Small Business Military Reservist Tax Credit Act - Amends the Internal Revenue Code to establish, with respect to individuals participating in qualified military reserve component duty, a tax credit equal to the sum of: (1) in the case of a small business employer, the employment credit with respect to all qualified employees and qualified replacement employees of the taxpayer; and (2) the self-employment credit of a qualified self-employed taxpayer.

Environmental Health Research Act of 2003 - Amends the Public Health Service Act to require the National Institute of Environmental Health Sciences to make grants for the development and operation of not more than six centers to conduct multidisciplinary research on environmental factors that may be related to the development of women's health conditions. Requires each center to conduct basic and clinical research, develop training protocols, conduct training, develop model continuing education programs, and disseminate information to professionals and the public, with priority to prevention activities. Requires each center to: (1) collaborate with community organizations; and (2) use the facilities of a single institution or be formed from a consortium of institutions. Limits support to five years but allows extensions under specified circumstances. Authorizes appropriations. Requires the Director of the National Institute of Environmental Health Sciences to establish a comprehensive research program on the impact and occurrence of hormone disrupting chemicals as they affect human, ecological, and wildlife health. Requires the program to: (1) compile scientifically valid information, with an emphasis on the effect of low doses during critical life stages and the extent of human and wildlife exposure; (2) research the mechanisms by which such chemicals interact with biological systems as well as their screening and tracking; and (3) include the participation of the U.S. Geological Survey. Directs the Secretary of Health and Human Services to establish the Hormone Disruption Research Interagency Commission. Establishes a Hormone Disruption Research Panel within the Institute.

Comprehensive Tuberculosis Elimination Act of 2003 - Amends the Public Health Service Act to prescribe composition requirements for the Advisory Council for the Elimination of Tuberculosis, and direct it to make recommendations on: (1) a national plan to eliminate tuberculosis in the United States; and (2) a plan to guide U.S. involvement in global tuberculosis-control activities, with a focus on high incidence countries and on access to a comprehensive package of tuberculosis control measures. Authorizes the Secretary of Health and Human Services, directly or through grants, to carry out tuberculosis research, demonstration projects, and public information and education programs. Authorizes the Director of the National Heart, Lung, and Blood Institute of the National Institutes of Health (NIH) to make awards: (1) to faculty of schools of medicine or osteopathic medicine to support the development of high quality curricula to assist interested individuals in learning the principles and practices of preventing, managing, and controlling tuberculosis; and (2) to support the career development of clinically trained professionals committed to pulmonary infection research. Authorizes the National Institute of Allergy and Infectious Diseases of NIH to work to develop a tuberculosis vaccine. Requires the John E. Fogarty International Center for Advanced Study in the Health Sciences to carry out an international training program regarding tuberculosis.

Amends the Richard B. Russell National School Lunch Act to phase out reduced price lunches and breakfasts by phasing in increases in income eligibility for free lunches and breakfasts by specified increments from 130 percent of the Office of Management and Budget nonfarm income poverty guidelines for July 1, 2003, to 185 percent of such guidelines for July 1, 2008, and every subsequent school year.

Development, Relief, and Education for Alien Minors Act of 2003 or the DREAM Act - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the denial of an unlawful alien's eligibility for higher education benefits based on State residence unless a U.S. national is similarly eligible without regard to such State residence. Authorizes the Secretary of Homeland Security to cancel the removal of, and adjust to conditional permanent resident status, an alien who: (1) entered the United States prior to his or her sixteenth birthday, and has been present in the United States for at least five years immediately preceding enactment of this Act; (2) is a person of good moral character; (3) is not inadmissible or deportable under specified grounds of the Immigration and Nationality Act; (4) at the time of application, has been admitted to an institution of higher education, or has earned a high school or equivalent diploma; and (5) from the age of 16 and older, has never been under a final order of exclusion, deportation, or removal. Sets forth the conditions for conditional permanent resident status, including: (1) termination of status for violation of this Act; and (2) removal of conditional status to permanent status. Authorizes an alien who has satisfied the appropriate requirement prior to enactment of this Act to petition the Secretary for permanent status without first becoming a conditional resident. Sets forth provisions respecting: (1) exclusive jurisdiction; (2) penalties for false application statements; (3) confidentiality; (4) fee prohibitions; and (5) a General Accounting Office report respecting the number of aliens adjusted under this Act.

Chief Justice John Marshall Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 400,000 silver one dollar coins emblematic of Chief Justice John Marshall and his contributions to the United States in commemoration of the 250th anniversary of his birth. Directs that all sales of coins minted under this Act include a ten dollar per coin surcharge, to be paid by the Secretary to the Supreme Court Historical Society for purposes of: (1) historical research about the Supreme Court, the Constitution, and related topics; (2) supporting fellowship programs, internships, and docents at the Supreme Court; and (3) collecting and preserving related antiques, artifacts, and other historical items.

Health Workforce Advisory Commission Act of 2003 - Directs the Comptroller General to establish a Health Workforce Advisory Commission. Includes among the duties of the Commission: (1) reviewing the impact of Federal health workforce policies and other factors on the ability of the health care system to provide optimal services; (2) analyzing the role and global implications of internationally trained professionals and personnel in the United States workforce; and (3) making recommendations to Congress concerning health workforce policy issues. Specifies duties the Commission shall perform concerning reports and reviews.

Amends the Internal Revenue Code to repeal the 50 percent income tax deduction for business meal and entertainment expenses and replace it with an increasing percentage from 68 percent in calendar 2001 up to 80 percent in calendar 2003 and thereafter.

Expresses the sense of the Senate that: (1) the millions of innocent victims of the Soviet-engineered Ukraine Famine of 1932-33 should be solemnly remembered and honored on the 70th anniversary of the famine; (2) it condemns the callous disregard for human life, human rights, and manifestations of national identity that characterized the Stalinist policies that caused the Ukraine Famine; (3) it supports the efforts of the Government of Ukraine and the Verkhovna Rada (the Ukrainian parliament) to publicly acknowledge and call greater international attention to the Ukraine Famine; and (4) an independent, democratic Ukraine, in which respect for the dignity of human beings is the cornerstone, offers the best guarantee that atrocities such as the Ukraine Famine never beset the Ukrainian people again.

Preservation of Antibiotics for Medical Treatment Act of 2003 - Amends the Federal Food, Drug, and Cosmetic Act to provide for a phased elimination of the nontherapeutic use in food-producing animals of critical antimicrobial animal drugs. Defines "critical antimicrobial animal drug" and "nontherapeutic use." Authorizes the Secretary of Agriculture to make payments to livestock or poultry producers to defray the costs of reducing such drugs' use, with priority given to family-owned or small farms and ranches. Amends the Farm Security and Rural Investment Act of 2002 to direct the Secretary to provide grants for university research and demonstration programs to phase out the nontherapeutic use of critical antimicrobial animal drugs in livestock or poultry. Amends the Federal Food, Drug, and Cosmetic Act to require manufacturers of a critical antimicrobial animal drug or an animal feed for food-producing animals containing such a drug to report annual sales information.

Designates the month of September 2003 as National Prostate Cancer Awareness Month. Declares that the Federal Government has a responsibility to: (1) raise awareness about the importance of screening methods and treatment of prostate cancer; (2) increase research funding that is commensurate with the burden of the disease so that the causes of, and improved screening, treatments, and a cure for, prostate cancer may be discovered; and (3) continue to consider ways for improving access to, and the quality of, health care services for detecting and treating prostate cancer. Requests the President to call upon Americans, interested groups, and affected persons to promote awareness of prostate cancer, to take an active role in ending the devastating effects of prostate cancer on individuals, their families, and the economy, and to observe the month of September 2003 with appropriate ceremonies and activities.

National Women's Business Council Independence Preservation Act of 2003 - Amends the Women's Business Ownership Act of 1988 to require the Administrator of the Small Business Administration, when filling vacancies on the National Women's Business Council, to ensure that there are an equal number of Council members from each of the two major political parties. Mandates that if a Council vacancy is not filled within 30 days, or there exists for more than 30 days an imbalance of party-affiliated Council members, the Administrator shall report to the congressional small business committees on why the deadline was not met and an estimated date on which any vacancies will be filled.

Relief for Working Families Tax Act of 2003 - Amends the Internal Revenue Code (the Code), with respect to the child tax credit, to: (1) accelerate the increase from the 10 percent to the 15 percent rate; and (2) reduce the marriage penalty. Provides for a uniform definition of child in the Code. Establishes special tax provisions applicable to the uniformed services and the Foreign Service, including an extension of time to exclude gain from the sale of a principal residence, exclusion from income of certain death gratuity benefits, extending combat zone filing rules to contingency operations, excluding certain dependent care assistance from income, and the deduction overnight travel expenses for National Guard and Reserve members. Provides tax relief for families of the Columbia Space Shuttle by making the tax relief provisions applicable to terrorist attack victims applicable to the Columbia Space Shuttle. Suspends the tax-exempt status of a designated terrorist organization. Establishes IRS service user fee authority through September 30, 2013. Revises IRC expatriation tax provisions.

Foster Care Mentoring Act of 2003 - Amends title IV part B (Child-Welfare Services) of the Social Security Act to direct the Secretary of Health and Human Services to award grants to States to support the establishment or expansion and operation of programs using networks of public and private community entities to provide mentoring for children in foster care. Authorizes a grant award directly to a political subdivision if the subdivision serves a substantial number of foster care youth. Prescribes program implementation guidelines, including: (1) application requirements; (2) training; (3) screening; (4) educational requirements; (5) Federal and non-Federal share of funds for the Program; (6) considerations in awarding grants; and (7) use of funds. Sets forth a maximum grant amount to be awarded to a State or political subdivision. Authorizes the Secretary to award a competitive grant to an eligible entity to establish a National Hotline Service or Website to provide information to individuals interested in becoming mentors to youth in foster care. Instructs the Secretary of Education to implement a program to provide for the discharge or cancellation of the Federal student loan indebtedness of an eligible mentor.

Money Follows the Person Act of 2003 - Authorizes a State to apply to the Secretary of Health and Human Services for approval to conduct a demonstration project under which the State shall provide community-based services and supports to Medicaid-eligible individuals residing in a Medicaid long-term care facility for at least 90 days with respect to whom it is determined that, but for community-based services and supports, the individual would continue to require the level of care provided in a Medicaid long-term care facility.

American Veterans Disabled for Life Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 500,000 one dollar silver coins in commemoration of disabled American veterans, which shall be emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial. Requires: (1) all sales of the coins to include a ten dollar per coin surcharge; and (2) the surcharges received to be paid to the Foundation to establish an endowment to support the construction of an American Veterans' Disabled for Life Memorial in Washington, D.C.

Reforestation Tax Act of 2003 - Amends the Internal Revenue Code to allow a deduction to a taxpayer who has a qualified timber gain in an amount equal to the qualified percentage of such gain. Allows a deduction, for qualified timber property, for reforestation expenditures and terminates current provisions allowing for the amortization of such expenditures. Provides for the application of passive activity loss limitations to timber activity of an individual who is a member of a closely held entity if management of such activity is less than 100 hours annually.

Better HEALTH Act of 2003 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services, through the Administrator of the Health Resources and Services Administration, to award grants or contracts for geographic areas that have a shortage of health care professionals due to the costs of medical malpractice insurance. Amends the Internal Revenue Code to provide a business tax credit for medical professional malpractice insurance according to a specified schedule. Directs the Secretary of Health and Human Services, through the Health Resources and Services Administration, to make grants to eligible nonprofit hospitals and clinics to pay 15 percent of qualified medical malpractice insurance costs. Prohibits any individual from bringing a medical malpractice liability action unless it is accompanied by the affidavit of a qualified specialist attesting to the reasonableness of the filing. Requires the attorney of a person filing such an action, or the individual if there is no attorney, to sign a certificate of merit attesting to the justified nature of the action. Directs courts to impose sanctions for violations of the provisions pertaining to the certificate of merit, including to issue fines for multiple offenders. Medical Malpractice Insurance Antitrust Act of 2003 - Declares that nothing in the McCarran-Ferguson Act shall be construed to permit commercial insurers to engage in any form of price fixing, bid rigging, or market allocations in connection with the conduct of the business of providing medical malpractice insurance. Establishes an Independent Advisory Commission on Medical Malpractice Insurance. Patient Safety Improvement and Medical Injury Reduction Act - Amends the Public Health Service Act to set forth that, with certain exceptions, patient safety information shall be privileged and confidential and not subject to specified disclosures. Allows health care professionals to waive such privileges. Declares that it is unlawful for any person to disclose patient safety information in violation of this Act (with specified exceptions). Grants protection against adverse employment actions to individuals who report certain types of information to providers or patient safety organizations. Requires the Director of the Agency for Healthcare Research and Quality to establish: (1) a Center for Quality Improvement and Patient Safety; (2) a National Patient Safety Database; and (3) a National Patient Safety Research Demonstration System. Directs the Secretary of Health and Human Services to award grants to eligible entities to promote community partnerships for health care improvement among health care professionals, with the aim of improving the quality of medical care in communities. Directs the Secretary to appoint a Medical Information Technology Advisory Board. Allows the Secretary to make grants for: (1) computerized physician order entry systems; (2) informatics systems; and (3) patient safety research. Amends provisions of the Federal Food, Drug, and Cosmetic Act to classify drugs and biological devices as misbranded unless they include a unique product identifier. Directs the Secretary to issue and periodically revise regulations to require the manufacturer of such a product, or its packager or labeler, to include such information on the packaging.

Amends the Internal Revenue Code to provide that if a taxpayer is a member of an affiliated group of corporations which files a consolidated return, the tax attributes concerning reduction of tax attributes and exclusion from gross income by reason of discharge of indebtedness shall be the aggregate tax attributes of such group.

Women's Health Office Act of 2003 - Amends the Public Health Service Act, the Social Security Act, and the Federal Food, Drug, and Cosmetic Act to require the establishment of separate Offices on Women's Health within the Office of the Secretary of Health and Human Services, the Office of the Director of the Centers for Disease Control and Prevention, the Office of the Administrator of the Health Resources and Services Administration, and the Office of the Commissioner of the Food and Drug Administration to carry out specified activities relating to the health of women. Directs the lead officers of each Office of Women's Health to establish goals, provide information, serve as a consultant, and establish a Coordinating Committee on Women's Health within their respective agencies. Requires the Director of the Agency of Healthcare Research and Quality to designate an official of the Office of Priority Populations to carry out similar responsibilities relating to women's health. Requires the Secretary, acting through the Office of Women's Health, to establish a National Women's Health Information Center to facilitate the exchange of information, access to such information, and the analysis of issues and problems relating to women's health. Transfers the functions of the Office on Women's Health of the Public Health Service to the Office of Women's Health within the Department of Health and Human Services.

Servitude and Emancipation Archival Research ClearingHouse Act of 2003 or the SEARCH Act of 2003 - Directs the Archivist of the United States to establish, as part of the National Archives, a national database consisting of historic records of servitude and emancipation in the United States to assist African Americans in researching their genealogy. Requires the National Historical Publications and Records Commission to maintain the database.

District of Columbia Budget Autonomy Act of 2003 - Amends the District of Columbia Home Rule Act to provide that the District of Columbia budget passed by the Council of the District of Columbia shall be enacted without referral to the President or approval by the Congress, unless it is the budget for a fiscal year which is a control year. Prohibits the Mayor of the District during a control year from transmitting the budget, or amendments or supplements thereto, to the President until the completion of the budget procedures contained in this Act and the District of Columbia Financial Responsibility and Management Assistance Act of 1995. Prohibits obligations or expenditures by District government officers and employees without the Council's approval and in the case of a control year, congressional approval. Allows the Council to reenact provisions of any line-item veto by the Mayor in a budget Act without submitting such veto to the President, unless such item or provision is contained in a budget act fora control year. Permits hiring of full or part-time District government employees and their transfer among programs only if such position is authorized by an Act of the Council or, in the case of a control year, an Act of Congress. Provides that in the case of the consideration in the Senate of a general appropriations bill that includes the appropriations of Federal payments to the District, an amendment proposing a limitation on the use of District funds by the District shall not constitute general legislation under Rule XVI (Appropriations and amendments to general appropriation bills) of the Standing Rules of the Senate. (Thus exempts appropriations of Federal payments to the District from certain prohibitions and points of order with respect to the reporting or consideration of appropriation bills.)

Women's Business Centers Preservation Act of 2003 - Amends the Small Business Act to increase from 30.2 to 36 the percentage of funds authorized for FY 2003 for the Women's Business Centers program that must be used for a sustainability pilot program under which the Small Business Administration awards grants to private nonprofit organizations for providing counseling, training, and other business assistance to women entrepreneurs.

Collegiate Housing and Infrastructure Act of 2003 - Amends the Internal Revenue Code to permit organizations organized and operated exclusively for charitable or educational purposes and which make collegiate housing and infrastructure improvement grants to continue to be treated as tax-exempt organizations so long as all of the active members of the recipient organization are full-time students at the college or university with which the recipient organization is associated.

National Small Business Regulatory Assistance Act of 2003 - Directs the Administrator of the Small Business Administration (SBA) to establish a pilot program to provide regulatory compliance assistance to small businesses through participating Small Business Development Centers (Centers). Requires the Administrator to enter into arrangements with participating Centers to provide: (1) access to regulatory information and resources; (2) training and education activities; (3) confidential counseling to owners and operators of small businesses regarding compliance with Federal regulations; (4) technical assistance; and (5) partnerships with Federal compliance programs. Requires the Administrator, giving substantial weight to the recommendations of the majority of the Centers, to select the Center programs of two States from each of ten groups of States for participation in the pilot program. Provides grant limits. Terminates the pilot program four years after disbursement of the first grant. Provides privacy requirements applicable to Centers, a consortium of Centers, or any Center contractor or agent with respect to regulatory compliance assistance provided to small businesses.

Improving Women's Health Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) add a variety of preventive health benefits under Medicare, including therapy and counseling for cessation of tobacco use, counseling for post-menopausal women, and screening for diminished visual acuity, and provide enhanced reimbursement for others; (2) eliminate deductibles and coinsurance for existing preventive health benefits; and (3) provide for coverage of substitute adult day services. Amends SSA title XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) to give States the option to expand or add coverage of certain pregnant women under Medicaid and SCHIP and to provide optional coverage of legal immigrants under such programs. Makes changes for promoting cessation of tobacco use under the Medicaid program, including removal of cost-sharing for tobacco cessation counseling services for pregnant women, and under the Maternal and Child Health Services program under SSA title V. Gives States the option under Medicaid of: (1) providing family planning services and supplies to individuals with incomes that do not exceed a State's income eligibility level for medical assistance; and (2) extending the postpartum period for provision of family planning services and supplies.

Medicare Beneficiary Access to Rehabilitation Facilities Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to prospective payment for inpatient rehabilitation services to direct the Secretary of Health and Human Services by regulation to define the terms "rehabilitation hospital" and "rehabilitation unit" in a manner fully consistent with all the rehabilitation impairment categories (except miscellaneous) used to classify patients into case-mix groups. Requires the Secretary to update these regulations periodically to ensure that they remain fully consistent with the rehabilitation impairment categories used to classify patients into case-mix groups. Prohibits the Secretary from seeking to recoup any overpayment, take any enforcement action, or to impose any sanction or penalty, with respect to a rehabilitation hospital, or a converted rehabilitation unit insofar as such overpayment, enforcement action, sanction or penalty, is for failure to satisfy the requirement that 75 percent of the patients of the rehabilitation hospital or converted rehabilitation unit be in one or more of ten listed treatment categories (the 75 Percent Rule).

Reaffirms support for the Convention on the Prevention and Punishment of the Crime of Genocide. Anticipates the commemoration of the 15th anniversary of the enactment of the Genocide Convention Implementation Act of 1987 on November 4, 2003. Encourages the people and Government of the United States to rededicate themselves to ending genocide.

Family Caregiver Relief Act of 2003 - Amends the Internal Revenue Code to revise and rename the Child Tax Credit as the Family Care Credit. Includes within such credit (in addition to the child care credit) a $3,000 credit for each qualifying individual for whom an eligible taxpayer is a long-term care provider. Defines "eligible expenses" as: (1) certain medical care; (2) lodging away from home; (3) adult day care; (4) custodial care; (5) respite care; and (6) other specialized children's services, including day care for children with special needs.

YMCA Healthy Teen Act - Directs the Attorney General to award a grant to the YMCA of the USA to make subgrants to local YMCAs for programs to promote healthy living among teenage youth.

Supports the goals and ideals of a National Epilepsy Awareness Month. Urges: (1) an increase in Federal funding for epilepsy research programs at the National Institutes of Health and at the Centers for Disease Control and Prevention; and (2) that initial funding be provided to the Department of Health and Human Services to create demonstration projects to serve people with epilepsy who may lack access to adequate medical care.

Improved Nutrition and Physical Activity Act (or the IMPACT Act) - Amends the Public Health Service Act to address issues of overweight, obesity, and eating disorders. Expands an existing grant program for training for health profession students to include the treatment of overweight, obesity, and eating disorders. Creates a grant program for training for health professionals in such areas. Creates grant programs at the local level to promote increased physical activity and improved nutrition (in place of current law, which provides for grants to promote childhood nutrition and physical activity). Targets partnerships with businesses, schools, senior centers, day care facilities and other institutions. Allows the Secretary of Health and Human Services (the Secretary) to give priority in awarding grants to recipients who provide matching contributions. Permits the Director of the Center for Disease Control and Prevention to provide technical assistance to grantees. Allows the Secretary, acting through the National Center for Health Statistics, to provide for the collection and analysis of certain data, including data collected as part of the National Health and Nutrition Examination Survey. Permits the Secretary to: (1) make grants to States, public entities, and nonprofits to further the collection and analysis of such data; and (2) provide technical assistance to such grantees. Directs the Secretary of Agriculture to request that the Institute of Medicine conduct a study or contract for a study on the food and nutrition programs run by the Department of Agriculture. Permits the use of preventive health and health services block grants for community education programs which promote healthy eating and exercise habits. Establishes reporting requirements with regard to: (1) obesity research; and (2) the national campaign to change children's health behaviors and reduce obesity.

Working Taxpayer Fairness Restoration Act - Amends the Internal Revenue Code, with respect to the refundability of the child tax credit, to accelerate the increase to the 15 percent rate. Limits, to fair market value immediately following a transaction, the importation of net built-in loss by a corporation. Prohibits an allocation of any decrease in the adjusted basis of partnership property to stock in a corporation which is a partner in the partnership. Repeals part V (Financial Asset Securitization Investment Trusts) of subchapter M (Regulated Investment Companies and Real Estate Investment Trusts). Expands the definition of a disqualified debt instrument with respect to deduction disallowance on certain debt instruments of corporations. Expands the authority to disallow deductions, credits, or other allowances under provisions disallowing such benefits due to acquisitions made to evade or avoid income tax. Amends provisions affecting passive foreign investment companies to state that the term "qualified portion" (of a shareholder's holding period) does not include any period if there is only a remote likelihood of an inclusion in gross income under subpart F (Controlled Foreign Income). Adds to the definition of the term "real estate investment trust" by stating that such term includes a corporation, trust, or association which is not a controlled entity. Directs the Secretary to establish a program requiring the payment of user fees, until September 30, 2013, for: (1) requests to the Internal Revenue Service for ruling letters, opinion letters, and determination letters; and (2) other similar requests.

National Museum of African American History and Culture Act - (Sec. 4) Establishes within the Smithsonian Institution (SI) the National Museum of African American History and Culture, to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans that encompass the period of slavery, the era of reconstruction, the Harlem renaissance, the civil rights movement, and other periods of the African American diaspora. (Sec. 5) Establishes the National Museum of African American History and Culture Council to: (1) advise and assist the SI Board of Regents on Museum planning, design, construction, operation, and budgets; and (2) have responsibility and authority with respect to the Museum's collections and work, subject to the Board of Regents' general policies. (Sec. 6) Requires the Secretary of SI to appoint a Director to manage the Museum. (Sec. 7) Establishes the Office of Education and Liaison Programs within the Museum to work with educational institutions and museums throughout the Nation. Requires the Director of the Institute of Museum and Library Services to establish specified grant, scholarship, internship, and fellowship programs relating to African American museums. (Sec. 8) Directs the Board of Regents to select the Museum's site from one of four specified sites on or adjacent to the national mall. Requires the Board of Regents to pay costs of planning, design, and construction of the Museum on the chosen site as follows: 50 percent from Federal funds and 50 percent from non-Federal sources. (Sec. 9) Provides for Congressional Budget Act compliance by declaring that authority under this Act to enter into contracts or to make payments shall be effective in any fiscal year only to the extent provided in advance in an appropriations Act, except that mounts made available under section 11 of this Act shall remain available until expended. (Sec. 10) Directs the Council and the Board of Regents, in carrying out their duties under this Act, to consider the reports and plans submitted by the National Museum of African American History and Culture Plan for Action Presidential Commission under the National Museum of African American History and Culture Plan for Action Presidential Commission Act of 2001 (Public Law 107-106). (Sec. 11) Authorizes appropriations in a specified amount for FY 2004, and in necessary amounts for subsequent fiscal years.
