Nursing Home Personnel In-Service Training Act - Authorizes the Secretary of Health, Education, and Welfare to make grants, not to exceed $100,000 per grant, to assist public or nonprofit private schools of nursing to meet the costs of developing short-term in-service training programs for nurses aids and orderlies for nursing homes. Provides that such programs shall emphasize the special problems of geriatric patients. Authorizes to be appropriated $1,000,000 for fiscal year 1975, and $1,000,000 for fiscal year 1976, to carry out the purposes of this Act.

Provides for the making of direct loans at 4 percent or the current market interest rate, whichever is lower, under the Public Health Service Act, for the construction and rehabilitation of nursing homes owned and operated by churches and other nonprofit organizations. Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.

Provides, under the Social Security Act, for the establishment of an Inspector General for health administration. Authorizes the Inspector General to suspend any regulation, practice, or procedure found not to be in compliance with the provisions or purposes of the Medicare or Medicaid programs. Authorizes the Inspector General to make confidential expenditures of up to $50,000 in any fiscal year to make inspections, audit, or reviews in furtherance of the purposes of this Act.

Requires nursing homes participating in Federal programs pursuant to title XVIII (Medicare) of the Social Security Act to have in effect procedures to prevent epidemic diseases and accidents and for reporting them immediately to appropriate authority and next of kin of patients involved in any untoward incident affecting health and safety.

Provides criminal penalties under title XIX (Medicaid) of the Social Security Act for: (1) the solicitation or acceptance of any gift, money, or consideration over and above the rates established by the States; or (2) the acceptance of any gift, money, or donation, as a precondition of admitting a patient to a long-term care facility.

Requires that accurate records of the handling of accounts, personal expense moneys, and valuables of patients receiving benefits under the Medicare program of the Social Security Act be maintained; that a receipt be given and recorded for such items; and that they be kept separate from similar items owned by the facility caring for such patients.

Requires State plans under the Medicaid program of the Social Security Act to be ratified by both the State's legislative and executive branch before being presented to the Secretary of Health, Education, and Welfare for his approval; and requires that such plans be posted and available to the public. Directs the Secretary to annually review a State's compliance with such plan and to publish performance ratings for the States. Creates a cause of action allowing Medicaid recipients individually or as a class to bring suit against a State for specific performance when a State fails to comply with the provisions of its plan.

Allows a tax deduction under the Internal Revenue Code for amounts paid during the taxable year by the taxpayer for nursing home expenses for an individual who would be a dependent of such taxpayer if sufficient support were provided.

Provides for placing responsibility for medical care provided by skilled nursing facilities under the Medicare and Medicaid programs of the Social Security Act in a medical director who is a physician on call in emergencies and who either (1) spends 10 hours a week in each facility for which he is responsible or (2) spends 2 hours per week in such facility and is assisted by a nurse practitioner (whose functions are defined in the Act) who spends at least 20 hours per week at the facility.

Provides for the modification of the medicare reimbursement formula under title XVIII of the Social Security Act to allow small hospitals in rural areas with low occupancy to provide long term care in those areas where there are no appropriate nursing home beds available.

Allows the States to use supplementary security income payments plus a State supplement of not less than $100 per resident per month to provide care for residents in nonmedical shelter care facilities, if such residents are ambulatory and need only minimum supervision.

Requires the Secretary of Agriculture to maintain a program by which the Department of Agriculture collects, prepares, makes available, and distributes information regarding the establishment and operation of farmers' markets and the potential of such markets for increasing the income of small farmers. Directs the Secretary to: (1) make available horticultural and marketing materials to small farmers; (2) obtain existing materials concerning farmers' markets, prepare new materials, and make available such materials to interested parties; and (3) conduct, or contract for, specified research. Defines "farmers' market" as any marketplace where at least 10 farmers congregate for the purpose of selling their agricultural commodities directly to consumers in a manner designed to lower the cost of food for the consumers while providing an increased income to the farmers. Authorizes to be appropriated such sums as are necessary to carry out the provisions of this Act.

Nuclear Non-Proliferation Act - Prohibits the transfer of nuclear materials to any country which has not ratified the Treaty on the Non-Proliferation of Nuclear Weapons unless the President determines, and the Congress by concurrent resolution approves, that such sale is essential to national security.

Expresses the sense of the House of Representatives that the President submit to Congress a action plan which would provide a suitable multagency plan for monitoring the State and Federal investigations and actions related to nursing home abuses. Provides that possible linkages between scandals and nursing home problems be reported to local, State, and Federal law enforcement officials. Requests regular reports by th multiagency task force to Congress.

Provides for the payment of a special housing allowance under the supplementary security income program of the Social Security Act to each recipient of supplemental security income benefits whose housing expenses exceed an amount equal to 25 per cent of his or her income, so as to reduce such expenses to that amount.

Part-Time Career Opportunity Act - Phases in, at the rate of 2 percent each year for five years up to a maximum of 10 percent, part-time jobs in the Federal Civil Service. Authorizes the Civil Service Commission to waive or reduce any such percentage minimum for a period not to exceed one year under specified circumstances. States that a decision of the Commission to waive or reduce any such percentage minimum shall include the reasons and justification therefor. Authorizes to be appropriated the sums necessary to carry out the provisions of this Act.

Provides that it shall be unlawful for any business enterprise or person acting on behalf or in the interest of a business enterprise to coerce, or attempt to coerce, by economic means another person, to fail to do business with, or to otherwise discriminate against any U.S. person, or any foreign person with respect to its activities in the United States, by reason of: (1) the religion, race, national origin, or sex of such U.S. or foreign person; or (2) direct or indirect support for any foreign government when such support is not in violation of U.S. laws. Prescribes a penalty of a fine of not more than $100,000, or imprisonment for not more than three years, or for violation of such provision. Prescribes a fine not to exceed $1,000,000 if the violator is any person other than an individual. Allows any person aggrieved by a violation of the prohibition against economic coercion to bring a suit in an appropriate U.S. district court without regard to the amount in controversy. States that such person may recover threefold actual damages, reasonable attorney's fees, and other litigation costs reasonably incurred. Permits the Attorney General to institute an action in an appropriate district court to collect a civil penalty against any person who practices prohibited economic coercion. States that the penalty shall not exceed $50,000 if imposed upon an individual, or not more than $500,000 if imposed upon any person other than an individual. Makes it unlawful for a person to violate this Act by exercising coercion through a foreign government or a business enterprise not subject to U.S. jurisdiction. States that whoever violates such provision shall be subject to a fine not to exceed $50,000 if an individual, or not to exceed $500,000 if any person other than an individual. Defines terms used in this Act, including "persons", and states that such term shall include a corporation, trust, company, association, firm, partnership, society, joint stock company, fund, or any organized group of persons whether incorporated or not.

Provides for the disposal under the Federal Property and Administrative Services Act of 1949 of surplus real property at not less than 25 percent of fair market value to States and their political subdivisions, agencies, and instrumentalities for economic development purposes where such areas meet special needs arising from actual or threatened severe unemployment arising from the closing of Federal facilities.

Provides that appointments, promotions, assignments, and transfers within the Federal civil service shall be made without regard to political recommendations. Prohibits Members of Congress, State and local elected officials, officials of political parties, and any other individual or organization from making recommendations with respect to any person being considered for appointment, transfer, promotion, or assignment. Prohibits officers or employees of the United States from soliciting, considering, or accepting such recommendations. Authorizes any officer or employee of the United States to solicit or furnish a statement with respect to a person if: (1) it is furnished pursuant to a request or requirement of the executive agency concerned and consists solely of an evaluation of the work performance, ability, aptitude, and general qualifications of such person; (2) it relates solely to the character and residence of such person; (3) it is furnished pursuant to a request made by an authorized representative of the United States solely in order to determine whether such person meets the loyalty, suitability, and character requirements for employment with the United States; or (4) it is furnished by a former employer of such person pursuant to a request of the executive agency concerned, and consists solely of an evaluation of the work performance, ability, aptitude, and general qualifications of such person during his employment with such former employer. Provides under title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act, that persons who are blind and have at least six quarters of coverage shall be eligible for disability insurance benefits. Outlines those regulations which apply to the amount of benefits to be received. Defines blindness as used in this Act. Continues payment of such benefits as long as the blindness lasts, notwithstanding the amount of the individual's earnings.

Autistic Children Research Act - Provides, under the Public Health Service Act, for the Director of the National Institute of Child Health and Human Development to: (1) plan and develop a coordinated autism research program; (2) collect, analyze, and disseminate all data useful in the prevention, diagnosis, and treatment of autism; and (3) establish comprehensive, coordinated diagnostic and evaluation procedures for early detection guidance for autistic children. Authorizes appropriations of such sums as are necessary to carry out these provisions. Authorizes $500,000 for fiscal year 1976 and $5,000,000 per year for fiscal years 1977-1980 for loans and grants to any public or private nonprofit entity operating a center with education programs for autistic children. Defines, for the purpose of this Act, the term "autistic."

Authorizes the President to proclaim the last week in June of each year as "National Autistic Children's Week" to call the attention of the people of the United States to the plight of the autistic child, and the services which are available to help such children and their families.

Provides that the Sequoia National Game Refuge shall become part of the Sequoia National Park, and authorizes the Secretary of the Interior to establish the new area. States that nothing in this Act shall terminate or impair any private right in permits or property in the Game Refuge.

Authorizes cost-of-living increases in supplemental security income benefits under Title XVI (Grants to States for Aid to the Aged, Blind, and Disabled) of the Social Security Act whenever an equivalent cost-of-living adjustment is made under Title II (Old Age, Survivors', and Disability Insurance) of such Act. Authorizes the Secretary of Health, Education, and Welfare to grant financial assistance to individuals eligible for Social Security whose expenses exceed one-third of his or her annual income. Limits such assistance to the lesser of: (1) the amount by which such individual's housing expenses exceed one-third of his or her income or; (2) $600. Permits individuals receiving supplemental security benefits to elect to retain food stamp eligibility in lieu of receiving the bonus value of food stamps in the form of a supplementary payment increase. Directs the Secretary to provide financial assistance to Social Security recipients whose benefit checks or the cash proceeds thereof are lost or stolen, where the loss or theft has been promptly reported to and verified by appropriate local law enforcement officials. Requires the Secretary to supplement to the correct amount any check which is determined to be in an amount less than that to which the individual was entitled. Permits financial grant assistance to individuals receiving benefits who are faced with extreme financial need due to specified circumstances, including the destruction or loss by theft or natural disaster of furniture and clothing and to prevent eviction due to non-payment of rent when such nonpayment is due to poor financial management or extraordinary expenses. Limits such assistance grants to no more than $500 per occurrence.

Food Research and Development Act - States that the purpose of this Act is to fund new research for the purpose of assisting the development and utilization, in the United States and other countries, of (1) new low-cost foods of high nutritional value, and (2) improved, low-cost methods of food and animal feed production, fertilizer production, and irrigation which make maximum efficient use of energy, land, water, and protein resources and promote the preservation of environmental quality. Establishes a Food Research Advisory Committee within the Department of Agriculture. Sets forth the membership of the Committee. Directs the Committee, in accordance with this Act, to (1) determine specialized research areas; (2) accept evaluations for research grants from review boards appointed by the Secretary of Agriculture; and (3) make recommendations to the Secretary. Establishes within the Committee a review board for each specialized research area with regard to which the Committee makes recommendations for the purpose of awarding grants under this Act. Requires each review board to recommend to the Committee applications on the basis of the scientific merit, feasibility, and significance of the research project proposed in the application and on the basis of the competency and facilities of the applicant to perform the project. Provides that grants shall be made to approved applicants for the purpose of financing research projects which are designed to develop new, low-cost foods of high nutritional value and to improve methods of food and fertilizer production through making maximum efficient use of energy, land, water, and protein resources while promoting environmental quality. Stipulates that not less than 10 percent of the sums available for grants shall be served for applicants from agriculturally underdeveloped nations. Establishes a Special Food Research and Development Fund, to make research grants under this Act. Authorizes appropriations of $50,000,000 for fiscal year 1976 to carry out the purposes of this Act, and such sums as may be necessary thereafter. Specifies that at least 85 percent of such appropriations must be appropriated to the Special Food Research and Development Fund.

Unemployment Compensation Amendments Act - Increases the amount of the weekly benefits payable under the Federal-State extended unemployment compensation program and the emergency unemployment compensation program. Removes the limitations on the number of weeks of unemployment compensation under the emergency unemployment compensation program.

Constitutional Amendment - Provides that the people of the District constituting the seat of government of the United States shall elect two Senators and the number of Representatives in Congress to which the District would be entitled if it were a State. States that each Senator or Representative so elected shall be an inhabitant of the District and shall possess the same qualifications as to age and citizenship and have the same rights, privileges, and obligations as a Senator or Representative from a State.

Directs the House Committee on Education and Labor to initiate an investigation designed to evaluate the impact of motor vehicles imported into the United States on unemployment in the motor vehicle manufacturing industry in the United States, and in the United States generally. Directs the Secretary of the Treasury to initiate an investigation to determine the existence of Antidumping Act violations by foreign automobile producers.
