Amateur Sports Integrity Act - Athletic Performance-Enhancing Drugs Research and Detection Act - Requires the Director of the National Institute of Standards and Technology to establish a program to support research into the use of performance-enhancing substances by athletes, and methods of detecting their use. Requires the Director to: (1) consider research proposals involving performance-enhancing substances banned from use by competitors in events sanctioned by organizations such as the International Olympic Committee, the U.S. Olympic Committee, the National Collegiate Athletic Association, the National Football League, the National Basketball Association, and Major League Baseball. Requires the Director in carrying out such program to: (1) fund research on the detection of naturally-occurring steroids, such as testosterone, and other testosterone precursors (e.g., androstendione), and other substances, such as human growth hormone and erythropoietin for which no tests are available but for which there is evidence of abuse or abuse potential; (2) fund research that focuses on population studies to ensure that tests are accurate for men, women, all relevant age, and major ethnic groups; and (3) not fund research on drugs of abuse, such as cocaine, benzodiazepines, barbiturates, phencyclidine, marijuana, morphine/codeine, and methamphetamine/amphetamine. Requires the Director to develop a grant program to fund educational substance abuse prevention and intervention programs related to the use of such banned performance-enhancing substances by high school and college student athletes. Amends the Ted Stevens Olympic and Amateur Sports Act to make it unlawful for a governmental entity to sponsor, operate, advertise, promote, license, or authorize by law or compact, or for a person, to sponsor, operate, advertise, or promote, a lottery, sweepstakes, or other betting, gambling, or wagering scheme based on a competitive game at the Summer or Winter Olympics, a competitive game in which high school or college athletes participate, or a performance of high school or college athletes in a competitive game.

Animal Disease Risk Assessment, Prevention, and Control Act of 2001 - Directs the Secretary of Agriculture to submit a preliminary report to specified congressional committees concerning: (1) interagency measures to assess, prevent, and control the spread of foot and mouth disease and bovine spongiform encephalopathy ("mad cow disease") in the United States; (2) related Federal information sources available to the public; and (3) the need for any additional legislative authority or product bans. Directs the Secretary to submit a final report to such committees that discusses such diseases' economic impacts, public and animal health risks, and related legislative authority or product bans.

Telemarketer Identification Act of 2001 - Amends the Communications Act of 1934 to make it unlawful for any person or entity making a commercial telephone solicitation to interfere with or circumvent a caller identification service. Provides a cause of action for a person or entity, or a State attorney general on behalf of its residents, for violations of such prohibition. Authorizes the FCC to grant a temporary waiver from compliance for good cause shown (technical infeasibility).

Expresses the Senate's regret at the damage and loss of life occasioned by the accidental collision of a U.S. military EP-3E Aries II reconnaissance aircraft and an F-8 jet fighter from the Air Force of the People's Republic of China. Calls for the Chinese Government to release the crew members of the EP-3E and return the aircraft and its equipment to the United States. Supports the President's continuing efforts to ensure the safe return of the crew and aircraft.

Nonproliferation Assistance Coordination Act of 2001 - Establishes within the executive branch the Committee on Nonproliferation Assistance to the Independent States of the Former Soviet Union, which shall monitor and coordinate U.S. nonproliferation efforts in the independent states of the former Soviet Union.

Renewable Fuels Act of 2001 - Amends the Clean Air Act to: (1) establish specified limitations on the aromatic hydrocarbon content of reformulated gasoline (RFG); (2) authorize prohibitions on the use of fuels that contribute to water pollution anticipated to endanger public health or welfare; (3) ban the use of methyl tertiary butyl ether (MTBE) in gasoline within four years of this Act's enactment; (4) phase in specified clean alternative and renewable fuel content requirements; and (5) apply, upon State application, prohibitions on the sale of conventional gasoline in covered areas (areas requiring the use of RFG), to nonclassified areas (opt-in areas). Amends the Solid Waste Disposal Act to authorize the use of funds from the Leaking Underground Storage Tank Trust Fund to: (1) carry out corrective actions with respect to releases of MTBE that present a risk to human health, welfare, or the environment; and (2) conduct inspections, issue orders, or bring actions under the underground storage tank regulation program.

Responsible Fatherhood Act of 2001 - Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act (SSA) to prescribe parameters for block grants to States and territories to implement at their option media campaigns promoting responsible fatherhood. Requires the Secretary of Health and Human Services to contract with a nonprofit fatherhood promotion organization to: (1) develop and distribute a media campaign that addresses the issue of responsible fatherhood to States, local governments, public agencies, and private entities; and (2) develop a national clearinghouse to assist States and community efforts to promote and support responsible fatherhood by disseminating information regarding media campaigns and programs instituted by States using grant funds under this Act.

Permanent Trade Promotion Authority and Market Access Act of 2001 - Amends the Omnibus Trade and Competitiveness Act of 1988 to make permanent the President's trade negotiating and trade agreement implementing authority (including the application of "fast track procedures" (no amendments) with respect to such authority).

Condemns the repressive and totalitarian actions of the Cuban Government against the Cuban people. Expresses the sense of the Senate that the President should: (1) establish an action-oriented policy of directly assisting the Cuban people and independent organizations to strengthen the forces of change and to improve human rights in Cuba (with such policy modeled on the bipartisan U.S. support for the Polish Solidarity movement); and (2) make all efforts necessary at the meeting of the United Nations Human Rights Commission in Geneva in 2001 to obtain passage of a resolution condemning the Cuban Government for its human rights abuses and to secure the appointment of a Special Rapporteur for Cuba.

The Savings Opportunity and Charitable Giving Act of 2001 - Amends the Internal Revenue Code to permit any qualified financial institution, qualified nonprofit organization, or Indian tribe to establish one or more qualified individual development account programs. Defines such an account as an account established for an eligible individual as part of a qualified individual development account program. Sets forth provisions concerning such accounts, including: (1) the structure and administration of account programs; (2) procedures for opening and maintaining an account and qualifying for matching funds; (3) withdrawal procedures; and (4) disregarding account funds for purposes of certain means-tested Federal programs. Permits non-itemizers to deduct a portion of their charitable contributions. Prohibits, in general, including in gross income distributions from individual retirement accounts for charitable purposes. Sets forth a rule for determining the amount of the deduction allowable for a charitable contribution of food inventory.

Mental Health Equitable Treatment Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act, respectively, to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. Exempts specified small employers from such requirements. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality.

Andean Trade Preference Expansion Act - Amends the Andean Trade Preference Act to extend, for a specified transition period, treatment free of any duties, quantitative restrictions, limitations, or consultation levels to certain textile and apparel articles (including preferential tariff treatment under the North American Free Trade Agreement to certain non-apparel articles) imported into the United States from Andean Trade Preference Expansion Act (ATPEA) beneficiary countries (Bolivia, Ecuador, Colombia, and Peru) designated under such Act. Sets forth penalties for exporters and countries that have engaged in the transshipment of such articles from an ATPEA beneficiary country.

Private Sector Research and Development Investment Act of 2001 - Amends the Internal Revenue Code to permanently extend and modify the research credit. Directs the Secretary of the Treasury to assist small and start-up businesses in complying with the requirements of such credit.

Resolution to Expand Access to Community Health Centers (REACH) Initiative - Expresses the sense of the Senate that appropriations for consolidated health centers under the Public Health Service Act should be increased by 100 percent over the next five fiscal years in order to double the number of individuals who receive health care services at community, migrant, homeless, and public housing health centers.

Medicare Education and Regulatory Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) concerning: (1) prospective application only of certain regulations prescribed by the Secretary of Health and Human Services (HHS); and (2) certain requirements for judicial and regulatory challenges of regulations. Requires the Secretary, with respect to Medicare audits, except when clear and convincing evidence exists of fraud or similar fault, to give a physician, provider of services, or provider of ambulance services (physicians or providers) the option of entering into: (1) an arrangement to offset alleged overpayments against future payments; or (2) a repayment plan with its carrier or fiscal intermediary to recoup such an overpayment. Prohibits the Secretary from taking any action to recoup an overpayment or to impose a penalty during the period in which a physician or provider is appealing a determination that such an overpayment has been made or the amount of the overpayment. Prohibits carriers, absent cause, from demanding the production of records or documentation before paying a Medicare claim. Amends SSA title XI with respect to prohibited extensions of remuneration to a Medicare-eligible individual to influence a choice of provider, practitioner, or supplier. Excludes from the meaning of remuneration any waiver of copayment made in a written, mailed communication with existing patients. Amends SSA title XVIII with regard to: (1) construction of hearing rights related to decisions to deny or not renew a physician enrollment agreement; (2) the post-payment audit process; (3) definitions relating to physicians or providers; and (4) the right to appeal on behalf of deceased beneficiaries. Amends SSA title XVIII to require carriers, fiscal intermediaries, and contractors to conduct education programs (funded from the Medicare Integrity Program) for physicians and providers on billing, coding, cost reporting, and documentation regulations and procedures. Outlines provisions with regard to certain information requests from physicians and providers. Amends SSA title XVIII to provide for the inclusion of regulatory costs in the calculation of the sustainable growth rate with respect to the costs of physicians' services. Prohibits the Health Care Financing Administration (HCFA) from implementing any new evaluation and management documentation guidelines under Medicare, unless it: (1) has provided for an assessment of the proposed guidelines by organizations representing physicians; (2) has established a plan that contains specific goals, including a schedule, for improving use of such guidelines; (3) has completed a minimum of four pilot projects to test such guidelines; and (4) finds that specified objectives will be met in the implementation of such guidelines.

Fallen Law Enforcement Officers and Firefighters Flag Memorial Act of 2001 - Allows the family of a law enforcement officer or paid or volunteer firefighter who dies in the line of duty to request, and the Attorney General or the Director of the Federal Emergency Management Agency to provide, a U.S. flag flown over the Capitol in honor of the officer or firefighter.

Education for Democracy Act - Amends the Elementary and Secondary Education Act of 1965 to revise and reauthorize requirements for Civic Education. Authorizes the Secretary of Education to make grants to or contracts with: (1) the Center for Civic Education (CCE) to carry out civic education activities under the We the People... The Citizen and the Constitution program and The Project Citizen program, and under Cooperative Educational Exchange programs; and (2) the National Council on Economic Education (NCEE) to carry out economic education activities under Cooperative Educational Exchange programs. Revises requirements for CCE implementation of the We the People... The Citizen and the Constitution program and The Project Citizen program. Sets forth requirements for the Cooperative Educational Exchange programs of civic education by CCE and economic education by NCEE. Makes eligible for such programs Central and Eastern European counties, Lithuania, Latvia, Estonia, and the independent states of the former Soviet Union. Allows program eligibility also for the Republic of Ireland, the province of Northern Ireland in the United Kingdom, and any developing country as defined under the Education for the Deaf Act. Amends the Goals 2000: Educate America Act to repeal provisions for an International Education Program.

Designates the headquarters offices of the Peace Corps, wherever situated, as the Paul D. Coverdell Peace Corps Headquarters. Amends the Paul D. Coverdell World Wise Schools Act of 2000 to require the Director of the Peace Corps to ensure that references in Peace Corps documents to the World Wise Schools Program be references to the Paul D. Coverdell World Wise Schools Program. Provides funding to the University of Georgia to support the construction of the Paul D. Coverdell Building at the Institute of the Biomedical and Health Sciences at the University.

Brownfields Revitalization and Environmental Restoration Act of 2001 - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) to provide for grant programs for inventorying, characterizing, assessing, remediating, and conducting planning related to brownfield sites. Defines a "brownfield site," with exceptions, as real property, the expansion, redevelopment, or reuse of which is complicated by the presence or potential presence of a hazardous substance or pollutant. Exempts from liability under CERCLA certain owners of real property contiguous to property on which there has been a hazardous substance release or threatened release and bona fide prospective purchasers. Provides for grants to States or Indian tribes for establishing or enhancing response programs. Restricts authority to take enforcement actions under CERCLA in cases of hazardous substance releases addressed by a State response plan.

Rural America Prosperity Act of 2001 - Amends the Internal Revenue Code to: (1)allow self-employed individuals a full deduction for self-employed health insurance costs; (2) exclude from gross income gain from the sale of qualified farmland; (3) provide that income averaging by farmers shall not increase alternative minimum tax liability; (4) establish a Farm and Risk Management Account into which an individual engaged in an eligible farming business may deposit and deduct up to 20 percent of taxable income; (5) provide for a phased-in repeal of estate, gift, and generation-skipping taxes. Directs the Comptroller General to conduct a a study of the costs of regulations on farmers, ranchers, and foresters. Reciprocal Trade Agreement Authorities Act of 2001 - Authorizes the President, upon a determination that import restrictions are unduly burdening U.S. foreign trade, to enter into foreign trade agreements which: (1) open and expand U.S. market access; (2) reduce or eliminate trade barriers for U.S. exports; and (3) free investment fund transfers. Agricultural Trade Freedom Act - Amends the Agricultural trade Act of 1978 to exempt, with exceptions, agricultural commodities, livestock, and products made available as a result of commercial sales from a unilateral trade sanction imposed by the United States on another country.

Home Health Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to eliminate a specified 15 percent reduction in cost and per beneficiary limits with respect to payment rates for home health services under the Medicare prospective payment system (PPS). Directs the Secretary of Health and Human Services to increase payment by ten percent for home health services furnished in a rural area on or after April 1, 2001; but prohibits the Secretary from reducing the standard PPS amount (or amounts) applicable to such services furnished during a period to offset the payment increase resulting from such requirement.

Setting Aside for a Valuable Education (SAVE) Act - Amends the Internal Revenue Code to: (1) permit private higher educational institutions, in addition to currently permitted State institutions, to establish qualified tuition programs; (2) exclude from gross income program distributions used for qualified higher education expenses; (3) permit an annual rollover to a different tuition program on behalf of the same beneficiary; (4) include first cousins as a qualifying family member; and (5) revise the room and board limitation.

Gift of Life Congressional Medal Act of 2001 - Directs the Secretary of the Treasury to design and strike a bronze medal to commemorate organ donors and their families. Makes any organ donor, or the family or family member of any organ donor, eligible for the medal. Requires the Secretary of Health and Human Services to direct the Organ Procurement and Transplantation Network to arrange for medal presentation to eligible individuals.

Building Health Promotion and Disease Prevention into the National Agenda Resolution of 2001 - Calls on the Federal Government to: (1) increase resources to enhance the science base required to further develop the field of health promotion and disease prevention; and (2) explore strategies to integrate life-style improvement programs into national policy, health care, schools, workplaces, families, and communities in order to promote health and prevent disease.

Family Opportunity Act of 2001 or Dylan Lee James Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for such children; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Authorizes a State to apply to the Secretary of Health and Human Services for approval of a demonstration project to provide Medicaid coverage of up to a specified maximum number of children with a potentially severe disability. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain SSI (Supplemental Security Income) (SSA title XVI) beneficiaries under age 21.

Tax Empowerment and Relief for Farmers and Fishermen (TERFF) Act - Amends the Internal Revenue Code (IRC) to allow to an eligible commercial farmer or commercial fisherman a deduction, of up to 20 percent of such commercial farmer's or fisherman's taxable income which is attributable to an eligible commercial farming or fishing business, for the amount paid in cash by such commercial farmer or fisherman into a Farm, Fishing, and Ranch Risk Management Account. Amends the IRC and title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to exclude net earnings from a lease agreement (currently, an arrangement) from income with respect to farmland. Treats conservation reserve program payments as real estate rentals for self-employment earnings purposes. Exempt certain small issue agriculture bonds from the State volume cap. Sets forth a rule for determining the amount of the deduction allowable for a charitable contribution of food inventory. Extends income averaging to income from the trade or business of catching, taking, or harvesting fish intended to enter commerce through sale, barter, or trade. Disregards income averaging for farmers and commercial fishermen in computing the regular alternative minimum tax. Declares, with respect to the treatment of S corporations and to the tax exemption for farmers' cooperatives, that cooperative marketing includes the value-added processing of the products of cooperative members and other producers through animals that is by: (1) feeding such products to cattle, hogs, fish, chickens, or other animals; and then (2) selling the resulting animals or animal products. Authorizes a U.S. district court to issue a declaratory judgment relating to the initial or continuing qualification of a farmers' cooperative as tax-exempt. Provides, with respect to the small ethanol producer credit, for: (1) authorizing credit allocation among a cooperative's patrons; (2) increasing the gallon capacity for eligible producers; (3) making the credit a non-passive income credit; and (4) removing the credit from the alcohol fuel credit gross income inclusion.

Farm, Fishing, and Ranch Risk Management Act - Amends the Internal Revenue Code to allow an individual involved in an eligible farming or commercial fishing business to make a deductible contribution up to 20 percent of his or her farming or fishing taxable income to a Farm, Fishing, and Ranch Risk Management Account (FFARRM Account). States that: (1) Account distributions may not be used to add capacity or contribute to the overcapitalization of any fishery; (2) Account contributions shall not reduce self-employment net earnings; (3) Account distributions (other than income attributed to the Account) shall be includible in gross income, including deposits not distributed within five years.

Vietnam Veterans Memorial Education Act - Authorizes the Vietnam Veterans Memorial Fund, Inc., to construct a temporary education center for educating people about the Memorial. Requires the center to remain for ten years, after which Congress may reevaluate the continuing need for the center. Sets forth conditions for the use of excess coin funds under the United States Veterans Commemorative Coin Act of 1993 in the construction of such center, including that the Fund provide detailed information with respect to the use of such funds.

Directs the Attorney General to appoint a person to a position to be established within the Antitrust Division of the Department of Justice, the primary responsibility of which shall be to provide assistance and advice to the Assistant Attorney General of the Antitrust Division to further the effective enforcement of the antitrust laws with respect to the food and agricultural sectors. Lists position functions, including: (1) assisting and advising with respect to the investigation of possible restraints of trade and the investigation of mergers and acquisitions; and (2) ensuring that any such investigation takes into account the effects on consumers, agricultural producers, and rural communities.

Cuba Food and Medicine Access Act of 2001 - Exempts from the embargo on trade with Cuba (including prohibitions under the Cuban Democracy Act of 1992 against the unloading at a U.S. port of vessels that previously entered a Cuban port to engage in trade) the export of any agricultural commodities, medicines, or medical devices, or any travel incident to the delivery of such items. Declares that such exemption shall not apply to certain restrictions imposed under the Export Administration Act of 1979 or the International Emergency Economic Powers Act. Amends the Agricultural Trade Act of 1978 to direct the Secretary of Agriculture to study and report to Congress on existing U.S. agricultural export promotion and credit programs to determine how they can be carried out to promote the consumption of U.S. agricultural commodities in Cuba. Repeals a specified section of the Trade Sanctions Reform and Export Enhancement Act of 2000 prohibiting travel incident to the commercial sale of agricultural commodities to, or tourist travel by U.S. citizens to or from, Cuba.

Expresses the sense of Congress that the United States should establish an international education policy to enhance national security and significantly further U.S. foreign policy and global competitiveness. Lists policy objectives, including invigorating citizen and professional international exchange programs, ensuring that college graduates have knowledge of a second language and of a foreign area, and capturing 40 percent of the international student market for the United States.

Mandates a two-year moratorium on certain annual certifications made to Congress under the Foreign Assistance Act of 1961 that allow a major drug-transit country or major illicit drug producing country to expend withheld bilateral assistance and multilateral development assistance provided such country has cooperated fully with the United States to achieve full compliance with the goals and objectives established by the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, or it is in the vital national interests of the United States that such assistance be provided. Declares that a certain required international narcotics control strategy report which is a part of such certifications shall continue to apply for the two preceding fiscal years in which such country has received assistance under the Act.

Expresses the sense of Congress that: (1) the United States-Canada Softwood Lumber Agreement of 1996 should terminate with no extension; (2) the President should continue talks with Canada to promote open trade of softwood lumber between the two countries; and (3) the President should consult with consumers in future discussions regarding such trade.

School Improvement Accountability Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to revise ESEA title I programs for helping disadvantaged schoolchildren, with respect to: (1) reservations of funds for schools identified for corrective action or improvement; (2) accountability for yearly progress under State plans, assessments, and improvement aid; and (3) financial incentives for comprehensive school reform. Revises ESEA title II teacher professional development programs to require: (1) State plans to include goals for increasing numbers of fully qualified teachers; and (2) local educational agencies (LEA) to notify parents of their right to information about teacher qualifications. Requires the Comptroller General to study and report to certain congressional committees on progress in States' compliance in increasing the percentage of fully qualified teachers. Revises ESEA title VI innovative education programs to add requirements for State plans, sanctions, reports, standards, and assessment enhancements. Requires performance objectives for States and LEAs receiving funds for programs to assist limited English proficiency students under ESEA title VII. Directs the Secretary, under ESEA general provisions, to make: (1) grants to States for annual State, LEA, and school report cards on elementary and secondary educational quality; and (2) awards to States, for distribution to LEAs and schools, for high performance in education.

SBP Benefits Improvement Act of 2001 - Amends Federal provisions concerning the military Survivor Benefit Plan (SBP) to adjust the basic SBP annuity amount for surviving spouses age 62 or over of former military personnel to: (1) 35 percent of the retired pay of the decedent, for months beginning on or before the enactment of this Act (current law); (2) 40 percent of such pay, for months beginning after such date and before October 2004; (3) 45 percent, for months beginning after September 2004; and (4) 55 percent, for months beginning after September 2011. Adjusts similarly the authorized percentage amounts of SBP supplemental annuity authorized for such spouses. Directs the Secretary of Defense to ensure appropriate adjustments in the computation of retired pay deductions for such supplemental annuities made necessary by this Act.

Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize: (1) a State to use residential substance abuse treatment grant amounts to provide non-residential substance abuse treatment aftercare services for State prisoners, subject to specified requirements and certification by the State's chief executive officer; and (2) not less than ten percent of the total amount made available to a State for residential substance abuse treatment for State prisoners to be used for grants to local correctional facilities in the State to assist jail-based substance abuse treatment programs. Limits the Federal share (with respect to the latter) to 75 percent of the total program cost. Grants preference to applications that provide for certain aftercare services and periodic substance abuse testing. Requires States making grants to implement a statewide communications network with the capacity to track participants.
