Exempts from the estate tax imposed under the Internal Revenue Code the lesser of: (1) $200,000 and (2) the value of the decedent's interest in a family farming operation operated continually by the decedent for at least five years prior to his death and which passes to a relative on his death. Provides for revocation of such exemption in the event that the successor transfers his interest or stops residing on the farm within five years of the death of his transferor. Provides, under the Internal Revenue Code, that farmland, woodland, or open land which comprises part of an estate may be valued, for estate tax purposes, as such rather than at its fair market value. Provides that real property which is listed on the National Register of Historic Places may be valued, for estate tax purposes, at its value for its existing use. Provides for the revocation of such lower evaluation and recapture of unpaid taxes with interest upon the conversion, rezoning, or removal of such land from the National Register of Historic Places.

National Nutrition Education Act - Declares that it is the purpose of this Act to encourage the provisions of nutrition education programs in the classroom and lunchrooms of elementary and secondary schools by establishing a system of grants for teacher training, pilot and demonstration projects, and the development of comprehensive nutrition education programs. Directs the Commissioner of Education to make grants to State education agencies and institutions of higher education for teacher training with respect to the provision of nutrition education programs in schools. Authorizes specified appropriations for such grants for fiscal years 1976, 1977, and 1978. Authorizes the Commissioner to make grants to State and local education agencies, institutions of higher education, and other public or private nonprofit education or research agencies, institutions, or organizations to pay the cost of pilot demonstration projects in elementary and secondary schools with respect to nutrition education and nutrition-related problems. Authorizes special appropriations for such grants for fiscal years 1976, 1977, and 1978. Authorizes the Commissioner to make grants to State education agencies to pay the Federal share of the cost of developing and carrying out nutrition education programs in elementary and secondary schools within each State. Authorizes specified appropriations for such grants for fiscal years 1976, 1977 and 1978. Sets forth application requirements for the grants authorized to be made by this Act. Establishes within the Office of Education of the Department of Health, Education, and Welfare a National Nutrition Education Resource Center. Makes it the function of the Center to provide training and information relating to nutrition education. Authorizes to be appropriated such sums as may be necessary for the center not to exceed $2,000,000 in any fiscal year.

Requires the President, by and with the advice and consent of the Senate, to appoint a Governor and an Alternate Governor of the Fund. Requires the Governor to cast the votes of the United States for the Director to represent the United States in the Fund. Prohibits any person or agency, unless Congress authorizes by law, from: (1) agreeing to increase the subscription of the United States to the Fund; (2) agreeing to any amendment which increases the subscription of the United States; or (3) making a loan or providing other financing for the Fund. Authorizes to be appropriated $25,000,000 as the United States subscription to the Fund. Stipulates that any Federal Reserve Bank requested by the President to act as a depository for the Fund shall do so. Declares that the agreement establishing the Fund shall have full force and effect in the United States upon acceptance of participation.

Reduces such credit by 2 percent of the amount by which the adjusted gross income of the taxpayer exceeds $20,000. Reduces the amount of educational expenses otherwise recognized by this Act by the amounts received as scholarships, fellowships, and veterans benefits.

States that the pension under this Act shall be paid to a veteran or his widow without regard to his or her annual income, if solely derived from the payments of social security benefits, railroad retirement benefits, or pensions. Sets forth specified minimum service requirements for a veteran to be eligible for a pension under this Act. Stipulates that a widow must have been married to the veteran for not less than ten years at the time of his death.

States that the Corporation shall be managed by a Board of Directors. Sets forth procedures for the appointment of the Board. Extends the existing crop insurance program from coverage of 7 agricultural commodities to coverage of 25 commodities. Authorizes the Corporation to extend insurance to other commodities on the basis of demand for such coverage and the anticipated risk of loss to the Corporation. Directs the Corporation to offer its insurance program in additional counties according to a specified plan. Specifies the percentage of loss of each crop that the Corporation shall offer insurance against. Stipulates that insurance offered by the Corporation shall not cover losses due to the neglect or malfeasance of the producer or the failure of the producer to follow established good production practices. Requires the Corporation to report annually to Congress the results of its operations and to include in such report, a list of all agricultural commodities for which insurance has been requested but which are not insured by the Corporation, and a list of all counties for which insurance has been requested but which are not covered by the Corporation. Authorizes to be appropriated for fiscal year 1976, and each fiscal year thereafter, a sum not to exceed $20,000,000 or an amount equal to 2.3 percent of the total insurance liability assumed by the Corporation in the immediately preceding fiscal year, whichever amount is greater, as may be necessary to cover the operating and administrative costs of the Corporation.

Energy Information Act

Energy Information Act - Sets forth Congressional findings and purposes and defines the terms used in this Act. Title I: National Energy Information Administration - Creates as an independent agency of the Federal Government the National Energy Information Administration, to be headed by an Administrator. Provides that the function of the Administration shall be the collection, tabulation, comparison, analysis, standardization, and dissemination of energy information pursuant to this Act. Directs the Administrator to coordinate existing energy information collection activities of all Federal agencies. Requires the Administrator to submit to Congress and the President a plan for the consolidation of the energy information activities of the Federal Government. Provides for the imposition of criminal penalties for the unauthorized disclosure of, or theft of, non-public energy information. Title II: National Energy Information System - Directs the Administrator to establish a National Energy Information System which shall be operated and maintained by the Administration. Provides that such System shall contain such information as is required (1) to provide a description of and facilitate analysis of energy supply and consumption within and affecting the United States on the basis of such geographic areas and economic sectors as may be appropriate and (2) to meet adequately the needs of the Congress and of those Federal agencies which are responsible for energy policy analysis and formulation and for energy regulation. Requires major energy producing companies to file annual financial reports with the Administrator. Requires major energy consuming companies to file annual energy consumption reports, including the amounts and types of energy used, with the Administrator. Provides that the information collected pursuant to this Act shall be made public, except where such information: (1) constitutes a trade secret; (2) would substantially harm the company that supplied it if disclosed; (3) was obtained from a Federal, State, or local agency on a confidential basis; and (4) was classified for national security or foreign policy reasons. Authorizes the Administrator to delay the disclosure of geological information. Provides that only Federal employees having official use for such information shall have access to the information in the non-public categories listed above. Title III: Energy Resources Surveys and Inspections by the Department of the Interior - Directs the Secretary of the Interior to compile, maintain, and keep current on not less than an annual basis a survey of all mineral fuel resources and nonmineral energy resources in the public lands of the United States. Stipulates that such survey program shall be designed to provide information about the location, extent, value and characteristics of all such resources. Title IV: Miscellaneous - Directs the Comptroller General to continuously monitor and evaluate the activities and operations of the Administration. Authorizes to be appropriated to the National Energy Information Administration and the Department of the Interior such amounts as may be requisite to full and efficient performance of the duties imposed upon such agencies by this Act.

Provides that such sanctions shall continue until the foreign enterprise concerned has ceased to engage in commercial whaling. Provides that any action by such an enterprise to dismantle or convert any vessel used in commercial whaling shall be deemed to be prima facie evidence that such enterprise has ceased to engage in commercial whaling. Specifies that the sanctions shall continue to apply to any such enterprise which transfers whaling equipment to another enterprise which is engaged in whaling.

Provides that the Director of such agency shall be an advisor to the National Security Council. Requires any Government agency to submit to the Director an impact statement in advance of any program of research and development with respect to armament for which the total cost of the program is estimated to exceed $250,000,000 or $50,000,000 annually. Permits the Director to waive security requirements for consultants who do not have access to classified information. Authorizes appropriations for fiscal years 1976 and 1977 for carrying out the purposes of the Arms Control and Disarmament Act. Title II: Conforming Amendments to Other Acts - Makes conforming amendments to the Mutual Security Act of 1954, the Foreign Military Sales Act, and the Foreign Assistance Act of 1961.

Offender Employment and Training Act - Title I: Federal Penal or Correctional Institutions - Authorizes the National Institute of Corrections from a fund to be established called the Federal Employment and Training Fund, to make grants and loans to, or contract with qualified applicants, establish within or without any Federal penal or correctional institution projects for the purpose of training or employing offenders. Stipulates that no loan or grant shall be made unless the National Institute of Corrections determines that: (1) offenders shall receive wages at a rate not less than similar workers in the locality; (2) any products or services may be sold just as if non-offenders provided them; (3) the offenders are likely by reason of their involvement in such projects to find employment following their release; (4) benefits, such as unemployment compensation, are available to offenders and non-offenders alike; and (5) deductions from gross wages shall not exceed 80 percent of gross wages. Authorizes annual appropriations to the fund to make its income not less than $10,000,000 in any fiscal year. Provides for the monitoring and evaluation of any project entered into pursuant to this Act by the Comptroller General of the National Institute of Corrections.

Title I: Survey And Certification, Ratesetting And Audit, And General Regulation Of Long-Term Care Facilities Under Medicaid Programs - Requires that a State plan for medical assistance must provide that no skilled nursing facility may receive payments under such plan unless and until it is approved to receive payments under title XVIII (Medicare) of the Social Security Act. Provides that such State plan require that the State agency have the power to terminate reimbursement to a skilled nursing or intermediate care facility which violates its provider agreement. Requires such State plan to include that the inspection and medical review shall serve as the basis for determining the overpayment to such facility, and the amount such agency must refund. Campuses for the Elderly Act - Authorizes the Secretary of Health, Education, and Welfare to institute a program under which qualified organizations, public and private, will submit plans for the development of carefully conceived and innovative projects to meet the special health care, housing, and related needs of elderly persons in the campus-type setting. Provides that from the plans submitted the Secretary shall select which he determines are most promising in furtherance of the objectives of this Act. Authorizes the Secretary to make, and contract to make, interest subsidy payments to the holder of any mortgage covering a project designed in accordance with a plan selected under this Act. Provides that as a condition for receiving such a subsidy the owner shall operate the project in accordance with such requirements as the Secretary may prescribe. Authorizes to be appropriated such sums as may be necessary to make such payments. Requires an evaluation of such projects not later than two years after their implementation to determine their effectiveness and suitability in meeting the needs of elderly persons. Provides that such evaluation shall be made by a committee consisting of the following members: (1) three members of the Congress to be appointed jointly by the President of the Senate and the Speaker of the House of Represenatives; and (2) six members to be appointed by the Secretary of which three shall be representative of the medical profession and three shall be persons who have had experience in the administration of health-care facilities, both proprietary and nonproprietary. Provides that the Committee shall submit to the Secretary for transmittal to the Congress a report with respect to its findings and recommendations not later than six months after the date on which the committee is fully organized. Authorizes to be appropriated such sums (not to exceed $70,000) as may be necessary to carry out this evaluation.

National Home Health Care Act - Broadens the coverage of home health services under the supplementary medical insurance (Medicare) program of of the Social Security Act and removes the 100-visit limitation presently applicable to the home health service program. Extends the coverage of posthospital home health services to include payment for items and services which the indiviudal could otherwise obtain in a skilled nursing facility. Requires the inclusion of home health services in a State's medicaid program under the Social Security Act and permits the payment of rent under such program for elderly persons who would otherwise require nursing home care. Provides expanded Federal funding for congregate housing for the displaced and the elderly by increasing the amount available for such housing under the low income housing program. Establishes, in the Department of Health, Education, and Welfare, a home health patient ombudsman, who shall be appointed and provided with adequate staff and facilities by the Secretary. Makes it the duty and responsibility of the ombudsman to monitor specified programs under the Social Security and the various medical assistance programs under the State plans approved pursuant to such Act, and to maintain such oversight of those programs and their operation and administration as may be necessary to: (1) assure that home health patients under such programs are receiving the care to which they are entitled, (2) provide safeguards against over-charging for home health services, (3) identify abuses against home health patients, (4) receive, handle, and expedite complaints by home health patients, (5) recommend to the Secretary any changes in the regulations affecting home health services which may appear necessary or desirable, and (6) take appropriate action (including the transmission of findings to the Attorney General) with respect to abuses and violations of law affecting the provision or receipt of home health services under such programs. Makes the children over 18 of parents receiving nursing and home health care assistance under the medicaid program liable for a specified portion of the expenses of such assistance, depending upon the income of such child. Permits the waiver of such obligation in any case where the State agency determines, in accordance with regulations prescribed by the Secretary, that the imposition of such obligation or the making of such collection would impose undue hardship. Provides that any amount collected from or otherwise paid by any person in satisfaction of any obligation imposed by this section shall constitute a medical expense paid or incurred by such person for purposes of deductions under the Internal Revenue Code ot 1954.
