States that a decision of the Commission to waive or reduce any such percentage minimum shall include the reasons and justification therefor. National Electrical Energy Conservation Act - Title I: National Power Grid and Regional Bulk Power Distribution - Creates a National Power Grid Corporation to establish and operate a national power grid system consisting of electric power generating faciities and a system of very high voltage transmission lines which shall interconnect such generating facilities and the transmission systems of each regional corporation established by the Corporation pursuant to this Act. Provides that such regional corporations shall be the exclusive marketing agency for the National Grid in that region. Authorizes electric utilities, publicly or privately owned, to enter into agreements for services with the regional corporation. Places specified conditions on any such contract for services and the rates at which power marketed for the National Grid may be sold. Directs the National Grid to carry out a program of research and development in the area of electric power generation and transmission, giving preference to environmental protection and land use research priorities. Authorizes up to $250,000,000 per fiscal year to carry out such program. Transfers specified federally owned facilities to the National Grid. Title II: General Provisions Applicable to National Grid and to Regional Corporations - States that each corporation shall be subject to Federal, State, and local environmental standards. Specifies the interests to be represented on the Board of Directors of such corporations, and their composition, terms of members, procedures for selecting the officers and employees of the corporations. States that the corporations shall have those powers conferred on nonprofit corporations pursuant to the District of Columbia Nonprofit Corporation Act and specified additional powers. Directs such corporations to at all times maintain complete and accurate books of accounts. Authorizes each corporation to issue and sell bonds for financing its activities, providing that the aggregate total of outstanding bonds shall not exceed $32,000,000,000. Authorizes each corporation to cause to be instituted condemnation proceedings against any lands or interests in land necessary to carry out the provisions of this Act. Requires each corporation to report annually to the President and for transmittal of such report to the Congress.

Local Public Works Capital Development and Investment Act

Local Public Works Capital Development and Investment Act - States that the current depressed condition of the national economy has had an especially heavy impact upon local governments, making it no longer possible for them to finance needed public facilities, thereby threatening the health, safety, and general welfare of their citizens. Declares it to be needless and unwise public policy for a vast pool of idle manpower to coexist with a backlog of needed and long overdue local public facilities work. Authorizes the Secretary of Commerce acting through the Economic Development Administration to make grants to any State or local government for local public works projects, including but not limited to: (1) those public works projects of State and local governments for which Federal financial assistance is authorized under provisions of law other than this Act; and (2) the architectural design, engineering, and related planning of local public works projects. Provides that the Federal share of any project for which a grant is made under this Act shall be 100 percent of the cost of such project. Directs the Secretary to prescribe those rules, regulations, and procedures necessary to carry out this Act. States factors that the Secretary shall consider in accordance with the relative needs of the various sections of the country. Authorizes the Secretary to make a grant for the purpose of increasing to 100 percent the Federal contribution to a public works project for which Federal financial assistance is authorized under provisions of law other than this Act. States that not more than 10 percent of all amounts authorized to carry out this Act shall be granted for local public works projects within any one State. Provides that all laborers and mechanics employed by contractors or subcontractors on projects assisted by this Act shall be paid wages a rate not less than those prevailing on similar construction in the locality as determined by the Secretary of Labor in accordance with the Davis-Bacon Act. Authorizes to be appropriated an amount not to exceed $5,000,000,000 to carry out this Act.

Food Allowance for Older Americans Act - Establishes, under the Social Security Act, a food allowance program under which qualified elderly persons shall be provided with an opportunity to obtain an adequate level of nutrition through the issuance to them, without charge or fee or condition of any kind, a food allowance of $50 for each month after December 1975 in the form of coupons that can be used only to purchase food from retail stores. States that an individual is eligible for a food allowance under this Act only if such individual is (1) sixty-five years of age or older, (2) the head of his or her own household, and (3) has an annual income which does not exceed $5,000. Provides for the issuance of coupons reduced in value to individuals whose annual income exceeds $5,000 by not more than $480 and who otherwise meet the conditions of eligibility. Authorizes appropriations of such sums as may be necessary to carry out the purposes of this Act.

Revises the Clean Air Act to extend until 1982 the reduction requirement standards for carbon monoxide and hydrocarbons. Extends the interim standards for light duty vehicles through 1981. Extends the regulation for the emissions of nitrogen oxides from 1977 through 1982. Extends the interim standards for light duty vehicles to 1983. Requires the Secretary of Transportation to take into account the cost of implementation and the benefits attainable in prescribing Federal motor vehicle safety standards. Stipulates that Federal motor vehicle standards shall take effect two years from the date of issue. Requires that all information relating to the promulgation of a Federal motor vehicle standard be made public. Requires the Secretary to include in his report to the President an analysis of motor vehicle safety regulations on passengers and pedestrian safety, and a certification that the cost of implementation and the benefits attainable were considered in the issuing of a safety standard. Revises the Motor Vehicle Information and Cost Savings Act to require the Secretary to include in the report to Congress and to the President (1) a statement of the degree of observance of standards; (2) an analysis of research activities; (3) an analysis of the impact of the regulations on passenger and pedestrian safety; and (4) a certification that the cost of implementation and the benefits attainable were considered in promulgating any safety standard. Prohibits the purchase of any motor vehicle after model year 1980 by the Federal Government unless such motor vehicle is more than 49 percent more efficient in fuel consumption than similar 1975 models. Revises the Automobile Information and Disclosure Act to require that a statement of the fuel efficiency rate of such automobile be included on the label attached to new automobiles. Requires the Administrator of the Environmental Protection Agency to publish annually a comparative analysis of the fuel efficiency of each new motor vehicle produced during the model year, and to report to the Congress on the progress made toward meeting the national fuel economy improvement standard.

Social Security Recipients Fairness Act - Title I: Replacement of Lost, Stolen, or Delayed Checks - Requires the Secretary of Health, Education and Welfare to establish procedures for expedited payment of monthly benefits. Requires the Secretary, within one day after the date an individual files for late payment of benefits, to cause such monthly insurance benefits to be paid. Title II: Expediting of Hearings and Determination - States that in the administration of the programs established by titles II, XVI, and XVIII of the Social Security Act, the Secretary shall establish procedures designed to assure that: (1) any duly requested hearing to which an individual is entitled thereunder will be held within a reasonable period of time after such hearing is so requested, if such hearing is requested with respect to a determination of entitlement to benefits; and (2) not later than ninety days after such a hearing is requested, the Secretary shall render a final determination on the issues which were the subject of such hearing, or if no final determination of the Secretary has been made at that time, the Secretary shall make payments of benefits to such individual in like manner as if a final determination has been made fully in favor of such individual. Title III: Expedited Payment of Black Lung Benefits; and Expedited Hearings and determinations Respecting Such Benefits - Provides for expedited payments of black lung benefits under the Federal coal Mine Health and Safety Act. Directs the Secretary to establish procedures for expediting hearings and hearings and determinations on claims for such benefits. Title IV: Limitation of Benefit Reduction to Compensate for Benefit Overpayment - Limits to 25 percent the reduction that may be made in an individual's Social Security benefit check for any month because of any previous overpayment of monthly benefits.

States that the Commission shall initially provide for transmission of the audio portion of the coverage to offices of Members and officers of the House and Senate. Directs the Commission to provide a daily written summary of the proceedings of the House and other information pertaining to legislative activity. Requires that the Commission make available to the public and commercial broadcasting stations radio and television coverage of the proceedings in the House Chamber, videotapes of such coverage, and recordings of the audio portion of such coverage subject to requirements specifies under this Act. Specifies that such requirements do not include limitations or restrictions on the selection of materials for broadcast use. Authorizes the Commission to employ such persons and enter into such contracts as shall be necessary to carry out the provisions of this resolution. Provides that expenses of the Commission shall be paid from the contingent fund of the House. Directs the Commission, as soon as possible after the conclusion of the first session of the Ninety-fourth Congress, to report to the House on activities carried out under this resolution.

States that no national petroleum reserve that includes all or part of an existing naval petroleum reserve shall be established without prior consultation with the Secretary of Defense. Authorizes the development of the oil and gas in the national petroleum reserves in the contiguous 48 States established pursuant to this Act. Requires competitive bidding procedures with prior public notice for any contract, lease, or operating agreement for development and production of oil and gas from a national petroleum reserve. States that the terms and conditions for such development, which shall be prescribed by the Secretary of the Interior, shall be subject to disapproval by Congress. Provides that any oil or gas produced from such petroleum reserves shall, with exceptions, be subject to all the limitations and licensing requirements of the Export Administration Act. Authorizes and directs the Secretary of the Interior to explore for oil and gas on Naval Petroleum Reserve Numbered 4 and to report annually to Congress on his plan for exploration of such reserve.

American Folklife Preservation Act - Creates an American Folklife Center in the Library of Congress. Provides that the center shall be subject to the supervision and direction of a board of trustees. Specifies the composition of the board, including: four members appointed by the President, eight members appointed by the Librarian of Congress, the Librarian of Congress and the director of the Center. Authorizes the Center to establish and implement a program of contracts, grants, revitalize and scholarships to preserve, protect, revitalize and disseminate American folklife traditions and arts. Provides that no payment shall be made pursuant to this Act to carry out any research or training over a period in excess of two years, with specified exceptions. Provides that no former employee of the Federal government shall be eligible to receive any grant or other assistance under this Act in the two year period following the termination of such employment. Requires the Center to submit to the Librarian of Congress, for inclusion in its annual report to the Congress, an annual report of its operations under this Act. Authorizes to be appropriated to the Center to carry out the provisions of this Act $167,750 for fiscal year 1976, $710,000 for fiscal year 1977, and $1,716,000 for fiscal year 1978.

Small Business Tax Relief Act - Allows an investment tax credit under the Internal Revenue Code to small businesses for depreciable property on which construction begins after December 31, 1974, or which is acquired after such time, equal to 10 percent of the qualified investment (the applicable percentage of the basis of each new such property and cost of each used such property placed in service by the taxpayer during the taxable year) up to $20,000 and 7 percent of such investment in excess of $20,000. Increases the additional first-year depreciation allowance under the Internal Revenue Code for a small business from 20 to 25 percent. Increases the cost allowance of such property on which such deduction is based from $10,000 to $15,000. Prescribes a formula for computing the last-in-first-out (LIFO) inventory adjustment for small businesses whose closing inventory is less than $200,000 and who do not use the LIFO inventory methods described in the provisions of the Internal Revenue Code. Allows small businesses a carryover for 10 years of a net operating loss.

Exempts the President, the Vice President, the head of each executive department, the Chief Justice of the United States, the President pro tempore of the Senate, the Speaker of the House of Representatives, the majority and minority leaders of the Senate and of the House of Representatives, the majority and minority whips of the Senate and the House of Representatives, and the United States Representative to the United Nations from the provisions of this Act.

Authorizes the Administrator of Veterans' Affairs to purchase from one or more life insurance companies a policy or policies of mortgage protection life insurance on a group basis for veterans unable to obtain commercial life insurance because of a service- connected disablility. Sets forth the maximum amount of insurance under a policy provided under this Act. Authorizes the Administrator to deduct insurance premiums from any compensation or other cash benefits payable to veteran by the Veterans' Administration, and to pay such premiums to the insurers. States that any amount of insurance in force under this Act on the date of death of an insured veteran shall be paid only to the holder of the mortgage loan on the veteran's home as a credit toward loan indebtedness. Requires each policy purchased under this Act to provide for the following: (1) reinsurance with other insurers which meet the Administrator's criteria; (2) that the Administrator may discontinue a whole policy, or exclude from coverage loans made after a date fixed by him; (3) issuance to each insured veteran of a certificate setting forth the benefits to which he is entitled; (4) any other provisions necessary to carry out this Act; and (5) an annual accounting to the Administrator of the amount of premiums paid, the total of all mortality and other claim charges incurred, and the amount of the insurer's expenses and risk charges. States that insurance under this Act shall terminate upon whichover of the following events first occurs: (1) satisfaction of the veteran's indebtedness under the loan upon which the insurance is based; (2) the veteran's 70th birthday; (3) termination of the veteran's ownership of the property securing the loan; (4) discontinuance of payment of premiums by the veteran; or (5) discontinuance of the entire contract or agreement. National School Lunch and Child Nutrition Act Amendments - Authorizes appropriations for the fiscal years subsequent to that of 1975 to enable the Secretary of Agriculture to formulate and carry out a program of assistance to the States to initiate, maintain, or expand nonprofit breakfast programs in schools. States that as a national nutrition and health policy, it is the purpose and intent of the Congress that the school breakfast program under the Child Nutrition Act of 1966 be made available in all schools where it is needed to provide adequate nutrition for children in attendance. Directs the Secretary of Agriculture, in cooperation with State educational agencies, to carry out a program of information to the schools in furtherance of this policy. Requires that within ninety days after the enactment of this legislation, the Secretary shall report to the committee of jurisdiction in the Congress his plans, and those of the cooperating State agencies, to bring about the needed expansion in the school breakfast program. Sets forth the schedule of income limitations for reduced price lunches. Provides for the disbursement of funds under this Act to nonprofit private schools. Provides for the inclusion of specified commodities, such as cereal and shortening, in the food donations to the school lunch program covered by this Act. Authorizes the appropriation of such sums as are necessary to enable the Secretary of Agriculture to formulate and carry out a program to assist States through grants-in-aid and other means to initiate, maintain, or expand nonprofit food service programs for needy children in institutions providing child care. Sets forth requirements for the apportionment of funds under this Act to the States. Authorizes the use of funds under the National School Lunch Act for nonfood assistance for the special food service program. Establishes a National Advisory Council on Maternal, Infant, and Fetal Nutrition. Provides for the membership of such Council. Makes it the function of the Council to make a continuing study of the operation of the special supplemental food program and any related Act under which diet supplementation is provided to women, infants, and children, with a view to determining how such programs may be improved. Directs the Council to submit to the President and the Congress annually a written report of the results of its study together with such recommendations for administrative and legislative changes as it deems appropriate.

Food Allowance for Older Americans Act

Food Allowance for Older Americans Act - Establishes, under the Social Security Act, a food allowance program under which qualified elderly persons shall be provided with an opportunity to obtain an adequate level of nutrition through the issuance to them, without charge or fee or condition of any kind, a food allowance of $50 for each month after December 1973 in the form of coupons that can be used only to purchase food from retail stores. States that an individual is eligible for a food allowance under this Act only if such individual is (1) sixty-five years of age or older, (2) the head of his or her own household, and (3) has an annual income which does not exceed $5,000. Provides for the issuance of coupons reduced in value to individuals whose annual income exceeds $5,000 by not more than $480 and who otherwise meet the conditions of eligibility. Authorizes appropriations of such sums as may be necessary to carry out the purposes of this Act.

Executive Agreements Review Act - Provides that each executive agreement entered into after the date of enactment of this Act concerning the establishment, renewal, continuance, or revision of a national commitment shall be transmitted by the President to the Congress, or, in cases requiring non-disclosure for the immediate time, to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs under an appropriate written injunction of secrecy. Provides that both Houses of Congress must agree to a concurrent resolution of disapproval of such agreement within 60 calendar days of continuous session (10 days in situations certified to be emergencies by the President) to negate the agreement.

Family Farm Inheritance Act - States that for purposes of the estate tax under the Internal Revenue Code the value of the taxable estate shall be determined by deducting the lesser of: (1) $200,000; or (2) the value of the decedent's interest in a family farming operation continuously owned by him or his spouse for five years prior to his death and which passes to a related individual. Disqualifies the individual to whom the estate passes from the tax benefit authorized by this Act if such individual, within five years after the decedent's death, sells or removes the family farming operation.

Land Use and Resource Covservation Act - Title I: Findings, Policy, Definitions - Sets forth the findings of Congress that there is a national interest in effective land use decision making in order to promote the general welfare, to secure a wise and balanced allocation of resources, to provide for the protection and enhancement of the environment, and to conserve energy. States that it is the policy of the Federal Government, in cooperation with the States, to encourage and support the establishment of effective land use planning and management programs which will assure that the lands in the Nation are used in ways that create and maintain conditions under which man and nature can exist in productive harmony. Defines the terms used in this Act. Defines "areas of critical State concern" as meaning areas on non-Federal lands which the State determines to be of more than local concern in view of the significant damage to life, property, the quality of the environment, or the long-term public interest which could occur from uncontrolled or incompatible development. Title II: Federal Grants for State and Indian Land Use Programs - Directs the Secretary of the Interior to make annual grants to assist the States in the development and administration of a land use program. States that initial grants may be made as soon as the State has established a State land use planning agency and an advisory council which participates in the development of the State land use program and consults, reviews, and and comments on the State land use program. Authorizes the Secretary to make additional grants to the States for developing procedures to simplify the processing of permits, licenses and other governmental decisions which are prerequisites to proposed development activities. Provides appeal procedures for States which the Secretary has determined are ineligible for grants. States that in implementing its land use program, a State may utilize (1) direct State land use planning and regulation, (2) action by local governments under criteria and standards established and supervised by the State, or (3) a combination of the two techniques. Directs the Secretary to appoint a task force group to investigate and report to him concerning the need for and the form of grant program providing for land use planning by Indian tribes for Indian reservations and other tribal lands. Encourages the States to coordinate land use planning activities on an interstate basis. Title III: State Land Use Programs - Stipulates that the State land use program shall include a statement of policies defining the State's role in land use decisions which are of more than local concern, including decisions affecting key facilities, large scale subdivision or development projects, developments of regional impact, and areas of critical State concern. Requires that State programs include (1) a process to inventory the land and water resources within the State, and (2) a process for designating which of the areas inventoried are determined to be of critical State concern, and policies and methods for the regulation of development within areas of critical state concern. States that programs must include policies and procedures designed to (1) identify prime food and fiber producing lands, (2) consider the location of large scale subdivision or development projects, (3) guide the use of land in areas which may be impacted by key facilities and major improvement, (4) consider the environmental, social, and economic impact of developments of regional impact, and (5) encourage development and land use patterns designed to conserve energy. Title IV: Federal Actions and Federal Lands - States that Federal Activities significantly affecting land use on non-Federal land must be consistent with land use programs which conform to the provisions of this Act, except in cases of overriding national interest as determined by the President. Requires applicants for Federal licenses or permits to certify that any proposed activities affecting land use are in compliance with the States' land program. Provides that each public land management agency head shall develop, maintain, and revise where appropriate land use plans for public lands under his jurisdiction. Requires that provision be made for substantial and meaningful public involvement and participation of appropriate State and local government representatives in the development, revision, and implementation of land use plans, guidelines, rules, and regulations for public lands. Title V: Administration - Establishes in the Department of the Interior an Office of Land Use Administration. States that the Secretary shall, through the Office, administer the land use grant program and undertake specified programs and responsibilites to achieve the objectives of this Act. Requires the Secretary to coordinate his activities pursuant to this Act with all other interested Federal agencies. Directs the Executive Office of the President to issue guidelines to the Federal departments and agencies to assist them in carrying out the requirements of this Act. Authorizes the Secretary to study and report to the Congress within 3 years the need for, and form of, national land use policies. Authorizes appropriations to carry out the provisions of this Act. Limits the amount of grants to States to 75 percent of the costs of developing and administering the land use program within the State.

Ozone Protection Act - Declares that the release of chlorofluromethane may pose a danger to public health and safety. Provides for a study by the National Academy of Sciences of the nature and likelihood of potential effects on public health and the environment of the discharge of such gas. Directs the Administrator of the National Aeronautics and Space Administration to report to the Congress on such potential effects. Provides for a program of standards to limit the emissions of such gas from major sources. Provides for the enforcement of prohibitions upon the manufacture and sale of aerosol spray containers which discharge such gas, including penalties of up to $10,000 in civil fines per day of violation under this Act. Authorizes appropriations to carry out this Act.
