Class Action Fairness Act of 2001 - Establishes a consumer class action bill of rights, including provision for: (1) judicial review and approval of noncash settlements; (2) protection against loss by class members because of payments to class counsel; (3) a prohibition against court approval of a proposed settlement providing for greater payments to class members because they are located in closer geographic proximity to the court; (4) a prohibition against court approval of a proposed settlement providing for payment of a greater share of the award to a class representative serving on behalf of a class; (5) standardized settlement notification information; and (6) specific requirements regarding proposed settlement notifications to Federal and State officials. Grants the district courts original jurisdiction of any civil action in which the matter in controversy exceeds $2 million, exclusive of interest and costs, and is a class action in which any member of a class of plaintiffs is: (1) a citizen of a State different from any defendant; (2) a foreign state or a citizen or subject of a foreign state and any defendant is a citizen of a State; or (3) a citizen of a State and any defendant is a foreign state or a citizen or subject of a foreign state. Lists exceptions, such as where a class action brought by shareholders solely involves a claim concerning a covered security or relating to the internal governance of a corporation. Sets forth procedures for removal of interstate class actions to U.S. district court and for review of orders remanding class actions to State courts. Directs the Judicial Conference of the United States to report to the Senate and House Judiciary Committees on class action settlements.

Military Homeowners Equity Act - Amends the Internal Revenue Code to state that members of the Uniformed or Foreign Services on qualified official extended duty shall be considered to be using already owned and used property as a principal residence for purposes of determining exclusion of gain upon such residence's sale.

Freedom Consolidation Act of 2001 - Reaffirms support for continued enlargement of the North Atlantic Treaty Organization (NATO) Alliance. Designates Slovakia for participation in the Partnership for Peace and eligible to receive certain security assistance under the NATO Participation Act of 1994. Authorizes specified amounts of security assistance for FY 2002 for Estonia, Latvia, Lithuania, Slovakia, Slovenia, Bulgaria, and Romania.

Farm and Ranch Equity Act of 2001 - Amends specified Acts to extend and revise agricultural and related programs with respect to: (1) commodities and price supports; (2) conservation; (3) agricultural trade; (4) nutrition; (5) agricultural credit; (6) rural development; (7) agricultural research, extension, and education; (8) forestry; (9) energy; and (10) agricultural security.

Technology Talent Act of 2001 - Authorizes the Director of the National Science Foundation to award competitive grants to institutions of higher education to increase the number of students studying and receiving associate's or bachelor's degrees in established or emerging fields within science, mathematics, engineering, and technology. Provides that an institution receiving such a grant shall be known as a National Science Foundation Science and Engineering Talent Expansion Center.

Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture to provide reservists and National Guard members activated on or after September 11, 2001, and other eligible persons with specified farm credit assistance, including loan modification, debt restructuring, and emergency loans.

Animal Health Protection Act - Authorizes the Secretary of Agriculture to restrict the importation, entry, or further movement in the United States, or order the destruction or removal, of animals (including livestock) and related conveyances and facilities for reasons of livestock pest or disease control, or humane treatment. Authorizes related activities respecting exportation, interstate movement, cooperative agreements, enforcement and penalties, seizure, and quarantine and disease and pest eradication. Authorizes the Secretary to: (1) establish a veterinary accreditation program; (2) produce and sell sterile screwworms to foreign countries and international organizations; and (3) enter into reimbursable fee agreements for preclearance abroad of animals or articles for movement into the United States.

Declares that, in the quest to identify, locate, and bring to justice the perpetrators and sponsors of the September 11, 2001, terrorist attacks on the United States, the civil rights and liberties of all Americans, including Sikh-Americans, should be protected. Condemns bigotry and acts of violence or discrimination against any Americans, including Sikh-Americans. Calls upon local and Federal law enforcement authorities to: (1) work to prevent hate crimes against all Americans; and (2) prosecute to the fullest extent of the law all those who commit hate crimes.

Pesticide Maintenance Fees Authorization Act - Amends the Federal Insecticide, Fungicide, and Rodenticide Act, with respect to the pesticide registration maintenance fee system, to: (1) make uniform the amount of the annual fee for each registration; (2) set maximum amounts payable by a registrant and an increased aggregate amount of collected fees for FY 2002 through 2006; (3) expand the definition of a small business; and (4) extend the authority to collect such fees and the prohibition on levy of fees other than those specified in the Act's fee provisions. Extends the requirement that the Administrator of the Environmental Protection Agency use maintenance fees to ensure expedited processing of similar applications and adds a requirement that the fees be used to review inert ingredients. Amends the Federal Food, Drug, and Cosmetic Act to prohibit the Administrator, through FY 2006, from promulgating regulations addressing pesticide tolerance processing fees (except those changing current fee amounts by the same percentage as the annual adjustment to the Federal General Schedule pay scale).

Expresses sorrow for the deaths and injuries suffered by first responders who participated in evacuating and rescuing the innocent people after the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001, and sympathy to their families and loved ones. Honors and commends such first responders. Encourages: (1) the President to issue a proclamation calling upon the people of the United States to pay respect to the first responder community for their service in the aftermath of the terrorist attacks and their continuing efforts to save lives; and (2) all levels of government to continue to work together to effectively coordinate emergency preparedness by providing the infrastructure, funding, and interagency communication and cooperation necessary to ensure that if an attack occurs, first responders will be as prepared as possible to respond effectively.

Condemns the terrorists who attacked the United States on September 11, 2001, as well as their sponsors. Extends condolences to the victims and their families and commends the heroic actions of the rescue workers, volunteers, and State and local officials who responded. Declares that the United States is entitled under international law to respond to these attacks. Expresses: (1) thanks to those foreign leaders and individuals who have expressed solidarity with the United States in the aftermath of the attacks and asks them to continue to stand with the United States in the war against international terrorism; (2) a commitment to support increased resources in the war to eradicate terrorism; and (3) support for the determination of the President to bring to justice and punish the perpetrators of these attacks and their sponsors. Declares September 12, 2001, to be a National Day of Unity and Mourning.

Amends the Consolidated Farm and Rural Development Act to authorize the Secretary of Agriculture, upon a determination of changed circumstances, to permit a grantee or loan recipient of rural development funds to use property purchased with such funds, or proceeds from the sale of property purchased with such funds, for another qualifying project or activity.

Amends the Internal Revenue Code to eliminate the waiver requirement by a farm owner, operator, or tenant in order for an aerial applicator of agricultural fertilizer or other substances to qualify for a gasoline-farming use (excise) tax exemption in the case of an applicator who is the ultimate purchaser of the gasoline so used. Includes within such exemption gasoline used between the airfield and farm. Exempts fixed-wing aircraft used for forestry purposes from the passenger air transportation (excise) tax. .

Encourages all participants in the United Nations World Conference Against Racism, Racial Discrimination, Xenophobia, and Related Intolerance (WCAR) to seize this opportunity to tackle racism, xenophobia, sexism, religious intolerance, slavery, and other forms of discrimination. Recognizes that efforts to address these prejudices should occur within a global framework and without reference to specific regions, countries, or present-day conflicts. Urges: (1) the participants to utilize WCAR to mitigate, rather than aggravate, racial, ethnic, and regional tensions; and (2) WCAR to focus on concrete steps that may be taken to address gross human rights violations that were motivated by racially and ethnically based animus and on devising strategies to help eradicate such intolerance. Expresses hope that objectionable language concerning Israel and Zionism will be removed so that the United States will be able to send a delegation and participate fully in WCAR. Commends the efforts of the Government of South Africa in hosting WCAR.

Working Lands Conservation Act - Amends the Food Security Act of 1985 to: (1) extend and revise the environmental quality incentives program, including, designation of special projects to address area-specific environmental issues, modification of contract authority, and creation of conservation innovation grants; (2) extend and revise the conservation reserve program, including provisions respecting conservation buffer inclusion, hardwood trees, and haying and grazing; (3) extend and revise the wetlands reserve program, including acreage increases and wetland restoration activities on watershed areas; and (4) provide for privacy of personal information relating to natural resources conservation programs. Directs the Secretary of Agriculture to develop a conservation program consolidation and reform plan. Amends specified agricultural Acts to extend authority or authorization of appropriations for: (1) the environmental conservation acreage reserve program; (2) the conservation farm option program; (3) the flood risk reduction program; (4) the resource conservation and development program; (5) the forestry incentives program; and (6) the Office of International Forestry.

Development, Relief, and Education for Alien Minors Act or DREAM Act - - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the provision prohibiting an unlawful alien's eligibility for higher education benefits based on State residence unless a U.S. national is similarly eligible without regard to such State residence. Amends the Immigration and Nationality Act to direct the Attorney General to cancel the removal of, and adjust to conditional permanent resident status, certain (inadmissible or deportable) alien higher education students under the age of 21 with qualifying years of U.S. residency.

Russian Fissile Materials Disposition Loan Guarantee Act of 2001 - Authorizes the Secretary of Energy, with the President's approval, to guarantee loans (principal and up to three percent per year on interest) made to the Government of the Russian Federation (GRF) for: (1) retirement of the sovereign debt of the Russian Federation; and (2) nuclear nonproliferation programs and activities. Sets forth certain guaranteed loan requirements.

Conservation Extension and Enhancement Act of 2001 - Amends the Food Security Act of 1985 to: (1) extend the environmental conservation acreage reserve program; (2) extend the conservation reserve program, including marginal pasture lands devoted to trees, and the pilot program for Iowa, Minnesota, Montana, Nebraska, North Dakota, and South Dakota; (3) increase the scope of conservation reserve eligible lands; (4) increase maximum conservation reserve acreage; (5) extend and provide maximum annual acreage levels for the wetlands reserve program; (6) establish a grassland reserve program; (7) extend and expand the scope of the environmental quality incentives program, including increased payment limits, and establishment of Colorado River Basin salinity control measures; and (8) provide for the privacy of personal information relating to natural resources conservation programs. Amends the Agriculture and Food Act of 1981 to revise the resource conservation and development program, including: (1) provision of program assistance through councils which shall carry out area plans and projects in designated areas; and (2) establishment in the Department of Agriculture of a Resource Conservation and Development Policy Advisory Board. Amends the Federal Agriculture Improvement and Reform Act of 1996 to: (1) extend funding for the conservation of private grazing land program; (2) extend funding for the wildlife habitat incentive program; (3) establish related pilot programs to avoid listing of endangered species and preserve critical habitats; and (4) extend funding for the farmland protection program. Provides for disaster program and conservation accounting system studies.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Medicare Rx Drug Discount and Security Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Voluntary Medicare Outpatient Prescription Drug Discount and Security Program). Establishes as an independent executive agency a Medicare Prescription Drug Agency, headed by a Commissioner of Medicare Prescription Drugs, who shall establish a Medicare Outpatient Prescription Drug Discount and Security Program under which an eligible beneficiary may voluntarily enroll with an eligible entity and receive described benefits, including a catastrophic benefit. Outlines enrollee protections. Makes the costs of providing program benefits payable from the Medicare Federal Supplementary Medical Insurance Trust Fund. Establishes a Medicare Competition and Prescription Drug Advisory Board. Amends SSA title XVIII part B (Supplementary Medical Insurance) to provide for the exclusion of new part D costs from the determination of the Medicare part B monthly premium. Revises Medicare supplemental health insurance (Medigap) requirements with respect to revision of the 1991 National Association of Insurance Commissioners Model Regulation to accord with this Act.

Expresses the sense of the Senate that the United States: (1) at the 53rd Annual Meeting of the International Whaling Commission, should remain firmly opposed to commercial whaling, should initiate and support efforts to ensure that all activities conducted under reservations to the Commission's moratorium or sanctuaries are ceased, should oppose the lethal taking of whales for scientific purposes unless it is specifically authorized by the Scientific Committee of the Commission, should seek the Commission's support for specific efforts by member nations to end illegal trade in whale meat, and should support the permanent protection of whale populations through the establishment of whale sanctuaries in which commercial whaling is prohibited; (2) at the 12th Conference of the Parties to the Convention on International Trade in Endangered Species, should oppose all efforts to reopen international trade in whale meat or to downlist any whale population; and (3) should make full use of all appropriate diplomatic mechanisms, relevant international laws and agreements, and other appropriate mechanisms to implement these goals.

States that the Senate: (1) recognizes the tragedy of the AIDS pandemic in human terms, as well as its economic, political and social effects; (2) supports the formation of a Global AIDS and Health Fund, and urges the Administration to encourage other nations to contribute; (3) calls for financial and other assistance from the United States, other nations, and international and private organizations; and (4) urges international assistance programs to emphasize science-based best practices and prevention the context of comprehensive care and treatment.

Bear Protection Act of 2001 - Prohibits any person from: (1) importing bear viscera into, or exporting it from, the United States; or (2) selling bear viscera, bartering, offering it for sale or barter, or purchasing, possessing, transporting, delivering, or receiving it in interstate or foreign commerce. Subjects persons who violate such prohibitions to specified penalties. Waives such prohibition for wildlife law enforcement purposes where a valid permit has been issued. Requires the Secretary of the Interior to continue discussions concerning trade in bear viscera with the appropriate representatives of Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and with other representatives of countries that are not party to CITES which are determined to be the leading importers, exporters, or consumers of such products, in order to establish coordinated efforts with such countries to protect bears. Declares that nothing in this Act shall affect State regulation of bear population or the lawful hunting of bears under State law.

National Rural Development Partnership Act of 2001 - Amends the Consolidated Farm and Rural Development Act to establish the National Rural Development Partnership composed of the National Rural Development Coordinating Committee (established by this Act) and State development councils (authorized by this Act). Includes among Partnership purposes: (1) enhancement of State and local rural development capacities; and (2) engagement of Federal, State, local, tribal, and private and nonprofit sectors in such efforts. Provides for State rural development council matching requirements. Terminates the Partnership five years after enactment of this Act.

Stop Tuberculosis (TB) Now Act - Amends the Foreign Assistance Act of 1961 to declare that a major objective of the U.S. foreign assistance program is to control tuberculosis (TB). States that consequently Congress expects the agency primarily responsible for the administration of TB control health programs to: (1) coordinate with the World Health Organization and other designated health organizations toward the development and implementation of a comprehensive TB control program, by expanding the use of the strategy of directly observed treatment, short course (DOTS) and strategies to address multi-drug resistant TB (MDR-TB) where appropriate at the local level, particularly in countries with the highest TB rate; and (2) set as a goal the cure of at least 95 percent of TB cases detected by focusing efforts on the use of DOTS strategy or other internationally accepted primary TB control strategies in those countries in which the agency has established development programs by December 31, 2010.

Hunger to Harvest: Decade of Support for Sub-Saharan Africa Resolution - Calls for: (1) the years 2002 through 2012 to be declared "A Decade of Support for Sub-Saharan Africa"; (2) the President to submit to Congress a five-year strategy and a ten-year strategy to achieve a reversal of current levels of hunger and poverty in sub-Saharan Africa, including a commitment to contribute an appropriate U.S. share of increased bilateral and multilateral poverty-focused resources for that region; (3) the President to work with the heads of other donor countries and sub-Saharan African countries, and with U.S. and sub-Saharan African private and voluntary organizations and other civic organizations, to implement such strategies; (4) Congress to undertake a multi-year commitment to provide the resources to implement those strategies; and (5) the Administrator of the U.S. Agency for International Development to submit to Congress a report on the implementation of those strategies.

George McGovern-Robert Dole International Food for Education and Child Nutrition Act of 2001 - Amends the Agricultural Trade Development and Assistance Act of 1954 to establish an international food for education and child nutrition program under which agricultural commodities shall be provided to eligible organizations to assist pre-school and school-age children in connection with related education programs in recipient countries.

Start Healthy, Stay Healthy Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to provide for an enhanced Federal Medicaid medical assistance percentage for States that elect to continuously enroll infants during the first year of life without regard to the child's membership in the woman's household or the mother's eligibility status. Amends SSA title XXI (State Children's Health Insurance Program) (SCHIP) to permit a State child health plan, implemented under either SCHIP or Medicaid, to provide for coverage of pregnancy-related assistance for targeted low-income pregnant women under specified conditions. Provides for SCHIP and Medicaid coordination with SSA title V (Maternal and Child Health Services). Increases the SCHIP income eligibility level with respect to a low-income child. Amends: (1) SSA title XIX to provide for an enhanced Federal Medicaid medical assistance percentage for increased expenditures for medical assistance for children; (2) SSA title XXI to increase SCHIP appropriations; and (3) SSA titles XIX and XXI to permit a State to elect to provide Medicaid and SCHIP coverage of children age 20 or 21.

Bridges to the Cuban People Act of 2001 - Exempts from the embargo on trade with Cuba (including prohibitions under the Cuban Democracy Act of 1992 against the unloading at a U.S. port of vessels that previously entered a Cuban port to engage in trade) the export of any agricultural commodity, farm machinery or equipment, medicine, or medical device, or any travel incident to the delivery of such items. Prohibits the President from prohibiting or regulating travel to or from or within Cuba by U.S. nationals or lawful resident aliens, including specified transactions ordinarily incident to such travel, financial or otherwise. Authorizes the President to provide scholarships for Cuban nationals who seek to undertake graduate study in public health, public policy, economics, law, or other field of social science. Authorizes the President to waive certain sanctions against, and restrictions on assistance to, Cuba, including the exclusion from the United States of certain aliens who have confiscated property in Cuba of U.S. nationals or who traffics in such property, if he determines that it will promote the peaceful transition to democracy in Cuba or will further U.S. national economic interests. Prohibits the Secretary of the Treasury from limiting the amount of remittances to Cuba that any U.S. person may make. Exempts from prohibitions or restrictions on trade with Cuba the import of certain drugs, biological products, and medical devices into the United States. Prohibits the use of funds to enforce unilateral sanctions on the export of goods and services intended for the exclusive use of children in Cuba.

Amends the Tropical Forest Conservation Act of 1998 to authorize appropriations through FY 2004 for the cost for the reduction of debt owed by a foreign country to the United States as a result of concessional loans made or credits extended to such country under specified laws.

Medicare Wellness Act of 2001 - Establishes within the Department of Health and Human Services a Working Group on Disease Self-Management and Health Promotion (Working Group) to establish policies and criteria for the Secretary of Health and Human Services to make grants to approved applicants to study specified approaches to further health promotion and disease prevention among Medicare beneficiaries under title XVIII of the Social Security Act (SSA). Directs the Secretary to conduct demonstration projects to promote disease self-management for conditions identified by the Working Group for target individuals. Amends SSA title XVIII to outline Medicare coverage of various specified preventive services, including: (1) therapy and counseling for cessation of tobacco use, and counseling for post-menopausal women; (2) screening for diminished visual acuity, and screening for hypertension; and (3) medical nutrition therapy services for Medicare beneficiaries with cardiovascular diseases, diabetes, or a renal disease. Permits waiver of coinsurance and deductibles for certain preventive services, such as: (1) diabetes outpatient self-management training services; (2) colorectal and prostate cancer screening tests; and (3) bone mass measurement. Directs the Secretary to: (1) integrate supplemental preventive health services with existing program integrity measures; and (2) conduct specified activities, including annual notices to Medicare beneficiaries, to promote use of preventive health benefits, items, and services. Directs the Director of the Centers for Disease Control and Prevention to conduct a national falls prevention and awareness campaign among Medicare beneficiaries. Prescribes requirements for clinical depression screening demonstration projects. Amends SSA title XVIII to direct the Secretary to establish a health education and risk appraisal program. Provides for fast-track consideration of prevention benefit legislation in Congress.

Bipartisan Federal Election Reform Act of 2001 - Establishes the Blue Ribbon Study Panel to study, with respect to Federal elections, methods of: (1) voting and counting votes, of ballot design, of voter registration, of maintaining secure and accurate lists of registered voters, and of ensuring that all registered voters appear on the polling list at the appropriate polling site; (2) provisional voting; (3) ensuring accessibility of voting, registration, polling places, and voting equipment to all voters; (4) registering members of the armed forces and overseas citizens to vote, and ensuring that they timely receive ballots that will be properly and expeditiously handled and counted; (5) recruiting and improving the performance of poll workers; and (6) educating voters. Requires the Panel also to study: (1) Federal and State voting eligibility laws; (2) matters relevant to voting and administering elections in rural and urban areas; and (3) how the Federal Government can assist State and local authorities to improve election administration and what levels of funding would be necessary for such assistance. Requires the Panel to make related recommendations. Establishes the Election Administration Commission to: (1) adopt or modify and periodically update Panel recommendations; (2) issue or adopt updated voting system standards; and (3) perform a variety of other specified duties. Establishes the Federal Election Reform Grant Program under which the Commission may award grants to applicant States and localities to pay the Federal share of costs associated with implementing any recommendation adopted or modified by the Commission. Establishes the Election Administration Advisory Board. Amends the Voting Act concerning maximum access to polls by absent uniformed services and overseas voters to replace the current recommendation imposed upon the States to achieve such maximum access with a requirement that each State, in each Federal election, perform certain tasks.

Declares that Congress: (1) believes strongly that an economically stable Republic of Korea is in the best overall foreign policy and economic interests of the United States; (2) believes that economic policies and practices effectively limiting U.S. manufacturers' access to the Korean automotive sector are inconsistent with the general trend toward a market-oriented approach, and that the relationship between the United States and the Republic of Korea has been, and will continue to be, significantly harmed by unfair treatment of imports of U.S. motor vehicles; (3) calls on the Republic of Korea to immediately end the practices that have led to the disparity in market access and to meet its commitments contained in the 1998 Memorandum of Understanding it signed with the United States; and (4) calls on the United States Trade Representative, the Secretary of Commerce, and the Secretary of State to monitor and report to Congress on steps that have been taken to end the disparity in market access for imported U.S. motor vehicles in the Republic of Korea.

Federal Air Traffic Controllers Annuity Computation Act of 2001 - Allows Federal air traffic controllers retiring under the Civil Service Retirement System (CSRS) to have their annuities computed under provisions similar to annuity computation provisions applicable to law enforcement officers, firefighters, and nuclear materials couriers retiring under CSRS.

International Carbon Conservation Act - Establishes within the Department of Commerce's National Institute of Standards and Technology an implementing panel, to be headed by the Chief of the Forest Service, which shall: (1) establish a carbon sequestration program; and (2) accept qualifying projects located outside of the United States. Permits an owner or operator of property located outside the United States that is used in a qualifying project to be eligible for: (1) credit extension from the Export-Import Bank of the United States of up to 75 percent of the cost of carrying out the carbon sequestration practices specified in the contract; and (2) investment insurance issued by the Overseas Private Investment Corporation.

Nursing Employment and Education Development Act (the NEED Act) - Amends the Public Health Service Act to authorize appropriations for the nursing workforce development student loan repayment program and permit the service required by such program to be performed in a skilled nursing facility, in a home health agency, in a public health department, or in a nurse-managed health center. Provide for a Nurse Corps Scholarship program to provide scholarships to individuals seeking nursing education in exchange for service from such individuals in a critical nursing shortage area upon completion of such education, a public awareness and education campaign encouraging pursuit of the nursing profession, an area health education centers program to develop models of excellence for nurses, community nurse outreach grants, educational assistance for nurses from diverse or disadvantaged backgrounds, career ladder program grants for nurses, nurse training grants, nurse internship and residency grants, a fast-track nursing faculty loan program, a stipend and scholarship program to encourage individuals to seek advanced nursing degrees, and a National Commission on the Nursing Crisis.
