Summary

Requires the American Battle Monuments Commission to proceed expeditiously with the construction of the National World War II Memorial at the dedicated Rainbow Pool site in the District of Columbia without regard to the National Environmental Policy Act of 1969, the Commemorative Works Act, or any other law pertaining to the siting or design of the Memorial. Makes the decision to construct and decisions about design final, conclusive, and not subject to administrative or judicial review.
