War Powers Against Non-State Actors Act of 2014 - Amends the War Powers Resolution to declare that the authority to use U.S. Armed Forces against non-state actors would terminate 60 days after submission of a specified presidential report explaining that use, unless: (1) the President's actions are based on a law providing for the use of military force against a non-state actor; or (2) the President notifies Congress that continued use of military force is necessary because the non-state actor poses a continuing and imminent threat to the United States or U.S. persons, and Congress does not enact a joint resolution of disapproval under expedited procedures.

Partnership Auditing Fairness Act - Amends the Internal Revenue Code to revise rules for audits of large for-profit partnerships (partnerships with more than 100 partners). Repeals existing audit rules under Chapter 1 and Chapter 63 of the Internal Revenue Code. Allows partnerships with 100 or fewer partners to elect not to be covered by this provisions of this Act. Provides that items of partnership income, gain, loss, deductions, or credits shall be determined at the partnership level, instead of for each individual partner. Makes adjustments to partnership taxes applicable in the tax year in which such adjustments are finalized. Sets forth new procedures for notifying a partnership of an audit or an adjustment of partnership taxes. Requires partnerships to participate in an audit through a designated partnership representative. Allows partnerships to include audit adjustments on tax returns for the year in which such adjustments are finalized. Provides for the collection of additional taxes resulting from an audit and tax penalties from the partnership, instead of from individual partners. Permits partnerships to request judicial review of audit adjustments by filing a petition with the Tax Court, a district court, or the Court of Claims. Grants such courts jurisdiction to determine all items of income, gain, loss, deduction, or credit of the partnership. Establishes a three-year limitation period for making adjustments to partnership tax returns.

Ending Insider Trading in Commodities Act - Amends the Commodity Exchange Act to make it unlawful for any large financial institution, either directly or indirectly, to purchase or sell any swap, any commodity in interstate commerce, or any contract for future delivery of any commodity while in possession of material, nonpublic information related to the storage, shipment, or use of the commodity arising from the institution's ownership or interest in a business or facility used to store, ship, or use the commodity.

Guarding Our Great Lakes Act - Requires the Chief of Engineers, the Director of the U.S. Fish and Wildlife Service (USFWS), the Director of the U.S. Geological Survey (USGS), the Administrator of the Environmental Protection Agency (EPA), and each other applicable federal agency to take actions to prevent the transfer of aquatic invasive species, with a focus on Asian carp species, through the Brandon Road Lock and Dam on the Illinois River. Directs the Chief to: (1) construct measures to prevent the upstream transfer of swimming aquatic invasive species through the Lock and Dam; and (2) submit a cost estimate for, and schedule for completion of, measures to be constructed. Requires the Director of the USFWS to implement all appropriate measures in compliance with applicable state and federal law around the Lock and Dam to prevent the upstream and downstream transfer of swimming and floating aquatic invasive species, with a focus on Asian carp species. Authorizes the Chief, the Director of the USFWS, and the Director of the USGS to acquire real estate to carry out this Act. Directs the EPA Administrator, acting through the Great Lakes Interagency Task Force, to coordinate with the governor of Illinois, the city of Chicago, and the Metropolitan Water Reclamation District of Greater Chicago to carry out engineering and construction of flood mitigation and water quality measures on the Chicago Area Waterway System related to permanent prevention of the transfer of aquatic nuisance species between the Great Lakes and Mississippi River basins. Permits the federal share of the cost of a project to be up to 100%.

Amends the Securities Exchange Act of 1934 to establish a 10-year statute of limitations governing an action or proceeding by the Securities and Exchange Commission (SEC) for a civil monetary penalty. Tolls this statute of limitations any time an alleged violator is either absent from the United States or has no reasonably ascertainable place of abode or work within it.

Declares the sense of the House of Representatives that: the Canadian government should not allow a permanent nuclear waste repository to be built within the Great Lakes Basin, the President and the Secretary of State should take appropriate action to work with the Canadian government to prevent a permanent nuclear waste repository from being built there, and the President and the Secretary should work together with their Canadian government counterparts on a safe and responsible solution for the long-term storage of nuclear waste.

Ukraine Freedom Support Act of 2014 - Directs the President to impose three or more sanctions under this Act against: Rosoboronexport; any person that knowingly makes a significant investment in a special Russian crude oil project; or any entity owned by the government of the Russian Federation or controlled by its nationals that transfers or brokers the transfer to, or manufactures or sells defense articles transferred to, Syria or into the territory of a specified country without its government's consent. Defines "specified country" as Ukraine, Georgia, Moldova, or any other country of significant concern for purposes of this Act, such as Poland, Lithuania, Latvia, Estonia, and the Central Asia republics. Authorizes the President, through the Bureau of Industry and Security of the Department of Commerce or the Office of Foreign Assets Control of the Department of the Treasury, to impose additional licensing requirements or other restrictions on the export of items for Russia's energy sector. Directs the President to impose sanctions under this Act on Gazprom if it is withholding significant natural gas supplies from North Atlantic Treaty Organization (NATO) member countries, or further withholds significant natural gas supplies from countries such as Ukraine, Georgia, or Moldova. Sets forth sanctions against a foreign person, including executive officers of an entity, relating to: Export-Import Bank of the United States assistance, executive agency procurement, arms and dual-use item exports, U.S. property transactions, banking transactions, investing in or purchasing equity or debt instruments, and U.S. entry prohibition or visa revocation. Authorizes the President to waive the application of sanctions, or waive sanctions for a specific transaction, for purposes of U.S. national security, and with congressional notification. Amends the Foreign Assistance Act of 1961 to designate Ukraine, Georgia, and Moldova as major non-NATO allies for purposes of that Act and the Arms Export Control Act. Provides assistance to Ukraine for: (1) the military, defense, energy, and civilian sectors; and (2) internally displaced persons. Directs the Secretary of State to work with Ukrainian officials to help Ukraine reduce its dependence on natural gas imported from the Russian Federation. Directs the Chairman of the Broadcasting Board of Governors to submit to Congress a plan for increasing the quantity of Russian-language broadcasting into the countries of the former Soviet Union in order to counter Russian Federation propaganda. Requires such plan to prioritize broadcasting into Ukraine, Georgia, and Moldova by the Voice of America (VOA) and Radio Free Europe/Radio Liberty.

Corporate Inverters Earnings Stripping Reform Act of 2014 - Amends the Internal Revenue Code to impose limitations on the tax deduction for interest paid by corporations which are designated as applicable entities (i.e., members of an expanded affiliated group which includes a surrogate foreign corporation which is not treated as a domestic corporation). Prohibits such an entity from claiming a tax deduction for interest that exceeds 25% of its adjusted taxable income and from carrying forward interest which is paid or accrued during the first year in which such entity becomes an applicable entity. Requires an applicable entity to file an annual application for an approval agreement (i.e., a prefiling, advance pricing, or other agreement involving a related-party transaction) with the Internal Revenue Service (IRS) during the 10-year period after it becomes an applicable entity.

No Federal Contracts for Corporate Deserters Act of 2014 - Prohibits an executive agency from awarding a contract (including a defense contract) for the procurement of property or services to: (1) any foreign incorporated entity determined to be an inverted domestic corporation or any subsidiary of such entity, or (2) any joint venture more than 10% of which is held by such an entity or subsidiary. Directs each agency to include in each contract awarded with a value in excess of $10 million, other than a contract for exclusively commercial items, a clause that prohibits the prime contractor from: (1) awarding a first-tier subcontract with a value greater than 10% of the total prime contract to such an entity or joint venture, or (2) structuring subcontract tiers enabling such entity or joint venture to perform more than 10% of the total value of the prime contract. Authorizes an agency to waive such requirements for a contract in the interest of national security or if necessary for the efficient or effective administration of federal or federally-funded programs that provide health benefits to individuals. Provides for termination of a contract or suspension or debarment of a contractor in violation of this Act. Requires a foreign incorporated entity to be treated as an inverted domestic corporation if: (1) the entity acquires, on or after May 8, 2014, substantially all of the properties held by a domestic corporation or substantially all of the assets of, or substantially all of the properties constituting a trade or business of, a domestic partnership; and (2) after the acquisition, either more than 50% of the stock of the entity is held by former shareholders of the domestic corporation or former partners of the domestic partnership, or the management and control of the expanded affiliated group which includes the entity occurs primarily within the United States and such expanded affiliated group has significant domestic business activities. Sets forth an exception for an entity within an expanded affiliated group with substantial business activities in the foreign country in which the entity is created. Requires the Secretary of the Treasury to prescribe regulations for determining cases in which the management and control of an expanded affiliated group is to be treated as occurring primarily within the United States.

Calls on the Department of State to work with the Kurdistan Regional Government, the Iraqi government, neighboring countries, the diaspora community in the United States, and other key stakeholders for those seeking safety and protection from religious persecution in Iraq. Requests the addition of a Special Representative for Religious Minorities to be included in Iraq's government. Urges the President to ensure timely visa processing for Iraq's minority groups fleeing religious persecution.

Superfund Polluter Pays Restoration Act of 2014 - Amends the Internal Revenue Code to: (1) reinstate the Hazardous Substance Superfund financing rate beginning 60 days after enactment of this Act; (2) increase such rate from 9.7 cents to 15.8 cents per barrel of crude oil; (3) adjust for inflation in taxable years beginning after 2014 the $3.5 billion Superfund threshold after which no tax is imposed; (4) reinstate and increase the rates of tax on taxable chemicals; (5) modify the definition of "crude oil" to include any bitumen or bituminous mixture, any oil derived from such mixture (including oil derived from tar sands), and any oil derived form kerogen-bearing sources (including oil derived from oil shale); and (6) allow the use of the Superfund for environmental remediation without further appropriation.

Domestic Violence Gun Homicide Prevention Act of 2014 - Authorizes the Director of the Office of Community Oriented Policing Services of the Department of Justice (DOJ) to make grants to assist eligible states in carrying out policies, procedures, protocols, laws, or regulations relating to the possession or transfer of firearms or ammunition that: impose restrictions and penalties substantially similar to or more comprehensive than those applicable to possession by or transfer to persons subject to a court order for stalking-related offenses against an intimate partner or child or persons convicted of a misdemeanor crime of domestic violence; require the seizure or surrender of all firearms and ammunition from an individual convicted of any crime for which any such restrictions or penalties apply or against whom a court has issued a protection order; require state and local courts to consider, at the initial appearance before a magistrate of any individual arrested for any crime for which such restrictions or penalties apply, if the individual possesses a firearm or ammunition that has been or is likely to be used to threaten, harass, or harm the victim or the victim's child or otherwise pose a danger to them and to issue a protection order prohibitting the possession of any firearm or ammunition and require the surrender or seizure of any firearm or ammunition possessed; give state and local law enforcement the authority to seize a firearm or ammunition when responding to specified domestic violence situations, if there is probable cause to believe such firearm or ammunition is contraband or illegally in the possession of the suspected offender and is likely to be used to threaten, harass, menace, or harm, or to otherwise pose a danger to, the victim or the victim's child; and provide for the safe return of any seized or surrendered firearm or ammunition when such restrictions and penalties no longer apply.

United States-Israel Strategic Partnership Act of 2014 - Expresses the sense of Congress that Israel is a major U.S. strategic partner. Amends the Department of Defense Appropriations Act, 2005 to extend authority to transfer certain obsolete or surplus Department of Defense (DOD) items to Israel. Amends the Foreign Assistance Act of 1961 to extend authority to make additions to foreign-based defense stockpiles for use as war reserve stocks through FY2015. Directs the President to take steps to make Israel eligible for the strategic trade authorization exception to the requirement for a license for the export, reexport, or in-country transfer of an item subject to certain export controls. Authorizes the President to carry out U.S.-Israel cooperative activities and to provide assistance for cooperation in the fields of energy, water, homeland security, agriculture, and alternative fuel technologies. Directs the President to report to Congress regarding U.S.-Israel cyber cooperation. Expresses the sense of Congress that the Secretary of Homeland Security (DHS) should designate Israel as a visa waiver program county when Israel meets certain program requirements. Amends the Energy Independence and Security Act of 2007 to authorize the Secretary of Energy to: enter into cooperative agreements supporting dialogue and planning involving international partnerships between the Department of Energy (DOE), including DOE National Laboratories, and the government of Israel and its ministries, offices, and institutions; and establish a joint United States-Israel Center based in an area of the United States with offshore energy development expertise to develop academic cooperation in energy innovation technology and engineering, water science, technology transfer, and analysis of geopolitical implications of new natural resource development. Extends, and expands the scope of covered energy, under the grant program to support U.S.-Israel research, development, and commercialization of renewable energy or energy efficiency.

Runaway and Homeless Youth and Trafficking Prevention Act - Reauthorizes the Runaway and Homeless Youth Act through FY2019, generally at FY2009 levels. Modifies the Basic Center Grant (BCG) Program (for short-term emergency shelter and family reunification services to runaway and homeless youth) to require local centers to provide safe shelter and services, including trauma-informed services, for runaway and homeless youth, and (if appropriate) services for their families, including individuals they identify as family. Extends the maximum stay in a BCG shelter from 21 to 30 days, and requires a shelter to provide suicide prevention services. Allows shelter services to include: (1) trauma-informed and gender-responsive services for runaway or homeless youth, including victims of trafficking in persons or sexual exploitation; and (2) an assessment of family engagement in support and reunification (if appropriate), interventions, and services for parents or legal guardians of such youth, or individuals they identify as family. Revises plan applicant record keeping requirements. Requires plan applicants to: (1) provide age, gender, and culturally and linguistically appropriate services to runaway youth; and (2) assist youth in completing the Free Application for Federal Student Aid. Revises the Transitional Living Grant (TLG) Program (for longer-term residential services, life skills, education, and employment support to older homeless youth) to require information and counseling services in basic life skills to be age, gender, and linguistically appropriate. Requires TLG plan applicants to provide suicide prevention services, counseling to homeless youth, and aftercare services. Requires a TLG plan to ensure proper referral of homeless youth to mental health services, including programs providing comprehensive services to victims of trafficking in persons or sexual exploitation. Requires plan applicants to provide age, gender, and culturally and linguistically appropriate services that address the needs of homeless and street youth. Revises plan applicant record keeping requirements. Revises requirements for the coordination of activities among federal agencies, grants for technical assistance and training, and grants for research, evaluation, demonstration, and service projects. Revises the sexual abuse prevention program to authorize the Secretary of Health and Human Services (HHS) to make grants to public agencies (as well as nonprofit private agencies, as under current law) to provide street-based services to runaway and homeless, and street youth who have been subjected to, or are at risk of being subjected to, sexual abuse, violence, trafficking in persons, or sexual exploitation. Prohibits any person in the United States, on the basis of actual or perceived race, color, religion, national origin, sex, gender identity, sexual orientation, or disability, from being excluded from participation in, denied the benefits of, or subject to discrimination under any program or activity funded in whole or in part under such Act, or funded with amounts appropriated for grants, cooperative agreements, or other assistance administered by the Administration for Children and Families of the Department of HHS.

Recovery Enhancement for Addiction Treatment Act or the TREAT Act - Amends the Controlled Substances Act to increase the number of patients that a qualifying practitioner dispensing narcotic drugs for maintenance or detoxification treatment is initially allowed to treat from 30 to 100 patients per year. Allows a qualifying physician, after one year, to request approval to treat an unlimited number of patients under specified conditions, including that he or she: (1) agrees to fully participate in the Prescription Drug Monitoring Program of the state in which the practitioner is licensed, (2) practices in a qualified practice setting, and (3) has completed at least 24 hours of training regarding treatment and management of opiate-dependent patients for substance use disorders provided by specified organizations. Revises the definition of a "qualifying practitioner" to include: (1) a physician who holds a board certification from the American Board of Addiction Medicine; and (2) a nurse practitioner or physicians assistant who is licensed under state law to prescribe schedule III, IV, or V medications for pain, who has specified training or experience that demonstrates specialization in the ability to treat opiate-dependent patients, who practices under the supervision of, or prescribes opioid addiction therapy in collaboration with, a licensed physician who holds an active waiver to prescribe schedule III, IV, or V narcotic medications for opioid addiction therapy, and who practices in a qualified practice setting. Directs the Comptroller General to initiate an evaluation of the effectiveness of this Act, including an evaluation of: (1) changes in the availability and use of medication-assisted treatment for opioid addiction, (2) the quality of medication-assisted treatment programs, (3) diversion of opioid addiction treatment medication, and (4) changes in state or local policies and legislation relating to opioid addiction treatment.

SBA Intermediary Lending Program Act of 2014 - Amends the Small Business Act to make permanent the Small Business Administration (SBA) Intermediary Lending Program (ILP). Limits to a maximum of: (1) $1 million a single ILP loan to an eligible intermediary, (2) $5 million the total amount outstanding and committed to the intermediary by the Administrator under the program, and (3) $20 million the total amount of all ILP loans during each of FY2015-FY2017. Authorizes the Administrator, during FY2018 and each ensuing fiscal year, to use amounts made available for the program.

Affirms that all children deserve a safe, loving, and permanent family. Recognizes the importance of ensuring that international adoptions of all children are conducted in an ethical and transparent manner. Expresses concern over the impact on children and families caused by the suspension of exit permit issuance within the Democratic Republic of Congo. Requests that the Congolese government resume processing adoption cases and issuing exit permits, prioritize the processing of intercountry adoptions which were initiated before the suspension, and expedite the adoption processing of medically fragile children. Encourages continued cooperation between the Department of State and the Democratic Republic of the Congo's Ministry of Foreign Affairs to improve the intercountry adoption process and ensure the welfare of all children adopted from the Democratic Republic of Congo.

Condemns the unprovoked rocket fire at Israel and calls on Hamas to cease all rocket and other attacks against Israel. Calls on Palestinian Authority (PA) President Mahmoud Abbas to dissolve the unity governing arrangement with Hamas and condemn the attacks on Israel.

Protect Women's Health From Corporate Interference Act of 2014 - Affirms requirements, notwithstanding the Religious Freedom Restoration Act of 1993, that: (1) an employer that establishes or maintains a group health plan for its employees must provide coverage of a specific item or service for the employees or their dependents where the coverage is required under federal provisions or regulations pursuant to those provisions; and (2) group health plans sponsored by an employer or employee organization, and any health insurance coverage, must provide coverage required under the Public Health Service Act, including preventive health services. Authorizes the Departments of Labor, Health and Human Services (HHS), and the Treasury to modify regulations concerning coverage of contraceptive services by group health plans of religious employers consistent with the purposes and findings (regarding coverage of birth control services and the Supreme Court decisions in Burwell v. Hobby Lobby Stores, Inc. and Conestoga Wood Specialties Corp. v. Burwell ) of this Act.

Great Lakes Maritime Heritage Assessment Act of 2014 - Requires the Under Secretary for Oceans and Atmosphere of the Department of Commerce to assess and report on the cultural and historic resources in the waters of the Great Lakes. Directs the Under Secretary to make recommendations in the report on whether: (1) underwater geographic areas in the Great Lakes should be designated as national marine sanctuaries to protect resources of historical and archeological significance; and (2) the designation of a network of underwater Great Lakes areas that protect those resources could bring significant educational opportunities, economic development, jobs, and tourism to the Great Lakes region.

Directs the Commodity Futures Trading Commission (CFTC) to use its authority (including emergency powers) to: (1) to curb immediately the role of excessive speculation in any contract market within its jurisdiction and control on or through which energy futures or swaps are traded; and (2) eliminate excessive speculation, price distortion, sudden or unreasonable fluctuations, or unwarranted changes in prices, or other unlawful activity that is causing major market disturbances that prevent the market from accurately reflecting the forces of supply and demand for energy commodities.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2014 or the DISCLOSE Act of 2014 - Amends the Federal Election Campaign Act of 1971 (FECA) to redefine the term "independent expenditure" as an expenditure by a person that, when taken as a whole, expressly advocates the election or defeat of a clearly identified candidate, or is the functional equivalent of express advocacy because it can be interpreted by a reasonable person only as advocating the election or defeat of a candidate, taking into account whether the communication involved mentions a candidacy, a political party, or a challenger to a candidate, or takes a position on a candidate's character, qualifications, or fitness for office. Expands the period during which certain communications are treated as electioneering communications. Prescribes disclosure requirements for corporations, labor organizations, and certain other entities, including a political committee with an account established for the purpose of accepting donations or contributions that do not comply with the contribution limits or source prohibitions under FECA (but only with respect to such accounts). Repeals the prohibition against political contributions by individuals age 17 or younger.

Lori Jackson Domestic Violence Survivor Protection Act - Amends federal firearms provisions to expand the definition of: (1) "intimate partner" to include a dating partner or former dating partner; and (2) "misdemeanor crime of domestic violence" to include a misdemeanor offense that has, as an element, the use or attempted use of force, or the threatened use of a deadly weapon, by a dating partner or former dating partner against the victim. Prohibits the sale or other disposition of a firearm or ammunition to, or the possession or receipt of a firearm by, a person subject to a court order, or an ex parte order, that restrains such person from: (1) harassing, stalking, threatening, or engaging in other conduct that would put an individual in reasonable fear of bodily injury, including an order issued at the request of an employer on behalf of its employee or at the request of an institution of higher education on behalf of its student; or (2) intimidating or dissuading a witness from testifying in court.

Children in Families First Act of 2014 - Establishes within the Department of State the Office of Vulnerable Children and Family Security which shall: (1) support the implementation in foreign countries of child welfare laws and policies; and (2) address the gap in U.S. diplomacy, policy, and operations with respect to promoting appropriate, protective, and permanent family care for children living without families. States that the Office shall be headed by an Ambassador-at-Large who shall: (1) serve as a primary advisor to the Secretary of State and the President in all matters related to vulnerable children and family security in foreign countries; and (2) represent the United States in matters relevant to international child welfare, family preservation and reunification, and provision of permanent, safe parental care through kinship and domestic and intercountry adoption. Amends the Intercountry Adoption Act of 2000 to direct the Secretary of Homeland Security (DHS), through U.S. Citizenship and Immigration Services (USCIS), to carry out the functions prescribed by the Convention regarding the accreditation of U.S. adoption services providers. Establishes databases for internationally adopted children and adoption service providers. Transfers from the Secretary of State to the Field Operations Directorate of USCIS specified adoption-related functions, including accreditation of agencies and approval of persons to provide adoption services and oversight of provider investigations. Requires the Secretary of Homeland Security, through USCIS, to: (1) be responsible for processing and case-specific decision making on all intercountry adoption cases, (2) ensure that all intercountry adoption suitability and eligibility determinations of prospective adoptive parents are made in compliance with the Hague Adoption Convention, (3) ensure that all non-Convention adoption cases undergo specified preprocessing, and (4) be responsible for all case processing steps in Convention and non-Convention adoption petitions on behalf of children whom U.S. parents propose to immigrate to the United States. Establishes within the U.S. Agency for International Development (USAID) a Center of Excellence on Children in Adversity. Authorizes the President to provide assistance for programs in developing countries for nutrition, education, care, and protection of children. Requires: (1) the President to establish a system to monitor and evaluate the effectiveness of U.S. aid to children in adversity, and (2) USAID to carry out a priority country demonstration program implementing the (December 2012) Action Plan for Children in Adversity over a period of five years in at least six countries.

Bank on Students Emergency Loan Refinancing Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Secretary of Education to establish a program to refinance the unpaid principal, accrued unpaid interest, and late charges on: (1) the William D. Ford Federal Direct Loans (DLs) of qualified borrowers if the DLs were first disbursed or, in the case of Direct Consolidation Loans, applied for, before July 1, 2013; and (2) the Federal Family Education Loans (FFELs) of qualified borrowers as DLs. (FFELs were not disbursed after June 30, 2010.) Refinances the FFELs as Federal Direct Stafford, Unsubsidized Stafford, PLUS, or Consolidated Loans depending on the categorization of the FFEL as a Stafford, Unsubsidized Stafford, PLUS, or Consolidated Loan. Sets the interest rate on the refinanced loans, other than the Federal Direct Consolidation Loans, at the rate for the 12 months beginning on July 1, 2013, based on: (1) the DL's categorization; and (2) in the case of Stafford Loans, whether the loan was issued to an undergraduate or graduate student. Determines a refinanced Consolidation Loan's interest rate by: (1) weighing the proportion of the unpaid balance of the Consolidation Loan that each component loan represents, (2) setting the interest rate on each component loan at the lesser of the rate on the component loan for the 12 months beginning on July 1, 2013, or its original rate, and (3) applying the weighted average of the interest rates on those loans as the interest rate on the Consolidation Loan. Fixes the interest rate on the refinanced loans for the period of such loans. Directs the Secretary to establish eligibility requirements that are based on a borrower's income or debt-to-income ratio and that take into consideration providing access to refinancing for borrowers who have the greatest financial need. Requires the Secretary to establish a program to refinance the unpaid principal, accrued unpaid interest, and late charges on private education loans as Federal Direct Refinanced Private Loans if the private education loans were first disbursed to qualified borrowers before July 1, 2013, and were for their postsecondary educational expenses. Sets the interest rate on Federal Direct Refinanced Private Loans at the rate applicable for the 12 months beginning on July 1, 2013, to: (1) Direct Stafford and Unsubsidized Stafford Loans issued to undergraduates if the private education loan was issued for undergraduate expenses, (2) Direct Unsubsidized Stafford Loans issued to graduate or professional students if the private education loan was issued for graduate or professional studies, or (3) Direct PLUS Loans if the private education loan was issued for undergraduate and graduate or professional studies. Fixes the interest rate on such loans for the period of such loans. Directs the Secretary to establish eligibility requirements that: (1) are based on a borrower's income or debt-to-income ratio and take into consideration providing access to refinancing for borrowers who have the greatest financial need, (2) ensure eligibility only for borrowers in good standing, (3) minimize inequities between Federal Direct Refinanced Private Loans and other federal student loans, and (4) preclude windfall profits for private educational lenders. Requires qualified borrowers of such loans to undergo loan counseling before their private education loan is refinanced. Requires private educational lenders to report specified loan information to the Secretary, Congress, the Secretary of the Treasury, and the Director of the Consumer Financial Protection Bureau (CFPB) in order to allow for an assessment of the private education loan market. Directs the Secretary to undertake a campaign to alert borrowers that they may be eligible for refinancing under this Act. Amends the Internal Revenue Code to require an individual taxpayer whose adjusted gross income exceeds $1 million to pay a minimum tax rate of 30% of the excess of the taxpayer's adjusted gross income over the taxpayer's modified charitable contribution deduction for the taxable year (tentative fair share tax). Establishes the amount of such tax as the excess (if any) of the tentative fair share tax over the excess of: (1) the sum of the taxpayer's regular tax liability, the alternative minimum tax (AMT) amount, and the payroll tax for the taxable year; over (2) certain tax credits. Provides for a phase-in of such tax. Requires an inflation adjustment to the $1 million income threshold for taxable years beginning after 2015. Requires the Secretary to terminate this Act's refinancing programs on the earlier of the date: (1) when the net cost of carrying out the programs is equal to the Secretary's estimate of the amount of additional revenue generated during the 10-year period beginning on the date of this Act's enactment due to the fair share tax, or (2) that is two years after this Act's enactment.

Carl Levin National Defense Authorization Act for Fiscal Year 2015 - Authorizes FY2015 appropriations for military activities of the Department of Defense (DOD), military construction, and for national security activities of the Department of Energy (DOE). Authorizes military personnel strengths for FY2015. Authorizes FY2015 appropriations to DOD for: procurement, including aircraft, missiles, weapons and tracked combat vehicles, ammunition, shipbuilding and conversion, and other procurement; research, development, test, and evaluation; operation and maintenance; military personnel; working capital funds; the National Sea-Based Deterrence Fund; chemical agents and munitions destruction; drug interdiction and counter-drug activities; the Office of the Inspector General; the Defense Health Program; and overseas contingency operations. Sets forth provisions or requirements concerning: end strengths for active and reserve forces; military personnel policy, including education and training, sexual assault prevention and response, and military justice and legal matters; military pay and allowances; military health care; acquisition policy and management, including major defense acquisition programs; DOD organization and management; financial matters; counter-drug activities; counterterrorism; civilian personnel matters; matters relating to foreign nations, including assistance and training; cooperative threat reduction; nuclear forces; space, intelligence, and cyberspace related matters; and military construction and military family housing. Military Construction Authorization Act for Fiscal Year 2015 - Authorizes appropriations for FY2015 for military construction for the Armed Forces and defense agencies. Authorizes appropriation for FY2015 to the Department of Energy for national security programs.

Deter Cyber Theft Act of 2014 - Requires the President to report annually to Congress on foreign countries that engage in economic and industrial espionage in cyberspace with respect to U.S. trade secrets or proprietary information. Requires each report to: (1) identify countries that engage in such espionage, including countries that facilitate, support, fail to prosecute, or otherwise permit such espionage; (2) specify the countries that engage in the most egregious forms of such espionage; and (3) describe actions taken and progress made by the President to decrease the prevalence of such espionage. Authorizes the President to block and prohibit transactions in property, and interests in property, of a foreign person the President determines knowingly requests, engages in, supports, facilitates, or benefits from the significant appropriation, through economic or industrial espionage in cyberspace, of technologies or proprietary information developed by U.S. persons if such property and interests in property: (1) are in the United States; (2) come within the United States; or (3) are, or come within, the possession or control of a U.S. person. Prohibits the President from imposing sanctions on the importation of goods under such authority.

Stop Corporate Inversions Act of 2014 - Amends the Internal Revenue Code to revise rules for the taxation of inverted corporations (i.e., U.S. corporations that acquire foreign companies to reincorporate in a foreign jurisdiction with income tax rates lower than the United States) to provide that during the period beginning after May 8, 2014, and before May 9, 2016, a foreign corporation that acquires the properties of a U.S. corporation or partnership shall be treated as an inverted corporation and thus subject to U.S. taxation if, after such acquisition: (1) it holds more than 50% of the stock of the new entity (expanded affiliated group), or (2) the management or control of the new entity occurs primarily within the United States and the new entity has significant domestic business activities.

Hmong Veterans' Service Recognition Act - Authorizes burial in any open national cemetery under the control of the National Cemetery Administration of the remains of any individual: (1) who was naturalized pursuant to the Hmong Veterans' Naturalization Act of 2000 and who resided in the United States at the time of death; or (2) who the Secretary of Veterans Affairs (VA) determines served with a special guerrilla unit or irregular forces operating from a base in Laos in support of the U.S. Armed Forces between February 28, 1961, and May 7, 1975, and who, at the time of death, resided in the United States and was a U.S. citizen or an alien lawfully admitted for permanent residence.

Requires the Secretary to establish a program to refinance the unpaid principal, accrued unpaid interest, and late charges on private education loans as Federal Direct Refinanced Private Loans if the private education loans were first disbursed to qualified borrowers before July 1, 2013, and were for their own postsecondary educational expenses. Sets the interest rate on Federal Direct Refinanced Private Loans at the rate applicable for the 12 months beginning on July 1, 2013, to: (1) Direct Stafford and Unsubsidized Stafford Loans issued to undergraduates if the private education loan was issued for undergraduate expenses, (2) Direct Unsubsidized Stafford Loans issued to graduate or professional students if the private education loan was issued for graduate or professional studies, or (3) Direct PLUS Loans if the private education loan was issued for undergraduate and graduate or professional studies.
