Temporary Duty Suspension Process Act of 2012 - Directs the U.S. International Trade Commission (USITC) to establish a process in which it will: (1) review each article in which a temporary duty suspension or reduction has been recommended at its own initiative or pusuant to a petition, and (2) submit a draft bill to the appropriate congressional committees containing each duty suspension or reduction that meets certain requirements. Requires the USITC to report to appropriate congressional committees on: (1) recommendations with respect to sectors of the U.S. economy that could benefit from duty suspensions or reductions without causing harm to other domestic interests, and (2) the feasibility of suspending or reducing duties on a sectoral basis rather than on individual articles.

Expresses the sense of the Senate that the Attorney General (AG) should: (1) delegate to an outside special counsel (counsel) all AG authority relating to investigations by the Department of Justice (DOJ) of any and all unauthorized disclosures of classified and highly sensitive information related to various military and intelligence plans, programs, and operations as reported in recent publications; and (2) direct the counsel to exercise such authority independently of the supervision or control of any DOJ officer. Expresses the sense of the Senate that: (1) the counsel should investigate any and all such disclosures and, where appropriate, prosecute those responsible; and (2) the President should assess whether any such disclosures damaged the national security and how such damage can be mitigated.

Companionship Exemption Protection Act - Amends the Fair Labor Standards Act of 1938, with respect to the exemption from minimum wage and maximum hour requirements of domestic service employment to provide companionship services for individuals who because of age or infirmity are unable to care for themselves, to provide detailed definitions of "companionship services" and "domestic service employment." Excludes from companionship services those relating to the care and protection of the aged or infirm which require and are performed by trained medical personnel. Extends the exemption to third-party employment of an employee to provide companionship services to such individuals, including non-medical in-home care or household work related to their care. Defines "third-party employment" to mean employees who provide companionship services while employed by an employer or agency other than the family or household using their services, whether or not such an employee is assigned to more than one household or family in the same workweek when providing such services.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal to Jack Nicklaus in recognition of his service to the nation in promoting excellence and good sportsmanship. Directs the Secretary of the Treasury to strike such gold medal and to strike and sell duplicate bronze medals at a price sufficient to cover the costs of the gold and bronze medals.

Reaffirms that the U.S. government and the governments of other responsible countries have a vital interest in working together to prevent Iran from acquiring a nuclear weapons capability. Warns that time is limited to prevent Iran from acquiring a nuclear weapons capability. Urges economic and diplomatic pressure on Iran until it implements: (1) suspension of uranium enrichment-related and reprocessing activities and is in compliance with U.N. Security Council resolutions, (2) cooperation with the International Atomic Energy Agency (IAEA) concerning Iran's nuclear activities, and (3) a permanent agreement that verifiably assures that Iran's nuclear program is peaceful. Supports: (1) the P5+1 process, (2) the universal rights and democratic aspirations of the people of Iran, and (3) U.S. policy to prevent Iran from acquiring a nuclear weapons capability. Joins the President in ruling out any policy that would rely on containment as an option in response to the Iranian nuclear threat. States that nothing in this resolution shall be construed as an authorization for the use of force or a declaration of war.

Sequestration Transparency Act of 2012 - Requires the President on July 9, 2012, to submit to Congress a detailed report on the implementation of certain discretionary reductions (in security and nonsecurity categories) and nonexempt direct spending reductions in the sequestration ordered by the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) for FY2013 on January 2, 2013. (The Gramm-Rudman-Hollings Act was amended by the Budget Control Act of 2011 to revise the discretionary spending limits and reduce the discretionary appropriations and direct spending specified in the Gramm-Rudman-Hollings Act unless a joint committee bill achieving an amount greater than $1.2 trillion in deficit reduction would be enacted by January 15, 2012.)

Multinational Species Conservation Funds Semipostal Stamp Reauthorization Act of 2012 - Amends the Multinational Species Conservation Funds Semipostal Stamp Act of 2010 to require such stamp to be: (1) made available to the public for an additional four years; and (2) offered in a a choice of five versions depicting an African or Asian elephant, a rhinoceros, a tiger, a marine turtle, and a great ape.

Amends the Electronic Fund Transfer Act with respect to mandatory fee disclosures on automated teller machines (ATMs) operated by a person other than a financial institution holding a consumer's account. Repeals the requirement that such a fee disclosure appear in a prominent and conspicuous location on or at the ATM. Limits such requirement to appearance of a fee disclosure on the ATM screen.

Synthetic Drug Abuse Prevention Act of 2012- Amends the Controlled Substances Act to add as schedule I controlled substances: (1) any material, compound, mixture, or preparation which contains specified cannabimimetic agents (or the salts, isomers, or salts of isomers thereof); and (2) specified additional hallucinogenic substances (or the salts, isomers, or salts of isomers thereof). Extends the period for which the Attorney General may temporarily schedule a substance in schedule I to avoid an imminent hazard to public safety to two years with a one-year extension (currently, one year with a six-month extension).

Pro Football Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5-gold coins, 400,000 $1-silver coins, and 750,000 half-dollar coins emblematic of the game of professional football. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the Pro Football Hall of Fame to help finance the construction of a new building and the renovation of existing Pro Football Hall of Fame facilities.

Interest Rate Reduction Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to make the 3.4% interest rate on Direct Stafford loans first disbursed to undergraduate students between July 1, 2011, and July 1, 2012, applicable to Direct Stafford loans first disbursed to undergraduate students between July 1, 2011, and July 1, 2013. Amends the Patient Protection and Affordable Care Act to repeal provisions establishing and appropriating funds to the Prevention and Public Health Fund (a Fund to provide for expanded and sustained national investment in prevention and public health programs to improve health and help restrain the rate of growth in private and public sector health care costs). Rescinds any unobligated balances appropriated to such Fund.

Stop Invasive Species Act - Directs the Secretary of the Army, acting through the Chief of Engineers, to: (1) expedite a feasibility study under the Water Resources Development Act of 2007 on the range of options and technologies available to prevent the spread of aquatic nuisance species (including Asian carp) between the Great Lakes and Mississippi River Basins through the Chicago Sanitary and Ship Canal and other aquatic pathways; and (2) if the project is justified, proceed directly to project preconstruction engineering and design. Requires the report on the study to focus on: (1) such prevention as the permanent hydrological separation of the Great Lakes and Mississippi River Basins, and (2) specified watersheds of rivers and tributaries in Illinois and Indiana associated with the Chicago Area Waterway System (CAWS). Defines "hydrological separation" as a physical separation on the CAWS that would disconnect the Mississippi River watershed from the Lake Michigan watershed and prevent the transfer of all aquatic species between such bodies of water. Requires, within 90 days after enactment of this Act, an interim report to Congress on milestones that will be met prior to final completion of the study. Requires the final report to be completed within 18 months.

Commends the 5 living and 80 original members of the Doolittle Tokyo Raiders for their participation in the Tokyo, Japan, bombing raid of April 18, 1942. Recognizes the valor, skill, and courage of the Raiders that proved invaluable to the eventual defeat of Japan during the Second World War. Acknowledges that the actions of the Raiders helped to forge an enduring example of heroism in the face of uncertainty for the Army Air Corps of the Second World War, the future of the Air Force, and the United States as a whole.

Interstate Drug Monitoring Efficiency and Data Sharing Act of 2012 or the ID MEDS Act - Directs the Attorney General to establish national interoperability standards to facilitate the exchange of prescription information by states receiving grant funds under the Harold Rogers Prescription Drug Monitoring Program (Rogers Program) and the Controlled Substance Monitoring Program (CS Program). Directs the Attorney General to ensure that such standards: (1) implement open standards that are freely available to promote broad implementation; (2) provide for the use of exchange intermediaries to facilitate interstate interoperability; (3) support transmissions that are fully secured, using industry standard methods of encryption, to ensure that protected health information and personally identifiable information are not compromised during transmission; and (4) employ access control methodologies to share protected information solely in accordance with state laws and regulations. Requires a grant recipient under the Rogers Program to ensure that the state databases comply with the national interoperability standards. Allows a recipient of an enhancement grant under such Program to use grant funds to standardize the technology architecture used by the recipient to comply with such standards. Amends the Public Health Service Act to require states to ensure that databases established under the CS Program comply with such standards. Directs the Attorney General to report on enhancing the interoperability of state prescription monitoring programs with other technologies and databases used for detecting and reducing fraud, diversion, and abuse of prescription drugs.

Veterans Missing in America Act of 2012 - Recognizes the tireless work and dedication of the Missing in America Project, in conjunction with numerous veterans service organizations, in identifying unclaimed remains of veterans. Directs the Secretary of Veterans Affairs (VA) to cooperate with such organizations to assist entities in possession of unclaimed or abandoned human remains in determining if any such remains are the remains of veterans or other individuals eligible for burial in a national cemetery. Requires the Secretary, upon a positive determination with respect to any such remains, to provide for and cover the cost of the burial and funeral expenses if the Secretary determines that: (1) there is no next of kin or other person claiming the remains, and (2) there are no other sufficient resources to cover such expenses. Directs the Secretary to establish a publicly accessible database of the names of any veteran or other individual so identified.

Fracturing Regulations are Effective in State Hands Act - Grants any state sole authority to promulgate or enforce any regulation, guidance, or permit requirement with regard to the underground injection of fluids or propping agents pursuant to the hydraulic fracturing process, or any component of such process, relating to oil, gas, or geothermal production activities on or under land within the boundaries of that state. Makes the underground injection of fluids or propping agents pursuant to such process, or any components of such process, relating to oil, gas, or geothermal production activities on federal land subject to the law of the state in which that land is located.

Medicare Better Health Rewards Program Act of 2012 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to establish a three-year Better Health Rewards Program under which incentives are provided to Medicare beneficiaries who voluntarily agree to participate in the Program. Directs the Secretary to establish standards for measuring better health targets and points for achieving them for participating Medicare beneficiaries, including those for: (1) an annual wellness visit, (2) tobacco cessation, (3) Body Mass Index (BMI), (4) a diabetes screening test, (5) cardiovascular disease screening, (6) cholesterol level screening, and (7) screening tests and specified vaccinations. Requires the Secretary to make specified incentive payments to each participating Medicare beneficiary who achieves at least 20 points during a year. Authorizes Medicare Advantage Plans, "Section 1876" health maintenance organization and competitive medical cost plans, and programs of all-inclusive care for the elderly (PACE) to make incentives to their enrollees to participate in a Better Health Rewards Program. Amends the Internal Revenue Code to exclude from gross income any payment made under: (1) the Medicare Better Health Rewards Program; and (2) any other Better Health Rewards Program.

End Trafficking in Government Contracting Act of 2012 - Amends the Trafficking Victims Protection Act of 2000 to expand the authority of a federal agency to terminate a grant, contract, or cooperative agreement involving grantees or contractors who engage in severe forms of trafficking in persons to include grantees or contractors who: (1) engage in acts that directly support or advance trafficking in persons, (2) destroy an employee's immigration documents or fail to repatriate such employee upon the end of employment, (3) solicit persons for employment under false pretenses, (4) charge recruited employees exorbitant placement fees, or (5) provide inhumane living conditions. Requires the Interagency Task Force to Monitor and Combat Trafficking to monitor all known cases and activities involving trafficking in persons that are reported to certain officials of the Department of Defense (DOD). Prohibits the head of an executive agency from entering into a grant, contract, or cooperative agreement valued at $1 million or more if performance will predominantly be conducted overseas unless a representative of the recipient of such grant, contract, or cooperative agreement certifies that the recipient has implemented a plan and procedures to prevent trafficking in persons. Requires a contracting or grant officer of an executive agency who receives credible evidence that a recipient of a grant, contract, or cooperative agreement has engaged in trafficking in persons or other prohibited activities to request the agency's Inspector General to investigate allegations of trafficking and to take remedial actions, including the suspension of payments under the grant, contract, or cooperative agreement. Amends the federal criminal code to impose a fine and/or prison term of up to five years on any individual who knowingly and with intent to defraud recruits, solicits, or hires a person outside the United States, or attempts to do so, to work on on a government contract performed on government facilities outside the United States by means of materially false or fraudulent pretenses, representations, or promises regarding such employment.

Civilian Property Realignment Act of 2012 or CPRA - Establishes the Civilian Property Realignment Commission to: (1) identify opportunities to reduce significantly the federal government's inventory and cost of federal real property assets, (2) identify not fewer than five federal properties that have an anticipated sales price of not less that $500 million and that are not currently on the list of surplus or excess properties, (3) carry out an independent analysis of the inventory of federal real property assets, (4) transmit to the President its findings and recommendations for consolidating or otherwise reducing such inventory, and (5) establish and maintain a website for making relevant information about federal real property assets publicly available. Excludes certain properties from the application of this Act, including military installations, wilderness study areas, Indian and native Eskimo property held in trust, property operated and maintained by the Tennessee Valley Authority (TVA), postal properties, and other properties necessary for national security. Requires federal agencies to submit to the Administrator of General Services (GSA) and the Director of the Office of Management and Budget (OMB) on an annual basis: (1) current data of all federal real property owned, leased, or controlled by such agencies; and (2) recommendations for the disposal of such properties to reduce inventory, for operational efficiencies, and for opportunities to pursue enhanced use leasing in under-used buildings. Establishes a process for the review of the Commission's recommendations by the President and Congress. Requires each federal agency to implement the Commission's recommendations after the completion of such process. Exempts properties included in the recommendations for disposal or realignment under this Act from certain public benefit conveyance requirements, including the McKinney-Vento Act (requiring surplus property to be used to assist the homeless). Limits the authority of executive agencies to lease space for the purposes of a public building. Requires the Commission to identify and compile, on an annual basis, a list of assets located outside of the United States and its territories that are owned or managed by the Bureau of Overseas Building Operations of the Department of State and that may be sold to reduce the federal real property inventory or otherwise disposed of, transferred, or consolidated. Requires OMB and GSA to: (1) provide specified congressional committees, upon request, access to the Federal Real Property Profile established by Executive Order 13327, dated February 4, 2004; and (2) make such Profile available, upon request, to the Government Accountability Office (GAO), the Congressional Research Service (CRS), the Congressional Budget Office (CBO), and the Commission. Requires each federal agency, not later than three years after the enactment of this Act, to sell, dispose, transfer, exchange, consolidate, co-locate, reconfigure, or redevelop any federal real property that is deemed excess property. Prohibits judicial review of certain actions taken by the Commission or the President under this Act. Requires the Administrator to consider the life-cycle cost (i.e., the sum of investment, capital, installation, energy, operating, maintenance, and replacement costs) of certain public buildings that are constructed or leased after the enactment of this Act.

Respecting States' Rights and Concealed Carry Reciprocity Act of 2012 - Amends the federal criminal code to authorize a person who is not prohibited from possessing, transporting, shipping, or receiving a firearm under federal law, who is entitled and not prohibited from carrying a concealed firearm in his or her state of residence or who is carrying a valid state license or permit to carry a concealed weapon, and who is carrying a government-issued photographic identification document, to carry a concealed handgun (which has been shipped or transported in interstate or foreign commerce, other than a machinegun or destructive device) in any state in accordance with the restrictions of that state. Provides that in a state that allows the issuing authority for licenses or permits to carry concealed firearms to impose restrictions on the carrying of firearms by individual license or permit holders, an individual carrying a concealed handgun under this Act shall be permitted to carry it according to the same terms authorized by an unrestricted license or permit issued by such state.

Federal Real Property Asset Management Reform Act of 2012 - Imposes new duties on federal agencies that have statutory authority to control real property (landholding agencies), including the duty to maintain adequate inventory controls and accountability systems for such property, to report underutilized property, and to establish goals for reducing inventories of underutilized property. Defines "underutilized property" as federal property that is excess, surplus, underperforming, or otherwise not meeting the needs of the federal government. Establishes within the Office of Management and Budget (OMB) the Federal Real Property Council. Sets forth the duties of the Council, including to: (1) establish an asset management plan that includes performance measures to determine the effectiveness of federal real property management; (2) analyze and report on the existing inventory of federal civilian real properties and the condition of such properties; and (3) submit to the OMB Director an asset disposal plan that includes an annual goal to be used by landholding agencies in reducing, by not later than two years after the enactment of this Act, underutilized property in the inventory of the federal government. Requires the Administrator of the General Services Administration (GSA) to establish and maintain a single, comprehensive, and descriptive database of all real property under the custody and control of all landholding agencies. Requires the OMB Director to establish an expedited disposal program for underutilized federal properties, under which such properties must be sold for not less than fair market value and the proceeds of such sales must exceed the costs of disposal. Directs the Secretary of Housing and Urban Development (HUD): (1) to make grants to private nonprofit organizations through the continuum of care program to purchase property to assist the homeless; and (2) in awarding such grants, to give preference to organizations that operate within areas in which federal real property is being sold under the disposal program authorized by this Act.

United States-Israel Enhanced Security Cooperation Act of 2012 - States that it is U.S. policy to: (1) reaffirm the commitment to Israel's security as a Jewish state, (2) provide Israel with the military capabilities to defend itself and help preserve its qualitative military edge, (3) expand military and civilian cooperation, (4) assist in a negotiated settlement of the Israeli-Palestinian conflict that results in two states living side by side in peace and security, and (5) encourage Israel's neighbors to recognize Israel's right to exist as a Jewish state. Expresses the sense of Congress that the United States should take specified actions to assist in Israel's defense. Amends the Department of Defense Appropriations Act, 2005 to extend authority to transfer certain obsolete or surplus Department of Defense (DOD) items to Israel. Amends the Foreign Assistance Act of 1961 to extend authority to make additions to foreign-based defense stockpiles. Amends the Emergency Wartime Supplemental Appropriations Act, 2003 to extend specified loan guarantee authority to Israel.

Financial Institutions Examination Fairness and Reform Act - Amends the Federal Financial Institutions Examination Council Act of 1978 to require a federal financial institutions regulatory agency to make a final examination report to a financial institution within 60 days of the later of: (1) the exit interview for an examination of the institution, or (2) the provision of additional information by the institution relating to the examination. Sets a deadline for the exit interview if a financial institution is not subject to a resident examiner program. Sets forth examination standards for financial institutions. Prohibits federal financial institutions regulatory agencies from requiring a well capitalized financial institution to raise additional capital in lieu of an action prohibited by the examination standards. Establishes in the Federal Financial Institutions Examination Council an Office of Examination Ombudsman. Grants a financial institution the right to appeal a material supervisory determination contained in a final report of examination. Requires the Ombudsman to determine the merits of the appeal on the record, after an opportunity for a hearing before an independent administrative law judge. Declares the decision by the Ombudsman on an appeal to: (1) be the final agency action, and (2) bind the agency whose supervisory determination was the subject of the appeal and the financial institution making the appeal. Amends the Riegle Community Development and Regulatory Improvement Act of 1994 to require: (1) the Consumer Financial Protection Bureau (CFPB) to establish an independent intra-agency appellate process in connection with the regulatory appeals process; and (2) appropriate safeguards to protect an insured depository institution or insured credit union from retaliation by the CFPB, the National Credit Union Administration (NCUA) Board, or any other federal banking agency for exercising its rights.

Amends the Tariff Act of 1930 regarding the imposition of countervailing duties on imports into the United States from a country subsidizing, directly or indirectly, the manufacture, production, or export of merchandise which materially injures a U.S. industry or threatens to. Declares that merchandise on which countervailing duties must be imposed includes merchandise from a nonmarket country, unless the administering authority cannot identify and measure subsidies provided by the government of the nonmarket economy country (or a public entity within its territory) because the economy of that country is essentially composed of a single entity. Requires the administering authority to reduce the antidumping duty on a class or kind of merchandise from a nonmarket economy country in cases where: (1) such country (or a public entity within its territory) has provided the merchandise with a countervailable subsidy (other than an export subsidy); (2) the subsidy has reduced the average price of imports of that class or kind of merchandise during the relevant period; and (3) the extent to which the subsidy, in combination with the use of normal value, has increased the weighted average dumping margin for such merchandise can be reasonably estimated. Requires the administering authority, in such cases, to reduce the antidumping duty by the amount of the increase in the weighted average dumping margin estimated (but not by more than the portion of the countervailing duty rate attributable to the countervailable subsidy).

Condemns Iran's human rights violations. Urges the President, the Secretary of State, and world leaders to express support for the universal rights and freedoms of the Iranian people and to condemn elections that are not free and do not meet international standards.

Honors the memory of the people of the United States who came together during the War of 1812, particularly those who gave their lives during the "Second War of Independence." Commends the men and women of the United States Army, Navy, Marine Corps, Air Force, and Coast Guard, and the state National Guards, who preserve the ideals of freedom, democracy, and the pursuit of happiness that were guaranteed by the victories of the War of 1812. Congratulates the U.S. Armed Forces, the National Parks Service, the Maryland War of 1812 Bicentennial Commission, and all other organizations and individuals involved in preserving and promoting the history of this great country, and supports their commemoration of the War of 1812 and "The Star Spangled Banner." Calls on the people of the United States to join in the commemoration of the bicentennial of the War of 1812 and "The Star Spangled Banner," and to celebrate that at the end of the war, as Francis Scott Key wrote, "our flag was still there."

Health Care Bureaucrats Elimination Act - Amends the Patient Protection and Affordable Care Act to eliminate the Independent Payment Advisory Board charged with developing and submitting to the President, for Congress to consider, detailed proposals to reduce the per capita rate of growth in Medicare spending. Amends the Internal Revenue Code to increase the limitation on recapture of excess advance payments of the tax credit for health insurance premiums.

Affirms that it is a vital national interest of the United States to prevent the Islamic Republic of Iran from acquiring a nuclear weapons capability and warns that time is limited to prevent that from happening. Urges increasing economic and diplomatic pressure on Iran to secure an agreement that includes: (1) suspension of all uranium enrichment-related and reprocessing activities, (2) complete cooperation with the International Atomic Energy Agency (IAEA) regarding Iran's nuclear activities, and (3) a permanent agreement that verifiably assures that Iran's nuclear program is entirely peaceful. Supports: (1) the universal rights and democratic aspirations of the Iranian people, and (2) U.S. policy to prevent the Iranian government from acquiring nuclear weapons capability. Rejects any U.S. policy that would rely on efforts to contain a nuclear weapons-capable Iran. Urges the President to reaffirm the unacceptability of an Iran with nuclear-weapons capability and oppose any policy that would rely on containment as an option in response to the Iranian nuclear threat.

District of Columbia Pain-Capable Unborn Child Protection Act - Amends the federal criminal code to prohibit any person from performing or attempting to perform an abortion within the District of Columbia except in conformity with this Act's requirements. Requires the physician to first make a determination of the probable post-fertilization age of the unborn child, or reasonably rely upon such a determination made by another physician, by making inquiries of the pregnant woman and performing such medical examinations and tests as a reasonably prudent physician would consider necessary. Prohibits the abortion from being performed if the probable post-fertilization age of the unborn child is 20 weeks or greater. Makes an exception where necessary to save the life of a pregnant woman whose life is endangered by a physical disorder, illness, or injury, excluding psychological or emotional conditions or any claim or diagnosis that the woman will engage in conduct intended to result in her death. Permits a physician to terminate a pregnancy under such exception only in the manner which provides the best opportunity for the unborn child to survive, unless termination of the pregnancy in that manner would pose a greater risk of the death or substantial and irreversible physical impairment of a major bodily function, not including psychological or emotional conditions, of the pregnant woman than would other available methods. Prescribes penalties for violations. Bars prosecution of a woman upon whom an abortion is performed in violation of this Act, but authorizes such a woman or the father or maternal grandparent of the unborn child to obtain appropriate relief through a civil action. Provides for injunctive relief to prevent violations. Sets forth specified privacy protections in court proceedings for the woman upon whom an abortion has been performed. Requires any physician who performs an abortion within the District to report it to the Department of Health of the District of Columbia, which shall issue annual public reports.

Recreational Fishing and Hunting Heritage and Opportunities Act - Requires a federal public land management official, in cooperation with the respective state and fish and wildlife agency, to exercise the authority of the official under law, including regarding land use planning, to facilitate the use of, and access to, federal public land for hunting, recreational fishing, and recreational shooting, except as described in this Act. Requires the heads of federal public land management agencies to exercise their discretion in a manner that supports and facilitates hunting, recreational fishing, and recreational shooting opportunities, to the extent authorized under applicable law. Requires that Bureau of Land Management (BLM) and Forest Service land, excluding land on the Outer Continental Shelf, be open to hunting, recreational fishing, or recreational shooting unless the managing agency acts to close lands to such activity. Permits closures or restrictions on such land for purposes including resource conservation, public safety, energy or mineral production, energy generation or transmission infrastructure, water supply facilities, national security, or compliance with other law. Allows federal agencies to: (1) lease or permit use of federal public land for recreational shooting ranges, and (2) designate such specific land for recreational shooting activities. Requires annual reports on closures of federal public lands to hunting, recreational fishing, or recreational shooting. Sets forth requirements for specified closures or significant restrictions involving 640 or more contiguous acres of federal public land or water to hunting or recreational fishing or related activities. Instructs federal agencies to consult with respective advisory councils as specified in Executive Orders 12962 (relating to recreational fisheries) and 13443 (relating to the facilitation of hunting heritage and wildlife conservation) in carrying out this Act.

Down Payment to Protect National Security Act of 2012 - Requires the Director of the Office of Management and Budget (OMB) to determine the number of full-time employees employed in each federal agency. Prohibits a federal agency head from hiring more than 2 employee for every 3 full-time employees who leave employment in such agency until the OMB Director makes a determination that the number of full-time federal employees is 5% less than the initial level as determined by OMB. Allows a waiver of such workforce limitation by the President for national security reasons or in the case of an extraordinary emergency. Amends the Continuing Appropriations Act, 2011 to extend the freeze on the pay of federal employees, including Members of Congress, until June 30, 2014. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), as amended by the Budget Control Act of 2011, to offset mandatory sequestration in security and nonsecurity categories in FY2013-FY2021 with revenues resulting from the reduction in the federal workforce and the pay freeze under this Act.

States that the Secretary of Energy (DOE) shall engage in any sale, purchase, or exchange activity involving the Strategic Petroleum Reserve only with a person certifying to the Secretary that the person is not directly or indirectly conducting transactions in or with Iran or an Iranian entity. Exempts from such restriction transactions relating to humanitarian assistance, agricultural products, medicine, or a medical device to Iran or an Iranian entity. Requires the Government Accountability Office (GAO) to report to Congress every 180 days regarding Iranian imports of crude oil and refined petroleum products.

Authorizes TransCanada Keystone Pipeline, L.P. to construct, connect, operate, and maintain pipeline facilities for the import of crude oil and other hydrocarbons at the United States-Canada Border at Phillips County, Montana, in accordance with a certain application filed with the Department of State on September 19, 2008. Declares that no permit pursuant to Executive Order 13337 or any other similar Executive Order regulating such activities at the U.S. border, and no additional environmental impact statement (EIS), shall be required for such Pipeline. Deems a certain EIS issued by the Department of State to satisfy all requirements of the National Environmental Policy Act of 1969 (NEPA) as well as any other law requiring federal agency consultation or review regarding such cross-border facilities. Sets forth conditions governing construction, connection, operation, and maintenance of the cross-border facilities in connection with the Pipeline. Deems sufficient for the purposes of this Act any route and construction, mitigation, and reclamation measures for the Pipeline in the state of Nebraska that is identified by Nebraska and submitted to the Secretary of State. States that any action taken to implement this Act does not constitute a major federal action requiring an EIS under NEPA. Restricts to the U.S. Court of Appeals for the District of Columbia Circuit any federal judicial review over actions and facilities implemented under this Act.

Religious Freedom Restoration Act of 2012 - Amends the Public Health Service Act to prohibit any guideline or regulation issued relating to the coverage of preventive health services under the Patient Protection and Affordable Care Act (PPACA) or any other provision of PPACA to: (1) require any individual or entity to offer, provide, or purchase coverage for a contraceptive or sterilization service, or related education or counseling, to which that individual or entity is opposed on the basis of religious belief; or (2) require any individual or entity opposed by reason of religious belief to provide coverage of a contraceptive or sterilization service or to engage in government-mandated speech regarding such a service. Declares that nothing in PPACA and no regulations or guidelines issued under PPACA shall be construed to authorize the imposition of a sanction or otherwise disadvantage an individual or entity on the basis of a religiously based decision made by that individual or entity to not offer, provide, or purchase coverage for a contraceptive or sterilization service, or to engage in a government-mandated speech regarding such service.

Authorizes the Secretary of Energy to make $150 million available to carry out the American centrifuge project research, development, and demonstration program of the Department of Energy (DOE). Requires such sums to be derived from: (1) proceeds from the disposition of reenriched uranium from existing uranium owned by the DOE, and (2) unobligated balances of funds made available to carry out other DOE programs and activities.

Great Lakes Short Sea Shipping Enhancement Act of 2011 - Amends the Internal Revenue Code to exempt from the harbor maintenance tax commercial cargo (other than bulk cargo) loaded or unloaded at U.S. ports in the Great Lakes Saint Lawrence Seaway System. Defines the "Great Lakes Saint Lawrence Seaway System" as the waterway between Duluth, Minnesota, and Sept Iles, Quebec, Canada, encompassing the five Great Lakes, their connecting channels, and the Saint Lawrence River.

North American Energy Security Act - Directs the President, acting through the Secretary of State, to grant a permit under Executive Order 13337 (relating to issuance of permits for certain energy-related facilities and land transportation crossings on the international boundaries of the United States) for the Keystone XL pipeline project application filed on September 19, 2008. Declares that the President shall not be required to grant such permit upon a determination that the Keystone XL pipeline would not serve the national interest. Requires the President, within 15 days after making such a determination, to report to certain congressional committees as well as to the majority and minority leadership of the Senate and the House a justification for it, including consideration of economic, employment, energy security, foreign policy, trade, and environmental factors. States that if the President does not make a determination that the Keystone XL pipeline would not serve the national interest, and take action within 60 days after enactment of this Act, the permit for the Keystone XL pipeline shall be in effect by operation of law. Sets forth permit requirements, including: (1) the reconsideration of routing of the Keystone XL pipeline within Nebraska, and (2) a review period during which routing within Nebraska may be reconsidered and the route of the pipeline through the state altered. Declares that, if the President does not approve the route within Nebraska submitted by the governor of Nebraska within 10 days after submission, the route submitted by the governor shall be considered approved by operation of law.
