Right to IVF Act

Right to IVF Act This bill provides a statutory right to access fertility treatments (e.g., in vitro fertilization). Specifically, under the bill, individuals have the right to access fertility treatments and to make decisions about the use of their reproductive genetic material (e.g., embryos) without limitation or interference. Health care providers and insurers have the right to provide and cover these services, respectively. Manufacturers of applicable drugs or devices also have the right to provide these drugs or devices. The bill supersedes state laws that limit or otherwise interfere with the provision of fertility treatments as set out under this bill, including laws that require medically unnecessary procedures or services in conjunction with fertility treatments or that restrict the ability of individuals to receive fertility treatments based on marital status or sex (including sexual orientation or gender identity). The bill does not affect state health and safety regulations for medical facilities or health care providers that are in accordance with widely accepted and evidence-based medical standards and for which the purpose cannot be achieved in another, nonrestrictive manner. The Department of Justice may bring civil actions against states, individuals, or entities that implement or enforce limitations or requirements that violate this bill. Individuals and health care providers may also bring civil actions.  In addition, the bill provides for coverage of fertility treatments under Medicare and Medicaid and for members of the uniformed services and veterans. It also requires private insurers that cover obstetrical services to also cover fertility treatments.

Prevent All Soring Tactics Act of 2024 or the PAST Act of 2024 This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.

DUALS Act of 2024

Delivering Unified Access to Lifesaving Services Act of 2024 or the DUALS Act of 2024 This bill creates a program to provide integrated care for individuals who are fully eligible for both Medicare and Medicaid (i.e., dual-eligible individuals). The Centers for Medicare & Medicaid Services (CMS) must develop a set of models for states to provide integrated care coordination for dual-eligible individuals; states must choose one of these models and implement the model within four years of their selection. Benefits must include clinical health services, behavioral health services, and long-term services and supports. Care coordination plans must be based on individualized health risk assessments and involve interdisciplinary health care teams. Each individual must be assigned a care coordinator to help the individual with respect to benefits and health care decisions.  The bill provides funds for states and the CMS to implement this program. It also provides funds for outreach and other activities to raise awareness about the program. The bill also modifies Programs of All-Inclusive Care for the Elderly (PACE), including by allowing those under age 55 to enroll in PACE if they are eligible for Medicare. (PACE is a program under Medicare and Medicaid that provides in-home and community services for certain individuals as an alternative to nursing home care.)

Child and Dependent Care Tax Credit Enhancement Act of 2024 This bill modifies the tax credit for employment-related expenses incurred for the care of a taxpayer's dependent to (1) increase to $400,000, the adjusted gross income threshold level above which the credit is incrementally reduced; (2) increase the dollar limits on the allowable amount of the credit; (3) specify rules for married couples filing separate returns; (4) allow an inflation adjustment to the adjusted gross income threshold and the maximum credit amounts, beginning after 2024; and (5) make the credit refundable for taxpayers who have a principal residence for more than half of the taxable year.

Safe Schools Improvement Act This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex (including sexual orientation, gender identity, and sex characteristics), disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.
