Nurses for Under-Resourced Schools Everywhere Act or the NURSE Act This bill establishes a competitive demonstration grant program through which the Department of Education (ED) shall award matching funds to increase the number of school nurses in public elementary and secondary schools served by an eligible entity. An eligible entity is a state educational agency or local educational agency (LEA) in which at least 20% of students are eligible to participate in the school lunch program. In awarding grant funds, ED shall give priority to high-need LEAs that demonstrate the greatest need for new or additional nursing services. A high-need LEA is one in which at least 40% and no fewer than 15,000 students are eligible to participate in the school lunch program.

Enhancing Grid Security through Public-Private Partnerships Act This bill directs the Department of Energy to facilitate and encourage public-private partnerships in order to address and mitigate the physical security and cybersecurity risks of electric utilities.

No Free Campaigns for Congress Act of 2018 This bill excludes from treatment as franked mail material transmitted by a Member of Congress, or a Member-elect, that includes a photograph or photographic representation, other than as an electronic communication. The total amount that may be spent for the costs of franked mail sent by any Member or Member-elect may not exceed $10,000 during a calendar year or during a fiscal year in the case of the House of Representatives or the Senate, respectively. The bill bans mass mailings postmarked at any time during an election year. The franking privilege may not be used for mail that is purely related to a campaign for election for office.

Korean War Combat Veterans Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to the Korean War combat veterans, collectively, in recognition of their dedicated service during the Korean War. The medal shall be displayed at the Smithsonian Institution, which is urged to make the medal available for display at other locations associated with the Korean War combat veterans.

Tip Income Protection (TIP) Act of 2018 This bill amends the Fair Labor Standards Act of 1938 with respect to the definition of wage to provide that except in the case of the pooling of tips, all tips received by any employee, including an employee that is not a tipped employee, shall be the property of, and retained by, the employee, including in the case of an employer that pays a tipped employee a cash wage that equals or exceeds the minimum wage.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

Getting Involved in Researching, Learning, and Studying of Science, Technology, Engineering, and Mathematics Act or the GIRLS STEM Act This bill amends the Elementary and Secondary Education Act of 1965 to establish a program to: (1) encourage the interest of female students in careers requiring science, mathematics, engineering, or technology (STEM) skills; and (2) prepare female students to pursue credentials needed to pursue a career in a STEM field. The Department of Education may provide grants to eligible local educational agencies to enable elementary and secondary schools to implement the program.

Enhancing DHS' Fusion Center Technical Assistance Program Act This bill amends the Homeland Security Act of 2002 to direct the Department of Homeland Security (DHS) to establish a fusion center technical assistance program. DHS, in carrying out the program, shall: (1) provide technical assistance to fusion centers regarding grants administered under the Urban Areas Security Initiative and the Homeland Security Grant Program, terrorism prevention activities, and intelligence and information sharing; (2) provide to fusion centers notice of any changes to such activities; and (3) make available best practices regarding fusion center operations, information sharing and analysis of homeland security threats, and protecting privacy, civil rights, and civil liberties.

Water Recycling Investment and Improvement Act This bill provides support for water recycling and reuse projects, including support for the Bureau of Reclamation's grant program for water recycling. This bill reauthorizes and revises the Environmental Protection Agency's grant program for alternative water sources and water recycling.

This joint resolution nullifies the rule submitted by the Federal Communications Commission entitled "Restoring Internet Freedom." The rule published on February 22, 2018: (1) restores the classification of broadband Internet access service as a lightly-regulated "information service"; (2) reinstates private mobile service classification of mobile broadband Internet access service; (3) requires Internet service providers to disclose information about their network management practices, performance characteristics, and commercial terms of service; and (4) eliminates the Internet Conduct Standard and the bright-line rules.

Deterring and Defeating Rocket and Missile Threats to Israel Act of 2018 This bill authorizes the President to provide assistance to Israel, under jointly agreed-upon exceptional circumstances, for procurement of missile defense systems (including the Iron Dome, David's Sling, and Arrow systems) and missile defense development.

Partnerships for Progress and Prosperity Act or the P3 Act This bill requires the Department of Education (ED) to award grants to local educational agencies (LEAs) and institutions of higher education for the improvement of students' education in science, technology, engineering, and mathematics (STEM). Each grantee shall partner with an employer in a STEM field to: assist students in obtaining internships or apprenticeships, develop STEM coursework curricula and metrics, carry out dual-credit courses, provide tutoring and mentoring, enable students and teachers to attend STEM events outside of the classroom, provide after-school and summer STEM programs, and purchase educational materials or equipment to facilitate STEM instruction. In awarding grants under the program, ED shall give special consideration to applicants that: promote in-classroom engagement between STEM professionals and students; use technology-based materials and content; pair mentors and tutors with students struggling to meet curriculum benchmarks; in the case of LEA applicants, serve schools in which most students are eligible for free or reduced-price lunch; and propose to use grant funds to target interventions for populations that are traditionally underrepresented in STEM fields. Each grantee shall provide matching funds equal to 50% of the grant amount.

Assault Weapons Ban of 2018 This bill amends the federal criminal code to make it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is: (1) manually operated by bolt, pump, lever, or slide action; (2) permanently inoperable; (3) an antique; or (4) a rifle or shotgun specifically identified by make and model. Additionally, the bill does not prohibit, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The legislation amends the NICS Improvement Amendments Act of 2007 to require law enforcement agencies to be notified when a prohibited person attempts to purchase a grandfathered SAW. It also amends the Omnibus Crime Control and Safe Streets Act of 1968 to allow a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Job Creation through Energy Efficient Manufacturing Act This bill requires the Department of Energy (DOE) to establish a Financing Energy Efficient Manufacturing Program that provides grants for projects that: (1) improve the energy efficiency of small- or medium-sized manufacturers that employ no more than 750 employees, and (2) develop technologies to reduce electricity or natural gas use by the manufacturers. The bill establishes labor requirements for projects that receive grant funding under this bill. In addition, the bill establishes a requirement that grant projects only use iron and steel products that are produced in the United States, unless DOE grants a waiver of the requirement.

Facilitating Veterans' Education Act This bill requires that at the same time a military department issues a certificate of release or discharge to a member of the Armed Forces who is being discharged or released from active duty, the department shall provide to such member a copy of the joint services transcript of the member, or a successor transcript.

Reserve Component Benefits Parity Act of 2018 This bill makes reserve component members who are deployed to support pre-planned operations of a combatant command eligible for: (1) non-reduction in pay while serving in the uniformed services or National Guard, (2) consideration of active duty service to reduce the age for retired pay ; and (3) the high-deployment allowance for lengthy or numerous deployments and frequent mobilizations.

Sunlight in Workplace Harassment Act This bill amends the Securities and Exchange Act of 1934 to require disclosure of settlements and complaints related to sexual abuse, sexual harassment, and other types of discrimination. Specifically, certain issuers of securities must annually disclose this information to shareholders and the public. Issuers must also describe the measures taken to prevent employees from committing further abuse, harassment, or discrimination.

Tribal Nutrition Improvement Act of 201 8 This bill amends the Richard B. Russell National School Act to allow an Indian tribe to assume, from a nearby local educational agency (LEA) and in lieu of a state, responsibility for administration of the school breakfast program, the school lunch program, the child and adult care food program, or the summer food service program for children. The Department of Agriculture (USDA) must identify, for optional use in LEAs on or near Indian reservations, alternatives to current program requirements related to the daily counting of meals by category, the use of annual applications to determine program eligibility, and the use of universal meal service. USDA may implement such alternatives, as limited by the bill, as well as further test them in demonstration projects. The bill also amends the Child Nutrition Act of 1966 to require USDA to increase the amount of administrative funds paid to an Indian tribe that agrees to assume responsibility for the administration of one of the aforementioned food programs.

Rural Health Liaison Act of 2018 This bill amends the Department of Agriculture Reorganization Act of 1994 to establish a Rural Health Liaison within the Department of Agriculture to coordinate the role of the department with respect to rural health; provide expertise, guidance, and technical assistance; and perform other specified advocacy, communications, and consulting duties.

Better Access to Technical Training, Learning, and Entrepreneurship for Servicemembers Act or the BATTLE for Servicemembers Act This bill directs the Department of Defense and the Department of Homeland Security to waive additional training under the Transition Assistance Program (TAP) under certain circumstances. The TAP provides information and training to service members and their spouses to assist them in the transition to civilian life by pursuing additional education, finding a job in the public or private sector, or starting their own business. Under the bill, service members must participate in TAP training programs unless they choose to opt out of such programs.

Keeping Our Commitment to Ending Veteran Homelessness Act of 2018 This bill extends through FY2019 authority for the following Department of Veterans Affairs (VA) programs: homeless veterans reintegration programs, the homeless women veterans and homeless veterans with children reintegration program, referral and counseling services for certain veterans at risk of homelessness, treatment and rehabilitation services for seriously mentally ill and homeless veterans, and the grant program for homeless veterans with special needs. The bill extends through FY2020 authority for the following VA programs: housing assistance for homeless veterans, and financial assistance for supportive services for very low-income veteran families in permanent housing. The bill extends through 2019 authority for the Advisory Committee on Homeless Veterans.

Marijuana Effective Drug Studies Act of 2018 or the MEDS Act This bill amends the Controlled Substances Act to establish a new, separate registration process to facilitate research involving marijuana and the commercial production of drugs made from marijuana. Specifically, the bill requires the Drug Enforcement Administration to register manufacturers and distributors to supply marijuana: (1) for use in research, and (2) for the commercial production of approved drugs containing or derived from marijuana.

Advancing Seniors and Kids Act or the ASK Act This bill extends, and otherwise revises, various public health and social welfare programs. Specifically, the bill: permanently extends the Children's Health Insurance Program (CHIP); extends by one year, but reduces by half, additional federal financial participation for CHIP; extends CHIP's qualifying-states option, express-lane eligibility option, and outreach and enrollment program; extends the Child Enrollment Contingency Fund, the Childhood Obesity Demonstration Project, and the Pediatric Quality Measures Program; modifies Medicare payment rules and reporting requirements with respect to ground-ambulance services; permanently extends specialized Medicare Advantage (MA) plans for certain special-needs individuals; expands certain supplemental benefits under MA for chronically ill enrollees; extends the Medicare payment adjustment known as the "home-health rural add-on"; makes permanent or extends other specified programs and payment rules under Medicare; under Medicaid, extends certain health workforce demonstration projects as well as specified programs related to community health centers, diabetes, graduate medical education, family-to-family health-information centers, abstinence education, and personal-responsibility education; delays certain changes, under Medicaid, to disproportionate-share hospital allotments and to third-party liability provisions; extends the Maternal, Infant, and Early Childhood Home Visiting Program and requires, under the program, continued demonstration of improvements in certain benchmark areas; establishes a grant program for the monitoring of representative payees under the Supplemental Security Income (SSI) program and the Old Age, Survivors, and Disability Insurance (OASDI) program; otherwise revises provisions related to representative payment under SSI and OASDI; and with respect to the child-welfare system, modifies provisions related to information sharing and to overpayment liability.

This bill directs the Department of Veterans Affairs (VA) to ensure that if it creates a presumption of service connection between the occurrence of a disease and exposure to a herbicide agent while serving in the Armed Forces during the Vietnam era at a military base in Thailand, such presumption shall also apply to exposure to a herbicide agent while serving in the Armed Forces during the Vietnam era at any military base in Thailand without regard to where on the base the veteran was located or what military job specialty the veteran performed. The VA may provide to any spina bifida-affected child of a veteran who served on active duty in Thailand beginning on January 9, 1962, and ending on May 7, 1975, and who was exposed to a herbicide agent during such service, the same health care, vocational training and rehabilitation, and monetary allowance required to be paid to a similarly affected child of a Vietnam veteran.

Pulled Pork Act This bill prohibits federal agencies from using funds made available through an earmark after the enactment of this bill. It also rescinds the earmarked funds effective on the date the funds are made available. An "earmark" is a provision or report language included primarily at the request of a Member of Congress providing, authorizing, or recommending a specific amount of discretionary budget authority, credit authority, or other spending authority for a contract, loan, loan guarantee, grant, loan authority, or other expenditure with or to an entity, or targeted to a specific state, locality or congressional district, other than through a statutory or administrative formula-driven or competitive award process. Each agency must submit to the Office of Management and Budget (OMB) an annual report identifying each earmark that is ineligible for funding under this bill. OMB must then submit to Congress and publish on its website an annual report detailing the identified earmarks and the annual savings resulting from this bill.

Securing Our Schools Act of 2018 This bill establishes a pilot program under which the Department of Justice may award one-year grants to local education agencies for the purpose of purchasing and installing devices that allow for the immediate notification of appropriate officials in case of emergency.

Uniting and Securing America Act of 2018 or the USA Act of 2018 This bill provides conditional permanent resident status for an alien meeting specified requirements, including having entered the United States when younger than 18 years old and residing in the United States since December 31, 2013. An individual may apply to have such conditional basis removed after meeting specified eligibility requirements. The Department of Homeland Security (DHS) shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an individual who was granted Deferred Action for Childhood Arrivals (DACA) status, unless such individual has engaged in disqualifying conduct. The bill repeals provisions that deny an unlawful alien eligibility for higher education benefits on the basis of residence within a state unless a U.S. citizen or national is eligible for such benefits without regard to whether such citizen or national is such a resident. DHS shall: (1) deploy the most practical and effective technology available in order to achieve situational awareness and operational control along the U.S. border; (2) submit to Congress a comprehensive southern border strategy to achieve border control; and (3) begin eradicating the carrizo cane plant and salt cedar along the Rio Grande River. DHS may construct new ports of entry along the northern and southern borders. The bill establishes Operation Stonegarden in DHS to provide border security grants to law enforcement agencies in border or maritime border states that are involved in U.S. Customs and Border Protection operations DHS shall establish a two-year grant program to improve emergency communications in the southern border region for individuals who are at risk of violence and lack cellular and LTE network service. The number of immigration judges is increased. The President shall designate a senior official to coordinate federal and international efforts to strengthen citizen security, the rule of law, and economic prosperity in Central America.

Broadband Conduit Deployment Act of 2018 This bill directs the Department of Transportation to require states to evaluate the need to install broadband conduit in any project to construct a new highway or additional lane or paved shoulder for an existing highway that is begun after the enactment of this bill and that receives funding under the federal-aid highway program.

Veterans Deserve Better Act This bill amends the Veterans Access, Choice, and Accountability Act of 2014 to require: (1) the Department of Veterans Affairs (VA) to pay for hospital care or medical services furnished by a non-VA health care entity or provider under the Veterans Choice Program within 45 days of receipt of a paper claim or within 30 days of receipt of an electronic claim, and (2) the entity or provider to file a claim with the VA within 180 days of providing the service. The VA shall bar providers or entities that file fraudulent health claims from program participation. The VA shall: (1) ensure that contracts with third party administrators require that veterans' health care appointments be scheduled within five days, and (2) track all appointments and follow up on delayed appointments.

Iran Human Rights and Hostage-Taking Accountability Act This bill directs the President to identify and impose sanctions against senior members of the government of Iran and other persons who are responsible for or complicit in committing serious human rights violations, or engaging in censorship, the diversion of goods intended for the people of Iran, or public corruption. The President shall identify and impose U.S. entry and financial sanctions against persons who are responsible for or complicit in the politically-motivated intimidation, detention, or trial of: (1) U.S. citizens or legal permanent resident aliens in Iran; or (2) Iranians, Iranian residents, or persons of Iranian origin outside of Iran. The President shall impose U.S. entry sanctions against specified family members of identified persons. The Department of State shall submit to Congress a strategy to prevent elements of the Iranian regime from engaging in hostage-taking or the prolonged arbitrary detention of U.S. citizens or legal permanent resident aliens. The bill authorizes the consolidation of certain Iran-related reports.

Ending Forced Arbitration of Sexual Harassment Act of 2017 This bill prohibits a predispute arbitration agreement from being valid or enforceable if it requires arbitration of a sex discrimination dispute. The prohibition does not apply to an arbitration provision in a contract between an employer and a labor organization or between labor organizations, subject to limitations.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in Washington, DC, and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Welfare of Our Friends Act of 2017 or the WOOF! Act This bill amends the Animal Welfare Act to prohibit the Department of Agriculture (USDA) from licensing a dealer of dogs whose previous licenses have been suspended or revoked in the last 10 years if the license is for operating a facility that the dealer previously used. Further, USDA may not issue or renew a license to: (1) the dog dealer's immediate family members, (2) a person who resides at the same address as the dog dealer, or (3) certain legal entities if such dealer holds an ownership interest in the entity.

No Assistance for Assad Act This bill prohibits FY2018-FY2022 reconstruction or stabilization assistance from being provided for any area of Syria controlled by the Syrian government or associated forces unless the President certifies that the Syrian government has stopped attacking civilians and is making progress in areas such as human rights, complying with international obligations, ending missile development and deployment, and refugee repatriation. The President shall recertify whether such conditions are being met every 90 days. Such prohibition shall not apply to assistance for locally administered projects and humanitarian needs. The Department of State and the U.S. Agency for International Development shall report to Congress regarding the delivery of U.S. humanitarian assistance to Syria.

Promoting Women in the Aviation Workforce Act This bill directs the Federal Aviation Administration to create and facilitate the Women in Aviation Advisory Board to promote organizations and programs that provide education, training, mentorship, outreach, and recruitment of women into the aviation industry.

Small Business Advanced Cybersecurity Enhancements Act of 2017 This bill amends the Small Business Act to direct the Small Business Administration in coordination with the Department of Commerce to create a central small business cybersecurity assistance unit and small business cybersecurity assistance units in each small business development center. The units shall serve as the primary interface for small business concerns to receive and share cyber threat indicators and defensive measures with the federal government.

Small Business Broadband and Emerging Information Technology Enhancement Act of 2017 This bill directs the Small Business Administration to designate a senior Office of Investment and Innovation employee as broadband and emerging information technology coordinator. The coordinator's responsibilities shall include identifying best practices relating to broadband and emerging information technology that may help small businesses.

Recovering America's Wildlife Act This bill amends the Pittman-Robertson Wildlife Restoration Act to direct the Department of the Treasury to transfer, beginning in FY2018, revenues from energy and mineral development on federal lands totaling $1.3 billion to the Wildlife Conservation and Restoration Subaccount of the Federal Aid to Wildlife Restoration Fund, to be available without further appropriation. The bill revises the requirements governing how the funds from the subaccount may be used, including by requiring funds to be used to develop, revise, and implement state wildlife conservation strategies. The bill expands the allowable uses of the subaccount, including by allowing funds to be used for managing invasive and nuisance species and for law enforcement activities that are directly related to the conservation of species of the greatest conservation need. Funds apportioned from the subaccount may not be conditioned upon the provision of public access to private lands, waters, or holdings. The bill specifies what types of funds and donations states may use to meet matching fund requirements. The bill revises the formula used to determine how funds are distributed to states.

Military Domestic Violence Reporting Enhancement Act This bill establishes a punitive article in the Uniform Code of Military Justice on domestic violence and aggravated domestic violence against an intimate partner. "Aggravated domestic violence" involves the use of a weapon, or force in a manner likely to produce death or grievous bodily harm. Military departments must submit to the Department of Justice the identity of each member of the Armed Forces who has been convicted of a domestic violence offense for inclusion in the national instant criminal background check system.

Save Net Neutrality Act of 2017 This bill prevents the Federal Communications Commission (FCC) from using the Notice of Proposed Rulemaking in the matter of restoring Internet freedom adopted by the FCC on May 18, 2017, to satisfy the general notice requirement for ending the FCC's public-utility regulation of the Internet.
