Solar Vocational Education and Training for our Servicemembers Act or the Solar VETS Act This bill requires the Department of Energy (DOE), in collaboration with the Department of Defense, to develop a training course for careers in solar-related occupations to be (1) made available at military installations and to eligible members of the Armed Forces, and (2) administered by institutions of higher education pursuant to an agreement with DOE.

Guarantee Access to Arts and Music Education Act of 2018 or the GAAME Act of 2018 This bill amends the Elementary and Secondary Education Act of 1965 to specify that Title I funds (which support the instructional needs of students from low-income families) may be used for arts and music programs.

Keep Families Together Act This bill prohibits an agent or contractor of the Department of Homeland Security, the Department of Justice, or the Department of Health and Human Services from removing a child who is under the age of 18 and has no permanent immigration status from his or her parent or legal guardian at or near the port of entry or within 100 miles of the U.S. border unless: an authorized state court determines that it is in the child's best interests to be removed; a state or county child welfare official with expertise in child trauma and development determines that it is in the child's best interests to be removed because of abuse or neglect; or the Chief Patrol Agent or the Area Port Director authorizes separation based on a documented finding that the child is a trafficking victim or is at significant risk of becoming a victim, a strong likelihood exists that the adult is not the parent or legal guardian, or the child is in danger of abuse or neglect. A child may not be removed from a parent or guardian unless an independent licensed child welfare expert authorizes the separation within 48 hours of such removal. An agency may not remove a child from a parent or legal guardian solely for the policy goals of deterring migration to the United States or of promoting immigration law compliance. The bill sets forth presumptions: (1) in favor of family and sibling unity and parental rights, and (2) that detention is not in the best interests of families and children. The bill limits the prosecution of asylum seekers.

Know the Lowest Price Act of 2018 This bill prohibits a health-benefits plan or pharmacy-benefits manager under Medicare or Medicare Advantage from restricting a pharmacy from informing an enrollee of any difference between the price of a drug under the plan and the price of the drug without health-insurance coverage.

Patient Right to Know Drug Prices Act This bill prohibits a health insurance plan or pharmacy benefits manager from restricting a pharmacy from informing an enrollee of any difference between the cost of a drug under the plan and the cost of the drug without health insurance coverage. (Such restrictions are commonly referred to as gag clauses.)

Metastatic Breast Cancer Access to Care Act This bill specifies that individuals with metastatic breast cancer are not subject to certain waiting periods for disability insurance benefits under the Old-Age, Survivors, and Disability Insurance program and related Medicare coverage.

Strengthening the Tenth Amendment Through Entrusting States Act or the STATES Act This bill eliminates regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act for marijuana-related conduct and activities that are authorized by state or tribal law, subject to specified exceptions.

International Human Rights Defense Act of 2018 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTI (lesbian, gay, bisexual, transgender, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTI people and represent the United States in diplomatic matters relevant to the human rights of LGBTI people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTI people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTI people. The Foreign Assistance Act of 1961 is amended to require that annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.

Bus Operator and Pedestrian Protection Act This bill requires the Department of Transportation (DOT) to require public transportation safety grant recipients that operate fixed route bus service to: (1) develop a risk reduction program for bus operations to improve safety by reducing the number and rates of accidents, injuries, assaults on bus operators, and fatalities; (2) submit the program, including the implementation plan required by this bill, to DOT for review and approval; and (3) implement the program and plans approved by DOT. The recipient of a public transportation safety grant shall report to DOT, for inclusion in the National Transit Database, any information on each assault on an public transportation vehicle operator.

Mothers and Offspring Mortality and Morbidity Awareness Act or the MOMMA's Act This bill establishes a series of programs and requirements to address maternal mortality in the United States, including expanded coverage under Medicaid and the Children's Health Insurance Program (CHIP) for pregnant and postpartum women.

Foster Accountability, Integrity, Trust, and Honor in Congress Act or the FAITH in Congress Act This bill prohibits Members of Congress from being paid if both chambers of Congress have not: (1) agreed to a budget resolution for the next fiscal year by April 15, or (2) passed each of the regular appropriations bills for the next fiscal year by September 30. The bill also includes provisions that: eliminate automatic pay adjustments for Members of Congress; prohibit funds provided for the official travel expenses of Members of Congress and legislative branch employees from being used for airline accommodations that are not coach-class, with some exceptions; prohibit former Members of Congress and elected officers of Congress from lobbying Congress; and prohibit the House of Representatives from considering legislation that does not have demonstrable bipartisan support.

Fighting Medicare Fraud Act of 2018 This bill expands the authority of the Centers for Medicare & Medicaid Services (CMS) to exclude from participation in federal health programs certain affiliates of a sanctioned entity. (A "sanctioned entity" is one that has been convicted of one of several specified crimes or excluded from participation under either Medicare or a state health care program.) In addition, the bill requires Medicare Advantage organizations to report instances of fraud or abuse to the CMS within 60 days.

Ending Maternal Mortality Act of 2018 This bill amends the Public Health Service Act to require the Department of Health and Human Services to publish every two years a national plan to reduce the rate of preventable maternal mortality (maternal deaths that occur during or within 12 months of pregnancy). Each plan must address specific issues relating to maternal mortality and severe maternal morbidity (unexpected outcomes of labor and delivery that result in significant short- or long-term consequences to a woman's health), such as issues surrounding public awareness, at-risk populations and disparities, and quality of care.

Burn Pits Accountability Act This bill requires the Department of Defense (DOD) and the military departments to evaluate whether each member of the Armed Forces has been (1) based or stationed where an open air burn pit was used to dispose of waste, or (2) exposed to toxic airborne chemicals. Members located where an open burn pit was used or exposed to toxic airborne chemicals must be enrolled in the Airborne Hazards and Open Burn Pit Registry, unless the member elects not to enroll. The evaluations must be included in periodic health assessments, physical exams conducted immediately prior to separation from active duty, and deployment assessments. DOD must share the results of the evaluations with the Department of Veterans Affairs.

Jobs, Not Waste Act This bill prohibits the Department of Energy from licensing, planning, developing, or constructing a nuclear waste repository at Yucca Mountain in Nevada until the Office of Management and Budget conducts a study on the economic viability of alternative uses of the site and Congress holds a hearing on the findings. (A nuclear waste repository is a site used for storing high-level radioactive waste and spent nuclear fuel.)

Better Energy Storage Technology Act of 2018 or the BEST Act of 2018 This bill requires the Department of Energy to establish new goals for its energy storage program and enter into agreements to carry out at least three grid-scale energy storage demonstration projects. (The energy storage program supports the ability of the United States to remain globally competitive in energy storage systems for electric drive vehicles, stationary applications, and electricity transmission and distribution.)

Protecting American Solar Jobs Act This bill amends the Harmonized Tariff Schedule of the United States to eliminate tariffs placed on specified imported solar power technology (i.e., crystalline silicon photovoltaic cells). The bill applies retroactively to February 7, 2018.

Loya-Sears Warrior Transition Assistance Reform Act of 2018 This bill directs the Department of Defense to provide an action plan to Congress relating to the Transition Assistance Program (TAP), including goals to (1) require all members of the Armed Forces to begin participating in TAP one year before separation from the Armed Forces, (2) standardize the TAP curriculum across all military departments, and (3) implement various standardized performance metrics to measure participation and outcomes.

Speed Warrior Outcomes, Research, Detection and Diagnosis Act of 2018 or the SWORDD Act of 2018 This bill directs the Department of Defense to submit to Congress a plan for the Defense Health Agency to accelerate cooperative research, development, and the fielding of breakthrough therapies for traumatic brain injury and post-traumatic stress.

VA Medicinal Cannabis Research Act of 2018 This bill authorizes the Department of Veterans Affairs (VA) to conduct and support research on the efficacy and safety of certain forms of cannabis and cannabis delivery for veterans enrolled in the VA health care system diagnosed with conditions such as chronic pain or post-traumatic stress disorder. Collected data shall be preserved in a manner that facilitates further research.

Purple Heart and Disabled Veterans Equal Access Act of 2018 This bill extends access to Department of Defense commissaries and morale, welfare, and recreation (MWR) facilities to Purple Heart recipients, veterans with a service-connected disability, Medal of Honor recipients, former prisoners of war, and veteran caregivers. (Commissaries are grocery/department stores on military installations that sell food and some household items. MWR facilities offer a range of services on bases including libraries, outdoor recreation, dining, golf courses, and sports and fitness centers.)

Creating Tech Startup Jobs Act This bill allows several tax credits for a qualified research intensive small business concern, which is a small business that is not over 10 years old, has fewer than 100 employees, and spends at least 30% of its gross expenditures on research or experimental expenditures. For a qualified research intensive small business concern, the bill allows a research intensive investment credit for taxpayers who acquire an equity investment in the business, a research employment credit for a portion of the first-year research wages that the business pays to full-time research employees, and a research expenditure credit for a portion of the research or experimental expenditures of the business. The bill also (1) sets forth a special rule for the inclusion in gross income of partnership interests transferred in connection with the performance of services, and (2) modifies the tax treatment of partners who provide investment management services to partnerships.

Never Again Education Act This bill authorizes the Holocaust Education Assistance Program Fund for the Department of Education (ED) to: (1) award grants to eligible entities to carry out Holocaust education programs, and (2) conduct periodic regional workshops to provide teachers with technical assistance on how to incorporate Holocaust education within state and local education standards. The fund may accept donations and in-kind contributions. ED shall: (1) create and maintain a Holocaust education program website containing resources for middle grades and high schools; and (2) establish the Holocaust Education Advisory Board to advise on developing application criteria for the fund's grants, advise on content for the Holocaust education program website, and lead efforts to solicit donations for the fund.

Government Customer Service Accountability and Improvement Act of 2018 This bill requires the Office of Management and Budget (OMB) to select certain agencies, including at a minimum the Department of Veterans Affairs, the Office of Personnel Management, and the Internal Revenue Service, to develop customer experience standards and performance plans for such agencies. The senior accountable official for customer experience for each agency shall develop customer experience standards and performance plans, subject to approval by the agency and the OMB. The standards and performance plans shall be: (1) based on customer and market research that identifies the aspects of service delivery that are most important to citizens, and (2) collected through both qualitative and quantitative research methods that incorporate voluntary feedback from citizens. The approved standards and performance plans shall be included in the agency performance plans. The OMB shall establish the Service Improvement and Accountability Unit Pilot Program to provide assistance to an agency that does not meet applicable customer experience standards.

Student Non-Discrimination Act of 2018 This bill prohibits discrimination, under a federally assisted program, against public school students on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. The bill authorizes federal departments and agencies to terminate the educational assistance of recipients found to be violating this prohibition. An aggrieved individual may assert a violation of this bill in a judicial proceeding and recover reasonable attorney's fees.

2020 Census Improving Data and Enhanced Accuracy Act or the 2020 Census IDEA Act This bill prohibits the Department of Commerce, in the 2020 decennial census and each decennial census thereafter, from: (1) implementing any major operational design that has not been researched, studied, and tested for at least three years before the date on which the applicable census occurs; or (2) including on the questionnaire for the census any subject, type of information, or question that was not submitted to Congress. The Government Accountability Office must certify to Congress that the subjects, types of information, and questions to be included in a decennial census have been adequately researched, studied, and tested to the same degree as in previous decennial censuses.

Debbie Smith Reauthorization Act of 2018 This bill amends the DNA Analysis Backlog Elimination Act of 2000 and the DNA Sexual Assault Justice Act of 2004 to reauthorize through FY2024: grants under the Debbie Smith DNA Backlog Grant Program; grants to provide DNA training and education for law enforcement personnel, corrections personnel, and court officers; and grants under the Sexual Assault Forensic Exam Program.

2020 Census Accountability Act This bill requires the Bureau of the Census to establish the Task Force on the 2020 Census, which shall report to Congress on: existing and potential policies and measures that promote full participation in the decennial census by all residents of the United States; potential negative impacts on minority populations resulting from the addition of a citizenship question to the census, including potential impacts on congressional reapportionment, legislative redistricting, and distribution of federal funds; civil rights issues that could be affected with the addition of a citizenship question to the census; and a potential decrease in participation related to the addition of citizenship questions. The task force shall terminate following the 2020 decennial census.
