Housing Bond and Credit Modernization and Fairness Act of 2001 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

Responsible Fatherhood Act of 2001 - Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act (SSA) to prescribe parameters for block grants to States and territories to implement at their option media campaigns promoting responsible fatherhood. Requires the Secretary of Health and Human Services to contract with a nonprofit fatherhood promotion organization to: (1) develop and distribute a media campaign that addresses the issue of responsible fatherhood to States, local governments, public agencies, and private entities; and (2) develop a national clearinghouse to assist States and community efforts to promote and support responsible fatherhood by disseminating information regarding media campaigns and programs instituted by States using grant funds under this Act.

Long-Term Care and Retirement Security Act of 2001 - Amends the Internal Revenue Code to allow: (1) a deduction (based on years of continuous coverage) for eligible long-term care insurance premiums for a taxpayer, spouse, and dependents, including accelerated deduction percentages for persons who are 55 years old; and (2) long-term care insurance to be offered under cafeteria plans and flexible spending arrangements. Allows an income-adjusted (limited) credit for eligible individuals with long-term care needs. Sets forth specified requirements for qualifying long-term care insurance contracts.

Local Law Enforcement Enhancement Act of 2001 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under Federal law or a felony under State or Indian tribal law; and (2) is motivated by prejudice based on the race, color, religion, national origin, gender, sexual orientation, or disability of the victim or is a violation of the hate crime laws of the State or tribe. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one State and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist State, local, and Indian law enforcement officials with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to State and local programs designed to combat hate crimes committed by juveniles. Prohibits specified offenses involving actual or perceived race, color, religion, national origin, gender, sexual orientation, or disability. Directs the U.S. Sentencing Commission to study and provide sentencing enhancements for adult recruitment of juveniles to commit hate crimes. Amends the Hate Crimes Statistics Act to require the crime data to be collected and published by the Attorney General to include data about crimes that manifest evidence of prejudice based on gender.

The Savings Opportunity and Charitable Giving Act of 2001 - Amends the Internal Revenue Code to permit any qualified financial institution, qualified nonprofit organization, or Indian tribe to establish one or more qualified individual development account programs. Defines such an account as an account established for an eligible individual as part of a qualified individual development account program. Sets forth provisions concerning such accounts, including: (1) the structure and administration of account programs; (2) procedures for opening and maintaining an account and qualifying for matching funds; (3) withdrawal procedures; and (4) disregarding account funds for purposes of certain means-tested Federal programs. Permits non-itemizers to deduct a portion of their charitable contributions. Prohibits, in general, including in gross income distributions from individual retirement accounts for charitable purposes. Sets forth a rule for determining the amount of the deduction allowable for a charitable contribution of food inventory.

Sustaining Access to Vital Emergency Medical Services Act of 2001 - Amends the Public Health Service Act, as amended by the Children's Health Act of 2000, to direct the Secretary of Health and Human Services to award grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Amends titles XVIII (Medicare) (including part C (Medicare+Choice) of the Medicare program) and XIX (Medicaid) of the Social Security Act to establish a prudent layperson standard for emergency ambulance services under Medicare and Medicaid.

Medicaid Safety Net Hospital Preservation Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act to repeal specified reductions after FY 2000 and thereby extend certain modifications to disproportionate share hospital (DSH) allotments provided under the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000. Increases the Medicaid DSH allotment for the District of Columbia.

Requires the American Battle Monuments Commission to proceed expeditiously with the construction of the National World War II Memorial at the dedicated Rainbow Pool site in the District of Columbia without regard to the National Environmental Policy Act of 1969, the Commemorative Works Act, or any other law pertaining to the siting or design of the Memorial. Makes the decision to construct and decisions about design final, conclusive, and not subject to administrative or judicial review.

Violence Against Women Office Act - Establishes in the Department of Justice a Violence Against Women Office. Provides that the Office shall: (1) have jurisdiction over all matters related to administration, enforcement, coordination, and implementation of all responsibilities of the Attorney General or the Department of Justice related to violence against women, including formula and discretionary grant programs authorized under the Violence Against Women Act of 1994; and (2) be solely responsible for coordination with other offices or agencies of administration, enforcement, and implementation of the programs, grants, and activities under such Act.

Equal Protection of Voting Rights Act of 2001 - Establishes the Commission on Voting Rights and Procedures to study: (1) election technology and systems; (2) ballot design and uniformity; (3) ballot and polling place access; (4) voting systems capacity and election administration efficiency; (5) voter registration and maintenance of voter rolls; (6) alternative voting methods; (7) voter intimidation; (8) accuracy of voting, election procedures, and election technology; (9) voter education; (10) election personnel and volunteer training; (11) implementation of provisions of the Uniformed and Overseas Citizens Absentee Voting Act on registration and voting by absent uniformed services voters and overseas voters in elections for Federal office; (12) establishment of the date on which such elections are held as a Federal or a State holiday and on establishment of modified polling place hours; and (13) Federal assistance to State and local authorities to improve the administration of elections for Federal office. Directs the Commission to develop specific recommendations, consistent with certain uniform and nondiscriminatory election technology and administration requirements under this Act, regarding: (1) best practices in voting and election administration; (2) Federal assistance to State and local authorities to improve administration of Federal elections; (3) increased voter registration, accuracy of voter rolls, and participation and inclusion of legal voters, and (4) improved voter education and training of election personnel. Authorizes the Attorney General to make grants to approved State, territory, and locality applicants to pay the Federal share of the costs of activities to: (1) improve, acquire, or replace voting equipment or technology and improve the accessibility of polling places; (2) implement new election administration procedures to increase voter participation and reduce disenfranchisement, such as "same-day" voter registration procedures; (3) educate voters concerning voting procedures, voting rights or voting technology, and to train election personnel; and (4) implement Commission recommendations. Specifies certain uniform and nondiscriminatory requirements each voting system used in an election for Federal office must meet with regard to election technology and administration. Outlines requirements for provisional voting and sample ballot mailings to voters. Authorizes the Attorney General to bring a civil action in an appropriate district court to enforce the requirements of this Act for election technology and administration through the Office of Civil Rights of the Department of Justice.

Federal Employees Health Insurance Premium Conversion Act of 2001 - Requires the Office of Personnel Management to make available to Federal annuitants the option to pay their Federal Employees' Health Benefits Program enrollment charges through a health insurance premium conversion arrangement beginning on the same date as when such option first becomes available to Federal employees generally, but no later than the deadline specified below. Requires the Secretary of Defense (or each appropriate Secretary with respect to the Coast Guard and the commissioned corps of the National Oceanic and Atmospheric Administration and the Public Health Service) to establish such a plan for members and retired members of the uniformed services. Requires that all such plans be completed so that such option shall become available not later than the first day of the first applicable pay period beginning on or after January 1, 2002.

Mental Health Equitable Treatment Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act, respectively, to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. Exempts specified small employers from such requirements. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality.

Reserve Component Tax Assistance Act of 2001 - Amends the Internal Revenue Code to allow as a business or trade deduction the expenses of a member of the reserve component of the U.S. armed forces in connection with such service. Makes such deduction available to itemizers and non-itemizers. Establishes related reserve component business-related employment and self-employment credits.

National Recreation Lakes Act of 2001 - Establishes the National Recreation Lakes Demonstration Program and the Federal Lakes Recreation Leadership Council. Amends the Department of the Interior and Related Agencies Appropriations Act, 1996 to provide for the participation of the Bureau of Reclamation and the Army Corps of Engineers in an existing recreation fee demonstration program. Provides cost-share assistance for reconstruction or replacement of a recreation facility operated under an agreement with the State or local agency at a project lake.

Native American Breast and Cervical Cancer Treatment Technical Amendment Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act and Federal law commonly known as the Benefits Improvement and Protection Act to ensure that Indian women with breast or cervical cancer, who are eligible for health services provided under a medical care program of the Indian Health Service or of a tribal organization, are included in the optional Medicaid eligibility category of breast or cervical cancer patients added by the Breast and Cervical Cancer Prevention and Treatment Act of 2000.

Medicare Education and Regulatory Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) concerning: (1) prospective application only of certain regulations prescribed by the Secretary of Health and Human Services (HHS); and (2) certain requirements for judicial and regulatory challenges of regulations. Requires the Secretary, with respect to Medicare audits, except when clear and convincing evidence exists of fraud or similar fault, to give a physician, provider of services, or provider of ambulance services (physicians or providers) the option of entering into: (1) an arrangement to offset alleged overpayments against future payments; or (2) a repayment plan with its carrier or fiscal intermediary to recoup such an overpayment. Prohibits the Secretary from taking any action to recoup an overpayment or to impose a penalty during the period in which a physician or provider is appealing a determination that such an overpayment has been made or the amount of the overpayment. Prohibits carriers, absent cause, from demanding the production of records or documentation before paying a Medicare claim. Amends SSA title XI with respect to prohibited extensions of remuneration to a Medicare-eligible individual to influence a choice of provider, practitioner, or supplier. Excludes from the meaning of remuneration any waiver of copayment made in a written, mailed communication with existing patients. Amends SSA title XVIII with regard to: (1) construction of hearing rights related to decisions to deny or not renew a physician enrollment agreement; (2) the post-payment audit process; (3) definitions relating to physicians or providers; and (4) the right to appeal on behalf of deceased beneficiaries. Amends SSA title XVIII to require carriers, fiscal intermediaries, and contractors to conduct education programs (funded from the Medicare Integrity Program) for physicians and providers on billing, coding, cost reporting, and documentation regulations and procedures. Outlines provisions with regard to certain information requests from physicians and providers. Amends SSA title XVIII to provide for the inclusion of regulatory costs in the calculation of the sustainable growth rate with respect to the costs of physicians' services. Prohibits the Health Care Financing Administration (HCFA) from implementing any new evaluation and management documentation guidelines under Medicare, unless it: (1) has provided for an assessment of the proposed guidelines by organizations representing physicians; (2) has established a plan that contains specific goals, including a schedule, for improving use of such guidelines; (3) has completed a minimum of four pilot projects to test such guidelines; and (4) finds that specified objectives will be met in the implementation of such guidelines.

NTIA Digital Network Technology Program Act - Amends the National Telecommunications and Information Administration (NTIA) Organization Act to direct the Secretary of Commerce to establish within NTIA's Technology Opportunities Program a digital network technologies program to award grants, contracts, or cooperative agreements (assistance) to eligible institutions to provide educational instruction in digital network technologies. Makes the following institutions eligible for such assistance: (1) a historically Black college or university; (2) a Hispanic-, Alaska Native-, or Native Hawaiian-serving institution; (3) a tribally controlled college or university; or (4) an institution determined to have enrolled a substantial number of minority, low-income students who received assistance under the Higher Education Act of 1965. Provides a matching funds requirement. Prohibits an institution that receives assistance exceeding $2.5 million from receiving further assistance until every other eligible institution has received assistance under this Act.

Paul Coverdell Medical Research Investment Act of 2001 - Amends the Internal Revenue Code to provide a special limitation for charitable contributions for medical research. Permits the carryover (for ten succeeding years) of any excess of such contribution. Provides for the special treatment of medical research incentive stock options.

Amends the Elementary and Secondary Education Act of 1965 to reauthorize and revise provisions for the National Writing Project (NWP). Increases the maximum amount for any one contractor under limits on the Federal share of NWP teacher training programs. Repeals the classroom teacher grants program under NWP. Increases and extends the authorization of appropriations for NWP.

Veterans' Right to Know Act - Directs the Secretary of Veterans Affairs to: (1) provide information concerning eligibility for Department benefits and health care services and application requirements when a veteran or his or her dependent first applies for any such benefit; and (2) prepare an annual plan for the conduct of outreach activities to provide such veterans and dependents with such information.

Designates the headquarters offices of the Peace Corps, wherever situated, as the Paul D. Coverdell Peace Corps Headquarters. Amends the Paul D. Coverdell World Wise Schools Act of 2000 to require the Director of the Peace Corps to ensure that references in Peace Corps documents to the World Wise Schools Program be references to the Paul D. Coverdell World Wise Schools Program. Provides funding to the University of Georgia to support the construction of the Paul D. Coverdell Building at the Institute of the Biomedical and Health Sciences at the University.

Family Opportunity Act of 2001 or Dylan Lee James Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for such children; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Authorizes a State to apply to the Secretary of Health and Human Services for approval of a demonstration project to provide Medicaid coverage of up to a specified maximum number of children with a potentially severe disability. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain SSI (Supplemental Security Income) (SSA title XVI) beneficiaries under age 21.

Tax Empowerment and Relief for Farmers and Fishermen (TERFF) Act - Amends the Internal Revenue Code (IRC) to allow to an eligible commercial farmer or commercial fisherman a deduction, of up to 20 percent of such commercial farmer's or fisherman's taxable income which is attributable to an eligible commercial farming or fishing business, for the amount paid in cash by such commercial farmer or fisherman into a Farm, Fishing, and Ranch Risk Management Account. Amends the IRC and title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to exclude net earnings from a lease agreement (currently, an arrangement) from income with respect to farmland. Treats conservation reserve program payments as real estate rentals for self-employment earnings purposes. Exempt certain small issue agriculture bonds from the State volume cap. Sets forth a rule for determining the amount of the deduction allowable for a charitable contribution of food inventory. Extends income averaging to income from the trade or business of catching, taking, or harvesting fish intended to enter commerce through sale, barter, or trade. Disregards income averaging for farmers and commercial fishermen in computing the regular alternative minimum tax. Declares, with respect to the treatment of S corporations and to the tax exemption for farmers' cooperatives, that cooperative marketing includes the value-added processing of the products of cooperative members and other producers through animals that is by: (1) feeding such products to cattle, hogs, fish, chickens, or other animals; and then (2) selling the resulting animals or animal products. Authorizes a U.S. district court to issue a declaratory judgment relating to the initial or continuing qualification of a farmers' cooperative as tax-exempt. Provides, with respect to the small ethanol producer credit, for: (1) authorizing credit allocation among a cooperative's patrons; (2) increasing the gallon capacity for eligible producers; (3) making the credit a non-passive income credit; and (4) removing the credit from the alcohol fuel credit gross income inclusion.

Paul D. Coverdell Teacher Liability Protection Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to establish a new title XV, Teacher Liability Protection. Preempts State law, except where it provides additional protection of teachers from liability. Makes ESEA title XV inapplicable to any civil action in State court against a teacher in which all parties are citizens of the State if such State enacts a statute electing that ESEA title XV not apply. Provides that no teacher in a school shall be liable for harm caused by an act or omission on behalf of the school if the teacher was acting within the scope of employment or responsibilities relating to providing educational services, subject to specified requirements and exceptions. Limits punitive damages and liability for non-economic loss.

Coverdell Education Savings Accounts Act of 2001 - Amends the Internal Revenue Code, with respect to education individual retirement accounts (IRAs), to: (1) permit distributions for qualified elementary and secondary education expenses; (2) increase annual contribution limits from $500 to $2,000, with annual inflation adjustments as of tax year 2003; (3) waive the beneficiary age limitation (18) for contributions on behalf of special needs beneficiaries; (4) permit corporations to contribute to education IRAs; (5) permit annual contributions to be made until the filing date (not including extensions) for a tax year; (6) extend the time for return of excess contributions; and (7) provide for coordination with Hope and lifetime learning credit and qualified tuition program provisions. Renames such educational IRAs as Coverdell education savings accounts. Excludes from gross income: (1) employer contributions to such accounts on behalf of an employee or employee family member; and (2) account distributions.

Military Retirees Survivor Benefits Protection Act of 2001 - Amends Federal provisions concerning military annuities under the Survivor Benefit Plan (SBP) to: (1) increase the SBP annuity for beneficiaries age 62 or older from 35 to 55 percent of the base amount of military retired pay; and (2) repeal the Supplemental Survivor Benefit Plan program.

Collegiate Learning and Student Savings Act - Amends the Internal Revenue Code to: (1) permit private higher educational institutions, in addition to currently permitted State institutions, to establish qualified tuition programs; and (2) exclude from gross income such program distributions used for qualified higher education expenses. Amends the Investment Company Act of 1940 to exempt qualified tuition programs from the definition of an investment company.

Vietnam Veterans Memorial Education Act - Authorizes the Vietnam Veterans Memorial Fund, Inc., to construct a temporary education center for educating people about the Memorial. Requires the center to remain for ten years, after which Congress may reevaluate the continuing need for the center. Sets forth conditions for the use of excess coin funds under the United States Veterans Commemorative Coin Act of 1993 in the construction of such center, including that the Fund provide detailed information with respect to the use of such funds.

Bipartisan Patient Protection Act of 2001 - - Part II - Amends the Internal Revenue Code to: (1) with respect to Archer Medical Savings Accounts, increase the number of permitted account participants, increase the permitted size of a "small employer" from 50 to 100 or fewer employees, and extend, by two years, the cut-off year; (2) allow an eligible small employer a limited health insurance expenses credit; and (3) consider a "qualified health benefit purchasing coalition" (a non-profit corporation selling health insurance for small employers through licensed insurers) distribution as a distribution for a charitable purpose. Directs the Secretary of Health and Human Services to establish a program to award demonstration grants to States to allow States to demonstrate the effectiveness of innovative ways to increase access to health insurance through market reforms and other innovative means. Authorizes appropriations.

Bipartisan Patient Protection Act of 2001 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code with respect to health care coverage. Requires group health plans, and health insurance issuers providing health insurance coverage, to conduct utilization review activities in connection with the provision of benefits under such plans or coverage only in accordance with an approved utilization review program. Requires health plans and insurers to offer consumers: (1) more care options; and (2) greater access to patient information. Restricts interference by health plans and insurers with the doctor-patient relationship. Prohibits health plans and insurers from discriminating against a licensed health care professional with respect to participation or indemnification. Requires health plans and insurers to comply with patient protection requirements of this Act.

Keep Our Promise to America's Military Retirees Act - Includes as an employee, for purposes of Federal provisions authorizing enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.
