Breast Cancer and Environmental Research Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH), to make grants to public or nonprofit private entities for the development and operation of centers to conduct multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer. Requires each such center to: (1) be known as a Breast Cancer and Environmental Research Center of Excellence; (2) include community organizations in the geographic area served by the center; (3) be formed from a consortium of cooperating institutions and community groups; and (4) be supported under this Act for a period of not more than five years, with additional periods allowed after review and recommendation. Requires the Secretary to establish a Breast Cancer and Environmental Research Panel to: (1) develop a comprehensive research strategy for centers; (2) make recommendations with respect to the mechanisms, peer review criteria, and allocations under this Act; (3) assist in the overall program evaluations; and (4) make recommendations for the dissemination of information on program process. Requires the Director of NIH to provide for coordination of information among, and an equitable geographical distribution of, centers.

Extends through December 31, 2009, provisions requiring the U.S. Postal Service to issue a special postage stamp for first-class mail that costs not less than 15% more than the regular first-class stamp to contribute funding for breast cancer research.

Food Stamp Personal Savings and Investment Act of 2007 - Amends the Food Stamp Act of 1977 to provide an annual financial resource inflation adjustment for purposes of household food stamp program eligibility. Excludes from countable financial resources specified retirement and education accounts. (Authorizes the exclusion of other such programs.)

Securing America's Energy Independence Act of 2007 - Amends the Internal Revenue Code to extend through 2016: (1) the energy tax credit for solar energy property and qualified fuel cell property; and (2) the tax credit for residential energy efficient property expenditures. Allows such credits to be applied against alternative minimum tax liability. Expands the definition of "energy property" for purposes of the tax credit to include certain equipment which uses solar energy to generate or store excess electricity. Provides for a special credit amount for solar photovoltaic energy property and residential energy efficient property based upon kilowatt capacity. Allows a tax credit for the full amount of qualified photovoltaic property expenditures (currently, limited to 30%). Allows accelerated depreciation (three-year recovery period) for solar energy and fuel cell property.

Vaccines for the Future Act of 2007 - Directs the President to establish a comprehensive strategy to accelerate efforts to develop vaccines and microbicides for neglected diseases such as HIV/AIDS, malaria, and tuberculosis. States that such strategy shall: (1) expand public-private partnerships and seek to leverage foreign country and private sector resources; (2) include the negotiation of advance market commitments and other economic incentives for the research, development, and manufacturing of vaccines and microbicides for HIV/AIDS, tuberculosis, malaria, and other neglected diseases; (3) address related intellectual property and regulatory issues; (4) maximize U.S. capabilities to support clinical trials of vaccines and microbicides in developing countries; and (5) expand the purchase and delivery of existing vaccines. Directs the Secretary of the Treasury to enter into negotiations with the World Bank, the International Development Association, the GAVI Alliance, such entities' member nations, and other interested parties to establish advance market commitments to purchase vaccines and microbicides to combat neglected diseases. (Defines "GAVI Alliance" as the public-private partnership launched in 2000 for the purpose of saving children and protecting all people through the widespread use of vaccines.)

Adoption Tax Relief Guarantee Act - Exempts provisions expanding the adoption tax credit and adoption assistance programs enacted by the Economic Growth and Tax Relief Reconciliation Act of 2001 from the general terminating (sunset) provisions of that Act.

Mental Health Parity Act of 2007 - Amends the Employee Retirement Income Security Act (ERISA) and the Public Health Service Act to require a group health plan that provides both medical and surgical benefits and mental health benefits to ensure that: (1) the financial requirements applicable to such mental health benefits are no more restrictive than those of substantially all medical and surgical benefits covered by the plan, including deductibles and copayments; and (2) the treatment limitations applicable to such mental health benefits are no more restrictive than those applied to substantially all medical and surgical benefits covered by the plan, including limits on the frequency of treatments or similar limits on the scope or duration of treatment. Prohibits the plan from establishing separate cost sharing requirements that are applicable only with respect to mental health benefits. Excludes from the requirements of this Act any group health plan: (1) for an employer with not more than 50 employees; or (2) whose costs of compliance with this Act increase the total costs of coverage by more than a specified percentage. Supersedes any provision of state law that establishes, implements, or continues in effect any standard or requirement that differs from the requirements of this Act, except for laws relating to the individual insurance market or small employers. Requires the Comptroller General to study the effect of this Act on the cost of health insurance coverage, access to such coverage, the quality of health care, and the impact on benefits and coverage for mental health and substance abuse.

Expresses concern for the more than 1,000,000 citizens of Sudan, Chad, and the Central African Republic who have been adversely affected by violence and instability. Calls upon the governments of Chad and Sudan to reaffirm their commitment to the Tripoli Declaration of February 8, 2006, and the N'Djamena Agreement of July 26, 2006, and commit to another round of inclusive political negotiations that can bring lasting peace and stability to the region. Urges the U.N. Security Council to authorize a multilateral and multidimensional peacekeeping force to eastern Chad. Urges the President and the international community to coordinate efforts to make sufficient resources available to meet the continuing humanitarian and security needs of the individuals and areas most affected by this conflict.

High-Performance Green Buildings Act of 2007 - Directs the Administrator of General Services to establish a position of, and appoint, a Director who shall: (1) establish an Office of High-Performance Green Buildings; (2) establish a Green Building Advisory Committee; (3) carry out public outreach; (4) develop and recommend a high-performance green building research plan; (5) develop and implement a comprehensive indoor air quality program for federal facilities; and (6) analyze current budget and contracting practices that affect achievement of high-performance green buildings. Defines a "high-performance green building" as one that, during its life-cycle: (1) reduces energy, water, and material resource use and the generation of waste; (2) improves indoor environmental quality; (3) improves impacts of the building on human health and the environment; (4) increases the use of environmentally preferable products; (5) increases reuse and recycling opportunities; and (6) integrates systems in the building. Authorizes the Administrator of the Environmental Protection Agency (EPA) to provide grants to state agencies for use in: (1) providing technical assistance for EPA's programs (including the Tools for Schools Program and the Healthy School Environmental Assessment Tool) to schools for use in addressing environmental issues; and (2) developing state school environmental quality plans. Requires the EPA to develop school site acquisition guidelines that account for: (1) the special vulnerability of children to hazardous substances or pollution exposure where the potential for site contamination exists; (2) available modes of transportation; and (3) potential use of the school as an emergency shelter. Requires the Director to ensure that the public clearinghouse established by this Act receives and makes available information on the exposure of children to environmental hazards in school facilities. Requires the EPA to issue guidelines for states in developing and implementing an environmental health program for schools. Requires the Director to identify incentives to encourage the use of green buildings and related technology in federal government operations Requires the Director of the Office of Federal Procurement Policy to: (1) revise applicable acquisition regulations to require federal facility acquisition, construction, or renovation to optimize energy performance, conserve water, enhance indoor environmental quality, and reduce environmental impacts of materials and waste flows; and (2) issue guidance to federal procurement executives on renegotiating proposed facilities design, existing facilities renovations, and eased facilities improvements. Requires the Director to: (1) consult with the Committee to assist in the implementation of the Environmental Stewardship Scorecard announced at the White House Summit on federal sustainable buildings in 2006; and (2) establish guidelines to implement a specified demonstration projects at federal buildings to contribute to its research goals.

NATO Freedom Consolidation Act of 2007 - Designates Albania, Croatia, Georgia, Macedonia, and Ukraine as eligible to receive assistance under the NATO Participation Act of 1994. States that such designation: (1) is in addition to the designation of Poland, Hungary, the Czech Republic, and Slovenia pursuant to the NATO Enlargement Facilitation Act of 1996, the designation of Romania, Estonia, Latvia, Lithuania, and Bulgaria pursuant to the European Security Act of 1998, and the designation of Slovakia pursuant to the Gerald B. H. Solomon Freedom Consolidation Act of 2002 as eligible to receive assistance under the NATO Participation Act of 1994; and (2) shall not preclude the designation by the President of other countries as eligible to receive assistance under the NATO Participation Act of 1994. Specifies FY2008 amounts under the Arms Export Control Act for Albania, Croatia, Georgia, Macedonia, and Ukraine.

Advance Directives Improvement and Education Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for Medicare coverage of end-of-life planning and consultations as part of an initial preventive physical examination. Requires a service provider, Medicare Advantage organization, or prepaid or eligible organization to give effect to an advance directive executed outside the state in which it is presented, even one that does not appear to meet the formalities of execution, form, or language required by the state in which it is presented, to the same extent as such provider or organization would give effect to an advanced directive that meets such requirements. Permits a provider or organization to decline to honor such a directive if it can be reasonably demonstrated that it is not an authentic expression of the individual's wishes concerning his or her health care. Makes such advance directive requirements applicable under SSA title XIX (Medicaid). Amends the Public Health Service Act to direct the Secretary of Health and Human Services, directly or through grants, to: (1) conduct a national education campaign to raise public awareness of the importance of planning for care near the end of life; and (2) provide for a national, toll-free information clearinghouse, as well as clearinghouses that the public may access to find out about state-specific information regarding advance directives and end-of-life decisions. Requires the General Accounting Office to study and report to Congress on the feasibility of a national registry for advanced directives.

Michelle's Law - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code of 1986 to prohibit a group health plan or health insurance coverage offered in connection with such a plan from terminating the coverage of a dependent child due to a medically necessary leave of absence from a postsecondary educational institution that causes the child to lose full-time status before the date that is the earlier of: (1) one year after the first day of the leave of absence; or (2) the date on which such coverage would otherwise terminate under the terms of the plan. Requires documentation and a certification by a physician.

Secure Travel and Counterterrorism Partnership Act - Expresses the sense of Congress that the United States should expand the visa waiver program to nationals of foreign countries that are allies in the war on terrorism. Amends the Immigration and Nationality Act to direct the Secretary of Homeland Security to establish a pilot program to expand the visa waiver program for up to five new countries that are are cooperating with the United States on security and counterterrorism matters. Requires a country, prior to participation, to conclude a counterterrorism and security information sharing agreement with the United States. Authorizes: (1) a country to participate for an initial three-year period, with an additional two-year extension; and (2) the Secretary to terminate a country's participation for program noncompliance. Directs the Secretary to develop and implement procedures to improve the manner of calculating visa overstay rates.

Barrier Project Consolidation and Construction Act of 2007 - Requires the Chicago Sanitary and Ship Canal Dispersal Barrier Project constructed as a demonstration project under the Nonindigenous Aquatic Nuisance Prevention and Control act of 1990 (Barrier I) and the related project authorized under the District of Columbia Appropriations Act, 2005 (Barrier II) to be considered to constitute a single project. Directs the Secretary of the Army, at full federal expense, to: (1) upgrade and make permanent Barrier I, construct Barrier II, operate and maintain Barriers I and II as a system, conduct a study of a full range of options and technologies for reducing impacts of hazards that may reduce the efficacy of the Barriers, and provide to each state a credit in an amount equal to that of funds contributed by the state toward Barrier II (which the state may apply to any cost-sharing responsibility for an existing or future federal project with the Corps of Engineers); and (2) conduct a feasibility study of the range of options and technologies to prevent the spread of aquatic nuisance species between the Great Lakes and Mississippi River basins through the Chicago Sanitary and Ship Canal and other aquatic pathways. Changes the authorization for Barrier II to such sums as may be necessary.

Dependence Reduction through Innovation in Vehicles and Energy Act or DRIVE Act - Instructs the Director of the Office of Management and Budget to publish in the Federal Register an oil savings target and action plan for specified calendar years. Directs the Secretary of Transportation to develop: (1) a fuel efficiency consumer education program for motor vehicle tires; (2) a fuel efficiency program for passenger automobile and light truck tires; and (3) a program to designate Transit-Oriented Development Corridors. Directs the Administrator of the Environmental Protection Agency to: (1) develop a testing and assessment program to determine heavy duty vehicle fuel economy; (2) establish a task force to develop minimum certification standards for plug-in hybrid electric vehicles; and (3) establish a near-term electric transportation deployment program. Instructs the Secretary of Transportation to prescribe average heavy duty vehicle fuel economy standards. Amends the Internal Revenue Code to: (1) allow a tax credit for 50% of the cost and installation (up to $3,500) of a qualifying idling reduction device (includes off-truck infrastructure equipment) on a heavy-duty diesel-powered on-highway vehicle; (2) allow a credit for 35% of the advanced motor vehicle technology expenses of certain motor vehicle manufacturers or component parts manufacturers; (3) terminate the limitation on the number of new qualified hybrid and advanced lean burn vehicles eligible for the alternative motor vehicle credit; (4) extend the alternative motor vehicle credit; (5) establish a fuel-efficient tax credit for private fleets; (6) subject heavy vehicles to the depreciation limitation for certain luxury automobiles; (7) increase the alternative fuel vehicle refueling property credit; (8) extend biodiesel income and excise tax credits; (9) increase the small ethanol producer tax credit for sucrose and cellulosic ethanol producers; and (10) provide plug-in electric vehicle incentives. Directs the Secretary of Energy to: (1) establish a lightweight material research and development program; (2) carry out a research and commercial application program for electric drive transportation technology and engine dominant hybrid vehicle technology; (3) provide hybrid technology loan guarantees; and (4) require that by FY2016 each federal agency achieve at least a 30% reduction in its fleet petroleum consumption, and have at least 30% of its alternative fuel vehicles be hybrid or lean burn vehicles; (5) establish an alternative fuels pilot grant program; and (6) conduct a national media campaign to decrease U.S. oil consumption over the next decade. Sets forth a federal agency motor vehicle efficiency and fuel requirements. Requires certain minimum percentages of light-duty motor vehicles manufactured for model years 2012 and beyond to use specified propulsion technologies and fuels. Amends the Clean Air Act to prescribe minimum annual quantities of renewable fuel from cellulosic biomass and sugar. Directs the Secretary of Agriculture to establish a low-interest loan and grant program for farmer-owned ethanol producers to develop infrastructure, including pump stations, for the retail delivery of any fuel containing at least 85% ethanol.

Expresses the sense of the Senate that: (1) the United States should be committed to a strong relationship with a democratic Serbia as Serbia moves toward its goals of membership in the European Union (EU) and cooperation with the North Atlantic Treaty Organisation (NATO); (2) the inclusion of Serbia in the NATO Partnership for Peace Program was a critical step in bringing Serbia closer to the Euro-Atlantic Alliance; (3) Serbia will now have the opportunity to enact defense reforms and apply for a Membership Action Plan for NATO; (4) Serbia should continue its reform progress; (5) Serbia should move quickly to fulfill its obligations to the International Criminal Tribunal for the former Yugoslavia, including by immediately arresting Ratko Mladic and transferring him to the Hague; and (6) the United States should continue its defense and security cooperation with Serbia, and should remain a friend to the people of Serbia as they continue on the path of democracy.

Expresses the sense of the Senate that the United States should act to reduce risks posed by global climate change and to foster economic growth by: (1) participating in negotiations under the United Nations Framework Convention on Climate Change and leading efforts in other international fora with the objective of securing U.S. participation in binding agreements that advance and protect U.S. interests, that establish mitigation commitments by all countries that are major emitters of greenhouse gases, that establish flexible international mechanisms to minimize the cost of efforts by participating countries, and that achieve a significant long-term reduction in global greenhouse gas emissions; and (2) establishing a bipartisan Senate observer group to monitor international negotiations on climate change and to ensure that the advice and consent function of the Senate is exercised to facilitate timely consideration of any applicable treaty.

Animal Fighting Prohibition Enforcement Act of 2007 - Amends the federal criminal code to prohibit: (1) sponsoring or exhibiting a bird in a fighting venture in a state where it would not otherwise be in violation of the law, only if the person knew that any bird in the venture was knowingly bought, sold, delivered, transported, or received in interstate or foreign commerce for such purpose; or (2) knowingly sponsoring or exhibiting in an animal fighting venture any other animal that was moved in interstate or foreign commerce. Prohibits knowingly: (1) selling, buying, transporting, delivering, or receiving, for purposes of transportation in interstate or foreign commerce, any dog or other animal to participate in an animal fighting venture; (2) using interstate mail service for commercial speech promoting an animal fighting venture except as performed outside the limits of the states (with an exception for bird fights in states whose laws allow them); or (3) selling, buying, transporting, or delivering in interstate or foreign commerce a knife, gaff, or other sharp instrument to be attached to the leg of a bird for use in an animal fighting venture. Increases the penalties to a fine and up to three years' imprisonment for violations.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal to Constantino Brumidi, in recognition of his contributions to the Nation as a designer and decorator of the U.S. Capitol. Requires the Architect of the Capitol to arrange for the gold medal to be displayed in the Capitol Visitor Center as part of an exhibit honoring Constantino Brumidi.

Senate Campaign Disclosure Parity Act - Amends the Federal Election Campaign Act of 1971 to require Senate candidates to file election-related designations, statements, and reports in electronic form. Requires the Secretary of the Senate to forward a copy of any electronically filed designation, statement, or report to the Federal Election Commission within one working day (instead of the current two working days) after receiving it.

Calling for 2-1-1 Act of 2007 - Directs the Secretary of Health and Human Services to award a grant to each state to carry out a program for making available throughout that state the 2-1-1 telephone service for information and referral on human services. Requires a participating state to ensure that at least 50% of the resources of the program funded by the grant will be derived from other sources. Requires a state seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a state 2-1-1 telephone service for community information and referral on human services to all citizens of that state with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Nunn-Lugar Cooperative Threat Reduction Act of 2007 - Amends the Soviet Nuclear Threat Reduction Act of 1991, the Cooperative Threat Reduction Act of 1993, and the National Defense Authorization Act for Fiscal Year 2000 to repeal specified restrictions on the use of Cooperative Threat Reduction (CTR) program funds and activities. Amends the Freedom for Russia and Emerging Eurasian Democracies and Open Markets Support Act of 1992 to make specified funding requirements respecting independent countries of the former Soviet Union inapplicable to CTR programs.

Energy Diplomacy and Security Act of 2007 - Expresses the sense of Congress on energy diplomacy and security. Urges the Secretary of State to seek immediately to establish: (1) strategic energy partnerships with the governments of major energy producers and major energy consumers, and with governments of other countries; (2) petroleum crisis response mechanisms with the governments of China and India; (3) a Western Hemisphere energy crisis response mechanism; and (4) a regional-based ministerial Hemisphere Energy Cooperation Forum. Urges the President to place on the agenda for discussion at the Governing Board of the International Energy Agency the merits of establishing an international energy program application procedure. Urges the Hemisphere Energy Cooperation Forum (established in response to this Act) to implement: (1) an Energy Crisis Initiative; (2) an Energy Sustainability Initiative; and (3) an Energy for Development Initiative. Encourages the Secretary to approach other governments in the Western Hemisphere to seek cooperation in establishing a Hemisphere Energy Industry Group of industry and government representatives, coordinated by the U.S. government.

American Fuels Act of 2007 - Establishes in the Executive Office of the President the Office of Energy Security to oversee all federal energy security programs, including coordination of all federal agency efforts to assist the United States in achieving full energy independence. Amends the Internal Revenue Code to provide: (1) a tax credit, against both ordinary and alternative minimum tax, for production of qualified flexible fuel motor vehicles; and (2) an alternative fuel retail sales credit. Amends the Clayton Act and the Petroleum Marketing Practices Act to prohibit restrictions on the installation of alternative fuel pumps within fuel franchise documents. Amends the Clean Air Act to direct the Administrator of the Environmental Protection Agency to promulgate regulations to ensure that diesel sold or introduced into commerce in the United States, on an annual average basis, contains specified percentages of alternative diesel fuel. Sets forth a credit program for the generation of diesel fuel. Amends the Internal Revenue Code to allow an excise tax credit for: (1) production of cellulosic biomass ethanol; and (2) qualifying ethanol blending and processing equipment. Amends the Energy Policy Act of 1992 (EPA) to treat a medium or heavy duty hybrid vehicle as an alternative fueled vehicle. Sets a deadline by which: (1) any federal property with at least one fuel refueling station must include at least one alternative fuel refueling station; and (2) any alternative fuel refueling station on federally-owned property must permit full public access for the purpose of refueling using alternative fuel. Amends federal transportation law to require that any bus purchased with funds from the Mass Transit Account of the Highway Trust Fund to be a clean fuel bus. Amends armed forces law governing energy-related procurement to direct the Secretary of Defense to develop a strategy to use fuel produced from domestically produced fuel using starch, sugar, cellulosic biomass, plant or animal oils, or thermal chemical conversion, thermal depolymerization, or thermal conversion processes (covered fuel). Authorizes the Secretary to enter into contracts to: (1) develop and operate covered fuel production facilities; and (2) provide for construction or capital modification of such facilities. Amends the EPA to include among alternative fueled vehicles any vehicle propelled by electric drive transportation, engine dominant hybrid electric, or plug-in hybrid technology.

Coal-to-Liquid Fuel Energy Act of 2007 - Amends the Energy Policy Act of 2005 to include among the projects eligible for Department of Energy (DOE) loan guarantees large-scale coal-to-liquid facilities that use a feedstock, the majority of which is domestic coal resources, to produce at least 10,000 barrels a day of liquid transportation fuel. Instructs the Secretary of Energy (Secretary) to make loans for use by recipients to pay the federal share of the cost of obtaining any services necessary for the planning, permitting, and construction of coal-to-liquid facilities. Directs the Secretary to promulgate regulations to support the development of coal-to-liquid manufacturing facilities and associated infrastructure on DOE and other federal lands, including military bases and military installations closed or realigned under the defense base closure and realignment. Amends the Energy Policy and Conservation Act to direct the Secretaries of Energy and of Defense to study and report to Congress on the feasibility and suitability of maintaining coal-to-liquid products in the Strategic Petroleum Reserve (Reserve). Authorizes the Secretary to construct storage facilities in the vicinity of pipeline infrastructure and at least one military base. Amends the Energy Policy and Conservation Act to authorize the Secretary to acquire, place in storage, transport, or exchange coal-to-liquid products in the Reserve. Authorizes the use of certain funds by the Air Force Research Laboratory to continue support efforts to test, qualify, and procure synthetic fuels developed from coal for aviation jet use. Amends federal law governing Armed Forces fuel procurement to authorize the Secretary of Defense to enter into agreements with private companies to develop and operate coal-to-liquid facilities on or near military installations. Instructs the Secretary of Energy to implement a research and demonstration program to evaluate the emissions of the use of Fischer-Tropsch transportation fuel, including diesel and jet fuel.

Coal-to-Liquid Fuel Promotion Act of 2007 - Amends the Energy Policy Act of 2005 to instruct the Secretary of Energy to: (1) make loan guarantees to certain large-scale coal-to-liquid facilities to produce liquid transportation fuel; (2) establish a loan program to pay the federal share of the cost of obtaining services necessary for the planning, permitting, and construction of a coal-to-liquid facility; and (3) promulgate regulations for development of coal-to-liquid manufacturing facilities on federal land. Amends the Internal Revenue Code to allow: (1) an income tax credit for investment in coal-to-liquid fuels projects; (2) taxpayer election to expense certain coal-to-liquid fuels facilities; (3) an extension of the alternative fuel credit for fuel derived from coal through the Fischer-Tropsch process; (4) an enhanced credit for certain projects using qualified carbon dioxide; and (5) an enhanced oil, natural gas, and coalbed methane recovery, and capture and sequestration credit against the alternative minimum tax.

Biofuels Security Act of 2007 - Amends the Clean Air Act to replace provisions prescribing the volume of renewable fuel that gasoline sold in the United States must contain with provisions that require the Administrator of the Environmental Protection Agency (EPA) to determine the applicable volume for 2010 and beyond. Requires such volume to be at least 10 billion gallons in 2010, 30 billion gallons in 2020, and 60 billion gallons in 2030. Requires the Secretary of Energy to promulgate regulations to ensure that each major oil company that sells gasoline in the United States through wholly-owned or branded stations provides pumps that dispense E-85 fuel (a blend approximately 85% of the content of which is derived from ethanol produced in the United States) at not less than: (1) a specified percentage of all of its stations (increasing from 5% in 2008 to 50% in 2017); and (2) a minimum percentage of its stations in each state. Allows a company to earn and sell production credits when it exceeds the percentage required. Prohibits companies from using credits purchased to fulfill geographic distribution requirements. Amends the Energy Policy Act of 1992 to increase to 100% the proportion of vehicles acquired by a federal fleet in and after 2008 that must be light duty alternative fueled vehicles. Amends the Clayton Act to: (1) prohibit restricting the right of a franchisee to install a renewable fuel pump; and (2) define "gasohol" as any blend of ethanol and gasoline. Requires makers of new automobiles capable of operating on gasoline or diesel fuel to ensure that a specified percentage of automobiles manufactured in any model year after 2007 for sale in the United States (increasing from 10% in 2008 to 100% in 2017) are dual fueled automobiles. Allows the manufacturer to earn and sell production credits if it exceeds the number required. Requires the Secretary of Transportation to promote the use of fuel mixtures containing gasoline or diesel fuel and one or more alternative fuels. Prescribes formulas to be used by the Administrator to measure the fuel economy of dual fueled automobiles manufactured in model years beginning 18, 30, 42, and 54 months after enactment of this Act.

National Fuels Initiative - Amends the Internal Revenue Code to modify the alcohol fuels tax credit and the alternative fuel tax credit by calculating such rates based on a formula related to the average price of a barrel of oil. Sets tax credit rates for alcohol fuels, qualified alcohol fuel mixtures, and alternative fuels sold or used before January 1, 2011. Extends such credits. Sets forth sunset provisions terminating the small ethanol producer tax credit. Amends the Clean Air Act to require the Secretary of Energy to promulgate regulations to ensure that each major oil company that sells gasoline in the United States through wholly-owned or branded stations provides pumps that dispense E-85 fuel at not less than a specified graduated percentage of all of its stations. Amends federal transportation law to require manufacturers of new automobiles that can operate on gasoline or diesel fuel to manufacture such automobiles by increasing percentages after model year 2007. Revises the definition of automobile to require including all automobiles up to 10,000 pounds (currently, not all automobiles up to 10,000 pounds are required to be included in the definition). Continues applying the current minimum corporate average fuel economy (CAFE) standards for non-passenger and passenger automobiles to automobiles manufactured through model year 2011, but, for passenger automobiles, adds an increase of four percent per year in such standard for model years 2009 through 2011. Requires an average fuel economy standard of 27.5 miles per gallon for all automobiles manufactured by all manufacturers for model year 2012, with an increase of four percent in the average fuel economy from the level for the prior model year for model year 2013 and beyond. Requires the average fuel economy standard in a model year for a manufacturer's domestic and foreign fleetwide passenger automobiles under calculation of average fuel economy provisions to be at least 92% of the average fuel economy projected by the Secretary for the combined domestic and foreign fleets manufactured by all manufacturers in that model year. Permits lower fuel economy standards if they are: (1) technologically unachievable; (2) materially reduce auto safety; or (3) not cost effective. Amends the Internal Revenue Code to: (1) terminate the limitation on the number of new qualified hybrid and advanced lean burn technology vehicles eligible for the alternative motor vehicle credit; and (2) allow an advanced technology motor vehicles manufacturing credit. Sets forth certain requirements regarding the collecting, re-refining, reusing, and labeling of used oil. Extends the period a taxpayer may elect to deduct 50% of the expense costs of a qualified refinery property that processes non-virgin lube oil from used, refined oil. Allows a tax credit for re-refined lubricating oil feedstock.

Post-9/11 Veterans Educational Assistance Act of 2007 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill individuals in certain length-of-service categories who, commencing on or after September 11, 2001, serve on active duty in the Armed Forces. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Makes individuals entitled to assistance under this Act also eligible for supplemental educational assistance for additional active duty service. Requires the Secretary to carry out a program, to be known as the "Yellow Ribbon G.I. Education Enhancement Program," under which colleges and universities may enter into an agreement with the Secretary to cover, for certain individuals, a portion of established charges not otherwise covered and match contributions toward such costs. Requires educational assistance under this Act to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

Secure Travel and Counterterrorism Partnership Act - Expresses the sense of Congress that the United States should expand the visa waiver program to nationals of foreign countries that are allies in the war on terrorism. Amends the Immigration and Nationality Act to direct the Secretary of Homeland Security to establish a pilot program to expand the visa waiver program for up to five new countries that are are cooperating with the United States on security and counterterrorism matters. Requires a country, prior to participation, to conclude a counterterrorism and security information sharing agreement with the United States. Authorizes: (1) a country to participate for an initial three-year period, with an additional two-year extension; and (2) the Secretary to terminate a country's participation for program noncompliance. Directs the Secretary to develop and implement procedures to improve the manner of calculating visa overstay rates.

Notes with sorrow the one-year anniversary of the November 9, 2005, terrorist attacks in Amman, Jordan, and condemns such attacks in the strongest terms. Expresses ongoing condolences to the families and friends of those who were killed in the attacks and sympathies to those who were injured. Reiterates support for the Jordanian people and its government. Values the strong U.S.-Jordan friendship. Expresses readiness to assist the Jordanian authorities in their efforts to pursue and dismantle the networks that carry out such terrorist attacks.

Hospital Quality Reporting Improvement Act of 2006 - Amends title XVIII (Medicare), as amended by the Deficit Reduction Act of 2005, with respect to requirements for payments to hospitals for inpatient hospital services. Requires the Secretary of Health and Human Services to adopt certain consensus-based measures, approved by national organizations with health care quality expertise, which are designed to reduce the likelihood of hospital medication errors.

NATO Freedom Consolidation Act of 2006 - Designates Albania, Croatia, Georgia, and Macedonia as eligible to receive assistance under the NATO Participation Act of 1994. States that such designation: (1) is in addition to the designation of Poland, Hungary, the Czech Republic, and Slovenia pursuant to the NATO Enlargement Facilitation Act of 1996, the designation of Romania, Estonia, Latvia, Lithuania, and Bulgaria pursuant to the European Security Act of 1998, and the designation of Slovakia pursuant to the Gerald B. H. Solomon Freedom Consolidation Act of 2002 as eligible to receive assistance under the NATO Participation Act of 1994; and (2) shall not preclude the designation by the President of other countries as eligible to receive assistance under the NATO Participation Act of 1994. Specifies FY2007 amounts under the Arms Export Control Act for: (1) Albania; (2) Croatia; (3) Georgia; and (4) Macedonia. Affirms that Congress stands ready to consider, and if all applicable criteria are satisfied, to support efforts by Ukraine to join the North Atlantic Treaty Organization (NATO).

Ethanol Infrastructure Expansion Act of 2006 - Directs the Secretary of Energy, in coordination with the Secretary of Agriculture and the Secretary of Transportation, to award up to $1 million to one or more eligible firms to conduct feasibility studies for the construction of one or more dedicated ethanol pipelines.

Expresses the sense of the Senate that the United States: (1) should continue to demonstrate international leadership regarding the conservation and sustainable use of high seas living marine resources by promoting adoption of a resolution at this year's U.N. General Assembly calling on all nations to prohibit destructive fishing activity in areas where there are no applicable conservation or management measures or in areas with no applicable international fishery management organizations or agreements until conservation and management measures consistent with the Magnuson-Stevens Act, the United Nations Fish Stocks Agreement, and other relevant instruments are implemented; and (2) calls upon U.N. member nations to adopt a resolution to protect the living resources of the high seas from destructive fishing practices.
