Medicare Quality Improvement Organization Modernization Act of 2007 - Amends title XI of the Social Security Act (SSA) to require utilization and quality control peer review organizations to offer quality improvement assistance to providers, practitioners who provide health care items and services to individuals dually eligible for benefits under SSA titles XVIII (Medicare) and XIX (Medicaid), and programs that provide items and services to such individuals. Requires the organization to establish a Medicare quality accountability program. Directs the Secretary of Health and Human Services, acting through the Inspector General of the Department of Health and Human Services, to contract with an entity to conduct a medical review audit to evaluate whether quality improvement organizations are making appropriate noncompliance determinations and sanction recommendations to the Secretary regarding health care practitioners and providers with respect to a corrective action plan. Revises requirements for the quality improvement program (QIO), including program administration, data disclosure, use of evaluation and competition, quality improvement organization program funding, and qualifications for QIOs under part B (Peer Review) of SSA title XI.

Media Ownership Act of 2007 - Amends the Telecommunications Act of 1996 to require the Federal Communications Commission (FCC), in changing any of its regulations related to broadcast ownership, to publish notice in the Federal Register for least 90 days, followed by at least 60 days for public comment, followed by at least 30 days to reply to comments. Applies those requirements to any any changes related to broadcast and newspaper ownership made after October 1, 2007. Requires the FCC, before voting on any change in broadcast and newspaper ownership rules, to complete a separate rulemaking to promote the broadcast of local programming and content by broadcasters, including radio and television broadcast stations, and newspapers. Requires the FCC, before issuing a final rule, to: (1) conduct a study on the overall impact of television station duopolies and newspaper-broadcast cross-ownership on the quantity and quality of local news, public affairs, local news media jobs, and local cultural programming at the market level; and (2) publish a proposed final rule at least 90 days before a vote, followed by at least 60 days for public comment, followed by at least 30 days to reply to comments. Requires the FCC to establish an independent panel on increasing the representation of women and minorities in broadcast media ownership and to act on the panel's recommendations before voting on any changes to its broadcast and newspaper ownership rules.

Individual Alternative Minimum Tax Repeal Act of 2007 - Amends the Internal Revenue Code to: (1) repeal the alternative minimum tax (AMT) for individuals after 2006; and (2) exempt taxpayers with no AMT liability prior to 2006 from current AMT estimated tax penalties.

Mississippi Hills National Heritage Area Act of 2007 - Establishes the Mississippi Hills National Heritage Area. Designates the Mississippi Hills Heritage Area Alliance as the coordinating entity for the Area. Prohibits the Alliance from using federal funds received under this Act to acquire real property or any interest in real property. Requires the Alliance to develop and submit a management plan for the Area.

Reiterates support for the strategic alliance between the United States and Turkey. Condemns the violent attacks conducted by the Kurdistan Workers' Party over the last two decades. Urges Kurdish leaders in Iraq to deny safe harbor for terrorists. Encourages the governments of Turkey and of Iraq to continue to work together to end the threat of terrorism. Thanks Prime Minister Erdogan and the people and government of Turkey for: (1) assuming command of the International Security Assistance Force in Kabul, Afghanistan from July 2002 to January 2003, and from February 2005 to August 2005; (2) providing humanitarian and medical assistance in Afghanistan and in Iraq; and (3) their willingness to contribute to international peace, especially in the greater Middle East region.

Homeowner's Flood Insurance Protection Act of 2007 - Amends the National Flood Insurance Act of 1968 with respect to any area that: (1) previously was not designated as a special flood hazard area because it was protected by a flood protection system; and (2) becomes so designated as a result of the decertification of that flood protection system pursuant to any updating, reviewing, or remapping of flood insurance program rate maps. Sets the chargeable flood insurance premium rate for any property that, before enactment of this Act, was located within such an area at 50% of the chargeable risk premium rate otherwise applicable. Terminates such discount rate five years after the area's initial designation as a special flood hazard area.

Disapproves a specified rule submitted by the Centers for Medicare & Medicaid Services of the Department of Health and Human Services relating to Medicare coverage for the use of erythropoiesis stimulating agents in cancer and related neoplastic conditions. Declares that such rule shall have no force or effect.

NASA 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Challenger Center for Space Science Education; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

NOAA Scholarship Act of 2007 - Authorizes the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to establish a Science and Technology Scholarship Program to award scholarships to students at institutions of higher education to recruit and prepare them for careers in the National Weather Service and in NOAA marine research, atmospheric research, and satellite programs. Sets forth provisions governing such Program.

Kids First Act - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to revise, reauthorize, and extend the SCHIP program through FY2012 at increased levels. Provides for determination of allotments for the 50 states and the District of Columbia based on expenditures and numbers of low-income children. Sets limitations on matching rates for populations other than targeted low-income children or pregnant women covered through a Section 1115 waiver. Prohibits the Secretary of Health and Human Services from approving, extending, renewing, or amending a waiver, experimental, pilot, or demonstration project with respect to a state after the enactment of this Act that would allow funds made available under SCHIP to be used to provide child health assistance or other health benefits coverage for any other adult other than a pregnant woman whose family income does not exceed the income eligibility level specified for a targeted low-income child in that state under a waiver or approved project. Requires a state to determine family income eligibility for child health assistance or other health benefits coverage under the state child health plan solely on the basis of the family's gross income. Directs the Secretary to award grants to eligible entities to conduct outreach and enrollment efforts designed to increase the enrollment and participation of eligible children under SCHIP and SSA title XIX (Medicaid). Allows a state to elect to offer a premium assistance subsidy for qualified employer sponsored coverage to all targeted low-income children eligible for child health assistance. Allows any state the option to include an unborn child as a child under SCHIP. Repeals current federal payment rates at different specified percentages for different specified aspects of Medicaid administrative costs to prescribe a flat 50% rate for all such costs. Requires a 25% reduction in payments for Medicaid administrative costs (to prevent duplication of such payments under part A (Temporary Assistance for Needy Families) (TANF) of SSA title IV).

Expresses the sense of Congress that: (1) restrictions on U.S. visits by high-level elected and appointed officials of Taiwan, including the President of Taiwan, should be lifted; (2) the United States should allow direct Cabinet level exchanges in order to strengthen a policy dialogue with Taiwan; and (3) it is in the U.S. national interest to strengthen links with the democratically-elected government of Taiwan and demonstrate stronger support for democracy in the Asia-Pacific region.

SCHIP Extension Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to: (1) extend SCHIP through FY2008 and the first six months of FY2009; (2) provide additional allotments to states to address SCHIP funding shortfalls for the same period of time; and (3) authorize qualifying states to elect to receive the enhanced portion of the SCHIP matching rate for coverage of certain children under SSA title XIX (Medicaid).

Government Shutdown Prevention Act - Provides for automatic continuing appropriations if any regular appropriation for a fiscal year (or, if applicable, for each fiscal year in a biennium) does not become law before the beginning of such fiscal year, or a joint resolution making continuing appropriations is not in effect. Appropriates amounts necessary to continue any project or activity for which funds were provided in the preceding fiscal year: (1) in the corresponding regular appropriation Act for such preceding fiscal year; or (2) if such legislation did not become law, then in the joint resolution making continuing appropriations for such preceding fiscal year. Requires the appropriations and funds made available, and authority granted, for any fiscal year for a project or activity to be available for the period beginning with the first day of a lapse in appropriations and ending with the earlier of: (1) the date on which the applicable regular appropriation bill for such fiscal year becomes law (whether or not such law provides for such project or activity) or a continuing resolution making appropriations becomes law, as the case may be; or (2) the last day of such fiscal year.

Reaffirms the Senate's commitment to: (1) a lasting solution to the Israeli-Palestinian conflict based on the establishment of two states, Israel and Palestine; and (2) Israel's security. Denounces the use of violence and terror. Calls on: (1) President Bush to engage Israel and the Palestinian Authority (PA) to begin negotiations; (2) Hamas to recognize Israel's right to exist, renounce and end all terror and incitement, and accept past agreements and obligations with Israel; (3) moderate Arab states to intensify their diplomatic efforts toward a two-state solution; and (4) Israeli and Palestinian leaders to embrace efforts to achieve peace and refrain from taking any actions that would prejudice final status negotiations. Welcomes the Arab League Peace Initiative. Urges President Bush to consider appointing as Special Envoy for Middle East Peace an individual who has held cabinet rank or someone equally qualified with an extensive knowledge of foreign affairs and the Middle East region in particular.

Recreational Boating Act of 2007 - Amends the Federal Water Pollution Control Act (popularly known as the Clean Water Act) to redefine the term "pollutant" to exclude any deck runoff from a recreational vessel, any engine cooling water, gray water, bilge water effluent from a properly functioning recreational marine engine, laundry, shower, and galley sink waste from a recreational vessel, or any other discharge incidental to the normal operation of a recreational vessel. Declares that such exclusion does not apply to rubbish, trash, garbage, or any other similar material discharged overboard by a recreational vessel. Defines "recreational vessel" to mean a vessel that is: (1) manufactured for operation, or operated primarily for recreational purposes; or (2) leased, rented, or chartered to an individual for recreational purposes.

Medicare Anesthesiology Teaching Funding Restoration Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to part B (Supplementary Medical Insurance) to set forth a special payment rule of 100% of the fee schedule amount for teaching anesthesiologists involved in the training of physician residents, if certain presence and availability requirements are met.

Flood Insurance Disclosure Act of 2007 - Amends the National Flood Insurance Act of 1968 to require insurers to disclose, in writing, to purchasers of a homeowner's or renter's insurance policy: (1) that such policy does not include certain flood insurance coverage; (2) that such person may be eligible to purchase such coverage; and (3) the telephone number and Internet address to contact the National Flood Insurance Program in order to obtain such coverage.

Medicare Long-Term Care Hospital Patient Safety and Improvement Act of 2007 - Creates a cross reference to provisions in the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999 and the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 for the prospective payment of long-term care hospitals. Makes the base rate for a long-term care hospital for the rate year 2008 the same as that used for discharges in the previous rate year. Defines "long-term care hospital" and establishes new patient criteria for long-term care hospital prospective payment. Requires the Secretary to approve distinct part rehabilitation units in certain long-term care hospitals if rehabilitation services are not included within one of the major diagnostic categories. Requires the Secretary to recommend to Congress and, after rulemaking, implement national long-term care hospital facility and patient criteria. Directs the Secretary to contract with one or more appropriate utilization and quality control peer review organizations to review the medical necessity of long-term care admissions and continued stays for individuals entitled to benefits under Medicare part A. Creates a separate classification for certain long-stay cancer hospitals, including satellites or remote locations if certain requirements are met.

Justice for Victims of State Sponsored Terrorism Act - Amends the federal judicial code to expand the rights of victims of state-sponsored terrorism by: (1) denying foreign states that support terrorism immunity from the jurisdiction of U.S. courts for cases involving personal injury or death related to the terrorist activities of its officials, employees, or agents; (2) allowing certain nationals of the United States, members of the Armed Forces, and federal employees or contractors a private cause of action against a foreign state designated as a state sponsor of terrorism; (3) making foreign states vicariously liable for the actions of their officials, employees, or agents; (4) limiting appeals in cases against foreign states involving terrorist-related injuries; and (5) establishing a pending lien against property of a foreign state sponsor of terrorism upon the initiation of legal action in the United States against such state.

Fair Medicaid Drug Payment Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to direct the Secretary of Health and Human Services to calculate the federal upper reimbursement limit as no less than 300% of the weighted average (based on utilization) of the most recent average manufacturer prices (AMPs) for pharmaceutically and therapeutically equivalent multiple source drug products available for purchase by retail community pharmacies on a nationwide basis. Directs the Secretary to implement a smoothing process for AMPs to ensure that federal upper reimbursement limits do not vary significantly from month to month as a result of rebates, discounts, and other pricing practices. Requires a state plan to subject to prior authorization all covered outpatient drug products that are innovator multiple source drugs, if such drug products are more expensive than other biologically and therapeutically equivalent drug products available for purchase in that state by retail community pharmacies. Revises requirements for monthly reports to the Secretary of price information by manufacturers subject to rebate agreements.

Prescribe A Book Act - Amends the Elementary and Secondary Education Act of 1965 to establish a Pediatric Early Literacy program under which the Secretary of Education awards matching grants to nonprofit organizations for the implementation of three-part models through which: (1) health care providers encourage parents to read aloud to their children and offer them recommendations and strategies for doing so; (2) health care providers give each visiting child between the ages of six months and five-years a new, developmentally appropriate children's book to take home and keep; and (3) volunteers reading to children in health care facility waiting areas show parents the techniques and pleasures of reading aloud to children. Requires that the books provided to children under the program be obtained at a discount.

Coast Guard Authorization Act for Fiscal Year 2008 - Authorizes appropriations for FY2008 for the Coast Guard. Authorizes FY2008 levels of Coast Guard active duty military personnel and average military training student loads. Authorizes appropriations for fiscal years 2008 and 2009 to the Coast Guard to continue deployment of a World Wide Web-based risk management system to help reduce accidents and fatalities. Establishes the Merchant Mariner Medical Advisory Committee. Authorizes the commandant of the Coast Guard to make grants to, or enter into cooperative agreements, contracts, or other agreements with, international maritime organizations to acquire information or data about merchant vessel inspections, security, safety and environmental requirements, classification, and port state or flag state law enforcement or oversight. Sets forth various provisions relating to Coast Guard personnel, Coast Guard administrative matters, shipping and navigation, and maritime law enforcement. Requires certain measures to reduce risks related to oil spills and improve response. Provides for maritime hazardous cargo security. Sets forth miscellaneous other provisions.

Flood Insurance Choice Act of 2007 - Amends the Flood Disaster Protection Act of 1973 to permit an individual homeowner not to purchase property flood insurance, even for property in a special flood hazard area, if he or she submits certain written certifications to the Administrator of the Federal Emergency Management Agency (FEMA) and the state, community, or local official responsible for zoning and building codes. Declares that such homeowner shall not be required to comply with certain base flood elevation requirements. Amends the National Flood Insurance Act of 1968, with respect to land use controls, financial assistance and mitigation assistance, to shield from penalties for non-compliance those areas that have complied with its requirements but where individuals have opted out pursuant to this Act. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to deny assistance for individuals who have opted-out of the flood insurance program.

Maritime Administration Authorities Act of 2007 - Authorizes appropriations for the Maritime Administration, including for operations and training, assistance to small shipyards and maritime communities, and disposal of obsolete vessels in the National Defense Reserve Fleet. Authorizes the Secretary of Transportation to enter into agreements to purchase, charter, operate, or otherwise acquire the use of any vessels and any other related real or personal property. Subjects the following to the prior consent of the Secretary of Defense regarding vessels in the Ready Reserve Force or the National Defense Reserve Fleet: (1) the authority of the Secretary of Transportation to operate or lease vessels under the Secretary's control; (2) the charter of vessels in the National Defense Reserve Fleet (including Ready Reserve Force vessels) by any state, locality, or territory of the United States; and (3) the authority of the Secretary of Transportation to charter or otherwise make available a vessel under the jurisdiction of the Secretary to any other department. Amends the National Maritime Heritage Act of 1994 to modify requirements regarding disposal of certain National Defense Reserve Fleet vessels that are not in the Ready Reserve Fleet. Requires the Secretary of Transportation, in order to ensure Ready Reserve Fleet vessel readiness, to activate and conduct sea trials on each vessel at least once every 30 (under current law, 24) months. Sets forth a variety of provisions. Declares that such provisions make no substantive change in existing law and prohibits construing them as making a substantive change.

Max Cleland Minority Serving Institution Digital and Wireless Technology Opportunity Act - Establishes within the National Science Foundation (NSF) an Office of Minority Serving Institution Digital and Wireless Technology to: (1) award grants, contracts, or cooperative agreements (assistance) to eligible institutions to provide educational instruction in digital and wireless network technologies; and (2) strengthen the national digital and wireless infrastructure by increasing national investment in telecommunications and technology infrastructure at eligible institutions. Requires the NSF Director to establish an advisory council on the best approaches for involving eligible institutions in supported activities and for reviewing and evaluating submitted proposals. Requires the council to include members from minority serving institutions. Makes the following institutions eligible for such assistance: (1) a historically Black college or university; (2) a Hispanic-, Alaska Native-, or Native Hawaiian-serving institution; (3) a tribally controlled college or university; or (4) an institution determined to have enrolled a substantial number of minority, low-income students who received assistance under the Higher Education Act of 1965. Provides a matching funds requirement.

Empowerment Zone and Renewal Community Enhancement Act of 2007 - Amends Internal Revenue Code provisions relating to tax-preferred empowerment zones, rural enterprise communities, and renewal communities to: (1) extend the period of designation for such areas through 2015; (2) provide a safe harbor standard for employee residency requirements in empowerment zones; (3) eliminate certain residency requirements for the empowerment zone employment tax credit; (4) grant authority to expand the boundaries of empowerment zones and enterprise communities, including those located in rural areas; (5) allow carryovers of unused expensing allowances for enterprise zone businesses; (6) allow certain empowerment zone businesses to elect to receive payments in lieu of tax benefits; (7) allow federal guarantees and tax exemptions for enterprise zones and renewal communities; and (8) allow the issuance of tax-exempt rural enterprise community bonds.

Dignified Treatment of Wounded Warriors Act - Directs the Secretaries of Defense and Veterans Affairs (Secretaries) to jointly develop a comprehensive policy on the care and management of members of the Armed Forces (members) who are undergoing medical treatment, recuperation, or therapy for a serious injury or illness. Provides enhanced availability of medical care and related benefits for members and former members recovering from serious injuries or illnesses. Requires the Secretary of Defense (Secretary) to submit plans for Department of Defense (DOD) programs and activities to prevent, diagnose, and treat traumatic brain injury and post-traumatic stress disorder in members. Directs the Secretary to establish a Center of Excellence in Prevention, Diagnosis, Mitigation, Treatment, and Rehabilitation of:: (1) Traumatic Brain Injury; and (2) Post-Traumatic Stress Disorder. Requires the Secretaries to develop and implement a joint electronic health record for use by DOD and the Department of Veterans Affairs (VA). Directs the Secretary to establish a Physical Disability Board of Review to review findings of physical evaluation boards of members separated from the Armed Forces with disability ratings of 20% or less and found to be not eligible for retirement. Authorizes the Secretary to carry out pilot programs for a revised disability evaluation system for members. Requires reports on the implementation of corrective measures in response to deficiencies: (1) in the Army physical disability evaluation system; and (2) at Walter Reed Army Medical Center. Directs the Secretary to: (1) establish standards for military medical treatment facilities, specialty care medical facilities, and military quarters housing patients; and (2) develop and maintain a handbook for members concerning compensation and benefits for serious injuries and illnesses.

Defenders of Freedom Tax Relief Act of 2007 - Amends Internal Revenue Code provisions relating to military personnel to: (1) extend the limitation period for filing tax refund claims resulting from Department of Veterans Affairs (VA) disability determinations; (2) make permanent the taxpayer election to treat combat zone compensation as earned income for purposes of the earned income tax credit; (3) treat differential wage payments made to active duty members of the uniformed services as wages for retirement plan purposes; (4) make permanent the exemption from the 10% penalty for premature retirement plan distributions made by active duty military personnel; (5) treat state payments to members of the uniformed services as qualified military benefits for purposes of the tax exclusion of such benefits; (6) make permanent the authority of the Social Security Administration to disclose tax return information to the VA for purposes of determining eligibility for certain veterans benefit programs; (7) extend through 2010 mortgage bond financing exemption rules for certain veterans; (8) make permanent the tax exclusion of gain from the sale of a principal residence by certain members of the Intelligence Community; (9) allow unlimited tax-free rollovers of military death gratuities to Roth individual retirement accounts (Roth IRAs); (10) allow employers a tax credit for differential wage payments made to active duty military personnel; and (11) set forth tax rules for U.S. citizens and certain permanent residents (expatriates) who relinquish their citizenship or residency to avoid U.S taxation.

Reaffirms the Senate's commitment to: (1) a lasting solution to the Israeli-Palestinian conflict based on the establishment of two states, Israel and Palestine; and (2) Israel's security. Denounces the use of violence and terror. Calls on: (1) President Bush to engage Israel and the Palestinian Authority (PA) to begin negotiations; (2) the Hamas-led PA to recognize Israel's right to exist, renounce and end all terror and incitement, and accept past agreements and obligations with Israel; and (3) moderate Arab states to intensify their diplomatic efforts toward a two-state solution. Urges President Bush to consider appointing as Special Envoy for Middle East Peace an individual who has held cabinet rank or someone equally qualified with an extensive knowledge of foreign affairs and the Middle East region in particular.

Declares that the Senate: (1) has heard with profound sorrow and deep regret the announcement of the death of the Honorable Craig Thomas, a former Senator from Wyoming; (2) mourns the loss of one of its most esteemed members; and (3) expresses its condolences to the people of Wyoming and to his wife, Susan, and his four children. Declares that when the Senate adjourns June 5, 2007, it shall stand adjourned as a further mark of respect to the memory of Senator Thomas.

Stop Over Spending Act of 2007 - Second Look at Wasteful Spending Act of 2007 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to transmit annually to Congress a maximum of four special messages that propose to rescind dollar amounts of discretionary budget authority, items of direct spending, and targeted tax benefits. Requires an analysis by: (1) the Congressional Budget Office (CBO) of an estimated savings in budget authority or outlays resulting from such rescission; and (2) the Joint Committee on Taxation of an estimated savings resulting from repeal of targeted tax benefits. Requires any rescinded budget authority, items of direct spending, or targeted tax benefit to be dedicated only to deficit reduction, and not to be used as an offset for other spending increases or revenue reductions. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under this Act. Sets forth procedures for expedited congressional consideration of a proposed rescission. Requires: (1) the President to issue an order fully implementing without change all sequestrations required by the Office of Management and Budget (OMB) in its Final Sequestration Report; and (2) the Government Accountability Office (GAO) to report to Congress and the President on the order's compliance with this Act. Prescribes requirements for discretionary sequestration reports by OMB and GAO, discretionary spending and maximum deficit limits, federal tax gap initiative, executive and legislative branch sequestration procedures, and congressional response to low economic growth. Provides adjustments in such discretionary spending limits for: (1) the Global War on Terrorism overseas; (2) U.S. forces in such War; (3) addressing deficiencies at Walter Reed Army Medical Center for injured individuals resulting from such War; (4) continuing disability reviews and Supplemental Security Income (SSI) redeterminations for the Social Security Administration; (5) health care fraud and abuse; and (6) unemployment insurance improper payment reviews. Authorizes the President to exempt military personnel accounts from sequestration or provide a lower uniform percentage reduction. Prohibits the President's budget from exceeding the maximum deficit amount for any fiscal year. Requires biennial budget resolutions, appropriations Acts, and government strategic and performance plans. Establishes the National Commission on Entitlement Solvency and the Commission on Congressional Budgetary Accountability and Review of Federal Agencies. Amends the Congressional Budget Act of 1974 to revise budget resolution requirements. Authorizes the chairman of the Committee on the Budget to notify the Senate of a Medicare funding warning. Makes it out of order to consider any legislation that would cause any increase in direct spending, net of proposals to change direct spending receipts, or revenues contained in the measure if the Senate has been notified of such warning for two consecutive calendar years. Makes it out of order in the Senate to consider legislation that includes a federal income tax rate increase. Requires the concurrent resolution on the budget, for any year when the CBO projects an on-budget deficit (excluding Social Security) for the budget year or any subsequent fiscal year, except in specified circumstances, to: (1) reduce on-budget deficits relative to the CBO projections and put the budget on a path to achieve on-budget balance within five years; and (2) include provisions to protect Social Security and facilitate deficit reduction, other than reducing Social Security benefits. Requires the CBO to prepare an estimate for legislation reported from committee (except measures within the jurisdiction of the Committee on Appropriations) on whether the measure would cause a net increase in direct spending exceeding $5 billion in any of the four 10-year periods between FY2016-FY2055. Sets forth provisions avoiding Pay-As-You-Go points of order in the Senate against consideration of appropriations legislation. Provides for such Pay-As-You-Go points of order in certain circumstances.
