STEM Opportunities Act of 2019 This bill provides for guidance, data collection, and grants for groups historically underrepresented in science, technology, engineering, and mathematics (STEM) education at institutions of higher education (IHEs) and at federal science agencies. Specifically, the bill requires the Office of Science and Technology Policy (OSTP) to provide specified guidance related to such groups to federal science agencies and IHEs. Each federal science agency must collect comprehensive demographic data on recipients of merit-reviewed research and development grants given to IHEs and federal laboratories supported by that agency. Each agency must also implement recommendations from the OSTP report titled Reducing the Impact of Bias in the STEM Workforce . In addition, each agency must carry out a pilot program and implement evidence-based policies and practices to minimize the effect of implicit bias in the grant review process. The National Science Foundation (NSF) must carry out and publish a survey to collect data on the demographics of STEM faculty, by broad fields of STEM, at different types of IHEs. The NSF must also carry out a variety of grant programs, including grants for increasing (1) the recruitment, retention, and advancement of individuals from underrepresented minority groups in STEM careers; (2) the recruitment and retention of minority students who are underrepresented in STEM fields; and (3) student participation in computer science and computational thinking education programs at tribal colleges and universities.

This joint resolution nullifies a rule issued by the Department of Education (ED) on September 23, 2019. The rule revised the process for a student loan borrower to obtain a discharge from a student loan if an institution of higher education misrepresented a material fact. Among other requirements, the 2019 rule requires each borrower to apply to ED for a defense to repayment. However, under the previous 2016 rule, an application could be submitted on behalf of an entire group (e.g., veterans).

Protecting Resources On The Electric grid with Cybersecurity Technology Act of 2019 or the PROTECT Act of 2019 This bill addresses providing incentives for electric utilities to invest in cybersecurity. Specifically, the bill directs the Federal Energy Regulatory Commission (FERC) to provide incentives to electric utilities for investing in advanced cybersecurity technology, and establishes a grant and technical assistance program at the Department of Energy for electric utilities that are not regulated by FERC to deploy advanced cybersecurity technology.

Women and Minorities in STEM Booster Act of 2019 This bill requires the National Science Foundation to award competitive grants to enable eligible entities to carry out the activities specified below in order to increase the participation of women and underrepresented minorities in the fields of science, technology, engineering, and mathematics (STEM). An eligible entity that receives a grant shall use grant funds to carry out one or more of the following activities designed to increase the participation of women or minorities underrepresented in science and engineering, or both: online workshops, mentoring programs that partner STEM professionals with students, internships for undergraduate and graduate students in STEM fields, outreach programs providing elementary and secondary school students with opportunities to increase their exposure to STEM fields, and programs to increase the recruitment and retention of underrepresented faculty.

Greg LeMond Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to Greg LeMond, in recognition of his contributions to the United States as an athlete, activist, role model, and community leader.

Big Cat Public Safety Act This bill revises requirements governing the trade of big cats (i.e., species of lion, tiger, leopard, cheetah, jaguar, or cougar or any hybrid of such species). Specifically, it revises restrictions on the possession and exhibition of big cats, including to restrict direct contact between the public and big cats.

Safe Schools Improvement Act of 2019 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit conduct, including bullying (including cyberbullying through electronic communications) and harassment, that (1) limits students' ability to participate in, or benefit from, school programs; or (2) creates a hostile or abusive educational environment that adversely affects students' education. LEAs shall also provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct, and report on, an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics shall collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

Safe Step Act This bill requires a group health plan to establish an exception to medication step-therapy protocol in specified cases. A medication step-therapy protocol establishes a specific sequence in which prescription drugs are covered by a group health plan or a health insurance issuer. A request for such an exception to the protocol must be granted if (1) an otherwise required treatment has been ineffective, (2) such treatment is expected to be ineffective and delaying effective treatment would lead to irreversible consequences, (3) such treatment will cause or is likely to cause an adverse reaction to the individual, (4) such treatment is expected to prevent the individual from performing daily activities or occupational responsibilities, (5) the individual is stable based on the prescription drugs already selected, or (6) there are other circumstances as determined by the Employee Benefits Security Administration. The bill requires a group health plan to implement and make readily available a clear process for an individual to request an exception to the protocol, including required information and criteria for granting an exception. The bill further specifies timelines under which plans must respond to such requests.

Indian Health Service Advance Appropriations Act of 201 9 This bill authorizes advance appropriations for the following Indian Health Service appropriations accounts: Indian Health Services, Indian Health Facilities, and Contract Support Costs. The advance appropriations provide new budget authority that first becomes available in the first fiscal year after the budget year. The bill requires the President's budget request to include information on estimates for the advance appropriations.

Dependent Income Exclusion Act of 2019 This bill excludes the wages and net earnings from self-employment of a dependent of a taxpayer from the calculation of total household income for purposes of determining eligibility for and the amount of the refundable premium tax credit, subject to limitations. Under current law, eligible taxpayers may be able to claim the premium tax credit, which applies toward the cost of obtaining health insurance through health insurance exchanges. Taxpayers must have a household income that meets or exceeds 100% of the federal poverty level (FPL) but is less than 400% of the FPL to be eligible for the tax credit. Further, under current law, the calculation of the premium tax credit is based, in part, on taxpayers’ household income such that taxpayers with lower household incomes are eligible for a higher premium tax credit. The bill excludes from household income the wages and net earnings from self-employment of a dependent of the taxpayer who (1) is under 18 years old; or (2) is under 24 years old and is, during any five calendar months of the year, a full- or part-time student in an educational organization (excluding for-profit educational institutions), is in an apprentice program, or is participating in a job training program. The amount that may be excluded is limited to 15% of the taxpayer’s modified adjusted gross income.

This resolution expresses support for the designation of September 2019 as Polycystic Ovary Syndrome (PCOS) Awareness Month. PCOS is caused by a hormone imbalance. Symptoms can include infertility, weight gain, excess hair growth, and acne. It recognizes the need for further research, improved treatment and care options, and a cure for PCOS. It also acknowledges the struggles affecting all women and girls afflicted with PCOS.

Protect America’s Wildlife and Fish In Need of Conservation Act of 2019 or the PAW and FIN Conservation Act of 2019 This bill nullifies several 2019 rules that revise regulations relating to the listing of endangered or threatened species and the designation of critical habitats. The restored rules automatically give threatened species the same protections as endangered species; revise requirements governing when an agency must consult with the U.S. Fish and Wildlife Service or the National Marine Fisheries Service about endangered species, threatened species, or their habitats; prohibit economic assessments from being considered in listing decisions; and revise the criteria used for designating critical habitats for the species. Rulemakings related to these regulations must incorporate climate change impacts.

Transit to Trails Act This bill directs the Department of Transportation (DOT) to establish the Transit to Trails Grant Program to award grants to certain governmental and private entities for projects that increase transportation access to public lands, waters, parkland, or monuments for critically underserved communities. Among other things, the bill requires DOT to develop transportation planning procedures for projects conducted under the program that are consistent with metropolitan and statewide planning processes, grant recipients to contribute matching funds equal to not less than 100% of the grant amount, grant awards to be at least $25,000 and not more than $500,000, and publicized schedules and routes for transportation systems that are developed after the receipt of a grant under the program.

Arctic Refuge Protection Act of 2019 This bill designates approximately 1,559,538 acres of land within Alaska in the Arctic National Wildlife Refuge as a component of the National Wilderness Preservation System.

Protecting Firefighters from Adverse Substances Act of 2019 or the PFAS Act of 2019 This bill requires the Federal Emergency Management Agency (FEMA) to develop guidance for firefighters and other emergency response personnel on training, education programs, and best practices to protect them from exposure to perfluoroalkyl and polyfluoroalkyl substances, commonly referred to as PFASs, from firefighting foam and to limit or prevent the release of PFASs into the environment. These substances are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing. FEMA shall (1) develop and issue guidance on alternative foams, personal protective equipment, and other firefighting tools and equipment that do not contain PFASs; and (2) create an online public repository on tools and best practices to reduce, limit, and prevent the release of and exposure to PFASs.

Veterans Reimbursement for Emergency Ambulance Services Act or VREASA This bill directs the Department of Veterans Affairs to treat ambulance services as reimbursable emergency services in certain circumstances. Specifically, services are reimbursable when the ambulance request was made because of the sudden onset of a medical condition that would reasonably be expected to be hazardous to the individual in the absence of immediate medical attention.

Empowering Olympic and Amateur Athletes Act of 2019 This bill establishes safeguards to protect amateur athletes from abuse, including sexual abuse, by coaches and employees in U.S. Olympic and Paralympic sports. The bill establishes (1) legislative mechanisms by which Congress can dissolve the Board of Directors of the U.S. Olympic and Paralympic Committee (USOPC) and decertify national governing bodies; and (2) a duty of care that USOPC owes to amateur athletes, including protecting athletes by requiring it to ensure that any allegation of child abuse of an amateur athlete who is a minor is immediately reported to law enforcement. The bill revises duties of the Office of the Ombudsman regarding the pursuit of abuse claims by the U.S. Center for Safe Sport, confidentiality, and retaliation against an employee or member for disclosing information or seeking assistance in mediation. The USOPC and the national governing bodies shall not interfere in or attempt to influence the outcome of an investigation. The center shall report to Congress within 72 hours of an attempt to interfere in, or influence the outcome of, an investigation.

Negro Leagues Baseball Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the Negro National League, a professional baseball league that was formed in response to African-American players being banned from baseball's major leagues. The design of the coins shall be emblematic of the Negro Leagues Baseball Museum and its mission to promote tolerance, diversity, and inclusion. All surcharges from sales of these coins shall be paid to the Negro Leagues Baseball Museum for educational and outreach programs and exhibits.

Constitutional Amendment This joint resolution proposes a constitutional amendment authorizing Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. The amendment grants Congress and the states the power to implement and enforce this amendment by legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections.

Butch Lewis Act of 2019 This bill establishes the Pension Rehabilitation Administration within the Department of the Treasury and a related trust fund to make loans to certain multiemployer defined benefit pension plans. To receive a loan, a plan must be either in critical and declining status (including any plan with respect to which a suspension of benefits has been approved) or insolvent, if the plan became insolvent after December 16, 2014, and has not been terminated. Treasury must issue bonds to fund the loan program and transfer amounts equal to the proceeds to the trust fund established by this bill. The Pension Rehabilitation Administration may use the funds, without a further appropriation, to make loans, pay principal and interest on the bonds, or for administrative and operating expenses. The bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to allow the sponsor of a multiemployer pension plan that is applying for a loan under this bill to also apply to the Pension Benefit Guaranty Corporation (PBGC) for financial assistance if, after receiving the loan, the plan will still become (or remain) insolvent within the 30-year period beginning on the date of the loan. The bill also appropriates to the PBGC the funds that are necessary to provide the financial assistance required by this bill.

Transparency and Effective Accountability Measures for Veteran Caregivers Act or the TEAM Veteran Caregivers Act The bill revises the administration of Department of Veterans Affairs (VA) caregiver programs. Specifically, the bill requires the VA to formally recognize caregivers of veterans by identifying any caregiver in the health record of the veteran. Such caregivers covered by the bill include those participating in the Program of Comprehensive Assistance for Family Caregivers and those participating in the Program of General Caregiver Support Services. The bill requires the VA to notify veterans and their caregivers regarding any clinical determinations made relating to claims under, or eligibility for, the specified caregiver programs. The notifications must be standardized and contain specified details regarding the decisions. The bill also requires the VA to temporarily extend benefits under the Program of Comprehensive Assistance for Family Caregivers for at least 90 days after the receipt of notice that a veteran is no longer clinically eligible for the program. Such an extension shall not apply to the termination of caregiver benefits (1) for cause, (2) because the veteran died, or (3) upon request of the caregiver or veteran.

Brand USA Extension Act This bill (1) extends funding for Brand USA, the Corporation for Travel Promotion, through FY2027; (2) raises the fee for using the electronic system for travel authorization; and (3) otherwise modifies the duties and powers of Brand USA.

This bill nullifies a July 11, 2019, executive order (1) directing all federal agencies to share citizenship information with the Department of Commerce, (2) establishing an interagency working group to improve Commerce's access to citizenship-related records in other agencies, and (3) directing Commerce to strengthen efforts to obtain citizenship-related records from states.

Stop Online Booking Scams Act of 2019 This bill prohibits third-party hotel-booking websites from marketing, or selling reservations for, a hotel room if the booking site states or implies that it is affiliated with the hotel owner or operator when it is not.

Safeguard Tribal Objects of Patrimony Act of 2019 This bill prohibits the exportation of Native American cultural items, archaeological resources, and objects of antiquity that were illegally obtained; provides for the return of such items, including voluntary returns; and establishes and revises related criminal penalties. The bill requires the Department of the Interior and the Department of State to each designate a liaison to facilitate and hold trainings and workshops on the voluntary return of human remains or cultural items. Additionally, Interior must refer individuals and organizations to Indian tribes or Native Hawaiian organizations to facilitate the voluntary return of human remains or cultural items; convene an interagency working group; and convene a tribal working group consisting of representatives of Indian tribes and Native Hawaiian organizations to provide advice on issues concerning the return of, and illegal trade in, human remains or cultural items. The bill also increases from 5 years to 10 years the maximum prison term for an individual convicted of selling, purchasing, using for profit, or transporting for sale or profit human remains or cultural items that were illegally obtained.

Trauma-Informed Modernization of Eldercare for Holocaust Survivors Act or the TIME for Holocaust Survivors Act This bill includes matters concerning Holocaust survivors in federal grants and programs that serve older adults. Specifically, the bill includes an individual's status as a Holocaust survivor within the scope of the greatest social needs for purposes of such programs. Under current law, these programs must target populations with the greatest economic and social needs. Additionally, among other activities, the Administration on Aging must establish a national center to provide resources, training, and technical assistance related to delivering services to older individuals who experience the long-term and adverse consequences of trauma. In addition, the administration may designate within it a person responsible for implementing and coordinating services for individuals who are Holocaust survivors.

JROTC Cyber Training Act This bill directs the Department of Defense to implement a program to prepare Junior Reserve Officers' Training Corps students for careers in computer science and cybersecurity. The program may include such elements as internships and cooperative research opportunities, funding for training of instructors, activities to improve the quality of training in these fields, and informal education.

Anti-Spoofing Penalties Modernization Act of 2019 This bill doubles the penalties for providing inaccurate caller identification information and extends the statute of limitations for penalizing persons who commit such violations.
