on the impact of chemicals that affect the health of women and children through disruption of the hormone system; (2) conduct research on the occurrence of hormone-disrupting chemicals in the environment and their effects on ecological and wildlife health; (3) coordinate the design of a multiagency research initiative on hormone disruption; and (4) coordinate research on hormone disruption in the United States with such research conducted in other nations. Requires the Director to establish the Hormone Disruption Research Interagency Commission to advise the Director of the Institute and the Director of the United States Geological Survey on the development of a comprehensive agenda for conducting research on hormone disruption. Establishes a Hormone Disruption Research Panel to advise the Director of the Institute on the scientific hormone-disruption research program.

Designates August 19, 2005, as National Dyspraxia Awareness Day. Calls for: (1) all Americans to be more informed of dyspraxia, its symptoms, and treatment; (2) the Secretary of Education to establish and promote a school campaign to encourage the social acceptance of dyspraxic children; and (3) the federal government to raise awareness of dyspraxia.
