Development, Relief, and Education for Alien Minors Act of 2010 or DREAM Act of 2010 - Authorizes the Secretary of Homeland Security (DHS) to cancel the removal of, and adjust to conditional permanent resident status, an alien who: (1) entered the United States before his or her 16th birthday and has been present in the United States for at least five years immediately preceding this Act's enactment; (2) is a person of good moral character; (3) is not inadmissible or deportable under specified grounds of the Immigration and Nationality Act; (4) has been admitted to an institution of higher education (IHE) or has earned a high school or equivalent diploma; (5) from the age of 16 and older, has never been under a final order of exclusion, deportation, or removal; and (6) was under age 35 on the date of this Act's enactment. Requires aliens to apply for such adjustment of status within one year of being admitted to an IHE or earning a high school or equivalent diploma. Sets forth conditions for maintaining such status and having its conditional basis removed. Authorizes: (1) the Secretary to adjust the status of an alien who has met such conditions prior to enactment of this Act to conditional permanent resident status; and (2) such alien to petition the Secretary for permanent resident status at the end of the conditional residence period. Provides for: (1) exclusive jurisdiction; (2) penalties for false application statements; (3) confidentiality; (4) higher education assistance; and (5) a Government Accountability Office (GAO) report respecting the number of aliens adjusted under this Act.

Implementation of National Consensus Appliance Agreements Act - Amends the Energy Policy and Conservation Act (EPCA) to set forth provisions concerning establishing standards for: (1) a minimum level of energy efficiency or a maximum quantity of water use for clothes washers and dishwashers; (2) the seasonal energy efficiency ratio of central air conditioners and central air conditioning heat pumps manufactured on or after January 1, 2015; (3) the annual fuel utilization efficiency of non-weatherized furnaces manufactured on or after May 1, 2013; (4) energy efficiency of portable light fixtures manufactured on or after January 1, 2012, GU-24 Base Lamps, pole-mounted outdoor luminaires, high light output double-ended quartz halogen lamps, general service fluorescent lamps, general service incandescent lamps, intermediate base incandescent lamps, candelabra base incandescent lamps, and incandescent reflector lamps; (5) energy efficiency of bottle-type water dispensers and compartment bottle-type water dispensers, commercial hot food holding cabinets, and portable electric spas; (6) energy conservation of refrigerators and freezers manufactured on or after January 1, 2014; (7) minimum energy efficiency ratios of room air conditioners manufactured on or after June 1, 2014; (8) minimum energy efficiency of clothes dryers manufactured on or after January 1, 2015; (9) energy conservation of certain incandescent reflector lamps; (10) energy efficiency of warm air furnaces with an input rating of 225,000 Btu per hour or more and manufactured after January 1, 2011; (11) daily energy consumption of service over the counter, self-contained, medium temperature commercial refrigerators; and (12) nominal full load efficiency of specified electric motors. Requires the Secretary of Energy (DOE) to publish rules that determine whether the Secretary should: (1) establish standards for through-the-wall central air conditioners, through-the-wall central air conditioning heat pumps, and small duct, high velocity systems; (2) amend standards for weatherized furnaces; and (3) initiate a process for establishing minimum energy efficiency standards for video game console energy use. Amends the Energy Conservation Program for Consumer Products Other Than Automobiles to: (1) revise exceptions from preemption requirements for certain building code requirements; (2) provide that No-Load Mode energy efficiency standards do not apply to specified external power supplies manufactured before July 1, 2017; and (3) revise labeling rules for "covered products." Prohibits the manufacture of general purpose mercury vapor lamps on or after January 1, 2016. Provides that state energy conservation standards that are adopted by January 1, 2015, pursuant to statutory requirements to adopt efficiency standards for reducing outdoor lighting energy use enacted prior to January 31, 2008, will not be preempted by federal standards. Provides that California and Nevada are not precluded from adopting, effective beginning on or after January 1, 2018, standards for general service lamps. Authorizes the Secretary to incorporate smart grid technologies or capabilities into energy conservation standards. Requires states to give notice to the Administrator of the Environmental Protection Agency (EPA) about a state or local public comment period with respect to local laws prohibiting, limiting, or restricting the use of alternative refrigerants for specific end uses. Requires the Administrator to determine whether to update the Energy Star criteria for residential refrigerators, refrigerator-freezers, freezers, dishwashers, clothes washers, clothes dryers, and room air conditioners to incorporate smart grid and demand response features. Requires the Secretary to establish a program concerning increasing awareness of higher efficiency electric motors.

Calls on the people of the United States to interview at least one veteran in their families or communities according to guidelines provided by the Veterans History Project. Encourages national, state, and local organizations along with federal, state, city and county governmental institutions to participate in support of the effort to document, preserve, and honor the service of U.S. veterans.

Commends individuals and institutions that participate in and support advancements in science, technology, engineering, and mathematics (STEM), especially through international partnerships. Supports the Science Envoy Program as representative of the commitment of the United States to collaborate with other countries to promote the advancement of science and technology. Encourages the Secretary of State to establish a public diplomacy program to: (1) establish exhibits that illustrate cooperation between institutions and the people of the United States and institutions and people of the host country; (2) create fora for host country individuals to discuss their work; and (3) encourage future (STEM) cooperation with students around the world.

Authorizes the Agreement Between the Government of the United States of America and the Government of Australia Concerning Peaceful Uses of Nuclear Energy, done at New York May 4, 2010, to become effective on or after October 8, 2010, as if the congressional review requirements under the Atomic Energy Act of 1954 had been satisfied. Subjects such Agreement to the provisions of the Atomic Energy Act of 1954 and any other applicable U.S. law as if it had come into effect in accordance with such congressional review requirements.

Security Cooperation Act of 2010 - Defense Trade Cooperation Treaties Implementation Act of 2010 - Amends the Arms Export Control Act (AECA) to exclude from the requirement to conclude a bilateral agreement in order to be exempt from defense export licensing requirements under such Act: (1) Canada; (2) the United Kingdom (UK) upon implementation of, and pursuant to the terms of, the Treaty Between the Government of the United States of America and the Government of the United Kingdom of Great Britain and Northern Ireland Concerning Defense Trade Cooperation, done at Washington and London on June 21 and 26, 2007 (London Treaty); and (3) Australia upon implementation of, and pursuant to the terms of, the Treaty Between the Government of the United States of America and the Government of Australia Concerning Defense Trade Cooperation, done at Sydney, September 5, 2007 (Sydney Treaty). Permits the UK and Australia, pursuant to the appropriate Treaty's implementation, to retransfer defense items without prior consent of the President. Exempts from the scope of such Treaties specified: (1) rocket systems or unmanned aerial vehicle systems and associated production facilities, software, or technology; (2) individual rocket stages, reentry vehicles and equipment, and associated production facilities, software, and technology; (3) defense articles and defense services for use in rocket systems, including associated production facilities, software, or technology; (4) toxicological agents, biological agents, and associated equipment; (5) nuclear weapons-related defense articles and defense services along with associated defense articles and technology; (6) with regard to the London Treaty, U.S.-controlled defense articles and services; and (7) with regard to the Sydney Treaty, defense articles for which Australian laws would prevent Australian enforcement of control measures specified in the Treaty. Subjects a person who violates a Treaty or any implementing or enforcing rule or regulation to criminal penalties under the AECA. Includes defense article or defense service enforcement actions pursuant to a Treaty within the scope of the President's civil enforcement authority. Prohibits suppliers of defense articles or services exported pursuant to a Treaty from making incentive payments to satisfy part or all of an offset agreement with the UK and Australia. Includes specified Treaty transfers within the scope of existing: (1) antidiscrimination provisions; (2) annual estimate of sales provisions; (3) fee and political contribution provisions; and (4) export and technical assistance or manufacturing license congressional notification provisions. Prohibits an amendment (other than an administrative or technical amendment) to an implementing arrangement concluded pursuant to a Treaty from entering into effect for the United States unless Congress adopts and enacts legislation approving such amendment's entry into effect for the United States. Requires the President to notify Congress 15 days prior to the entry into effect of any technical or administrative amendment to one of the implementing arrangements. Naval Vessel Transfer Act of 2010 - Authorizes the President to transfer on a grant basis to: (1) India, the OSPREY class minehunter coastal ships CORMORANT and KINGFISHER; (2) Greece, the OSPREY class minehunter coastal ships OSPREY, BLACKHAWK, and SHRIKE; (3) Chile, the NEWPORT class amphibious tank landing ship TUSCALOOSA; and (4) Morocco, the NEWPORT class amphibious tank landing ship BOULDER. Authorizes the President to transfer on a sale basis to Taiwan through the Taipei Economic and Cultural Representative Office of the United States the OSPREY class minehunter coastal ship ROBIN. States that: (1) the value of such vessels transferred on a grant basis shall not be counted against the aggregate value of excess defense articles transferred to countries in any fiscal year under the Foreign Assistance Act of 1961; (2) transfer costs shall be charged to the recipient; and (3) to the maximum extent practicable, the country to which a vessel is transferred shall have necessary vessel repair and refurbishment carried out at U.S. shipyards (including U.S. Navy shipyards). Terminates transfer authority two years after enactment of this Act. Amends the AECA to revise provisions concerning the congressional export review period for Israel. Amends the Department of Defense Appropriations Act, 2005 to extend the President's authority to transfer to Israel surplus defense items that are stockpiled in Israel and intended for use as Israeli reserve stocks. Amends the Foreign Assistance Act of 1961 to extend the current $200 million per fiscal year limit on additions to existing defense stockpiles in foreign countries.

Development, Relief, and Education for Alien Minors Act of 2010 or DREAM Act of 2010 - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the provision making unlawful aliens ineligible for higher education benefits based on state residence unless a U.S. citizen or national is eligible for such benefits without regard to state residence. Authorizes the Secretary of Homeland Security (DHS) to cancel the removal of, and adjust to conditional permanent resident status, an alien who: (1) entered the United States before his or her 16th birthday and has been present in the United States for at least five years immediately preceding this Act's enactment; (2) is a person of good moral character; (3) is not inadmissible or deportable under specified grounds of the Immigration and Nationality Act; (4) has been admitted to an institution of higher education (IHE) or has earned a high school or equivalent diploma; (5) from the age of 16 and older, has never been under a final order of exclusion, deportation, or removal; and (6) was under age 35 on the date of this Act's enactment. Amends the Federal Insecticide, Fungicide, and Rodenticide Act to provide that no permit shall be required for: (1) the use of a pesticide that is registered or otherwise authorized for use under such Act; (2) the use of a biological control organism for the prevention, control, or eradication of a plant pest or noxious weed that is in accordance with the Plant Protection Act; or (3) the conduct of any other plant pest, noxious weed, or pest control activity conducted in accordance with the Plant Protection Act.

Mandatory Price Reporting Act of 2010 - Amends the Agricultural Marketing Act of 1946 to: (1) extend reporting requirements for livestock daily markets through September 30, 2015; (2) establish mandatory reporting for wholesale pork cuts; and (3) direct the Secretary of Agriculture (USDA) to establish, and implement within one year, an electronic price reporting system for dairy products.

Defense Trade Treaty Implementation Act of 2010 - Amends the Arms Export Control Act to: (1) authorize the President to implement and enforce a specified defense trade treaty with the United Kingdom and a specified defense trade treaty with Australia; and (2) provide that upon treaty implementation each such country would be exempt from its treaty related licensing requirements for exports of defense articles. Provides for: (1) prosecution of treaty violations under such Act; and (2) congressional notification of defense article exports made pursuant to the treaties.

Small Business Paperwork Mandate Elimination Act - Amends the Internal Revenue Code to repeal a provision (added by the Patient Protection and Affordable Care Act) that extends to corporations that are not tax-exempt the requirement to report payments of $600 or more.

Encourages: (1) schools, nonprofit institutions, churches, parks, recreation centers, and summer camps to sponsor summer feeding sites in their communities; and (2) schools, local businesses, nonprofit institutions, churches, cities, and state governments to raise awareness of the availability of summer feeding sites and support efforts to increase participation of children who might otherwise go without meals.

Expresses the sense of the Senate: (1) calling upon all parties in Kyrgyzstan to refrain from violence and to attend to displaced and injured civilians, paying particular attention to the Uzbek population along the Kyrgyzstan-Uzbekistan border; (2) that the Provisional Government of Kyrgyzstan should restore order and the democratic process, address the tensions that divide Kyrgyz society, and bring to justice those responsible for the violence; (3) supporting an investigation into the causes of the violence in southern Kyrgyzstan; (4) welcoming the commitment of U.S. assistance to Kyrgyzstan for programs supporting humanitarian relief, reconstruction, and community stabilization; (5) commending the government of Uzbekistan for cooperating with international organizations in meeting the needs of Uzbek refugees; (6) that the government of Uzbekistan should maintain an open border to ensure that displaced populations seeking refuge have emergency humanitarian assistance and protection services; (7) calling upon the Organization for Security and Cooperation in Europe to help restore order; and (8) commending the efforts of relief organizations and persons responding to the humanitarian needs of those displaced by the violence.

Recognizes the benefits of the alliance to the national security of the United States and Japan, as well as to regional security. Recognizes the contributions of and expresses appreciation for the people of Japan, and in particular the people of Okinawa, in hosting members of the U.S. Armed Forces and their families in Japan. Values the involvement of Japan's Self-Defense Forces in regional and global security operations. Practical Energy and Climate Plan Act of 2010 - Revises the Corporate Average Fuel Economy (CAFE) standards by requiring at least a 4% annual increase in the average fuel economy level beginning in model year 2017, unless the standards are technologically unachievable, cannot be achieved without materially reducing the overall safety of automobiles, or are not cost effective. Requires the Secretary of Transportation (DOT) to: (1) prescribe separate standards for passenger and non-passenger automobiles to achieve a combined fuel economy average of at least 34.1 miles per gallon for model year 2016 (currently 35 miles per gallon for model year 2020) for the total fleet of automobiles manufactured; and (2) determine the greatest achievable fuel efficiency improvement targets for rules pertaining to commercial medium- and heavy-duty vehicles and work trucks. Authorizes the Secretary to implement regulations for vehicle classes and components of such vehicles on an accelerated basis. Requires manufacturers to ensure that 50% of automobiles and light duty trucks manufactured in model years 2013-2014 are dual fueled (90% in 2015 and subsequent model years). Amends the Public Utility Regulatory Policies Act of 1978 (PURPA) to require an electric utility to obtain no less than 15% of the base quantity of electricity it sells to consumers from diverse energy for 2015-2019, 20% for 2020-2024, 25% for 2025-2029, 30% for 2030-2049, and 50% for 2050. Requires the Secretary of Energy (DOE) to establish a federal diverse energy credit trading program. Requires the Administrator of the Environmental Protection Agency (EPA) to establish an incentive program to permanently retire conventional coal plants with the largest pollution-related liabilities. Amends the Energy Policy Act of 2005 to: (1) replace the incentive program for the production of cellulosic biofuels with one for the production of renewable fuels; and (2) require the Secretary of the Treasury to transfer funding to the Secretary of Energy for the cost of loan guarantees to promote the development of advanced nuclear energy facilities. Amends the Internal Revenue Code to: (1) allow a refundable and transferable income tax credit for fuel savings amounts achieved by a new qualified fuel-efficient motor vehicle; and (2) impose an excise tax on the sale of a fuel guzzler motor. Amends the Energy Conservation and Production Act to require the Secretary of Energy to: (1) update national model building energy codes at least every three years; and (2) establish targets for overall energy savings in buildings and minimum building efficiency standards. Establishes in DOE a Homes and Buildings Energy Retrofits Program that has an annual target energy efficiency retrofit rate of 5% for homes and 2% for commercial buildings. Amends the National Energy Conservation Policy Act to: (1) direct federal agencies to ensure that new federal buildings are designed to enhance energy efficiency; (2) revise requirements concerning agency procurement of energy efficient products; and (3) direct agency heads to implement best management practices for energy-efficient management of servers and data centers. Amends the Farm Security and Rural Investment Act of 2002 to direct the Secretary of Agriculture to make loans to public power districts, public utility districts, or specified electric cooperatives that borrowed and repaid, prepaid, or are paying electric loan made or guaranteed by the Rural Utilities Service for making loans to consumers for implementing energy efficient measures. Amends the Energy Policy and Conservation Act to: (1) require the Secretary of Energy to carry out a grant program to pay the federal share of creating a revolving loan program for manufacturers to implement commercially available technologies or processes that significantly reduce system energy intensity and improve U.S. industrial competitiveness; (2) include computer monitors and displays as covered products under the energy conservation program for consumer products other than automobiles; and (3) require the Secretary to establish an energy conservation standard for each type or class of covered industrial equipment.

Expresses condolences to the families and loved ones of the sailors of the Republic of Korea Ship Cheonan who were killed in action on March 26, 2010. Reaffirms the Senate's commitment to the alliance between the Republic of Korea and the United States and to the Republic of Korea's security. Urges: (1) the full cooperation of the U.S. government and the international community in aiding the government of the Republic of Korea as it investigates the sinking of the Cheonan; and (2) the international community to implement all U.N. Security Council Resolutions pertaining to security on the Korean Peninsula, including Security Council Resolutions 1695, 1718, and 1874.

Haiti Economic Lift Program Act of 2010 - Amends the Caribbean Basin Economic Recovery Act (CBERA) (as amended by the United States-Caribbean Basin Trade Partnership Act, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2006 [HOPE Act], and the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2008 [HOPE II]) to extend, in each succeeding one-year period through FY2020 (transition period), the duty-free treatment of certain imported knit apparel articles made in one or more Caribbean Basin Trade Partnership Act (CBTPA) beneficiary countries from yarns wholly formed in the United States. Extends, in each applicable one-year period through FY2020, the duty-free treatment of imported apparel articles made in Haiti or the Dominican Republic. Prescribes duty-free treatment also, without regard to the source of the fabric, fabric components, components knit-to-shape, or yarns from which the article is made, for specified apparel articles or made-up textile articles: (1) wholly assembled, or knit-to-shape, in Haiti from any combination of fabrics, fabric components, components knit-to-shape, or yarns; and (2) imported directly from Haiti or the Dominican Republic. Sets forth a special rule for certain woven articles and certain knit articles entered during FY2010 and succeeding one-year periods. Requires the Commissioner responsible for U.S. Customs and Border Protection to verify that such apparel articles imported into the United States are not being unlawfully transshipped into the United States. Revises requirements for one particular credit under the earned import allowance certificate program to reduce from three to two the number of square meter equivalents of qualifying woven fabric or qualifying knit fabric that the producer or entity controlling production can demonstrate that it purchased for the manufacture in Haiti of articles like or similar to any article eligible for preferential treatment. Extends the value-added rule for apparel articles and the special rule for certain wire harness automotive components. Directs the Commissioner to seek to send a rapid response team, as well as a support team, to Haiti to: (1) assess the short-term and long-term technical, capacity-building, and training needs of the authorities of the government of Haiti responsible for customs services; and (2) provide immediate assistance, particularly with respect to reestablishing full capacity for commercial port operations at the seaport at Port-au-Prince, facilitating trade between the United States and Haiti under CBERA, preventing unlawful transshipment of goods through Haiti to the United States, and otherwise strengthening cooperation between U.S., Haitian, and Dominican customs authorities. Declares the sense of Congress regarding regional cooperation and transshipment.

Fair Access to Credit Scores Act of 2010 - Amends the Fair Credit Reporting Act to require nationwide consumer reporting agencies, including nationwide specialty consumer reporting agencies (that compile and report on medical records or payments, residential or tenant histories, check writing histories, employment histories, and incusrance claims), to provide a free annual credit score disclosure upon consumer request.

Supports the goals of World Malaria Day, including the achievable target of ending malaria deaths by 2015. Recognizes the importance of reducing malaria to improve child and maternal health, especially in sub-Saharan Africa. Commends the progress made toward reducing global malaria, particularly through the efforts of the President's Malaria Initiative and the Global Fund to Fight AIDS, Tuberculosis, and Malaria. Welcomes ongoing public-private partnerships to develop more effective and affordable tools to combat malaria. Reaffirms the goals to combat malaria in the Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008. Supports continued U.S. leadership and investment in bilateral and multilateral efforts to combat malaria as a critical part of the President's Global Health Initiative. Encourages the international community to sustain and increase support for worldwide efforts to combat malaria.

Applauds the people of Serbia for their commitment to democracy, free markets, tolerance, and the rule of law. Urges the European Council to adopt a clear position on Serbia's qualifications as a candidate country. Recognizes Serbia's cooperation with the United States on issues such as democratization, anti-drug trafficking, anti-terrorism, human rights, regional cooperation, and trade. Urges the government of Serbia to intensify efforts to capture and transfer at-large indictees Goran Hadzic and Ratko Mladic to the International Criminal Tribunal for the former Yugoslavia (ICTY).

Recognizes the ultimate sacrifice made by the 29 coal miners lost at the Upper Big Branch Mine-South in Raleigh County, West Virginia. Extends the deepest condolences of the Senate to the families of the fallen coal miners. Honors the survivors of the tragedy. Recognizes all coal miners for enduring the immeasurable loss of co-workers and maintaining courage in the aftermath of the explosion at the Upper Big Branch Mine-South. Commends the valiant efforts of the emergency response workers searching for the missing coal miners. Honors the many volunteers who provided support and comfort for the missing coal miners' families during the rescue and recovery operations.

Haitian-American Enterprise Fund Act - Authorizes the President, after congressional consultation, to designate one private, nonprofit organization as the Haitian-American Enterprise Fund to receive funds and support under this Act to promote the Haitian private and agricultural sectors and joint U.S.-Haitian ventures through loans, grants, equity investments, technical assistance, training, and insurance. States that: (1) a grant agreement between the United States Agency for International Development (USAID) and the Fund shall require the Fund to liquidate its assets and dissolve not later than December 31, 2020, unless USAID determines that the Fund should be extended; and (2) all Fund assets remaining at such time shall be used to organize a follow-on U.S.-Haiti legacy foundation. Applies the enterprise fund provisions of the Support for East European Democracy (SEED) Act of 1989 to the Fund in the same manner as such provisions apply to other similar U.S.-established enterprise funds. Authorizes appropriations.

Expresses sympathy to the people of Poland and the families of those who perished for their profound loss resulting from the April 10, 2010, airplane crash that killed the country's President, First Lady, and 94 other high ranking government, military, and civic leaders. Expresses: (1) solidarity with the people of Poland and Polish-American communities in the United States; and (2) support for the Polish government as it addresses the loss of many key officials.

Recognizes the tragedy that took place on April 10, 2010, when an aircraft carrying a delegation of current and former Polish officials, family members, and others crashed and killed all passengers while en route to memorialize the massacres of more than 22,000 Polish government officials, military officers, and civilians executed by the NKVD in April-May of 1940. Honors: (1) the late President of Poland Lech Kaczynski and all the Poles who perished in the April crash; and (2) the more than 22,000 massacred Polish government officials, military officers, and civilians. Supports the Polish people as they restore leadership in the institutions of the government of Poland that were impacted by the April crash. Requests that the Secretary of the Senate transmit an enrolled copy of this resolution to the Ambassador of Poland to the United States.

Enhancing Quality Assistance and Leadership and Improving Transparency for Women Act or the EQUALITY Act - Establishes in the Office of the Secretary of State the Office for Global Women's Issues which shall be headed by an Ambassador-at-Large for Global Women's Issues. Establishes in the United States Agency for International Development (USAID) the Women's Development Advisor who shall coordinate USAID efforts to integrate gender in foreign assistance design, strategy, and programs. Directs the Comptroller General of the United States to report to Congress regarding U.S. government financial assistance to further international economic, social, and legal development for women and girls.

Rural Energy Savings Program Act - Amends the Farm Security and Rural Investment Act of 2002 to authorize the Secretary of Agriculture (through the Rural Utilities Service) to make interest-free loans to eligible entities for loans to qualified consumers to implement energy efficiency measures. Directs the Secretary to make grants to such entities to defray related costs, including costs for equipment and labor. Directs the Secretary to contact with a qualified entity to provide: (1) verification and measurement activities for the Rural Utilities Service, including training; and (2) technical assistance and training for employees of eligible entities. Directs the Secretary to enter into agreements with eligible entities, or groups of eligible entities, that have specified energy efficiency programs for energy efficiency loan demonstration projects.

Organization of American States Revitalization and Reform Act of 2010 - Directs the Secretary of State to submit a multiyear strategy to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs that: (1) outlines an approach to the Organization of American States (OAS) that encourages the adoption of International Public Sector Accounting Standards, provides for a budgeting process that prioritizes mandates, and encourages transparent hiring practices; and (2) reflects inputs and coordination from other executive branch agencies.

Reaffirms the commitment of the United States to building a long-term partnership with Iraq that strengthens Iraq's security, stability, economy, and democracy. Urges the Administration to: (1) devote continued support for the people and government of Iraq, especially during the critical months after the elections of March 7, 2010; and (2) work with the international community to provide support for the Iraqi elections. Calls upon all parties in Iraq to ensure that the elections are free, without intimidation, and to not inflame communal tensions. Urges the surrounding countries to: (1) refrain from exercising destabilizing interference in Iraq's internal affairs; and (B) allow the Iraqi people to determine their own future. Calls for the timely formation of an inclusive post-election Iraqi government. Expresses gratitude to the men and women of the U.S. Armed Forces, the Foreign Service, and other federal government agencies for their service and heroism in Iraq. Commends the Iraqi people for their courage, sacrifice, and hard-won gains in fighting terrorism and building a peaceful democracy.

Congratulates the people of the Republic of Lithuania on the occasion of the Act of the Re-Establishment of the State of Lithuania. Commends the government of Lithuania for its success in implementing political and economic reforms, for establishing political, religious, and economic freedoms, and for its commitment to human rights.
