Employee Misclassification Prevention Act - Amends the Fair Labor Standards Act of 1938 to require every employer to: (1) keep records of non-employees (contractors) who perform labor or services (except substitute work) for remuneration; and (2) provide certain notice to each employee and non-employee, including their classification as an employee or non-employee and information concerning their rights under the law. Makes it unlawful for any person to fail to accurately classify an employee or non-employee. Doubles the amount of liquidated damages for maximum hours, minimum wage, and notice of classification violations by an employer. Subjects a person who repeatedly or willfully violates such notice requirements to a civil penalty not to exceed $10,000 for each violation. Directs the Secretary of Labor to establish a web page on the Department of Labor website that summarizes the rights of employees under the Fair Labor Standards Act and other federal laws. Requires, as a condition for a federal grant for the administration of state unemployment compensation, for the state's unemployment compensation law to include a provision for: (1) auditing programs that identify employers that have not registered under the state law or that are paying unreported compensation where the effect is to exclude employees from unemployment compensation coverage; and (2) establishing administrative penalties for misclassifying employees or paying unreported unemployment compensation to employees. Requires any office, administration, or division of the Department of Labor to report any misclassification of an employee by an employer that it discovers to the Department's Employment Standards Administration (ESA). Authorizes the ESA to report such information to the Internal Revenue Service (IRS).

Supports the values and efforts of businesses, organizations, and volunteers dedicated to meeting the needs of homeless children and teens. Applauds the initiatives of businesses, organizations, and volunteers that employ time and resources to build awareness of the homeless youth problem, its causes, and potential solutions, and work to prevent homelessness among children and teens. Declares that the Senate should recognize the month of November 2008 as National Homeless Youth Awareness Month. Encourages these businesses, organizations, and volunteers to continue to intensify their efforts during the month of November.

Urges the President, the U.N. Secretary-General, the African Union, and members of the international community to pursue a comprehensive solution to the crisis in Darfur, Sudan. Condemns: (1) the government of Sudan for its continued obstruction of the deployment of United Nations-African Union peacekeepers; and (2) the ongoing acts of violence in, and obstruction of aid to, Darfur committed by all parties. Calls upon the government of Sudan and armed parties in the region to declare a cessation of hostilities, abide by the U.N. arms embargo, cease attacks upon humanitarian organizations, and participate in international efforts to negotiate a political settlement.

General Services Administration Portfolio Enhancement Act of 2008 - Directs the Administrator of General Services (GSA) to convey to the National Women's History Museum, Inc. (the Museum) the northern part of specified property in the District of Columbia, which the Administrator and the Museum deem appropriate for a museum facility. Grants the Administrator the authority to convey the southern part of such property to the Museum. Requires the Administrator to enter into an agreement with the Museum for the conveyance. Permits separate conveyance of the northern and southern parts. Requires the northern part to be dedicated for use as a site for a national women's history museum for a 99-year period and allows the southern part to be used for any purposes permitted by applicable laws and regulations.

Giving Incentives to Volunteers Everywhere Act of 2008 or the GIVE Act of 2008 - Amends the Internal Revenue Code to: (1) increase the standard mileage rate for use of a passenger automobile for charitable purposes to a rate not less than the rate used for the tax deduction for medical transportation expenses; and (2) exclude from the gross income of charitable volunteers reimbursements paid to them for the use of a passenger automobile for the benefit of a charitable organization.

Veterans Health Care Budget Reform Act of 2008 - Requires, beginning with FY2010, a two-fiscal-year budget authority for the following accounts of the Department of Veterans Affairs (VA): (1) Medical Services; (2) Medical Administration; and (3) Medical Facilities. Requires the Comptroller General to conduct a study on the adequacy and accuracy of VA baseline model projections for health care expenditures.

Star-Spangled Banner Bicentennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue $1 coins in commemoration of the bicentennial of the writing of the Star-Spangled Banner . Requires a coin design emblematic of the battle for Baltimore that formed the basis for the Star-Spangled Banner. Authorizes the Secretary to issue the coins only during the calendar year beginning on January 1, 2012. Requires specified surcharges in sales of the coin, which shall be paid to the Maryland War of 1812 Bicentennial Commission for the purpose of supporting bicentennial activities, educational outreach activities, and preservation and improvement activities pertaining to the sites and structures relating to the War of 1812.

Unemployment Compensation Extension Act of 2008 - Amends the Supplemental Appropriations Act, 2008 to revise the formula for Tier-1 amounts a state credits to an applicant's emergency unemployment compensation account (EUCA) for a benefit year. Increases the figures in the formula (the lesser of which shall be the amount credited) from: (1) 50% to 80% of the total amount of regular compensation (including dependents' allowances) payable to the individual during the benefit year; and (2) 13 to 20 times the individual's average weekly benefit amount for the benefit year. Provides an additional Tier-2 period for deposits to an individual's EUCA, using the current formula, if, at the time that the amount established under this Act is exhausted, or at any time thereafter, the individual's state is in an extended benefit period. Prescribes a formula for determining if a state is in an extended benefit period. Allows the Tier-2 period augmentation to be applied to the individual's EUCA only once. Prohibits a Tier-2 augmentation under this Act to an individual's account after March 31, 2009, if the account is exhausted after such date. Extends the period of emergency unemployment compensation. Exempts weeks of unemployment between enactment of this Act and December 8, 2009, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law of such state provides for payment (at any time or under any circumstances) of regular compensation to an individual for his first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.)

Amends the Internal Revenue Code to: (1) increase the percentage rate of the tax credit for the purchase of alternative fuel motor vehicles fueled by natural gas or liquefied natural gas; and (2) extend through 2017 the tax credit for new qualified alternative fuel vehicles. Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users to: (1) increase the percentages for grant funding to replace school buses under the clean school bus program; and (2) increase and extend funding for such program for FY2010-FY2015. Requires the Administrator of the General Services Administration (GSA) to study and report to Congress on increasing the number of natural gas vehicles in the federal fleet.

Renovation Rule Improvement Act of 2008 - Requires the Administrator of the Environmental Protection Agency (EPA) to update the final rule entitled "Lead: Renovation, Repair, and Painting Program" published on April 22, 2008, to include requirements that: (1) independent clearance be performed by a certified risk assessor or certified sampling technician to ensure compliance with lead hazard standards for lead, lead dust, and lead-based paint; (2) a written renovation completion report describing all the actions to reduce lead hazards be provided to owners and occupants of a covered property; (3) work practices be at least as protective as those of the Department of Housing and Urban Development (HUD); and (4) an individual who has completed a lead-based paint training and certification program be present at all times at a work site. Requires the Administrator to establish a grant program to expand training opportunities relating to lead-based paint that are available at the state and tribal level. Requires grant recipients to provide no-cost, culturally and linguistically appropriate lead-based paint training and certification opportunities for low-income workers. Requires the Administrator, in collaboration with the HUD Secretary, to submit a report to specified congressional committees on the impact of the final rule on preventing lead poisoning and on training opportunities for contractors and renovators.

Protect Pregnant Women and Children from Dangerous Lead Exposures Act of 2008 - Requires the Administrator of the Environmental Protection Agency (EPA), no later than April 30, 2009, to use the best available science to: (1) promulgate a final rule revising EPA's lead-based paint hazard standard promulgated under the Toxic Substances Control Act to a more protective level that safeguards the health of pregnant women and children; and (2) require the use of a lead dust cleaning clearance methodology that ensures lead dust levels meet such revised standard. Requires the Administrator to ensure that EPA's Clean Air Science Advisory Committee peer reviews the analyses that the Administrator uses to revise such standard and to require the use of such methodology. Requires the Administrator, no later than April 22, 2010, to integrate into EPA's revised rules on renovation and remolding activities that create lead-based paint hazards such revised standard and methodology. Requires the Administrator to review and reevaluate the health protectiveness of the rule revising EPA's lead-based paint hazard standard to determine whether to increase protections for the health of pregnant women and children: (1) every five years; or (2) more frequently if significant scientific findings indicate that the standard should be so revised. Declares that this Act does not modify or affect any effective date described in the final rule of the Environmental Protection Agency entitled "Lead: Renovation, Repair, and Repainting Program" published on April 22, 2008.

Serve America Act - Amends the National and Community Service Act of 1990 to create two new service-learning programs: (1) a Youth Engagement Zones to Strengthen Communities program, providing competitive grants to partnerships between local educational agencies that serve high-need, low-income communities and certain community-based or state entities to engage students and out-of-school youth in service-learning addressing specific challenges faced by their communities; and (2) a Campus of Service program, which annually grants up to 30 institutions of higher education (IHEs) with exemplary service-learning programs the funds to assist their students' pursuit of public service careers, and the right to nominate additional individuals for ServeAmerica Fellowships. Directs the Corporation for National and Community Service (Corporation) to contract for a 10-year, longitudinal service-learning impact study. Establishes the Commission on Cross-Sector Solutions to America's Problems to study ways in which the federal government and businesses can more effectively collaborate with nonprofit and philanthropic organizations to address pressing national and local challenges. Creates a Community Solutions Funds Pilot program awarding competitive matching grants to grantmaking institutions or partnerships between such institutions and state or local governmental entities which will use the grants to provide competitive matching subgrants to community organizations for use in replicating or expanding proven solutions to specifically identified community challenges. Establishes an Innovation Fellowships Pilot program awarding competitive grants to individuals who are veterans, or have completed at least one period of national service, to establish innovative nonprofit organizations that address national and local challenges. Creates a ServeAmerica Corps program providing formula grants to states and awarding competitive grants to states and nonprofit organizations to fund national service in low-income communities by: (1) Clean Energy Service Corps that improve certain clean energy indicators, including energy efficiency and conservation measures; (2) Education Corps that improve certain education indicators, including student engagement, achievement, and graduation; (3) Healthy Futures Corps that improve certain health indicators, including health care access; (4) Opportunity Corps that improve certain opportunity indicators, including financial literacy and access to housing, and employment-related services; and (5) Encore programs designed to take advantage of the skills of participants age 50 and older. Creates additional incentives for national service participation by individuals age 50 and older. Makes ServeAmerica Corps participants eligible for national service educational awards. Directs the Corporation to create a Civic Health Index enabling states and communities to assess their civic health. Establishes the ServeAmerica and Encore Fellowships program providing ServeAmerica Fellowships to IHE-nominated individuals and Encore Fellowships to individuals age 50 or older who agree to be placed with nonprofit organizations to carry out projects in specified areas of national need. Makes ServeAmerica fellows eligible for national service educational awards. Creates a Volunteer Generation Fund program awarding competitive matching grants to states and nonprofit organizations to increase the availability and capacity of volunteers to address state priorities with regard to areas of national need or work with nonprofit civic entities, including faith-based organizations, to address such needs. Establishes a National Service Reserve Corps of individuals who have completed a term of national service to respond to national disasters and other emergencies. Directs the Corporation, within 180 days of this Act's enactment, to conduct a nationwide Call to Service Campaign. Requires the Office of Volunteers for Prosperity (VfP) of the United States Agency for International Development (USAID) to implement a VfPServe program providing skilled professionals with fixed-amount stipends to offset their costs of volunteering abroad to address specified VfP objectives aimed at ameliorating living conditions in developing countries.

Offers condolences to the families, friends, and loved ones of the innocent victims of the September 11, 2001, terrorist attacks. Honors the heroic service, actions, and sacrifices of first responders, law enforcement personnel, state and local officials, volunteers, and others who aided the victims and, in doing so, risked and often gave their own lives. Recognizes the service, actions, and sacrifices of U.S. personnel who have given so much to support our freedom and defend our security. Reaffirms that the people of the United States will never forget the challenges our country endured on and since September 11, 2001, and will work to defeat those who attacked us.

Servicemembers Access to Justice Act of 2008 - Waives a state's sovereign immunity with respect to the enforcement of uniformed services members' employment or reemployment rights or benefits under the Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA). Makes unenforceable agreements between an employer and employee requiring arbitration of disputes arising under USERRA. Provides exceptions. Requires the validity and enforceability of such an agreement to be determined by a court (as opposed to the arbitrator). Provides increased liquidated damages, and authorizes punitive damages, against state or private employer violations of USERRA. Provides a right to a jury trial in such cases. Requires (under current law, authorizes) the award of attorney fees in actions to enforce USERRA. Defines "successor in interest" for USERRA purposes. Prohibits: (1) any statute of limitations from applying to USERRA proceedings; and (2) wage discrimination against members covered under USERRA. Requires (under current law, authorizes) a court to use equitable relief, including injunctions and restraining orders when appropriate, for USERRA violations.

ADA Amendments Act of 2008 - Amends the Americans with Disabilities Act of 1990 (ADA) to redefine the term "disability," including by defining "major life activities" and "being regarded as having such an impairment." Sets forth rules of construction regarding the definition of "disability," including that: (1) such term shall be construed in favor of broad coverage of individuals under the Act; (2) an impairment that substantially limits one major life activity need not limit other major life activities in order to be a disability; (3) an impairment that is episodic or in remission is a disability if it would substantially limit a major life activity when active; and (4) the determination of whether an impairment substantially limits a major life activity shall be made without regard to the ameliorative effects of specified mitigating measures. Prohibits employment discrimination against a qualified individual on the basis of disability. (Current law prohibits employment discrimination against a qualified individual with a disability because of the disability.) Prohibits the use of qualification standards, employment tests, or other selection criteria based on an individual's uncorrected vision unless the standard, test, or other selection criteria, as used by the covered entity, is shown to be related to the position and is consistent with business necessity. Declares that nothing in the Act: (1) alters the standards for determining eligibility for benefits under state worker's compensation laws or under state and federal disability benefit programs; (2) alters the requirement to make reasonable modifications in policies or procedures, unless such modifications would fundamentally alter the nature of the goods, services, facilities, or accommodations involved; or (3) provides the basis for a claim by an individual without a disability that the individual was subject to discrimination because of the individual's lack of disability. Declares that the authority of the Equal Employment Opportunity Commission (EEOC), the Attorney General, and the Secretary of Transportation to issue regulations includes the authority to issue regulations implementing the definitions of this Act. Makes conforming amendments to the Rehabilitation Act of 1973.

Medical Device Safety Act of 2008 - Amends the Federal Food, Drug, and Cosmetic Act to provide that provisions preempting state and local requirements for medical devices intended for human use shall not be construed to modify or otherwise affect any action for damages or the liability of any person under state law. Makes this Act effective as if it were included in the Medical Device Amendments of 1976 and applicable to any civil action pending or filed on or after the date of enactment of this Act.

Declares that the Senate commits to pass, and urges the President sign, within 18 months, legislation that guarantees health care for all people of the United States and that: (1) recognizes the role of women as health care consumers, caregivers, and providers; (2) guarantees inclusion of benefits essential to achieving and maintaining good health; (3) promotes primary and preventive care; (4) provides a choice of public and private plans and direct access to a choice of doctors and health providers that ensures continuity of coverage and a delivery system that meets the needs of women; (5) eliminates disparities on the basis of gender, culture, race, ethnicity, socioeconomic status, health status, or sexual orientation; (6) shares financing responsibility among employers, individuals, and the government while taking into account small business needs; (7) ensures affordable access to health care; (8) enhances quality and patient safety; (9) ensures a sufficient supply of qualified providers through expanded medical and public health education and adequate reimbursement; and (10) promotes administrative efficiency and is easy to utilize.

Improving Food-borne Illness Surveillance and Response Act of 2008 - Requires the Secretary of Health and Human Services to strengthen and expand foodborne illness surveillance systems to: (1) inform and evaluate efforts to prevent foodborne illness; and (2) enhance the identification and investigation of, and response to, foodborne illness outbreaks. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to enhance foodborne illness surveillance systems to improve the collection, analysis, reporting, and usefulness of data on foodborne illnesses. Requires the Secretary, acting through the Director and the Commissioner of Food and Drugs, to improve capacity for surveillance in states, including by: (1) supporting outbreak investigations with needed specialty expertise; (2) supporting model practices in states; and (3) developing training curricula on foodborne illness surveillance investigations. Directs the Secretary to: (1) carry out activities to support core food safety functions of state and local public health laboratories; and (2) establish a working group to advise the Secretary regarding the improvement of foodborne illness surveillance and implementation of this Act. Amends the Public Health Service Act to require the Secretary to: (1) leverage and enhance the food safety capacity and roles of state and local agencies; (2) survey state and local capacities and enhancement needs; (3) develop a plan addressing food safety functions at state and local levels; and (4) make grants to state and local agencies to enhance food safety capacity and programs.

Midwestern Disaster Tax Relief Act of 2008 - Amends the Internal Revenue Code to provide tax benefits to individuals affected by presidentially-declared natural disasters (i.e., severe storms, tornadoes, or flooding) in the states of Arkansas, Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, and Wisconsin on or after May 20, 2008, and before August 1, 2008 (Midwestern disaster area). Makes specified provisions of the Internal Revenue Code, which currently apply only to residents of the Gulf Opportunity Zone and the Hurricane Katrina disaster area, applicable to the Midwestern disaster area, including: (1) tax-exempt bond financing, the low-income housing tax credit, accelerated depreciation and increased expensing of business assets, an increase in the rehabilitation tax credit, extended carryback of net operating losses, and investment in tax credit bonds; (2) increased tax deductions for tuition and related educational expenses; (3) expensing of environmental remediation costs and demolition and cleanup costs; (4) tax incentives for employer-provided housing; (5) tax-free withdrawals from retirement accounts and recontributions for home purchases; (6) employer tax credits for retention of employees; (7) suspension of limitations on tax deductions for charitable contributions and personal casualty losses; (8) mortgage revenue bonds for owner-occupied residences; (9) tax exemptions for cancellation of indebtedness; and (10) nonrecognition of gain for homes and businesses destroyed in a disaster. Allows taxpayers in the Midwestern disaster area who claimed a tax deduction for a casualty loss to a principal residence and later received a grant under any federal or state program for reimbursement of such loss to file an amended tax return, without incurring tax penalties. Extends through 2009 the additional tax exemption for housing displaced individuals in the Midwestern disaster area. Excludes from gross income, through December 31, 2008, reimbursements to volunteers in the Midwestern disaster area for the use of a personal vehicle for charitable work. Increases the standard mileage rate for the charitable use of personal vehicles. Extends through 2009 the enhanced tax deduction for charitable contributions of food inventories and of book inventories to public schools. Requires tax-exempt charitable organizations to provide the Secretary of the Treasury with specified information, on an annual basis, relating to their disaster relief activities.

Grants congressional consent to and approval of the Great Lakes - St. Lawrence River Basin Water Resources Compact as set forth in this resolution's preamble. Declares that current laws provide protection sufficient to prevent Great Lakes diversions until a Great Lakes water compact is ratified and enforceable.

Honors and commemorates the selfless acts of heroism displayed by the late Private First Class Jacob Joseph Chestnut and Detective John Michael Gibson of the U.S. Capitol Police on July 24, 1998. Expresses: (1) the condolences of the Senate to the wives, children, and other family members of Private First Class Chestnut and Detective Gibson on the 10-year anniversary of their passing; (2) gratitude and appreciation for the professional manner in which the U.S. Capitol Police carry out their diverse missions; and (3) appreciation for the dedication U.S. Capitol Police officers have for protecting the Capitol Complex. Commends the U.S. Capitol Police for their continued courage and professionalism in protecting the Capitol Complex and its employees and visitors.

Veteran Voting Support Act - Directs the Secretary of Veterans Affairs to permit a state to designate facilities of the Department of Veterans Affairs (VA) located in the state as voter registration agencies under the National Voter Registration Act of 1993. Requires any VA facility designated as a voter registration agency to: (1) provide information relating to the opportunity to request an absentee ballot; (2) make available absentee ballot applications and absentee ballots upon request, as well as assistance in completing them; and (3) work with local election officials to ensure the proper delivery of such applications and ballots. Directs the Secretary to permit a meaningful opportunity for nonpartisan organizations to provide voter registration information and assistance at VA facilities. Prohibits the Secretary from banning any election administration official, whether state or local, party-affiliated or non-party affiliated, or elected or appointed, from providing nonpartisan voting information to veterans at any VA facility. Directs the Secretary to provide reasonable access to VA facilities to state and local election officials for the purpose of providing nonpartisan voter registration services to individuals.

Disapproves the rule submitted by the Secretary of Health and Human Services relating to requirements set forth in the State Health Official Letter 07-001, dated August 17, 2007, issued by the Director of the Center for Medicaid and State Operations in the Centers for Medicare & Medicaid Services and the State Health Official Letter 08-003, dated May 7, 2008, from such Center, requiring states that expand the income eligibility level for children under the State Children's Health Insurance Program (SCHIP) above 250% of the federal poverty level to adopt the five crowd-out strategies described in the August 17, 2007, letter and to provide certain assurances described in such letter.

Enhanced Partnership with Pakistan Act of 2008 - Authorizes FY2009-FY2013 appropriations for assistance to Pakistan under the Foreign Assistance Act of 1961 for projects to benefit the people of Pakistan, including projects that promote: (1) democratic governance; (2) economic freedom and growth; and (3) investments in people, and particularly, women and children. Limits certain military assistance and arms transfers to Pakistan until the Secretary of State certifies that Pakistan's security forces: (1) are making concerted efforts to prevent al Qaeda and the Taliban from operating in Pakistan's territory; and (2) are not materially interfering in Pakistan's political or judicial processes. Directs the Secretary to develop a comprehensive, cross-border strategy for working with the government of Pakistan, the government of Afghanistan, the North Atlantic Treaty Alliance (NATO), and other allies to implement effective counterterrorism and counterinsurgency measurers along the border areas of Pakistan and Afghanistan.

Credit Card Accountability Responsibility and Disclosure Act of 2008, or the Credit CARD Act of 2008 - Amends the Truth in Lending Act to require advance notice of any increase in the annual percentage rate of interest (APR) pertaining to a credit card account under an open end consumer credit plan. Imposes a freeze on interest rate terms and fees on canceled cards. Sets limits on fees and interest charges, including a prohibition against penalties for on-time payments. Prohibits a creditor from furnishing information to a consumer reporting agency concerning a newly opened credit card account until the credit card has been used or activated by the consumer. Revises requirements for prompt and fair crediting of card payments. Prohibits universal default (except in certain circumstances) and unilateral changes to cardholder agreements. Increases the civil penalty against any creditor who fails to comply with specified requirements in the case of an individual action relating to an open end credit plan that is not secured by real property or a dwelling. Prescribes procedures for specified federal regulatory agencies to evaluate credit card issuers for compliance with this Act. Revises: (1) payoff and repayment timing disclosure requirements; and (2) requirements relating to late payment deadlines and penalties. Prohibits issuance of: (1) a credit card on behalf of a consumer under age 21, unless the consumer has submitted a written application meeting specified requirements; and (2) certain affinity cards to students unless certain requirements have been met. Amends the Fair Credit Reporting Act to allow underage consumers to elect to be included in certain listings compiled by a consumer reporting agency. Amends the Federal Trade Commission Act to require all federal banking agencies and the Federal Trade Commission (FTC) to coordinate rulemaking and regulations. Directs the Comptroller General to study and report to certain congressional committees on: (1) the status of regulations of the federal banking agencies and the National Credit Union Administration (NCUA) regarding unfair and deceptive acts or practices by depository institutions and federal credit unions; and (2) the extent to which interchange fees are required to be disclosed to consumers and merchants, and how such fees are overseen by the federal banking agencies. Directs the Comptroller General to establish the Credit Card Safety Rating System Commission.

Preventing Stillbirth and SUID Act of 2008 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to develop: (1) a standard definition of stillbirth; and (2) a standard protocol for stillbirth data collection and surveillance, including enhancing the National Vital Statistics System for the reporting of stillbirths. Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), the Director of the Centers for Disease Control and Prevention (CDC), and the Director of the National Institutes of Health (NIH), to establish: (1) a national registry that can facilitate the understanding of root causes, rates, and trends of stillbirth; (2) public education and prevention programs aimed at reducing the occurrence of stillbirth; and (3) a population-based sudden, unexpected infant deaths (SUID) case registry that can facilitate the understanding of the root causes, rates, and trends of SUID.

Federal Employees Paid Parental Leave Act of 2008 - Allows federal employees to substitute any available paid leave for any leave without pay available for either the: (1) birth of a child; or (2) placement of a child with the employee for either adoption or foster care. Makes available for any of the 12 weeks of leave an employee is entitled to for such purposes: (1) four administrative weeks of paid parental leave in connection with the birth or placement involved; and (2) any accumulated annual or sick leave. Authorizes the Director of the Office of Personnel Management (OPM) to increase the amount of paid parental leave available to up to eight administrative workweeks, based on the consideration of: (1) the benefits provided to the federal government of offering increased paid parental leave, including enhanced recruitment and retention of employees; (2) the cost to the federal government of increasing the amount of paid parental leave that is available to employees; (3) trends in the private sector and in state and local governments with respect to offering paid parental leave; and (4) the federal government's role as a model employer. Amends the Congressional Accountability Act of 1995 to allow the same substitution for covered congressional employees. Amends the Family and Medical Leave Act of 1993 to allow the same substitution for Government Accountability Office (GAO) and Library of Congress employees.

Responsible Ownership of Public Land Act - Directs the Secretary of the Interior to establish an annual production incentive fee for federal onshore and offshore lands subject to a lease for production of oil or natural gas under which production is not occurring. Prescribes the fee amount for each acre of land from which oil or natural gas is produced for less than 90 days in a calendar year. Establishes the Energy Efficiency and Renewable Energy Fund to serve as depository for fees received under this Act. Describes energy programs to be funded with such fees, including: (1) solar energy research and development; (2) next-generation wind turbines; (3) weatherization assistance low-income housing; (4) new technologies to improve the energy efficiency of and reduce greenhouse gas emissions from buildings; (5) energy storage systems to support electric drive vehicles, stationary applications, and electricity transmission and distribution; (6) advanced vehicles research, development, and demonstration; and (7) low-income home energy assistance.
